objective of this report

This Report is produced to inform Peninsula Health’s communities, staff, partners and government of its performance for the financial year 1 July 2006 – 30 June 2007.

Peninsula Health’s vision is to provide coordinated health care and this leads to an integration of programs and patient services across a number of sites. Progress and achievements of some services are presented to demonstrate this integration.

The Annual Report should also be read in conjunction with the Quality of Care Report, which details Peninsula Health’s progress and achievements in many clinical areas and the Peninsula Health Research Report which details research undertaken by clinicians and other health professionals.

It is prepared in accordance with Victorian Government guidelines, the directions of the Minister for Finance and in line with Australasian Reporting Awards Incorporated Guidelines.

Peninsula Health is committed to benchmarking its performance against best practice.

The 2007 Annual Report will be presented to the public at Peninsula Health’s Annual General Meeting on 19 October 2007.

Executive’s Report

PeninsulaHealthcontinuestomeetthedemandsofthegrowingpopulationinFrankstonandtheMorningtonPeninsula.Duringtheyearunderreview,PeninsulaHealthprovidedcareandserviceon365,000occasionstopeoplelivingwithinitscommunity.

Thegrowingdemandforserviceswasmetthroughdeliveringawiderangeofhighquality,effectiveandefficientprograms.

StaffacrosstheHealthServicedevelopedinnovativeprogramstomeetincreasingdemandandanumberofinitiativesresultedinimprovedpatientoutcomes.

InSeptember2007,PeninsulaHealthreceivedboththePremier’sAwardasOutstandingMetropolitanHealthServiceoftheYearandtheQualityofCareReportingAwardattheVictorianPublicHealthcareAwardspresentation.Theannouncementcameafterthisreporthadbeenfinalisedandfulldetailswillappearinthe2007/08AnnualReport.

Otherhighlightsoftheyearinclude:

The Mornington Centre, Promoting Health Independence

Stage1AofTheMorningtonCentrewascompletedandsuccessfullyopenedinSeptember2007.

The$21.8milliondevelopmentcomprises60geriatricevaluationandmanagementbedsandprovidestreatmentandcareforelderlypatients.

TheMorningtonCentrereplacesfacilitiesthatformerlyoperatedattheMountElizaCentre.

Frankston Hospital Stage 2A Redevelopment

InMay2007,theStateGovernmentannounced$45millioninfundingfortheStage2AredevelopmentofFrankstonHospital.

TheexpansiontoFrankstonHospitalwillprovidetwonewsurgicaltheatresandrefurbishmentofthefourexistingtheatres.Itwillprovideanewcentralised33-bedand7-chairrecoverysuite,andnewareasforEndoscopy,DaySurgerytheatresandCardiacAngiography.TheCentralSterileSupplyDepartmentwillalsoberefurbishedandexpanded.

TheprojectwillalsoredevelopandexpandthePharmacyDepartment.TheHealthInformationServicesDepartmentwillberelocatedtoanewarea.

ThenewoperatingtheatreswillbereadyforuseinNovember2009andwhenthetotalexpansioniscompletedin2010,PeninsulaHealthwillhavesurgicalandcriticalcarefacilitiesthatcomparewiththebestinVictoria.

ItwasabusyyearforcapitalworksprojectsacrosstheHealthService.

The$3.4mredevelopmenttotheFrankstonHospitalRadiologyDepartmentwascompletedinSeptember2006.

TheRosebudHospitalRenalDialysisandtheChemotherapyUnitswereredevelopedtomeetgrowingdemandontheMorningtonPeninsula.

FrankstonHospitalandRosebudHospitalEmergencyDepartmentswererefurbishedtoimprove

patientflowandprovidechildfriendlyareas.

Peninsula Health Maternity Services

PeninsulaHealth’sMaternityServiceswererestructuredduringtheyeartoenhancethecareandchoicesavailabletowomenontheMorningtonPeninsula.

TheHillviewBirthingUnitwassuccessfullyrelocatedfromRosebudHospitaltoFrankstonHospitalinApril2007.ThedecisiontorelocatetheunitwastheonlywaytopreservetheRosebudHospitalmidwifeledmodelofcare.

Inaddition,anexpansiontoFrankstonHospital’smaternityfacilitiesisplannedfor2008.Thiswillresultinadditionalmaternityandbirthingfacilities.

Community Participation

TheHealthServiceworkscloselywithcommunitygroupsandotherserviceproviderstoimprovetheintegrationanddeliveryofservices.

TherearetwoCommunityAdvisoryCommittees,aKooriAdvisoryGroup,aCALDAdvisoryGroupandaSHARPSAdvisoryGroup.PeninsulaHealthisindebtedtothemembersofthesecommitteesfortheirsupportoftheHealthService.

Staff Achievements

Throughouttheyear,staffandmanagementateverysitedevelopedprograms,systemsandprocessesthatprovidedcomprehensiveandexpandedserviceswithinallocatedresources.TheexcellenceofmanyprogramswasrecognisedintheVictorian

Research Highlights

Research,anditsoutcomes,playsavitalroleintheprovisionofoptimumhealthcareandenablesPeninsulaHealthtoextenditscommunityofcarebeyondtheMorningtonPeninsula.

TheroleofresearchwasfurtherdevelopedacrosstheHealthServicewiththeestablishmentofthePeninsulaHealthResearchProgram.TheResearchProgramdrawstogetheranumberofresearchfunctionsthatwerepreviouslyadministeredseparately.

Financial Overview

Theyear-endfinancialresultisapositiveresult.Ourfinancialperformancewasstrong,withasmallsurplus(recordedbeforecapitalanddepreciation)of$1.977m,whichwillbeusedtofundcapitalexpenditureinthecurrentfinancialyear.

PeninsulaHealthachievedtheoperationaltargetasspecifiedinthe2006/07StatementofPrioritiesagreedbytheMinisterforHealth,ChairpersonandtheBoard.

Accreditation

Duringtheyearunderreview,PeninsulaHealth’sresidentialcarefacilitiesmaintainedaccreditationwiththeAgedCareStandardsandAccreditationAgency.

AnothermajorhighlightoftheyearwasthesuccessfulorganisationwideaccreditationsurveyconductedbytheAustralianCouncil

onHealthcareStandards(ACHS).Accreditationwasgrantedforafouryearperiod.TheSurveyorsawardedaModerateAchievement(MA)in21areas,anExtensiveAchievement(EA)in21areasandthetopratingofOutstandingAchievement(OA)forPeninsulaHealth’sLegalComplianceprogram.

ThereportisoneofthebestachievedbyPeninsulaHealthinanOrganisationalWideSurvey.

Immediate Challenges

Atotalof50,518patientspresentedtotheFrankstonHospitalEmergencyDepartment(anincreaseof1,187patientsor2.3%from2005/06).

AlthoughPeninsulaHealthachievedthemajorityofitstargets,thepercentageofFrankstonHospitalEmergencypatientsadmittedtoawardwithin8hourswas57%in2006/07.ThisisbelowtheDepartmentofHumanServices’targetof80%andwholeoforganisationstrategiesarebeingimplementedtoimproveperformanceinthisarea(page25-26).

PeninsulaHealthisworkingwiththeDepartmentofHumanServicestodevelopaSouthernPeninsula(PeninsulaHealth)ServicePlantomeethealthserviceneedsontheSouthernPeninsulaoverthenextfiveto10years.

PeninsulaHealthisdevelopingaMentalHealthServicePlanthatwillidentifyanticipatedneedsoverthenext10-15years.Itwillproposeanoptimalmentalhealthservicesystemintermsofbedandcommunity-basedadult,childand

adolescentandagedcarementalhealthservicesrequiredtomeettheneedsofthecatchmentarea’spopulation(page31).

The Board

On1July,DianaWard(DeputyChairperson),LizaNewby,MichaelTiernanandDianneWickhamwerereappointedforanotherthreeyearterm.TheongoingBoardDirectorsareBarryNicholls(Chairperson),JimKerriganOAM,AssociateProfessorRuthSalomandJimSwinden.ItisalsoimportanttorecognisetheserviceandcontributionofMrPeterLeRoy,whoresignedfromtheBoardduringtheyear.OnenewBoardDirector,MsNancyHogan,wasappointedfrom1July,2007forathreeyearterm.

SpecialthanksareextendedtothestaffofPeninsulaHealth,itsvolunteersandauxiliarymembers,donors,theDepartmentofHumanServices,andtheExecutivewhosecontinuingsupportwillenablePeninsulaHealthtomeetfuturechallenges.

PeninsulaHealthisoneof15metropolitanpublichealthservices.PeninsulaHealthwasformallyconstitutedasapublichealthservicein2000andcarriesontheservicesoftheformerPeninsulaHealthCareNetwork,establishedin1995.

PeninsulaHealthcomprises:FrankstonandRosebudAcuteHospitals;AgedCare,Rehabilitation,PalliativeCareandResidentialservicesinChelsea,Seaford,Frankston,MountElizaandRosebud;PsychiatricservicesinFrankstonandRosebud;andaCommunityHealthServicebasedinFrankston.

PeninsulaHealthoffersacutemedical,paediatric,surgicalandmaternitycare,criticalcare,psychiatricservices,agedcare,rehabilitation,palliativecare,residentialcare,communityhealth,healtheducationandpromotion,outpatientservices,agedcareandassessment,investigativeandmedicalsupportservices,alliedhealth,clinicaltrainingandresearch.

Population

PeninsulaHealthserves300,000peoplewholiveinan853sqkmareathatincludestheCityofFrankston,theMorningtonPeninsulaShireandthesouthernpartoftheCityofKingston.

