2013 a été une année de bons résultats pour la FIM Europe – que de nom-breuses personnes préfèrent encore appeler l’UEM – en dépit de la situationéconomique difficile en Europe, qui a causé la perte de plusieurs sponsors,ainsi qu’une baisse du nombre de participants due à l’augmentation descoûts consécutive.Globalement, l’activité sportive n’a cependant pas connu trop de revers eta continué sa lente progression.30 Championnats et 16 Coupes ont eu lieu pour un total de 172 manife-stations, qui ont été organisées dans presque tous les pays européens. Un chiffre considérable, qui a impliqué l’ensemble des structures de la FIMEurope à leur maximum, afin de garantir la régularité du déroulement deces manifestations, en parfaite conformité avec les règlements.Parmi les nouveautés, il faut souligner la reprise, en beauté, du Champion-nat Hill Climbing Road Racing, organisé par le promoteur Joe Génoud, etla mise en place définitive de la Coupe des Nations de Courses sur Route,une coupe qui se jouait à l’origine entre deux pays, à savoir uniquementréservée aux coureurs italiens et russes.Le Motocross a répété la formule à succès des Championnats EMX 65cc etEMX 85cc, avec une première phase de sélection qui s’est déroulée dansquatre zones géographiques différentes, ce qui a permis la participationde nombreux jeunes coureurs, et une finale en Grande-Bretagne, à Matter-ley Basin.Une mention spéciale également à la belle initiative développée en colla-boration avec Honda Motor Europe, qui a donné la chance à de jeunes ta-lents de 11 à 14 ans de participer au Championnat d’Europe de Motocross150cc. 4-temps, avec 21 motocycles mis à leur disposition gratuitement. Levainqueur du Championnat s’est aussi vu offrir l’opportunité de participerau Championnat d’Europe EMX2 2014 avec la Gariboldi Honda Team.La sélection des coureurs, pour l’attribution des motos citées ci-dessus, a étéeffectuée par une équipe technique spéciale de la FIM Europe à l’occasiond’un camp d’entraînement de deux jours organisé à Lausitzring, au coursduquel les coureurs, présentés par leur FMN respective, ont été soumis àdes tests psychophysiques et techniques assez poussés.La nouvelle expérience du Motocross des Nations d’Europe, organisé auprintemps à Castelnau de Levis, a également été très intéressante. Il ne s’agitplus d’une pâle imitation de la manifestation FIM similaire, mais bien d’une

The 2013 has been a year of good results for the FIM Europe, that severalpeople still prefer to indicate as UEM, despite the difficult European econo-mic situation, which caused the loss of several sponsors as well as the re-duction of the number of participants for the consequent expenditureincrease.Overall, however, the sporting activity has not suffered too severe setbacksand continued its slow path of growth.30 Championships and 16 Cups have taken place, for a total of 172events, which have been held almost in all European Countries. A considerable amount, which involved all the structures of the FIM Europeat the most, in order to ensure the regularity of their running, in full accor-dance with the regulations.Among the news, it has to be highlighted the restart, in great style, of theRR Hill Climbing Championship, supported by the promoter Joe Génoudand the definitive statement of the RR Cup of Nations, originally started asTwo Countries Cup reserved only to Italian and Russian riders.Motocross has repeated the successful formula of the EMX 65cc andEMX85cc Championships, with a first selective phase held in four differentgeographical areas, which allowed the participation of many young ridersand with the final still in Great Britain, at Matterley Basin.It deserves a mention also a nice initiative developed in collaboration withHonda Motor Europe, which offered the opportunity to young talents from11 to 14 years to participate to the European Motocross Championship150cc. 4/stroke, with 21 motorcycles put at their disposal free of charge.To the winner of the Championship has also been offered the opportunityto participate to the 2014 EMX2 EC with the Gariboldi Honda Team.The selection of the riders, for the assignment of the aforementioned bikes,has been carried out by a special technical staff of the FIM Europe, througha two days training camp held in Lausitzring, during which the riders, pre-sented by the respective FMNs, have been subjected to careful psychophy-sical and technical tests.Also very interesting the new experiment of the Motocross of EuropeanNations, held in spring in Castelnau de Lévis (France), no longer as a poorimitation of a similar FIM event, but as a unique opportunity for the bestyoung riders of the classes 65cc, 85cc., 125cc. and 250cc. to show offthemselves at Continental level. It has been launched, jointly, also the Mo-

