CONSTITUTION

1. Tho G uild s h a ll be known as th e Suffo lk G uild of R ingers f o r th e Diocese of S t . Edmundsbury and Ipsw ich.

2 . The O ffice rs of th e G uild s h a l l c o n s is t o f : The Lord Bishop of th e Diocese as P ro a id en t, P a tro n s , V ic e -P re s id e n ts , Chairman, R inging M aster, S e c re ta ry and T reasu re r, A udito r and th e Technical A dviser.

3. The G uild s h a l l o o n s is t of (a ) R inging Members (b) P ro b a tio n e rs , (c ) Ju n io r Members, (d) Honorary Members (e ) L ife Members.

(a ) R inging Members may be e le c te d a t any m eeting where th e re a re f iv e o th e r members p re se n t; o r p ro v is io n a lly by two o th e r members, be fo re s t a r t i n g f o r a p e a l . R inging Members may be e le c te d as soon as they have rung 120 changes on a tower b e l l o r on two handbells re ta in e d in hand. The su b sc r ip tio n o f R inging Members s h a l l be £1 .00 p e r y e a r. R inging Members, on a t ta in in g th e age of 70 years s h a ll become Honorary L ife Members.

(b) P ro b a tio n ers may be e le c te d a t any m eeting where th e re a re f iv e o th e r members p re s e n t . This grade o f membership i s f o r th o se le a rn in g change rin g in g b u t who have n o t y e t rung 120 changes on a tower b e l l o r on two h an dbells re ta in e d in hand. The su b sc r ip tio n o f P ro b a tio n ers s h a l l be 50p p e r y e a r.

(0 ) Ju n io r Members under th e age o f 16 y e a rs , who s h a ll pay h a lf th e annual su b sc r ip tio n .

(d) Honorary Members may be e le c te d on a payment o f £1 .00 p e r y e a r .

The Committee s h a l l c o n s is t of th e P re s id e n t, V ioo-Prnoldontu , Chairman, Ringing M aster, S e c re ta ry and T rea su re r , Report E d ito r , L ib ra r ia n ; T echnical A dviser, Pearson H andbells T ru stee s , D is t r io t Chairman (ex - o f f i c io ) , D i s t r i c t S e c re ta r ie s ( e x -o f f i c io ) , to g e th e r with two e le c te d numbers from each D i s t r i c t , seven to form a quorum. The Committee w ill meet a minimum of th re e tim es du ring th e y e a r .

The a rea covered by th e G uild s h a l l be d iv id e d in to D i s t r i c t s , each o f which s h a ll have i t s own Chairman, R inging M aster, S e c re ta ry and Committee, who s h a ll be e le c te d a t th e D i s t r i c t Annual M eeting. Each D i s t r i c t w ill e le c t two r e p re s e n ta t iv e s to se rv e on th e G uild Committee. The S ec re ta ry w i l l :

(a ) Arrange M eetings f o r p r a c t ic e .

(b) Arrange f o r in s t r u c t io n .

(c ) C o lle c t th e su b sc r ip tio n s o f a l l members.H.B. In each company th e re s h a l l be chosen a S e c re ta ry , o r C aptain , o r Ringing M aster, who s h a ll c o l le c t a l l s u b s c r ip t io n s , as soon as p o ss ib le a f t e r January 1 s t and send them to th e D i s t r i c t S e c re ta ry .

(d) Forward th e se su b sc r ip tio n s to th e General S e c re ta ry to g e th e r w ith h is r e c e ip t book and d e ta i l s o f any ex p en d itu re , a t th e end o f th e y e a r f o r a u d it .

The G uild s h a ll be a f f i l i a t e d to th e C en tra l Council of Church B e ll R ingers , and s h a l l lo y a l ly ab ide by th e ru le s and d e c is io n s th e re o f .