About32%ofthepopulationisundertheageof25and26%isovertheageof55.Thisproportionofolderpeople,thegrouprequiring

themosthealthservices,isoneofthehighestandfastestgrowinginVictoria.

TheestimatedresidentpopulationofthePeninsulaHealthcatchmentareaisexpectedtogrowfrom261,573in2006,toalmost313,000,in2031.

PeninsulaHealthalsorespondstotheneedsofmorethan80,000holiday-makersduringthesummermonthsandseveralmillionpeoplewhovisittheMorningtonPeninsulaeveryyear.

The2006censusshowsthereareover1,500Indigenouspeoplelivingintheservicearea.PeninsulaHealthprovidessomeservicesspecificallyfortheKooricommunity.

High Health Risks

Thetop10healthriskfactorsontheMorningtonPeninsulaaretobacco,highbloodpressure,obesity,poordiet,physicalinactivity,highcholesterol,alcohol,unsafesex,illicitdrugsandworkinjuries.

Themajorcausesofdeathanddisabilityforthispopulationarecancer,stroke,asthma,heartdisease,accidents,emphysemaanddiabetes.

TherateofdeathanddisabilityintheserviceareaisslightlylowerthantheaverageforVictoria.Womenintheserviceareapopulationcanexpecttolivetonearly83-mentonearly77yearsofage.Aboriginallifeexpectancyisbetweeneightand18yearslower

thantheVictorianaverageof84.3yearsforwomenand79.6yearsformen.

Addressing High Risk Factors

Acomprehensiveapproachistakentoallriskfactorsandprevalentmedicalconditions.Recentstrategiesinclude:

• ThePeninsulaComplexCareProgram(PCCP)isfocussedonhelpingpeoplepreventavoidablehospitaladmissionsandemergencydepartmentpresentations(seepage29-30).

• StayHealthyisanEarlyInterventioninChronicDiseaseProgramprovidedbyFrankstonCommunityHealthServicetosupportpeoplewithlongtermhealthconditions(seepage34).

• ThePaediatricDiabetesCliniccommencedinDecember2006.TheClinicaimstoprovidepatientsandtheirfamilieswithaccesstoamulti-disciplinaryteamofhealthcareprofessionals(seepage26).

• InSeptember2006,morethan1,000peopleattendedthefirstAgeingWellExpowithinformationonanumberofdifferentaspectsincludingkeepingactiveandageingwellwithchronichealthconditions(seepage36).

Peninsula Health – Overview

PeninsulaHealthoperates21publichealthfacilitiesacross10sites.Servicesareprovidedthroughtwopublicacutehospitals,aninpatientpalliativecareunit,hospitalandcommunity-basedpsychiatricservices,inpatientanddayservicerehabilitationfacilities,residentialagedcareunits(nursinghomesandhostels)andcommunityhealthprograms.ManyservicesarealsodeliveredbyPeninsulaHealthstaffvisitingpeoples’homes.

TheHealthServiceisactiveinbothclinicaleducationandmedicalresearchandisthelargestemployeronthePeninsulawith4,210staff.Servicesareenhancedbythecontributionsof820volunteers.

Highlights for 2006/07

2007��Frankston Hospital Expansion

Initialworkonthe$45mexpansionofFrankstonHospitalhascommenced.

TheprojectwilltakethreeyearstocompleteandisasignificantmilestoneinthecontinuingdevelopmentofhealthservicesontheMorningtonPeninsula.

WhenthisnextphaseintheexpansionofFrankstonHospitalisopened,PeninsulaHealthwillhavesurgicalandcriticalcarefacilitiesthatcomparewiththebestinVictoria.

Theredevelopmentwillprovideover6,000squaremetresofnewandredevelopedareasatFrankstonHospital.

Theexpansionwillincludethedevelopmentoftwonewsurgicaltheatresandnewendoscopyanddaysurgeryfacilities.Thefourexistingtheatreswillalsoberefurbished.Thiswillbringthetotalnumberoftheatresatthehospitaltoeight.

ThedevelopmentofthetwonewsurgicaltheatreswillhelptoreducethewaitinglistforCategory2and3patientswaitingforelectivesurgery.

ThenewoperatingtheatreswillbereadyforuseinNovember2009.AnewCardiacAngiographyUnitwillbesituatedclosetothenewoperatingtheatrecomplexandwillhavebetteraccesstotheintensivecareandtheatreareas.Theredevelopmentwillalsoincludeanew13bedIntensiveCareUnit.

ThetheatresandtheAngiographyUnitwillbeservicedbyanewcentralised33-bedand7-chairrecoverysuite.TheCentralSterileSupplyDepartment,whichsterilisesalltheequipmentusedinthetheatres,willalsoberefurbishedandexpanded.

ThePharmacyDepartmentwillberedevelopedandexpanded,andtheHealthInformationServicesDepartmentwillberelocatedtoanewarea.

Neweducationfacilitiesandstaffaccommodationwillalsobebuilt,providingabetterenvironmentforstaff.

Theredevelopmentwillboostthehospital’scapacitytomeetthedemandsofthegrowingpopulationonthePeninsulabyenhancingexistingfacilitiesanddevelopingmoreservicestocaterforfuturehealthneeds.

ThenewMorningtonCentre,acentreofexcellenceforagedcare,openedinSeptember2007.

Stage1AofTheMorningtonCentrecomprises60geriatricevaluationandmanagementbedsandprovidestreatmentandcareforelderlypatients.

TheMorningtonCentre,locatedontheNepeanHighway,providesanew,dynamicperson-centredmodelofcare.

SpecialfeaturesofTheMorningtonCentreinclude:• 20doubleand20singlerooms

allwithensuites.• Liftingapparatusin12ofthe

patientroomsandensuitestoassiststaffwiththetransferofdependantpatientsfrombedtochairorbedtobathroom.

• Anumberofconsultationroomsoneachfloorforone-on-oneorgrouptherapyasrequired.

• Grouproomsdesignedformultiplepurposesincludingpatientandstaffactivities.

• Securelandscapedmobilityandsensorygardenareasaroundthebuilding,andathirdgardenforvisitors.

ThedesignofTheMorningtonCentreincorporatesfeatureswhichhelptoreduceriskoffallsandminimisecognitivedecline.

InpatientsfromtheMtElizaCentrewererelocatedtoTheMorningtonCentreinSeptember2007.

TheMorningtonCentrewilltreatabout1,500elderlypatientseveryyear.Theaveragelengthofstayisexpectedtobe23days.

PeninsulaHealthisworkingwiththeDepartmentofHumanServicesonplanningforthefuturestagesofTheMorningtonCentre.Thiswillcompriseanother30geriatricevaluationandmanagementbeds,30complexcarebeds,60agedcarementalhealthbeds,acommunityrehabilitationcentreandhydrotherapypoolandfacilitiesforthePeninsulaCommunityHealthService.

Improving Care for Older People

OlderpeoplearesignificantusersofPeninsulaHealthservices.Whenadmittedtohospitaltheyoftenpresentwithmultipleandcomplexneeds.In2006/07,peopleover65accountedfor47%ofalladmissions.Inseveralnonsub-acuteunits,bedsbeingoccupied

byolderpeoplerangedbetween46-82%.

In2005,theDepartmentofHumanServices(DHS)grantedfundingtoPeninsulaHealthand14othermetropolitanandruralHealthServices,toensureHealthServicescontinuetorespondtotheoftencomplexneedsofolderpeopleintothefuture.

Significantprogresshasbeenmade,withinthesub-acuteservices,towardsimplementationoftheprinciplesunderpinningVictoria’s‘ImprovingCareforOlderPeople’projects.Theseinclude:• ThedevelopmentofanInpatient

FallsProgram.• Furtherdevelopmentofstaff

expertiseinallmajorclinicalriskareas,includingfallsprevention,cognition,skinintegrity,continence,diabetesandmedication.

• Agestrong-astrengthandbalancegroupprogramdeliveredinthesub-acuteinpatientsettings(includingagedpsychiatry)andinthecommunity.

• Robustprocessesforconsumerfeedback.

• AClinicalGovernancestructureforOlderpeople.

• ImplementationofanOlderPersonFriendlyenvironmentaudittoolresultingina$137,000grantbyDHSfornewchairsandbedsdesignedtoimprovecareforolderpeople.Anursecallbellsystemwasalsoupdatedtoimproveresponsivenesstopatientcallsforassistance.

Falls Prevention ProgramPeninsulaHealth’sorganisationwideFallsPreventionProgramisrecognisednationally,andinternationally,asbestpractice.Theprogramhasbeenintegratedintoroutineworkpracticeforallinpatientandresidentialcaresettings.

DHShasselectedPeninsulaHealthtobetheleadmetropolitanagencyfortherolloutofafallspreventionprogramacrossacuteservices.

Theprogramwaslaunchedasaclinicalportfoliomodelofcareproactivelyaddressingfallsprevention.Itassistsincorrectlymanagingmedication,reducinghazardsinthehomeorinhospital,andprovidingasaferlivingenvironment.

Agestrong

Agestrongisastrengtheningandbalancegroupprogramdesignedforolderpeople,whichisbasedonresearchevidence,hasbeendevelopedbytheStrengthisforLifeNetwork-apartnershipoflocalagenciesintheFrankstonandMorningtonPeninsularegion.

In2006/07,therewere610participantsintheAgestrongprogram,whichwasconductedat10venuesacrossFrankstonandtheMorningtonPeninsula,inpartnershipwithlocalhealthcareagenciesandcouncils.Trainedleadersprovidedsessionsinsafe,supportiveenvironmentsatlowcost.Carerandchair-basedsessionswerealsoprovided.