Un autre excellent résultat a été atteint avec la nouvelle formule du Cham-pionnat d’Europe de Speedway Individuel, lancée par le promoteur OneSport, avec quatre finales qui ont rassemblé plus de 40 000 passionnésdans les tribunes des circuits de Gdansk, Togliatti, Gorican et Rzeszow, et20 millions de téléspectateurs répartis dans 71 pays.Et pour finir, l’activité Motos Anciennes a vu l’introduction, sur une base ex-périmentale, d’une Coupe d’Enduro se disputant sur une manifestation uni-que, qui a montré un très bon potentiel et la possibilité de se développerdans les années à venir.La FIM Europe s’intéresse particulièrement au développement du secteurMotos Anciennes, car il est représentatif de l’histoire et de la culture desdeux-roues et présente des perspectives de croissance importantes dans denombreux pays, mais souvent avec le soutien d’organes non officiels et nonreconnus par la FIM.Pour ce qui est des activités qui ne sont pas à strictement parler liées ausport, la Rencontre Senior Activity a de nouveau connu un grand succèscette année à Hlohovec, dans le cadre de la célébration des 900 ans de lacité slovaque. Un bon nombre de passionnés avaient fait le déplacement,plus tout jeunes mais bien décidés à ne pas laisser pour autant leur motoau garage.En novembre, un atelier très intéressant sur le Leadership a été organisé enItalie, en collaboration avec Youthstream et Maggiora Park. Les SecrétairesGénéraux de plusieurs FMN y ont participé et ont pu discuter de nombreuxaspects de la FIM Europe et profiter d’un moment de développement per-sonnel et professionnel. L’atelier était dirigé par M. Sadhana Singh Avenali,Formateur International de L&MKYT, une compagnie mettant en applicationla méthode d’entraînement "Kundalini Yoga", qui propose une techniqueancestrale qui analyse le fonctionnement de l’esprit, apprend à l’utiliser sousses multiples facettes et aide à comprendre comment atteindre la meilleureperformance pour soi-même et pour les autres.Par contre, il n’a pas été possible, par manque de fonds, de renouveler lecours de médecine sportive d’urgence s’adressant aux médecins officiantsur les manifestations. C’est regrettable, si l’on tient compte de l’intérêt con-sidérable que cette initiative avait éveillé dans le passé.L’activité Tourisme a elle aussi connu un revers. Malheureusement, la voie

The workshop has beenleaded by Mr. Sadhana Singh Avenali, International Lead Trainer ofL&MKYT, a Company applying the training method "Kundalini Yoga",which proposes an ancient technique which analyzes the functioning of themind, teaches to use it in its many facets and helps to understand how toget the best performance for oneself and for the others.Instead it has not been possible to repeat the Emergency Sports MedicineCourse for Event Physicians for lack of funds and it was a shame, conside-ring the interest that this initiative had raised in the past.A setback has been recorded also in the touring activity. Unfortunately theroads followed by the FIM Europe, to stand as a valid interlocutor to themany fans who use two wheels for the free time have made no many pro-gresses. Surely it will be necessary to revise the followed strategies and toexplore new opportunities.Commissions have been very active, especially the Public Affairs and theMarketing, Promotion & Industry ones which, despite the limited resources

AuthorityThe FIM Europe is a European organization acting in all matters in relationwith motorcycling activities and, as such, in domains ranging from sport,tourism, leisure, environment, mobility, road safety, legislative affairs, pro-tection and defence of the rights and interests of motorcycle users.The FIM Europe is entitled to exercise any other power that has been entru-sted to it by a decision of the Board of Directors or the General Assemblyof the FIM which will specify in detail the terms of references and the timelimit thereof.As far as motorcycle sport is concerned, the FIM Europe is the supremeand sole European authority empowered to control European motorcyclingsport activities organized under its jurisdiction throughout Europe.The official titles of European Championships, FIM Europe Cups and anyother European competitions and events in all disciplines of the motorcyclesport are the exclusive property of the FIM Europe. Consequently, the FIMEurope can impose technical and economical conditions which it judgesnecessary for the running of events relative to these titles.The FIM Europe is the sole owner of all television, radio, video cassettes,marketing, advertising, merchandising, promotional, licensing and anyother rights for the European Championships and FIM Europe Cups.

