  • Dear Friends in Archery,

    I t is with great pleasure that we present you with the World Archery Annual Report for the year 2011. Many people looked at 2011 as a pre-Olympic year with the emphasis and anticipation on London 2012. However, 2011 was another great year for World Archery from many points of view. And these high points include both the competition field and the administrative work supporting

    the entire effort.

    We had our World Championships and Para-Archery World Championships in Italy and the Organising Committee did a superb

    job in preparation for the events. We crowned new champions following intense rounds of head-to-head competition and there

    were wonderful surprises on the results lists. In addition, more than half of the Olympic quota places were awarded as well. And

    let's not forget the Juniors at the World Archery Youth Championships in Poland. Again, the organisers did a fantastic job with the

    preparations for such a great event, and the archers rose to the occasion.

    The 2011 World Cup series was an exciting collection of events with great champions being crowned. We also enjoyed the company

    of IOC President Jacques ROGGE and several other IOC members during one of the WC legs. The Final of the World Cup series took

    place in Istanbul and I must thank the organisers for the work they did in preparation for this event with the competition venue being

    located right along the Bosphorus. In the individual events we had a repeat winner and three new winners and marvelous rounds

    filled with high intensity and precision in the shooting.

    As World Archery prepares for 2012, we ought to look back at our Olympic Test Event in London. Our location is the world famous

    Lord's Cricket Ground and it was a magnificent setting for the test event and will be even more so in 2012. Our coordination with

    the London 2012 organisers is going along very well and we are mutually benefitting each other with our combined efforts.

    I continue to believe that our World Archery Plan has been one of the key factors in the success of World Archery. Many of you have

    directly participated in the development of this plan. And many of you have continued to work on various aspects of this plan as we

    move forward to achieve our goals. It was very important to have the input of so many of you from all corners of the earth. You all

    have something to bring to World Archery and for your past, present, and future contributions and efforts, I thank you.

    In closing I must give my thanks to our staff under the direction of our Secretary General Tom DIELEN. They are the ones who

    coordinate with many of you in support of your programmes, in developing new programmes, in overseeing events, and arranging

    marketing and promotion opportunities. They are the day-to-day face of World Archery to many of our member organisations or the

    voice on the phone. All of these activities and efforts are necessary as we continue to grow as World Archery.

    Yes, 2011 was a great year. 2012 will be even better.

  • I welcome you to read this annual report, which gives an overview of the most important activities of 2011. Upon reviewing the last year of archery, we can see that the sport had an excellent and extremely busy year. The World Cup continued to evolve and we further improved the quality of the

    event while keeping costs under control. The highlights of 2011 were of course the World Archery

    Championships, Youth Championships and Para Championships. We continue to implement the World

    Archery Plan.

    I. Key Events of 2011

    II. World Archery Events

    The main conclusions drawn from these events are:

  • The Piazza Castello in Turin: an historical place for our world championships

    entertainment was very well done in Torino with special games and an additional video screen. The

    sponsor activities for KIA, Longines and Samsung in Istanbul were also very well executed and

    received.

    Broadcasters were very positive about the clips from our World Cup and World Championships

    events. We must, however, explain the events more thoroughly. We have built better relationships

    with the TV stations: the agreement with RAI paved the road for future host agreements.

    The development programmes of World Archery are showing great impact. Countries that had

    previously not attained favourable rankings have shown that they can beat the experienced

    countries. The highlight was the gold medal for Chili and silver for Georgia in Turin. We also saw

  • The Lords Cricket Ground will be a magnificent venue for archery at the London 2012 Olympic Games

    some new countries winning medals in the Youth Championships. This also means that some of

    the countries that managed to qualify full teams to the Olympics in the past will have a harder time

    doing it in the future. World Archery is on track to have more than 50 countries in London.

    III. World Archery Office

    The World Archery Office underwent some temporary changes due to Sverine DERIAZs maternity leave.

  • continued to work at some of our events. Both Raheleh and Jenny are now permanent members of the

    staff. Chantal STEINER left World Archery in May and was temporarily replaced by Andras HEGEDUS

    this report.

    IV. IOC Relations and World Archery as Part of the Olympic Movement

    World Archerys relationships with the IOC and the Olympic Family are excellent. Our President continues

    to serve on the IOC Medical Committee along with Dr Emin ERGEN. He is also on the IOC Women and

    Sport Commission. Even with his many commitments, the WA President is also very present and valuable

    in negotiations with our commercial partners.

    V. World Archery and the Future

    Work on the World Archery Plan is progressing. We need to continue to work on the development of our

    sport, and the trainers concept is a very important part of this plan. Europe is well on track and a new

    project is foreseen for Asia in the near future.

    I would like to finish this introduction by thanking the World Archery President, the Executive Committee

    and Executive Board Members for their excellent cooperation with the Office. The Presidents dedication

    and tremendous commitment to the development of our sport is very much appreciated and necessary.

    My thanks also go to our entire Event and Development Team. I would like to conclude by thanking

    Chantal, Caroline, Vanah, Ludivine, Deqa, Sandrine, Juan Carlos, Didier, Pascal, Thomas, Andras,

    Jenny, Raheleh and Sverine for their great effort and contribution to the work and success of the World

    Archery Office.

    I. Introduction

    From the beginning of May to the end of October at the Olympic test event in London, 2011 has

    been a very long season. In addition to the events directly organised by World Archery (with the

    Local Organising Committees - LOCs), we have also been involved assisting (at different levels) other

    competitions interested in World Archery, such as the indoor events in Nimes, Vegas and Singapore.

    This report will focus on the main aspects of the events organised in 2011, and will follow the goals

    and situations we plan for our events in 2012, as well as the different projects that we will run during

    the 2012 season.

