We are presenting herewith the annual report of SPARC-India for
the year 2011-12 with great satisfaction and immense pleasure as we
have completed our fifteen years of journey this year.
Glancing at the past year in this report, we witness
an account of efforts and achievements obtained
there of at our Jyoti Kiran School, Rural
Community Based Rehabilitation (CBR) Programs
in Nindura block of district Barabanki, Urban CBR
Programs in Madiaon ward of district Lucknow and
Vocational Training and Placement Center.
This year we have further added one more new
project - Poorest Area Civil Society Project (PACS)
in 110 wards of district Lucknow. This PACS is the
flagship initiative of the UK Government's
Department for International Development
(DFID), to work with civil society in India, to
improve the uptake of rights and entitlements by
women and socially excluded/ marginalized communities. Through
our PACS programme we are targeting people with disability, and
chronically deprived and extremely poor. The programme initiated by
us aims to (i) strengthen demand for improved delivery of basic
services, (ii) make support-service providers more responsive and
accountable, and (in) address the different forms of barriers and
discrimination against women and socially excluded communities
which they face in accessing services and benefits. Our organisation
has been selected as a mother civil society organisation for
mainstreaming disability in the entire state of Uttar Pradesh.
I take this opportunity to thank all board members, donors and well
wishers of SPARC - India for their constant support and
encouragement, without which it was not possible to reach at this
level of growth in fifteen years. I also thank all my colleagues, who
have done their job very well.

About SPARC - India
With a vision 'to empower the marginalized, particularly the disabled' "School for Potential
Advancement and Restoration of Confidence (SPARC)-India" came into existence in the
last quarter of 1995 at district Lucknow (Uttar Pradesh, India). Over the years many
individuals and organizations supported SPARC- INDIA to achieve its mission 'to serve and create a
barrier free environment for marginalized sections particularly the persons with disabilities(PWDs),
where they can realize their rights and lead a life of dignity'.
Mr. Amitabh Mehrotra , founder chairperson of SPARC- India , himself a cerebral palsied person,
with athetoid tremors in all his limbs and mild residual hemiplegia on the left side of his body is
practically unable to use his left hand and walks with a limp. Mr. Amitabh struggled hard with
considerable amount of grit and determination, to initiate services for PWDs andChildren with
disabilities (CWDs) at community level and he set up a special institute for the cerebral palsied and the disabled children at Lucknow city, Uttar Pradesh in year the 2003. It was named as Jyoti Kiran School,
a special school for cerebral palsied, initially with 2 children only.
While using a community-based approach to rehabilitation of disabled persons, SPARC- India has
found that the people with disability need dedicated and efficient forums to solve their problems and
issues. They have very low or negligible representation in decision making bodies in rural and urban
areas because they are not organized and are unaware about their rights and entitlements. Keeping
theses ground realities, special needs, problems of the rural and urban people with disability in mind,
SPARC- India formulated a holistic approach for the growth and rehabilitation, mainstreaming of the
as been ever since implementing it in the rural and urban areas of Uttar WDs an ■adesh.

Our Programs
Jyoti Kiran School for Cerebral Palsied Children (JKS)
SPARC- India established a special school in the year 2003 for Cerebral Palsied children. The school is
running under the name Jyoti Kiran School. It is a Center for Special Education and ever since has been
devotedly providing Education, Therapy, Counseling and a network of support services to the cerebral
palsied children and their families. Presently, there are 45 students in Jyoti Kiran School. This School
provides following services -
• Education through special learning units
• Physiotherapy
• Speech Therapy
• Counseling and Guidance
• Co- curricular Activities
• Skill development
• OPD services
• Family Services
• Pre Vocational Training
• Transport facility
• Integration of Jyoti Kiran School Children into Normal Schools.
Jyoti Kiran School's Report Card of Year 2011-12
Visits at the Children's Home
The staff of Jyoti Kiran School regularly visits the home of the students after their case conferences, which are organized to discuss the progress and change observed in a particular child or student, in a
particular time span. The objective of this activity is to discuss the problems and progress of the
students with their parents in detail as well as to know the observation of their parents. These visits also
help the school staff to know family environment, behavior of the children at home, treatment and
therapies conducted by their parents at home.
This year the staff team of JKS visited homes of Adiba, Anoop , Ikra Khan ,Izhaar, Iram, Vibhu,
Neha, Vikky and Gaurav. This activity develops better communication between parents and school
staff, which ultimately improves the mental and physical performance of the cerebral palsied(C.P.)
children in school as well as at home.

Care Givers Workshop
SPARC-India organized a five days Care- Givers
Workshop at Sahbhagi Shikshan Kendra (SSK),
Lucknow. The main objective of this workshop was
to sensitize the parents, grand parents, siblings, community members, staff members and teachers
about extending the cooperation & care towards
CWDs in doing Activities of Daily Living (ADL) (dressing, feeding, toileting, bathing, grooming) and
therapeutic techniques. Mr. Sujoy Kar & Mr. Gopal Bhaduri from Sanchar Kolkata were the resource
persons.

