ThisyearsawthepassingofaverydedicatedSACREmember,Mrs.BettyRichmond.Bettywasalongservinganddedicatedmemberandservedonmanydifferentworkinggroups.Herwork,perspectiveandsenseofhumorwillbegreatlymissed.

ThepracticewascontinuedofalternatingSACREmeetingsbetweenafternoonsandeveningsonTuesdays,WednesdaysandThursdaystoaccommodatetheattendanceofasmanymembersaspossible.

2. THEBIRMINGHAMAGREEDSYLLABUSDEVELOPMENTS

1.EnablingResourcesContext:

a. Thewebsitewww.faithmakesadifference.co.ukwasfurtherdevelopedasateachingtoolinanumberofways:information,newsandinteractivity.

b. Videosoflessonsatthedifferentkeystageswereaddedtoshowteachershowthelearningmaterialscouldbeusedeffectivelyinaclassroomsetting.

2. ProtectingandEmbeddingtheSyllabusintheCommunity:a. WeadoptedasystematicapproachtoAcademiestoencouragethemtocontinueto

usetheSyllabusiftheyleftlocalauthoritycontrolb. SimilarlywewerepleasedtonotethatFreeSchoolssetupinBirminghamalso

adoptedtheSyllabuseventhoughnotlegallyobligedtodoso.

3. FutureAction:

a. ContinuedworkontheAgreedSyllabusmonitoringandevaluationsurveyb. ExtendingtheuseofthematerialdevelopedfortheSyllabusintodailyCollective

Worshipinschoolstomakeitmoremeaningfulandspirituallyupliftingthantheconventionalformat.

TrojanhorseeventsandSACRE’sresponseInSpring2014ananonymousletterwascirculatedtoBCCandthemediapurportingtobewrittenbytheperpetratorsofaplantoincreasetheinfluenceofIslaminschools.AlthoughitwasahoaxthreereportswerecommissionedintotheallegationsbyClarke,KershawandRimmeraboutindividualsincertainschoolswhowereteachersorGovernors.TherecommendationsinthereportswereincorporatedintoanactionplanbyBCC.BCCaskedSACREtoassistwithseveraloftheactionsandthisworkhasbeeninprogressthroughout2015/16.Thekeytasksare:

- QualityassuranceofcurrentprovisionofREandCWinBirminghamschoolsthrough150visitsayearbyeducationalprofessionalsfamiliarwithsafeguardingchildren,thelegal requirements for RE and CW and the BCC approved syllabus. The visits alsoincludefaithschoolsandacademies.

- Furtherdevelopmentof curriculum resources toprovideageappropriatematerialsforREfromEYFStoKeyStage5andforvulnerablepupils

- Training for Head Teachers and Governors on the legal requirements for RE andcollectiveworship

Prior to visiting schools, SACRE designed and developed a self-evaluation survey tool forschools that will enable the collection and collation of intelligence on current RE & CWprovision across the city. The information from the survey will help inform schoolmonitoringvisitsandprovideexamplesofgoodpractice.Acopyofthesurveydocumentisatappendix2.Thedevelopmentofcurriculumresourcesin2015/16included:

- onlineplatformsforthedeliveryofKS3,4&5REandCWmaterials- more general website content including “frequently asked questions” about RE in

schools- CPDmaterialsonCollectiveWorshipforschools/governors- workingwith School&Governor Support to develop anddeliver training forHead

TeachersandGovernors

BirminghamSACREisworkinginconjunctionwiththecreatorsofPurpleMash.Ourmaterialscanbeusedwiththeirfullrangeoffunlearningactivitiesincludingmakingposters,

leafletsandpost-cards.

WorkwithPurpleMashisongoingwithanadditional70‘MadeinBirmingham’assetsandresourcesduetoberolledoutthroughthePurpleMashwebsiteundertheir‘values’header.Itishopedthattheseassetswillhelptogenerateanincomesourceandenableinvestment

inthefurtherdevelopmentofresources.