    In order to have a global evaluation of our events in 2011, we used the feedback given by participants

    in each of our main events through an online form. This does not necessarily reflect World Archerys

    evaluation, but gives a guideline of where our clients (the athletes and officials) want improvement.

    Except for Legnica, we had more than 30 answers in each group, which makes the feedback

    representative.

  • The World Cup Finals in Istanbul was again a great end of the World Cup Season. The images of archers shooting with the city of Istanbul in front of them were impressive!

    Maximum possible score: 5

    At first glance, we could say that the LOC in Ogden delivered

    a good event for the athletes and coaches. Both were highly

    satisfied based on the online feedback. This is not a surprise

    to us, as we had similar success last year.

    We are also aware that satisfaction is based on the level of

    expectation. It is clear that for some events, the expectation

    was high in all or some areas. Therefore, if the reality was

    not at the expected level, the scores given after the event

    were low. However, if we compare scores given in different

    events to the same areas (for example, transportation or

    accommodation between two or three events), differences

    shown in scores do not always mean that there was a better

    level in one of the events. It could also indicate that the level

    of the initial expectation was different at each of the events.

    To help understand where these scores are coming from and

    get a better picture of our events evaluations in 2011, we will

    explore the average scores per areas/per event.

  • II. World Cup 2011

    A. Introduction

    To make the report more objective, we will use the feedback given by participants. Archers and coaches

    appeared to be less motivated to provide their feedback in 2011 than in 2010. This could be because the

    events have been organised up to the level expected by the participants, and therefore online feedback was no

    longer thought necessary. Another reason could be that participants were not as motivated to provide online

    feedback anymore, as they were able to give us direct feedback at the events.

    A) Comments from World Archery Events Department:

    The LOC delivered a good event. For the first time, we had live TV coverage on the new Croatian

    sports channel (3 H Live TV).

    Participants were satisfied with the ease of the event; hotels were at walking distances and

    quality/cost ratio was good.

    New hotels were used this season, which provided better rooms, more space, and shorter

    distances to walk.

    LOC finds new and creative solutions to the venues for the events finals. Porec (CRO) was a good example of improvements in the FoP for finals.

  • B) To be improved:

    The LOC seems to have reached their maximum in delivering this event. To grow and raise the

    level of this event would require more investment or higher budget from the LOC.

    Internet in hotels and in the venues need to be improved and should be provided free of charge to

    participants, or at a reasonable cost. This was not the case in Porec this year.

    A) Comments from World Archery Events Department:

    The venue for finals was excellent.

    The LOC hired an event company to deliver the venue for finals, which provided an improvement in

    the quality of the venue for finals.

    The look of the event was excellent (banners, sponsors visibility, etc.)

  • B) To be improved:

    Hotels were not up to the level participants were expecting in Antalya based on previous years.

    Prices rose while quality decreased.

    Local promotion and visibility in the city of this event did not exist. World Archery still wanted

    to see more promotion happening, and more visibility of our events in the city to gain more

    spectators.

    The judging level had a bad impact on the overall score. This was mostly caused by the level of

    English of the national judges, which created an issue from an international athletes point of

    view. Therefore, the training of national judges, especially their knowledge of English, needs to be

    improved. It is surprising that one of the events where no obvious mistakes were made had such

    a bad score.

    A) Comments from World Archery Events Department:

    Participants appreciated the easy going atmosphere in

    everything related to this event and the effort the LOC put to

    please and listen to everybody.

    The involvement of the city and local people and the great

    number of spectators during the finals was something that

    everybody and especially World Archery appreciated and valued.

    There were excellent and well prepared trained volunteers.

    B) To be improved:

    The quality and quantity of the food has increased a lot since

    the first event in Ogden. However, there is still room for

    improvement compared to all the other areas.

    17

    Ogden LOC has increased their high level of its events since they started to organize international competitions in 2009. The venue for the qualification and elimination is impressive and very well designed.

    Venues and finals at night. Part of the show is to use lights and spectators. At evening finals this is easier to achieve. Ogden finals are a good example!

    WA is aiming to get more and more spectators to watch the archery finals in each of the major events. The Show must go on!

    A) Comments from World Archery Events Department:

    The set-up of the archery venues, both the stadium and the venue for finals was very good.

    Hotels and transportation have improved compared to last year.

    The LOC is looking for new partners to deliver higher standard event in 2012, especially in

    marketing and spectators areas.

    B) To be improved:

    More visibility of the event in Shanghai and especially in Pudong Area.

    More local promotion to get local spectators to watch the finals.

    The qualification venue if there are more participants.

    The finals in our W. Cup in Shanghai were moved to the city centre, in the famous Pudong river. The look was excellent!

    A) Comments from World Archery Events Department:

    Outstanding event from the organisational point of view.

    Excellent working atmosphere and collaboration with all parties involved in the Organisation (TAF

    and event company)

    Good looking FoP. Excellent image of our sport for Media, VIPs (IOC), spectators, and the City of

    Istanbul.

    Good media coverage (locally, nationally, and internationally).

    Excellent working spaces for World Archery staff.

    Good concept venue, flow, and services provided.

    Delicious food at the venue and hotel.

    WA concept to combine the sport with the city is growing and improving in our finals in the World Cup stages, World Championships and World Cup Finals. Istanbul was a great example of this.

    More visibility of the event in the area or part of the city where the finals are organised.

    Tickets must be sold to promote Final.

    More local promotion to get spectators.

    Increased involvement of World Archery sponsors in finals.

    Better global promotion to gain international spectators.

    This World Cup Final has proven that the concept initiated with this event is working well for cities,

    athletes, and for our goals.

