This Cell will comprise of Police, representatives of Shipping and the Tourism Departments. Chief Secretary has been asked to work out the modalities in this regard. Separately, the Lt Governor has also asked for streamlining of all water sports activities, particularly with regard to safety of users. Directions have been given for immediate action in this regard. According to reports the persons all of a sudden hugged the lady and demanded his money back. Not only this, the per- son has also reportedly hit the lady demanding pending payment from the Education Department. Later it is learnt, that the person had lost mental balance a few years ago and keep troubling people in simi- lar manner. When people around him called the police, the per- son, who was wearing a lungi and shirt, escaped from the scene. A team of officials under the supervision of Mr. N. Rasheed, Dy.S.P. and led by Insp. S. S. Rathore has been constituted to investigate the case. Several witnesses have been examined so far and their statements have been recorded. Underwater photography of the capsized boat has been got done by the experts. Port Blair, Jan 29: The ownerof the ill-fated boat ‘MV AquaMarine’, which capsized inthe sea on its way from RossIsland to NVF Jetty, Chathamon 26th Jan, 2014, resultingin the death of 21 tourists, hasbeen arrested by the CentralCrime Station today.

A team of officialsunder the supervision of Mr.N. Rasheed, Dy.S.P. and ledby Insp. S. S. Rathore has beenconstituted to investigate the

Expressing hisshock and grief over thetragedy, the Lt Governor saidthis tragedy should not havehappened and perhapscould have been prevented,if every individual, whetherin Govt. or private serviceshad done their job properly.Speaking in an emotionallychoked voice, he saidaccording to him the mainreasons for the tragedy canbe attributed to the greed ofsome people-greed of money,which has become moreimportant than the preciouslives of the visiting guests. Itis this greed that made themdisregard all safety aspectswhile operating the boats, hesaid. He further said thatwhile details would emergeafter the inquiry iscompleted, but preliminaryreports have indicated thatthe boat was carrying morepeople than the authorizedcapacity beside there arequestions arising on thecapability of the crew. Healso mentioned that he hadreceived condolencemessages from the Presidentof India, Prime Minister of

India, Home Minister, ArmyChief and many other peopleacross the country.            

He expressed hisdisappointment on theinaction of some of theseafarers, who despite theirpresence in the vicinity of theaccident site choose not torespond. “It is the law of thesea that boats/ships presentin vicinity of an emergency,should respond quickly tocommence the rescueoperations”, he said. On theother hand, some of thefollowing boats did acommendable rescue effort.

Expressing hisdissatisfaction on the safetyand security aspects in theboats, the Lt Governorexpressed his displeasurethat rules and regulationshave been compromised andunderscored the need forensuring safety and securityof passengers in all boats/ships being operated in theGovt and private sectors. Heissued directions to the ChiefSecretary and DGP to ensurethat all safety rules andregulations are implementedstrictly.

“There will be nocompromise on the safety andsecurity aspects”, he said andadded that he had ordered adetailed safety audit of allboats plying in and from the

islands. Detail safety SOPswill be formulated and theircompliance will be ensured.For the purpose anenforcement agency will becreated by the Administrationand coordinated by the DGPand Secretary (Shipping).Directions have been issuedto ensure that every boat/ship is sea worthy, safetyequipment is in place, crewmembers are with propertraining and insurance of thepassengers is done.

The Lt Governor alsourged the media to crosscheck information beforepublishing so that correctinformation reaches thepeople. Turning to theemergency response systemin the Islands, the LtGovernor observed that ouremergency response systemshould also focus onpreparedness for suchemergencies and ensureprompt response. While theresponse was quick, it can bestreamlined further, he said.In this connection PoliceBoats will be stationed inhigh density areas.

Towards the end, theLt Governor thanked all whohelped in the rescue and reliefoperations and thus ensuredthat many lives were savedand bodies transported thevery next day.

If it is mandatory, then why press release. The caretakersshould be providing life jackets and supervising that statu-tory orders are obeyed. In Gandhi park, which has a vastpond, I doubt any Lifeguards are employed and oncepeople takes out the paddle boat, it is not even properlyvisible for the park authorities.

Senior SecondarySchool Rangat and Govt. Se-nior Secondary School SabariJunction honor Late AmalMondal and Late BishnuPada Mallick, who died on28.01.1983 in a shootout atRangat.

This year also stu-dents paid their homage to theMartyrs by garlanding thestatue followed by a rally,wearing black dress and rib-bon in the presence ofPradhan, Rangat and otherpeople of the Rangat area.

