TheTrusteespresentitsAnnualReportandIndependentExaminer’sReportfortheperiod10July2015to31March2016.ThefinancialstatementshavebeenpreparedinaccordancewithAccountingandReportingbyCharities:StatementofRecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththeFinancialReportingStandardsapplicableintheUKandtheRepublicofIreland(FRS102)(effective1January2015)-(CharitiesSORP(FRS102).
ObjectivesandactivitiesTheobjectsofBristolOlderPeople’sForumCIOare:1) TopromotesocialinclusionforthepublicbenefitbyworkingwiththoseintheCityofBristol
whoaresociallyandeconomicallyexcludedonthegroundsoftheirage,relievingtheneedsofsuchpeopleandsupportingtheirparticipationinsociety.
2) ThereliefofpovertyandsicknessandthepreservationandprotectionofgoodphysicalormentalhealthamongstpersonswhoareinneedasaresultoftheirageintheCityofBristol.
Infurtheranceoftheseobjects,thetrusteesshall:a. Increase,co-ordinateandprovideinformationaboutopportunitiesforoldermembersofall
ofBristol'scommunities;b. Giveolderpeopleavoiceandfacilitatetheirengagementwithserviceproviders,soasto
influencethequalityandrelevanceoflocalservicesandprovisionsandsobettermeettheneedsofpeopleover55
c. ResearchorparticipateinresearchintothecausesandeffectsofsocialexclusionofolderpeopleintheCity

AchievementsandperformanceInthispastyear,duringwhichwebecameacharity,BristolOlderPeople’sForum(BOPF)hascontinuedtoworktoimprovetheopportunitiesforolderpeopletoparticipateintheircommunitybyinvitingkeypeoplewhomakedecisionstoouropenforummeetings(heldinlocationsacrossthecitytoenableasmanypeopleaspossible,fromallsectionsofthecommunity,toattend).Wehavegivenolderpeopleavoice,facilitatingengagementwithserviceproviders,andholdingeventssuchasBristolmayoralhustings(attracting100+attendees),andhustingsforthePCCelections(thelatterincollaborationwithotherequalityforumsintheCity).Wehavehelpedtoinfluencethequalityofmanylocalservicestobettermeettheneedsofolderpeople,throughencouragingmemberstospeakup,askquestionsandrespondtolocalconsultations.Alsoourmembersrepresentolderpeopleonawidevarietyofcommittees,boardsandgroups.Wehaveworkedtoresearchissuesregardingolderpeople’shealthandsocialexclusion—withBristolUniversityandUWE;andourpartnerBristolAgeingBetter(BAB).Ournewslettersareavital,printed,resourceandinformationforolderpeople,particularlyinrespectoftheirhealth,socialandeconomicwelfare—sothatindividualscanfindthesupporttheyneed.Ourmembershipremainsatasimilarleveltopreviousyears—wetendtoseeaseasonaldecreaseinmembership(mortality)andrecruitmembersthrougheventsandwordofmouthandlocalmedia.Ourmembershipnumberof2745remainsthelargestofanyolderpeopleorganisationinBristol,andisusedasaresourcebytheUniversities,Council,NHS,AgeUKBristolandBristolAgeingBetter.Ourmembersareloyal,enthusiasticandactive(over500respondedtoourlatestsurvey,seepage7)Wehaveworkedhardthisyeartoensurewehavereliableandaccuratedataonourmembershipandcanunderstandtheirsocio-geo-demographicprofilesandhowtheserelatetoallolderpeopleinBristol.WeareencouragedtofindourmembershipextendsacrosstheCity,includingthemostdeprivedwards,whichalignswithpastresearchwehavedoneaskingaboutincomelevelsandmore.Wehavecollaboratedinsettingupalocalradioprogrammepresentedbyolderpeople,forolderpeople—anotherchannelforprovidinginformationtoolderpeopleespeciallythosedigitallyexcluded.Wealsocontinuetocollaboratetodelivertheannual2-weeklongCelebratingAgeFestivalinthecity.Welookforwardtodeliveringevenmoreintooursecondyear,buildingonourrelationshipswithmembers,allolderpeople,andmanyothersupportersandorganisationsintheCityandbeyond.