    Brady ELLISON and Carl ARKY HIT THE ROOF, the Swiss TV Production Company based in Geneva and rebranded in our sport as World Archery TV was again and important part of the success in the look and visibility of our events, sport and stars.

    The LOC worked hard to please all participants. The LOC listened to participants and World

    Archery to provide fast actions and solutions.

    The number of participants in this questionnaire was low, so the feedback does not necessarily

    reflect all opinions.

    Food in some hotels was not up to everyones standards and expectations (see also report of Dr

    GARNIER).

    Technology in the venue did not reach the required level (internet, audio, etc.)

    The venue for finals was impressive, and all spaces were well delivered in quantity and quality.

    For the first time, a spectator entertainment area or Fan Corner was offered to entertain

    spectators during breaks.

    Impressive Opening Ceremony.

    Excellent sponsorship involvement and visibility.

    B) What could have been improved:

    Food in the venue and hotels were not up to what was expected in Italy, and in a World

    Championship.

    Transportation needed more planning and faster solutions to the issues faced. For example, it was

    unacceptable to have people wait for a bus in an unprotected area for one hour.

    More information about participants was needed. Info boards were not as accurate and updated

    for an event of this size.

    The venue for qualification and elimination had some distance challenges that were not studied

    enough to provide the best solutions.

    Internal-external communication in the LOC was not as good as needed.

    The participation of archers and teams in our major events has been kept stable

    during the entire season.

    TFORS, the Turkish IT & Technology Integration Company has ensured accurate and efficient results and its distribution to our different communication tools.

  • An event of this size required a full-time dedicated staff and cannot be handled by dedicated

    volunteers alone. If we want to reach a higher level this, is a necessity. This is especially the case

    in the areas of transportation, finance and accommodation.

    Championship.

    Transportation needed more planning and faster solutions to the issues faced.

    More information about participants was needed. Info boards were not as accurate and updated

    for an event of this size.

    The venue for qualification and elimination faced some challenges in moving physically disabled

    persons, with long distances that were not studied enough to provide the best solutions for this

    community. The venue was also not adapted to accommodate disabled persons for different

    weather conditions.

    The main issue was that one team cannot manage two championships in a row. The bid indicated

    that two separate teams would manage the event but this was not the case.

    Internal-external communication in the LOC was not as good as needed.

    World Archery 3D Championships - Donnersbach (AUT)

    A) Comments from World Archery Events Department:

    LOC did a great job organising a successful World Championships.

    Participants, officials, and coaches provided good comments on that event.

    B) What could have been improved:

    The 3D rules need to be made clearer and more consistent.

    More judges are needed if more than two courses are planned.

    IV. Multisport Events with Archery

    In 2011 we had two multisport events which included Archery. These events were:

    A) Universiade in Shenzhen

    The archery event in the Universiade in Shenzhen was a great success. We could consider this event

    to the level of the Olympic Games in terms of the Athletes Village, transportation, TV production,

    volunteers in number, and quality, etc.

    The LOC and the Chinese Archery Federation did an amazing job to deliver a high standard event. TV

    production was in HD and many hours were produced. There was also two hours of live TV during the

    finals.

    The good news for our sport is that Archery will become one of the compulsory sports in the Summer

    Universiade in 2019. We have finally achieved one of the main goals for World Archery to support

    Archery in FISU. This is fabulous news for our sport, as more support will be given in each of our MAs

    countries for archery at the University level.

  • b) Pan-American Games & Para Pan-American Games in Guadalajara

    Both Pan-American and Para-Pan-American Games were organised successfully in Guadalajara (MEX).

    It was a good event for Archery and the organisation of the event was up to our high standards.

    It was a pleasant surprise to receive so many positive comments from the participants in this event.

    It is clear that a solid plan and a professional and efficient Local Organiser were the key parts of this

    success.

    V. Preparation for the Olympic Games

    London Olympic Games Test Event

    We had a successful test event despite the fact that not all Functional Areas (FA) were involved, and

    LOCOG decided that this test event was not going to be a spectators ticketing event.

    The LOCOG sport team was excellent, and all staff members were very motivated and enthusiastic.

    A) Comments from World Archery Events Department:

    The venue was excellent in spaces, and so was the look/promotion for our sport. Iconic venue

    collaboration and relationships with the venue owner are very good. World Archery felt welcomed

    at Lords.

    Good test done with the Functional Areas (FA) involved in the test event. Unfortunately, not all FAs

    were involved).

    Excellent sport material.

    There was a strong feeling that LOCOG will deliver a successful Archery event for Games time.

    Meals/food were excellent. We hope it will be similar for Games time when the food provider is a

    different company.

    Excellent local media coverage.

    B) What should be improved for Games time:

    Sport Presentation was not up to our minimum standards.

    Technology services were not collaborating as efficiently and reacting as fast as needed for

    Games time.

    Finding less painful ways to work with different FA in LOCOG. Most of the work seems to be

    complicated and challenging to deal with.

  • VI. World Archery Event Organisers Seminar

    World Archery has continued with the project initiated in 2010 to increase the level of knowledge

    of key persons and/ or events managers-directors involved in organising national, regional and

    international archery events. This has been done by organising two Events Organisers Seminars

    & Workshop in 2011. The first one was organised in Ogden, USA to facilitate participation of

    candidates from the Americas. The second one was organised in Shanghai, mainly for Asian

    candidates.

    SportWorks, the UK-based sport management company, was again our partner in this seminar.

    SportWorks role was to plan, coordinate the logistics, and deliver these Seminars with World Archery

    and the local organisers.

    Unfortunately, the Seminar in Ogden had very few participants (six persons) while the one in Shanghai

    had much higher participation (24 persons).