Meeting of Advisory Committee
The Meeting of advisory committee of SPARC-
India was organized by Mr. Amitabh Mehrotra at
the office of the organization. The committee
members discussed about the space problem. The
members suggested him to use media services and
do publicity through public shows, awareness
programs etc. Mr. Mehrotra shared the
information about rural CBR program with the
members, which is being implemented in Nindura Block, Barabanki. He informed that the villagers
of Audaar village in Nindura Block, provided 2
acres of land to the organization and it has been
decided to make Bio-tech park there. Mr. Mehrotra
requested to all the doctors present in the meeting to refer CP children to SPARC - India for education.
Dr. V.P Sharma, Director of RALC (KGMU), Lucknow said that his colleague Dr. Anil Srivastava
would help SPARC - India in its CBR programs.
Advo cacy Activities
On 5th April'11 an Advocacy Meeting was held in the school premises. The main objective of this
meeting was to generate awareness among the PWDs about the employment. The meeting was
conducted by Mr. Bhanu Prakash (Physiotherapist), Mr. Sandeep Dwivedi (Community Organizer)
and Mr. Suraj Kumar Yadav (Vocational Instructor ) all from SPARC-India. They all discussed and expressed their views on the topic and tried to provide information about all government schemes and
plans. Mr. Suraj focused on the schemes of Welfare Department.
Mr. Ravi Das Mehrotra, Member of Legislative Assembly (MLA), Uttar Pradesh visited Jyoti Kiran
School organization on 26th March, 2012. On this day the children of JKS presented the cultural
programs to display their talents and simultaneously to sensitize the MLA about disability/ Cerebral
Palsy. The Children, staff and the founder shared their experiences and requirements with the MLA.
They drew his attention towards the space problem being faced by the Institution. Mr. Ravi Das
Mehrotra assured his full help and support to the organization in future.

Inclusion Workshop
On 19th April, 2011 a workshop on "Inclusion"
was organized by SPARC-India and its Jyoti Kiran
School at Rai Umanath Bali Auditorium, Kaiserbagh, Lucknow Dr. Amitabh Mishra from
Ruhelkhand University, Bareilly came as a
resource person. The main objective of the
workshop was to integrate the CWDs into normal
schools and confer entitlements and rights like a
normal child to them. The teachers from seven
schools (City Montessori School, Navayuga
Radiance School, Bal Bharti, Indira Memorial
Public, New Public, Ideal Public School, New Unity Public School, Adarsh Montessori School
of Lucknow) participated in the workshop.
Theatre Workshop
SPARC-India organized valedictory function of its four week long Summer Camp at Rai Uma Nath
Bali Auditorium on 4th, June, 2011 The Summer Camp was organized in the premises of Jyoti Kiran
School for Cerebral Palsied children from 10th MayTl onwards. The function was inaugurated by
chief guest Mr. Jogesh Singh Sondhi (IRSE), Divisional Railway Manager, Northern Railway, Other
honourable Guests present were Mr. Abhay Kumar Singh, Chief General Manager, Lucknow Division, and Mrs. Sunita Aron, Senior Resident Editor, Hindustan times, Lucknow, Dr. Indu
Tandon, Vice-President of SPARC-India and Shri Piyush Pandey, Resource person. Children
presented a drama on inclusive education story of Apne Apne Morche'. The play depicted importance
of education, the children played different characters and they compared and symbolised knowledge
and education with candle and ignorant and uneducated children (illiteracy) with darkness.

Capacity-Building Training on Monitoring
& Reporting
The capacity-building training on monitoring and
reporting was organized in the school premises on 9th to 12th July, 2011. Mr. Prakash from ASK (a
Delhi based Civil Society Organisation) Mr.
Gopal Krishnan and Mr. Mukund were the
trainers. They displayed class- wise tools to assess
the progress of the children. Advocacy tools were
also developed during the training. Assessment
tools for monitoring like academic, activity tool &
data collection tool were revised. The four days
workshop was quite successful as it gave an
insight into where the organization is lacking and how the gaps can be filled. Many problems of
program monitoring and reporting were sought out after the training.
Sibling Workshop
On lTh September, 2011 SPARC-India and its
Jyoti Kiran School organized a 'Sibling
Workshop' at Nehru Yuva Kendra, Chowk
Lucknow, for able bodied children to sensitize
them about their responsibilities and to inculcate
a feeling of cooperation towards their challenged
siblings. The function was presided over by
resource person Dr. Aradhana Asthana.A play
was organized to make them aware on how to
handle and cooperate with them.
Exposure Visit to Kiran Society (Varanasi)
Six staff members of Jyoti Kiran School visited
Kiran Society, Varanasi for two days exposure visit on 17 and 18 October, 2011. The organization has
different units such as Kiran Institution body, PCCU Early Intervention, Therapy, Ortho & Health
services, Outreach rehabilitation services, CBR, Vocational trainings, Human resource training Integrated school, Hostel & Residential services, Awareness & Advocacy and Social Integration
units. On the first day, the team interacted with Mr. Satish Mishra, Sister Sangeeta and other staff
members. The team visited to each and every unit of the Kiran Society. KIR AN is an India-Swiss
Society. It is supported by KIRAN- friends associations from different countries. Sister Sangeeta J.K is
the Executive Director founder of KIRAN.
Celebrations of Fifteenth Year
To commemorate 15th anniversary of SPARC - India, a seminar was organized on 29th
November,2011 at Hotel Gemini Continental, Near Press club, Lucknow. The topic was "Inclusion of
Persons with Disability and Creating Positive Environment for Them". Dr. Rajesh Tandon, President,
Participatory Research in Asia (PRIA) New Delhi, Ms. G. Shyamla, Executive Director, Action for

