The volatile peace and order situation in Zamboanga Peninsula has kept Police

Regional Office 9 always on its toes. The combination of threats is a persistent

challenge for the police and that it must constantly innovate to keep up with the

unpredictable conditions.

The numerous operations conducted as reflected in this report is indicative of

the efforts exerted to attune with the PNP’s Enhanced Managing Police Operations

strategy. It includes plans, programs and assessment which gives a definite

representation on how law enforcement operations are being undertaken by this office

with the end view of establishing a safer place to live, work and do business.

PRO9 views the recent developments in the area with guarded optimism. To

once more savor the blissful peace. A lot is expected from us and the police must

C. Research and Development Program

1. Physical Inspection on the completeness and maintenance of proper

wearing of uniform and Police Individual Equipment is regularly conducted during the

DPPAR and Saturday Rank Inspection.

The prescribed types of PNP GOA uniforms have been observed and

updates on this have been subsequently disseminated to the lower units and during

the conduct of PICE to ensure full implementation of this LOI.

3. Provisions of LOI “Tamang Bihis”.

This office is in the continuous process in reiterating and disseminating

to lower units the existing policies particularly on the use of the predominantly white

athletic rubber shoes during physical fitness test, athletic days and other related

activities.

D. Management of Resources. The office of the Regional Logistics Division is

the primary overseer in the management of resources particularly its telephone,

internet, water and energy consumption through energy conservation measures and

other service efficiency schemes which were manifested by the complete payments

made in its fixed expenditures from January to October 2018 upon receipt of billing of

respective services:

E. Improvement of the Procurement System. To promote transparency and

accountability in all transactions, this Office established the PRO9 BAC and

maintained the PRO 9 website. In adherence to the Implementing Rules and

Regulations of R.A. 9184, this Office, observes a proper bidding process in all its

procurement as stipulated. All transactions from pre-procurement to the issuing of

notice of awards to the winning bidder are reflected in its website and PHILGEPS

website.

Information and Communication Technology. Information dissemination

and administrative compliances became easier, faster and hassle-free since this office

has an internet connection to access Skype, Facebook, emails etc. when

communicating with other units of this PRO. Radios and cell phones are also used as

alternatives in case of power interruptions and by far-flung areas which does not have

internet access.

A. Network Administration and Support. This Office performed twelve (12)

various local area network-related tasks that include network configuration,

troubleshooting, installation, and repairs.

B. PC Hardware and Software Support. This Office acted upon twenty-nine

(29) hardware problems which include faulty power supply, corroded motherboard,

defective monitors and printers. This Office also processed sixty-four (64) software

problems such as virus infection, corrupted operating system, software and drivers.

This office also performed sixty-three (63) preventive maintenance measures which include disk check, updating of software and drivers, and cleaning of CPU boxes.

C. Procurement Support

This Office provided six (6) technical consultations in the purchase of IT

equipment.

published one hundred forty-four(144) web pages for PRO9 website

(pro9.pnp.gov.ph)that contain PRO9’sorganizational profile, news releases,

community relations activities, crime statistics, wanted persons, anti-criminality

measures, programs and policies, action pictures/gallery, downloadable files,

feedback mechanism, and office/unit directories.

Official PRO9 Facebook and Twitter Pages are being maintained as an

alternative venue for circulating important PRO9 activities, announcements, and

updates. These also serve as important tools in soliciting comments and suggestions from the public thru social media.

G. Conduct of the PNP Basic Computer Essentials Certification Exam/

Computer-Based Training System

This Office is conducting PNP Basic Computer Essentials Certificate

Examination for PRO9and NSU personnel, with the full-implementation scheduled on

July 1, 2019 to September 30, 2019.

H. Other Technical Support Activities

This Office provided eighty-five other technical support activities such as creation of

tarpaulin design, mementos, infomercials and other desktop publication pursuits.

This Office also provided technical assistance in several significant activities

such as Police Service Anniversary, seminars and workshops, and conferences.

The prevailing peace and order situation in the Zamboanga Peninsula will

continue to be tranquil. This situation is attributable to the operational adjustments

implemented for the period under review.

Results-oriented Operations Operations Campaign against Illegal Drugs. For the period, a total of 6,457 anti-illegal drug operations were conducted by PRO9 in coordination with the PDEA consisting of buy-bust operations, house raids/searches, inflagrante and checkpoints that resulted in the confiscation of 444.234 grams of marijuana, 146.282 of marijuana teabags, 7 sticks of marijuana, 60.4516 grams of HASHIS, 19.3757 bottles of syrup, 0.13 grams of cocaine and 3,252.19289 grams of shabu with a total DDB value of Php36,508,747.21 and the arrest of 1,611 suspects and the filing of 1,370 cases in court. Campaign against Carnapping. Anti-carnapping operations resulted in the recovery of 3 motor vehicles and 37 motorcycles. Out of 2 carnapping and 137 motornapping reported incidents, 26 suspects were arrested. Campaign against Illegal Gambling. The 212 anti-illegal gambling operations conducted led to the arrest of 5446 persons, confiscation of cash and article amounting to Php506,913.25 and the filing of 530 cases in courts. Campaign against Illegal Fishing. For the period, a total of 101 illegal fishing operations were conducted which resulted in the arrest of 427 suspects and the confiscation of 16 boxes of assorted fish and 377.5 kilograms assorted fish, 61 fishing boats, 42 motorized pump boats, 4 unit compressor engine, 2 unit engine and assorted fishing paraphernalia.

Campaign against Illegal Logging. For the period, a total of 43 illegal logging operations were conducted that resulted in the arrest of 9 suspects and the confiscation of 16pcs lauan in different dimension, 126pcs different dimension of ilang-ilang tree, 26pcs logs of nilo tree, 450pcs of round logs of falcata tree, 68pcs round timber of mahogany and 2pcs round timber gemilina, 3 small finished forest product (vinta) and 26 sacks of mangroves barks other lumber with estimated volume of 38,7410.65 board feet with estimated amounting of Php1,340,311.86.

