We have completed year 2010 and in the way of achieving the next mission. This year we have worked for livelihood,
development and protection for the excluded community people comes under disaster prone areas of north Bihar.
The children were the main focus behind these activities. To make a better citizen in future it’s essential to pay
attention towards their need and rights. Children should grow up with their innocence in an open and free
environment. We want to make a child friendly environment, but there is some hurdle also due to our existing
traditions and personal greediness too. There is need that children should come forward to take their own decision.
Therefore Bal Panchayat is formed by our organization, so that children could take their own decision and could fight
against the odd which is prevalent in the society since years. There is child centered magazine called Bal Sambad
which is edited by children. It is focused on the various activities related to various social issues which is widely
spread in our society.
Women Action Forum, Self Help Group, Child Protection Committee, Farmers Club, and Village Disaster Management
Committee etc are formed by our organization to achieve the organizational goal. Children have participation in
various such committees. We want to create a society in which every one could proudly said “Let us together and
decide”.

Kissan Vikas Trust (KVT) is a voluntary organization registered under charitable Trust Act in 1997.The organization
has been initiated by a group of individuals committed for the development of rural communities under the guidance of
Mr. Prabhat Kumar who has a long experience in the field of development.
The organization has been working in six districts of Bihar, and one district of Jharkhand. Beginning with Disaster
Preparedness and formation of Bal Panchayat in the initial stage. Then KVT gradually moved towards Child Rights
and Protection, Health and Education issues etc. then formation of SHG for economic empowerment of women,
formation of Kissan Club, Child Protection Committee etc.
KVT’s journey is 14 years long and during this time frame it has faced lots of barriers and challenges. The
organization aims to empower the economically weaker & socially marginalized sections of the society through their
capacity building. The organization works with children, women, handicapped people, poor & deprived section of the
society to bring them to the mainstream of development by ensuring their rights and dignity. Major areas of interest of
the organization are promotion of Child Rights & Child Protection, Empowerment of Women, Promotion of Self Help
Groups (SHGs), Adult Education, Primary & Non – Formal Education, Development of Basic Health & Hygiene as well
as awareness about HIV/AIDS and Employment Generation through Vocational Training.

CHILD RIGHTS
Children are one of the most strategic focus groups of the organization. In order to protect and promote children’s
rights and build up a child friendly environment, the organization has been promoting the following speculations.
Observance of Red Hand Day
Red Hand Day observes this year again with same zest and enthusiasm on 12th Feb 2011 at both the places namely
Patna and Khagaria. In Patna it was celebrated at Carmel High School in which from class 6th to 11
th about five
hundred girls have participated and 485 girls have given the hand print. At Khagaria Red Hand Day celebrated at
Middle School Bauchuta East in which about 200 students have participated and 85 students have given their hand
print.
Back To School Campaign
A major activity was involved in the month of March 2010 as the major number of children drop out from the school
hence it was very necessary to make the parents aware about the education and convince them about its need, a
back to school campaign was organized, in order to make the people aware about the education in all the 20 targeted
villages.
Leadership Training
An Interaction was made between the children from the 20 targeted villages and the different government officials in
order to make them familiar with the govt. officials, the main objective was to develop leadership quality among them
and also to interact with the officials easily and so that they can discuss their problems without any hesitation. A
district level task force has been created including 12 officials and 3 children from the most marginalized community.

Play Together (Under CRC Week) In the month of November Play Together was organized at Koshi College Khagaria. In this program Children
participated from 40 villages along with volunteers of the same village. Various kinds of games & activities were
performed by the children.
Child Right‘s Week On occasion of Children’s day, Boys and Girls observed Children’s Right Week for one week, where children took
their PRABHAT FERI at thirty project villages of Khagaria District.
Observance of International Child Labor Abolition Day
On the occasion of International Child Labour Abolition Day on 12
th June 2010 a rally was organized by Children of
Bal Panchayat at 10 project villages in which about 500 children have participated.
Bal Panchayat Intervention in Assembly Election 2010
During the Assembly Election2010, members of Bal
Panchayat Khagaria, have raised the question from
contestant during the campaign, why there is no issue
related to child rights in their campaign. They also
said that our parents would cast their vote to those
candidates only that will raised the issue of child
rights. In Bihar the children population is 40% of total
population, but there is no issue related to them. So
members of Balpanchayat of every village got united
and asked the same question from each contestant
who campaigning to their village. First of all, the
members of Bal Panchayat Gharai village of Rashouk
Panchayat and Hidyatpur village of Mansi block had
taken the initiative.