The C o n s titu tio n may be amended by a tw o -th ird s m a jo rity o f th e members p re se n t a t an Annual o r S pec ia l General Meeting prov ided th a t 14 day1s n o tic e of th e proposed amendment has been sen t to a l l members and prov ided th a t n o th in g h e re in co n ta in ed sh a ll a u th o r ise any amendment which s h a l l have th e e f f e c t o f th e S o c ie ty cea sin g to be a c h a r i ty in law .

In th e event o f d is s o lu t io n o f th e G uild any a s se ts rem aining a f t e r th e s a t i s f a c t i o n o f a l l i t s deb ts and l i a b i l i t i e s sh a ll no t be p a id to o r d isb r ib u te d among th e members o f th e G uild b u t s h a l l be g iven o r t r a n s ­f e r r e d to such o th e r c h a r i ta b le i n s t i t u t i o n o r i n s t i t u t io n s having s im ila r o b jec ts to th e G uild .

RULES

S u b scrip tio n s s h a l l be due in advance on January 1 s t an n u ally .

Any member whoso su b s c r ip tio n i s unpaid on December 31st s h a ll lo s e h is membership. Ho p ea l s h a ll be reco rded un less th e su b sc r ip tio n s of a l l ta k in g n a r t in i t a re p a id . Lapsed members may be r e in s ta te d on payment of 10p in a d d itio n to th e annual, su b s c r ip tio n .

3* Should a R inging Member, having p a id f iv e consecu tive y ears su b sc r ip tio n s remove from th e D iocese, he may w ithout payment become a Non-Resident Member f o r such time as he con tinues to re s id e o u ts id e th e D iocese.

h . All R inging a t m eetings of th e G uild s h a ll be under th e d ire c tio n of a Ringing M aster and s h a ll be such as i s approved by th e C en tra l C ouncil.The d ec is io n s o f th e C en tra l Council s h a l l be recogn ised in reco rd in g any r in g in g perform ances.

5. A pea l fee of 10p p e r rope i s payable in re sp ec t of a l l p e a ls rung fo r the G uild . Conductors a re re sp o n s ib le f o r c o lle c t in g and forw arding them to th e General S e c re ta ry . No p ea l w il l be recorded un less th e peal fees have been p a id .

6 . The S ec re ta ry may pay, on re q u e s t, 2nd c la s s re tu rn ra ilw ay f a re , to g e th e r w ith a maximum of two n ig h t 's h o te l expenses to such re p re se n ta t iv e s a tte n d in g th e C en tra l Council M eeting, prov ided th a t th e t o t a l indeb tedness of the G uild fo r a l l r e p re se n ta t iv e s does no t exceed £20 in any one y e a r .

7 . The Committee may remove a member from the G uild f o r a se rio u s o ffence a g a in s t th e O bjects and R ules, su b je c t to appeal a t a General M eeting.

8. The O b jec ts , C o n s titu tio n and Rules can only be a l te re d by a General Mooting a f t e r th re e m onth's n o tic e given a t a General M eeting.

REGULATIONS r e la t in g to PEARSON'S HANDBELLS

1. The Poarson H andbells a re th e p ro p e rty o f th e Suffo lk G uild of R ingers, under th e care of the T ru s tee s . They a re loaned to any member o f th e G uild whose name appears in th e c u rre n t Annual R eport, according to th e re g u la tio n s r e la t in g to th e h an d b e lls .

2 . The b e l l s a re loaned in th e f i r s t in s tan c e f o r a maximum p e rio d of th re e months. At th e end of t h i s p e rio d th ey a re to be re tu rn e d to th e T rustees by th e borrow er, and th ey may then be loaned fo r a f u r th e r th re e months i f they a re not req u ired by ano ther member o f th e G uild. I f th ey a re borroy/ed fo r th is f u r th e r p e r io d , th e borroY/er may be asked to re tu rn th e b e l l s to th e T ru stees i f th ey are re q u ire d by ano th er member o f th e G uild. A member from ano ther tower has p r i o r i t y over a member from th e same t o n e r as th e p receeding borrow er.