Ability Development and Inclusion (AADI), Ms. Deepshikha Mathur, Deputy Director ADAPT
(Formerly known as Spastics Society of Bombay), Ms. Geeta Sharma, Program Coordinator,
UNNATI, Ahmadabad, Ms. Poonam Natrajan, Chairperson National Trust , New Delhi and Dr.
Sudha Kaul, Founder & Former Director of Indian Institute of Cerebral Palsy (IICP) ,Kolkata were
the distinguished guests
The main objective of this seminar was to create awareness and sensitize masses to provide equal opportunity to Children with Disabilities (CWDs) and Person with Disabilities (PWDs) and bring
them into the mainstream of the society.
The Chief Guest Dr. Ratnesh Kumar, Director of National Institute for Orthopedically Handicapped
(NIOH), Kolkata inaugurated the seminar by lighting the lamp.
In total three sessions were held in this Seminar; The First session emphasised on "Inclusion for the
Development of Social Healthy Milieu" and was chaired by Dr. Rajesh Tandon. Ms. G. Shyamla, Ms. Deepshikha, and Ms. Geeta Sharma also discussed and expressed their views on the topic.
The Second session was on "Laws and Policy for Inclusion of PWDs" and chaired by Dr. Ratnesh
Kumar. He discussed some of the existing laws and policies for PWDs. Ms. Poonam Natrajan
informed everyone about UN Convention on Rights of PWDs and the National Trust Act. Dr. Sudha
Kaul talked of new disability law which is expected to come into force soon.
The Last session focused on Ground Realities of PWDs. It was chaired by Mr. Amitabh Mehrotra.
Experiences were shared by Dr. Rakesh Jain, Mr. V.K. Mishra, Mrs. Sheela, Mrs. Kusum Gurnani and
Mr. S.C. Pan, Director, Amar Jyoti, Lucknow. The seminar ended with an open house discussion on
various aspects of inclusion of PWDs and creating a positive environment for them.
7. Cultural Program
SPARC-India concluded its 15th year celebration on 30th November, 2011 by organizing a cultural progarm at the auditorium of City Montessori School, Gomti Nagar Branch, Lucknow. The Function
was inaugurated by the chief guest Mr. Jogesh Singh Sondhi, (IRSE) Divisonal Railway Manager, Northern Railway, Guest of Honor were Mr. Uma Shankar Singh Deputy Registrar, Firms, Societies
& Chits, Lucknow Divisio,n Mrs. Sunita Aron, Senior Resident Editor Hindustan Times Lucknow,
Mr. PC Saxena, President of SPARC-India. At the beginning, Mr. Mehrotra, Founder Director gave

presentation and shared his experiences of the 15 years long journey of SPARC-India. The cultural
program was started with "Ganesh Vandana" by the students of SPARC - India. The children of Jyoti
Kiran School, Vocational Training & Placement Center and the children of Slum Areas (under CRY
project at SPARC-India) performed jointly. The children also staged a drama on the theme "God is
everywhere". Four girls from slum areas of Lucknow also performed a dance on a song "Des
Rangeela". Some of these girls are hearing impaired but in spite of the disability they performed very
well. At the end, children performed a dance on the theme of "Unity in Diversity" which was based on
songs from four religions. The honourable chief guest Mr. Jogesh Singh Sondhi congratulated SPARC-
India for completing its 15th year of existence. More than 300 Parents, Staff, friends and Well-wisher
Audience enjoyed the cultural program.
Independence Day
The 65th Independence Day of the nation was celebrated in the Jyoti Kiran school campus on 15,h
August, 2011, in the presence of all the team members of the organization. After the flag hoisting the
various performances were staged by children including group dance, group songs etc. The girls from vocational training and placement center also performed a dance. The moment of national pride was
celebrated with enthusiasm and in the end of the program sweets were distributed to everyone present.
Republic Day
The Republic Day of India was celebrated in the Jyoti Kiran school campus on 26th January, 2012 at
10 A.M., in presence of all the staff members and the children. On this special occasion, State Bank of
India donated 10 ceiling fans and 2 computers to SPARC- India. The Chief General Manager of State
Bank of India Mr. A. Ram Chandran and Assistant General Manager Mr. Dayadhar Raj Srivastava
were the Chief Guests. After flag hoisting the school children performed various cultural activities, including group songs, group dance. At the end, the chief guests distributed gifts to all children.