But it is sad to notethat some of the authoritiesincluding Education Depart-ment Staff didn’t support stu-dents to observe Sahid Divas.

3 RAMT to be deployed atPort Blair during Milan – 14

Port Blair, Jan 29: A RapidAction Medical Team(RAMT) of the Indian AirForce is being deployed atPort Blair during Milan -14,to showcase India’s Humani-tarian Assistance and Disas-ter Relief (HADR) capabil-ity. The Government of India,authorized raising of threeRAMTs in 1999, to provideimmediate and organized de-finitive medical and surgicalaid in event of any disaster.Accordingly, 1, 2 and 3RAMTs were raised, and co-located with three AF Hospi-tals at Bangalore, Jorhat andHindon. The units are ca-pable of moving rapidly by airor road, to provide aid to Cen-tral or State Administration.

The RAMT is a selfcontained unit with all com-ponents for setting up a 25bedded mobile hospital. Thetent based hospital is contain-erized in 38 containers andweighs 44 tons. Supportequipment like forklift, gensetetc weigh 14 tons. TheRAMT is self sufficient at the

site of disaster within thecountry or abroad for a pe-riod of seven days, extendableif re-supply is ensured. It canconduct eight life saving sur-geries per day, and can handlea total of one hundred casesper day, including in patients,out patients and casualtyevacuation.

No 3 RAMT fromHindon will be establishing itsmobile hospital at Netaji Sta-dium, Port Blair from 04 Feb

14 onwards. The hospital willbe open to visits by the gen-eral public from 05 to 08 Feb14. Besides a demonstrationof the infrastructure and ca-pabilities, the hospital will alsobe providing medical assis-tance to the local populace.

Arvind Kejriwal has tappedinto India`s love of anarchy

Mahatma Gandhitold the British: "Leave In-dia to God or to anarchy."Sixty-six years after Inde-pendence, India seems to befulfilling this prophecy, interms of anarchy. In whathas widely been seen as aveiled reference to ArvindKejriwal`s Aam Aadmi Party(AAP), President PranabMukherjee in his address tothe nation on the eve of Re-public Day said that "popu-list anarchy cannot be a sub-sti tute for good gover-nance".

Was the presidentreferring to the constitu-tional propriety — or im-propriety — of a dulyelected chief minister sit-ting in dharna in effectagainst his own administra-tion? Whether or not thereference was indeed toAAP, Kejriwal has picked upthe gauntlet and said that hewould welcome a nationaldebate on the subject, whichhinges around AAP's style offunctioning which an in-creasing number of com-mentators — includingformer supporters — aredescribing as being 'anar-chic'.

'Anarchy' means 'anabsence of law or govern-ment'. Can any government— which is supposed to bethe embodiment of the ruleof law in society — be 'an-archic', represent an absenceof government, an absenceof itself? Is such a politicalparadox possible?In India, itis not just possible but infact has been in practice formany years. For all the in-creasing clamour of the ur-gent need of 'good gover-nance', India has alwaysbeen what is often describedas a 'functioning anarchy', asociety in which rules exist

only in order to be broken, oropenly flouted.

India has an innate ge-nius for anarchy, for operat-ing without any rules at all.We call this lack of rules byvarious names, our famedknack of 'jugaad' being one ofthem. Whether it is negotiat-ing everyday traffic on theroad, trying out a recipe for anew dish, or playing a pieceof classical music, India im-provises: it improvisesthrough jugaad, andaz,extemporisation, ad hocism,call it what you will.

There is only one car-dinal rule in India, and that isthat there are no hard and fastrules for doing anything, fromdriving a car or a two-wheeler,to conducting business, orachieving one's goals by what-ever means at hand.

This open flouting ofrules is often demanded as a'right'. Students sitting for anexam will smash up the pre-mises where the test is beingheld if they are denied their'right' to resort to mass 'copy-ing'. Members of a particularcaste or community will claimas their 'right' to go on a mobrampage and vandalise publicproperty if their demands forquotas, or reservations or aseparate state, or whateverelse it is that they want, aren'tmet.

Self-appointed 'moralpolice' — a euphemism forgoons and thugs — asserttheir 'right' to beat up anyonewhose dress or behaviour of-fends against 'Indian culture',whatever that convenientcatchphrase means. Netasconvicted under law for multi-crore scams will proclaimtheir 'right' to be tried only bythe 'court of the people'.

So, is Arvind Kejriwalan anarchist? If he isn't, he'dbetter become one if he's toget anywhere in the anarchyof India's public life.