3. The b e l l s are th e r e s p o n s ib i l i ty o f th e borrow er, a f t e r he has signed fo r them, u n t i l th ey are re tu rn e d to the T rustees by the borrov;er. The b 9 l ls a re not to be loaned to anyone by th e borrow er w ithout th e p r io r consent of both o f th e T ru stee s .

h i Thn b o l ls must be re tu rn e d to th e T ru stees upon re q u e s t. The T rustees should mideavour to give seven days n o tic e i f they re q u ire th e b e l l s and should re tu rn them to th e borrow er as soon as p o s s ib le .

I f th e b e l l s a re re q u ire d f o r a p a r t i c u l a r occasion , th ey can be re se rv ed up to th re e months in advance.

The T ru stee s a re re sp o n s ib le to th e Committee of th e G uild f o r th e a d m in is tra ­t io n of th e b e l l s , and t h e i r d e c is io n s reg ard in g th e b e l l s can be revoked by th e Committee.

The T ru stees and th e Committee of th e G uild would be g ra te fu l f o r f in a n c ia l h e lp f o r th e m aintenance o f th e h an d b ells from members who have enjoyed th e use of them.

STRIKING COMPETITION RULES

The com petition s h a l l tak e p lac e on th e t h i r d Saturday in May o r on any o th e r da te as s h a ll be decided by th e Committee.

A ll bona f id e members of th e G uild may compete p ro v id in g t h e i r su b sc r ip tio n s a re p a id .

No member may r in g in more than one p ie c e .

A band competing as a re p re s e n ta t iv e band o f a p a r t i c u la r tow er must have a t l e a s t fo u r members shown in th e annual re p o rt as members of th a t tow er, or who a re bona f id e Sunday S erv ice r in g e rs a t th a t tow er.

Each band must have a r e p re se n ta t iv e p re se n t a t th e draw, th e tim e o f th e draw to be a d v e rtis e d in The R inging World.

Two m inutes round r in g in g and stan d w il l be allow ed f o r p r a c t ic e b e fo re th e t e s t p ie c e .

The t e s t p iece w il l be 22*.0 t r u e changes o f any reco gn ised Doubles o r Minor method. In th e event of a team rin g in g Doubles a cover b e l l must be used.The len g th o f th e t e s t p iece may be shortened a t th e d is c re t io n of the R inging M aster in the event o f a la rg e e n try .

A re se rv e r in g e r , appoin ted by th e R inging M aster, w il l be a v a ila b le to teams m eeting s h o r t , a t th e d is c re t io n o f th e Ringing M aster.

Three judges, appoin ted by th e Committee, w il l be p re se n t . T h e ir d ec is io n i s f i n a l .

GENERAL SECRETARY'S REPORT

At th e end o f my R eport f o r 1974 I t r i e d to encourage members to tak e a more a c t iv e p a r t in th e working o f th e G uild . Looking back over 1975 I f in d i s a very d isco u rag in g e x e rc is e f o r I can see l i t t l e th a t has happened which could be o f much s ig n if ic a n c e in th e annals o f th e G uild . Our membership has f a l l e n - perhaps t h i s was to be expected a f t e r an in c re a se in su b sc r ip tio n s - b u t su re ly -tw o pence a week i s not much to ask as an annual s u b s c r ip t io n . I t has been s a id th a t th e G uild does n o th in g f o r i t s members bu t I would co u n te r th a t w ith the answer th a t one g e ts out o f th e G uild ju s t as much (o r perhaps more) as one i s p repared to c o n tr ib u te . I t i s worth ask ing o n e se lf th e q u estio n 'What do I do f o r th e G u ild? ' and i f th e answer i s 'N o th in g ' th en ask of oneself'W hat can I do to help the G u ild ? ' I f e e l su re th a t th e re i s some u se fu l c o n tr ib u tio n th a t each and every member could make and th e re i s a mass o f work to be done around th e D iocese.