Teacher's Day Celebration
The Teachers Day was celebrated on 5th September, 2011 in the Jyoti Kiran school campus. Mr. RC.
Saxena, President, SPARC-India explained the beauty of the relationship between the teacher and the
student. The director of the organisation Mr. Amitabh Mehrotra, delivered a speech on how a teacher
can be instrumental for the overall development of a child, moreover he emphasized over creating a
conducive atmosphere for the better growth of a child.
Christmas Day Celebration
On 24th December, 2011 the whole staff of SPARC-India celebrated Christmas very enthusiastically.
Head teacher Mrs. Maya Roychowdhury was in the role of 'SANTA'. She distributed lots of gifts and a
very special Christmas cake to every student and staff.
Competition
Innerseape Competition
The Innerscape competition was organized on 21st and 22nd Dec'll in the school campus of City
Montessori School, Gomti Nagar. The participants came from all over the world. This event was
organized only for differently abled children in which mentally retarded, blind and cerebral palsied
children participated. The children of JKS took part in the dance competition and received praise from
the audience
Art Competition held at Regional Science Center, Lucknow
The Regional Science Center, Lucknow organized an Art competition for children with Disability on 25th February 2012. Twelve students of Jyoti Kiran School participated in this Art competition, and
five of them got the prizes for their paintings..
External Visits
The Members from the "Parvarish" organization from District Gwalior (Madhya Pradesh), visited to
Jyoti Kiran School to get exposure. They also visited the operational areas of the Urban & Rural CBR
projects of SPARC-India at Lucknow and Nindura Block of district Barabanki (UP) on 11 to 13th
JulyT2.

Rural CBR (Community Based Rehabilitation) Programs
SPARC- India is implementing the Rural CBR Program for PWDs and CWDs in Nindura (60 villages)
Development block in adjoining district Barabanki (Uttar Pradesh, India). The main objective of the
program is to improve living status of Persons and Children with disability (Multiple disabilities,
Cerebral Palsy and Mental Retardation) and achieve improvement and reduction in rate of disability.
Rural CBR programs focus on
• Education through special learning units
• Educational facilities to CWDs (Children with disability)
• Counseling & Guidance
• Door to door therapeutic services
• Disabled People's organization (DPO) formation
• Economic development of PWDs (Income Generation)
• Social participation
• Awareness Campaigns
Integration of children with disabilities in the normal schools
Training of Teachers on Inclusive Education
A training of teachers on inclusive education was organized by SPARC- India on 19.4.11 and 20.8.11
at the project office at Nindura block, District Barabanki, Uttar Pradesh. Teachers from government
and non government schools of the block participated in the training. Dr. Amitav Mishra was trainer in both trainings. To make normal teachers as special educator was the objective of the training.
Techniques to teach deaf and blind children were also discussed broadly.

Distribution of Educational Material to CWDs
Educational Material such as books, note books, pencils, pens , crayons and school bags were
distributed among poor CWDs on 29th July, 2011 in project office of Nindura block. The objective of
this activity was to enable the poor CWDs to join the mainstream schooling. Assistant Development
Officer, Mr. Ram Chandra Vishwakarma of Nindura gave the educational material to the children.
Total 6 CWDs received the material.
Health Rehabilitation of PWDs and CWDs
Training of Anganwadi workers
A training of Anganwadi workers on issues of health, rehabilitation of children with disability was
organized by SPARC-India on 10.5.11 atthe project office in block Nindura, District Barabanki, Uttar

Pradesh. Teachers from government and non
government schools of the block participated in
the training. Ms. Rashmi Awasthi, Child
Development Project Officer (CDPO) of Nindura
was the trainer. In total twenty three Anganwadi
workers participated in the training. Issues related
to nutrition, immunization, cleanliness and care
of disabled children, registration of disabled
children were discussed in the training.
Door to door therapeutic services
Physically handicapped children of 12 villages
were given physiotherapy by the physiotherapist
of the SPARC- India. In total 50 CWDs received
physiotherapy in 12 villages. It has been observed that after receiving regular physiotherapy, CWDs are
able to do activities of daily living: combing, dressing, bathing, toileting, eating with little parental
support.
Corrective Surgery
A three year old child Manas suffering from Congenital Telepes equinovarus of both feet (CTEV)
from Madinpur, Bartara in project area was motivated for operation by the SPARC - India's
physiotherapist and was operated on in Dr. Ram Manohar Lohiya Hospital, Lucknow. There is
considerable improvement in the legs of Manas after operation. Regular therapy is being done.
Checkup Camp of Children with Communication Impairment
A checkup camp of children with Communication impairment (C.I.) was organized on 2nd July, 2011
in Audariya village in project area. Itwas heldbyMr. Kaushalendrawas, medical expert. Four children
of Audariya village received medical treatment.
Checkup Camps for Mentally Impaired children
Between 21 February to 6 August, 2011 four Checkup Camps for children with mental impairment
were organized in different villages of project area. 19 CWDs from Audariya, Nindura, Mohsand,
Anwari, Amarsanda and Mehmoodpur villages were checked and treated.
Linking PWDs with Govt. schemes and Panchayati Raj
Training of SHG members
A training of members of Self Help Group (SHG) on the issue "Health rehabilitation of children with
disability" was organized by SPARC- India on 5.8.11 at the project office in block Nindura, District
Barabanki, Uttar Pradesh.The aim of first two days training was capacity building of the SHG
members and improving their management skills. Mr. Ram Naresh Verma from Ministry of Labour
was the resource person. Second SHG training focused on financial management of SHG. Mr.
Prabhakar and Mr. Jekib from ATG (AT Grassroot) were the resource persons. In total thirty persons
participated in the training.