Rupee strengthens furtheragainst dollar, up 37 paise

MUMBAI: The Indian rupeestrengthened further by 37 paise to62.14 against the American currencyin the late morning trade on persis-tent selling of dollars by banks andexporters.

This was on hopes of re-sumption of foreign capital inflowsin view of firm equity market amid

lower dollar overseas.The rupee resumed higher

at 62.28 per dollar as against thelast closing level of 62.51 per dol-lar at the Interbank Foreign Ex-change (Forex) Market and firmedup further to a high of 62.11 beforequoting at 62.14 per dollar at 1045hrs.

Indian-American researchermakes 3D-printed loudspeakers

An Indian-American re-searcher at the Cornell Uni-versity has used 3D printingto make a loudspeaker thatwork almost as soon as itcomes out of the printer.

Apoorva Kiran andRobert MacCurdy, bothgraduate students in Me-chanical Engineering, workedwith Hod Lipson, associateprofessor of Mechanical andAerospace Engineering tocustomise a device that couldprint a variety of materials.

The loudspeakers aremade up of a plastic body,conductive coil and a magnet.

The researchers hadto figure out how to designand print materials that couldfit together and work rightaway.

Everything is 3-Dprinted, said Kiran, who isoriginally from Bihar, as helaunched a demo recently byconnecting the newly-printedmini speaker to amplifierwires.

Cornell for his research,Appoorva trained as a Mate-rial Scientist, Physicist andMechanical Engineer. Heholds an MSc in MechanicalEngineering from Indian In-stitute of Science-Bangaloreand a B Tech in Metallurgi-cal and Materials Engineer-ing and Physics from IndianInstitute of Technology-Ma-dras. Delhi says air pollution ‘not asbad’ as Beijing after smog scrutiny

New Delhi: India’s air monitoringcentre on Wednesday denied thatpollution in New Delhi was worsethan in Beijing, following scrutiny ofthe Indian capital’s winter smog,which shrouds the city each year.

A report in the New YorkTimes last week and fresh researchby scientists at Yale University sug-gested Delhi’s air was more harmfulthan Beijing’s, where concerns aboutthe health impact of pollution aregrowing.“I’m amazed to read suchreports because Delhi’s air quality,especially in winter, is very poor butcertainly not as bad as in Beijing,”Gufran Beig, from the state-run Sys-tem of Air Quality Weather Forecast-ing and Research (SAFAR), toldAFP.Yale’s Global Environment Per-formance Index, a study of 178 coun-tries released earlier this month,showed Delhi had the highest con-centration of harmful small particlesless than 2.5 micro metres in diam-eter (PM 2.5) followed by Beijing.

The New York Times mean-while examined pollution figures col-lected from one monitoring centre inthe first three weeks of this year,which found on average the dailypeak figure over the period was 473micrograms per cubic metre. This

was twice as high of an equivalentfigure in Beijing, the newspaper said.

Beig said a better measure-ment of Delhi’s air would be the 24-hour average of PM 2.5 pollutiontaken from nine air quality monitor-ing stations spread around the capi-tal. He has submittedthat Ministry of Home Affairsvide letter no. U-14026/1/2012/ANL dated 15/04/2013 conveyed to the A & NAdministration that the pay-ment of Compensatory Payto Fire Service staff withoutgetting approval of MHA is aserious lapse on the part ofthe Administration and ad-vised to stop CompensatoryPay to Fire Service person-nel immediately.

Accordingly, the A &N Administration intimatedthe Ministry of Home Affairs vide DO letter No. 36­2/2012-Home (PF) dated 15/05/2013 that no further Com-pensatory Pay will bepaid to Fire Service person-nel of A & N Police Fire Ser-vice till MHA concurs thedrawal of the above benefitand the payment of compen-satory pay to the Fire Servicepersonnel henceforth has

been stopped. In this contextKuldeep has submitted thatfrom the records available ittranspires that from very be-ginning the A & N Police FireService is an integral part ofthe A & N Police Departmentof the A & N Administrationand all of its employees areappointed at par with the A& N Police personnel.

