Directors Note
It gives me immense pleasure to release the Annual Report for the year 2000-08. The
revitalization Project Phase-III will be completed on 31st March 2009 and I am happy to
announce that almost all the works assigned during this project period have been completed.
The only remaining item i.e. commissioning of second Linear Accelerator will be ready for
installation within 2-3 months. The machine has already been dispatched.
The Ministry of Health & Family Welfare, Govt. of India awarded a ‘Centre of
Excellence Grant’ of Rs. 5.00 crores and all formalities for procurement have been completed.
This grant will be utilized for procurement of Flat Panel Cone Beam CT Simulator, 3rd unit of
Computerized Treatment Planning System, C-ARM Imaging machine, CSSD Equipment, Flow
Cytometer and Thermal Cycler PCR for molecular biology laboratory. The staff for molecular
biology lab has been trained at Tata Memorial Centre, Mumbai and Institute of Pathology,
ICMR, New Delhi. The Flow Cytometer has been commissioned and in-house application
training is ongoing. The microbiology laboratory has been set up during the current year.
The Ministry of Health & Family Welfare, Govt. of India has sanctioned District Cancer Control Programme grant
(DCCP grant) for Kamrup, Morigaon, Nagaon and Darrang, Nalbari, Barpeta district. The DCCP for Kamrup, Morigaon and
Nagaon district was inaugurated by noted litterateur Sri Homen Borgohain on 1st of January 2008. The DCCP for Darrang,
Nalbari and Barpeta district was inaugurated by Dr. Himanta Biswa Sarma, Hon’ble Minister of Health & FW, Govt. of Assam on
25th March 2008. The review meeting of the National Cancer Control Programme of Ministry of Health & FW, Govt. of India
was held for the first time in the North Eastern Region at Dr B Borooah Cancer Institute on 28.09.2007.
The Hon’ble Chief Minister of Assam Sri Tarun Gogoi inaugurated cancer awareness drive in the State of Assam on 27th
April 2007. The Chief Minister of Assam in presence of Health Minister Dr Himanta Biswa Sarma launched ‘free anti-cancer
drug scheme’ on 25th March 2008 at BBCI.
The Secretary, NEC Mr. Falguni Rajkumar visited Dr B Borooah Cancer Institute on Lokabandhu Day on 4th September
2007 and laid the foundation stone for upgradation of radiotherapy block for second unit of linear accelerator. The distinguished
medical professionals were felicitated on this occasion by the Secretary, NEC.
100 bedded Guest House for patients and attendants from north eastern region was inaugurated by Dr Himanta Biswa
Sarma, Hon’ble Minister of Health & FW, Assam on 4th September 2008.
I am happy to inform that Post Graduate Diploma Programme in Radiotherapy Technology was affiliated by the Gauhati
University. Various diploma and certificate courses are presently offered by the Institute. Students from North Easter States have
been greatly benefited. Dr. K. C. Borooah Foundation Day Oration was delivered by Dr. G. K. Rath, Professor & Head of
Department of Radiation Oncology, All India Institute of Medical Sciences, New Delhi on 11th October 2007. The XII Annual
National Conference of Breast Cancer Foundation-India was held at BBCI on 8th & 9
th March 2008. Large number of
distinguished faculties and participants from various parts of the country made this conference a grand success. It is heartening
that for the first time in the north eastern region, the project review committee meeting of ICMR was held at Dr B Borooah Cancer
Institute on 27th & 28
th December 2007.
The Capacity Development Project of the Ministry of DONER, Govt. of India is ongoing and doctors, nurses, laboratory
technicians, social investigators, NGOs from the north eastern region have been trained for community based cancer control
programme.
Ministerial Staff Quarter and a park for patients and staff were inaugurated on 1st January 2008 by Sri Ajai Singh, His
Excellency the Hon’ble Governor of Assam.
The number of patients reporting to Dr B Borooah Cancer Institute is steadily increasing. The hospital revenue
generation has gone up significantly.
The Board of Directors meeting under the Chairmanship of the DONER Minister, Sri Mani Shankar Aiyer was held at
New Delhi on 28th of March 2008 to review the future funding and management of BBCI beyond RPP-III. In the same meeting
the service rules and bye laws of Dr B Borooah Cancer Institute was approved.
The support of the North Eastern Council, Department of Atomic Energy, Govt. of India, Government of Assam and the
Ministry of Health & Family Welfare, Govt. of India has contributed significant development of Dr B Borooah Cancer Institute
and it is hoped that the financial, technical and administrative assistance continues beyond RPP-III.
I take this opportunity to thank all the members of the Annual Report Preparation Committee for preparing the Annual
Report for the year 2007-08.

