    ART 26(1) Everyonehas the right toeducation. Educationshall be free, at least inthe elementary and

    fundamental stages.Elementary educationshall be compulsory.Technical andprofessional educationshall be made generallyavailable and highereducation shall beequally accessible to all

    on the basis of merit.

    (2) Education shall bedirected to the fulldevelopment of thehuman personality andto the strengthening of

    respect for humanrights and fundamental

    freedoms. It shallpromote understanding,tolerance andfriendship among allnations, racial orreligious groups, andshall further theactivities of the UnitedNations for themaintenance of peace.

    (1)Article 131. Right of everyone toeducation.

    (1.a) Primary educationshall be compulsory andavailable free to all;

    (1.b) Secondary educationshall be made generallyavailable and accessible toall and free education;

    (1.c) Higher education shallbe made equally accessibleto all free education;

    (1.d) Fundamentaleducation shall beencouraged or intensified

    for those persons who havecompleted the whole their

    primary education;

    (1.e) The development of asystem of schools shall becontinuously improved.

    (2). Article 14. Education

    shall be directed to the fulldevelopment of the humanpersonality and the sense ofits dignity,

    (2.b)Furthermore,education shall enable allpersons to participateeffectively in theirrespective societies,promote understanding,tolerance and friendship

    among all nations, racialand religious groups, and

    enhance the activities ofASEAN for the

    maintenance of peace.

    profession or course of

    study.