Campaign against Smuggling and Piracy. An estimated Php68,876,8730.00 worth of smuggled goods were confiscated during the conduct of 22 anti-smuggling/anti-piracy operations where 20 persons were arrested. Confiscated smuggled items were turned-over to Bureau of Customs. Campaign against Loose Firearms. Firearms confiscated for violation of Republic Act No. 8294 registered a total of 1,152 broken down as follows:

Consequently, a total of 343 persons were arrested, 8 were under investigation and 227 cases were filed in courts.

Campaign against Most Wanted Persons and Other Wanted Persons. A

total of One Thousand Six Hundred Fourteen (1,614) were neutralized and One

Thousand Six Hundred Fourteen (1,614) are for filing in court.

I. CRIME STATISTICS

For the period under review, Police Regional

Office 9 recorded a Total Crime Volume of 8,129

incidents for Peace and Order Index (POI) and

5,182for Public Safety Index (PSI). This figure is

980 incidents or10.76% lower than the same period

of the previous year which was 9,109 incidents for

Peace and Order I Index (POI) and 322 Public

Safety Index or 6.21% higher for the same period of

year 2018 which is 5,182 incidents.

Out of the13,311 Total Crime Volume for POI and PSI recorded from January

to November 2019, 2,816 or 21% were recorded as Index Crimes, 5,313 or 40%

recorded as Non-Index Crimes, 5,176 or 39% as RIR and 0 incident for Quasi

Offenses.

For the period, the Index Crime Volume of Peace and Order Index (POI) it recorded

2,816 incidents compared to the same period of the year 2018 which is 3,558. This

figure of 742 incidents is 20.85% lower than that of year 2018.

For the period, Non-Index Crime Volume of Peace and Order Index (POI) also

recorded 5,313 incidents compared to the same period of year 2018 which is 5,551.

The figure is 238 incidents or 4.29% lower than the same period of 2018.

Index (POI) reported for the period in review, of which 4,890 were solved while 6,080

were cleared. This translates to Crime Solution Efficiency of 60.16% and Crime

Clearance Efficiency of 74.79%. The CSE and CCE of Jan-Nov 2019are higher

compared to 2018 of same period which is 59.86% and 71.53%, respectively.

The Average Monthly Crime Rate (AMCR) for Peace and Order Indexfor the period

under review recorded 19.58 crimes per month which is 2.6 lower than the same period

of CY 2018 which recorded 22.18 crimes per month whilethe Average Monthly Index

Crime Rate (AMICR) recorded 6.78 which is lower by 1.12 compared with the same

period of CY 2018 which is 7.9.

For the Public Safety (PS) Crime Volume for January – November 2019 recorded

5,182 incidents compared to the same period of the year 2018 which is 4,860. This

figure is 322 incidents or 6.21% higher than the same period of year 2018. The Public

Safety Indexa are categorized into two types the Quasi Offenses and the Vehicular

Accidents.

There were 5,182 total crime volume for Public Safety Index (PSI) reported for

the period in review, of which 4600 were solved while 4,637 were cleared. This

translates to crime solution efficiency of 88.77% and crime clearance efficiency of

89.48%. The CSE and CCE of Jan-Nov 2019 are lower compared to 2018 of same

period which is 89.49% CSE and 90.80% CCE.

The Average Monthly Crime Rate (AMCR) for Public Safety Index for the

period under review recorded 11.44 crimes per month which is 2.6 higher than the

same period of CY 2018 which recorded 10.82 crimes per month.

b. e-Blotter/CIRAS

For January–November 2019, the crime volume generated from Crime Information,

Reporting and Analysis System (CIRAS) recorded 13,311 for Peace and Order Index

(POI) and Public Safety Index (PSI) which has the same crime volume generated from

Unit Crime periodic Report (UCPER). This translates to a compliance efficiency of

100% for the whole region.

The Total Mug Shots Uploaded from January to November 2019was 6,059. This figure

is 810 higher than the personsarrested for the same period with5,249, thus interprets

to 100%compliance.

d. e- Warrant

Out of 1,770 total number of Warrant of Arrest received for the period under review

only 418 were served with arrest and 1 served without arrest.

II. Investigation / Monitoring Section

The Crime Monitoring Section of this Office is in-charge in the uploading of

Wanted Persons, monitoring and updates of all incidents uploaded in the Next

Generation Investigation System (NGIS) or the e-Projects.

a. Wanted Persons

Out of 11,454 total number of Wanted Persons from January – November

2019 only 1,671 persons were arrested or an average of 14.59% which is below the

target performance of 55% or 6,300 or a difference of 4,629. .

b. Henious/Sensational Crimes

Out of 1,738 number of Henious Crimes reported for the period of January to

November 2019 only 1,529 were filed at the Prosecutor and Court Level.

c. SITG Cases

From January to November 2019, PRO 9 has activated 13 Special Investigation

Task Group (SITG) within the Regional, City andProvincial levels of which 6 were referred in

the Prosecutors’ Office and 7 still Under Investigation.

d. Automated Fingerprint Identification System (AFIS)

Out of the total 3,795 arrested persons 2,596 tenprint cards were accepted,

180 rejected and 770 tenprint cards submitted to Crime Laboratory Office 9 with an

average of 79.28% compliance rate.

e. Review on Dismissed Illegal Drug Cases

For the period, 16 cases were reviewed out of 17dismissed cases in the

prosecutor and court levels. The dismissal of cases was due to lack of probable cause,

insufficient of evidence, non-compliance of Chain of Custudy (Section 21, RA 9165)

and death of suspect. The Regional Review Committee headed by DRDO resulted in

the filling of administrative cases to 7 personnel, 17 will undergo seminar/schooling

and 17 personnel were exonorated (Dropped/Closed).

f. Investigative Directive 15-03

In compliance to the Investigative Directive 15-03 “Guidelines in the

Investigation, Documentation and Filing of Drug-Relted Cases with Addendum”1,353

cases were filed and 1,344 certifications coming from PPOs/ZCPO/ICPSwere

submitted and 9 were not supported with certification.

