FOREWORD

I am extremely happy in presenting the Annual Report of MSME-Development Institute,

Nagpur for the year 2016-17. The Micro, Small & Medium Enterprises (MSME) Sector is a vital

constituent of the India’s industrial sector because of its dynamic & vibrant nature. The

sustained growth of MSME sector in the post independence period has been made possible by

the special attention bestowed by the policy makers. In the context of new challenges arising out

of the impact of WTO and Globalization on the Indian MSME’s. We yearn for the health and

growth of the MSME sector.

MSME-Development Institute, Nagpur is catering to the needs of Vidarbha Region

working in Nagpur since 1970. Vidarbha Region is dominant with Iron/ Steel and Agro based

Industries mainly due to the availability of natural resources like Minerals & Agriculture. Present

Industrial population in the Region constitutes around 41,375 MSMEs with an Investment of Rs.

14,36,810 lakhs providing an employment to 3,40,948 persons. Looking to the local status,

economical condition and emerging opportunities in Vidarbha, need based activities for the

benefit of existing Industries and prospective Entrepreneurs are identified and accordingly

MSME-DI, Nagpur organized 8 ESDPs, 03 EDPs, 11 Industrial Motivation Campaigns and 2

Management Programmes. Apart from these, other programmes such as, Vendor Development

Programme, One Day seminar on IPR, EET, Business Incubation, Packaging for Export, Product

Certification, QMS/QTT, Design Clinic, ZED and Digital Payment was also organized along

with the monthly cluster review meeting under MSE-CDP with Readymade Garment Cluster ,

Nagpur, Fly Ash Cluster, Dall Mill Cluster during the year.

With the strenuous efforts of the officers of MSME-DI, Nagpur the total revenue earnings

of the institute during the year 2016-17 was 19,65,067/-through various programmes & other

activities.

The performance of the Institute was achieved with the hard work and whole-hearted

support of the officers and staff of the Institute.

I would like to place on record my appreciation for the co-operation extended by many

Government departments, Organizations and Industries Associations including the MSME

entrepreneurs. I also take this opportunity to express my deep appreciation to all the officers and

staff keeping the motto and sincere work for all the achievements.

1. ABOUT US

Micro, Small & Medium Enterprises Development Institute, Nagpur has been working for

promotion and development of Micro, Small & Medium Enterprises of Vidarbha region

comprising of 11 districts viz, Akola, Amravati, Bhandara, Buldhana, Chandrapur, Gadchiroli,

Wardha, Yavatmal, Nagpur, Gondia & Washim of Maharashtra state. Govt. of Maharashtra

declared 10 district as Industrial backward district except Nagpur in Vidarbha region of

Maharashtra State. MSME-DI provides services in the fields of

2. TECHNICAL CONSULTANCY

ASSISTANCE TO PROSPECTIVE ENTREPRENEUR’S:

The main objective of the Institute since its inception is to provide technical consultancy

to prospective and existing entrepreneurs. MSME-DI, Nagpur provided consultancy & guidance

to 1443 prospective entrepreneurs for selection of products, machinery/technology, location,

financial assistance schemes etc. Prospective entrepreneurs also benefited through the lectures

delivered by MSME-DI Officers at the training Programmes organized by MSME-DI, Nagpur,

Maharashtra Centre for Entrepreneurship Development (MCED), Engineering Colleges, and

Polytechnic Colleges etc.

ASSISTANCE TO EXISTING ENTREPRENEURS:

MSME-DI, Nagpur provided techno-managerial consultancy to 185 existing

entrepreneurs for Plant & Machinery including Layout, Improving the manufacturing

technology/ design/ process, Improvement in quality and tooling, Product Development,

Consultancy for diversification and also for improving the managerial aspects against the target

of 150 as assigned by the Director, MSME-DI, Nagpur for the year 2016-17. This also include

activities such as improvement in Marketing, availability of finance, through NSIC registration,

capacity assessment, Udyog aadhaar filling etc.

ASSISTANCE TO WOMEN, SC, ST & MINIRITY ENTREPRENEURS.

This office assisted 222 women entrepreneurs, 273 SC & 132 ST prospective/ existing

entrepreneurs through various training programmes organized by this Institute during the year

2016-17.

3. TRAINING PROGRAMMES

MSME-DIs is imparting varieties of training programmes for first generation potential

entrepreneurs, existing industrial workers and managers. The ultimate aim is to promote the

MSME sector of the country by inculcating entrepreneurial culture in the respective area as well

as to enhance productivity of the existing industries. It also provides various common facilities to

existing industries of the area and helps them in improving the techno managerial skill.

MSME-Development Institute, Nagpur conducted the Training Programmes in the field of

Management & Entrepreneurship Development during the year 2016-2017. The details of the

programmes are given below:-

a. Skill Development Programme (Under PD Account)

Comprehensive training programmes are organized to upgrade existing skills and to

create new skills in workers and technicians of existing units by organising various technical

training courses for them. The basic objective has been to provide training to unskilled / semi-

skilled workers engaged in MSE sector and to equip them with better and improved techno-

managerial skills of production. Emphasis is being made to organize the maximum programmes

in rural areas particularly for weaker sections of the society. Specific tailor-made programmes

were organized for the skill development of socially disadvantaged groups (OBC, SC, ST,

Minorities and women) in Vidarbha region of Maharashtra State. The target groups for these

programmes were SC/ST/OBC/ women/ minorities and other weaker sections.

The programmes received excellent response and high appreciation from the prospective

entrepreneurs.

1) MSME-DI,Nagpur, Ministry of MSME, Govt. of India conducted 1 Month special

training programme on Bakery products under PD account from 05 Jan 2017 to 06 Feb 2017 at

Shri Balasaheb Tirpude Institute of Hotel Management & Catering Technology, Nagpur. The

Objective of this programme was to create the women Entrepreneurs. The programme was

coordinated by Ms. Parineeta.N.Pandhram, Asstt.Director(Chem). Around 28 Nos of candidates

participated in the training. Total Revenue Generated from the programme of Rs. 84000/-.