OpenForumMeetingsOuropenforumsareanopportunityformembers,andothers,togettogetherandinteractandcriticallyprovideachancetomeetandquestion/influencekeydecisionmakersaffectingtheirlives.Halfourmeetingsareheldcentrally,onmajorbusroutes,andhalfareheldwithinareasofthecitytoenablepeopletoattendwithouthavingtotraveltofar—andtosupportlocalcommunitycentresandotherlocalinitiatives.Allmembersareawareofthemeetings,andweinviteothersthroughreciprocalandothercommunications.In2015-2016weheld8meetingsplusourAGM,eachonehostingatleast2speakers.Weattracted323attendances(ofthese244members).Weworkhardtoselectandinvitespeakersinresponsetothewishesandneedsofourmembersandcurrentclimateandchallenges;tofulfilourobjectsforthepublicbenefit.Lastyear’sspeakersincluded:SeniorManagerfromFirstGroup(buses),BristolCouncil’s(BCC)groupmanagerforsustainabletransport,speakeronEid&Ramadan(BOPFmember),SeniorNHSmanageronNHSchanges,Bristol’sGreenCapitalcommissionedcommunityartist,homerepairscheme,NHSPatient&Publicempowerment,BristolCommunityHealthCIC(BCH),WalkingforHealth,BristolUniversity(BU)Sphereresearchproject,crimepreventionadvice,compassionindying,careforumfallsprevention,RoyalHorticulturalSociety(RHS)communityoutreach,BCCCityInnovation,CommunityAccessSupportService(CASS)ondevelopmentsinBristolMentalHealth,CareQualityCommission(CQC),Adultsocialcarechargingpolicy,driverlesscarresearch.Aspreviouslymentionedwealsohosted7candidatesforBristolmayoralhustingsandjointlyhostedPCChustingsfortheregion.Weseenewfacesateachmeeting,(andnowcapturewhethertheyarenewviaourregisters)wearealwaysopentoeveryoneandourmeetingsarefree.Weknowweattractthosewhoworkwitholderpeoplewhotakeinformationtotheirgroupsandclients—andthereisaselfcompletionfeedbackformforallattendeesaskingabouttheirexperienceofthemeetingandus(andasksgender,age,postcode).Ourforumformat:Wehaverespondedtofeedbackandourformatreflectstheviewsofmembers.Eachmeetingbeginswithanopportunitytodiscusskeyconsultationsinprogresssothatviewscanbefedback(andweareawareoftheirviews),andanyotherissuesmemberswishtoraisee.g.passingoncampaignorpetitioninformation,askingustotakesomeactionasanorganisation,oradviceonhowtheycanact.Wethenhavethemainspeakerandanopportunityforquestions,followedbyreportsfromtrusteesandothermembersrepresentingusatevents,groupsetc,followedbyashortbusinessreportandAOB.Wefindweareaskedbyatleastoneotherspeakertoattendandwe’reusuallyabletoaccommodatethem.Refreshmentsareavailable,andthereistimetosocialisebothatthebeginningandendofeachmeeting.Attendeesoftencontinuetocatchupbeyondtheendofthemeeting.

RepresentationTenmembersofBOPFsitonBCC’sOlderPeople’sPartnershipBoard;theCouncil’schannelfordiscussingissuesaffectingolderpeople.MembershipincludesprofessionalsofkeyorganisationsworkingwitholderpeopleintheCity,togetherwithrepresentativesofcarersandBMEgroups—withinvitedspeakerstoupdatetheBoardonkeychangesandpolicies-andtogetOPPBviews.TheOPPBhasrecentlybeentaskedbyBristol’selectedMayorwithmonitoringtheworkoftheAgeFriendlyCityProject(thisprojectisoneofBAB’sdeliverablesandisaWorldHealthOrganisationaward).BOPF’sChairJudithBrownistheexpertwitnessonBCC’s‘People’Scrutinycommittee.RecentlytheCouncilre-organiseditsowncarepolicy.Judithwasinvolvedinensuringqualityofcarewasenhancedbythechanges.TwoBOPFmembersrepresentBristolonthelocalcommittee(‘GAS’)oftheNationalPensioner’sConvention,towhichBOPFisaffiliated.BOPFisalsoafullmemberofVOSCUR,whichrepresentsalloftheVCSEsectorintheCity;andamemberofBEING(Bristol’sEqualityInfluenceNetworkingGroup)—the6equality‘voice&influence’groupsintheCity,workingtogetheronvariousinitiativesandevents.Thedemandforustoattendevents,meetingsandboardscontinuestoincreaseandwedofindourselveshavingtobeselective.Inadditiontothetrusteeswehaveanactioncommitteeoffurtheractivevolunteerswhorepresentandreportback.Suchrepresentationdeliversdecisionmakingoutcomesforolderpeopleandmaintainsawarenessoftheneedsofolderpeople.ItalsokeepstheprofileoftheForum’sexistence—andit’smembership,andweknowwearewellrespectedthroughsuchcontributions.