III. PRE-CHARGE EVALUATION AND INVESTIGATION (PCEI) SECTION

a. PNP Personnel With Pending/Resolved Admin Cases

A total of 104 cases received 11 cases under pre-charge evaluation, 6 forwarded to

RIAS, 57 forwarded for Summary Hearing proceeding to DLOS, 7 were

dropped/closed, 23 cases wereresolved, with a total of 104 or 89.42% cases

accomplished for January to November 2019.

b. PNP Personnel Involved in Illegal Drugs

On the Internal Cleansing effort of the PNP, 1 was administratively charge and

under summary dismissal hearing at RIAS9.

IV. Women’s and Children Protection Desk

a. Data On Violence Againts Women

For January to November 2019, the total number of cases on violence against

women was 1,650, of which 1,262 were solved or 76.49% and 1,484 were cleared or

89.94%.

For January to November 2019, the total number of cases on violence against

children was 1,397 cases, of which 776 were Solved and 1,140 were Cleared which

are 55.55% and 81.60%, respectively.

c. Cases Handled by WCPD

For January to November 2019, the total number of cases handled by WCPD,

PRO9 recorded at 26 cases wherein 8 cases were insufficient financial support, 2 for

abandonment/non-support, 16 were Physically/Psychologically abused, 5 were

amicable settled, 2 for salary assignment and 5 were still under investigation.

There were 276 victims rescued and 2,148 police assistance.

V. School of Investigation and Detective Section

Traininings Conducted

The Regional Training Action Plan for CY 2019 provides that there will be 11

Investigation Competency Trainings to be conductedbroken down, as follows: two

WCPD Specialized Course, two Automated Fingerprint Identification System (AFIS),

two Crime Scene First Responders Seminar Workshop (CSFRSW) and four Criminal

Investigation Course (CIC) doneandone Investigation Officer Basic Course (IOBC).

The training program is designed to capacitate PNP personnel to include other

law enforcement agencies in the conduct of investigation to increase the crime

clearance/solution efficiency thereby gaining the trust and confidence of the public.

For the period, there were 536 personnel graduated from different

courses/seminars: Criminal Investigation Course (CIC) - 176 PNP and 23 LEA; WCPD

Course - 95; Crime Scene First Responder’s Course (CSFRC) – 100; Automated

age, married, and a resident of the aforesaid place. Subject was arrested

arrested for the crime of Kidnapping and Serious Illegal Detention with

Criminal Case Numbers 3527-1129, 3611-1165, 3674-1187 and 3608-1164.

City, joint elements of RID, PRO 9; CTD-NBI; RIU 9; 5th SAB, PNP-SAF;

Operation thru service of Warrant of Arrest that resulted to the arrest of two

(2) ASG members identified as Jamil Aril Ibrahim alias Jam/ Mil/ Malangka

Dawasal, of legal age, fisherman, married, and Majuk Tahil Amil alias Juk /

Jamal Taib, legal age, fisherman, married, all residents of Purok 1,

Barangay Arena Blanco, Zamboanga City. Subject were arrested by virtue

of Warrant of Arrest docketed under Criminal Case Numbers 3432, 3551,

3552, 3566, 3567, 3569 and 3570 issued by Presiding Judge Leo Jay T.

Principe of Branch 1, RTC, 9th Judicial Region, Isabela City, Basilan for

the crime of Kidnapping and Serious Illegal Detention defined and

as amended by Section 8 of Republic Act 7659..Subject ASG members were

involved in the Golden Harvest Kidnapping Incident at Barangay Tairan,

Lantawan, Basilan Province sometime on June 11, 2001. At About 3:40 PM

of same date, the aforesaid joint elements conducted follow-up Law

Enforcement Operation at Zamboanga City Public Market located at Magay

Street. Barangay Zone 1, Zamboanga City that resulted to the arrest of one

ASG member identified as Yong Hasim Aming alias Yong /Certain Enjie/

Ejemal, legal age, married, businessman, former resident of Barangay San

Delmundo, Jolo, Sulu Province and presently residing at Tibak, Barangay

Divisoria, Zamboanga City. Subject was arrested by virtue of Warrant of

Arrest docketed under Criminal Case Numbers 128923-H A to E issued by

Judge Toribio C Ilao Jr, of Branch 266, Pasig City, RTC, 2nd Floor Hall of

Justice, DPWH Compound, General Santos Avenue, Upper Bicutan, Taguig

City, for the crime of Kidnapping and Serious Illegal Detention with

Ransom. Subject arrested persons are transported to RTC, Branch 266,

Pasig City for the return of warrant.

At about 2:00 AM of July 6, 2019, joint elements of RIU9 PNP- IG, PNP SAF,

Tungawan MPS and PIB conducted manhunt operation at Sitio Looc Sural,

Barangay Looc Labuan, Tungawan MPS Zamboanga Sibugay that resulted

to the arrest of Gappal Saripada aka Badigo/Gong, married and a resident

of the above mentioned place by virtue of warrant of arrest docketed under

criminal case number 7220-2526 for the crime of Multiple Murder and

criminal case number 7221-2527 for the crime of Frustrated Murder issued

by Hon. Judge Danilo M Bucoy of RTC 9th Judicial Region, Branch 2, Isabela

City, Basilan. Further, the subject is the brother of Hashim Saripada aka

Ibnukashir Saripada who were the bomb makers of the Lamitan bombing

happened last July 3, 2018 under ASG Sub-Leader Furuji Indama. Arrested

person is in the custody of RIU9 for proper disposition.