    The feedback from all participants in these Organisers Seminars has been excellent. When reading

    the comments received, it is clear that the majority of the participants were satisfied with the

    information and knowledge received during the seminar. They defined this information as very useful

    and practical for organising better events. In fact, many participants have requested World Archery to

    extend the current seminars agenda by adding one more day to allow the coverage of some new and

    existing areas.

  • In 2012, World Archery is not planning to organise another Seminar for educating our organisers and

    TDs for three reasons:

    There is a short calendar for next season because of the Olympic and Paralympic Games.

    They need to re-evaluate and reorganise this seminar with the feedback received, and launch

    it again in 2013 with higher standards and a more efficient formula to share and teach the

    knowledge needed.

    They need to offer time for new candidates to gain interest to participate, to ensure higher

    participation in our next seminar.

    VII. World Archery Indoor Challenge, the current Indoor World Cup

    In 2009, World Archery planned to initiate an Indoor World Cup where we could promote our stars

    in the media. It is important to keep increasing the visibility of archery in TV, and especially to keep

    building the image and visibility of our top archers and stars. From our current situation, where we

    have five to six World Archery events, we could go to eight or nine events per season with the inclusion

    of an Indoor World Cup. It is interesting and motivating to spend our effort on this.

    The best way to achieve our goal with the current situation was to coordinate and discuss this matter

    with the two most successful indoor events in the world: Nimes (FRA) and Vegas (USA). When both

  • organisers were approached for this project, the response was positive. Olivier GRILLAT (Nimes) and

    Bruce CULL (Vegas) took the initiative and established in 2010 the World Archery Indoor Challenge as

    a first step to go to a future Indoor World Cup in 2012. Our Archery community welcomed this idea

    and looks forward to further steps.

    For 2011, Vegas and Nimes events continued to work together and organised the Indoor World Cup

    Challenge as the last step to end in 2012 with the Indoor World Cup. For 2012, World Archery

    has contacted some MA in Asia to have an Asian leg of this Indoor World Cup. Singapore was the

    place chosen for this leg. Therefore the 2012 Indoor World Cup consists of three legs: Singapore in

    December 2011, Nimes in January 2012, and Vegas in February 2012, with the Final of this Indoor

    World Cup.

    VIII. Thanks

    It has been an incredibly busy year again. The events department and the members of the event team

    have been quite busy, but we are happy to look at 2011 as another good year for our events, our

    clients (Member Associations, athletes and officials), and our sponsors.

    Of course some events and projects could have been improved, and there is definitely room for

    improvement on our side. We are already working to find solutions and implement procedures to avoid

    similar issues in this new season.

    I would like to thank all of the LOCs, their staff, and volunteers with whom we have been working for

    their constant support to our projects, events, our event team, and our new ideas. Without them, we

    could not have grown and achieved our goals.

    Special thanks go to the World Archery Event team. All of them are outstanding. Our success in

    delivering events is 99% due to their merit. We are lucky to work with such motivated and professional

    people competition after competition. And I am personally honoured to have their constant support and

    staging of the World Archery Championships, Archery World Cup and other events.

    The World Archery sponsors provide key services that are needed for the successful organisation

    and realisation of our events. KIA Motors provided car services. Turkish Airlines served as the official

    airline for the travel of WA executives, staff, events collaborators, judges and the worlds most talented

    archers. Furthermore, Turkish Airlines transported some the archery equipment for national team

    archers free of charge. Longines awarded watches to the individual winners of World Cup and World

    Archery Championships in addition to providing the Prize for Precision trophy. Longines also supplied

    all of the scoring and timing equipment. TFORS ran the IT event services for results, accreditations, TV

    graphics and all web-related applications.

    Samsung supported the World Archery Congress in Turin in particular and facilitated the incorporation

    The two most precise archers of the World Cup season are awarded the trophy a watch and 5,000

    all of the individual qualifications and matches of the World Cup win the Longines Prize for Precision.

    In 2011, compound athletes Rodger WILLETT Jr. (USA) and Erika ANSCHUTZ (USA) earned the Prize.

    Longines has also supported the WA programme with archery-branded advertisements.

    As the logistic partner, DHL ensured that all the event equipment (including sponsors materials) travel

    on time from one event to another.

    The archery companies Easton and Hoyt are the Official Arrow Partner and Official Bow Partner,

    respectively, of the Archery World Cup and World Archery Championships. These sponsors also donate

    important awards and support to the archers participating in top events.

    For the first time in 2011, archery manufacturer WIN&WIN was the official presenter of the Archery

    Fan Reporter programme. This programme allows two young reporters to edit and publish a daily

    feature story of our events on www.archery.tv. World Archery TV provides the reporters with

    professional advice. The Archery Fan Reporter programme is a great way for fans to catch a glimpse of

    our events from the inside!

    at the Olympic Games, the ultimate competition of the four-year cycle, archery will take place at one

    of the birth-places of modern sports. The venue is one of the most prestigious arenas in the world

    alongside Wembley, Wimbledon, Maracana and Madison Square Garden. At the 2012 Olympic Games,

    the Lords Cricket Ground will become Home of Archery.

    World Archery offered a strong platform both on on site and in the media (traditional and new media).

    This would not have been possible without our desire to continuously improve our competitions (the

    new Set System format, improved sport presentation, etc.) and to promote them extensively through

    new media (YouTube, Facebook, Twitter, www.liveworldarchery.tv, etc.).

    II. World Archery Brand

    The 2011 Congress in Turin (ITA) will stand as a true milestone in archery history: the delegates

    decided at a large majority that FITA would become the World Archery Federation, with the

    abbreviation of WA. The decision came into effect officially on 1 April 2012. The World Archery brand

    and logo are now used to their full extent.