They are also gov-erned by the rules and regu-lations as contained in A & NPolice Manual, 1963 and theyare also performing round theclock duty including on holi-days like other police person-nel. It is pertinent to men-tion here that the matterregarding payment of com­pensatory pay to the Fire Ser-vice personnel working un-der A & N Administrationwas taken up by the Minis-try of Home Affairs vide their letter No. 8/49/82­AP dated09/10/1986 and in responsethe A & N Administrationvide letter No. 2-16/79-Home dated 28/11/1986 hadcategorically informed theMinistry that the non-gazet-ted Fire Service personnel ofthis Union Territory are be-ing given Compensatory Payand the same continued

without any interruption.Kuldeep has also submittedthat as on date there are 21Fire Stations are functioningunder the A & N Police FireService unit in different Is-lands with the sanctionedstrength of 625 employees(all non-gazetted Fire Ser-vice personnel) and with-drawal of the compensatorypay will not only demoralizethe cadre but will create dis-parity within the various cat-egory of A & N Police Per-sonnel governed by the A &N Police Manual 1963 . Hehas also submitted that as perhis information, the Delhi Fire

Service also pay Compensa-tory Pay to its non-gazettedFire Service Personnel.

Hence, in view ofthe above given explanations Kuldeep has requested theHome Minister to kindly con-sider the case of Fire Ser-vice Personnel sympatheti-cally and favourably so thatthey continue to receive com-pensatory pay as permittedvide Ministry of Home Af-fairs letter No. U-14026/6/79-ANL dated 09/08/1979.The Home Minister haskindly given a patient hear-ing and assured to look intothe case.

Govt wants airlines to givespecial treatment, freebies to MPs

NEW DELHI: In a controver-sial move, government hasasked private airlines to givespecial privileges like loungeaccess to MPs, sparking afurore with political leadersand others denouncing it fornot being in sync with thetimes.

Slamming the deci-sion, Jammu and Kashmirchief minister Omar Abdullahsaid it reflected “a special kindof disconnect with the reality”,an apparent reference to de-mands for austerity from thepolitical class.

“To be demandingsuch special privileges for“VIPs” in this political atmo-sphere takes a special kind ofdisconnect with the reality,”he said on Twitter.

Supreme Court law-yer Harish Salve took a jibeat MPs, saying, “What theywant is special treatmentwithout paying for it. Alas!Habits and mindsets don’tchange in a hurry.”

“I believe the “cour-tesies” include jumpingqueues at the security. Mightas well allow lal baatis (redbeacon) on their bags also!!!”, he said on Twitter.

He said the MPsseem to have missed seeing“Swiss president pushing hiscart and standing in queue atthe check”.

“The irony is thatthere are a lot of MPs wholive a life of simplicity. Travel

by bus to Parliament. Usetrains. Work for their con-stituents.”

Congress MP SanjayNirupam said he does notsupport any such move. “Ithink it is better to travel likea common man. Moreover,our MPs already get execu-tive class tickets ... I feel it isnot necessary.”

While the protocol toaccord such special servicesto MPs have been in exist-ence for over three yearsnow, aviation regulator Direc-torate General of Civil Avia-tion, in a fresh directive to allairlines, has pointed out thatthe airports and airlines were“not adhering to the guidelineson protocol norms and cour-tesy to be extended to mem-bers of Parliament.”

The protocol, whichis “to be followed by all con-cerned, including private air-ports and airlines”, includesreserved lounge facilities,complimentary tea, coffee orwater, free access in the ter-minal building and designationof one officer of airport asprotocol officer to extend allfacilities and courtesies toMPs.

Apart from Air Indiawhich has been extendingsuch courtesies to the MPsso far, the other airlineswhich have been instructedare Jet Airways and the no-frills IndiGo, SpiceJet andGoAir. However, Union

minister Praful Patel, whoonce headed civil aviationministry, saw nothing wrongin the directive. “If an MP isgiven a little bit of privilege, alittle bit of respect, I don’tthink this should be blown outof proportion.”

CPM leader SitaramYechury said he does not seeanything substantial in the or-der as they MPs already get“special handling”.

Noting that a 2007circular of civil aviation min-istry providing the guidelinesand instructions in this regard,had only listed Air India,DOGMA chief PrabhatKumar also advised the min-istry “to review the order onprotocol norms and courtesyfor the members of Parlia-ment and include the namesof other airlines companiesincluding LCC (low-cost car-riers)”.

The DGCA directivecame after Parliament’s‘Committee on Violation ofProtocol Norms and Con-temptuous Behaviour of gov-ernment officers withmember(s) of Lok Sabha’,which is part of the PrivilegesCommittee, had raised the is-sue with the ministry late lastyear.

The committee hadsaid that “airports and airlinesare not adhering to the guide-lines on protocol norms andcourtesy to be extended to themembers of Parliament”.