Theprogramisnowofferedineightwardswithinin-patientandresidentialcampusesacrossPeninsulaHealth.TheAgestrongprogramprovidesdirecthealthbenefitsandsupportforthetransitiontoahealthierlifestyleuponleavingthehospitalenvironment.

Mt Eliza Personal Assistance Call Service (MEPACS)

PeninsulaHealth,throughtheMtElizaPersonalAssistanceCallService(MEPACS),providespersonalalarmsforover13,000peoplethroughouttheEasternpartofthestate.ThesealarmsenableuserstocontactMEPACSinamedicalemergencyandtoliveindependentlyintheirhomesforlonger.

Duringtheyear,MEPACSrespondedto15,659truemedicalemergencies,with97.17%ofthecallsansweredwithintwominutes.

Clientsatisfactionsurveysindicatethatover96%ofclientswereverysatisfiedwiththeirserviceatMEPACSand100%wereverysatisfiedwiththeresponsetoamedicalemergency.

Theservice,whichisbasedatMtEliza,usestelephonesystems,advancedsoftwareandbackupfacilitiestomaintaincontactwithclients.

Ambulatory Services

Allambulatoryservices,includinghomebasedcomponents,havemergedtoformoneservicedeliveredatChelsea,FrankstonandRosebudCommunityRehabilitationCentres.Thismeansthatclientscanaccesstheservicerequiredclosetoorintheirhomes.

Residential Aged Care Services

InApril2007,DrCraigClarkejoinedPeninsulaHealthasClinicalDirector,AgedCareMedicine.

TwoDivision2nursesfromRosebudResidentialAgedCareServices,LisaDellaGattaandZoeCaspar,wonanawardattheStateNursingExcellenceAwardsheldinOctober2006.

Theawardinthecategoryof‘Improvingthepatient/clientexperiencethroughinnovativenursingpractices’recognisedtheirworkinimprovingtheoralhealthcareofresidents.Therewereover80nominationsandfivewereshortlistedfortheaward.

Transition Care Program

TheTransitionCareProgramisa12weekprogram,jointlyfundedbytheCommonwealthandStateGovernment.Itprovidescareandrestorativeservicesforolderpeoplewhohavebeeninhospital.Theprogramcanbeprovidedatthepatient’shomeorinaresidentialcareservice.Theaimforthoseintheprogramistoimprovetheirfunctionalcapabilitiesandtheiroveralllevelofcare.

TheprogramcommencedinDecember2006.Itcurrentlyhas20residentialplacesataprivateresidentialcarefacility,RegisSheltonManorinFrankston,and10homebasedplaces.BotharesupportedbyPeninsulaHealthAlliedHealthstaff.

Osteoporosis Service

PeninsulaHealthhasfundedanOsteoporosisNursetoworkwiththeFrankstonFracturePreventionProgram.TheroleoftheOsteoporosisNurseistohelppreventfuturefracturesinpatientswhohavebeentreatedforafracture.TheNurse’sroleincludes:• Organisingscreeningtests.• Ensuringfollowupappointment

withtheEndocrinologyteaminoutpatients.

• PatienteducationinrelationtoOsteoporosispreventionandtreatment.

• MaintenanceofadatabaseofOsteoporosismanagementoutcomes.

Frankston Hospital

FrankstonHospitalisthemajorproviderofacutesecondaryandtertiaryhospitalservicesontheMorningtonPeninsula.

In2006/07,FrankstonHospitaltreated48,120inpatients,adecreaseof70patientsfrom2005/06.

EachmonthatPeninsulaHealth,over1,000surgicalproceduresareperformedandnearlyhalfoftheseareelectivesurgery.Thenumberofpatientsonthewaitinglistreducedfrom2,609inJune2006to2,322asatJune302007.

Emergency DepartmentTherewere50,518presentationstotheFrankstonHospitalEmergencyDepartment,anincreaseof1,188patients(2.4%)fromthe2005/06financialyear.

The6bedEmergencyObservationWard(EOW)wasrefurbishedinSeptember2006,andisusedforpatientswhomayrequireprolongedobservation,butarelikelytothenreturnhome.FutureplansfortheEOWwillseetheinstallationofmonitorsallowingtheEmergencyDepartmenttoobservepatientsrequiringinvestigationforchestpain.

A15bedMedicalAssessmentandPlanningUnit(MAPU)wasestablishedtofacilitateaquickerflowofpatientstomedicalwardsandotherprograms,andispartoftheFrankstonHospitalEmergencyDepartment.

ThegoalofMAPUistomovetheestimated30,000patientsitwillseeeachyeartoanappropriateareaorprogramwithin48hours.Patientsaredischargedhome,transferredtoaninpatientwardbed,sub-acutefacilityortoHospitalintheHome.

Thisinitiativewillassistinmanagingtheflowofthe1,000patientstheEmergencyDepartmentseeseachweek,assistinavoidingby-passsituationsandspeedthepatient’sjourneytofurtheracuteandsub-acutecarewhenitisrequired.

InOctober2006,workontheEmergencyDepartmentwaitingareawascompleted.Thewaitingareaisenhancedthroughnaturallighting,bettertriageandmoreprivacy.

AdedicatedpaediatricwaitingareaintheEmergencyDepartmentwasalsocreated.ThisDHSfundedinitiativeimprovedtheexperienceforchildrenwhopresenttotheEmergencyDepartment.ThepaediatricwaitingareawasenhancedbythedonationofaStarlightFunCentre,whichisacolourful,high-techentertainmentunitofferingadiversionforchildrenwaitingtobeseenbyadoctor,helpingtoalleviatetheiranxiety.

IntheyearunderreviewanorganisationwideresponsetolengtheningwaitingtimesintheEmergencyDepartmentatFrankstonHospitalwasdeveloped.

SomepeoplespenttoomuchtimeintheEmergencyDepartmentwaitingtobetreated,waitingforabedinanappropriatewardorwaitingtobereferredtoaprogramofcare.

AconsultingareaforpatientslikelytobedischargedquicklywasestablishedintheadjacentMedicalImagingDepartmentandotherareas.

Theincreasednumberofpatientsrequiringcardiacmonitoringforbetween12and36hoursresultedinsomeprolongedstaysinEmergencyDepartment.AdditionalmonitorswereorderedtoenablethesepatientstobetransferredtotheEmergencyObservationWardfreeingupbedsintheEmergencydepartmentforotherpatients.

Revisedbedmanagement,dischargemanagementandpatientflowprocesseshavebeenintroduced.Thesehavemaximisedbedavailabilitybyensuringpromptandappropriatedischargetimes;transferringidentifiedpatientsfromFrankstonHospitaltoRosebudHospital,andtobothagedcareandrehabilitationprograms.ThiswillresultinmorebedsbeingavailableduringpeaktimetoallowefficientpatientflowsfromtheEmergencyDepartmenttootherwardsandprograms.

Otherstrategiesdevelopedincludethefasttrackingofsomepatients,suchaschildrentothechildren’sward,fortreatmentandthefasttrackingofpatientslikelytobedischarged,toprocedureroomsanddischargeareas.

SuccessfulimplementationofthesestrategieswillenableFrankstonHospitaltomeetbothinternalandDHStargetsforthetimelytreatmentofpatientsintheEmergencyDepartmentandtheirdischargeortransfertootherwardsandprograms.

Radiology DepartmentThe$3.4mredevelopmenttotheFrankstonHospitalRadiologyDepartmentwascompletedinSeptember2006.ThisprojectimprovedtheRadiologyDepartment’sfacilitiestobettercopewithcurrentandfuturedemandsformedicalimaging.

Sincethecompletionofthisredevelopment,Radiologyhasseenthenumberofexaminationsincreaseto72,220from68,005inthelastfinancialyear.Thisrepresentsa6.2%growthinthenumberofexaminations.

Theredevelopmentincluded:• PlacementoftheCTscannerin

amoreaccessiblesite,closertoEmergencyandtheotherwardsanddepartments.

• DevelopmentofanadditionalGeneralX-rayroomandanInterventionalUltrasoundroom.

• Newandlargerpatientobservationareasforshort-termandlong-termstay.

• AnewwaitingroomandReceptionarea.

• ImprovedstafffacilitiesandaConferenceroom.

• Infrastructuretosupportnewimagerecordingandstoragesystems(PictureArchivingandCommunicationsSystems-PACS).

• ImprovedSpecialistRadiologistreportingareas.

AnewInterventionalAngiographySuitewasalsodevelopedtoenablepatientstohavediagnosticangiographyaswellasvascularinterventionalprocedures.

Duringtheredevelopment,MIAVictoria-theproviderofRadiologistsupportandMRIservicestotheDepartment–alsoreplacedtheirMRIscannerwithastateofart$2.5mMRIscannercapableoffasterscansequencingandwholebodyimaging.

MIAalsoreplacedtheirNuclearMedicineGammaCamerawithanewdual-headGammaCamera,atacostof$500,000.Thiswillachievefasterandmoredetailedimageacquisitionandleadtoimproveddiagnosis.TheGammaCamerawasinstalledinJune2007.

Paediatric Diabetes ClinicThePaediatricDiabetesClinichascommencedonaweeklybasisforpaediatricpatients,andtheirfamilies,whohavebeenreferredbytheirgeneralpractitioner.