MembershipTotalMembers:2745;Newmembers:83;Ceased:111(movedordeceased)Ourmembersareloyal—weknowthatno-oneeverasksto‘leave’-unlesstheymoveoutofarea(oneortwoayear).Weareworkingondatabaseimprovementstocapturedatejoinedandactualage,andloggingdonationsagainstmembers(andGiftAid).Whennewmembersjointheywillsoonreceiveawelcomeemail(withlinkswithournewwebsiteanditsresources),andwewillcontinuetoaskforemailinformationwheremembersarehappytohearfromusbyemail—whichofcoursesavesmoneyonnewslettercosts,andalsoenablesothertimelyinformationtobesent.SurveyOurmembersurveywasincludedinoursummer2015newsletter.Wehad534responses—whichinitselfshowsengagement,interestandthewishtohaveavoice.WeincludedsomequestionswhichwillformbaselinedatafortheBABproject—onisolationandcommunityparticipation.Wealsoaskedsocio-demographicandequalityquestionstoenableaccuratereportingandtracking

dataforfundersandtoensureweareinclusive.Theotherquestionsweretoenableustobuildagoodpictureofmembersandtheirneedsandpreferences—toguidestrategyandactionplanninginordertoprovidepublicbenefit.Thisyearweworkedhardtobechosenforvolunteerstoworkonoursurveydataduringa‘datadive’inthecity—whichconsistedofateamofaround20datascientistsworkingwithusoverawholeweekend.Theaimtoensurethatdatabecomesusefulinsight.WewerealsoabletocompareourmemberstoallolderpeopleinBristol,throughusingotherdatasourcessuchasthecensusandtheCouncil’sJSNAandQualityofLifedata.Thereisanongoingrelationshipwithseveralofthedatavolunteerstoensurewehavecapacityandskillstomineourdatafurther—ourmembersareauniquegroupwithinBristolandmaynotanswerothersurveys,andwecontinuetocommunicatethesurveyfindingstoexistingandpotentialpartnersandfunders.SuchworkingandfundingwouldincreaseourabilitytodeliverbenefitsforolderpeopleinBristol.Thesurveydidfindthatourmembersaresignificantlyolderthanallover55sinBristol,anditseemsarealsomorelikelytohaveadisabilitywhatevertheirage.Theyliveinallareasofthecity,includingthemostdeprivedwardsandarerepresentativeofcomparativeagegroupsintermsofbelongingtoBMEgroupsandsexualorientation.Trusteeshavefullyengagedwiththefindingsandwehavehadgreatfeedbackfromthepeoplewehavesharedfindingswith.Suchdatacaptureandanalysisprovidesastrongevidencebaseforfundersandforourownplanningandalsosupportsadvertisingsalesforthenewsletter.NewsletterOurnewsletterispostedtonearly3000membersat2300households—andweknowthatnearly50%ofthemarereadby2ormorepeople.Weemailtonearly200members,anddirectlytoover600individualsworkingwithorfortheoldercitizensofBristol(manyofwhomwillthencirculateagain).In2015/16weproduced3issues,each20pagesinfullcolour.Thecouncilnolongerproducespapernewslettersforcitizens,andthereisnolongerafreeweeklynewspaperdeliveredtohouseholds-soournewsletterfillsauniqueplaceintheCityforoldercitizens,especiallythosemoredisadvantagedthroughbeingrelativelyhouseboundordigitalexclusion(49%ofourmembersaccesstheinternet,mostofthemmorethanweekly—however38%donotaccessitandhavenointerestindoingso).ItiscirculatedtotheSouthWestSeniorsNetwork(SWSN),andcopiesarefoundinGPs,libraries,communitycentreswherevolunteersoffertotakesome.Thisissomethingwewouldliketoincreaseandformspartofourrecentfundingapplicationmentionedlater(p12).Wehavehadextremelygoodresponsetoincreasingouremailnewsletterdistributiontoover600individualsandgroupsworkingwitholderpeople—promptingpraise,requestforinclusion,requestforcopiesfortheircentre,grouporworkplace.85localandnationaltelephonenumbers/helplines(everyissue)Thefeedbackwegetisthenewsletteriskept,shared,trustedandhighlyvalued.Thenewslettersalsoattractnewmembersand,wehope,newfunders!Wealwaysincludecouncilconsultations,moneymatters,healthmatters,‘out&about’,our