EDUCATION
Students at CFEC
Last Year Two Child Friendly Education Centre
had been constructed by KVT with the support of
SEWA an organization based in Netherland at
Sonbarsha block of Saharsha district. The centre
have facilities like toilet, play ground and
Amphitheatre. Education Kit and Playing materials
have been provided by organization to bring changes
in behaviour of dalit children.
This school is successfully running at two villages
namely Sihpur of Paraiyaa Panchayat and Maniyaa
village of Sahuriyaa Panchayat. A total of 177
students are studying at both the places. The mode
of education is through group discussion, cultural
activities, games etc.
The priority is given to those students who don’t have
educational background in their family and for them
the only source of income is to work as a daily wages
labourer. The existing govt schools in locality is not
child friendly so generally children don’t have any
interest in going to the school, but this school is
constructed child friendly so students enjoy a lot
there.

Women Empowerment
Women Empowerment is one of the important themes taken up by the organization. The task is facilitated with the
help of Women Action Forum (Mahila Shakti Sanghtan) formed by organization at all villages for the development
of women’s living condition who federate at village level. There is a total of 30 Women Action Forum with a
membership of 600 females. Monthly meeting of WAF have organized every month where the members have
discussed their problem and the problem related to the community and try to resolve it. The members of WAF have
now become very active as they are now able to take decision against any odd persisting in the society. For example
at some places they have taken action against bad quality of mid- day meal and compel the school authority to
provide better quality of meal to the school students. They had also solved some of the problem related to domestic
violence and protested child marriage. There is TBA Committee also, which used to play an important role in safe
delivery during the time disaster. There are about 90 members in this committee. The committee is constituted at all
the project villages. With this there is existence of Pay Jal Committee with 60 members.
The groups have also played an important role in the observance of significant days like International Women’s Day,
Breast Feeding Week, and Safe Motherhood Day etc.
Observance of International Women’s day
On International Women’s day, a Rally was organized by
Mahila Shakti Sangathan on 8th March 2011 at Khagaria.
Approx 500 women from 25 villages were participated in
the rally. Prabhat Kumar (Managing Trustee of KVT) had
coordinated the rally. Female members from all groups had
participated in the rally. After rally women raised the slogans
like “We want equal opportunities, we want equal rights and
we want development to all” and “Nari Shakti Rastra Shakti,
Nari ekta Rastra Ekta” and “Hum Abla Nahi Nari Hain fool
Nahi Chingari Hain”.

