PHILIPPINE DEVELOPMENT SERIES: THE ANDREW TAN LECTURE SERIES(In honor of first donor)

Angara Centre for Law and Economics

The Angara Centre for Law and Economics is a Philippine policy and academic think tank dedicated to the scientific analysis and international assessment of Philippine legislation, policies and public sector programs. It aims to provide independent research and scientific exchange on public sector and institutional reforms in the Philippines. The Centre serves as a forum for continuing analysis, recommendations and information dissemination between and among public and private sector economists, lawyers, academics, and policy-makers from the Philippines and abroad. The Centre was established to honor the legacy of public reform, technocratic expertise and patriotic leadership of Senator Edgardo J. Angara.

Established and formally launched in 2012, the Centre has conducted three major conferences/roundtables participated in by Filipino academics and policy-makers together with foreign scholars from well-known foreign universities. The Centre’s inaugural conference was on Globalization, Innovation and Growth and was held in Manila in August 2012, with Dr. Tyler Cowen of the George Mason University as plenary speaker. Scholars and experts from universities in the US, Hong Kong, Australia and policy-makers and academics from the Philippines including Dr. Felipe Medalla, Dr. Raul Fabella, Dr. Diane Desierto, Atty. Vicente Lazatin, Dr. Arsenio Balisacan, and Atty. Raul Pangalangan were also featured.

In December, the Centre, with support from the World Bank, organized a roundtable and invited Dr. James Robinson of Harvard University to share his insights on Why Nations Fail, a book he co-authored with Daron Acemoglu. Filipino academics and policy-makers Dr. Gerardo Sicat, Dr. Bernardo Villegas, Dr. Felipe Medalla and Ms. Maria Ressa participated in the roundtable discussion.

In January 2013, the Centre, with support from Metrobank Foundation and Federal Land, organized another roundtable on Philippine Elections with Dr. John C. Nye of George Mason University, Dr. Alberto Simpser of the University of Chicago, and COMELEC Chair Sixto Brillantes as speakers and Dr. Mahar Mangahas, President of the Social Weather Stations (SWS), and Ms. Corazon de la Paz-Bernardo, NAMFREL National Chairperson, as discussants.

Two conferences are slated to be held this year – This July the topic will be Taking Philippine Development to the Next Level and another in December on Promoting Cooperation and Resolving Crises in Southeast Asian Territorial Disputes.

The Centre, in its desire to promote greater understanding of issues that affect the Philippines as member of the ASEAN has invited academics and scholars to share their views on ASEAN integration. Hence this series of articles on ASEAN integration.

MR. ANDREW TAN is the founder of Megaworld Corporation, one of the country’s leading real estate developers and a prime mover in spurring economic development in the Philippines.

In 2004, the Quezon City government named Mr. Tan ‘‘Businessman of the Year’’ in recognition of his ‘‘visionary leadership’’ in transforming Eastwood City into a ‘‘magnet for investments’’ and the 31 ‘‘most dynamic growth center in Quezon City’’.

Mr. Tan is the first donor of the Angara Centre for Law and Economics.

SHARON FAYE PIZASenior Research AssociateAsia-Pacific Policy Center

Ms. Sharon Faye Piza is a Consultant for the World Bank’s East Asia and the Pacific Poverty Reduction and Economic Management Department, and the South East Asia Regional Department of the Asian

Development Bank. She concurrently holds a position as Treasurer of the Board of Directors, and Research Fellow, of the Asia-Pacific Policy Center. Her research interests are regional development, poverty, migration, and agriculture.

Prior to this, she has had extensive experience in both policy and research work, holding various positions at the Food and Agriculture Organization of the United Nations (FAO), the Department of Agriculture of the Philippines, and the UPecon Foundation.

