French Sud Radio SoldPars- The fourth peripheral sta-tion in France, Sud-Radio, hasbeen sold to the pharmaceuticalcompany Fabre for approxi-mately £30.2 million. This an-nouncement came last week inParis from La Sofirad, theFrench company which finan-ces radio broadcasting.

The sale of the 'Toulousebased station, founded in 1951by Sofirad to cover the south-eastern region of France, hasclearly been triggered off by theearlier privatisation of Europe 1to the Hachette group and willmach its final stage with the saleof RMC-TMC.

Philips Push CD -PlusAspects Of CDV

London. Philips demonstratedits confidence in compact discwith an announcement of thefirst music stacker system with-out a record deck at the recent(September 2) 'Welcome TbTomorrow' event in London,which coincided with the newsthat CD player sales in the UKhad hit the one million mark.

Several new players wereannounced plus, of course, CDVideo. The system launchedwas co -hosted by PolyGrarn In-ternational, Philips' softwarepartner in the international pro-motion of CD Video, with DJPaul Gambaccini as MC.

The London launch of theCD Video (which is expected tosell at around ES in the UK) andthe new CD players concentrat-ed on rock, with mom than 250singles titles from the majorrecord companies promised

during the launch period plusrock concerts and video collec-tions on the 8" (20cm) and 12"(30cm) discs.

The launch pushed the CD -Plus aspects of CD Video,which is being promoted as dig-ital audio with pictures to main-tain the CD cross -compatibilitymarketing stance and to empha-sise to the consumer the poten-tial of the CD product range,such as the forthcoming CD In-teractive system and other de-velopments to be announcednext year.

by Cathy InglisMetro Radio, the Newcas-tle, UK based station thatprogrammes so many Euro-pean cross -over hit records,has attracted a new DJ, TimSmith who will do a num-ber of shows, including aday time programme. Smithformerly spent 18 months atRadio Luxembourg and,before that, worked at Ra-dio Mercury in Sussex.

CBS Italy set up a nicecompetition with the mainprivate stations in order topromote Michael Jackson'sBad. The first station topick up the title track of thealbum at the CBS office onthe Monday morning of the

release date, had the exclu-sivity of airing the track onthe Italian airwaves. Withthe stiff competition be-tween privates in Italy, thestreets of Milan became areal rally field between09.30 and 09.45 hours formotor cycles, bycicles,skateboards and any othermeans which could carrythe errand boy with the pre-cious tape to the radiostation.

The recent merger oftwo major French radios,Chic FM and Fun FM, un-der the name of Fuo (see is-sue 30), has been very suc-cessful. At midnight onSeptember 3, the new net-work went on the airthrough its satellite connec-tion on Telecom 1A. At themoment 80 stations arelinked up including those inmajor cities such as Lyon,Nantes, Marseilles andStrasbourg and a 100 are ex-pected to be connected bythe end of this year. At theend of this year a transmit-ter will be installed at theEiffel Tower.

Plans For Fifth TV ChannelDiscussed In UK

London- Britain may soonhave a 5th television channel, ifPrime Minister Margaret That-cher has her way. A meeting be-tween herself, Home Officeministers and broadcastingchiefs is scheduled for Octoberand the results will be reflectedin a forthcoming review of thefuture of UK broadcasting.

The new channel would befunded through advertising incompetition with ITV andwould go out on UHF, reachingover 70% of the country. AHome Office feasibility study

reportedly found that enoughfrequencies could be madeavailable to permit both a fifthnational channel and new localcity stations to be introduced.

BBC and ITV executives areunlikely to welcome the fifthchannel but the government'senthusiasm for privatisation andcompetition is known to bestrong. Some observers suggestthe project may enable the gov-ernment to evade possible criti-cism over the privatisation ofChannel Four.

he role of a publisher in today's fast changing music in-dustry has seen considerable chaqrs. Traditionally, a

music publisher's role entailed the negotiating of low -advan-tage sub -publishing deals but today, with the increasing com-petition, a modem publisher should do more - new means ofexploiting copyrights have to be developed and it is not un-common to have a publisher acting as an independent pro-ducer, sometimes with budgets as big as that of small recordcompanies. The new imperatives of publishing prescribe ac-tive involvement and efficient ways of promotion. lb what ex-tent is the role of a publisher overlapping with an A&R (Artist& Repertoire) Manager and how can a publisher make surehis artists and performers get the right type of promotion?