Community Based Disaster Preparedness
TDH Germany supported CBDP project in 20 villages of
Khagaria and Save the Children in 30 villages of Beldaur
block of Khagaria. The venture aimed at complete
empowerment of the community to prepare itself against
natural and man- made disasters like flood. That is why; it
promoted activities like awareness building through mass
mediums, promotion of food security, advocacy and
networking and promotion of disaster preparedness activities
like formation of grain bank, boat to the community,
temporary shelter, mock drills, promotion of alternate
livelihood etc. Up to end of the reporting year there were total
of 30 Mahila Shakti Sangthan, 300 Village Vigilance
Groups (One in each village having a membership of 15), 62 SHGs, 30 DRR Committee, 10 School
Disaster Preparedness Committee, 62 First-Aid Task Force, 50 Early Warning Task Force, 30 Search
and Rescue Task Force, 30 Psychosocial Care and Child Protection Task Force, 30 Relief Management
Task Force as the platform of collective actions against disaster. To sensitize the community on disaster
preparedness a drive of wall writing and disaster mapping was undertaken in all the project villages. The
community has also been regular with the storage of grain in the grain tank provided by the organization. At
present a total of 20 villages are in the practice. Promotion of safe drinking water has been another important
intervention aiming to get pure drinking water during the time of disaster and to prevent from water born
diseases. For this purpose platform of Hand Pump Raised in
flood affected areas at 10 project villages and Hand Pump
Repairing training provided to women of Khagaria with
demonstration and participatory method. Women member of
this committee trained for repairing hand pump so that they
can do this even in absence of male member and can used
toolkit properly. After the training hand pump repairing toolkits
has been provided to them. Maintenance of boats, life jackets
is another important area wherein community has shown its
keen concern with an availability of 9 boats and a total of 20
life jackets were available in the project area. Kissan Vikas
Trust held DRR REPRESENTATIVE CONVENTION at the
Red Cross Bhawan at Khagaria, in which the issue was
disaster risks reduction in Bihar with focus on recurrent flood of every year. KVT believes that if the weaker
section of our society is not made stronger at economic and social level, the risk of disaster will always cloud
over them. In this convention some of the proposals were discussed and put forward of which the copies were
also sent to the Chief Minister, Deputy Chief Minister, District Magistrate, Additional District Magistrate, and
District Education Superintendent.

Grain collection by WAF
GRAIN STORAGE BECOMES A REGULAR PRACTICE
Absence of grains becomes a big problem for
villagers during rainy season and flood. The
villagers were given inputs on storage of grains to
be used during rainy season. For storage of grains
15 grain tanks provided at 15 villages by
organization with 200 quintal of rice to each
village. Grain Tank has capacity of 400 Quintal of
grains, so remaining 200 quintal is collected by
community. In Khagaria maize production is
major crop, so they generally used to sell maize
and brought rice instead. Grains given on loan
during normal time to the needy people like old,
sick and disable, they used to return it according
to their comfort.

Building Community Assets and Infrastrucure
One CFFS constructed by the organization at Beldaur block of Khagaria district by the support of Save the Children.
The CFFS is a child friendly flood shelter, had been prepared to provide shelter to the children as well as to the
community during the time of disaster. Before building construction, training provided to masons by expert engineers.
The building is earth quake resistant. CFFS is constructed under the school campus. There is facility of water tank at
atop of the building with it there is facility of generator too, which would be used during the time of emergency. The
building is constructed child friendly, so that during the time of disaster children would feel homely and there is sitting
latrine facility for the sick and disable person too.

154 Sauchalaya constructed at Khuttauna block of Madhubani, the Sauchalaya is constructed specially for dalits who don’t have toilet facility and after construction it was hand over to them.

Economic Empowerment & Livelihood Support
SHG Committee
The organization formed SHG at all the 30 project villages, including 15 women in each group. SHG account has been
opened in nationalized bank. The SHG members are mostly belonging to dalit family. The members usually take loan
for personal as well as for business purposes. Sometime the amount is given to the community also as a loan. This
year ten women and thirty downtrodden women get livelihood support.SHG has responsibility to maintain all
community assets of DRR. The schedule meeting of SHG’s takes place every month in every project villages.
Seed Bank
Wheat and Moongdal seeds have distributed to the farmers of following three villages namely Chakla Mushari,
Gharari, and Tinghachhiya. 190 Kg of Moong Seeds and 860 Kg of Wheat Seeds have been given to the marginal
farmers for the purpose of Seed Bank. Wheat seeds has harvested on 36 acres of land. It would be produce approx
260 quintal of wheat grains.

40 Women got livelihood support at project villages. The needy women selected by local SHG groups. It
provided an immense opportunity to the women who were considered as the weaker section of the
society. After livelihood support a renewed confidence and self worth arouse that the women are able to
do something for themselves and their family. The beneficiaries purchased those things which they
wanted to purchase since long but due to unavailability of resources and finance they were unable to fulfill
their dreams. After getting financial support some women had purchased goats, one woman has
purchased sewing machine for tailoring, one has opened a small grocery shop and another one has open
a laundry. Now they are self dependent and providing financial support to the family.