meetingreportsandinformationsuchasupcomingspeakers.Recentarticlesincludecancerscreening,informationfromlocalutilities,Healthwatch,fire&rescue,learnerevents,walkingfestival,learningcity,eyehealth,dementia,poetrygroups,social/hobbygroupslikechoirsandLinkAge,andinformationonotherequalitygroups.Thereareusuallyseveralvolunteeringopportunitiesincluded,notleastforus.Weattractadvertisersthatenhanceourcontent—focusedonhealthandVCSEorganisations.Wealwaysincludeourfull,named,contactinformation,andarealwaysopentocommentsandsuggestionsandindeedcontent.Althoughitishardtomeasureuptakeandresponsetospecificcontentetc.wedoknowourmembersengagewiththenewsletterthroughresponsestosurveys(over500responsestoourlastsurvey,whichisanextremelyhighresponserate),ourdonationappeal(s),andfeedbackwehearatmeetingsandoutandaboutinthecity.Co-operationwithotherorganisationsBOPFworkstogetherwithmanyorganisationsontheCouncil’sOPPBandweworkcloselywiththeother5equality‘voice&influence’organisationsinBristolthroughBEINGmeetings.WesignedtheBristolZeroTolerancePledgethisyear(tacklinggenderbasedviolence,abuse,harassmentandexploitation).WearealsoinregularcontactwiththeCouncil’sequalitiesandcommunitydevelopmentteams.Weworkwithmanyotherage-relatedcharitiesintheBristolAgeingBetter(BAB)partnership(“apartnershipofindividualsandorganisationsworkingtogethertoreduceisolationandlonelinessamongolderpeopleinBristol.WealsoworkwithBCC,AgeUKBristol,KWMC(KnowleWestMediaCentre),LinkAge,Alive!Activities,NeighbourhoodPartnershipsandvariousHealthrepresentatives;mainlytodelivertheannual2weeklongCelebratingAgeFestival(whichlastyearattractedover2400peopleonit’slaunchday).
OtherworkOur‘otherwork’hastakentheopportunityofbecomingacharitytorefocusourmanagement,strategy,improveourmeasurementandevidencebase,andincreaseourprofileinpreparationforattractingwidersupportandfunding.Raisingawarenessofus,whilealwaysraisingawarenessoftheneedsandissuesallolderpeopleinBristolface.Wehaveanewlogoandareworkingatthemomentonanewwebsite—whichwewilllaunchusingthepressandothercontactswehavenurturedthisyear.ThelogohasbeenverywellreceivedandwasessentialatthistimeasourpreviouslogowasthatoftheCouncilbutinadifferentcolourway.Wehaveagoodemaillist(ofover650)ofindividualsworkingwitholderpeopleinBristolandthe

widerregion,andcontactswithinthepress.Thelocalmediaregularlycontactusasthe‘goto’forcommentsonnewsstoriesaffectingolderpeoplesuchascarehomes,bedspacesandmore—ourchairJudithfrequentlyappearsonRadioBristolandcommunityradiostationsandhasalsoappearedonBBCandITVlocalTVnews.AsmentionedelsewhereourmembersareoftenonthenewradioshowmadepossiblebyBAB,byandforolderpeople.Ourtrusteesandothermembersregularlywritetothelocalnewspapersandcommunitymagazinestovoiceconcernsandtellothersaboutourworkandmeetings.Wearenowusingsocialmedia—especiallytwitter(currently326followers)toenhancereciprocalcommunications,awarenessofusandourmembersandtogetourmessagesacross.Finallywehaveworkedatdevelopingourgovernanceandstrategy/decision-makinginlinewithournewstatus.WehaveworkedintensivelywithVoscur’sSupportHub(whichwesuccessfullyappliedfor)andallthetrusteesengagedfullywiththisprocessandwhatwasexpectedofthem.Wewillbefinalisingour3yearstrategicplanduringMay2016—anditformsthebasisofcommunications,fundraisingandmembershipstrategiesandactionplanningforstaffandvolunteers.