2) MSME-DI, Nagpur organized Five days training programme on Pipe Design in

association with Tech Rich Engg. Pvt. Ltd, Nagpur from 06/06/2016 to 10/06/2016 at Nagpur.

Around 20 participants benefitted through this programme. The Revenue Generated was Rs.

37,500/-.The Programme was coordinated by Shri V.R.Sirsath, Dy. Director (Mech), MSME-

DI,Nagpur

3) MSME-DI,Nagpur, Ministry of MSME, Govt. of India conducted 1 Month ESDP

programme on Solar LED/Lanterns and Solar home lightining systems under PD account from

23 Jan 2017 to 22 Feb 2017 at Ghugus, Dist. Chandrapur in association with WCL,Nagpur. The

Objective of this programme was to create the Entrepreneurs as well as to get the knowledge

about the solar power techniques for future benefit. The programme was coordinated by Ms.

Parineeta.N.Pandhram, Asstt.Director(Chem). Around 30 Nos of candidates participated in the

training. Total Revenue Generated from the programme of Rs. 1,20,000/-.

4) MSME-DI, Nagpur, Ministry of MSME, Govt. of India conducted 1 Month ESDP

programme on Computer accounting and Tally under PD account from 16 Jan 2017 to 12 Feb

2017 at Wani north, Dist. Yavatmal in association with WCL,Nagpur. The Objective of this

programme was to create the Entrepreneurs as well as to get the knowledge about the solar

power techniques for future benefit. The programme was coordinated by Shri Rahulkumar

Mishra, Asstt.Director(Chem). Around 30 Nos of candidates participated in the training. Total

Revenue Generated from the programme of Rs. 1,20,000/-.

5) MSME-DI, Nagpur, Ministry of MSME, Govt. of India conducted 1 Month ESDP

programme on Computer accounting and Tally under PD account from 23 Feb 2017 to 24 March

2017 at Mazri, Dist. Chandrapur in association with WCL,Nagpur. The Objective of this

programme was to create the Entrepreneurs as well as to get the knowledge about the solar

power techniques for future benefit. The programme was coordinated by Shri Rahulkumar

Mishra, Asstt.Director(Chem). Around 30 Nos of candidates participated in the training. Total

Revenue Generated from the programme of Rs. 1,20,000/-.

6) MSME-DI, Nagpur, Ministry of MSME, Govt. of India conducted 1 Month ESDP

programme on Office Automation under PD account from 12 Feb 2017 to 17 March 2017 at

Makardhokla, Umrer area, Dist. Nagpur in association with WCL,Nagpur. The Objective of this

programme was to create the Entrepreneurs as well as to get the knowledge about the solar

power techniques for future benefit. The programme was coordinated by Shri V.G.Nikhade,

Asstt. Director (Mech). Around 26 Nos of candidates participated in the training. Total Revenue

Generated from the programme of Rs. 1,04,000/-.

7) MSME-DI, Nagpur, Ministry of MSME, Govt. of India conducted 1 Month ESDP

programme on Electrical Gadget repairing under PD account from 16 Feb 2017 to 17 March

2017 at VTC WCL, Kamthee, Sub Area, Dist. Nagpur in association with WCL,Nagpur. The

Objective of this programme was to create the Entrepreneurs as well as to get the knowledge

about the solar power techniques for future benefit. The programme was coordinated by Shri

Manish Jha, Inv (EI). Around 25 Nos of candidates participated in the training. Total Revenue

Generated from the programme of Rs. 1,00,000/-.

b. Management Programmes (Under PD Account )

The basic objective of imparting training in management subjects is to improve the

MSMEs in the decision making and in enhancing productivity/profitability. Potential

entrepreneurs are trained so that they can set up and run their own enterprises. The MDPs

conducted by the Institute are designed to improve the Managerial competence of the

MSMEs/Prospective Entrepreneurs.

1) Training programme on Export Management (Under PD Account )

MSME-DI, Nagpur, Govt. of India, Ministry of MSME organized Four Days Training

Programme on Export Management under PD Account from 19.07.2016 to 22.07.2016 at

Nagpur. The main objective of the programme was to create awareness to become an

entrepreneur in the field of Export. Export Management means conducting the export activity in

an orderly, efficient and profitable manner. Since the heart of each business is marketing, export

management can be termed as export marketing management because it needs to be managed

efficiently so that the export should increase and exporter should get more profit and importer

should get more satisfaction.

The Valedictory cum Certificate Distribution ceremony was carried out in presence of

Shri Ashish Chandan, I.R.S., Commissioner, Central Excise & Custom. This Programme was

successfully coordinated by Shri D. R. Johari, Asstt. Director (Mech). The Expert Faculties of

the programme were Dr. Rajesh Iyer, Shri Abhishek Jha, Director, Glocal Logistic, Ms. Sona

Kumar, Principal, Central India Collage of Law, Pratik Lalwani, Senior Manager of

Exim,Nagpur, Asim Partey, Managerial Consultant & Shri Surendra Chopra, Consultant. Total

55 Nos. of participants participated in the programme. Revenue generated of Rs. 1,24,500/-.

4. INDUSTRIAL MOTIVATION CAMPAIGNS

Industrial Motivation Campaigns are organized to identify and motivate traditional /

nontraditional entrepreneurs having potential for setting up MSEs so as to lead them towards

self-employment.