    The World Archery brand aims to unify all activities, events, and members of WA under one clear,

    exciting, and powerful brand name. World Archery is a forward-focused brand representing the sport

    of archery to both sports enthusiasts and the worldwide market beyond the archery family. WA wants

    the sport of archery to be in the forefront a global consumer brand that promotes archery at every

    level with enthusiasm, passion, precision and intensity.

    The World Archery Federation is delighted that several Continental and National Associations have

    already taken the World Archery logo as their own logo aside their continental or country name and as

    part of their communication strategy. Together we can!

    III. Merchandising, E-platforms, Development Fund Partners, Associate Members and Licensees

    These programs have followed a stable, but favourable, course this year. The annual sales through

    the E-shop, http://worldarchery.officialshop.ch, and on-site boutiques increased. WA and our partner

    PGSA also relaunched a new web platform that should further help the development of the shop.

    While there have been some changes in the companies supporting us, the activities and the support

    from our Development Fund Partners, Associate Members and Licensees have again increased in

    2011. Their support through money and equipment donations for key projects has helped the

    development of archery worldwide. We would like to especially thank all of the Associate Members and

    the Development Fund Partners such as Easton, Hoyt, WIN&WIN, Samick, Rosa, Danage and the

    newcomers FIVICS as well as Shibuya (that joined us late 2011).

    A. Overview

    In 2011, World Archery returned to a predominantly in-house strategy for the TV distribution of our

    events. The focus is still to maximize the distribution of television and to bring in rights fees in the key

    markets.

    Last year, World Archery launched free news and highlights distribution and also produced, for the

    first time ever, live coverage of all the major events. Six major events were televised live in 2011:

    the Archery World Cup Stages, the World Cup Final and the World Archery Championships in Turin.

    Mediadvice LLC monitored the archery coverage through an independent television study. This agency

    carefully reviewed the TV market and the Cost per Thousands (CPM) for advertising in each country.

    Below are the key findings of their analysis.

    The regular TV market is becoming more and more fragmented, not only due the continuously growing

    number of TV stations but also due to the increasing amount of time potential viewers spend on the

    Internet, smart phones and tablets. Correspondingly, the TV ratings of TV stations tend to decrease.

    The sports section on the main terrestrial/broadcast national TV channels are also diminishing. These

    national channels are often subdivided into several channels, including channels that specialize in

    sports. One of the biggest examples of this phenomenon is CCTV in China that has now been split into

    15 different channels. Therefore, it is considerably more difficult for a particular sport to draw a large

    audience through terrestrial/broadcast television.

    Conversely, sports channel audiences are more targeted than most. The CPM for advertising is also

    higher; it is therefore important to have a strong presence on sports channels with live

  • coverage. Mediadvice LLC maintained up-to-date potential audience (universe), per channel and CPT

    ratings for each country. Mediadvice LLCs findings enabled the calculation of a precise media value

    for sponsors.

    In agreement with the above report, it is not surprising that TV viewership for archery in 2011 recoiled

    slightly. The media value for sponsors, however, has remained high:

    For the Archery World Cup Stages, the Final and the World Archery Championships in Turin, World

    Archery produced the following in High Definition, 16/9 format, 3D TV graphics and with full

    Live English audio commentary by a journalist and an expert commentator:

    Live coverage of all of the Final matches. Finals coverage ran for 1 to 2 days, for a total of

    approximately 8 hours per event;

    A 26-minute highlights programme for live viewers and a 52-minute highlights programme for

    on-demand viewers;

    A 3-minute newscast for each event, and two newscasts or the Turin World Championships;

    Dedicated TV interviews upon request;

    Dedicated English match footage upon request;

    A 4-minute feature story for each day of competition through the Archery Fan Reporter

    Programme. These stories were primarily targeted for webcasting on www.archery.tv.

    For the Olympic Test Event, World Archery produced the content for the on-site jumbo screen, TV

    newscasts and our YouTube channel, which now features all of the Olympic Test Event matches. We

    also had strong on-site media interest, partially thanks to our support to more than 20 TV channels

    worldwide during these Test Events with on-site interviews and more. According to London 2012

    feedback, the Archery Test Event ranked clearly among the most successful sports test events.

  • For the World Archery Para Championships and Youth Championships, we produced the visual content

    for the on-site jumbo screen production and YouTube. We also collaborated with national TV stations

    for further production and distribution. For the World Archery 3D Championships, regional TV channels

    produced their footage, and distributed to web, regional TV and some national TV audiences.

    C. TV Distribution

    As a strategy to ensure maximum archery exposure, archery images are distributed extensively

    worldwide.

    World Archery has attained strong coverage through regular live appearances on major channels/

    networks such as SBS Korea, CCTV China, Shanghai TV, ESPN3 (USA), Sport+ France, RAI Italy,

    Croatian Olympic Channel and TRT Turkey.

    World Archery has reached a worldwide coverage (100+ territories) thanks to its 26-minute highlights

    programmes, extended highlights features in sports magazine such as Sports Unlimited, Emotions,

    and IEC World Sports magazine, as well as with its news coverage through major news agencies (EBU,

    Reuters, SNTV, Agence France Presse).

    World Archery has currently two web TV channels.

    http://www.archery.tv, through a partnership with Google/YouTube, has been a continuous success

    since 2007. All Final matches, official highlights and a daily feature story made by our WIN&WIN

    Archery Fan Reporters are featured on this site. This amounts to between 8-12 hours of footage per

    event. The WIN&WIN reporters program has been a hit with fans since its inception. www.archery.tv

    has also been a success in the SportAccord platform: the Sports Hub.

    Since late 2007, www.archery.tv has accumulated more than 8 million video views, 1.5

    million channel views, and 8,000 subscribers. This amounts to approximately 2 million

    video views per year.