In A p ril th e Annual General M eeting was h e ld in Ipsw ich w ith the S erv ice a t S t . M arg are t's Church and th e te a and b u sin ess m eeting in th e G a rre tt Memorial H a ll. There was a good g a th e r in g o f members and a f in e te a p rep ared by th e lo c a l la d ie s was follow ed by a somewhat l i v l i e r than usual m eeting, th e co n ten tio u s p a r t o f which r e s u l te d in a recommendation th a t th e Committee look c lo s e ly a t our C o n s titu tio n and R ules. The S tr ik in g Com petition was h e ld a t N'ayland and a t t r a c te d th e b ig g e s t e n try ev er. This was perhaps th e most encouraging p a r t of th e y e a r .Two General M eetings v?ere h e ld - one a t Stonham Aspal and th e o th e r a t B uxhail.On both occasions th e C en tra l D i s t r i c t were most generous in allow ing us to tak e over p a r ts of t h e i r m eetings. As a r e s u l t th e f i n a l necessa ry adjustm ents to th e C o n s titu tio n were approved and I am p lea sed to re p o rt th a t th e G uild i s now r e g is ­te re d as a C h a rity . The amendments can be seen elsew here i n th e R eport.

The E xecutive Committee has met th re e tim es during th e y e a r and d e a lt w ith th e ro u tin e a d m in is tra tio n o f th e G uild . The most im portan t d e c is io n was, as a r e s u l t of th e p roposa l a t th e A.G.M., was to s e t up a sm all r e p re se n ta t iv e sub­committee to s c r u t in i s e our C o n s titu tio n and Rules and to f i n a l l y re p o rt back to th e Committee and then th e G uild any recommendations which th ey may have. Your E xecutive Committee re p re s e n ta t iv e s and your Rules sub-committee re p re se n ta t iv e s should have kep t you up to d a te on a l l th e se m eetings. Your C en tra l Council d e le g a te s a tten d ed th e m eeting a t L inco ln and d e ta i le d r e p o rts o f th a t occassion appeared in th e ’R inging W orld’ . At th e tim e o f w rit in g t h i s re p o rt th e Rules sub-com mittee (P r in c ip a l O ff ice rs and a r e p re se n ta t iv e from each D i s t r i c t ) has met only once. I t took a co n sid erab le tim e to e le c t a l l th e D i s t r i c t re p re se n ta ­t iv e s to t h i s sub-com m ittee and hence we have only had tim e to meet on a s in g le o ccassio n . Another m eeting i s p lanned b e fo re th e 1976 A.G.M. Some in te r e s t in g id eas were exchanged and a l l agreed th a t th e re was need f o r some changes.

There h is been an encouraging response to our i n v i t a t io n to members o f th e c le rg y to jo in us as Honorary Members and support our work, b u t a la s , as I have a lre ad y s a id , our membership o f r in g in g members has f a l l e n . I s t h i s th e o ld problem o f f o rg e t t in g to ra y su b sc r ip tio n s I v/onder? I t i s up to each member to pay h is tower s e c re ta ry o r D i s t r i c t S e c re ta ry and not to s i t back and w ait to be asked f o r the money. Probably because of t h i s ( th e re a re o th e r f a c to r s to o ) th e in fo rm atio n needed to produce t h i s y e a r 's R eport has been coming in slow ly and your R eport E d ito r has had a v e ry d i f f i c u l t t im e . TREASURER'S REPORT