At about 9:40 AM of July 24, 2019, joint elements of CIDG, Zamboanga

Sibugay PFU; CIDG RFU9; CIDG ZCFU; RID-PRO9 903rd-RMFB9; S2-904th

MPS jointly conducted Law Enforcement Operation through the

of HashimSaripada and listed as number 45 under the Periodic Status

Report (PSR) watch list on 2016. Recovered pieces of evidence from the

arrested of suspect are as follows:

Terrorism Operation at the vicinity of KCC Mall De Zamboanga located at

RadulanSahirona.k.aPutol. Subject was arrested by virtue of Warrant of

Arrest docketed under Criminal Case number 128923-H A to E (6 counts)

for the crime of Kidnapping and Serious Illegal Detention with Ransom

issued by Judge Toribio E. Ilao Jr. of Branch 266, RTC National Capital

Judicial Region, Pasig City. The arrested person and the seized items were

Barangay Lampinigan Island, Isabela City that resulted to the arrest of

Albani Arkin, 49 years old, married and resident of aforesaid place and ASG

member under Basilan-based. Subject was arrested by virtue of Warrant of

Barangay Baliwasan, Zamboanga City,Rody Asiri Marail, male, 36 years

old, married and a resident of Maimbung, Sulu and Nash Rasad Amik, male,

single and a resident of Maimbung, Sulu. The arrested persons are

members of the Abu Sayyaf Group - Urban Terrorist Group (ASG-UTG)

under the leadership of RadulanSahiron alias Putol operating in Sulu

Province to include Basilan Province and Zamboanga City. Confiscated

from their possession and control were the following: Four non electric

blasting caps; One electric blasting cap;Five 40MM live ammunitions;

Detonating cord; Undetermined weight of suspected ANFO placed in 500ml

transparent plastic container; One cellphone suspected to be triggering

device;Electric tape; Stranded electric wire with different colors;

Undetermined length of magnetic wire; Undetermined weight of common

nail; One round bamboo containing undetermined weight of white granules

suspected to be ammonium nitrate; One unit Q-Net cellphone; and19

pieces live ammunitions of caliber 5.56.The arrested ASG-UTG

personalities were brought to the Office of CIDU 9 for documentation and

At about 10:00 PM of September 23, 2019,DMU personnel of Zamboanga

City Police Station 4 together with RID, MBLT 11 and MID-4 MIU-PMC

conducted manhunt operation at Zone 1 Barangay Mercedes, Zamboanga

City that resulted in the arrest of Amran Indanan Dala, male,32 years old

(DOB: 04/1/1987), single, jobless, resident of Zone 1 Ascuna resettlement

site, Barangay Mercedes, Zamboanga City and an ASG member under

Basilan base ASG/KFRG sub leader FURUJI INDAMA. Subject was arrested

by virtue of Warrant of Arrest docketed under Criminal Case number 6026

for the crime of Attempted Murder and Criminal Case number 6031 and

4780-1777 for the crime of Murder issued by Presiding Judge Danilo N

Bucoy of 9th Judicial Region, Regional Trial Court, Branch 1, Isabela,

Basilan with no bailbond recommended. Arrested person is presently

detained at Zamboanga City Police Station 4 for proper disposition prior

Accomplishment on the Arrest and Neutralization of Criminal Gangs (CGs)

at about 6:10 PM on February 5, 2019 at PurokLubay, Barangay Lapaz,

Naga, Zamboanga Sibugay, PNP personnel of Naga MPS, ZSBYPPO

proceeded to the said place to verify the reported shooting incident that

transpired which, resulted to the death of AljemarWahab a.k.a. “Je

Wahab/RG Wahab/Yusop”, a Top no. 9 Most Wanted Person (Regional

Level) with pending Warrants of Arrest for the crimes of Murder with the

use of Loose Firearms and Murder docketed under Criminal Case Nos.

I-6692 and 6080 respectively..Initial investigation disclosed that, four (4)

unidentified suspects riding motorcycles, shot and killed the subject-

wanted person and fled the incident. The victim was buried according

to Muslim tradition after the processing of the crime scene..Further,

subject wanted person was a criminal gang member under

BarahamaAlih group and was actively involved in the proliferation of

illegal drugs in Zamboanga Sibugay.

At about 6:00 PM of March 20, 2019 at Barangay Aguada, Isabela City,

elements SDET personnel of Isabela CPS conducted buy-bust operation

that resulted to the neutralization of Dahwan Abdisul Hudjalal

(DPO),legal age, married, a resident of Barangay Menzi, Isabela City, a

gun-for-hire personality and a member of Criminal Gang under Anjawani

Group. Subject was also a DI Watch listed under Talib Pawaki Drug

Group and ASG member under ASG Commander Furuji Indama alias

Abu Sopek. Accordingly, the subject shoot towards the operating team

upon sensing that his customer was a police officer for that reasons the

operating team fire back that caused his death. Also arrested during the

operation were Dennis Yu Silveo aka Denden / Masi, 37, married and a

resident of Aguada, Isabela City; AlsamSaluan Marvin aka Marvin, 22,

single and a resident of Doña Ramona, Isabella City; and Jeffrey

Buenviaje Barreraaka Jeffrey, 40, married and a resident of Begang

Barangay, Isabela City, all are user, Street Level Target (SLT) and Newly

Identified personalities on Illegal drugs who were doing pot session.

Confiscated from their possession and control were the following items:

Six pieces sachets of shabu and drug paraphernalia; One piece Five

At about 2:00 AM of November 22, 2019, joint elements RID9, CIDG RFU9,

RMFB9, and PS8, ZCPO implemented Search Warrant at Barangay

Sinunuc, Zamboanga City that resulted to the arrest of Noli Hassan

Askalani, (Non-PSR listed), male, 46 years old, married and a resident of

Barangay Sinunuc, Zamboanga City by virtue of Search Warrant number

2019-237 for violation of R.A 9516 (illegal possession of explosive) issued

by Executive Judge Gregorio V Dela Peña III of Ninth Judicial Region,

Zamboanga City dated November 21, 2019 . Confiscated during the

operation were one unit hand fragmented grenade, one unit Caliber .45

pistol with serial number 273758 and one magazine assembly and six live

ammunition all for Caliber .45. Said person is active member of ASG Sulu

base (Non-PSR listed) under ASGL Hatip Sawadjaan. Arrested person and

confiscated items were brought to CIDU9 for proper disposition.