    I. Introduction

    World Archery focused on five aspects for its communication strategy in 2011:

    The official change of the Federations name from FITA (Fdration Internationale de Tir lArc) to

    World Archery Federation and the unveiling of the World Archery brand at the Congress in Turin in

    July. Henceforth, the Federation is to be commonly referred to as World Archery (WA);

    The final implementation of the Set System for individual matches in recurve bow division (five

    sets of three arrows) and 15-arrow matches (cumulative score) for the individual division in

    compound bow division;

    The World Archery Championships in Turin from 3-10 July, which were the first and main Olympic

    qualifier for London 2012;

    The use of social networks: YouTube, Facebook, Twitter, Flickr;

    And of course, the 6th edition of the Archery World Cup.

    These foci presented many opportunities to showcase archery in the media through our various means,

    such as the website, television, web TV, the media guide, magazines, direct contacts with journalist,

    and more.

    II. New Media

    Our website www.worldarchery.org has reached new heights in 2011 and is on track to surpass three

    million annual visitors for the first time (as compared to 2.2 million visitors the year before)! Our

  • site averages approximately 8,000 visitors a day (6,000 in 2010), and attracted 22,000 visitors for

    a World Cup and 34,000 visitors for the World Championships. We are set to publish 450 news

    articles on our website, some 50 more than in 2010. We have continued our developments on the

    biographies/results pages with our partner TFORS, and implemented particular advances with respect

    to the head-to-head results database and team results biographies.

    We reached 7,000 fans on Facebook and have 2,000 followers on Twitter. This followership

    ranks very well across the International Sport Federations. Our intent is to continue to further our

    activity in these networks in 2012.

    IV. Media Impact

    In 2011, WA improved its email newsletter, using Relevant Tools. Several times a month, this tool

    allows us to build and send short email newsletters to our 4,000 contacts. We also still have

    a partnership with www.sportsfeatures.com, through which we send our most important news

    (amounting to around 30 press releases a year) to approximately 20,000 media contacts

    worldwide. According to our tracker on Meltwater news, we have more than 100,000 stories about

    archery spread across numerous news websites throughout the world.

    The following is the final activity report for the year 2011 from the World Archery Development

    Department, which is also in charge of Coaching Education, Membership, Continental Associations and

    FIDTA.

    1. Staff

    A. World Archery Development Coordinator

    Mrs Deqa NIAMKEY, the World Archery Development Coordinator, returned from her maternity leave

    and recommenced working part time (60%) on 1 February 2011.

    B. Internships

    a. Thomas AUBERT (FRA)

    Thomas AUBERT did an internship in the World Archery Development Department during the maternity

    leave of the Development Coordinator. His services were well appreciated, and some technical

    projects that were previously on hold were completed under his direction.

    b. KIM Soo Nyung (KOR)

    Under the sponsorship of NEST, the best ever Recurve women archer (KIM) started at the World

    Archery Development Department on 3 November, 2011. In order to optimize her value as an employee

    in the Department, she needed to improve her English. KIM has therefore been spending time at USA

    Archery since 1 Februrary 2012.

  • Conclusion: Staff

    Until recently, five to six staff members have been employed by the WA Development Department. We

    have been able to increase the volume of activities this year (please refer to the graphic illustrating the

    number of development projects). Even though the number of projects and activities continues to grow,

    the resource of staff working in Development and Coaching Education will diminish slightly. We started

    2012 with only four staff members (3.6 employees + an intern who will be away frequently).

    Add to the dwindling staff resources the growing workload generated by the new procedures

    implemented to assist our Member Association with equipment, a serious challenge has emerged.

    We would like to extend a sincere thank you to all the persons named above for their contribution to

    another productive and successful year within the World Archery Development Department.

    C. World Archery Development Agent for West Africa

    In 2011, Africa registered the highest number of archery projects in its history. Although several were

    postponed or failed (understandable due to the currently weak financial power of the continent), the

    activity of Paul ZINSOU contributed to the achievement of forwarding archery projects in Africa.

    D. MEAC staff

    As a result of the closure of MEAC, MEAC staff contracts were discontinued as of:

    31 October 2011 for Mrs Nancy ABD EL MONEM EL GIBIL - MEAC Secretary, and for Mr Ayman

    HELLAL - MEAC Coordinator;

    The end of 2011 for MUN Baek Woon MEAC Coach and Manager.

  • Conclusion: Development Operations

    Several project have failed, particularly from those proposed by the MEAC, due to the socio-political

    situation of Egypt. By consequence, the final number of 2011 projects is a little lower than expected.

    Nevertheless it is still high, and approached 100 projects. Considering the world economical crisis, the

    growing difficulties that arise when trying to secure a visa for many countries, internal staff reductions

    (less 40% of the working time of the Development Coordinator), the troubles in several Arab countries

    and the MEAC closing, we are satisfied with the success of the large number of projects in 2011.

    Olympic Solidarity - OS

    Our continuous efforts to promote the Olympic Solidarity programmes appear to be paying back

    rewards. Nevertheless it is a shame that:

    WA is not always kept informed of some applications. By consequence, we cannot support these

    applications through the OS headquarters.

    The Continental OS Programmes are still underused. Although they are not well advertised by the

    Continental Olympic Associations and the NOCs, it is up to our MAs and CAAs to be proactive in

    forwarding the use of Continental OS Programs.

    In this chapter, the exceptional cooperation to assist Brazil in the preparation of the archery event of

    the 2016 Olympic Games should be highlighted. It is an elaborate project that resulted from a global

    strategic plan. This effort includes:

    Hiring of a Master Plan Supervisor and a Project Manager

    A program of Development of the National Structure (budget: US$ 41,333) with a permanent

    archery team.