In order to motivate unemployed youth to set up their own ventures, 11 Industrial

Motivation Campaigns for enterprises development were organized in Vidarbha region of

Maharashtra State during the year 2016-17, the details of which are given in the following table:

5. ENTREPRENEURSHIP DEVELOPMENT PROGRAMME (EDPs)

Entrepreneurship Development Programmes are being organized as a regular training

activity to cultivate the latent qualities of youth by enlightening them on various aspects that

are necessary to be considered while setting up Micro, Small & Medium Enterprises. These

programmes are conducted generally for technicians / artisans for motivating them towards

self-employment. The course contents of such Entrepreneurship Development Programmes

are so designed as to provide useful information on product/process design, manufacturing

practices involved, testing and quality control, selection and usage of appropriate machinery

and equipments, project profile preparation,marketing avenues/techniques, product/service

pricing, export opportunities,infrastructure facilities available, financial and financial

institutions, cash flow, etc.

The EDPs conducted by the Institute are designed to improve the Entrepreneurship

competence of the Prospective Entrepreneurs. During the year 2016-2017, against the target of

11 set by the Head Quarter, the Institute has conducted 08 ESDPs & 03 EDPs. The ESDPs

conducted by this Institute have attracted the Prospective Entrepreneurs from region and have

also been appreciated by them.

6. ECONOMIC INVESTIGATION

PREPARATION / UPDATION OF DISTRICT INDUSTRIAL POTENTIAL SURVEY

REPORTS & STATE INDUSTRIAL PROFILE:

The Economic Investigation & Statistics Division of the Institute provides assistance and

guidance to visiting entrepreneurs and public on various subjects. The section look after the work

of dissemination of information and provide guidance on MSME policy, MSME Potentiality,

procedures and formalities involved in setting up of MSME Units, incentives, schemes and

facilities available with banks and various financial institutions.

The Division under- took the field survey and prepared Industrial Potential Survey Reports &

Brief Industrial Profile of the following Districts during the year 2016-2017.

1. District Industrial Potential Survey Report of NAGPUR District.

2. District Industrial Potential Survey Report of BHANDARA District.

3. District Industrial Potential Survey Report of WASHIM District.

4. District Industrial Potential Survey Report of WARDHA District.

7. District Industrial Potential Survey Report of AMRAVATI District.

7. VENDOR DEVELOPMENT PROGRAMMES

Vendor Development Programmes (VDPs) are being organized to provide common

platform for MSEs as well as large public sector institutions to inter-act with each other with a

view to identifying emerging demands of the buyer organizations simultaneously providing an

opportunity for displaying the capabilities of the MSEs and their industrial ventures. Such

programmes have proved to be of immense use in locating suitable entrepreneurs by a number

of buying organizations including the Public Sector Enterprises, various wings of Defence,

Railways and others in indigenizing a number of products which hitherto have been imported

at a colossal cost.

7.1 National Level Vendor Development Programme cum Industrial Exhibition

( MSMEXPO 2016 at Nagpur )

MSME DI Nagpur organized Two Days National Vendor Development Programme –

cum-Buyers SELLERS Meet on 29th -30th September 2016 . The program was inaugurated by

Shri Krupalji Tumane, Member of Parliament . The objective of the programme is effective

implementation of Public Procurement Policy and to provide common platform to the CPSUs

and MSEs for interaction with each other. Under this Policy, 20% procurement from MSEs is

mandatory out of which 4% from SC/ST entrepreneurs is mandatory. 358 items are reserved for

exclusive e purchase from micro and small entrepreneurs.

Shri Krupalji Tumane, Member of Parliament, was chief guest of Programme and Shri

P.M.Parlewar, Director ,MSME-DI,Nagpur presided over the function. Shri Atul Pande,

President, VIA, Shri Kunal Jadhav, Sr. Judge , and Secretary, DLSA, Nagpur, Shri P.K. Nath,

DGM, SIDBI, NAGPUR, Shri R.M.Tekam , Chief Manager, NSIC Ltd, Shri Nischay Shelke,

president, DICCI, and Shri V.R.Sirsath, Dy.Director, MSME-DI, Nagpur were present on the

dais during the programme.

In his inaugural speech, shri Krupalji Tumane, appreciated MSME-DI Nagpur for

organizing such type of programme which provide platform to the CPSUs and MSEs To interact

with each other. MSME plays a very important role in development of industries. He said that

MSME is implementing agency for the PPP Scheme, the role of MSME is very important.

MSME helps the entrepreneurs to develop from small to big. He also appreciated the work of

MSME in cluster development. He also spoke about the problems faced by entrepreneurs of

Vidarbha region. He said that there is lack of awareness about the various policies and schemes

of Government.

The Valedictory ceremony was carried out in presence of Shri Sudhakar Kohale,

MLA,East Nagpur. Participation certificate distributed among the entrepreneurs with the hands

of Chief guest Shri Sudhakar Kohale.

The programme was followed by Technical sessions from representatives from

WCL,MOIL,MECL,Central Rly, MAZGAON Dock, GOA Shipyard LTD, and RCF Mumbai

wherein they gave presentation on their purchase policy, vendor registration procedure and also

their requirement. They also interacted with the participants. Through 80 stalls micro and small

enterprises demonstrated their capabilities. Those who are interested to become vendors to

CPSUs can visit expo. The programme was coordinated by Shri V.R.Sirsath, Dy.

Director(Mech),MSME-DI,Nagpur.

7.2 National Level Vendor Development Programme cum Industrial Exhibition

(MSME Expo 2017 at MIA, Nagpur)

Enterprises under the Public Procurement Policy organized Two days National Vendor

Development Programme cum Industrial Exhibition at P-26, MIA House, Hingna, Nagpur during

27-28th February, 2017 in association with MIA, BMA and DICCI.

The objective of the programme was to provide an opportunity to micro, small and medium

enterprises (MSMEs) to showcase their capabilities to various wings of government

organizations and other CPSUs that outsource to micro and small enterprises. It will also enable

large scale enterprises to identify suitable vendors in the MSE sector.