I have decided to se p a ra te th e T re a su re r 's Report from my o th e r re p o rt in th e hope th a t i t w ill be e a s ie r f o r members to understand . With th e in c re a se in su b sc r ip tio n r a te s one would expect an in creased income b u t th is has n o t been as much as wa3 hoped fo r because o f th e reasons mentioned in th e S e c re ta ry 's R eport. However, as th e Balance Sheet shows, I have been ab le to t r a n s f e r the sum of £238.50 to the R esto ra tio n Account. This account has b e n e f ite d a lso from c o l­le c t io n s and donations from some generous people and P .C .C .s . Two groups deserve sp e c ia l mention - th e la d ie s who prepared th e A.G.M. te a and, having c o lle c te d payment f o r th e food, decided to donate th e money (and t h e i r tim e) to Guild funds and secondly the m agnificen t e f fo r t s o f those who run th e G uild S o c ia l, whose work enabled £43 p r o f i t to be put in to th e R e sto ra tio n Account. The i n i t i a t i v e and e f fo r t o f Roger P e te rs (C hief T ie Salesman) must not go unmsntioned. So f a r we have made a p r o f i t o f £8 .47 on t h i s ven ture b u t i f Roger can s e l l th e rem ainder o f h is superb t i e s to members we stan d to make a t o ta l p r o f i t of £57*67* Have you bought a t i e y e t? The ba lan ce of th e R e sto ra tio n Account looks very p lea s in g b u t we must no t be too complacent f o r £895 of t h is i s a lread y promised in v a rio u s g ra n ts .

The balance of the General Account i s reasonab le and allow s th e normal work­in g of th e G uild . The payments shown as 'D onations to B e ll Funds' were made a t th e req u est o f r e la t iv e s o f deceased members in l i e u of w reaths. We a lso have ( a t 31st December, 1975) a c r e d i t balance of £13*67 a t th e 'R ing ing World' • O ffice . By keeping th i s account in c r e d i t we o b ta in a s ig n i f ic a n t d iscoun t on charges le v ie d f o r Guild ad v ertisem en ts . The payment f o r th e Report E d ito r 's cony of th e 'R ing ing W orld' i s low er than i t should be - he claim ed a t th e o ld r a te s ! A new b a tc h of re c e ip t books was needed during th e y ea r and a sm all account book has been purchased to reco rd th e d e ta i ls of th e Ju b ile e Fund.

The Ju b ile e Fund showed l i t t l e a c t i v i t y f o r th e y ea r - th e in c re ased balance i s due s o le ly to th e ad d itio n o f bank i n te r e s t .

RINGING MASTER’S REPOST

The moat cursory g lance a t th e pages o f 'The Ringing World' during 1975 would have g iven you the c o rre c t im pression th a t th e number of p ea ls and q u a r te r p ea ls rung in the Diocese during th is y e a r has been sm a lle r than fo r se v e ra l y ears p a s t .I know th a t th e increased c o s t o f t r a v e l has c o n tr ib u te d to th e d ec lin e in th e number of p ea ls being a ttem pted , but a more prom inent f a c to r i s a growing re lu c ta n c e amongst members even to a ttem pt p e a ls . W hilst I have never been one to advocate th a t a l l our members should indulge in peal rin g in g fo r i t s own sake , I do urge you to show g re a te r enthusiasm when p ea ls are organ ised to c e le b ra te a p a r t i c u la r n a tio n a l, lo c a l or even p e rso n al ev en t.

This resurgence o f i n te r e s t in handbell rin g in g in th e S.W. of th e county i s a lso to be seen in o th e r a re a s , n o tab ly in theN.E. and S .E ., and we look forward to re p o rts of f u r th e r p rogress in th is f i e ld o f our a r t .

One band in p a r t i c u la r has concentra ted on rin g in g in towers which have not been amongst the most popular w ith peal bands, Hepworth being t h e i r p iece de r e s i s ­tance th is y e a r , w ith the sco rin g of th e f i r s t ever p ea l on th e b e l l s .

Personal achievem ents in p ea l rin g in g have included L e s lie B r e t t 's 9 5 0 th .,C eoil P ip e 's 9 0 0 th ., John B ly th e 's and Stephen Pettm an 's 300th.

The 1975 A.G.M. in Ipswich was w ell a tten d ed , and th e S tr ik in g C om petition a t Nayland produced the b e s t ever e n try . Of the 15 teams competing, Grundisburgh emerged the w ell-deserved w inners. I t was good to see new teams competing, and we look forward to ano ther keenly co n tested com petition , in 1976, a t "Sarmundham.