Workshop on Income Generating Activities
A two day workshop and field survey on income generating activities for the members of the SHGs
formed in the project area of Nindura Block was organized by the organization in project office on the 14th and 15th July, 2011. Mr. Prabhakar and Mr. Jekib Ahmad from ASK institute, Gurgaon were the
resource persons. In total 49 members of difff ernt SHGs participated in the program.
Khadi Gramodyog Village Industries (Uttar Pradesh) Registration Camp
A one day registration camp for employment was organized by SPARC- India in project office on 22nd
April, 2011 to provide self-employment to the PWDs.The camp was organized under the direction of
Mr. Hakimullah Khan of Khadi Gramodyog. 117 PWDs from the project area took part in the camp
enthusiastically and got themselves registered. Now almost all the PWDs are in the process to start their own business enterprises after getting loan facility from Khadi Gramodyog.
Financial Support for Self Employment
A financial support of total Rupees forty thousand only was given to PWDs in our project area on 7th
May, 2011 by SPARC-India to provide them self-employment and improve their financial condition.
Following four PWDs from project area received financial help of ten thousand rupees each:

3. Rajesh Kumar- Village Tikaitganj
4. Dinesh Kumar-Village Audariya
Now these PWDs have started their self employment after getting financial support.

Problems of the disabled people were discussed in the DPO meetings and later issues were raised at
block level federation of DPOs. In the meetings the disabled people were made aware about their rights
and the facilities provided to them by the government. Due to such meetings disabled people of the
panchayats have become much more aware. Disabled people are trying to get their problems solved by approaching to Gram Pradhan and Block Development Officer.
Gram Panchayat Meetings
Panchayat level open meetings were organized on different dates in Amar Sanda, Pindsaunwa,
Audariya, Jamoliya, Nindura, Mehmoodpur, Audar, Mohsand, Basara, Anwari, Bisai, Bartara
villages of block Nindura. Both normal and disabled people participated in the meetings. Issues concerning reservation and public facilities were discussed with gram pradhans in these meetings.
These meetings included discussion on process for Viklang (disability) pension, Vradha (old age)
pension and Mahila Kalyan (ladies welfare) pension. The benefits, process and eligibility for 3%
reservation in Mahamaya Garib pension plan, Indira Aawas and MNREGA were also discussed.

Leadership CapacityDevelopmentof DPO members
Two trainings of two days each were organized in the project area of Nindura to build the leadership
capacities of the DPO members. The first training was held on 17th and 18th of January, 2012.Twenty
eight PWDs of 12 selected villages received training from Mr. Sonu and Mr. Rangnathan of ADD-
India, Bengaluru. Topics about rights of PWDs and Right to Information, need of a leadership and
types of leader were discussed in detail.
Second training was conducted by Mr. Arun and Mr. Brahmdev in Hotel Parijat and in Sahbahgi
Sikshan Kendra , Lucknow w.e.f. 25.6.11 to 29.6.11 .They discussed the Right to Information Act in
detail. Twenty nine DPO members participated in the trainings. After the training, two members of the
federation of disabled people asked for information under Right to Information Act (RTI) from the
department of handicapped and the Education department.
Meetings of "Uday Yiklang Maneh", A federation of Disabled people
A block level federation was formed in the project area by collecting two or three people from each of
the eleven panchayat level DPOs. It was named "Uday Viklang Manch". Some people are from the
federation outside project area. The monthly meeting of the federation was held on 7th of each month.
Problems at the panchayat level DPOs were discussed and solved in the meetings. Disabled people
have been encouraged to group together, and demand their rights from the government through
advocacy. This year, a total of 12 federation meetings took place.