The programme was inaugurated by Hon’ble Shri Krupalji Tumane, Member of Parliament,

Ramtek Constituency, , Shri P.M.Parlewar, Director, MSME-Development Institute, Nagpur

presided over the function. Cpt. C.K.Randhir, President, MIA, Shri Nitin Lonkar, President,

BMA, Shri Nischay Shelke, President, DICCI, Nagpur and Shri B.Vijay Kumar, Dy.Director,

MSME-DI, Nagpur were also present on the dais. During the programme, various CPSUs like

WCL, MOIL, MECL, NPCL, Central Railways, Mazgaon Dock Ltd, etc. are displaying spares

required by them in Exhibition and during technical sessions, their representatives made a

presentation on the requirement of their products/services so that MSE units can register as

supplier to them. They also spoke about their vendor registration procedure.

The programme was concluded at the hands of Chief Guest, Shri Mukul Dixit, Vice President,

Indorama Synthetics Limited, Butibori. and presided over by Shri P.M.Parlewar, Director,

MSME-DI, Nagpur. During the Two days Programme, various CPSUs and SMEs took part. An

Exhibition was also organized where CPSUs displayed their requirements and MSEs their

products. It provided a huge platform to them to interact with each other. During the two-day

programme, technical sessions were conducted by representatives from WCL, MECL, MOIL,

NSIC, ,MSME etc. The technical sessions received overwhelming response from the

participants. .During technical sessions, Executives from various CPSUs like BHEL, WCL.

MOIL, NSIC, MECL, and MSME-DI, Nagpur etc. gave Presentation on their requirements and

various schemes. Some CPSUs conducted online registration of vendors during the programme.

The Exhibition had around 80 stalls which included WCL, MOIL, MECL Canara Bank etc.

which provided an opportunity to MSE units and CPSUs to display/demonstrate their products,

capabilities, requirements and services. The SMEs were also made aware about the vendor

registration procedure of CPSUs. The programme was attended by large number of participants

and received excellent feedback from the participants.

The programme was coordinated by Shri B. Vijay Kumar, Dy. Director, MSME-DI, Nagpur. The

industrial exhibition received the overwhelming response. Around 80 MSEs participated in the

programme.

7.3 State Level Vendor Development Programme

1. MSME-DI, Nagpur organized SVDP exclusively for WCL, Nagpur on dtd 25.06.2016 at

Chikhaldara, Dist. Amravati. Hon’ble Shri Prabhudasji Bhilawekar, MLA, Tq. Dharni,

Dist. Amravati inaugurated the programme. Shri B.S.Nagashetti, CMM, WCL, Nagpur

present as a guest of Honor ans Shri P.M.Parlewar, Director, MSME-DI, Nagpur presided

over the programme. Shri S.R.Khujnare,AD(Met) & Shri K.B.Irpate, AD(Mech)

presented on PPP- 2012 and various other schemes of M/o MSME. The Programme was

coordinated by Shri R.A.Mishra, AD(Chem), MSME-DI,Nagpur. Total 50 entrepreneurs

participated in the programme. The total revenue generated was Rs. 20,000/-.

2. MSME-DI, Nagpur organized SVDP exclusively for BSNL, Nagpur on dtd 03.08.2016 at

Nagpur. During inauguration Dr. Manish Shukla, Principal, RTTC, Nagpur, Shri

V.R.Sirsath, Dy. Director, MSME-DI and Shri Kulkarni from ACE Technology, Mumbai

were present. Shri V.R.Sirsath, DD(Mech) gave presentation on Public Procurement

Policy and Udyog Aadhaar. Programme was attended by around 30 entrepreneurs and 20

BSNL officers. During presentation Dy. Director covered all the legal bindings including

delayed in payment to BSNL officers and documents to be checked while tendering

process in view of PPP-2012. Dy. Director also expalained benefits of public

procurement policy to entrepreneurs. During programme, session on e-tendering was

taken by shri Kulkarni, ACE Technology, Mumbai. The Programme was coordinated by

Shri V.R. Sirsath, DD(Mech), MSME-DI,Nagpur. The programme also attended by Shri

V.G.Nikhade, AD(Mech).

dated 16/12/2017. The programme is conducted to develop Vendors for MOIL & WCL

under the public procurement policy which has been announced by govt. for the growth,

development and promotion of MSEs in which minimum 20% procurement is mandatory

for purchase from micro, small enterprises. The CPSUs are searching for the local

vendors to get the products and services annually required by them. So that the cost of the

product will be reduce and it will be beneficial to SMEs as well as CPSUs.

The programme was coordinated by Shri Manish Jha. The officers from WCL & MOIL

were present for the technical session. Total 37 No’s of Entrepreneurs participated in this

programme.

5. State level vendor Development Programme organized by this institute in association

with BMA, At Seminar hall Butibori Manufacturers Association, Butibori, on 24/01/2017

. Objective of the programme was to create awareness in respect of Public Procurement

Policy(PPP) 2012 for MSEs, Under this Scheme CPSUs, Central Ministries Department

have to procure atleast 20% of their annual requirement/stores from MSEs also

earmarked 4% share out of this 20% procurement from MSEs owned by SC/ST

Entreprenuers. A list of items is reserved for exclusive purchase from MSEs. given to

participants.