I hope th a t in 1976 e s ta b lish e d bands w il l g ive se r io u s thought to the p o s s ib i l i t y o f a ttem pting re g u la r q u a r te r pea l r in g in g , w ith th e aim of improving th e r e p e r to ire and the s t r ik in g of a l l members of th a t band. W ithout f re s h goals and h ig h er s tan d ard s to aim f o r we a l l tend to grow s t a l e . Don't drop your stan d ard s to those o f your le a rn e rs - aim highl

A survey o f Sunday se rv ic e and p ra c t ic e rin g in g during th e y e a r has shown a deal o f a c t iv i ty in some a re a s , and a d e a rth o f i t in o th e rs . In the long run our aim must be to e s ta b l i s h lo c a l bands a t towers which a t p re sen t do not have t h e i r own r in g e r s . The Debenham band was e s ta b lish e d in th is way, and s im ila r p ro je c ts a re in hand a t H arkstead , S tu tto n and H o lles ley . W hilst 'c i r c u i t ' rin g in g i s b e t te r th an none a t a l l , th e s e t t in g up o f new lo c a l bands - which w il l involve much time and e f f o r t by th o se who undertake to t r a in them - i s ano ther aim which we should have be fo re u s . Your D i s t r i c t and G uild o f f ic e r s w il l be only too p leased to hear o f towers where th e estab lish m en t of a new band i s a r e a l p o s s ib i l i t y .

TECHNICAL ADVISER'S REPORT

Two m ajor fa c to rs have caused concern in 1975* The f i r s t was th e o o llap se o f th e top o f B ild esto n church tow er and th e second was th e e f fe c t of g a llo p in g I n f la t io n on th e c o st o f h e l l r e s to r a t io n s .

At B ild e sto n th e w r i te r adv ised the p a r is h in h is d e ta i le d re p o rt o f 1962 of th e very u n sa tis fa c to ry s€ a te of th e b e l l s , th e frame and f i t t i n g s , and th e tower s t r u c tu r e . In 1972 he v i s i t e d again in connection w ith low ering th e b e l l s to sa fe ty and p a r t i c u la r ly commented in h is re p o rt on th e m ajor cracks in the w alls in th e a rea of th e s ta i r c a s e t u r r e t by th e b e l l fram e. Alas t h i s a rea gave way on 8 th May, 1975 when work was in hand to r e p a ir th e tow er. Now th e b e lf ry s ta g e has been taken down and the w alls w ill he capped o ff a t t h i s l e v e l . The west end o f th e nave and th e south a i s l e were bad ly damaged and th e co st of th e r e p a i r work w ill be c o n sid e ra b le . The d iocesan in sp e c tin g a r c h i te c ts have a l l examined th e damage and n a tu r a l ly enough th ey w il l be lo o k in g a t th e towers in t h e i r care very c a re fu lly f o r s im ila r sig n s o f d i s t r e s s . I t must be remember ed th a t B ild e sto n i s an extreme case where n e g le c t had gone on f o r many decades and where we have been unable to r in g f o r probably 75 y ea rs o r so . The w r i te r f e e ls th a t th e f a i l u r e was most probably caused by a long stan d in g ro o f le a k in th e o en tre o f th e south w all and th e weakening e f fe c t o f th e s ta i r c a s e t u r r e t in t h i s f l i n t ru b b le s t r u c tu r e .

The s teep in c re a se in th e c o st o f b e l l r e s to r a t io n work has w orried E arl Soham, th e September 1973 e stim a te i s l ik e l y to r i s e by alm ost 70$ to com pletion e a r ly in 1976.

At S t . M ary-le-Tower, Ipsw ich th e b e l l s were removed in 1975 and i t i s hoped to r e c a s t th e f ro n t s ix , th e e ig h th and, i f funds p e rm it, th e te n o r . A now frame w il l be prov ided w ith th e f ro n t e ig h t in a low er t i e r and th e ten o rs above. With i n f la t io n s t i l l s ig n i f ic a n t th e founders a re b e ing urged to com­p le te th e work as soon as p o ss ib le .

