Bernie Reddington is campaigning to improve public transport for people who are sight impaired. Bernie was the winner of the SMK Transport Award 2012 and we have been working with her since to help her improve travel access. The SMK Transport Award was presented by Zac Goldsmith MP.

Once again, our work has continued to further our charitable objectives:

We’ve worked with inspiring teenagers across London, encouraging them to do something about the issues that matter to them, such as education, gangs, discrimination and crime.

Saleha Akhtar, the winner of our Shout Out! Award for 14-18 year olds, has done some remarkable campaigning and raised awareness about human trafficking.

As a leading voice on campaigning, we have responded to a number of government consultations and written about some of the hot topics facing campaigners, from proposed changes to the House of Lords to lobbying and transparency.

Our UK-wide impact has grown even stronger. We’ve held campaign workshops up and down the country and participated in, or partnered, events from the Take One Action Film Festival in Scotland to the Interrogate Festival in Devon.

And more so than ever before, we’ve been bringing campaigners together. Our first inspiration talk for people tackling poverty in London and our roundtable discussion for those working to combat issues around access and disability, are just two examples of how SMK connects people to share ideas and experiences and increase results and impact.

Handover of Chair of TrusteesLyndall Stein stepped down as Chair of Trustees on 27th March 2013, after serving as Chair since 2008. Lyndall provided valuable support and guidance to the team and the Trustees and remains a Board member. The Board of Trustees and SMK staff send a big thank you to Lyndall for her hard work and contribution.

686 individuals gained new skills and confidence through our introductory programmes, 2012-13

Of these, 146 people were trained in influencing the media and local politicians through our one-day workshops, three-quarters of whom were from grassroots groups and small charities, 2012-13

523 young people from the most deprived areas of London were equipped with tools to speak out and act on issues they care about, 2012-13

Bernie ReddingtonSMK Transport Award Winner 2012

Bernie and her family are sight impaired and rely on public transport for their independence. After Norfolk County Council’s cuts led to blind and partially sighted passengers losing their concessions, Bernie became heavily involved in campaigning for improved access.

At SMK, we knew of other groups working on similar or related campaign issues. With a view that together they could potentially have a stronger voice, or at the very least learn from each other’s experience, we hosted a roundtable discussion in March 2013 for people working on disability and transport related issues.

“The meeting was very productive and revealed that, collectively, we have a huge amount of knowledge, evidence and experience, which should be shared and built on... [It] drew out what we all perceived the problems to be and how we could approach a solution.”

Bernie is hopeful that the connections made at this meeting will foster joint working in the future and the meeting participants plan to produce guides for other local campaigners.

Talks & discussions

Roundtable discussionsWe work with campaigners up and down the country across a wide array of issues. As such, we are well placed to identify people who might benefit from coming together to discuss common issues, how to achieve greater results, and potentially consider joint working.

Inspiration talksIn January 2013 we held our first in a series of inspiration talks aimed at campaigners, lobbyists, policymakers and strategists. These talks bring campaigners together to share ideas and be inspired by academic research relevant to their campaigning.

People PowerOver the past four years we have hosted one-day conference People Power. In partnership with The Good Agency, we challenge campaigners, journalists and leading thinkers to debate some of the issues at the forefront of campaigning, and inspire and invigorate people to create change.

Take One Action Film FestivalWe partnered with Take One Action Film Festival for the screening of Cape Spin - a humorous documentary about America’s first off-shore wind farm - and a panel discussion with the creators of satire TV show The Revolution will be Televised.

Campaign CentralThe Campaign Central website is our online ‘hub’ for campaigners, providing resources, advice and giving people a platform to share and raise the profile of their campaign.

We updated the site in 2012 to include unique, country specific information for campaigners across the devolved nations.

Informing Campaigners

Lobbying Register ConsultationIn 2012 the Government launched a consultation about developing a UK-wide statutory register of lobbyists. Such a register would potentially create much greater transparency about the communication that lobbyists and campaigners have with politicians and policymakers, a problem that came to light after numerous scandals amongst corporates and politicians.

We responded to the consultation that whilst we had concerns that the proposed register would fail to address better action by government or adequately regulate lobbying, we supported the principal for greater transparency. We stated that charities that undertake lobbying activity should be included in such a register, although the proposed register was insufficient for such inclusion. We believe that this would potentially provide a more complete picture about the influence that diverse interests have on Government policy. Read our consultation response here: bit.ly/13xb6ia

Policy

Scotland Lobbying Transparency Bill ConsultationAlso in 2012, we responded to a consultation on a proposed bill that would require certain individuals and organisations who lobby MSPs, Scottish Ministers or relevant public officials to record relevant information about their lobbying activity in a published register.