JOHN V.C. NYEExecutive DirectorAngara Centre for Law and Economics

Dr. John V.C. Nye holds the Frederic Bastiat Chair in Political Economy at the Mercatus Center at George Mason University and is Research Director

at the Higher School of Economics, Moscow. His primary research interests include European economic history and new institutional economics. Dr. Nye was a founding member of the International Society for the New Institutional Economics and has been on the editorial board of the Journal of Economic History. He was co-editor of Frontiers in the New Institutional Economics. His articles have been published in a variety of journals. In 1997, he was a National Fellow at the Hoover Institution at Stanford University. In 2003, Dr. Nye received the ArtSci Council Faculty Teaching Award. His current projects include research into the Anglo-French wine trade, the political economy of state intervention in trade, and detecting collusion in championship chess. Recent publications include “Did the Soviets Collude?: A Statistical Analysis of Championship Chess 1940-78” with Charles Moul, in Journal of Economic Behavior and Organization, 2008. His current projects include research into the Anglo-French wine trade, the political economy of policy reform, and collusion in international sporting tournaments. His book, War, Wine, and Taxes: The Political Economy of Anglo-French Trade 1689-1900 was published in 2007 from Princeton University Press. Dr. Nye received his B.S. from the California Institute of Technology and his M.A. and Ph.D. from Northwestern University.

Dr. Nye is Executive Director of the Angara Centre.

KARL KENDRICK CHUACountry EconomistThe World Bank

Dr. Karl Kendrick Chua is country economist of the World Bank for the Philippines. His work focuses on tax policy and administration, public expen- diture

management, macroeconomic management, and statistical development. Chua com- pleted his MA in economics in 2003 and PhD in economics in 2011 at the University of the Philippines School of Economics. Prior to joining the World Bank, he was lecturer of mathematics and economics at the Ateneo de Manila University and was consultant for several local and donor-funded projects. He also trained as a systems analyst in Andersen Consulting. His current research interests include the political economy of tax reform and local government fiscal capacity.

JOSEPH LOUIE LIMKINResearch AnalystThe World Bank

Joseph Louie Limkin is a Research Analyst at the Poverty Reduction and Economic Management (PREM) unit, World Bank Office Manila (WBOM).

He completed his degree in Management Economics from Ateneo de Manila in 2008, and received his M.A. in Economics from the UP School of Economics in 2010. Prior to his engagement with WBOM, he worked for the ADB and a USAID funded health project.

DR. ROGIER VAN DEN BRINK Lead Economist, PREMThe World Bank Group in the Philippines

Dr. Rogier van den Brink is a Lead Economist in the Poverty Reduction and Economic Management Department (PREM) of the East Asia and Pacific

Region of the World Bank. He oversees the PREM work in the Philippines and leads the Bank’s economic analysis on the country including the Philippines Quarterly Update. Prior to his assignment in the Philippines, Mr. van den Brink also served as lead economist for Mongolia.

He has been with the World Bank since 1992. Before joining the East Asia Region, he worked in various positions in the Africa Region, including as Senior Country Economist in South Africa; Deputy Resident Representative in Zimbabwe; and Special Assistant to the Vice Presidents. Before joining the World Bank, he was a Research Associate at Cornell University and an Associate Expert with the Ministry of Foreign Affairs of the Netherlands in Burkina Faso.

He holds a PhD in agricultural economics from the University of Wisconsin-Madison in the US, and a Masters degree in sociology from Wageningen University in the Netherlands.

DR. ARSENIO BALISACANDirector-GeneralNational Economic Development Authority (NEDA)

Dr. Arsenio Balisacan is the Secretary of Socioeconomic Planning of the Philippines and Director-General of the National Economic Development

Authority (NEDA). His research interests include agricultural economics, development economics, and poverty and income distribution. He is also currently a Professor of the University of the Philippines School of Economics after serving as Dean from 2010 to 2012, adjunct Professor of the Australian National University (ANU), and member of the National Academy of Science and Technology.

A renowned Philippine economist, he was also formerly Director of the Philippine Center for Economic Development, Director of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), Undersecretary for Policy and Planning of the Department of Agriculture, and Economist for the World Bank.

Dr. Balisacan received his B.S. (Agriculture), magna cum laude, from the Mariano Marcos State University, his M.S. (Agricultural Economics) from the University of the Philippines-Los Banos, and his Ph.D. (Economics) from the University of Hawaii.