TheCliniccommencedinDecember2006and,byJune2007,ithadprovided144occasionsofservice.TheClinicprovidespatientsandtheirfamilieswithaccesstoamulti-disciplinaryteamofhealthcareprofessionals.Theseincludeapaediatrician,diabeteseducator,dietitianandapsychologist.TheClinicsavesfamiliestimeandmoneyinindividuallyaccessingeachofthesehealthcareprofessionals.

Flexible Cystoscopy ServiceInNovember2006,PeninsulaHealthcommencedtheFlexibleCystoscopyservice.Flexiblecystoscopyallowsadoctortoexamineapatient’sbladderusingathin,flexible,tube-liketelescopecalledacystoscopeandassistsindiagnosisofbladderconditions.

Thecystoscopyprocedurewaspreviouslyperformedwitharigidcystoscopeundergeneralanaesthesia.Nowitisamuchshorterprocedureperformedwithaflexiblecystoscopeunderlocalanaesthesia,increasingpatientcomfortandsafety.Theenhancedserviceislessinvasiveandreducestheimpactonlifestyleforthepatient.

Peninsula Health Maternity Services

In2006/07,therewere2,584birthsatFrankstonandRosebudHospitals.

PeninsulaHealthhasrestructuredbirthingservicestooffertheRosebudlowrisk‘Hillview’MidwifeLedModelofCareandboththeFrankstonHospitalMidwifeandMedicalModelsofCare,whichincludeshigherriskcases,atFrankstonHospital.

InApril2007,theHillviewBirthingUnitwasrelocatedtoFrankstonHospital.

ThedecisiontorelocatetheHillviewBirthingUnitwasmadefollowingreviewsmadebyProfessorEuanWallace,ProfessorofObstetrics,MonashUniversity,andDrCampbellMiller.BothrecommendedthepreservationoftheRosebudMidwiferyModelofCareatFrankstonHospital.

RosebudHospitalcontinuedtoofferprenatalandpostnatalservices,includingbookingclinics,midwivesclinic,postnatalcare,homevisitingservice,MotherBabyUnitandSleepclinics.

TherelocationoftheHillviewBirthingUnitprovidestheopportunityforwomentochoosethemodelofcaretheypreferwithreadyaccesstomedicalexpertiseifitisrequired.

AnexpansiontoFrankstonHospital’smaternityfacilitiesisplannedfor2008andwillresultinadditionalmaternityandbirthingfacilities.

Core of Life

CoreofLifehasexpandednationally.Thisunique,‘handson’lifeeducationprogrampresentsmaleandfemaleadolescentswithinformationonpregnancy,givingbirthandparentinganewborn.In2006/07,theprogramwasdeliveredto15,000youthatapproximately240secondaryschoolsand50communitysettings.Bytheendof2007,theprogramwillhavereachedover38,000youngpeopleacrossAustralia.

TheprogramwaspresentedtohundredsofIndigenousyoungpeopleinruralandremoteareas.CoreofLifeworkedinpartnershipwithseveralAboriginalandTorresStraitIslanderhealthorganisationstodevelopmodifiedresourcesforAustralia’sIndigenouscommunity.SeveralIndigenouscommunitieswereencouragedtocontributeimages,artworkandlanguagetofurtherdeveloptheprogram’seducationalresources.

InrecognitionofthesuccessfulworkofCoreofLife,theprogramwashighlycommendedintheExcellenceinPreventionandEarlyInterventionCategoryofthe2006VictorianPublicHealthcareAwards.

Rosebud Hospital

In2006/07,RosebudHospitaltreated12,322inpatients,anincreaseof1,602patientsfrom2005/06.

AtRosebudHospital,severalnewserviceswereintroducedandotherswereexpandedandenhanced.

Emergency DepartmentTheEmergencyDepartment’sTriageAreahasbeenexpandedtoprovideincreasedprivacyforpatients,aswellasalargerfamily-friendlywaitingenvironment.

AdedicatedtriagenurserolewasalsointroducedattheRosebudEmergencyDepartment.

Rosebud Day Treatment CentreTheRosebudHospitalRenalDialysisandChemotherapyUnitwasredevelopedtomeetgrowingdemandontheMorningtonPeninsula.The$700,000expansionwassupportedbya$250,000grantfromtheSouthernPeninsulaCommunityFundandothercommunitydonations.

TheRenalDialysisUnithastripleditscapacity,expandingfromthreechairstonine.Nowatitsfullcapacity,itallowsanextra24patientstoreceivetreatmentthreetimeseachweek.

AninternetbookingservicefordialysispatientsholidayingonthePeninsula,hasbeenintroduced.

Thebookingserviceusesacalendar,whichcanbeaccessedfromthePeninsulaHealthwebsite.PatientswhoholidayontheMorningtonPeninsulacaneasilybookintemporarydialysistreatmentatRosebudHospital.

RosebudHospital’sfour-chairChemotherapyserviceforcancerpatientswasmovedtoanewareaadjacenttotheRenalDialysisUnit.ThecombinedareasarenowknownastheRosebudDayTreatmentCentre.

ThegraphaboveshowsthegrowthinChemotherapytreatmentin2006/07,atRosebud.

Operating TheatresRosebudHospital’soperatingtheatresessionswerereviewed,andoperatingsessionswereconsolidatedintoalldaysessionsMondaytoThursday,ratherthanhalfdaysessions.Thechangesweremadetoimproveefficiencyandoptimiseuseofresources.

Central Sterilising Supply DepartmentRosebudHospital’sCentralSterilisingSupplyDepartment(CSSD)acquiredastate-of-the-artAthertonSteriliser,valuedat$90,000.Thisequipmenthasimprovedefficiencieswithinthedepartment,whichprovidessterilisingservicesfortheSouthernPeninsulaHealthsites.

Patient Transport RosebudHospitalhasbeenabletosignificantlyimprovepatientaccesstooffsitehealthcarefacilitiesbypurchasingitsowndedicatedminibus,thankstoagenerous

donationof$50,000fromtheRosebudHospitalKioskAuxiliary.Thevehiclehasbeenspeciallyadaptedtotakeuptotwowheelchairpatients.

Complex Care Program

ThePeninsulaComplexCareProgram(PCCP)helpspreventavoidablehospitaladmissionsandemergencydepartmentpresentationsbyprovidingcarecoordinationservicesinthecommunity.

TheProgramprovidescarecoordinationacrossfivestreams-diabetes,cardiology,respiratory,drugandalcoholandagenericstream,whichincludespaediatrics.PeoplewhohaveattendedtheEmergencyDepartmentateitherFrankstonorRosebudsixormoretimeswithina12monthperiodwillbereferredtoComplexCareforfollowup.

WiththeadditionofaDietitian,PharmacistandGPLiaisonOfficer,theRosebudComplexCareTeamnowprovidesamulti-disciplinaryapproachtoclientcare.

Atotalof1,053clientsreceivedservicesin2006-07,anincreaseof242comparedtothepreviousyear.Thegraphshows1,104fewerEDpresentations,748fewerinpatientadmissionsand2,769fewerbeddaysamongstthisgroupofclientscomparingthe12monthspriortoinvolvementwithPCCPandayearafterreceivingtheservice.

TheComplexCareprogramreceived$102,000infundingfromDHSinFebruary2007toenableprogramstafftoparticipateinapilotofthe“InterRAIHomeCareAssessmentForm”-acomprehensiveelectronicin-homeassessment.Nineteenprogramstaffhavecompletedtrainingandaprojectworkerwasappointedtosupporttheproject.Theprogramcreatesaconsistentcomprehensiveassessmentwhichcanbeusedandunderstoodbyawiderangeofclinicians.

Community Health

CommunityHealthServicesatPeninsulaHealthpromotewellnessandencouragepeopletoshareintheresponsibilityfortheirownhealthandwellbeing.

In2006/07,CommunityHealthServicesprovided69,769occasionsofserviceattheFrankstonIntegratedHealthCentreandatotherPeninsulalocations.

Introduction of Single Session TherapyWaitinglistsforindividualandfamilycounsellinghavereducedsignificantly.

TheCounsellingteamhasdesignedandimplementednewgroupprogramsinresponsetotrendsinone-on-oneconsultationsandclientfeedback.Theseallowaccesstosupport,informationandtreatmentforcommonproblemssuchasanxiety,depression,grief,separationandageing.

ThecombinationofSingleSessionWorkandtheGroupProgramsgivesclientsdifferentmediumsinwhichtoworkthroughtheirissueseffectively.

In2006/07,thenumberofclientsreferredtogroupprogramshasincreasedfrom55to140.

Food.Kids.PlayFood.Kids.Play(formerlyFood.Com.Play)isafamilybasedinterventionforchildhoodobesity,whichisacollaborationbetweenFrankstonHospitalPaediatricstaffandCommunityHealthstaff.

Food.Kids.Playisasix-weekfamilygroupprogramwhichaimstoimprovehealthoutcomesoffamilieswithpre-pubescentchildren,whohaveweightandselfesteemissues.Itencouragesthewholefamilytomakechangesinnutrition,physicalactivityandlifestyleinordertomaximisethefamily’shealth.

In2006/07,30childrenfrom21familiescompletedtheprogram.Theresultshavebeenpositivewithparentsurveysindicatingthattheirchildren’sselfesteemhasimproved.Overall,childrenparticipatingintheprogramhavereducedtheirhoursofTVviewingby29%andhaveincreasedtheirhoursofphysicalactivityby31%.

Food.Kids.PlaywashighlycommendedintheExcellenceinContinuityofCareCategoryofthe2006VictorianPublicHealthcareAwards.