Similarly to the UK-wide lobbying register, we responded that whilst we had concerns, we would support a register if it could enable campaigners across civil society to ‘map’ influence on a wide array of issues – whether it is lobbying by private sector companies for private interest or by charities and other groups for the public benefit. House of Lords ReformWhen the House of Lords Reform Bill 2012 was introduced, The New Statesman invited SMK to comment on the relationship between campaigners and the ‘Upper Chamber’. While the Bill was abandoned, it is our view that as the House of Lords exists, it should be more open, more often, to the evidence presented by charities and campaigning groups. This would facilitate a more independent, non-politicised scrutiny of Government plans. Charities which seek to lobby on behalf of the individuals and communities they work with need a body which will be able to consistently rise above political dogma and private interests, listen dispassionately to a range of external voices, and provide fearless inquiry into the Government’s legislative programme. Charities Act 2006 ReviewLast year, the Public Administration Select Committee conducted a post-legislative scrutiny inquiry into the impact and implementation of the 2006 Charities Act. Our response focused on the question of whether the current rules around political activity by charities are reasonable and proportionate.

We believe that the current rules are reasonable and proportionate and that there should be no change. We also stated that receipt of Government funding must not neuter the voice of charities, whose primary responsibility must be to deliver their charitable objectives in support of their beneficiaries, which in some circumstances might necessitate speaking out. Supporting Campaigners

Reaching UK CampaignersOur Reaching UK Campaigners (RUKC) pilot programme ran from 2010 - 2012, increasing the quality and equality of our work.

With funding from The Esmée Fairbairn Foundation in 2010, we appointed Regional Freelance Coordinators (RFCs) to deliver our core programmes in Scotland, Wales, Northern Ireland and South West England. We introduced a fifth area, the West Midlands, in 2011 with funding from Barrow Cadbury Trust.

An external evaluation of RUKC, which includes recommendations for

similar organisations, can be found on our website.

Grassroots Action Support FundSince 2010, 24 grassroots campaigners have been supported through the Grassroots Action Support (GAS) Fund. Delivered in partnership with the Esmée Fairbairn Foundation, SMK alumni who meet the criteria, have the opportunity to pitch for a grant of up to £2,000.

“I used the GAS Fund to pilot a project called Ayanna. Ayanna brought together an action-learning group of community empowerment practitioners and campaigners who are from, and working with, marginalised communities. It built our skills and brought us together to act on common issues.”

AnneCarmarthen Workshop 2011 Attendee, Wales

Anne had never been to any kind of training workshop before. She uses a wheelchair and had been campaigning for her own and other flats to introduce ramps. For over two years she had been sending letters, making calls and visits, but with no results.

During the workshop, Anne received help to develop her action plan and key messages, and met a local journalist and Assembly Member.

She left the workshop with new ideas and understanding, and her campaign has since been a success; all future new build residential projects in her area now have to consider disability needs.

Working with our alumniWe aim to facilitate on-going and peer-to-peer learning and create networking opportunities for campaigners, by continuing to engage the alumni of our intensive support programmes in many areas of our work.

Margaret McGuckinSMK Social & Economic Justice Award Winner 2012

Margaret has been campaigning for justice for those who suffered institutional abuse across Northern Ireland. Having campaigned successfully for the NI Executive to establish an Inquiry, she now wants to ensure that it will deliver redress. At times, this campaign caused Margaret to feel isolated and worn down.

We paired her up with previous SMK Award winner Sharon Davidson, who has successfully campaigned to improve access to NHS infertility treatment in Northern Ireland.

“Meeting Sharon reminded me that I am not on my own. I found strength in knowing someone else had also followed their heart, set goals and – come hell or high water – achieved them. It was good to learn how she has succeeded.”

Shout Out! Workshop July 2012, Raines Foundation

Introduction to Campaigning Workshops Supported by the Tudor Trust, we delivered an exciting programme of Introduction to Campaigning workshops across the UK, aimed at grassroots campaigners. The workshops support individuals to identify how they can create the most impact. Participants meet a local MP and journalist and gain essential insight into how to attract support and influence.

Shout Out! TogetherWe trained 523 young people through our Shout Out! Together programme (including Shout Out! Award winners and finalists). Students learn how to influence others, change attitudes and raise awareness about the issues they care about.