The C athedral b e l l s from th e Norman Tower remain a t Loughborough, b u t th e P rovost, th e w r i te r , th e b e l l fou n d ers , and th e Department of th e Environment re p re se n ta t iv e s met in London in October to d iscu ss th e p r o je c t . The D epart­ment i s hav ing d i f f i c u l ty w ith th e r e s to r a t io n o f th e w a lls , bu t th e b e l l founders have been re le a s e d to complete t h e i r foundry work in c lu d in g making a new frame and f i t t i n g s and overhau ling th e te n b e l l s . The b e l l s were removed e a r ly in 1973 and th e e s tim a te was based on co sts ru l in g in October 1971 so th e de lay a lre ad y occasioned w ill in c re a se th e co st of t h i s work co n sid e ra b ly . The Department i s p re ss in g on w ith th e tower work, and th e re i s a hope th a t a sound la n te rn w il l be pu t on th e ro o f as recommended in th e w r i t e r 's 1959 re p o rt to avo id n o ise nu isance in th e a rea round th e tow er. No d a te can y e t be f ix e d fo r th e re d e d ic a tio n o f th e se b e l l s .

The H adleigh b e l l s a re due to be removed to Loughborough f o r t h e i r over­haul i n January 1976.

The Bury S t. Edmunds S t . M ary's church b e l l s have now been hung dead in th e o ld fram e. Chiming s a l l i e s have been connected to th e c lap p ers and suspend­ed in th e r in g in g chamber so fo u r o r more r in g e rs can chime th e e ig h t b e l l s .

At Newton by Sudbury th e nave and tower a re in th e ca re of th e Redundant Churches Fund, and th e f iv e b e l l s , which were in a very poor s t a te , have been removed. They a re b e ing overhauled and hung dead in th e r e s to re d tow er. The Fund has only l im ite d re so u rc e s , and u n fo rtu n a te ly th e se do not run to rehang­in g th e b e l l s f o r change r in g in g . However, i f Sudbury and Newton Green develop in th e fu tu re th e b e l l s could be so hung i f re q u ire d . Covehithe church tow er has a lso been p u t in th e ca re o f th e Redundant Churches Fund.

During 1975 y our A dviser has con tinued h is in sp e c tin g work and he has now f i l l e d in h is re p o rt form f o r 365 Of our S uffo lk s e ts o f b e l l s . At Hepworth he made sundry ad justm ents and swung each b e l l in a f u l l c i r c le .The t r e b le wants a new s ta y and some m aintenance work i s needed. In th e lo n g e r term a new frame and new f i t t i n g s a re re q u ire d .

At Framlingham th e l a s t m ajor overhaul was in 1892. The t e n o r 's elm headstock has a v e r t i c a l crack in th e c e n tre and could cause t ro u b le a t any tim e and th e ends o f th e beams su p p o rtin g th e frame re q u ire examining where th ey are b u r ie d i n th e w a lls . The w r i te r gave h is recommendations f o r a complete o v erh au l. Alas s in c e h i s v i s i t th e R ecto r, Canon B u ls tro d e , has d ied , and i t i s to be hoped th a t h is su ccesso r w il l be as e n e rg e tic as he was to r a is e money to r e p a i r t h i s f in e fa b r ic and i t s f i t t i n g s .

At H a v e rh ill th e frame and f i t t i n g s a re by Day of 1903, and th e b e l l s need rehanging w ith new headstocks and f i t t e d w ith b a l l b e a r in g s . The b e l l s them selves need tu n in g , th e fram e needs t i e rods v e r t i c a l ly th rough th e s id e fram es and th e bottom c i l l needs anchoring to a l l fo u r w a lls , and th e o th e r f i t t i n g s need o v e rh au lin g . The s t a te o f th e tow er p a rap e ts was m entioned in th e 1974 r e p o rt and d e te r io ra te d s t i l l f u r th e r . Now clamps have been f i t t e d to p rev en t them and th e f u m e r p in n ac les f a l l i n g to th e ground o r on to th e nave ro o f . U n ti l th e se p a rap e ts have been re p a ire d r in g in g has been suspended.