Capacity Building Training of SPARC'S Staff
A two days Capacity Building Training of SPARC - India's staff was organized at Hotel Parijat,
Lucknow on 25th and 26th, April 2011. All Field staff of Nindura block participated in the training. Director of SPARC- India and Programme coordinator Mr. Ashish Kumar Singh imparted the
training on "How Community Based Rehabilitation can bring positive changes in the lives of disabled
people?"
Training for Special Olympic Indian Master Trainer at, Gwalior (M.P.)
SPARC - India sent its two workers Mr. Awadhesh Kumar and Mr. Lai Sahab to the Lakshmi Bai University of Physical Education (L.B.U.P.E), Gwalior, Madhya Pradesh to get training on different
games for disabled people. They received training in Athletics, Kho-Kho, Badminton, Wrestling, Table
Tennis, Swimming and Football.
Exposure visit of DPO members
A team of 9 PWD members of Uday Viklang Manch,Nindura was sent on an exposure visit on 21st
July, 2011 to Bharti Cheshire Home, Sundarnagar, Jharkhand. The purpose of the visit was to increase
their capacity by giving them information about the work being done by Jharkhand Viklang Manch.
Interface Workshop with District Administration
An Interface Workshop was organized by SPARC - India in Gandhi Sabhagar (DRDA), Barabanki
on 3rd August, 2011.The chief guest was Mr. Abhay, Chief Development Officer, Barabanki.
Problems of PWDs in getting Disability Certificate, Bus pass facility, loan, employment in M NREGA
etc. were discussed. Officers and workers of 18 district level departments took part in this workshop.
Internal meeting of PWDs of three blocks
An internal meeting of PWDs of three blocks was organized on 29th August, 2011 by SPARC- India in
Chauhan Guest House, Barabanki. Mr. Abhay, Chief Development Officer of Barabanki was the chief
guest of this meeting. District Handicapped Welfare Officer, Mr. Laxmikant Tiwari gave information
about government schemes for disabled. PWDs were also informed about the federation, their rights
and the Disability Act, 1995.1n total 66 PWDs comprising of 54 males and 12 females attended.

about his organization Parvarish that it works for infants (0 to 3 years) and solves the problems
concerned the child and mother.

BalMela:
Bal Mela was organized on 30th September,2011.
A rally of children was taken out from village
Semra to Khadri village. After this, CWDs
especially severely impaired children with their
parents were taken to Lucknow Zoo. In total of 50
children and 22 parents took part in the picnic and thoroughly enjoyed the event.
• Sewing Center was established at Nidura to provide livelihood training to the PWDs and weaker
section of project area on 19.08.11.
• Ten CWDs of the Nindura block benefited for appliance support through Sahara Welfare

Urban CBR (Community Based Rehabilitation) programs
SPARC- India has implemented Urban CBR programs in Khadra, Bansmandi, Dubagga, Madiyaon,
Faizullaganj, Shankarpur, Semra slum areas in district Lucknow and currently SPARC-India is
functioning in the slum areas of Madiaon ward of district Lucknow. Following activities were
conducted in the project area during the year 2011-12.
Screening Camp
Focusing primarily on the children with disability
(CWDs) and the youth with disabilities from the target population, a Registration Camp was held
on May 22nd, 2011 to assess their needs for
appropriate Aids and Appliances in collaboration
with Composite Regional Rehabilitation Centre
(CRRC), Lucknow. In this camp, 63 Persons with
Disabilities were registered in the screening camp.
The breakup is as follows - With Locomotor
Impairment- 34, Mental Impairment-17 and
Speech & Hearing Impairment -12 persons.
Physiotherapy
In an endeavor to make super specialized services
easily accessible to the poor and needy CWDs,
expert from SPARC - India conducts regular
therapy sessions for the children from slum areas.
During 2011-12 therapy services were provided to
70 CWDs in Madiaon ward. With the help of
physiotherapy 10 children have reduced their
spasticity but still they need to improve further
more. The field workers with the assistance and
involvement of their parents are doing the
follow-up and monitoring of these children, as
per schedule plan.
Meeting on Child Rights
SPARC-India conducted a meeting on child rights in the project area for PWDs on 15th June, 2011.
The main objective of this meeting was to impart basic clarity about child rights. The resource person
was Mr. Tushar Anchal from CRY. He focused on the problems of CWDs and provided them the
knowledge about child rights, Acts & laws etc. He gave lot of information about THE JUVENILE JUSTICE (CARE AND PROTECTION OF CHILDREN) ACT, 2000 (Act No. 56 of 2000) (JJ Act.)