At about 1:00 am of June 12, 2019, composite team of JTF Zamboanga,

CIDG (RFU9, Zamboanga City FU, Zamboanga Del Sur PFU), ISU-PA, S2-

warrant no. 2019-211 for violation of RA 9516 at Brgy. Mampang,

Zamboanga City against MASDAL JAKARIA. However, during the

implementation, the suspect opened fire towards the raiding team which

prompted the team to return fire hitting the suspect the team

immediately requested medical assistance, but subject was

pronounced dead upon examination of DR. Agbulos the team requested

SOCO to process the crime scene wherein they recovered five pieces

blasting caps, detonating cord, electric wire, one (1) unit caliber .45

pistol, several empty shells of caliber .45 pistol and fired empty shells

of caliber 5.56. the search ended at around 2:45 am of same date in the

presence of Hon. Joel C. Francisco, Brgy. kagawad and Romeo L

person is a member of Waning Abdusalam (di listed newly identified

member) involved in kidnapping activities operating in Zamboanga

At around 3:25 AM of August 9, 2019, joint elements of Isabela CPS led

by PCPT BENJEMAR M AJIBON, Chief Intelligence Section, under the

supervision of PLTCOL WILLIAM S GADAYAN, Acting COP, together

with RIU9, PNP IG and Payao MPS, conducted manhunt operation at

Purok Moonlight, Sumagdang, Isabela City, that resulted to the arrest of

SAMBRIE AKMAD JAMANG, Top 1 Most Wanted Person of Payao MPS

(Municipal Level), male, 36 years old, married, member of Criminal Gang

under Hamid Group, and a resident of Purok Moonlight, Barangay.

Sumagdang, Isabela City. During the arrest one (1) MK2 Fragmentation

Grenade was recovered in plain view at his residence. The arrest was

made by virtue of Warrant of Arrest for the crime of MURDER, under

Criminal Case No. IM-14-0833, issued by Presiding Judge, HON.

operation at Purok 6, Sitio Bubog,Barangay Nian, Dinas, Zamboanga del

Sur that resulted to the arrest of one HalilSalicula Dido,37 years old,

married, a residence of the aforesaid place and listed as Top 7 Most

Wanted Person under Regional Level and also listed Top 1 Priority

Targets on Illegal Drugs under Provincial Level of ZSPPO. At about 1:15

AM of September 10, 2019, a follow-up manhunt operation conducted

by the same PNP personnel at Purok 5, SitioSumilum, Barangay Nian,

Dinas, Zamboanga del Sur that resulted to the arrest of Maide Abdul

Sinsuat, 31 years old,married, a resident ofsaid place and listed as Top

8 Most Wanted Person under Regional Level.The accused persons Halil

Salicula Dido and Maide Abdul Sinsuat were arrested by virtue of

Warrant of Arrest for the crime of Murder with Multiple Frustrated and

Attempted Murder docketed under Criminal Case Number 17-158,

issued by Presiding Judge Ruben N. Bance of Branch 29, RTC, San

Miguel, Zamboanga del Sur dated October 3, 2017 and for the crime of

Attempted Murder docketed under Criminal Case Numbers 13-020 and

13-021 issued by Presiding Judge Edilberto G. Absin of Branch 29, RTC,

recommended. Both subject were listed in the Target List, as members

of Criminal Gang under Ansang Group and also listed in the Wanted List

on Gun-for-Hire personality. The group was under the leadership of

Anwar Ansang which operates in the province of Zamboanga del Sur

and in the province of Zamboanga Sibugay with criminal activities

likesea piracy, extortion, trafficking on illegal drugs, kidnapping,

robbery and gun for hire. Further information disclosed that the said

group have linkages and connections with the LLEs UyaDama,

AmerPalada a.k.a. Jay-ArPalada and Sanday brothers in Barangay

Sinusayan and Lower Camanga, Malangas, Zamboanga Sibugay. The

arrested suspects are temporarily detained at 1st PMFC Headquarters,

Camp Abelon, Lumbia District, Pagadian City for proper disposition

prior turn over to court concerned.

ESTOCONING (Top 2 priority targets on illegal/CG member under

Barahama Ali Group),male, married, 35 years old, high school level and

a resident of Purok Jo Rubber, Barangay La Paz, Naga, Zamboanga

Sibugay Province. The arrest was made by virtue of warrant of arrest for

the crime of violations of Section 28 of RA 10591 and Section 11 of RA

9165, docketed under Criminal Case number I-7259 and I-7260, issued

by Presiding Judge Anthony D.T. Isaw of RTC, 9th Judicial Region,

Branch 24, Ipil, Zamboanga Sibugay dated March 27, 2019 with no bail

Warrant of Arrest for the crime of Kidnapping for Ransom, docketed

under Criminal Case number IM-18-1648, issued by Presiding Judge

Imelda, Zamboanga Sibugay dated March 27, 2019 with no bailbond

recommended.Arrested person is now under the custody of PIB,

successfully arrested OMAR BINDONG AHIL a.k.a ALEX AHIL

of No. 40 Jasmine St., Area 1, Barangay Capri, Novaliches, Quezon City

for violation of Section 28 of R.A 10591 (Unlawful Possession of FAs)