Existing Group & Committee
Kissan Club The main function of Farmer’s Club (Kissan Club) is to provide scientific and systematic knowledge to the village
farmers on proper cropping method before and after flood. Organization had provided them different training on
Alternative agriculture, Seasonal agriculture, and Knowledge about advance quality of rice grain which can be
cultivated after flood. With help of training programme now they come to know which cultivation is more advantageous
for the farmers before and after flood. Before flood pulses, wheat, pea, maize and, oats etc are cultivated by farmers
because these are the short term agriculture. The training enhanced the development of farmers and protected them
from miserable situation caused by disaster. KVT established 20 Farmers Club at 20 villages of Khagaria District.

Children’s Group A total of 80 Children’s Groups have been formed by our organization at all the project villages of Khagaria and
Beldaur. Children’s group is well known as Bal Panchayat. The role of Bal Panchayat is to identify, monitor and inform
child protection issues with village level committees for quick redressed to protect themselves and children in their
village from any form of exploitation and abuse. 15 children are elected as children representative in this group (10-14
years of age). All children above 6 years and below 17 years from the village are the member of this group. All
children groups representative has been trained on child rights and their protection issues. The children groups’
representative can now identify their protection issues and have local referral system to address these issues in
villages. They conduct meeting every month related to various issues of child rights and protection and take necessary
action if needed.

Child Protection Committee Child Protection Committee has been formed by Kissan Vikas Trust at every project villages with the support of our
funding organization. 15 member’s village level committees including 6 males, 6 females and 3 children are known as
Child Protection Committee (CPC). The role of CPC is to identify, monitor and respond to the child protection &
education issues in village and to build child friendly environment in their village. A Total of 60 CPCs are functional at
all the project villages of Khagaria and Beldaur.
Children Resource Center Temporary Shelter gets converted into Child Resource Centre after disaster and children used to study, play, do
paintings, and conduct meetings about the problem related to them and on other issues also. They strengthen
themselves here against any abuse or misbehavior.
Support Children’s has been provided with sports items and basic learning materials like crayons, colors, chart papers, books
etc. The basic mode of learning is by Child to Child Education which has been monitored by one volunteer in each
village.
Workshop and Seminars
Related to Health
The launching of the Health Project (Savings Children’s lives through Community Empowerment) held at
Khagaria district in the presence of important dignitaries such as Additional District Magistrate, Civil Surgeon,
ICDS District Programme Officer, etc. It was one of the most important event in which people from
government officials to grass root level workers had come together and gave their full support and cooperation
to make this project a success.
A community orientation was held in the month of July. The people of the village were assembled in a place
and told about the health project; people were given a detailed description about the project.
In the month of October, KVT has organized a Baby Show at
two blocks of Khagaria district with the support of SC under
health project. In this show three children and their mothers
have participated from each village. The show has specially
focused on immunization and health check up of child between
0-5 years. Civil Surgeon and two pediatricians were there for
the check up of babies. In this program three best healthy
baby got first, second and third prize. A doll was given to the
all child participants.

A Media Consultation was held on health issues at Sanhauli Community Hall Khagaria. The chief guest for
this consultation was Civil Surgeon and PHC in charge of Khagaria. The media people from print and
electronic media were participated in this consultation. The discussion has been made on the issues related to
ASHA, Aganwadi, and ANM.
An Awareness Campaign has been organized on the occasion of World Pneumonia Day by Kissan Vikas
Trust with the support of Save the Children at Rajendra Sarovar Sanhauli and Sonmankhi Ghat, Khagaria. A
poster which display about symptoms and prevention from pneumonia was launched. To assure the
participation of the community thumb sign has been taken in which more than thousand persons have
participated. After this campaign a free pneumonia check -up camp has to be organized so this campaign was
a good stage for its advertisement. After that Awareness Camp was organized for five consecutive days at
different project villages.
Related to Child Rights
State Level Workshop on the Task Force Formation for ensuring Social Inclusion have jointly planned by
Save the Children along with its partner NGOs (KVT and SGSS) in the month of September 2010 at Hotel

