Sir.This has reference to your letter No. Nil dated 22"d December, 2007 along .;vith

Form-1 and oroject report seeking environmental clearance for the above proiect underthe Environment Impact Assessment Notificat ion, 2006.

2. The Ministry of Environment and Forests has examined the application and notedthat proposal is for environmental clearaace for expansion of Ammonia lurea plant ofcapacity at Village and Post Piprola, Shahjahanpur, Uttar Pradesh by VI/s. KRiBHCOShyam Fertilizers Ltd. The existing cost of theproject is Rs. 1950 Crores. The total costof the proposed expansion will be Rs.405 Crores. The details of product and productioncapacity are as given belor.v:

5. Based on the information submitted by project authorities, the Ministry ofEnvironment and Forests hereby accords environmental clearance to above project underthe provisions of EiA Notification dated 14thSeptembcr 2006 subiect to the complianceof the fbllor.ving Specific and General conditions:

i)

SPECIFIC CONDITIUNS :

The company shall implement all thc rccommendations made in the C[a1ter o1Corporate Responsibility for Environmental Protcction (CREP) for ferlilizerindustries.

ii) The project authority shali install effluent treatment plant and sewage treatmentplant to treat the waste r,vater and the treated r,vaste water shall be recvcled/reused/used for irri gati on/green belt development.

Permission of Central Ground Water Authority/Central Ground Water Board shallbe obtained for drawl of ground water.

The project authorities shall install efficient air pollution control system to controlparticulate and gaseous emission from the plant.

The gaseous emissions (So2, Nox, NH:, fertilizer dusi) and particulate matterfrom various process units shall conform to the standards prescribed by theconcemed authorities from time to time. Emission data shali be periodicallymonitored and reports submitted to Ministry's Regional Office, CPCB and SpCB.

Spent catalysts shall be sold to authorized venders for its metal value. The othersoiids r,vastes shali be segregated and stored in the separate storage space andfinally sold to the authorized venders.

vii) The company shaii deveiop the green belt in atleast -:3o/o land area to mitigate theeffect of fugitive emissions and noise as per the gr-ridelines CpCB.

viii) Occr-rpational health surveillance of the r.vorkers shall be carriecl cut on a regularbasis and records shall be maintained as per the Factories Act.

B. GE,NERAL CONDITIONS :

(i) The project authoritics shall strictly adhere to the stipulations of the SPCBistategovemment or any statutory body.

(iii)

No fuither expansion or modifications in the plant shall be carried out ,"vithout

prior approval of the Ministry of Environment and Forests. In case of deviationsor alterations in the project proposal from those submitted to this lrirnistry torclearance, a fresh reference shall be made to the Ministry to assess the adequacy

of conditions imposed and to add additional environmental protection measnres

required, if any.

At no time, the emissions shall exceed the prescribed limits. In the event offailure of any pollution control system adopted by the unit, the unit shall be

immediately put out of operation and shall not be restarted until the desiredcfficicncy has been achieved.

(ix) The project authorities shall strictly comply '"vith the rules and guidelines under

Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989 as

amended in October, 1,994 and January, 2000 and Hazardous Waste

(Management and Handling) Rules, i989, as amended from time to time.

Authorization from the SPCB shall be obtained for collection, treatment, storage,

and disposal ofhazardous lvastes

The company shall develop rain water harvesting structures to harvest the run offwater for recharge of ground water.

The company shall undertake eco-developmental measures including communitywelfare measures in the project area for the overall improvement oi the

environment. The eco-development plan should be submitted to the SPCB withinthree months of receipt of this letter for approval.

The project proponent shall also comply r,vith all the environmental protection

measures and safeguards proposed in the EIA/EMP report.

A sepalate Environmental Management Cell equipped witir full fledged

laboratory facilities shall be set up to carry out the Environmental Manzigement

and Monitoring flurctions.

The project authorities shall earmark adequate funds to implement the conditions

stipulated by the Ministry of Environment and Forests as well as the State

Government along with the implementation schedule for all the conditions

stipulated herein. The funds so provided shall not be diverted for any other

purpose.

The implementation of the project vis-d-vis environmental action plans shall be

monitored by the concerned Regional Office of the lvlinistry/SPcB / CPCB. Asix rnonthly compliance status report shall be submitted to monitoring agencies

and shall be posted on the ,,vebsite of the Company.

(xvii) The project proponent shall inform the public that the project has been accorded

environmenial ciearance by the },zlinistry and copies of the clearance letter are

available ."vith the SPCB and may also be seen at Website of the Ministry ai

http://envfor.nic.in. This shall be advertised rvithin seven days from the date ofissue of the clearance letter, at least in tr.vo local newspapers that are r,vldely

circulated in the region of r,vhich one shall be in the vernacular language of the

(xviii) The project authorities shall inform the Regional Office as rvell as the Nlinistry,

6. The Ministry may revoke or suspend the clearance, if implementation of any of

the abo',ze conditions is not satisfrictor.v-.

./. The Ministry reserves the right to stipulate additional conditions, if found

necessary. The company in a time bound mallnel will implement these conditions.

g. Any appeal against this environmental clearance shall lie r.vith the National

Environment Appellate Authority, if preferred within a period of 30 days as prescribed

under Section 11 of the National Environment Appellate Authority Act,199'7.

9- The above conditions will be enforced, infer-alia under the provisions of the

Water(Preventit.rn & Control of Pollutir-rn) Aot,1974' Air (Prevention & Control of

Pollution) Act, 1981, the Environment (Protection) Act, 1986 Hazaldous Wastcs

(lVlanagement and Ilandling) Rules, 2003 and the Pubiic Liabilitv Insurance Act, 1991