and R.A 9516 (Illegal Possession of Explosive). Confiscated items were

one unit Cal. 45 pistol with magazine loaded with ammunition and one

hand grenade. Arrested person is a member of the Criminal Gang under

Muloc Group. Said group operates in the municipalities of Salug, Liloy

conducted manhunt operation against wanted person at Barangay

Tabuk, Isabela City that resulted to the arrest of Abdul Rafy Ismael

unemployed and a resident of Barangay Tabuk, Isabela City by virtue of

warrant of arrest for violation of Section 11 Article II of R.A 9165 under

Criminal Case No. 6932-3637 issued by Judge Leo Jay Principe of

Branch 1, 9th Judicial Region, Isabela City dated August 8, 2017 with

At about 10:30 AM of November 8, 2019, joint elements of 903rd MC

RMFB together with Malangas MPS, PIB and PIDMB of ZSBPPO, 1st and

2nd MC PMFC, W2 PAF and 44th IB PA conducted law enforcement

operation through implementation of Search Warrant at Sitio Limuno,

Barangay Tackling, Malangas, Zamboanga Sibugay Province that

resulted to the arrest of Saidamin Salasa Balimbingan a.k.a Dame, male,

27 years old (DOB: May 11, 1992), married, fisherman and a resident of

Purok 2, Barangay Tackling, Malangas, Zamboanga Sibugay Province.

The search was made by virtue of a Warrant issued by Acting Presiding

Judge Vicente S Dela Plaza II of RTC, 9th Judicial Region, Branch 31,

Imelda, Zamboanga Sibugay Province with Search Warrant No. IM-19-

263 for violation of R.A 10591. Seized items during the search were one

Hand Grenade, one unit Taurus 9mm with serial number SNTCW37742,

28 pieces live ammunition for 9mm pistol and two units magazine

assembly for 9mm pistol. Further, Search Warrant No. IM-19-262, of one

Dungtungan Salasa Balimbingan, residing at Sitio Bacolod, Barangay

during the search, however, the search continued and was witnessed

the following: two Rifle Grenade, one M203 live ammunition, 30 pieces

detonating cord, 70 pieces blasting cap, 28 ammonium nitrate powder,

four ANFO (dynamite) and one magazine assembly of M14.Subject is

listed No. 3 in Balimbingan Criminal Gang with Gun-for-Hire as its

primary criminal activity. Arrested person is presently detained at

Malangas MPS, ZSBPPO for proper disposition.

Accomplishment on the Arrested and Neutralization of Gun-For-Hire

Personalities

At about 9:35 AM of January 13, 2019, joint elements of RID9;

902nd MC, RMFB9 and PIB, ZDSPPO conducted Sting/Counter-

Strike and/or Stop-and-Frisk operation at PurokSaging, Barangay

Don Jose, Dinas, Zamboanga del Sur that resulted to the

neutralization of Jun Estimo Delos Reyes a.k.a. “Tabilong”, a Gun-

for-Hire Personality, former police asset and was involved in

extortion activities and illegal drugs and the unidentified cohort

who evaded the operatives. The subject was involved in the

shooting incidents of RowinoOgaCanoy, a salesman of sari-sari

store in Pagadian City on August 10, 2015 and Nelson

SandiagMontalban on May 18, 2015, both transpired at Pagadian

City. Recovered from the subject’s possession and control were

the following: 9 mm Pistol (with defaced serial number); Several

ammunitions; and Two spent shells. Further, recovered items from

the trail of the escapee were the following: .357 Caliber revolver

(with defaced serial number) with spent shells and ammunitions;

Large scarf (or “sarong”); One piece slipper; and Holster.

At about 4:30 PM of January 10, 2019 at Barangay Libuton,

Manukan, Zamboanga del Norte, joint personnel from 905th MC

RMFB9; 901st MC RMFB9; and Gutalac MPS in coordination with

Manukan MPS, ZDNPPO served the Warrant of Arrest against

Alberto BillionesMacasling a.k.a. “Arnel” for the crime of

Frustrated Murder docketed under Criminal Case No. L-002106

issued by Hon. Oscar Tomarong, Presiding Judge of Branch 28,

RTC, 9th Judicial Region, Liloy, Zamboanga del Norte. Further,

subject is a newly identified gun-for-hire personality wherein, he

was involved in the shooting incident of Bartolome Abis. On

January 14, 2019, subject was committed to Liloy District Jail,

Zamboanga del Norte by virtue of Order of Commitment.

At about 9:12 PM of January 28, 2019 at BarangaySto. Niño,

Zamboanga City, joint elements of 904th MC, RMFB9 and Intel

Operatives of RMFB9 conducted an intelligence driven operation

through law enforcement operation/sting operation with the

implementation of Target Intelligence Packet “TIP PARROT” that

resulted to the neutralization and Died During Police Operation

(DDPO) identified as AdmarAsilona.k.a Abdul / SulaimanHasilon/

Wiwing/ Intay,an ASG-UTG member and Gun-for-Hire personality.

Accordingly, subject was walking along the barangay road

carrying a plastic hand bag, thereafter, upon sensing the

approaching team he immediately drew his cal. .45 pistol and shot

several times towards the PNP elements that prompted the PNP

team to engage in a shootout. The subject throw his hand bag and

was able to escape and ran towards an abandoned building and

the operating team pursue him and ran after the suspect that

resulted to another shootout inside the building and eventually

was able to neutralized the suspect. Recovered from his

possession and control was one Cal. .45 pistol. The other

operating troops immediately secure the area to protect the crime

scene. Further, operating team immediately called the assistance

of 911 for ERT, EOD, K9, RMFB9 and SOCO. Elements from EOD,

K9, RMFB9 while rendering safety procedure to the suspected bag

of the subject they were able to recover the following items: One

and a half (1.5) Liter plastic bottle container filled with alledgedly

Ammonium Nitrate Fuel Oil (ANFO); One unit M26 Hand Grenade;