Mandy and JoshuaMandy and Joshua are campaigning to raise awareness with their peers about homophobia by enabling people to tell their stories about growing up gay. Mandy and Joshua attended the Shout Out! workshop at LGBT organisation PACE in August 2013. Two weeks later they set up their Facebook campaign about equality. They used what they learnt in the workshop to gain political support and Jeremy Hunt MP congratulated the aims of their campaign.

Intensive Support

Influencing Change Funded by Trust for London, we run an intensive five-day training programme for London-based grassroots campaigners on how to influence local authorities, national government and Europe, and campaign for change in public policy.

See ChangeIn partnership with the Oak Foundation, this intensive training programme is tailored towards Oak Foundation’s grantees within their housing and homelessness programme. The programme consists of two residential weekends, followed by bespoke coaching support to help up to six participants develop their organisation’s campaign strategy and impact.

Lift Lift is a charity and social enterprise that works with homeless and disadvantaged people, empowering them to improve their lives and realise their potential.

In 2012 Lift took part in our See Change programme. We provided a series of training sessions for Lift’s staff, volunteers and Trustees using Campaign Consultant Emma Taggart.

“We worked with Emma to produce a framework to facilitate sustainable and effective, user-led campaigning. This ensured that we develop our campaigning capacity in a way that suits our ethos and circumstances.

This special award, in honour of Sheila McKechnie’s legacy, is a recognition and celebration of a long-standing campaigner who offers lessons about successful campaigning. It is different from our campaigner awards in that it does not include a package of support.

Bespoke Support

Support package for award winnersWinners of the SMK Campaigner Awards 2012 received a bespoke 9-month support package. They attended a high

profile awards ceremony presented by Jon Snow, followed by an inspiring, skills-building residential weekend. We paired

them with a carefully selected Campaign Coach for one-to-one coaching sessions and they are all now members of our

SMK Alumni Programme.

Longer Term ImpactThe nature of campaigning means that most people are in it for the long haul – and in general campaigns resemble marathons, not sprints. So as well as supporting campaigners in the here and now, our work also helps people to achieve their longer term, strategic goals.

“I started the Breaking the Silence campaign in 2008 with the aim of addressing the heinous acts of human degradation perpetuated against the LGBTI (Lesbian, Gay, Bisexual, Transgender, Intersexual) community in Western Kenya.

Despite the violent and degrading treatment of the LGBTI community in Kenya, and the threats I faced to my own life for challenging this treatment, the SMK Campaigner Award enabled me to become more courageous. I received tailored support, including one-to-one coaching, an advocacy campaign-training workshop, virtual learning and visits to several human rights organisations in the UK.

The skills and tools I learned through SMK have assisted me in strategic planning of my campaigns, constructive engagement with stakeholders and fundraising.

So far, I have been able to establish a vibrant campaign network within the community, there has been reduced stigma and discrimination and abuse, more LGBTI people are coming out, LGBTI people are able to access health care services and we have established an economic empowerment program for LGBTI members.”

“The SMK Campaigner Award raised the profile and credibility of my Young Muslim Voices project and made me realise that I was a real campaigner!

Unfortunately, soon after winning the award my campaign was shut down due to government cuts. A very successful project that engaged and mobilised hundreds of socially excluded young people came to a halt.

But through the confidence and skills that SMK instilled in me, I felt I couldn’t give up. I set about to build the campaign as its own organisation.

SMK connected me to the Esmée Fairbairn Foundation and I successfully pitched for £2000 to set up a website to continue the campaign.

My social justice campaigning started locally but the award took me, a young woman who lacked confidence in her abilities (but had bags of passion and ideas), to a place where I am now; partaking in critical, global work and running a pan-European campaign about racism and discrimination on the grounds of faith.”

Sheila Mckechnie’s LegacySheila McKechnie was a pioneering activist who changed the face of campaigning in the UK. From her roots in the union movement, through her work at Shelter and at Which?, Sheila always spoke out for the marginalised and disadvantaged in society. After her death in early 2004, the Sheila McKechnie Foundation (SMK) was established in her memory, supporting individuals and local groups in their fight for social justice and change.

“Sheila’s achievements were primarily the product of her roots, her personality and her working environment, which together resulted in her being a fierce, fearless and passionate campaigner. She also had an intimate understanding of politics and process, and seemed to know instinctively when and how to strike in order to achieve change.”

Value For Money Statement

SMK: Real value for money We have continued the delivery of programmes that offer value and demonstrable outcomes to the individuals who access them.

We achieve a balance between quality and value in the way we carry out our work, by using proven and sustainable ways that maximise our efficiency, in turn reducing our costs. We:

• Ensure that our resources are used wisely and sustainably

• Continually monitor and evaluate ourselves and our suppliers

• Remain a streamlined and sustainable charity

We also spent less than 5% of our total expenditure on overheads this year – demonstrating real value for money.