    Technical Courses (6) value per course = US$ 12,400.00

  • The Comit Olmpico Brasileiro supervises the execution of the project, while World Archery cooperates

    with the Confederacao Brasileira de Tiro com Arco for all technical aspects. World Archery has donated

    5,000 USD to Brazil to support its regional centres program that is included in the Master Plan.

    Olympic Solidarity has allocated a global budget to the NOC for the entire project. Furthermore, Hoyt

    and Easton have generously accepted to support the programme.

    3. Assistance for Archery Equipment

    Apologies for the length of this section: It is extensive because it addresses a growing issue.

    The proposed modification of the programme made in 2009 was implemented for the second year in

    2011. In short, the programme offers:

    Few vouchers (6 for only CHF 3,000 each in 2011)

    A discount from our Development Fund Partners (DVP) for a yearly total of US$ 10,000 to 20,000;

    the donation value cannot be controlled by World Archery.

    After two years of operation, the following problems have been reported:

    The need for equipment

    The assisted country nearly always requires various equipment items (bows, arrows, sights, stabilizers,

    tabs, target faces...). With the exception of one partner, all the World Archery Development Fund

    Partners produce a limited number of specific archery items; one therefore cannot order all items from

    the same supplier. A double or triple order regularly has to be made, which is time consuming and

    expensive. Please see below for more details.

  • The cost impact of several orders

    Due to the above issue, several orders have to be made. The logistics of multiple orders means more

    shipping and handling charges, and more customs levies. This cost is exacerbated by requiring more

    delivery trips and dedicating more time to retrieving parcels from customs. Follow-up of all of the on-

    going orders is also a headache.

    The small value of the vouchers

    Due to the low total budget for this program, each voucher is small; six countries received only CHF 3,000

    each. With such a small voucher value, the recipient country should economize by avoiding several orders;

    the country would therefore benefit from ordering from a distributor. As of right now, however, we only have

    one Development Fund Partner distributor, and it only carries a limited number of brands.

    Lack of archery equipment knowledge within the assisted country

    Several MAs that require equipment are relatively new to archery; they therefore have little knowledge of

    archery equipment. By consequence, WA has to assist them over a period of several weeks to prepare

    their final order. Among the Development staff, only the Director can provide this service. The Director,

    however, has no time to dedicate to this project due to competing priorities.

    Price confidentiality

    When a MA wishes to order some equipment at a discount price from a Development Fund Partner,

    the order is usually limited by a definite budget (from a voucher, a government grant, etc.) Hence,

    they need a price list to make their order. We only have a price list from one DFP. Due to obvious

    confidentiality concerns, we cannot circulate any pricelist from our DVP.

    We therefore have to ask for an estimate at each instance, and go back and forth between the

    applicant and the DVP until the offer matches the available budget. This is a taxingly lengthy process.

  • Slowness of one major DFP

    If all the equipment from the vouchers from one of our major DFPs donated in 2011 has been finally

    been delivered (sometimes only in 2012), there are still some pending orders from this DFP (at reduced

    price as per our agreement with the Development Fund Partners). Some orders that were made in

    August 2011 have yet to be delivered as of mid-March 2012, despite numerous reminders.

    As a consequence of the above problems, a new revision of the programme for equipment assistance

    has to be made.

    4. MEAC Middle East Archery Centre

    It is with sadness that World Archery had to make the decision to close the famous MEAC (Middle

    East Archery Centre). This institution brought a lot of satisfaction to the sport; the most prestigious

    achievement of the MEAC is indisputably the gold medal of Ibrahim SABRY (EGY) at the Youth Olympic

    Games 2010. The impact of the MEAC on the development and the rise of the level of the archery in

    several countriesand not only in the Middle Eastis another very important progress that we would

    not have been able to achieve without the Centre.

    Regrettably, the MEAC had few users since the beginning of the year 2011. The reasons can be drawn

    from the political situation in Egypt. The fact that the bow is classified as a weapon in this country

    generated additional problems with respect to travel with archery equipment to and from Egypt.

    Furthermore, Egypt no longer has a permanent archery ground due to a recent important

    reorganisation of its local sports facilities. In face of all these difficulties, an official stop to the MEAC

    activities in Cairo was inescapable.

    World Archery deeply thanks Wadi Degla Sporting Club and the Egyptian Archery Federation (hosts

    of the MEAC) for the excellent partnership that was enjoyed for six years. WA extends special thanks

    to Mr Aladin GABR. We also thank the staff of the MEAC: Miss Nancy ABD EL MONEM EL GIBILY

    (Secretary), Mr Ayman HELAL (Coordinator of formalities and local transport) and Coach MUN Baek

    Woon for their good services.

    For the short term, the MEAC activities have been transferred to the World Archery Accredited Partner

    Centre located in Bangkok. In the long run, World Archery will run most of the projects in the future

    International Centre of Archery of Lausanne, which is projected to open in 2014.

    5. Coaches

    Coaching Education has remained the main key in the Development Department with the collaboration

    of our partners: Olympic Solidarity, Global Sports Development and the Fondation Internationale de

    Dveloppement du Tir lArc (FIDTA). Coaching Education has taken on even more weight recently, since

    several countries use the WORLD ARCHERY curricula to train their coaches.

    A. Level 1 Coaching Manual

    The revision is finally over! The updated version is ready to go online.

    B. Level 2 Coaching Manual

    There is still a problem to solve prior to making the French translation available online.

  • C. Coaching Course Conductors (CCC)

    In December 2008, World Archery trained some coaches to

    conduct a Coaching Course on the American continent for the

    first time.

    From 28 February to 5 March 2011, Europe launched a one-year

    Coaching Course Conductors training program for 14 candidates.

    This programme has been a great success so far.