Psychiatric Services

In2006/07,PeninsulaHealthPsychiatricService(PHPS)had118,742communitycontacts,anincreaseof4,891(or4.3%)from2005/06,Ithad14,373occupiedbeddays,whichisadecreaseof328beddaysfrom2005/06.Thenumberofseparationsremaunedsteadyat1,056.

PHPScontinuetoworkonimprovingallaspectsofpsychiatricservicedeliverytoFrankstonandtheMorningtonPeninsula,andhavedevelopedanimprovedmodelofcare.

PsychiatricServicesintroducedfourmulti-disciplinarycommunity-basedadultteamsthatworkcloselywithlocalgeneralpractitionersandotherhealthcareprovidersaswellascollaborativelyworkingwithclientsandtheirfamiliesorothercarers.

ThenewmodelreplacestheformeruseofCATServicesandCaseManagementServiceswithamoreintegratedservice.

PHPShasreviewedanddevelopedservicestohelpensurethatpatientswhopresentwithapsychiatricproblemdonothavetowaitintheEmergencyDepartmentatFrankstonorRosebudHospitalsforanylongerthanisnecessary.

Thenumberofpatientsplacedinalow-stimulusenvironmentdecreasedin2006/07.Thecurrentmonthlyrateofseclusionis7.6%ofalladmissions,comparedwith16.44%lastyear.TheACHSbenchmarkofseclusionis20%.

OtherdevelopmentsoverthelastyearincludetheacquisitionofaleaseonabuildingnexttothecommunitymentalhealthserviceinDaveySt.ThisenabledPHPStoexpandservicesinanimprovedenvironment.

Mental Health Service PlanPeninsulaHealthisdevelopingaMentalHealthServicePlanthatwillidentifyanticipatedneedsoverthenext10-15years.Itwillproposeanoptimalmentalhealthservicesystemintermsofbedandcommunity-basedadult,childandadolescentandagedcaremental

healthservicesrequiredtomeettheneedsofthecatchmentarea’spopulation.

TheServicePlanwillidentifyamodelwhichwillincorporatetheservicecomponentsofemergency,community,residentialandacuteinpatientandnewservicemodelssuchaspreventionandrecoverycare(PARC),aswellaspsychiatricdisability,rehabilitationandsupportservices(PDRSS)providedbythenongovernmentsector.Inaddition,relationshipswithdrugandalcoholservices,primarymentalhealthteams,generalpractitioners,housing,hospitals,privatementalhealthservices,consultationliaisonandsupportservices,andacademicinstitutionswillalsobeconsidered.TheServicePlanwilltakeintoconsiderationDepartmentofHumanServices’policydirections,planningundertakentodatebyPeninsulaHealthandSouthernMentalHealthServices,aswellasrecommendationsoftheproposedSouthernPeninsula(PeninsulaHealth)ServicePlan.

PeninsulaHealthtriestoinvolveconsumersinallaspectsofitsprogramandservicedevelopmentfromserviceplanningthroughtoevaluation.Particularattentionispaidtoculturallyandlinguisticallydiversegroups.

TheCALDCommunityAdvisoryGrouphasrepresentativesfromlocalGreek,Russian,DutchandItaliancommunityorganisations.

TwostaffhavejoinedtheAboriginalHealthPromotionandChronicCareProgramtoensurethatcommunityhealthservicesareculturallyresponsivetothechronichealthneedsofthelocalIndigenouspopulation.ThegeographiccatchmentforthisprojectwillbethelocalgovernmentareasofFrankstonCityandMorningtonPeninsulaShire.

ThetopfiveAmbulatoryCareSensitiveConditionsfortheFrankston/MorningtonPeninsulaareaarediabetescomplications,chronicobstructivepulmonarydisease,dehydrationandgastroenteritis,anginaanddentalconditions.AlloftheseoccurinIndigenouspeople,atrateshigher

thanthegeneralcommunityandVictorianaverage.ThechronicdiseaseprioritiesforAHPACCwillbediabetes,dentalconditions,mentalhealthanddrug/alcoholuse.Targetpopulationswillbethosepeoplealreadyexhibitingsymptomsandproblemsaswellasthoseatriskoftheseconditions.

ACommunityAccessworkerhasbeenappointedtoworkwithlocalIndigenouspeopletosupportandencouragetheuseofmainstreamhealthservices.AhealthpromotionworkerhasalsobeenappointedtoidentifylongtermriskfactorsandchronicillnessamongstthelocalAboriginalcommunityandensurethatPeninsulaHealthservicesareculturallysensitiveandappropriate.

Stay HealthyStayHealthyisanearlyinterventioninchronicdiseaseprogramprovidedbyFrankstonCommunityHealthServicetosupportpeoplewithlongtermhealthconditions.

TheprogramalsoprovidesadditionalsupporttoGeneralPractitioners(GPs)caringforpeoplewithchronicconditions.

Theservicewillparticularlybenefitpeoplenewlydiagnosedwithdiabetes,cardiovasculardiseaseorchronicrespiratorydisease(COPD)-forexampleasthmaoremphysema.

In2006/07,321peoplereceivedalliedhealthandnursingservices.Thisnumberexcludesclientswhoattendedgroupsessions.ThefullcareplanningrolecommencedatthebeginningofFebruary2007.

Theprogramencouragespeopletoselfmanagetheirlongtermillnessandofferseducation,onetooneconsultationandtheopportunitytoattendgroupprograms.Clientsarefollowedupatsixand12monthlyintervalstosupportandencouragelongtermmanagement.

PeninsulaHealth’sFrankstonCommunityHealthServiceisworkingwithFrankstonCityCounciltodeliverPre-SchoolOralHealthservicestothecommunity.

Oralhealthpromotionandeducationareprovidedtochildrenandtheirparentsincomfortablesettings.Thesecanalsobeincorporatedwithindividualscreeningtocheckoralhealth/conditionofteethwhereparent/guardianconsentisgiven.

In2006/07,26Pre-Schoolswerevisitedwithatotalof47ScreeningSessionsconductedwhere925pre-schoolchildrenwerescreened.Fromthescreeningprocess,530ofthesechildrenreceiveddirecttreatment.

Community Kitchens ProjectFrankstonCommunityHealthServicecurrentlyconducts13CommunityKitchens.TheconceptofCommunityKitchenshastakenoffacrossVictoriawith28establishedkitchensandmoreintheplanningphase.

CommunityHealthhasdevelopedaresourcekitwhichincludesamanual,promotionalDVD/videoandabudgetingpocketbook

ACommunityKitchenswebsitewasalsoestablishedandlaunchedinApril2006andhashad3,100uniquevisitorswith6,000visits.

CommunityKitchenswasshortlistedforaPrimaryHealthAwardinthecategoryofResearchandEvaluation.

TheFrankstonCommunityKitchensProjectisfundedforthreeyearsaspartoftheStrongerFamiliesandCommunities–LocalAnswersGrants,andsupportedbytheBrotherhoodofSt.Laurence,

MahoganyNeighbourhoodHouseandtheGroupforEmotionalandMentalSupport(GEMS).

Peninsula Community Health ServiceCommunityHealthServicesonthePeninsulaaredeliveredbytwoorganisations-PeninsulaHealth’sFrankstonCommunityHealthServiceandPeninsulaCommunityHealthService(PCHS).ThetwoCommunityHealthServicescontinuetoworktogethertodeliverprogramsonthePeninsulaincluding‘OpenUP’,whichisajointhealthpromotionprojectaimedatimprovingtheoralhealthofdrugusers,particularlyfocusingontheconditionknownasXerostomia,or“DryMouth”.

Posters,acartoonbrochureand1,000healthpackscontainingtoothpaste,toothbrush,sugarfreechewinggumanddrinkbottlewereproducedwithsignificantsupportofcorporatedonors.Atleast1,000FrankstonandMorningtonPeninsulabaseddrugusersandpharmacotherapyclientsreceived‘OpenUP’packsand120healthworkers,drugandalcoholworkers,GPsandPharmacistsweretrainedtopromoteharmreductionstrategiestothetargetgroup.

TheAustralianDrugFoundationisnowdistributingthe‘OpenUP’posterandbrochurenationally.

The‘OpenUP’projectwaspresentedatseveralconferencesincludingtheAustralasianAmphetamineConferenceinSydneyinSeptember2006,

theVictorianAlcoholandDrugAssociationConferenceinMelbourneinFebruary2007,andtheWorldHealthPromotionConferenceinVancouver,CanadainJune2007.

The‘OpenUP’projectwasshortlistedforanawardattheVictorianPrimaryHealthCareAwardinthecategoryofInnovationandExcellenceinHealthPromotioninMay2007.

SHARPSTheSouthernHIV/HEPResourceandPreventionService(SHARPS)distributed387,933syringesandhad389,812returnedintheyear.Thereturnrateforneedleandsyringeswas100.4%.

TheroleofaprojectnursewasintroducedatSHARPSinFebruary2006inrecognitionofthenumberofpreventableinfectionsandinjuriesoccurringamongstthisclientpopulation.Initiallya12monthappointment,thesuccessoftheprojectinpreventingillnessandreducingunnecessaryhospitalpresentationshasledtorolebecomingpermanent.In2006/07,theprojectnurseprovided462occasionsofservice.

Forthefourthyear,SHARPSheldaceremonyinFrankstontomarktheNationalOverdoseAwarenessDay.Thedayoffersanopportunitytoincreaseawarenessaboutoverdoseissuesandthedangersofinjectingdrugs.

TheFrankstonSchoolFocusedYouthService(FSFYS,aFrankstonCommunityHealthServiceProgram)providedfundingof$31,650toenable10localPrimarySchoolstoparticipateinthepilotproject.