PATIENT INFORMATION LEAFLET
Dr.B.Borooah Cancer Institute is your hospital. Please help to keep the Hospital clean. Do not litter garbage or spit on
the walls of the buildings. Please read the following points in order to familiarize yourself with the facilities available in this
hospital. In case of any difficulty you can approach DEEPSHIKHA Help Desk situated near the reception counter or Social
Investigator OPD Room No.5. In case of any complaints you can directly approach any officer of Administration in the
Administrative Block.
1. You can open a patient file in any of the 3 existing categories as per your suitability: general, reimbursement and private.
Please read the reception counter notice boards for details.
2. Please state your name, age and address correctly at the time of registration. Any correction needed later will require
production of a court affidavit from you.
3. Please procure receipt against payment of cash for registration fee, hospital dues, investigation charges etc. Please do not
pay cash to any person without obtaining a receipt. Any person demanding money from you for doing any service should be
brought to the notice of the Director or Administrative Medical Officer of the Institute.
4. All cancer related radiological investigations (X-rays, Ultrasonography, Mammography, Orthopantogram, C.T.Scan and
MRI) and Pathological investigation (Blood, Urine, Stool, Immunohistochemistry, biopsy, biochemistry etc) facilities are
available within the hospital premises at highly subsidized rates. Endoscopy facility is also available. If any person directs
you to do investigations outside the hospital please inform Administration.
5. Hospital is well equipped for providing treatment in Surgery, Radiotherapy, Chemotherapy and Pain &Palliative care.
6. Tobacco Cessation Clinic for helping persons in quitting the habit of tobacco consumption is available FREE OF COST
TO ALL.
7. Free Treatment facility (subject to Hospital rules & regulations) is available for BPL (Below Poverty Line) Card holders
only. Applications should be filled up in Hospital format available at Office of Administrative Officer or Sister –in-charge.
8. Jironi Ghar (Attendants’ lodge) is available next door to the hospital campus for boarding facilities of patients’ attendants
and relatives.
9. Ambulance service is available.
10. 24 hour Pharmacy service at subsidized rate is available.
11. Canteen service is available.
12. Indian Overseas Bank and PCO facilities are available.
13. Yoga facility is available on Saturdays.
14. Meditation and all-religion community prayer hall is available.
15. Mortuary cabinet for preservation of dead bodies is available.

The Role of Dr B Borooah Cancer Institute for Treatment of
Cancer, Teaching, Training & Cancer
Control Initiative in the North Eastern Region
Dr. B. Borooah Cancer Institute was established in 1973. It was recognized by the Ministry of
Health & Family Welfare, Government of India as a Regional Cancer Centre (RCC) in 1980. The Institute
caters to the need of the eight northeastern states and is the only fully equipped comprehensive cancer center
in the region. The Institute is funded and managed by the North Eastern Council, Department of Atomic
Energy, Government of India and the Government of Assam.

Dr. Bhubaneswar Borooah Cancer Institute (BBCI) is a symbol of
hope for the people of
North East India. The
Guwahati-based institute
stands tall in the land of
hostilities and
catastrophes, serving its

much desired care and
support required by a
cancer patient. The effort
is commendable because
the region is not
economically developed
and poor connectivity
and physical barriers of
distance compound the
problem. Further, it is
alarming to note that a
large per cent of the
population in the region
is affected by cancer,
Recently, the WHO
sponsored National
Cancer Registry
Programme pointed out
that the minimum age
adjusted incidence rate of cancer in this region is
significantly higher. Consequently, the role of
BBCI as a Regional Center for Cancer Treatment
and Research has gained immense importance, as it
is the only dedicated centre offering multi-focal
therapy options for cancer.
Battling a long and difficult past, the institute has
been able to keep up with the changing and
challenging times of cancer treatment. Today, it
boasts of all the modern diagnostic facilities, state-
of-the-art equipment, well-equipped OTs and wards
and a versatile staff. Further, the recent wave of
new facilities at BBCI such as telemedicine and
stem cell research has propelled the institute to
seek the top slot among cancer institutes in the
country. BBCI has reinvented itself, improving and
adding on to its infrastructure, to accommodate the
increasing number of cancer patients in the region.
BBCI is scaling new heights with its presence in
international Union Against Cancer (UICC), a
Geneva membership, which brings the expertise of
the largest independent, non-profit NGO to this
region. Recently, the institute also got a Centre of
Excellence grant of Rs. 5 crore from the Ministry of
Health & Family welfare, Government of India for
infrastructure development. This will further
strengthen BBCI’s presence in the domain of