AimsThe aims of the FIM Europe are to develop and promote all forms of motor-cycling in Europe as well as the co-operation and friendship between itsmembers, and notably:- to examine all questions related to the development of motorcycling in

Europe;- to organize European Championships and to establish all competitions

that appear beneficial;- to co-operate with the FIM in all matters relating to the organization of

international events and motorcycling in general;- to organize camps and seminars for riders, officials, coaches and ad-

ministrators of various FIM Europe Members;- to support the creation and development of motorcycling activities in all

European countries;- to promote the co-operation among all European FMNs;

Un peu d’histoireL’idée de créer un organisme européen de motocyclisme naquit de l’exi-gence de traiter des sujets étroitement liés à des situations particulières etlocales. Par exemple, la nécessité d’étudier une “licence européenne”,après que l’Union Européenne avait libéralisé l’activité sportive dans les 15pays adhérents, ou de trouver une solution à la très grande difficulté despays de l’Europe de l’Est pour développer un minimum d’activité sportiveinternationale dans l’état de crise consécutif à la chute du mur de Berlin.Problèmes nombreux que la FIM, organisme mondial, aurait pu difficile-ment gérer et matricer dans si peu de temps.Le 5 Septembre 1995 les représentants de 7 Fédérations Motocyclistes Na-tionales se réunirent à Munich avec l’intention de créer une Union Europé-enne des Fédérations Nationales, semblable à l’Union Latino-Américainedéjà existante et reconnue par la FIM.Les représentants des Fédérations Nationales présentes à Munich, cellesde la France, de l’Italie, de la Suisse, de la Grèce, de la Slovaquie, du Por-tugal et de l’Allemagne (ADAC) signarent un protocole d’accord, dans le-quel il éait précisé que le nouvel organisme n’était pas né en oppositionlesquellesà la FIM, mais à l’intérieur de la FIM pour favoriser la promotion,le développement et la diffusion du motocyclisme dans le Vieux Continentet une collaboration plus étroite entre les Fédérations Nationales, spéciale-ment avec celles des pays où le motocyclisme n’était pas encore très déve-loppé.Lors de la réunion suivante à Bratislava le 27 Novembre 1995, d’autresFédérations Nationales (Biélorussie, Bulgarie, Estonie, Hongrie, Lituanie etRépublique Tchèque) demandèrent de faire partie du nouvel organisme.L’élection de Francesco Zerbi à la présidence de la FIM donna un nouvelélan à ceux qui avaient cru en cette initiative et le 17 Février 1996, à l’ini-

- to represent the interests of motorcyclists before European authorities;- to promote in the media the sport of motorcycling and the use of motor-

cycles in all of Europe.

A little bit of HistoryThe idea of creating a European motorcycle organization was starting fromthe need to face certain themes strictly connected to particular local situa-tions. For example, the necessity to study a “European licence”, after theEuropean Union had liberalized the sport activity in its 15 affiliated coun-tries, or to find a solution to the great difficulties of the Eastern Europe coun-tries in developing an international sporting activity in the situation of greatcrisis after the fall of the Berlin wall. All the problems that the FIM, world-wide organization, would have mana-ged and controlled with difficulty in such a short time.On the 5th September 1995 the representatives of 7 National MotorcycleFederations met in Munich in order to create a European Union of the na-tional Federations, like the Latin-American Union that has existed for manyyears and recognized by the FIM.The Federations who were present in Munich are those of France, Italy,Switzerland, Greece, Slovakia, Portugal and Germany (ADAC). A docu-ment of agreement was signed in which it is specified that the new organi-zation was not born in opposition to the FIM but inside it, in order toimprove promotion, development and diffusion of motorcycling in the OldWorld and achieve a strict cooperation among the National Federations,especially with those countries where motorcycling was not yet developed.During a further meeting in Bratislava on the 27th November 1995 otherFederations (Belarus, Bulgaria, Estonia, Hungary, Lithuania and Czech Re-public) asked to be a part in the new organization.The election of Mr Francesco Zerbi as the FIM President gave a new enthu-siasm to those who had believed in this initiative and on the 17th February1996, on the FFM initiative, a Constituent Assembly was convened in Parisduring which 21 National Motorcycle Federations decided to join the UEM.Germany was no more represented by the only ADAC, but by the NationalFederation (OMK).The Assembly approved the Statutes and elected Mr Jean-Pierre Mougin as