    Asia is preparing a similar program for 2012.

    On a long range, WA will only/mainly look after the CCC.

    D. Coaches Wanted

    World Archery strives to assist the search for coaches for Member Associations. Our sport is becoming

    increasingly professional. It is not easy to find enough experienced, high calibre coaches to train the

    growing number of professional archers and teams. The same problem is faced when securing experts for

    various development projects, from Olympic Solidarity or otherwise. Coaching education at all levels must

    be emphasized to face this challenge.

    E. Coaching and Judging

    TheWorld Archery Judges and Coaches Committeeshave extended the series of small inputs in order

    to help coaches enhance their knowledge of rules and procedures. The objective is to avoid unnecessary

    stress on their archers.

    6. Worldwide Development and Conclusion

    In 2005, WA (FITA at that time) decided to focus its development efforts on elevating the competition levels

    of several of our small MAs. We first worked on this goal by increasing and improving the training of the

    coaches and the archers.

    At the same time, WA (FITA at that time) enhanced the presentation of our major events, in order to portray

    a more professional image of our sport. We envisioned more favourable consideration of our sport by the

    world, continental and national sport governing bodies as well as by the media and potential sponsors.

    Over the last seven years we have seen:

    A growth of professionalism in several national teams;

    Archers from emerging archery countries on several international podiums, showing the success of

    the above goal and of our process;

    Better exposure and international recognition of our sport; sometimes opening opportunities to

    support and sponsorship.

    Nevertheless, it is obvious that the poor management of some of our Member Associations compromises

    lasting international progress. This is why the new WA initiative released with the first Management

    Seminar should be seen as an additional and full complement to the above goals.

  • Clean Sport

    The 2011 Clean Sport Department activities focused on the following points:

    Study of the Registered Testing Pool (RTP) and its effectiveness on our out-of-competition testing

    (OOCT) programme

    Enhanced Promotion of the Shoot Clean! Campaign

    I. Registered Testing Pool 2011

    The World Anti-Doping Agency (WADA) recommended that all International Federations (IFs) run

    regular risk-assessment studies on each sport to measure the quality, effectiveness and intelligence of

    every RTP. World Archery went through this process and concluded that the RTP should be reduced in

    order to ensure a quality and sport-related out-of-competition programme. Further analysis took place

    toward the end of the year to take into consideration the rules of the International Olympic Committee

    (IOC) for the upcoming Olympic Games.

    Currently the rules state that the following athletes must be included in the RTP:

    Three team members of the top 4 teams (plus the host nation) from 2011 Outdoor World

    Championships

    World Para-Archer Champion from category with most participants (Compound)

    Individual medallists from Compound World Championships

    Any athlete can be included at the discretion of the Medical and Sports Science Committee

    (MSSC) throughout the year

    At the end of the year 2011, the RTP had 47 archers listed, representing 14 Member Associations

    (MAs). Two para-archers were part of the World Archery RTP.

    II. Whereabouts Management

    Whereabouts management and procedures did not undergo any major changes in 2011. ADAMS saw

    some slight updates during the year, and athletes are still using the online system without trouble.

    Training on ADAMS was given individually by request during the events where the Anti-Doping

    Administrator was present.

    The whereabouts request/submission procedure is below:

    1) Although athletes know they have to provide their whereabouts every three months, a notification is

    sent to all RTP athletes and MAs to remind them that whereabouts information can be submitted for

    the next quarter onto ADAMS. This notification is made at least one month before the deadline (the last

    day before the quarter starts, e.g. 31 December for January-February-March).

  • 2) One week before the deadline, reminders are sent to those athletes who have not yet provided

    their whereabouts, copying their respective MAs.

    3) No additional reminder is sent after the deadline. As soon as the quarter begins, Filing Failures

    (FF ) are filed against those athletes who did not comply with the whereabouts requirements.

    Athletes are given a chance to explain the reason for the failure to comply. After that a decision

    is taken on whether or not the FF is justified. In any case, athletes have five days from the FF

    notification to provide their whereabouts; otherwise they may be filed with another immediate

    FF.

    4) Any whereabouts received are automatically shared with the WADA and World Archery testing

    service provider for the purpose of the OOCT programme, through ADAMS.

    Given the explanation in point 3) of the whereabouts procedure, athletes are more responsible about

    their duty, as three FFs in an 18-month period result in an anti-doping rule violation, and consequently

    a sanction. With this procedure in place, we reach 100% whereabouts submission rate every quarter.

    Four Whereabouts Filing Failures were reported in 2011.

    Five missed tests were reported in 2011.

    III. Therapeutic Use Exemption (TUE) Management

    In 2011, World Archery renewed its contract with IDTM. In each case, the World Archery TUE Panel

    included two independent members chosen by IDTM and the World Archery MSSC Member, Dr Martin

    BAUER. The Panel also systematically included a Para-Archery sports medicine expert for TUEs

    involving athletes with disabilities.

    The administration of the TUE applications through ADAMS was very well integrated by all parties.

    World Archery has updated its procedure for international athletes to comply with the changes in the

    WADA International Standard for Therapeutic Use Exemptions, which came into effect as of 1 January

    2011.

    Please note that in 2011, Declarations of Use (DoUs) are not required anymore, as per the 2011

    Standard for TUEs. Therefore, TUEs are the only current documents used in 2011.

    In 2010, World Archery received 14 TUEs.

    IV. Testing Programmes

    A. Out-of-Competition

    In 2011, 68 OOCT samples were collected in the sport of archery. The number of tests was achieved

    with the assistance of other Anti-Doping Organisations, such as WADA and National Anti-Doping

    Organisations (NADOs). The cooperation with NADOs increased greatly in terms of quality of test

    planning and information sharing.