TheNASPAprogramteachesthepracticalandtheoreticalskillsofarchery,enablesstudentstodevelopcriticallifeskills,andbenefitsstudentswhoarenotparticularlyathletic.VictoriaPoliceandParksVictoriasupportedthepilotproject.

Linking and Learning Festival 2006InJune2006,217welfareandeducationsectorworkersattendedthefirsteverLinkingandLearningFestival.

Thefestival,organisedbytheFrankstonSchoolFocusedYouthService(FSFYS),aFrankstonCommunityHealthServiceProgram,wasdesignedtoenhancelinksbetweenschoolsandlocallybasedagenciesandtoincreaseawarenessofcommunitybasedservicessupportingchildrenandtheirfamilies.

Therewereexhibitsby42communitysupportgroupsandperformancesbyanumberoflocalschoolsthroughouttheday.

Duetothesuccessoftheday,theLinkingandLearningFestivalhasbecomeabi-annualevent.

Community Forums & Exhibitions

Ageing Well ExpoInSeptember2006,morethan1,000peopleattendedthefirstAgeingWellExpo.TheExpowasheldinpartnershipwithMorningtonPeninsulaShireCouncil,FrankstonCommunityHealthService,BrotherhoodofStLaurence,Over50sAssociation,PeninsulaCommunityHealthServiceandtheMorningtonPeninsulaDivisionGeneralPractice.

TheExpo,heldinMornington,gaveolderpeopleachancetoexplorewaysinwhichtheycanleadahealthyandactivelife.Therewere42stallswithinformationonanumberofdifferentaspectsofageingwellincludingkeeping

active,lookingafteryourhealth,keepinginvolved,stayingsafe,ageingwellwithchronichealthconditions,andkeepinginformed.

TheExpowasopenedbytheMinisterforAgedCareGavinJennings.

AnotherAgeingWellExpowasplannedforSeptember2007.

Men Behaving Positively Health ForumInJune2007,morethan800peopleattendedthefourth“MenBehavingPositively”publichealthforum.

Theforumfocusedonmen’shealthissueswithanemphasisonpositivementalhealthandwell-being,worklifebalanceandfamilyrelationships.

The“MenBehavingPositively”programexpandedtoincludea“BreakfastintheVineyard”,whichwasattendedby100peopleandaseriesoffourweekendworkshopswhichwillbeheldlaterin2007.

TheforumwasagainsupportedbyawiderangeofcommunityorganisationsincludingtheRotaryclubsofFrankstonandLongIslandandbothFrankstonCityandMorningtonShireCouncils.

VolunteersandauxiliariesareanintegralpartofPeninsulaHealth,enhancingcarethroughthemanyactivitiestheyperform.In2006/07,therewere820volunteerswhosupportPeninsulaHealth.

TheAssistanceandCareinEmergency(ACE)programexpandedfromFrankstonHospital,commencingatRosebudHospitalinDecember2006.TheACEprograminvolvesninevolunteersrotatingthroughtwoshifts,threedaysaweek.

TheintroductionoftheACEvolunteerscoincidedwiththecompletionoftheRosebudEmergencyDepartmentWaitingRoomredevelopment.

InOctober2006,ThePinkLadiesGroupTeamLeaderssupportedthePatient’sRightsandResponsibilitiesProgram.AtrialwasimplementedandreviewedpriortoNovember2006.Therewaspositivefeedbackfromallinvolved,includingpatients,staffandPinkLadies.

ThePsychiatricServicehasaVolunteerGroup,consistingofconsumersandcarers,whichinvolvesapproximately7volunteers.Thesevolunteersworkinthecommunityandcanbecalledontohelpwhereneeded.Othersconvenesupportgroupsorworkwithcarers’groups.

CommunityHealthvolunteershaveattendedcoursesofferedbytheEmploymentLearningandDevelopmentUnitand22volunteershavecompletedasix-sessiondrugandalcoholcourse.

Psychiatric Partnerships

ThePHPS(PeninsulaHealthPsychiatricServices)andPsychiatricDisabilityRehabilitation&SupportServiceshaveestablishedtheAllianceProject.Theaimoftheprojectistoworkwithlocalnon-governmentorganisationswhicharefundedtoproviderehabilitationandsupportservices,aswellasassistancewithaccommodation.

PHPSisamemberoftheSouthernConsortiumandbeganmanaginganIntegratedandRecoveryCareServiceProject.Theprojectwillprovidesupportandaccommodationtoasmallnumberofindividualswithmultiplecomplexneeds,manyofwhomarecurrentlyresidinginsecurefacilities.

PeninsulaHealthreceivesstrongsupportfromtheDepartmentofHumanServices(DHS).

TheDepartmentfundscoreacute,sub-acuteandagedcareservices,whilealsofundinginnovativeservicesbasedonsubmissions.

FundinghasalsoenabledthehealthservicetoenhancethecapitalfabricofmanyareasandservicesincludingEmergencyDepartmentsinbothFrankstonandRosebudHospitals,RosebudHospitalChemotherapyDepartmentandDialysisUnit,

LinkswithMonashUniversitycontinuedduringtheyearwiththeestablishmentofanAlliedHealthPhysiotherapyClinicalSchool.DiscussionscontinuewithMonashUniversityregardingtheSchoolofOccupationalTherapy,andearlydiscussionshavecommencedwithMonashUniversityregardingadietetics/nutritionclinicalschool.

Goal•Buildonourstrongcultureofqualityandinnovation.

HealthinNovember2006.ThereportandratingoftheHealthServicewasthebesteverreceived.ThenextfullOrganisationWideSurveyisscheduledforNovember2010.

PeninsulaHealthwasassessedagainst43criteria,including19mandatorycriteria.Inthe19mandatorycriteria,theSurveyorsawardedaModerateAchievement(MA)insevenareas,anExtensiveAchievement(EA)in11areasandthetopratingofOutstandingAchievement(OA)fortheHealthService’sLegalComplianceprogram.

The ‘Be Aware’ campaign was launched to improve the treatment of patients with warfarin over-

anticoagulation who were actively bleeding or potentially at risk of bleeding. Peninsula Health received a Victorian Healthcare Award in the category of Excellence in Safety

Residential Care

TheAgedCareStandardsandAccreditationAgency(ACSA)isthebodyresponsibleformanagingtheaccreditationandongoingsupervisionofAustralianGovernmentfundedagedcarehomes.

AllfourofPeninsulaHealth’sResidentialAgedCarefacilitiesmaintainedfullACSAaccreditation.Positivefeedbackwasalsoreceivedfromunannouncedsupportvisits,whichaimtomonitorfacilitiesonanongoingbasistoensureresidentscontinuetoreceiveahighlevelofcareandthatallstandardscontinuetobemet.

JeanTurnerNursingHomeandLotusLodgeHostelreceivedunannouncedsupportvisitsfromACSAandinFebruary2007werefoundcompliantinallareas.

InNovember2006,therewasanunannouncedsupportcontactvisittoMichaelCourtHostel.Feedbackfromthevisit,whichscrutinisedincidentreportingindepth,wasverypositiveandnotedthatnofurthercontactvisitswerenecessarywithina12monthperiod.

Interdisciplinary Care Practices

Interdisciplinarycarepracticeshavebeenfurtherdevelopedacrossthesub-acutewards.Ratherthananindividualclinicianworkingwiththepatientinisolationfromothers,allmembersofthecareteamnowassessthepatient.Thismeansthatpatientsreceivebettercoordinatedandmorefocusedcare.

Clinical Development Unit

Portfolioholdersareinplaceformajorriskareasoneachsub-acuteward.ClinicalNurseConsultants/expertclinicianshavebeenappointedforeachportfolioarea.ThemodelisbeingextendedtocommunityresidentialfacilitiesthroughROSS(ResidentialOutreachSupportService)fallspreventiontraining.PeninsulaHealthcontinuestointegrateportfoliorolesthroughtheClinicalDevelopmentUnit.

Pharmacy

Themajorcomplicationofwarfarin,a“bloodthinner”,istheriskofmajorbleeding.The‘BeAware’campaignwaslaunchedattheendof2004toimprovethetreatmentofpatientswithwarfarinover-anticoagulationwhowereactivelybleedingorpotentiallyatriskofbleeding.Theimprovementachievedwassignificantandmoreimportantlysustainableasdemonstratedbyamonthlycompliancerateof83–88%fromSeptember2005toJune2006.

InJune2006,thePharmacyDepartmentlaunchedthe‘WarfarinDose-GetItJustRight’campaigntointroduceacompletesetofguidelinesontheprescribingofwarfarin.

Thecampaignresultedinthepercentageofpatientswiththecorrectbloodlevelsincreasingfrom30%inJune2006to72%inMarch2005.

ADVDwasalsoproducedtobeusedasanaidtoensuretimely,consistentandaccuratemedicationinformationisprovidedtowarfarinpatients.Inanaudit,patientswhowatchedtheDVDandreceivedpharmacistcounsellingweremorelikelytocommunicateeffectivelywiththeirdoctor,helpingtoensurethatpatientsreceivemoreaccuratedoselevelsofwarfarinthanthosewhoreceivedpharmacistcounsellingonly.

The‘BeAware’campaignwonanawardforExcellenceinSafetyofCareattheVictorianPublicHealthcareAwardshostedbythePremierinOctober2006.

