Leslie wants people to know that there are challenges and obstacles to re-opening. Parents do have concerns, as there is an impact on children and families- multi generational homes. They listened to the science, tried to manage the changes. Relied on group of other directors for support. But it’s not hopeless. “We are the foundation of hope as we help children.” Continuing to figure out how to reopen. Opened July 1 to reacclimate. Opened fully on July 6th survey results varied between those who said they would return at the beginning of the pandemic and those that said they would return in reality. Continue having conversations with families. People felt better when reacclimated because saw procedures in place. Families told expectations and non-negotiables. Has changed even from opening. Have made deeper connections with families by “Being in their homes” Families see that changes are manageable. Double staffing to account for cohort learning places- children stay in same rooms, stay outside as much as possible. Financially can’t stay open this way. Continue to advocate for funding.
State- $116 CARES being distributed this month; will use Cost of Care study data to ensure equitable distribution- ask ELRCs Federal- 2 child care bills passed house- child care is essential, child care for economic recovery act- still need to pass Senate Child Care is Essential Act - H.R. 7027 - This legislation provides for a $50 billion stabilization fund for child care programs through the Child Care and Development Block Grant (CCDBG). passed the House by a vote of 249-163. For the PA delegation all Ds and Fitzpatrick voted for the bill. Reschenthaler did not vote. All other Rs voted against it. Note that 8 members of our delegation cosponsored: Boyle, Cartwright, Dean, Evans, Fitzpatrick, Houlahan, Scanlon and Wild. Here is the link to the bill if you are interested: https://www.congress.gov/bill/116th-congress/house-bill/7027/text Child Care for Economic Recovery Act - H.R. 7327- Here are the highlights on this one: increases the child and dependent care tax credit and makes it refundable increases the exclusion from employee income for employer-provided dependent care assistance allows for carryover of unused benefits or contributions remaining in a dependent care flexible spending account from 2020 to 2021 increases funding for the child care entitlement (mandatory portion of CCDBG) from $2.9 billion to $10 billion per year starting in 2020 and continuing through 2024 provides $10 billion for CCDBG for grants to states to construct, renovate and improve child care facilities provides $850 million for the Social Services Block Grant to fund child and family care for essential workers including the child care industry. This bill passed the House by a vote of 250-161. The votes of the PA delegation were the same as the Child Care is Essential Act. Boyle, Cartwright and Scanlon are cosponsors. Contact your representatives in the House and Senate through the Child Care Relief campaign and ask them to do everything possible in these final hours of negotiation to ensure this relief package includes significant funding to actually save child care before it’s too late. Here’s what we know: The Senate Republican HEALS Act would provide $15 billion for the child care industry; And the House passed the Child Care Is Essential Act with bipartisan support, which would provide $50 billion in child care stabilization funding; But at the end of the day, if Speaker Pelosi, Leader McConnell, and the White House don’t include stabilization funding levels that will keep America’s child care providers in business in the final bill, experts predict half of America’s child care supply will disappear

Example of a Week long activity to promote diversity- Children in small groups, make flower as example, given limited materials. Then read the story “Different Just Like Me” and hold a discussion about the book. Then revisit the flower activity and ask children to make flowers any way they like, given various materials. Put two displays next to each other and ask children which flowers/garden they like better for discussion around the importance of diversity.
Be Intentional About Continuing the Conversation with Staff

To promote inclusion with families: Individual levels- Interpreters, learn about cultures, helps in formation of cultural identity, gets information to communities that may have limited access due to language barrier Center level- “Culturally humble” food services different types of food served for meals Systematically- Give a voice for advocacy to those with an English language barrier Reach out to Children’s Village if interested in more equity information
OCDEL updates: Information on 3rd round of CARES funding will come soon but it will happen in Aug. -Refer to legal and HR for questions regarding staff testing before return to work. State does not recommend because it’s one moment in time. -Tracking data of COVID in child care center report cases to certification rep and dept of health. Response will depend on individual data. If in Phila. Contact Phila dept of health. Outside of Philadelphia call State Dept of Health -School age care- OCDEL realizes CCW blended rate is not going to adequately reimburse majority of full days. Waiting on set guidance from Fed. Govt on how funding is allowed to be used due to various options from school districts available. Continue to follow OCDEL ratio guidance -Support- what are expectations for continuing education? OCDEL is meeting with PDE, there are moving parts including wifi access at centers, who will support students staff wise, there is variability in how people are addressing this. OCDEL is asking PDE to provide guidance to school districts. For assistance, reach out to pandemics coordinators of school districts, talk to families about realistic expectations, get advocates involved Sean Perkins Office of Children and Families Phila is working with School Dist of Phila for space for children to conduct learning for school dist students. Plans are in the works to address logistics for school age students. City is working on finding spaces that are safe. Dept of Health is providing guidance If you are a center that houses school age you must abide by school requirements not child care requirements in terms of health and safety - PHL PreK expected for 5 days 5.5 hours, with the understanding that it may not be feasible. More info to come. Always check listservs and Office of Children and Families website for updates -IEPs and interventions will be done in person as much as possible Follow IEP is priority for now. Intervention staff must go through same screening process as staff to enter building ELRC: Pilot project to test 2000 early education providers between now-Oct. Had first testing, provider was informed to self quarantine until results were received. This was unexpected so realize there is a need to adjust so testing doesn’t impact the operation of the program.