Widerbenefitstosocietyasawhole• BOPFworkedhardtoensurelibrariesandpublicconveniencesintheCityremainedopen• Workedontransportandotherlocalissuesofparticularconcerntoolderpeoplee.g.the
removalofabusservicetoalocalhospital• Challengingstereotypes—wealwaysworktodothis,inpressandotherappearances,
throughnewsletter,webandsocialmediacontentandcopy.Akeystrandoffightingdiscrimination.
FinancialreviewReservespolicyThetrusteeshavesetapolicyofmaintainingunrestrictedreservesequivalenttosixmonths’expenditure.Atpresentthereisadesignatedreserveforanexitstrategyof£18,000,whichisapproximatelysixmonths’expenditure.Thisisreviewedannually.GoingconcernFortheperiod2016-17BOPFwillreceiveagrantfromBristolCityCouncilfortheamountof£30,522.Wewillalsocollectdonationsfrommembersviameetingsandanannualappeal,andattractincomeforadvertisinginthenewsletter.

BristolCityCounciliscurrentlyintheprocessofoverhaulingVoluntaryandCommunitysectorgrantsfunding.Thecurrentproposal(calledtheProspectusmodel)istoofferamixoffour-yearandtwo-yeargrantswithpotentialforreducingtheamountofgrantsinyearsthreeandfour.BOPFhasengagedfullywiththeconsultationaroundtheProspectusmodelandhadinputviaitsco-designmodelwiththeVCSEinBristol.TheProspectushasafocusonaddressingdisadvantageandequalities.BOPFwillapplyduring2016forProspectusgrantfundingfortheperiod2017-2021.Weareworkinghardonpreparingtheverybestapplicationandonpossiblecollaborativebids,andonconversationswithpotentialfundersandotherkeysupporters.Wewillcompleteafundraisingstrategyfocusedonsustainabilitytoattractotherfunds.Ourcommunicationsworktoincreaseawarenessofourexistence,aimsandworkiscriticaltosupportingoursustainability,asisourworkonimprovinghowwemeasureimpactandcollectevidenceofoutcomesformembersandallolderpeopleinBristol.FunddeficitThereisadeficitof£3,225whichhasbeenabsorbedbythegeneralfund.ThisismainlyduetotheBristolCityCouncilgrantbeingreducedandanincreaseinBOPFnewsletterproductioncosts.CurrentlythefullcostrecoverytoproduceoneBOPFnewsletteris£4547(13,641/3).WeareapplyingtoTrustsandotherfundingbodiestotryandgainfundingfor1copyofournewsletter.RiskmanagementThetrusteesaredevelopingariskmanagementstrategyaspartofourstrategicplan,whichwillestablishpolicies,systemsandprocedurestomitigate,manageandminimiserisksshouldtheymaterialise.
Structure,governanceandmanagementGoverningdocumentBristolOlderPeople’sForumCIOisaCharitableIncorporatedOrganisationgovernedbyitsConstitutiondated30June2015.ItisaregisteredasaCharitableIncorporatedOrganisationwiththeCharityCommission.Anyoneovertheageof55canbecomeamemberandon31March2016therewere2745members.AppointmentoftrusteesPotentialTrusteesareidentifiedbytheChairandotherTrusteesorthroughappropriateadvertisement,andareinvitedtoattendaboardmeetingbeforedecidingwhethertoaccept
