Tbis is a final report for a project conducted by Nationalboluation Systems (NES) for the West Virginia State Departmento4 'cation, Buread of Vocational,'Technical and Adult Educa-tion to develop a manual entitled Supportive Services Pr SpecialNeeds Students in Regular Vocational Progroms: 6uide1 inen forImplementation The project was implemented in response to aRef.luest for Proposal wh:ch identified a need to "develop guide-lines which give direction to local school personnel in theimplementation of supportiv, services for [the] special needspopulaton participating in regular vocational education-pro-grams. Such guiddines should improve instructional stratedies,teaching techniques, and curriculum materials 50 as to enhancethe success of participating students."

In particular, those services to be included in the guidelineswere to be those which might be provided as excess-cost addi-tions to programs for regular students. The guidelines documentwas to include procedures for implementation, recommendedpersonnel able to provide such services, competencies required,and specific materials, equipment, aod/or facilities which mightbe needed in order to provide said services. The document wasnot, however, Co be a policy guide, but rather present enoughinformation to enable vcrationaleducators to provide or improvethe provision of supportive services.

"Supportive services" were defined as any type of highlyindividualized services provided to a special needs student toenhance that student's mainstreaming into a regular vocationalprogram. Such services were to include those provided by thevocational instructor as well as those provided by otherqualified personnel.

The document was developed through following proceduralsteps:

An extensive literature warch was made to establish whattypes of supportive services were being provided in main-streamed vocational programs across the country, to observe

. .whIch were elements of programs considered to be "exemplary,"'and to see how these services were provided in terms ofpersonnel, facilities, materials, strategies, etc. A largevariety of publications in the field was reviewed, well over100 mainstreamed vocationul programs across the country werecontacted for first-hand information on the services providedin the programs, and an annotated bibliography of publicationsparticularly appropriate to this study as well as a summary ofthe supportive service elements identified in active programsacross the country were developed for review by the WestVirginia project Task force composed of vocational schoolspecialists and experts from asross the state.

In additinn to establishing an overview of supportive servic(s

Interview instruments (see Appendix) were developed for bothsch. 0 administrators and support personnel within mainstreamedvocational programs. From January 8 through March 31, the revised working outlinewas expanded into a complete draft of the guidelines document.Information was tailored to the vocational instructor, andthe document was formatted FOr easy reading and reference. AllrecOMmendations for changes in content and organization made atthe second Task Force meeting were incorporated fato this draft.Copies were forwarded to TAsk Force members one week beforetheir final meeting.

Review of Draft Goi4lines--.Third Task Force Meeting

The third and fin41 Task Force meeting was h-ld on March 8 and.9to make final changes in the draft before document complAtion:The document was reviewed page-by-oage with participants mak-ing specific content changes as well as requesting more majorchanges to be made by NES following the meeting. MeMbers wereurged to make as many changes as desired so that the final docu-ment would be one which they A their fellow educators wouldbe able to use.