Le siège légal de l’UEM fut fixé à Mies, auprès de la FIM,et le Secrétariat Exécutif à Rome, compte tenu de la nomination de M. Vin-cenzo Mazzi comme Secrétaire Général.M. Wilhelm Lyding, président sportif de l’ADAC et promoteur de la consti-tution de l’UEM, fut nommé Président d’Honneur.Deux Commissions furent aussi constituées, une Commission sportive pré-sidé par M. Dieter Junge et une autre chargée de la Promotion, du Tourismeet Voie Publique présidée par M. Jorge Viegas, toutes deux composées parde Groupes de Travail spécifiques dont les membres n’étaient pas élus, maisnommés par le Conseil de Direction, afin d’avoir une certaine garantie d’ef-ficacité et de flexibilité.Cette organisation est validée provisoirement pour deux années, le tempsnécessaire afin que l’UEM pût grandir et faire ses premiers pas. Pendantce temps, un Groupe de Travail présidé par M. Jacob Douglas fut aussiconstitué afin de revoir le texte des Statutes et proposer un Règlement Inté-rieur. Le premier Congrès de l’UEM s’est tenu les 5 et 6 juillet 1996 à Cologne,Allemagne, regroupant les délégués de 29 des 33 Fédérations affiliées.L’UEM fut reconnue de la FIM lors du Congrès du 1997 à Athènes.En 1997 la FIM amende ses Statutes en adoptant les dispositions relativesaux CONUs lesquelles sont entrés en vigueur le 19 octobre 1998.Par la suite l’UEM est reconnue comme Union Continentale (CONU) lorsdu Congrès FIM de 1998 à Cape Town.A partir de 1998, l’UEM a reçu de la FIM la responsbilité d’organiser desChampionnats et Coupes Européennes.En 2010, la FIM adopte des modifications statutaires et les CONUs son dé-sormais appellées FIM Africa, FIM Asia, FIM Europe, FIM Latin America,FIM North America et FIM Oceania.L’Assémblée Générale extraordinaire de l’UEM du 30 Novembre 2012 apris la décision de modifier ses Statutes en conséquence.



President, the eight members of the Management Council and two Auditors.The legal Head Quarters of the UEM was located in Mies at the FIM He-adquarters and the Executive Secretariat in Rome, considering the appoin-tment of Mr Vincenzo Mazzi as Secretary General.Mr Wilhelm Lyding, ADAC Sport President and promoter of the UEM con-stitution, was appointed Honorary President.Two Commissions were also formed, a Sporting Commission presided byMr Dieter Junge and a Commission for Promotion, Tourism, Road Safetyand Mobility presided by Mr Jorge Viegas, both composed of specificWorking Groups whose members were not elected, but appointed by theManagement Council in order to grant a certain efficiency and flexibility.This organization had a temporary validity of two years, the necessary timefor the UEM to grow up and move the first steps. In the meantime, a Wor-king Group presided by Mr Jacob Douglas was also formed in order torevise the text of the Statutes and to propose the By-Laws.On the 5th and 6th of July 1996 the first UEM Congress was held in Köln/Germany and the delegates of 29 of the 33 affiliated Federations tookpart.The FIM officially recognized the UEM at the 1997 FIM Congress inAthens.Thereafter the official recognition of six Continental Unions (CONUs) tookplace at the 1998 FIM Congress in Cape Town.In 2010, FIM amended its statutes by deciding the six existing CONUswould be named henceforth as follows: FIM Africa, FIM Asia, FIM Europe,FIM Latin America, FIM North America, and FIM Oceania.On 30 November 2012, an Extraordinary General Assembly took the de-cision to modify its statutes accordingly.