One piece Detonating Cord (Commercial) with the length of two

feet and four inches; One electric wire with the length of three (3)

ft. and four (4) inches; Four pieces Resistor; One piece Racker

Switch; One piece ECR; One piece Led Bulb; One piece unit

Cellphone; One piece Electric Blasting Cap; and Two pieces Non-

Electric Blasting Caps. Subject person is known to be an active

member of Urban Terrorist Group (UTG) under the leadership of

Marzan Ajijul who operates in the East Coast of Zamboanga City

and also a member of City Hunter a Gun-for-Hire group operating

in Isabela City, Basilan Province and Zamboanga City. He also

involved in different criminal activities and atrocities such as:

Strafing incident of Rural Bus Transit at KM7, Barangay

Buenavista, Zamboanga City; involved in roadside bombing at

Sitio Marangan and crossing Barangay Muti; invloved in the

massacre of eight fishermen at Siromon Island, Barangay Dita,

Zamboanga City and also invloved in Kidnapping and Extortion

activities links with Gapur Pingli. Subject was also a member of

ASG who served under the leadership of Hatib Sawadjaan aka

Hajan under Sulu-based as their spotter and messenger.

At around 2:45 p.m. of February 4, 2019, joint elements of RID 9;

902nd MC-RMFB9; PIB, ZDS PPO and Molave MPS conducted a

counter-strike and/or Stop-and-Frisk Operation along National

Highway, Barangay Culo, Molave Municipality, Zamboanga del

Sur, which resulted to the neutralization of two (2) gun-for-hire

personalities identified as Melvin Louie PasokBongabongaka

“BOBONG” and Ernesto L. Briones aka “ERNING”, after the duo,

when subjected to a stop-and-frisk by a number of intelligence

officers, both drew their firearms – thereby posing threat to the

said operatives to take some shots at the suspects. The whole

operation emanated upon receipt of a critical report indicating that

the above-named suspects were about to perpetrate a crime and/or

gun-for-hire hit at the above-stated vicinity. Recovered from Melvin

Louie PasokBongabong aka “BOBONG” (the backrider) were: one

(1) unit .38 calibre revolver with several ammunitions; Recovered

from Ernesto L. Briones aka “ERNING” were: one (1) unit .38

calibre revolver with several ammunitions and several

identification cards.

Intelligence Division 9, TF “TUGIS”, 902MC-RMFB9, Company

Commander, PIB-ZDSPPO in coordination with TUKURAN and

operation at Purok Padayhag 1, Barangay San Carlos, Tukuran,

ZDS that resulted to the neutralization of MUSA AMPATU aka

sensing the presence of the PNP operatives the suspects hastily

drawn out their short firearms tucked from their waist aimed and

fired the Confidential Informant (CI) and the responding Police

Officers despite exclaiming/identifying themselves as Police

Officers that compelled the Police Officers to controll the threat

that resulted to the neutralization of the herein-named subjects.

MPS, ZSPPO served the warrant of arrest to AMBONGOL

CADINGILAN a.k.a “REDEN”, male, 25 years old, married and a

farmer. The arrested person is Watchlisted on Gun-for-Hire in

Zamboanga Del Sur and is presently detained at Cotabato City Jail.

The Warrant of Arrest for the crime of MURDER, docketed under

Criminal Case No.13023-2K16 was issued by Hon. Romeo T

Descallar, Presiding Judge of Regional Trial Court, Branch 19, 9th

2nd Provincial Mobile Force Company and personnel of Dinas

MPS, all of Zamboanga del Sur Police Provincial Office conducted

Dinas, Zamboanga del Sur that resulted to the arrest of one Halil

Salicula Dido, 37 years old, married, a residence of the aforesaid

2019, a follow-up manhunt operation conducted by the same PNP

Zamboanga del Sur that resulted to the arrest of Maide Abdul

Sinsuat, 31 years old, married, a resident of said place and listed

as Top 8 Most Wanted Person under Regional Level. The accused

persons Halil Salicula Dido and Maide Abdul Sinsuat were arrested

by virtue of Warrant of Arrest for the crime of Murder with Multiple

Frustrated and Attempted Murder docketed under Criminal Case

Number 17-158, issued by Presiding Judge Ruben N. Bance of

Branch 29, RTC, San Miguel, Zamboanga del Sur dated October 3,

2017 and for the crime of Attempted Murder docketed under

Criminal Case Numbers 13-020 and 13-021 issued by Presiding

Judge Edilberto G. Absin of Branch 29, RTC, San Miguel,

Zamboanga del Sur dated April 18, 2013 with no bail

recommended. Both subject were listed in the Target List, as

members of Criminal Gang under Ansang Group and also listed in

the Wanted List on Gun-for-Hire personality. The group was under

the leadership of Anwar Ansang which operates in the province of

Zamboanga del Sur and in the province of Zamboanga Sibugay

with criminal activities like sea piracy, extortion, trafficking on

illegal drugs, kidnapping, robbery and gun for hire. Further

information disclosed that the said group have linkages and

connections with the LLEs Uya Dama, Amer Palada a.k.a. Jay-Ar

Palada and Sanday brothers in Barangay Sinusayan and Lower

Barangay Lacnapan, Kabasalan, Zamboanga Sibugay, joint

elements of PMFC, ZSBGY PPO and Scout Platoon of 44th IB,

Philippine Army jointly conducted combat operation which

served as major Internal Security Operation (ISO) against

Communist Terrorist Group on the aforementioned place. The

combat operation resulted to the arrest of three CTG

personalities were identified as Jumilyn Consilba Dominisac, 20

Guipos, Zamboanga del Sur voluntarily surrender of NPA

member identified as Florisa Timaloy Anter aka Andie/Maymay,

21 years old, and a resident of San Miguel, Zamboanga del Sur to

the elements of 902nd Mobile Company, Regional Mobile Force

Battalion 9 in coordination with 53rd IB, Philippine Army.