Trustee recruitment: A fair & transparent processSMK uses a transparent and fair method when recruiting new trustees. We advertise all trustee vacancies and they are open to anyone who wishes to be a trustee. From time to time the Board may call for trustees with specialist skills that it identifies is needed for the effective governance of the organisation. The process is led by the trustee recruitment working group, and applicants for trusteeship are asked to make their application in writing and to attend an interview. During this time, each applicant and interviewee goes through the same process. We also apply our equal opportunities policy to trustee recruitment. Each new trustee receives an introduction pack and an induction in to the organisation, and support is readily available from the Officers of the organisation. The details of the trustees and advisers are included on page 23.

Reserves policyReserves of £64,000 are held to ensure that such funds can cover 3 months running costs should the charity and its activities be wound down.

Small company provisionsThis report has been prepared in accordance with the special provisions for small companies under Part 15 of the Companies Act 2006.

Independent Examiner’s Report To The Accounts Of The Sheila McKechnie Foundation Limited

I report to the trustees of the charity for the period ended 31st March 2013 set out on pages 20 to 22.

Respective responsibilities of trustees and examinerThe charity’s trustees (who are also the directors of the Sheila McKechnie Foundation for the purposes of company law) are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under Section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

The charity’s gross income exceeded £250,000 and I am qualified to undertake the examination by being a qualified member of the ICAEW.

Having satisfied myself that the charity is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

a. examine the accounts under section 145 of the 2011 Act,

b. follow the procedures laid down in the general Directions given by the Charity Commission under Section 145(5)(b) of the 2011 Act, and

c. state whether particular matters have come to my attention.

Basis of independent examiner’s statementMy examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.

Independent examiner’s statementIn connection with my examination, no matter has come to my attention

a. which gives me reasonable cause to believe that in, any material aspect, the requirements:

i. to keep accounting records in accordance with section 386 of the Companies Act 2006; and

ii. to prepare accounts which accord with the accounting records, comply with the accounting requirements of Section 396 of the Companies Act 2006 and principles of the Statement of Recommended Practice: Accounting and Reporting by Charities

b. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

The trustees are satisfied that the company is entitled to exemption from the provisions of the Companies Act 2006 (the Act) relating to the audit of the unaudited financial statements for the period by virtue of section 477(2), and that no member or members have requested an audit pursuant to section 476 (1) of the Act.

The trustees acknowledge their responsibilities for:

i. ensuring that the company keeps adequate accounting records which comply with section 386 of the Act, and

ii. preparing unaudited financial statements which give a true and fair view of the state of affairs of the company as at the end of the financial period and of its profit or loss for the financial period in accordance with the requirements of section 393, and which otherwise comply with the requirements of the Act relating to the unaudited financial statements, so far as applicable to the company.

These accounts have been delivered in accordance with the provisions applicable to companies subject to the small companies regime.The accounts were approved by the Board on 12 July 2013.

1. ACCOUNTING POLICIES

1.1 Basis of preparationThe accounts are prepared under the historical cost convention.

The accounts have been prepared in accordance with applicable United Kingdom accounting standards, the Statement of Recommended Practice, “Accounting and Reporting by Charities” issued in March 2005 and the Companies Act 2006.

1.2 Incoming resourcesVoluntary income is recognised as incoming resources when receivable, except insofar as they are incapable of financial measurement. All income, including deferred income is recognised on the accruals basis of accounting.

1.3 Resources expendedExpenditure is classified under the charity’s principle project and included on an accruals basis inclusive of value added tax

Support costs are those costs incurred directly in support of expenditure on the objects of the charity.

Governance costs comprises costs for the running of the charity as an organisation and compliance with constitutional and statutory requirements.

SMK is a registered charity. Our Memorandum of Association sets out our objectives as follows:To promote the efficiency and effectiveness of charities and the effective application of resources for charitable purposes for the benefit of the public by raising the standard of and promoting excellence in campaigning on behalf of charitable purposes in particular by:

1. Awarding individuals who have conducted effective and lawful campaigns that further charitable purposes

2. Raising awareness of good practice in campaigning

3. Providing information and guidance to people who are campaigning in the furtherance of charitable purposes

SMK supports and promotes campaigns that further charitable purposes as set out in the Charities Act of 2006. In setting our objectives and planning our activities our Trustees have given careful consideration to the Charity Commission’s general guidance on public benefit and in particular to its supplementary public benefit guidance on advancing citizenship and community development.
