INTRODUCTION

CARE is a post-primary Program designed to help vernacular school students to tide over their

difficulties in their new multicultural National secondary school environment to enable them to sustain

their interest in their studies and complete their secondary school education with optimal scholastic

achievements. CHILD is paying particular attention to this post-primary program because of its far

reaching ripple effect on the community.

Rationale

Post UPSR Tamil vernacular school students face pressure from all quarters for high academic

achievements in the UPSR examinations. Students from the lower socio-economic background, many of

whom are ill prepared for the transition from a relatively sheltered and culturally familiar and

homogeneous Tamil school ambiance to the multicultural independent setting of the National school

desperately need guidance, support and inspiration to adjust and adapt to the new challenging

environment of the Secondary National Education System, if they are to ‘survive’ and sustain their

interest in studies and perform well.

Indian children from less advantaged homes are particularly vulnerable because of the lethal combination

of socio-cultural alienation and inadequate social support systems at home and the community. Many of

those who fail to adapt fare poorly in their studies or drop out prematurely.

CHILD ‘CARE’ program is a remedial and preventative approach to this serious social problem in the

community among the youth. The involvement of Indian youths in anti-social activities is well known.

Instead of laying the blame on anyone, CHILD embarked on a unique self-help program to improve the

value system of Indian youths and prevent or wean them off the attraction of anti-social culture.

The CARE program provides children joining the national secondary schools emotional, social and

academic support to enable them to adjust smoothly and integrate into the national system of education.

During weekends students assemble at CARE centers where they tutored and mentored in all the subjects

with particular emphasis on English, Bahasa Melayu, Mathematics Tamil, Moral and Science.

CHILD ‘CARE’ CENTERS

There are presently two centers- One in Jasin, Melaka and the other in

Sungai Pelek, Selangor catering to 260 students, in the 2011 academic year. During weekends, students

assemble at the CHILD CARE centers where they are tutored and mentored, both in Academic and

Holistic programs for self and character development.

SMK SUNGAI PELEK CENTRE – SELANGOR

The CHILD CARE Program was initiated in SMK Sg. Pelek in the year 2008. The Program began for the

Form 1 students. In the beginning, there were only 5 students. Now the classes have expanded to Form 4

students, catering to 115 students’ altogether. Another 20 students had to be turned away due to lack of

space. The students who attend this program are offered 7 subjects. The classes are on Saturdays and

Sundays. The classes are conducted by SMK Sungai Pelek teachers, whom are experts in their fields of

education. Activities are frequently held throughout this program, such as academic lessons, motivation

seminars/camps, educational tours and parents meeting. The total numbers of students who are currently

participating in the CHILD CARE Program are 115 students. Participating students are from the lower

secondary Form 1 up to the upper secondary Form 4

The CHILD ‘CARE’ Center in Sungai Pelek increased its classes up to Form 4 this year; this would be

the first time in Sungai Pelek. Registration was held in the first week of January and there was a 50%

increase in new registrations to bring the number of students up from 86 last years to 115 for this

academic year. The classes will be open to Form 5 beginning of the academic year in 2012 and expecting

a total of 150 students to join, which will lead to a 40% increase in the student intake.

At the beginning, only SMK Sungai Pelek students attended this program. However, now there are many

students from the neighbouring schools who are joining this program. These students are from SMK

Pantai Sepang Putra, SMK Tanjung Sepat and SMK Tanah Merah Site C.

This shows that Parents in the community have realized the benefits and the quality of the program.

Parents are also very interested in the ‘CARE’ Classes due to the all round development of the children in

the areas which were quite under-developed initially. This change has come about because of the

frequent interaction between Parents-Teachers and Students. CHILD is very focused on this component

and considers the participation of Parents of the utmost importance in the development of the ‘Child’

The Criteria strictly adhered to in the CARE Classes are as follows;

a. Students must be good in their academic development

b. Students must be well disciplined

c. Students must be consistent in their attendance

d. Students from poor family background are encouraged to attend

e. Parents should be involved actively

The PMR Results in 2011, again a first for Sungai Pelek showed a 100% pass rate in 4 subjects

Bahasa Melayu

Geografi

Bahasa Tamil and

Kemahiran Hidup

Students achieved a 90.4% pass rate in the remaining subjects of

Bahasa English

Mathematics

Science and

Sejarah

It is interesting to note that Tamil Students whose shortcomings were in Bahasa Melayu have

achieved a 100% return in that particular subject.