8. THE SCHEMES OF INCENTIVE FOR REIMBURSEMENT OF ISO-9000 CERTIFICATION CHARGES

The scheme envisages one time reimbursement of charges for acquiring ISO 9000/14001/HACCP (or its equivalent) certification to the extent of 75% of the cost subject to a maximum of Rs.75000/- in total. The following units got ISO-9000 certification and subsequently they applied to this Institute for re-imbursement charges under the scheme of incentive for re-imbursement of ISO-9000 certification charges. 11. CLUSTER DEVELOPMENT IN VIDARBHA REGION OF MAHARASHTRA

The Cabinet Committee on Economic Affairs (CCEA) in its meeting held on 28th January

2010 approved the modifications in the guidelines of Micro & Small Enterprises- Cluster

Development Programme (MSE-CDP). The modifications in the guidelines of the MSE-CDP

have been notified vide this office Order no. 1(17)/SICDP/Cluster/TM/2006 dated 10th February

2010. The major modifications are:

(i) Enhancement of the maximum project cost for Common Facility Centre (CFC) from Rs.10

crore to Rs.15 crore, with GoI contribution of 70% (90% for Special Category States and for

clusters with more than 50% women/micro/village/SC/STunits);

(ii) Enhancement of the maximum project cost for Infrastructure Development from Rs.5

crore to Rs.10 crore, with GoI contribution of 60% (80% for Special Category States and for

clusters with more than 50% women/micro/SC/ST units);

(iii) Enhancement of the maximum project cost for Soft Interventions from Rs.10 lakh to

Rs.25 lakh, with GoI contribution of 75% (90% for Special Category States and for clusters

with more than 50% women/micro/ village/SC/ST units); and

(iv) Enhancement of the cost ceiling for preparation of Detailed Project Report

(DPR) for CFC and/or Infrastructure Development to Rs.5 lakh.

Also, the O/o DCMSME, New Delhi has issued the modified guidelines on 27/07/2016 are in

supersession of the guidelines issued on dtd 10/2/2010 for cluster development including

subsequent clarification / orders in this regard.

11.1 BRIEF REPORT ON IMPLEMENTATION OF HARD INTERVENTION & PROGRESS

OF ACTIITIES OF FLY ASH CLUSTER, CHANDRAPUR

Administrative approval:

0/o DC(MSME), New Delhi has conveyed the administrative approval on 25.02.2011 for

setting up of CFC in Fly Ash Cluster, Chandrapur, Maharashtra at a total cost of Rs. 1537.78

lakhs with Govt. of India assistance as grant in aid amount to Rs. 1350 lakhs (90% of the

approved project cost). Non-recurring as per approval by 24th Steering Committee of MSE-CDP

in its meeting held on 24the December, 2010.

In Hard Intervention, the following facility has been created:

1. Power Supply 280 KVA

2. Electrification & installation

3. Training & Testing Centre

4. Marketing & Networking Centre

5. Testing Laboratory

6. Indoor Outdoor electrification

7. Silos

8. Fly Ash Classifier

11. Cabine chassis & Fly Ash Bulker

12. Furniture & fixtures

The CFC buildings are ready & above machineries are installed & partially operationalise

the CFC.

Financial Status of CFC:

1) As per the sanction of Rs. 8.10 Cr. as 1st installment released to MIDC, Nagpur,

the SPV has utilized the amount of Rs. 5,67,29,487/- upto 30.09.2013 & the balance amount of

Rs. 2.43 Cr. Approx. has been surrendered by MIDC to Govt. of India.

2) Part procurement of 2 phase machineries required for 0.75 MW captive power

plant has completed & goods received at site. The Joint Inspection of equipment work Rs.

3,53,92,960/- was carried out by General Manager, District Industries Centre, Chandrapur,

representative of MSME-DI, Nagpur, Technical Expert from Rajiv Gandhi College & Research

Govt. of India, Ministry of MSME, New Delhi had approved the Readymade Garment

Cluster, Nagpur in 14th Steering Committee Meeting of MSE-CDP held on 1st October, 2007 for

Soft Intervention at a total project cost of Rs. 10 lakhs.

Subsequently under the Hard Interventions Programme, DPR has been approved on

14.03.2012 for setting up of CFC at the total project cost of Rs. 1590.28 lakhs with SPV

12. ONE DAY SEMINAR / SENSITIZATION PROGRAMME ON

ZED

The scheme is an extensive drive to create proper awareness in MSMEs about ZED

manufacturing and motivate them for assessment of their enterprise for ZED and support

them. After ZED assessment and adoption of proper tools, MSMEs can reduce wastages

substantially, increase productivity, expand their market as IOPs, become vendors to CPSUs,

have more IPRs, develop new products and processes etc.

1) MSME Development Institute, Nagpur organized one day awareness programme on ZED

Scheme (Zero Defect Zero Effect) on 30.01.2017 at Hotel Grand Mehfil, Amravati.This

programme was inaugurated by Shri Kiran D. Gitte, IAS, Collector, Amravati. He explained

about various quality tools such as 5S, Kaizen etc. so that entrepreneurs can use those quality

tools for the benefit of their units to produce world class product. 5S is a simple tool for

organizing your workplace in a clean, efficient and safe manner to enhance your productivity. He

advised the entrepreneurs to produce with zero defect and simultaneously to check that

manufacturing should not have negative impact on environment. He thanked MSME-DI, Nagpur

for organizing such programme. Shri Uday Puri, General Manager, DIC, Amravati was also

present to guide the participants and thanked MSME-DI, Nagpur for organizing this programme

in Amravati.Shri Virendraji Laddha, President, Saturna Industrial Estate, Amravati requested

entrepreneurs to take the advantage of this new ZED Certification scheme for enhancing their

quality in products.Shri Kamlesh Daga, President Amravati Management Association, Amravati

requested participants to produce from less defect to zero defect. He thanked MSME-DI for

organizing his programme. Because this programme is making awareness among the

entrepreneurs to produce with defect less product so that they can make good business.

presentation in technical session of this scheme and requested entrepreneurs to take the benefit of

this scheme. He also explained that interested entrepreneur can register themselves on

effect of manufacturing on environment, how to make zero defect products, how to prevent

environment, how to make marketing to make business etc.Various schemes of MSME-DI is

13. ONE DAY WORKSHOP ON IPR

The objective of “Building Awareness on Intellectual Property Rights (IPRs)” for the

MSMEs is to create and enhance awareness about IPRs among the MSMEs so as to enable

them to take appropriate measure for protecting their ideas and business strategies and also

avoiding infringement of the intellectual property belonging to others. The scheme provides

financial assistance for taking up the following identified initiatives :

(1) Awareness/ Sensitisation Programmes on IPRs;

(2) Pilot Studies for Selected Clusters/Groups of Industries;

(3) Interactive Seminars/Workshops;

(4) Specialized Training;

(5)Assistance for Grant of Patent/GI Registration;

(6) Setting up of IP Facilitation Centre and

(7) Interaction with International Agencies.