SACREANDOTHERINTITIATIVES

SoundandSilence

SACREmembersworkedwithBirminghamMuseumandArtGallery(BMAG)toproducetheSoundandSilenceexhibitionwhichtookplace13thSeptember-13thDecemberatBMAG.Theexhibitioncelebratedthepersonalreflectionsandexperiencesofpeopleacrossthecity.Vykawascommissionedtoproduceanoriginalfilmwhichwasshownonaloopthroughouttheexhibition.Throughthemediumoffilm,photography,testimonyandpersonalartefacts,theexhibitionexploredwhypeopleprayorcontemplateandtheeffectsforindividuals,familiesandcommunitiesacrosssixofthemajorfaithsinBirmingham.Artworkfromschoolswasalsodisplayedandschoolvisitstookplace.

SingingConnections

InSeptember,CiaranO’Donnell,HeadoftheMusicServicevisitedtheSACREmeetingaskingforsupportforajointventurebetweenSACREandtheMusicService.Theresultis‘SingingConnections’,songsdesignedtopromotefundamentalhumanandBritishvalues(thedispositionsofoursyllabus)throughsingingaspartofschools’CollectiveWorship.ThesongshavebeenwrittenandcomposedbySarahBakeroftheMusicServiceinconjunctionwithSimoneWhitehouse.Thesongsexploremanyaspectsofbehavingandbeingwhichhelpbuildhappyandfulfilledcommunities.

TeachingVirtue

InNovemberof2014MariusFelderhofandPennyThompsonpublished‘TeachingVirtue’.Thevariouscontributorsexploretheteachingofvirtueethicsthroughthefocusoflearningfromreligion,ratherthanlearningaboutreligion.Theauthorsfocusoneightkeyvirtues,examiningtheseforwhattheycanofferofreligiousvalueforpupilsandteachers.

‘TeachingVirtue’containsmanyintellectualandcreativeinsightsinaskilfulblendoftheoryandpracticethatensuresthatthiscollectionwillbeaninvaluableresourceforschoolpractitioners,academicsandpolicymakersforyearstocom’.StephenMcKinney,ProfessorandleaderofCreativity,CultureandFaithresearchgroup,UniversityofGlasgow.

DVDsSUPPORTINGTHEAGREEDSYLLABUSTo enhance the implementationof the newAgreed Syllabus, andworkingwith TelevisionJunction,SACREhascommissionedaseriesofDVDstosupportthesyllabus.TeachingResourcesTheseinclude“Faithmakesadifference”whichprovidesoverfourhoursofmaterialwhichtakesauniquelookatfaiththroughthe24dispositions.Thesearesuitableforprimaryandsecondaryphasesofeducation.Morerecently,thishasbeenaugmentedby“LearningfromFaith:EarlyYears”.

ItintroducestheaimsandshowshowthenewREsyllabuscanbebuiltintoeverydaypracticeintheEarlyYearsphaseofeducation.WhilstREisnotstatutoryintheEarlyYearsFoundationStage,thefilmdemonstrateshowpractitionersandleadersfindthesyllabususefulinplanningtheiractivities.OwnershipbyParentsandFaithCommunities“ReligiousEducationinBirmingham”providesaseriesoffilmsinwhichfaithcommunitiesandparentsendorsetheAgreedSyllabus.“WhatIlikeaboutthenewSyllabusisthatittakeschildren’sspiritualityseriously.”-BishopDavidUrquhart,BishopofBirmingham

DETERMINATIONSFORCOLLECTIVEWORSHIPThe1988EducationReformAct(ERA)statesthat“themajorityofActsofCollectiveWorshipmustbewhollyormainlyofaChristiancharacter.TheyshouldreflectthebroadtraditionsofChristianbeliefwithoutbeingdistinctiveofanyparticularChristiandenomination”.However,itrecognisesthat,althoughthespiritualtraditionsofthecountryareChristian,insomeschoolsthespiritual/culturalmake-upincludessignificantnumbersofpupilsofmanyfaithtraditions.IntheseschoolsanapplicationcanbemadetoSACREforaDeterminationwhichliftstherequirementthatthemajorityactsofcollectiveworshipshouldbe“whollyormainlyofaChristiancharacter”.