The following activities were also undertaken by the Sungai Pelek ‘CARE’ Centre during the academic

year 2011

PROMOTION

The Coordinator appointed by CHILD, Mr.Bathmanaban had taken an extra step of going to the

neighboring primary schools to promote the benefits of the Child Program in November. He had also sent

out pamphlets regarding the program to the parents in the neighborhood. Therefore Sungai Pelek residents

had a better awareness of the CHILD ‘CARE’ program.

TEACHER’S MEETING

Teacher’s meetings are conducted every fortnight. Students’ progress, achievement and problems are

discussed in the meeting.

CLASSES

The CHILD ‘CARE’ classes are conducted every Saturday and Sunday.

COUNSELLING

Parents are invited to school to talk about the child’s strength and weaknesses. Parents are also counseled

on how they could be of assistance to their child and to the program. At times the ‘CARE’ coordinator

visits the students’ house as and when necessary.

LOCAL SUPPORT

Understanding the efforts of CHILD and the dedication of the SMK Sungai Pelek CHILD ‘CARE’

Program teachers, a few local NGO’s and well wishers have given their support and encouragement to

ensure the CHILD ‘CARE’ program is a success.

MID-YEAR EXAMS

Students’ progress is tested through our mid-year examinations. 7 major subjects are tested in the exam.

MOTIVATION PROGRAMME

Young graduates from UKM conducted motivation programs for our CHILD ‘CARE’ students. They

divided the students into smaller groups and had various activities such as brainstorming sessions and role

playing.

ACHIEVER’S DAY

Final examinations were held and students who performed well in the examinations were appreciated and

awarded prizes.

EXAM TECHNIQUE SEMINAR

A seminar on how to approach exam questions was conducted for PMR students by experienced teachers

who have experience in marking the paper.

PROGRESS REPORT DAY

Teachers discussed with the parents a length about their child’s progress and their weaknesses and

strengths

JASIN CENTRE – MELAKA

CHILD CARE was introduced in Melaka in 2005 to ensure students from Tamil schools who excelled in

their UPSR Examination remained interested, motivated and continued to excel in their studies. Total

number of students who are participating in CARE program is 150. Participating students are from Form

1 to Form 5. The Center is expected to maintain the same number of students though a sizable number

have to be turned away due to limited resources.

The CHILD ‘CARE’ Centre in Jasin Melaka conducted its registration and intake of children for the 2011

academic year on Sunday the 2nd

of January. Parents attended the Registration with their children,

testifying to the effectiveness of the Teachers- Parents- Students Tripartite meetings and activities.

Mr.Anbu Sankaran the CHILD ‘CARE’ Coordinator talked on the benefits to the students in the region

through the ‘CARE’ Program.

Madam Meenachi Sankaran the Melaka State Coordinator gave a briefing on the CHILD Programs in

Melaka and

Mr.Uthayasureeyan emphasized on discipline matters that students in the centre would have to follow.

On 12th February Mr.Sankaran visited Jasin ‘CARE’ Centre and distributed a questionnaire on CHILD

Programmes to all the students.

On 19th February, Mr.Sankaran and Madam Meenachi accompanied Madam Sarada the Manager of

CHILD together with Mr.Kanna, Mr.Ramasamy and Mr.Jerry had a meeting with the students of CHILD

‘CARE’ Center in Jasin. Madam Sarada and the staff of CHILD were able to observe first hand the

classes that were being conducted and also had an opportunity to speak with students one on one and

listened to their views and requests.

On 26th March, Mr.Sankaran and Madam Meenachi conducted a meeting and met with the students who

had done well in the PMR examininations together with their parents. The students were given guidance

on future ambitions and plans.

A Motivation Program for Form One and Form Two Students and their Parents were held on the 24th of

April from 8:30 a.m to 1:00 p.m. 57 Students and 51 Parents attended the Program. A Counselor from

SMK St.David,Melaka delivered a Motivation talk for parents. Mr.S.Jeyaraman the Headmaster of

SJK(T) Jasin also spoke on the occasion, together with Mr.Utayasureeyan and Mr.Sankaran.