On February 17, 2019 at around 2:00 AM at Dipolog City,

Zamboanga del Norte voluntarily surrender of CTG member

identified as Ramil Saube aka Ramil, 26 years old, and a resident

of SitioTumanong, Barangay Macasing, Siayan, Zamboanga del

Norte. Subject is a member of Communist Terrorist Group (CTG)

with MRGU, WMRPC under Arben Garcia alias Ruben/ Bryan

Lapinig/ Bass in Platoon of Andoy Squad 2, Platoon Basil Squad

2 dual position. Subject was also listed in PSR 2017 and 2018.

At about 1:00 PM of July 14, 2019 at SitioBigaan, Balunokan,

Siayan, Zamboanga del Norte, personnel from RIU9 PNP-IG,

NICA, ZNPIB, 97IB and Siayan MPS successfully

convinced/surrendered CTG personality identify as

JhunTugunan y Ruti @ Benjie Boy, 30 years old, farmer a

resident of SitioBigaan, Balunokan, Siayan, ZDN, a member of

Squad 1, Team Basil, MRGU, WMRPC. Subject surrendered CTG

was brought at RIU9, Zamboanga City for documentation and

proper disposition.

At around 8:00 AM of July 29, 2019, one (1) section of 53IB led

by 1LT OLIVER B CAMERN (SC) PA conducting combat

operations at vicinity 51NWJ228909 Brgy Pisompongan,

Midsalip, Zamboanga Del Sur. The operating troops of Alpha

Company searched the two (2) houses were two (2) CNTs found

with FAs and assorted ammunitions. The two (2) CNTs were

identified as follows:

• RhonTanggot @ RODA, NPSRL,MRGU, armed

with one (1) caliber .38 revolver; and

• Jonathan Andamay @JONATHAN, NPSRL,

MRGU, armed with one (1) caliber .3516 and

ten (10) pieces of M16 ammunitions and two

(2) pcs of 12 gauge shotgun ammunitions.

Subject persons were brought to 1st Infantry TABAK Division,

Philippine Army, Camp Major Cesar L Sang-an, Brgy Pulacan,

Labangan, Zamboanga Del Sur for further debriefing, medical

attention and proper disposition.

PROJECT NAME

Launching of “ISUMBONG MO, I-ACTION KO!” PR09 Hotline Numbers: 0977-3102-

365 (Globe) and 0961-2977-064 (Smart).

PROJECT SUMMARY

The project aims to encourage and empower the community to get involved in the

anti-criminality campaign through information sharing relative the criminal activities to include

reports against rogue cops.

Launching of the Regular Radio Program of the PNP Zambosur dubbed as "SerbisyongPulis" anchored by the PNP personnel from Provincial Community Affairs and Development Branch in coordination with the Provincial Advisory Council (PAC) of the province of Zamboanga del Sur. Thus to enhance the image and credibility of the PNP Zambosur by extending and sharing information to the public such as crime prevention tips and other PNP related activities that involve the community.

continuously nurturing the minds of the kids not only the son’s and daughter of PNP personnel

but also to the kids living near the vicinity of the Camp. Invited cadres served as resource

speakers/facilitators during the learning activity with OCD IX as the course monitor instructor.

The ICS is an on-scene, all hazard incident management concept that can be used by all

DRRM councils and emergency and response agencies. It is a set of activities conducted as

a quick and systematized response to disasters and calamities.

BEST PRACTICE

The ZCMFC joins the Zamboanga City Disaster Risk Reduction and Management

Office as it initiated the 3 (three) Days Training on Basic Incident Command System (ICS) and

Tactical Rescue, the first part of the 5 ICS ladder courses, from November 4-6, 219 at

Executive, Tower 2, Grand Astoria Hotel. Invited

PRO 9 through front line units and intelligence community conducted the

following initiatives to prevent criminal elements to conduct criminal activities:

a. I-profile VS Illegal Drugs

With this concept, an intelligence mechanism dubbed as “I-Profile” was conceptualized as one of PRO 9’s best practices to enhance the implementation of Project Double Barrel (Anti-Illegal Drugs Operation) in the region. It will also serve as a primary analytical tool used by Police Regional Office 9 as its main Drug Watch List Data System.

b. I-protect VS Carnapping

A project dubbed as “I-PROTECT” integrating the best practices of

policing with the state-of-the-art technology, using Cloud Database and internet

connectivity as primary tool for spotting, identifying and tracking, surveillance and

other purposes. The uses of this database system provides the PNP with immediate

verification and identification of all suspected carnapped vehicles/motorcycles, real-

time information and help the operatives carry out their tasks more effectively and

improve their performance in anti-carnapping efforts.

c. I-report VS Terrorism

An intelligence mechanism dubbed as “Barangay Ko, Bantay Ko,”

wherein all PNP uniformed personnel in this PRO are directed to strengthen

information gathering in their respective barangays where they reside and serve as

the intelligence collectors and focal person/s in the intelligence mechanism.

d. I-sting VS Gun-for-Hire

A project dubbed as “I-Sting” was conceptualized to effectively,

aggressively and proactively neutralized against organized crime groups, criminals

groups in particularly Gun-for Hire Groups in Zamboanga Peninsula.

e. I-track VS Mobility Asset

A project dubbed as “I-TRACK” was conceived integrating the best

practices of policing with the state-of-the-art technology using the Global Positioning

System (GPS) as primary tool for tracking, surveillance and other purposes.

f. I-watch VS Monitoring System

A project dubbed as “I-WATCH” was conceived integrating the best

practices of policing with the state-of-the-art technology. As part of PRO 9’s

comprehensive security plan, CCTV cameras will be installed in the different strong

chokepoints and in all Provincial and City Headquarters to monitor the real-time

situations and operational security readiness of the PNP personnel.

With the gains achieved this year, PRO9 is confident that it can face the

challenges that the year 2020 is about to bring. As unified organization is optimistic

that the gains this year can further motivate each personnel to perform their duties for

this coming year with renewed vigor and enthusiasm and rest assured that the office

will continue greater dedication to serve and protect the Zamboanga Peninsula.