Education Center
An education center was started in the slum areas
for non school going disabled children to provide
them education under the CRY project. At the initial
stage there were only 5 students attending the classes but at present 32 children are attending the center
and availing all the facilities enthusiastically.
Dental Check-up Camp
SPARC-India had organized a Dental Check-up
Camp for the children in the Jyoti Kiran School for
Cerebral Palsied children on 8th of Octber, 2011.
Dentists from the King George's Medical University
(KGMU) came to the school .The parents and children of slum areas were informed to attended
the camp. The doctors checked all the children and
gave them medicines. All the guardians were
thankful to SPARC-India for organizing this dental
camp.
Bal Kalakar Competition
The Bal Kalakar Competition was organized on 6th November, 2011 at Dr. Ram Manohar Lohia Park
Gomti Nagar Lucknow. Twenty children from 7
slum areas under the project participated in the
competitions of Dance, Singing, Mehndi, Rangoli,
Art (Drawing) etc. The judges gave them lots of appreciation and encouraged them to do still better.
Two children Ajeet and Sujeet performed a dance on the song "Dhoom Machaale" from the movie
"Dhoom", which was appreciated by the audience
and judges. In appreciation, Gold Medal and T-
Shirts were given to both of them.
Bal Sunwai (Child hearing) on R.T.E. Act
2009
A two days workshop on Child Rights was
organized on 10th and 11th November, 2011 at
Parijat hotel, Lucknow. The objective of this
workshop was to generate awareness on education rights of the disabled people as in case of normal
people. In this workshop, children from ISdistricts of Uttar Pradesh participated. The guests of the occasion were Dr. Prasad, Dr. Yogesh Dubey, Dr. Utkarsh Sinha, Mr. Darshan Desai and Ms
Arundhati Dhuru. They discussed on the participation of disabled children in society, neighborhood,
panchayat level etc. They also focused on their rights and how we could provide all facilities and
opportunities to them like normal bodied children.

DPO Meetings
Two Disabled People Organization (DPO)
meetings were organized in the reporting period.
The objectives of both the meetings were "To
sensitize PWDs about the employment and how
they can take loan from the banks". On 9th
January 2012 these two meetings were held in
different slum areas. First meeting was held in the
morning at Navbasta Khurd and other meeting
was in the evening at Bharat Nagar , Mohibullapur.
Visit to G.B Pant Institute
The CRY (Child Rights & You), New Delhi had organized a 3 days training about the health of
child at G.B Pant institute, Allabahad. The basic objective of this meeting was- "How to improve the
health of Child". Physiotherapist Mr. Bhanu Prakash Yadav and Mr. Suraj Kr. Yadav from SPARC-
India participated during 16th to 18th January 2012. Mr. AmulNidhi, Mr. Satyajit, Mr. B. Pal and Ms.
Shraddha conducted the training. 35 members participated in the training from different districts.
Exposure Visit to Ahmedabad
SPARC - India's staff members participated in capacity building training during 20th to 28th February,2012 at "Andhjan Mandal Campus Vastrapur Ahmedabaad (Gujarat)".The main objective
of the training was "How can we mainstream PWDs and CWDs in the society".
The training was given by Mr. Jyotish Chowdhary, Bharat Joshi, and Mr. Banraj Chauhan. Mr.
Chowdhary showed all the training centers where the training was given to the PWDs.The project
director of the organization Mrs. Nandini described the difference between the IBR and CBR Mr.
Bharat Joshi described the difference between "Habilitation" and "Rehabilitation". The team
members visited I.T.I. Center where the training was given to Visually Impaired, Hearing Impaired,
Physically challenged and Mentally Retarded people like computer training, decoration, beauty parlor
course etc., which could help them to mainstream in the society. Mr. Bhushan Punani focused on the

Slum Children's Participation in Children's Day (14th Nov' 11)
On 14th Nov'll, "Mahila Seva Samiti" had
organized an Art and Singing competition to
celebrate Children's Day at Nirala Nagar,
Lucknow. The 24 normal and disabled children from slum areas of Madiaon ward participated in
the competition and performed well. A visually impaired girl named Priyanka Mishra sang a song
in singing competition and won the 1st prize.
Aids & Appliances Distribution
On 16th March, 2012 the aids and appliances (tri-
cycle, wheel chair and crutcher) were distributed
to 10 PWDs by Mr. Raj Karan Tiwari, Mr. Rajesh Kumar Shukla, Dr. Himanshu, Mr. Uma
Shankar, Mr. Raja Babu Rastogi, Mr. Malay Dwivedi, Mrs. Gaushia Khan and Mr. Girisha Gupta.
In the year 2011-12, SPARC- India capacitated PWDs by accessing them to the following facilities:
• In the reporting period 8 PWDs (Rinki Singh, Rani Bajpai, Madhulata Pandey, Uzma Khatoon,
Asma, Susheel, Vijay, Pinki) visited the Rehabilitation and Artificial Limb Center (RALC),
Lucknow with the support of the field workers of the organization to complete the registration for
Rail Passes.
• Two PWDs -Mr. Ramesh Chandra Lodhi and Ms. Pinki Rawat were registered with the Viklang
Kalyan Vibhaag for Pension.
• Five PWDs (Rinki Singh, Krishna Mohan Pandey, Niyaaz, Farookh& Krishna) were registered
at CMO office, Lucknow for the disability certificates and forty PWDs received disability
certificates through our efforts.
• The field workers of the organization helped 2 PWDs to open an account in Aaryawart Bank,
Lucknow.
• Thirty two PWDs got Bus passes.
• Six CWD s were identified for corrective Surgery.
• Eight CWDs were registered in Niramaya Scheme.
• One child named Farman (Blind) joined in a Drashti Badhit Kendra, Aliganj.
• Residence certificates were awarded to 4PWDs(Krishna, Rani, Deepu, Madhulata)
• Wheel chairs were provided to 2 PWDs (Pankaj& Krishna).
• A sewing machine was provided to physically challenged woman Mrs. Rinki Singh to improve her economical condition. She took training in the Vocational Training center of the
organization.
• Four female PWDs were registered at Employment Exchange, Lucknow.