1) MSME-DI, Nagpur organized One Day awareness programme on Intellectual Property

Rights on 31/08/2016 at Chandrapur. The Indian MSME sector needs more information,

orientation and facilities for protecting their intellectual powers. While majority of the

countries have adopted strategies for implementing strong IPR protection for

strengthening their industries and trades Indian industries, particularly the MSME are

lagging behind in recognizing the importance of IPR and adopting IPR as a business

strategy for enhancing competitiveness. The objective is to enhance awareness of MSME

about Intellectual Property Rights (IPRs) to take measure for the protecting their ideas

and business strategies. Effective utilization of IPR tools by MSMEs would also assist

them in technology up gradation and enhancing competitiveness.

The programme was inaugurated by Shri P.M.Parlewar, Director, MSME-DI, Nagpur.

Dr. Ushoshi Guha, IPR consultant and Shri Vivek Lodha were present as a faculty. The

programme was coordinated by Shri S.R.Khujnare, AD(Met). Total 30 Nos. of

participants participated in the programme. The Revenue of Rs 7600/- was generated.

2) MSME-DI, Nagpur organized One Day awareness programme on Intellectual Property

Rights on 26/11/2016 at Amravati. The Indian MSME sector needs more information,

Workshop on Intellectual Property Rights (IPR) at Hotel Tuli Imperial,

Ramdaspeth,Nagpur during 18.11.2016 to 19.11.2016 .The objective of the programme

was to encourage MSMEs, researchers, Industry Professionals etc. to protect their

Intellectual Property and Business Strategies and inform the participants about the IPR

reimbursement schemes of Ministry of MSME schemes, Govt. of India.

The programme was inaugurated by Hon’ble Shri Anilji Sole, MLC, and Shri

P.M.Parlewar, Director, MSME-DI, Nagpur, Shri Nitin Lonkar, President, Butibori

Manufacturers’ Association, Capt. C.K. Randhir, President, MIDC Industries

Association, Nagpur, Shri,Kunal Jadhav, Sr.Judge, Secretary, DLSA, Nagpur were the

dignitaries on the dais. The programme received overwhelming response.

The programme was co-ordinated by Shri D.R.Johari, Asstt.Director, MSME-DI Nagpur.

Smt Ushoshi Guha, IPR consultant and Smt. Chhaya Satpute and Shri Pankaj Borkar,

SDO were present during technical session. The programme ended with Vote of thanks

by Shri S.R.Khujnare, Asstt. Director, MSME-DI, Nagpur.

The programme schedule, Participant list and photographs are enclosed for your

information. Total 57 Nos of ( Male-44,Female 13.) Entrepreneurs, Individuals, Members

from Clusters like, Auto Engineering cluster, Nagpur, Garments clusters participated in

the programme. The Revenue of Rs 34200/- was generated.

14. ENERGY EFFICIENT TECHNOLOGY

One day Awareness Programme on Energy Efficient Technology

MSME-DI, Nagpur organised one day Awareness Programme on Energy Efficient Technology

on dtd 25.08.2016 at Nagpur. Energy Conservation is beneficial to the individual entrepreneurs

as it saves money directly. Energy Conservation and Energy Efficiency are two different term of

the same concept. “Conservation is achieved when energy consumption is reduced & Energy is

achieved when energy intensity in a specific product, process or area of production is reduced

without affecting output, consumption & comfort levels”.Quality of the power is also important.

Energy efficient Technology is not just meant for enineering goods, but also it is very important

in everday life. The objective of the programme is to develop a holistic package of energy

conservation in MSME cluster & to enhance the profitability of implementing MSMEs by

reducing energy cost.

Shri D.R.Johari, Asstt. Director (Mech), MSME-DI, Nagpur coordinates the programme. The

programme receives a great response from the participants. Total 59 Nos. of Participants

participated in the programme.

15. ONE DAY AWARENESS PROGRAMME ON PRODUCT

CERTIFICATION

1)MSME-DI, Nagpur, Govt. of India, Ministry of MSME organized One day Awareness

Programme on Product Certification from National and International Bodies on dtd. 21.09.2016

at Dist. Wardha in association with waigaon halad producer company ltd. Waigaon Halad is a

top brand in turmeric manufacturing and processing. The main objective of the programme is to

create awareness and also to provide subsidy to MSME units towards the expenditure incurred

by them for obtaining product certification licenses from National Standardization Bodies (Like

BIS, BE etc.) or International Product Certifications (like UL, ANSI etc.). The purpose of the

“Standard Marking” of the products is to assure product quality to the users/consumers.

Certification of MSMEs products to International Standards, ANSI, UL, Energy Star etc. would

also enhance acceptability of the products in the export market. \

The programme was coordinated by Shri Rahul Mishra, Asstt. Director (Chem). Shri

Ramdas Tadas, Member of Parliament, Wardha Dist. was present as a chief guest. Shri P M

Parlewar, Director, MSME-DI, Nagpur presided over the programme. Dr. D.M.Panchbhai and

Dr. V.U.Raut Professor of Horticulture was also present during the programme. The Technical

session was carried out on product Certification during the programme. The programme receives

a great response from the participants. Total 85 Nos. of participants participated in the

programme.