For the most part, the institute draws its funds from
the department of Atomic Energy, Government of
India and Government of Assam.
The Beginning
BBCI, named after the great physician,
philanthropist and freedom fighter Dr.
Bhubaneswar Borooah, is the only comprehensive
cancer hospital in the entire North-East India. It
was set up by a voluntary organization called Dr.
Bhubaneswar Borooah Cancer society Trust in
1973. The institute caters to all North Eastern states
and the neighbouring countries of Nepal, Bhutan,
Myanmar and Bangladesh. In 1980, the institute
was recognized as the regional Cancer Centre by
the Ministry of Health and Family Welfare,
Government of India.
Spread over an area of 14.1 acre, this premium
institute boasts of multi-disciplinary cancer
treatment comparable to any other cancer centre of
the country. Incidentally, the 33-year-old institute
started with a single OT with minimal facilities
which has now upgraded to four fully furnished
OTs with sophisticated equipment and a post-
operative recovery room and ICU. At present, it is a
155-bed hospital catering to about 6,000 patients
every year.
Diagnosis and Treatment
The department of radiodiagnosis and imaging is
equipped with high-tech equipment such as the
mammography machine with stereotactic biopsy
facilities. It has many advanced devices such
multiple slice spiral CT scan and 1.5 Tesla MRI
Machine. Additionally, there is a nuclear medicine
division with a gamma camera for radioisotope
scanning. These machines are available beyond
usual laboratory hours and extra consultants are
engaged to do CT scanning during late evening late
evening hours.
Radiation oncology department is equipped with
two cobalt-60 teletherapy machines, one dual
energy linear accelerator with MLC, IMRT and 3D
CRT. This sophisticated state-of-the-art facility, a
recent addition, is available only in a few selected
institutions in the country. The hospital also has
brachytherapy machines. Also available is a
conventional simulator, CT simulation facility,
computerized 3D treatment planning system and
precise treatment planning system with
workstations. External radiation therapy is given to
patients till late evening in different batches and the
average waiting period for radiotherapy is
approximately seven days.
Pathology department is equipped with fully
automatic biochemistry analyzer, enhanced
chemiluminiscence immunodiagnostic system for
tumour markers, hormones and drugs. Routine
haematological tests are done with himalyser, 3D
cell counter. Histopathology, including frozen
section biopsy and cytology is done for a large
number of patients. In addition, immuno
histochemistry for various receptions, oncogene,
CD markers have been introduced recently. Further,
the blood bank is being upgraded for component
separation with online cell separator. The institute
is working towards establishing peripheral stem cell
transplantation programme in the near future. Fully
automated real-time PCR is also installed in this
department for genetic laboratory.

Different types of surgeries are routinely performed
at the institute for head and neck cancers, cancer of
the oesophagus, breast, stomach, colon, liver,
pancreas, bone and lung. Cancer of uterine cervix,
overy, vulva and uterus are also done regularly.
Interestingly, laser surgery facility is also available.

Various forms of reconstructive and video-
microscopic surgeries are performed in addition to
video-endoscopic procedures, which are done in the
OPD itself. In fact, the video colposcopy procedure
provides opportunity for early detection of cervical
cancer. Introduction of minimally invasive
Laproscopic surgery and Cystoscopic surgery is in
the pipeline. In addition, a center of excellence in
stapler technique has been set up to impart training
to the doctors of the North-East Region.
Medical oncology department has facilities for day-
care chemotherapy in addition to in-house
chemotherapy of longer duration. Interestingly, a
Joint Tumour Clinic is held weekly and a multi
disciplinary tumour board decided treatment plan
on a daily basis, Moreover, mortality meetings are
held regularly to discuss the outcome of the
treatments imparted to patients.
Investigation and treatment cost in the institute are
offered at a moderate rate and there are provisions
for free treatment for the extremely poor patients
under a scheme known as “Mukhyomantrir Jibon
Jyoti Bima Achoni”, which is financed by the
Government of Assam and distributed by ICICI
Lombard GIC Ltd.
Prevention and Awareness.
BBCI, in addition to patient treatment, lays
emphasis on prevention and early detection of
cancer through public awareness. A department of
Preventive Oncology and Pain and Palliative Care
Services was started recently along with a Speech
Therapy Clinic. Incidentally, the department of
preventive oncology in the institute stated a Health
Education Programme on Cancer and Tobacco
since 2003, which reached out to various schools,
colleges and institutes of Guwahati. This
programme targets the youth and educates them
about the harmful effects of tobacco consumption
and related effects. Also, with the support from
WHO and government of India, a Tobacco
Cessation Clinic has been started in order to
counsel and motivate tobacco consumption.
Additionally, a concurrent school health education
programme on cancer was introduced in 2003 and
is conducted regularly since then to educate
children. The institute also observes cancer
awareness month where street shows, radio and
television talks, sensitization of school and college
students, essay and quiz competition, interaction
with relatives of cancer patients and musical
programmes from the main activities. Further,
cancer awareness and early detection camps in rural
and urban area are conducted with the help of
NGOs. Such awareness programmes are not just
restricted to Assam but are also organised in