The High Achievers’ Day and Hi-Tea Program to honor PMR and SPM Students who did exceedingly

well, was held on the 15th of May,2011 from 3:30 p.m to 6:30 p.m at the Tiara Golf Resort in Melaka.

Dr.N.Iyngkaran the Program Director and Dr.P.Kunaletchumy the Deputy Program Director attended the

function, representing CHILD. A total of 100 Guests including Parents,Teachers and Students attended

the Program.

Mr.Sankaran the CARE Coordinator in Melaka and Madam Meenachi visited the CARE Center in Jasin,

on the 11th 18

th and 26

th of June, to motivate the CARE students.

A Subject Camp for PMR Students on ‘Techniques in answering PMR questions’ for Form 3 students

was held on the 31st of July,2011 and was conducted by Puan Siti Subariah, En.Azman bin Jantan and

En.Shaik Alawdeen bin Mohd Ibrahim from 8:00 a.m to 2:45 p.m.

Students who received 7A’s,6A’s and 5A’s in the UPSR examination were honored on the 14th of

August,2011. A Motivation and Leadership Camp was also held from the 26th to the 28

th of August at

Kompleks Rakan Muda Lendu,Alor Gajah. A total of 59 Students participated-38 CARE Students and 21

Students from Kuala Lumpur.

A Subject Camp for PMR Students on ‘Techniques in answering PMR questions’ for Forms 4 and 5 was

held on the 4th and 5

th of Septmeber,2011. Mr.Vigneshvaran a/l Suppiah, Puan Siti Sabariah, En.Azman

Bin Jantan and Mr.Chong Gook Chuan conducted the Program.

A Special Prayer Service for Students appearing for the PMR Exams was held at the Sri Maha

Mariamman Temple in Jasin from 8:30 to 11:30 a.m

Mr.Anbu Sankaran the CARE Coordinator and Madam Meenachi had a special meeting with all the

Form 4 and 5 Students 2nd

,16th and 23

rd of October.

The success of the ‘CARE’ Program is reflected in the PMR Results which returned a 100% pass rate in

ALL Subjects with a number of students scoring exceeding well.

It is very heartening to learn that students who have done so well in both the CHILD ‘CARE’ Centers are

from economically challenged backgrounds and whose potential would have been unrecognized,

untapped and unutilized if it was not for CHILD and the visionaries behind the Program-Dr.N.Iyngkaran

and Dr.P Kunaletchumy the Program and Deputy Program Directors of CHILD whose untiring efforts

and confidence in these children, especially when no one was willing to believe or invest in them have

been justified.

The above tables highlighting the PMR RESULTS 2011, of the students from both the CHILD

‘CARE CENTERS’ in Jasin, Malacca and Sungai Pelek,Selangor and the high grades that they

have achieved, reiterates and strengthens CHILD’s conviction that when given an opportunity

and access to academic and all round holistic education, even children from economically and

socially challenged backgrounds can rise well above their situation and succeed and serves as an

impetus and inspiration to CHILD to further strengthen and support the CHILD ‘CARE’

Program.

INCOME-EXPENDITURE STATEMENT –JANUARY TO DECEMBER, 2011

Though CHILD had proposed a Budget of RM 284,000 for the CARE Program in both the

Centers, for the year 2011, based on the requirements of the students in the Centers, due to a

reduction in the funding received, CHILD had to streamline the Program, focusing Primarily on

the need to pay a nominal allowance to the teachers conducting the classes as well as the

Coordinators. Though minimal collections from the students have steadily improved, CHILD

still had to bear the costs involved regarding the small number of students who were unable to

pay even the nominal fees.

Though High Achievers’ Day, Educational Camps, Motivation Camps, Excursions, Subject

Camps, Parents Meetings, Printing of Workbooks, Photocopying and Refreshments were all

acceded to, the scale had to be controlled due to the reduction in the Budget. However, CHILD

did provide technical support and carried out the necessary activities to motivate teachers and

students. Activities such as High Achievers Day, Motivational Camps, Annual Appreciation

Night etc., Local NGO’s and well wishers in the community especially in Sungai Pelak also

helped in conducting some of the above mentioned sectors, freeing up much needed funds to pay

the teachers.