2)MSME-DI, Nagpur, Govt. of India, Ministry of MSME organized One day Awareness

Programme on Product Certification from National and International Bodies on dtd. 27.01.2017

at BMA Hall ,Butibori, Nagpur . The main objective of the programme is to create awareness

and also to provide subsidy to MSME units towards the expenditure incurred by them for

obtaining product certification licenses from National Standardisation Bodies (Like BIS, BE etc.)

or International Product Certifications (like UL, ANSI etc.). The purpose of the “Standard

16. ONE DAY AWARENESS PROGRAMME ON PACKAGING

FOR EXPORT

MSME-DI, Nagpur organized Two Days Training Programme on Packaging for Exports

from 28.306.2016 to 29.06.2016 at Nagpur. The objective of the programme was to motivate &

Trained the participants regarding various types of packaging for exports and the documentation

procedure. Expert faculty support was provided by Shri N.B.Lalwani, Dy. Director, Indian

Institute of Packaging, Hyderabad.

The Programme was concluded on 29.06.2016 with the presence of Chief Guest Shri Anoop

emerging technological and knowledge-based innovative ventures that seek the nurturing

ideas from professionals beyond the traditional activities of MSMEs.

The programme was presided over by Shri P.M.Parlewar ,Director,MSME-

DI,Nagpur. The Technical Presentation on BI scheme was given by Shri

S.R.Khujnare,AD(Met). The programme was coordinated by Ms. Parineeta Pandhram,

Assstt. Director, Nagpur. Total 28 Faculties from 12 Engg colleges participated in the

programme.

19. MEETINGS/SEMINAR

1. Review meeting on cluster in Vidarbha region which are under intervention in the

scheme of Ministry of MSME were taken by the Director, MSME-DI, Nagpur on in

every month at Nagpur. Under this scheme, 10 cluster in Vidarbha are under intervention

in MSE-CDP scheme of Ministry. Out of which, 3 Cluster Viz. Ready-Made Garment

Cluster, Nagpur, Fly ash Cluster, Chandrapur & Dal Mill Cluster, Nagpur are under hard

intervention. The CFC are being set up in these 3 clusters. 3 cluster are under soft

intervention viz. auto engineering cluster, Hingna, Nagpur, Rice Mill Cluster,Mul, Rice

Mill Cluster,Armori, 2 clusters viz. Rice Mill Cluster, Ramtek & Textile Cluster, Nagpur

, the proposals of DPR has already forwarded to O/o DCMSME, New Delhi for in

principal approval and the cluster namely Rice mill cluster, Bhandara forwarded the

proposal of DPR to State Govt. The objective of this meet was to review the status of the

cluster and informed them about the upcoming revised cluster scheme.

2. The Cluster Review meet was conducted under the chairmanship of Dy. Director,

MSME-DI,Nagpur Shri B.Vijay Kumar. The representatives includes Dal Mill Cluster,

Ready Made Garment Cluster, Rice mill Cluster & all Industries association like MIA,

BMA and DICCI etc attended the meet. The officers of MSME-DI were also present

during the meet.

3. The officer from MSME-DI, Shri C.K.Meshram, SSO attended Micro & Small Business

Summit on 16.04.2016 organized by Jamaat-E-Islami Hind, Nagpur(East) at Lucheran

Church Hall, Civil Lines, Nagpur as a guest. Shri C.K.Meshram, SSO delivered the

lecture on the role of MSME-DI and its schemes.

4. The officer from MSME-DI, Shri S.R.Khujnare, AD (Met) attended Validation meeting

on Auto Cluster at District Industry Centre, Nagpur on dtd 05/05/2016. Around 25 cluster

members attended the meet.

5. The Director, MSME-DI Shri P.M.Parlewar invited as a guest of honor for the regional

workshop on Skill Development organized at Sant Gadge Baba Amravati University on

28/05/2016. Shri V.R.Sirsath, DD(Mech) along with Shri Rahul Mishra, AD(Chem)

delivered the presentation on the Schemes of MSME.

20. VISITS

HON’BLE UNION MINISTER OF STATE FOR MSME, SHRI GIRIRAJ SINGH

VISITED TO THIS OFFICE ON 12/11/2016.

In order to fight global competition, MSMEs in the county need to upgrade their

manufacturing units with latest technology and bring down costs of products. This was stated by

Hon’ble Minister of State for MSME Shri Giriraj Singh, Union Minister of State for Micro,

Small and Medium Enterprises (MSME), while speaking at a meeting organized by the MSME-

DI, Nagpur at the CGO Complex on 12/11/2016.

In the meeting, representatives of various industries association had given their

representations consisting of problems and suggestion to Singh. He gave a patient hearing to

their problems and issues. He assured them to extend all possible support and solve their

problems. He advised the association to prepare a report on the reasons of NPAs of MSMEs in

Vidarbha.

He said that Khadi garments would be introduced in the month of December at the

Orange City Garment Cluster at Uppalwadi, Kamptee Road. At that time he would be visiting

the cluster. M/o MSME has granted Rs. 13.5 Cr. to the Cluster which has been successful in its

operations.

“Cluster development is a tool to increase productivity. Vidarbha alone has the potential

to create 50 clusters by creating proper environment. The Government can only support MSMEs

but people must come forward and set up units and manufacture products with value addition

and latest technology,” He suggested.

He asked the farmers to shift from farming to horticulture to increase their income.

Hon’ble Minister of State for MSME Shri Giriraj Singh, Union Minister of State for

Micro, Small and Medium Enterprises (MSME), said that the MSMEs should not be afraid of

low cost products made in China. Most of these products were of use-and-throw in nature.