Nagaland, Meghalaya, Arunachal Pradesh and other
North Eastern states, NGOs like Deepsikha,
Suratirtha, Eastern India Women’s Association and
may others have joined hands with BBCI to cater to
different causes related to cancer.
Research and Training
There are ongoing research projects on cancer and
many of these are supported by ICMR and WHO in
addition to population Based caner registry. In fact,
research projects are done in collaboration with the
Biochemistry Department of North Eastern Hill
University, Shillong and Cancer Foundation of
India, Kolkata. Incidentally, the results of some
works have been published in International
Journals.
Recently, the Ministry of Development of North
Eastern Region (NONER) Government of India,
sanctioned a Capacity Development Project for
community based cancer prevention and curly
detection programe and capacity development of
technical staff of the institute. This programme will
help develop the skills of health personnel at
various levels to effectively deal with the
prevention and control of cancer.
Various teaching and training programmes have
also been started lately. A three-month certificate
course for doctors and paramedical staff has been
started from November last. This year, a two-year
postgraduate diploma in radiotherapy technology
has also been introduced in addition to the diploma
programme in laboratory technology and certificate
courses for doctors and paramedical staff in various
disciplines.
DNB students form Down Town Hospital, GNRC
Hospital and Railway Hospital are also posted at
BBCI for short-term training programmes held
regularly. Full-time postgraduate students from the
ENT and radiology Department of Guwahati
Medical College are also posted for various
courses. Numerous workshops, seminars,
conferences are organized regularly at the institute.
In addition, the medical staff from BBCI regularly
participates in a range of national and international
conferences.
Other facilities
BBCI has a telemedicine facility through which
complicated patients are consulted with Tata
Memorial Hospital, Mumbai and other institutes in
the country. This unit is also connected to the
respective telemedicine units in Jorhart Civil
Hospital, RIMS Imphal, Naharlogun Hospital,
Itanagar Civil Hospital and MoKoKchung Hospital
in Nagaland.
Recently, a Dharamshala called Jironi Ghar was
inaugurated at the institute premises. According to
the administration, a large number of cancer
patients come to Guwahati for treatment every
month. Apart from spending on treatment, the
patients along with their relatives have to shell out a
lot of money on accommodation at hotels, lodges
and rented houses. The purpose of constructing the
Jironi Ghar was to enable even the poor patients to
come to the city and stay comfortable for
treatments. The Jironi Ghar charges a nominal fee
from patients and provides both accommodation
and food.
For terminally ill cancer patients, there is a pain and
palliative care clinic in collaboration with Guwahati
Pain and Palliative Care society. Moreover, clinical
psychologists and social investigators provide
necessary counseling at this centre. For
rehabilitation, BBCI has a speech therapy clinic,
which has proved to be very useful for the patients
here. Also, various activities like sight seeing
programmes, musical programmes, meditation and
yoga courses, community prayer programmes,
indoor games and library facilities and provided for
the patients to help them feel lively. Patients are
encouraged to get involved in tree plantation,
gardening, etc., to keep them close to nature and
beautify the place.
For the Staff
There is availability of a physical fitness training
centre and a separate library for the non-medical
staff of the hospital. Additionally, Shrity, a wall
magazine is published by the employees. At BBCI,
hospital services appraisal system has been re-
regulated with effect from 2006. In this system, all
patients are directed to report to the social
investigator at the time of discharge, who hands out

an appraisal form, which patients are supposed to
fill and list their experiences while at the hospital.
BBCI on its part is taking its role seriously, as is
evident from the dedicated and untiring efforts of
the employees of the institute. In the last couple of
years, the flow of patients in the hospital has
increased and annual revenue has gone up
significantly. Further, the administration has been
streamlined and the services are made more patient
friendly.
BBCI has come a long way from being just a cancer
institute to being a centre of excellence. There are
plans for the development and upgradation of the
institute, foremost being establishing it as a tertiary
care centre for cancer treatment. The benefits of
such developments will surely be translated into
better patient care and survival rate.

During March 2007 a Local NGO named DEEP SEEKHA came forward for providing helping hand
to the poor cancer patients of Assam as well as other status of NE Region. Dr. B. Borooah Cancer Institute
allowed them to open a “Help Desk” in its OPD Building for the benefit of the poor cancer patients.
Functions of the NGO:
1. Offering guidance and back up support to cancer patients.
2. Providing financial assistance to the poor patients who do not have money for treatment.
3. Guiding the patients below poverty line to obtain financial assistance from Chief Minister Relief
Fund.
4. Guiding the poor patients with the procedure to obtain free treatment card to carry out treatment.
5. Arranging Ambulance Services to the patients.