Vocational Training & Placement Center "PLACED"
(Late) Dr. K. L. Garg Vocational Training & Placement Center known as "PLACED" was established
in 2010 with support of Shri S.K. Garg, managing trustee & managing director of ELDECO. Presently
center is providing computer, sewing, soft toy and artificial jewelry making training to the PWDs as
well as poor and deprived individuals. Following are major activities of this center -
• Provides Vocational Training, Placement and Self Employment opportunities to PWDs and
deprived individuals.
• Assessment of the residual capacities, attributes,
and functional skills of different categories of

Poorest Area Civil Society Program (PACS)
In February, 2012 SPARC- India launched a new program- PACS (Poorest Areas Civil Society
Program) for CWDs, PWDs and poor and marginalized women in 110 wards of district Lucknow,
Uttar Pradesh (India) with the support of DFID- UK (Department of International Development -
United Kingdom).
The main focus areas of the program are -
• Education
• Livelihood
• Health
• Nutrition
Initially to start the project, staff was recruited and household sample baseline survey of the project
area was conducted during March 2012.
SUCCESS STORIES
KAJAL
Kajal 12 year old child is suffering from spasticity (Cerebral palsy). There are three members in her
family father, mother and elder brother besides her. Her father and elder brother are working as labor.
Monthly income of the family is around Rs. 3000/month. She lives in a kachcha house made of clay
and wood. She was brought to SPARC-India in the year 2010 under the CBR Project, when the field
worker met her; she was on bed because of her severe (spastic) disability. She was not able to move her
body parts easily.
After the intervention through our CBR program the field worker and therapist of SPARC-India
provided the basic need appliances and therapeutic support and also trained her mother for the
Assisted daily learning (ADLs). Field worker, special educator and therapist also made home based
plan for her. After six months of continuous efforts of field workers, parents and therapist, Kajal
started showing interest to move her body parts and sit with support. At present, Kajal has shown a lot
of improvement, now she can do her ADL work easily by herself. Kajal has also received a wheel chair with the help of DPO members and goes to school with the support of her mother.
In this process we faced some challenges like admission in school, to motivate the parents for therapy
and care of Kajal. After continuous efforts by our team of SPARC-India the parents realized how they

can contribute and change the life of their ward. They agreed with us and helped us in making
necessary resources available (bamboo parallel bar, standing frame and caliper) as a result of which
she is improving day by day.
Currently, Kajal is doing her ADL work easily and going to school daily, she is now easily sitting in the
CP chair and doing her study work progressively. By the advocacy effort of the DPOs, family got
approval from the block office for Indra Awas.
Kajal said "My dream is to get higher education and become a doctor". I will give preference to needy
children.
Kajal's mother said "Without the support of SPARC-India, such positive changes would not have
taken place in the life of Kaj al. We thank you whole heartedly".
GAURAY
Gaurav is an 8 years old Cerebral Palsied (CP) child. Besides him, there are four members in his family
i.e. father, mother, elder brother and elder sister. His father is a rickshaw driver and mother is a
maidservant. Monthly income is not enough to meet out their basic needs of life.
He was brought to SPARC-India in the year 2011 with the help of the field workers. When he came, he
was unable to stand or walk. During the intervention, the team assessed some aspects like education, social behavior, physiotherapy, ADL activities etc. After interventions, the team decided to send him to
Jyoti Kiran School(JKS) for the overall development.
In JKS, the therapists provided need based therapy and appliances to him, trained his mother to do the
therapy and ADL activities. Therapists, class teacher and counselor have also made home based plans for him. The class teacher and counselor focused on his education and social behavior. After six
months of continuous efforts of our team comprised of physiotherapist, class teacher and counselor,
Gaurav showed a lot of improvement in his behavior e.g. he greets everyone in school and interacts
with others obediently, he shares his lunch with class mates and also enjoys their company. Now he can
stand without support for 40 to 60 seconds also can walk by the help of a walker.
In the field of education, he cooperates very well and now his performance in all the subjects is rated as
good. He can read and write alphabets, letters, and numbers. In addition, he likes to read poems.
Moreover, he performs very confidently in the daily assembly.
In this process, we have faced some challenges like motivating his parents for therapy and call them to
school regularly for the follow-up of the child. Parents were very cooperative and supportive. His
mother attended all the meetings and training and henceforth are benefitted.
At Present, Gaurav is going to school regularly and is capable to do his ADL
work easily. Now within one year
remarkable changes have been seen in him like his physical improvement,
social behavior and education etc. His
parents are very happy with him and
they feel very satisfied that their child
is improving day by day.

b) Rs. 7500 (US$150) for one child quarterly.

d) Rs. 30000 (US $ 600) for one child annually.