Chinese firms mostly copied from Western countries and did re-engineering of machines and

introduced low cost products in the market. These firms did not have strong R&D facilities. The

major disadvantage was that the wages of workers had increased by 30 per cent which was

cutting into their competitive edge. He said that the Indian products were gaining acceptance in

many countries due to their high quality. But still much needed to be done by introducing the

latest technology in difficult works, new and innovative design, skill development, zero defect

products, etc. He emphasised that the rate of interest should be lowered for MSMEs. China had

an advantage as the rate of interest there was about 4 Per cent compared to India’s 12 per cent.

The difference in the rate of interest should be narrowed down to make the Indian MSMEs

competitive.

MSMEs are the backbone of the Indian economy and play an important role for

about the importance of Bar Code in present time; how the consistency in quality of the products

can be maintained due to bar code.

MSME-Development Institute, Nagpur organized training programme on ‘Entrepreneurship and

Skill Development inputs on Grading, Preservation, Storage and Packaging of Perishable Fruits

and Vegetables’ on dtd 27th July, 2016 supported by Maharashtra State Agriculture Marketing

Board (MSAMB) Nagpur. Farmers and prospective entrepreneurs related to agro-business

participated in the programme.

Shri Anoop Kumar, IAS, Divisional Commissioner, Nagpur were present as a chief guest for the

inauguration of the programme. Shri P.M.Parlewar, Director, MSME-DI, Nagpur presided over

in association with NSIC and District legal service authority, Nagpur on 26/10/2016. The

objective of the programme was to create awareness among the unemployed women of Nagpur

and help them to set up their own enterprise to become self employed. District legal service

authority (DLSA) Nagpur approached MSME-Development Institute, Nagpur to join hands by

organizing awareness programme for group of unemployed women of the society identified by

DLSA, Nagpur.

22. LEAN MANUFACTURING COMPETITIVENESS SCHEME

LEAN CONSULTANT SELECTION PROCESS

MSME-DI, Nagpur organized one day programme for Lean cluster selection process in

association with Quality Council of India, New Delhi for General Engineering Cluster, Hingna

,Nagpur on dtd. 28/04/2016 at Nagpur. Three empanelled consultants from Nashik and Nagpur

gave presentation. Based on the technical presentation and tender consultant is finalized who will

start work in mini cluster after signing tripartite agreement.

The Programme is presided over by Shri P.M.Parlewar,Director, MSME-DI, Nagpur.

Lean consultant presentation was assessed by Shri V.R.Sirsath, Dy. Director (Mech). Nikhil

Reliya, QCI, New Delhi and all SPV Members of engineering cluster were present. The

Under Lean Manufacturing Competitiveness Scheme, The Auto & Engg Lean Mini

Cluster formed at Nagpur. The IIIrd Phase Audit of this Cluster was conducted on 15th & 16th

LEAN AUDIT NAGPUR, AMRAVATI & AKOLA LEAN MINI CLUSTER

Under Lean Manufacturing Competitiveness Scheme, The Engg & Agriculture

Machinery Lean Mini Cluster formed at Amravati. The IIIrd Phase Audit of this Cluster was

conducted on 20th & 21st Oct 2016. The Audit was carried out by Ms. P.N.Pandhram, Asstt.

Director (Chem), MSME-DI. Shri P.M.Parlewar, Director, MSME-DI,Nagpur visited the units of

the cluster on 1st day. The Lead Auditor was Shri Ankur Malik, QCI,New Delhi. The Audit was

organized by Lean Consultant.

The Lean audit of Nagpur cluster was carried out by Shri D.R.Johari AD(Mech) & Shri

S.R.Khujnare, AD(Met) and Akola Lean Cluster was carried out by Shri V.G.Nikhade,

AD(Mech) on 13th & 14th Oct 2016. Shri V.R.Sirsath , DD(Mech) coordinated lean audit at all

the places.

23. PUBLIC PROCUREMENT POLICY FACILITATION CELL

Public Procurement Policy Facilitation Cell is created at MSME-DI, Nagpur as per the

directives received from the DC(MSME), New Delhi. It will act as a strong bridge between

MSEs of the region and CPSEs/ Central Departments.The Govt. of India, Ministry of MSME

notifies Public Procurement Policy under MSMED Act ,2006 which mandates every central

ministry,their departments and Central Public sector Enterprises to procure minimum 20% of

their annual requirement from micro and small enterprises out of which 4% is earmarked for

MSEs owned by SC/ST entrepreneurs. Data Collection for Public Procurement Policy

Facilitation Cell from DICs and CPSUs is in progress.

24. CIRCULATION OF TENDER ENQUIRY RECEIVE FROM

CPSU’S

This office circulating Tender enquiries to Joint directorate of industries, All DICs of

vidarbha District, and All the Industry Associations which is catering to all MSEs in Vidarbha

region. The circulation of Tender enquiry is actively started from July 2014. We have also

started the link for tender enquiry on the website. We have received a Tender Enquiry from

various PSUs like WCL, MOIL, railway etc. The Tender enquiry receive from various PSUs are

timely uploaded on the website.

25. PROGRESS OF NMCP SCHEMES

NATIONAL MANUFACTURING COMPETITIVENESS PROGRAMME (NMCP)

The Government has announced formulation of National Competitiveness Programme

in 2005 with an objective to support the Small and Medium Enterprises (SMEs) in their

endeavour to become competitive and adjust the competitive pressure caused by liberalization

and moderation of tariff rates.

The National Manufacturing Competitiveness Council (NMCC) has conceptualized

and finalized the components of the programme incorporating suitable inputs from the

stakeholders. The National Manufacturing Competitiveness Programme (NMCP), as

conceptualized by the NMCC, was accepted by the Government and announced for

implementation in the Budget 2006-07. Under NMCP, ten components / schemes have been

formulated, the details of which are outlined as under:-