Clinical Skills Centre

TheClinicalSkillsCentre,adedicatededucationfacilityforclinicalstaff,wasofficiallyopenedinApril2007.Itisequippedwiththelatesttechnologyincluding‘SimMAN’,anadvancedtrainingsimulator.SimMANisoneofseveralsimulatedpatientdevicesintheClinicalSkillsCentre.

ClinicalstafffromAlliedHealth,NursingandMedicinecannowbeeducatedasaclinicalteamratherthanasindividualswithintheirdisciplines.SimMANisaneffectiveeducationaltool,inthatitprovideshighlyrealisticpatientsimulationtrainingexperiences,andthispromotesteamwork,leadershipandcommunicationskills.

TheClinicalSkillsCentreisavailablefortrainingtoPeninsulaHealthstaff,localGeneralPractitionersandPrivateHospitals.

Psychiatry

PeninsulaHealthPsychiatricService(PHPS)hasimplementedanumberofsuccessfultraininginitiatives.TheseincludetheimplementationoftheRiskIdentification,Safety,Containment,Environment(RiSCE)trainingpackage.TheyincludethedevelopmentofaCognitiveBehaviourTherapytrainingprogram,whichhasnowbeenaccreditedasthefirstadvancedtrainingcourseinCognitiveBehaviourTherapybytheRoyalAustralian&NewZealandCollegeofPsychiatrists.

PHPS’scommitmenttodevelopPeninsulaHealthasapreferredhospitalforpsychiatrictrainingcontinues.DrLucindaSmith,oneoftheDepartment’sRegistrars,hasnowcompletedallofherbasicandadvancedtraininginpsychiatrywithinPeninsulaHealth,thefirstdoctortodoso.DrSmithisoneofthefirstpsychiatristsinAustraliaorNewZealandtobecertificatedasaspecialistinadultpsychiatry.

OneofthePsychiatryDepartment’sseniornurses,CayteHoppner,hasbeenendorsedbytheNursesBoardofVictoriaasaMentalHealthNursePractitionerthefirstsuchappointmentinMentalHealthinVictoria.

PHPShasalsoworkedcloselywithcommunitycarersandconsumerrepresentativestodevelopaDVDcalled“AboutPsychosis”.ThisisthefirstsuchDVDinAustraliawhichprovidesinformationforcarersandpatientsonthesubjectofschizophreniaandrelatedillnesses.TheDVDwaslaunchedattheBi-nationalCongressoftheRoyalAustralianandNewZealandCollegeofPsychiatristsandwillbepresentedattheMentalHealthServicesConferencelaterintheyear.

Southern Melbourne Integrated Cancer Service

SMICSisajointinitiativebetweenPeninsulaHealth,BaysideHealthandSouthernHealth,whichhasbeenestablishedtofacilitatetheimplementationoftheCancerServicesFrameworkforVictoria.SMICSisdevelopingpartnershipswithconsumers/carers,privatehospitals,communityandprimarycareservicestodeliverseamless,multidisciplinarycarethatimprovesthepatientjourneyandoutcomesforpeopleaffectedbycancerinthesouthernMelbournemetropolitanregion.

PeninsulaHealthcontinuestocontributetotheworkofSMICSthroughPeninsulaHealthrepresentatives’involvementonalllocalcollaboratingtumourstreamgroups,managementandexecutivecommittees.PeninsulaHealthisalsoactivelyinvolvedinseveralqualityimprovementprojectsandprojectsrelatingtoengagementofconsumersandgeneralpractitionersincancerservicereform.

psychiatricnursingstaffthechancetoenjoysomemuchneededtime-outintheformofmassage,aromatherapyandReikitherapy.

TracySmith,oneoftheProgramManagersfromCoreofLife,wasrecognisedatthe2007HESTAAustralianNursingAwards,anationalawardsprogramrecognisingAustralia’smostremarkablenurses.

TracywastheVictorianfinalistinthecategoryofNurseoftheYear.

TheseoutstandingachievementsbyPeninsulaHealthconfirmPeninsulaHealth’scommitmenttoexcellenceandprofessionalisminprovidingqualityhealthservicestoourcommunity.

Compliments and Concerns

PeninsulaHealthrecognisesthevalueofcomplaintsasanimportantsourceoffeedbackfromconsumersintheplanning,deliveryandevaluationofservices.

Thisyear,theHealthServicereceived522complaints,whichisaslightdecreasefrom529receivedin2005/06.

Anewstrategytoseekfeedbackfrompatientswasimplementedduringtheyear.FeedbackcardslikethoseusedinmotelsarenowavailableforallpatientsacrosstheRehabilitation,AgedandPalliativeCareServicesandRosebudHospital.

Research,anditsoutcomes,playsavitalroleintheprovisionofoptimumhealthcareandenablesPeninsulaHealthtoextenditscommunityofcarebeyondtheMorningtonPeninsula.Througharticlesinprofessionaljournals,presentationstonationalandinternationalconferencesandcontributionstotexts,PeninsulaHealth’sresearchersarecontributingtoandenhancingtheexistingbodyofknowledgeinmanyareasofmedicine,nursingandalliedhealth.

In2006/07,thePeninsulaHealthResearchProgramwasestablished.ItdrawstogetheranumberofresearchfunctionsandtheportfoliowillbeoverseenbyDrSaraWatson,ExecutiveDirectorCommunityandContinuingCareandAlliedHealth.

ThePeninsulaHealthHumanResearchandEthicsCommitteemeetsmonthlytoconsiderresearchtrials,studiesandprojectspresentedbymedical,nursingandalliedhealthprofessionalsandtoconsideranyethicalissuesthatarise.

Duringthe2006/07year,theHumanResearchandEthicsCommitteeconsidered54projectsrelatingtoresearchatPeninsulaHealth.

TheResearchDevelopmentFund,administeredbytheResearchDevelopmentCommittee,awardsalimitednumberofsmallgrantsupto$5,000tosupportandencouragehome-grownresearchatPeninsulaHealth.

EightsmallgrantsforMedicalResearchwerefunded.Thecombinedtotalofgrantmoniesawardedfortheseeightresearchprojectswasmorethan$33,000.

onaone-to-onebasis),smallgroupclinicalskillstraining,regularweeklymedicaleducationsessions,six‘oncall’clinicalmentorslocatedthroughoutthePeninsula,regularweeklyAustralianMedicalCouncilexampreparationsessionsandculturallysensitivesimulationtraining.Alltheseprogramsaretailoredspecificallytotheneedsofthegraduates.

ThisprogramhasresultedinahighpassrateintheAustralianMedicalCouncilexams,favourableendofrotationappraisalsofIMGHouseMedicalOfficersandpositivefeedbackbyIMGsoftheirworkexperienceatPeninsulaHealth.

Nurse Education

PeninsulaHealthhadapproximately1,850nursesemployedinitsservices.Anoverseasrecruitmentdrivesaw46nursesfromoverseascommenceemploymentwithPeninsulaHealth.

In2006/07,16Division1nursesregainedtheirregistrationorwereregisteredinVictoriaforthefirsttime,asaresultofcompletingoneofthreeSupervisedPracticeProgramsconductedbytheNurseEducationDepartment.

During2006/07approximately650individualClinicalPlacementsforstudentnurses,fromfiveUniversitiesandTAFEColleges,enabledbothDivisionOneandTwonursingstudentstoparticipateinclinicalexperienceatPeninsulaHealth.

In2006,34firstyeargraduatenursescompletedtheGraduateNurseProgram.Ofthese,32were

Atotalof413staffdevelopmentsessionswereconductedthroughoutPeninsulaHealth,recordingatotalof4,459nursingstaffattendances.Additionaleducationwasalsoprovidedinspecialityareasonaregularbasis.

Shortcoursesandstudydays,offeringin-depthtrainingonspecialisttopics,wereprovidedon99occasionsand1,357nursingattendanceswererecorded.

Employee Learning and Development

PeninsulaHealthstaffareabletoaccessalargenumberofin-servicecoursesledbyHumanResourcestrainersandspecialistsfromwithintheHealthService.Morethan1,300staffmembersparticipatedinover150sessionsconductedduring2006ontopicsrangingfromTimeManagementSkillstoBusinessReportWritingtoPerformanceReviewProcesses.

ThreeManagementDevelopmentProgramswereconductedforatotalof40AssociateNurseUnitManagersacrosssitesin2006.

eRecruitment

InOctober2006,PeninsulaHealthintroducedanonlineeRecruitmentsystemwhichhashelpedtoautomateandstreamlinetheemployeerecruitmentandselectionprocess.

FromitsimplementationinOctober2006toJune2007,374successfulplacementsweremadeacrossalldisciplines.

PeninsulaHealth’swebsiteispopularwithjobseekersand70%ofvisitorssoughtinformationonemployment.

Building Positive Attendance Victoria

PeninsulaHealthhascommencedimplementationofthe‘BuildingPositiveAttendanceProgram’.Thisisastate-wideinitiativesupportedbytheVictorianHealthServiceManagementInnovationCouncil.ItwasimplementedinresponsetothetraditionallyhighlevelofunplannedleaveevidentwithintheAustralianhealthcareindustry,relativetootherindustrysectors.Inthe2005/06financialyear,PeninsulaHealth’sunplannedabsencerate(excludingWorkCover)was4.6%anditisestimatedthatthiscosttheHealthServicemorethan$7million(includingthedirectcostofpaidleaveaswellasthecostofreplacementstaff).

‘BuildingPositiveAttendance’supportsworkersandtheirmanagersinthecreationofapositiveworkenvironmentwhichencouragestheeffectivemanagementandappropriate

utilisationofbothplannedandunplannedleave.