At Cowlinge th e f iv e b e l l s a l l swing N - S which i s th e weaker way o f t h is w estern b r ic k tow er. With rounds b e in g rung th e top of th e tow er a t . p a rap e t le v e l rocks h o r iz o n ta l ly q u ite v io le n t ly and th e re i s a crack beg in ­ning in th e c en tre of th e west w all in a v e r t i c a l d i r e c t io n which changes i t s width as th e b e l l s a re rung . When changes o th e r than rounds are rung th e tower rock i s no t s e r io u s ; a n a ly s is of th e th r u s ts shows th a t because o f th e rop ing th e h o riz o n ta l th r u s ts from some o f th e b e l l s a re cum ulative in rounds. T ests showed th a t i f th e fo u r th and second b e l l s are roped on th e op p o site s id e s o f th e wheels rounds th en produced l i t t l e movement. A ction i s b e ing taken to change th e ro p in g . As we can r in g rounds f o r f iv e minutes a t a tim e i t i s v i t a l th a t the tower rock i s a ccep tab le w ith t h i s change. Any o th e r change i s qu ick ly rung and ano th er tak es i t s p lace so th e tow er does no t have much tim e to re a o t f u l ly to i t . U n til t h i s problem i s s a t i s f a c to r i l y so lved i t w il l not be d e s ira b le to add a t r e b le to make s ix . The frame f o r s ix and th e f i t t i n g s a re by Bowell o f 1909.

At Thelnetham a long stan d in g ro o f le a k has damaged th e tim ber fram e be­tween th e two te n o rs . The b e l l s were rehung in a new frame w ith new f i t t i n g s in 190? and now th e main b earin g s a re b ad ly worn. F o rtu n a te ly the b e l l chamber f lo o r i s 2 1 /4 in s th ic k oak so i f a gudgeon p in d id sh ea r the b e l l concerned would not f a l l through. The fo u rth b e l l o f 1603 i s b ad ly cracked in th e crown and now has a very poor to n e . Short term work was recommended to keep them r in g ab le b u t a long term r e s to ra t io n i s b ad ly needed.

At W a tt is f ie ld th e tower s t ru c tu re i s b ad ly cracked as i s th e fo u r th b e l l . The w r i te r rang th e fo u r o th e r b e l l s in f u l l c i r c le s su c c e ss fu lly b u t th e cracked b e l l has an incom plete p u lle y and was not swung. The tower needs r e ­p a ir in g and th e b e l l s overhauled and rehung in a new frame s e t lower in th e tower w ith new f i t t i n g s . The fo u rth b e l l o f 1584 had poor tone b e fo re becom­in g cracked and would b e s t be rep laced by a redundant b e l l o f th e r ig h t no te and th ic k n e s s .

At Gislingham th e re has been l i t t l e change s in ce th e w r i t e r ’ s in sp e c tio n in 1954* The tower ro o f s t i l l leak s l ik e a s ie v e . In 1962 he no ted a c rack in th e crown o f th e t h i r d , and now th e fo u r th i s c racked in th e soundbow. A new frame and f i t t i n g s a re v i t a l here i f th e b e l l s a re ever to be r in g a b le ag ain .

At P o s lin g fo rd th e tower ro o f has been re p a ire d and th e b e l l s a re r in g in g ag a in . At Stowmarket th e upper p a r t o f th e sp ire has had to be removed as be­in g dangerous b u t th e b e l l s here are now r in g in g aga in . At Barking th e wrought i ro n b e l l frame by Bowell of 1911 has been c leaned down and p a in te d .