During the workshop it explained in details about there are how many articles related to RTI, how it to be
implemented? What’s the process to get information? When it implemented?
In the month of Aug 2010 a workshop has been organized regarding the preparation of IEC materials by the
members of Bal – Panchayat at Sanhauli Community Hall Khagaria. The main objective of the workshop was
to develop the skill of children regarding writing and drawing and used their article and drawing/painting in Bal-
Sambad. They also learnt about photo and videography in the workshop. Participants were very excited after
knowing the different tricks of photography.
The three days Project Roll out Workshop has been organized at Puri (Orissa) in the month of Jan
2011.The workshop was based on Children’s Alliance for Realization of Child Rights. From organization
some staffs and managing trustee had participated.
At Bodh Gaya a workshop titled Accountability to Children and Children’s Participation has been held in
the month of Feb 2011.It was organized by Save the Children for partner’s NGO.
A workshop for EU funded Human Rights Projects (Newly Contracted) had been organized by Save the
Children in New Delhi in the month of March 2011. Managing Trustee Mr. Prabhat Kumar had represented
from the organization.
Training and Capacity Building
Capacity Building is defined as the creation of an enabling environment with appropriate policy and legal
frameworks, institutional development, including community participation (of women in particular), human resources
development and strengthening of managerial systems, adding that, UNDP recognizes that capacity building is a long-
term, continuing process, in which all stakeholders participate (ministries, local authorities, non-governmental
organizations and water user groups, professional associations, academics and others.
Capacity building is the elements that give fluidity, flexibility and functionality of a program/organization to adapt to
changing needs of the population that is served. A total of fifteen training programs were conducted by the
organization/network partners for the capacity building of focus community and project team.

A Follow up Media Consultation was organized at Panchayat Bhawan, Sanhauli, of Khagaria District in which media
personals were invited.

Organizational Development The process of organizational development was initiated with “Bal Sambad” a magazine for children in which they
express their feelings and thoughts and paint their canvas of imagination with different colors. Earlier the magazine
was prepared by staffs but gradually the children started to pay attention towards it. A training program was conducted
for members of Bal Panchayat so that they would able to know the basics techniques of writing, editing and
composing. Children have constituted a team of editors and now the magazine is prepared by children themselves.
The main focus of our program is based on children so Child Protection Policy has been made by our organization.
There is no discrimination on the name of male and female and they work freely with the cooperation of male
colleague. Sexual Harassment is very offensive and abusive crime which happens with females at work places at
several organizations, this type of things should not be happen in our organization, so Policy against Sexual
Harassment is also formulated because organization cannot bear any type of harassment at work place. HR Policy

Organizational Management Kissan Vikas Trust (KVT) is a voluntary organization registered under charitable Trust Act in 1997. The governing
body of the organization met for its meeting on April 15, 2010 and again on August 5, 2010 and December 1, 2010. In
the new financial year the governing body met on March 15, 2011. The agenda for the meeting were: Reporting and
discussion of the income and expenditure of the organization, discussion on CPC and HR policy, and distribution of

Case Studies
Neelam Kumari, d/o Mr. Madan Sada and
Ms. Kunti Devi, resident of Madhura village is
only 15 years old, but her father fixed her
marriage and not informed anybody. The
members of Bal Panchayat and CPC got the
information and they decided to meet
neelam’s father. They went to her home and
talked to his father about the disadvantage of
early marriage, they also said that it is
punishable crime to do a girl marriage before
18 years and you can get imprisonment for
three years. After, knowing this her father
said I’ll solemnized my daughter’s marriage
only when she would be 18 years old and will
try to postpone the marriage of groom also
after the concern of his family. In this way Bal

mission.
35 years old Bhusan Sada, was compel to go
outside the state in search of work as there is
meager job opportunity during the time of
flood and drought at villages. But he wanted
to live with his family. He discussed about his
problem with the community. The people
associated with trust met with present
Mukhiyaa and Gram Sevak along with him.
After that he fills up the application form for
job card, published by our organization. After
some time he got job card and he applied for
job, after 15 days of applying he got work in a
road construction at his own village. Now he
is very happy as he is living with his family
and old parents.