PeninsulaHealthhasofferedentrylevelpositionsinadministrationandalliedhealthassistancetoyoungadultswhothenhavetheopportunitytoacquirespecialskills,experienceandqualifications.

TheDepartmentofHumanServicesandtheCommonwealthDepartmentofEducation,ScienceandTraininghavesubsidisedtrainingpositionsatPeninsulaHealthannuallysince2001.

Service Recognition Awards

In2007,aServiceRecognitionCeremonywasheldtorecognisetheachievementsoflong-servingstaffmembers.Over90staffmemberswererecognisedfortheirachievementof10,15,20,25,30and35yearsofemployment.

Employee Support

PeninsulaHealthstaffandtheirimmediatefamiliescontinuetobenefitfromtheEmployeeAssistanceprogram.Itprovidesindependent,confidentialand

professionalassistancetoindividualswhoareexperiencingpersonalorwork-relateddifficulties.TheprogramisfundedbyPeninsulaHealthatnocosttotheindividualemployee.

Inthe2006/07,atotalof124employeesandfamilymembersaccessedtheservice.Duringthisperiod,over250hoursofcounsellingsupportwereprovidedtoemployees.

Staff Climate Survey

PeninsulaHealthconducteditsfirstStaffOrganisationalClimateSurveyduringtheyear.Staffwereabletoprovidefeedbackonawiderangeofissuesassociatedwiththeirworkandworkingenvironment.Nearly1,000staffcompletedtheSurveyandthefeedbackhasprovidedawealthofinformationonperceptionsofworkinglifeatPeninsulaHealth.Staffrespondedverypositivelytothevastmajorityofissues,withparticularlycomplimentarycommentsonthequalityandsafetyofcarePeninsulaHealthprovides,thestrong‘clientfocus’acrosstheHealthServiceandtheoverallworkenvironment.

Suggestionsforimprovementmainlycentredaroundcommunicationprocessesandthepressuresassociatedwithheavyworkloads.Asaresult,PeninsulaHealthwillimplementarangeofstrategies.Theseincludecreatingmoreopportunitiesfordepartmentalandinter-departmentalcommunications,increasingtrainingopportunitiesandimplementingnewschemestoenhanceemployeeengagement.

Patient and Client Management System

PeninsulaHealthisimplementinganewcomputerbasedpatientmanagementsystem,iPatientManager(iPM),aspartof“HealthSMART”,whichistheStateGovernment’swhole-of-healthinformationandcommunitytechnology(ICT)strategy.

Acomputer-basedPatientandClientManagementSystems(P&CMS)isusedtosupportallfunctionsassociatedwiththeadministrationandmanagementofpatientsandclients.

Duringtheyear,workwascompletedonpre-implementationstagesforthenewsystem.Theseincludedinterfacedevelopment,datamigrationanduseracceptancetesting.

ItisestimatedfullimplementationoftheP&CMSproductacrossPeninsulaHealthwilltaketwoyears,withapproximately3,000usersrequiringtraining.

Picture Archiving and Communications System (PACS)

PeninsulaHealthisoneofnineVictorianPublicHealthAgenciesimplementingPACS.

DHShascommittedtofundingapproximately$1.25mfortheimplementationofPACSatPeninsulaHealth.ItwillbeintroducedintheRadiologyDepartmentinearly2008.

PACSisasystemwhichwillenabledigitalcommunication,archiving,processingandviewingofimagesandimage-relatedinformation,andwillreplacethetraditionalfilm-basedsystems.Cleaning audits

CleaningauditsassessPeninsulaHealth’scleaningagainsttheVictorianHospitalCleaningStandardsoutcomebenchmarkof85%.

PeninsulaHealthundertookanexternalauditofitscleanlinessduring2006.Theoverallaverageresultwas97%.Thishasincreasedfromthepreviousoverallaverageof93.6%,whichisanexcellentresultandwellabovethebenchmarkexpectedbyDHS.

Energy Management

Improvedenergyefficiencyhasbeenachievedthroughtheinstallationof‘SmartLightingLogic’controllers.InitsinitialtrialinPathology,therewasa27%reductioninenergyusage.Thissavingisenoughtopower21homesforayear(basedoneachhomeusinganaverageof6000kWeachperyear).

Otherinitiativesdirectedtowardsimprovedenergyefficiencyinclude:• Theuseofgas-poweredchillers

forairconditioningunitsandsteam-basedheatingpoweredbygasboilersresultsinenergyefficienciesandreducedgreenhousegasemissions.

• Ice,generatedviauseofoffpeakelectricity,isproducedviaaheatexchangeprocesstogeneratecoolingcapacityduringhighertariffperiods.

• Energysavingfluorescentlightbulbshavebeenusedtoreplacelessefficientincandescentbulbsinsomeresidentialfacilities.

Capital Developments

Energyandwaterefficientfixtureswillbeusedforallnewinstallations,capitalandminorworksatPeninsulaHealth.

ThedesignoftheMorningtonsiteincludesdesignatedwastemanagementareasofan

appropriatesizeforthecollectionofgeneralwaste,clinicalwasteandcomminglerecycling.Thisimprovescompliancewithwastesegregationandfacilitatesrecyclingopportunities.

InitiativesdesignedintoFrankstonStage2include:• Theuseofwater-efficient

Waste Minimisation and Recycling

AdetailedexternalwasteauditconcludedthatPeninsulaHealthdemonstratesimprovedwastesegregation.FrankstonHospitalgenerates4.75kgoftotalwasteperoccupiedbedday(OBD),whichisatthelowerendoftherange(2.58kgto10.98kgperOBD)whenbenchmarkedwithotherHealthServices.

TheRiSCEProgramconducted16twodaytrainingsessionsinpsychiatryandatotalof258staffattended.Oftheattendeeswhowereevaluated,67%ofstaffconsideredthetrainingworkshopveryusefulforlearningskillstohelpreducetheriskofoccupationalviolenceandaggression.

TheprogramcontinuestobeimplementedacrossPeninsulaHealth.

Respond Brown Plan

ChangeshaveoccurredtothewayPeninsulaHealthrespondstoanexternalemergencyincidentofmassproportions(forexample,amajorchemicalleakatalocalfactory).KnownastheRespondBrownPlan,thesechangesreflectthenewDHSrecommended

organisationalframework,knownastheIncidentControlSystem(ICS).ThismeansthatthenumberofcoordinatorsimplementingtheRespondBrownplanhasincreasedfromone(formerlyknownasanEmergencyController)tofour,whichincludesaHospitalIncidentCommander(HIC),PlanningManager,OperationsManagerandLogisticsManager.

Medication Safety Program

PeninsulaHealthprovidesinformationaboutthesafeuseofmedicationsthroughpublichealthforums,guidancefrompharmacistswhenpatientsaredischargedfromhospital,seminarsforhealthprovidersandassistanceathomewithmedicationqueries.

WithinPeninsulaHealthfacilities,acomprehensiveprogramofmedicationsafetyimpactsonallclinicalfunctionsandprograms.Atthestartof2006,theMedicationSafetyProgramwasfurtherextendedbybeingintroducedwithintherehabilitation,agedcareandpalliativecareunits.

TheprojectallowsdoctorstoprepareprescriptionsusingacomputerprogramthatnotonlylistsdetailsofanydruginFrankstonHospital’sformulary,butalsoaidsinreducingpotentialerrors.

ElectronicdischargeprescribingisusedthroughoutPeninsulaHealth,andaninpatientelectronicprescribing(e-prescribing)systemisnowinusethroughoutPeninsulaHealth’sacuteandrehabilitationserviceswith88%ofdoctorsusinge-prescribingregularly.

InMarch2003,1,948prescriptionsweregeneratedelectronicallyandinJune2007thatnumberreached12,001prescriptions.

Security

Auditorscompletedaninternalsecurityassessmentandidentifiedseveralopportunitiestofurtherimprovesecurityofpatients,staffandvisitors.Asaresultofrecommendationsmadebytheaudit,improvedsecuritymeasureswereimplementedincludingenhancingtheprotectionwindowatthepharmacystore,increasingstaffavailabilityduringCodeGreyalerts(responsetoincidentsofunarmedviolence)andimplementingapermanentsecuritypresenceatFrankstonHospitalEmergencyDepartment.

Fire Safety Standards

PeninsulaHealthcontinuestomaintainfullcompliancewithrelevantFireSafetyStandards.AFireSafetyAuditwascompletedbyexternalconsultantsin2006.AllworkthatresultedfromtheauditwascompletedandsignedoffinNovember2006.RegulartestingofPeninsulaHealthFiresystemsareconductedbyfireservicecontractorsandFacilitiesManagementstaff.

Food Safety Standards

AllPeninsulaHealthsitesweresubjecttoexternalauditsandallappropriatestaffhaveundergoneannualrefresherFoodSafetyTraining.

Volunteers

Therewere820volunteerandauxiliarymemberssupportingPeninsulaHealthat1July2007.Theyreadilygavetheirtimetosupportpatientsandstaffandtoraisefunds.TheirtirelesseffortsmadeanenormousdifferencetoboththequalityandeffectivenessoftheHealthService.

Theirenthusiasmanddedicationisreflectedintheirsupporttopatientsandstaff,residentsinagedcareandrehabilitationfacilitiesandintheirassistancetofamiliesandvisitors.Theyprovidehandandfootmassagestochemotherapypatients,assistinactivitiesforrehabilitationandagedcareresidentsandsupportpatientsinfamiliesinthePsychiatricandEmergencyDepartment.Theyoperatedapatientlibraryserviceandkiosksandsupportarangeofcommunityhealthservices.