Dennis Collopy, MD of BMGMusic UK, who joined the Ber-telsmann Music Group in Au-gust 1985 when RCA and Ariolamerged. Before that, Collopywas Managing Director of thenow defunct record companyRiva UK and Executive VicePresident of the Americanbranch of the company ("theclassic small and successfulcompany," says Collopy) whichboasted a roster of artists likethe Clash, John Cougar, AirSupply and Rod Stewart. Healso spent 18 months at RCARecords in the UK and one yearat Chrysalis Music.

A simple but tirm piano pat-tern is resounding through thespeakers, topped by an emo-tional female voice. "Guess

ho this is," asks the publisherto a surprised journalist. "An -nth Lennox". Of course. Herewe touch on one of the majorand most traditional tasks of apublisher: the matching ofsongwriters with performers. "Iwant Dwight Yoakam to recordAnnie's That's How Gauntrylihs Born. It's a song.she wrotein Nashville where she stayedfor a couple of months," saysCollopy. "Hardly any act todayhas time to write songs; particu-larly in the UK where song-writers are very self containedand have their own demo facili-ties. The role of a publisher istherefore one of consultancy: toencourage and guide song.writers and to give them sugges-tions for whom to write. For in-stance, I tell Jim Diamond'look Joe Cocker is doing a newalbum, we need songs now'. In

that way I act as a catalyst".Another good example of

using songs that are not directlysuitable for the band involved,but could be perfect for otherrecording artists, is JimmyO'Neill of the greatly under-rated Scottish band The Silen-cers (on whom M&M will do aspotlight next week). "Well, heis what I call a publisher'sdream," Canopy enthuses, "theguy has a natural talent for writ-ing songs outside The Silen-cers". One of O'Neill's songs,This Is Serious, will be used byAtlantic artist Marilyn Martin(known from her duet with PhilCollins, (Sepemte Lives) as the

Having such an extensiveroster, a publisher should makesure that certain songs by cer-tain writers go to certain per-formers, especially those inneed of material. "Hem in theUK we have, unlike other coun-tries, a healthy split betweenwriters on the one hand andwriters/performers on the other.I don't want all writers to beperformers as well". Collopyfirmly believes in the commit-ment of a publisher towards hisartists. "If we sign an artist or asongwriter we do it because webelieve in them and never signthem because they are fashiona-ble."

The record industry in theUK has just settled a royalty ratefor CDs, something which isnot yet achieved on the conti-nent. Collopy is particular1ystrong about the role that pub-lishers have in these negotia-tions. "We have to fight the in-dustry and defend our writersagainst music users. Whereasthe royalties of a publisher are atleast established by law (£0.25

to £0.32 per sold album), artistloyalties are defined by con-tract. And as writers do nothave the ability to negotiate forthemselves, we try to get a fixedroyalty rate for them."

Another important functionis to get artists signed to theright company. As differentlabels have different strengthsand specialities, a publisherworks with the wide spectrumof record companies. A pub-lisher negotiates the contract forthe artist and has a major in-fluence in choosing the eventuallabel partner. "The Mission,for example, if they waited longenough, they could get a betterbreak on their publishing royal-ties in the US. But, from acareer point of view, they need-ed to be signed to a major verysoon. So, in that respect, a pub-lisher is part of a pron.. find-ing the right songs, working outthe right record company andnegotiating the best possibleroyalty rates for the artist".

Knowing that a publisher is,in Fact, managing a writer inevery way, how can a publisherensure his signings get the righttype of promotion? Usuallypublishers use independentpluggers, a practice that, espe-cially in Germany, is gettingmom common. However, Col-lopy is not in favour of havingin-house promotion. "A Eu-rythmics single requires a com-pletely different approach than

Rick Ansley record. But veryoften we work in close co-operation with a record compa-ny in promoting a record. Thecompany asks us for help andwe hire an independent promo -tor working in tandem with theplugger from the record compa-ny. For The Mission for in-stance - Phonogram (UK) need-ed as much assistance as theycould get. From another angle,it is also the publisher's job tomonitor a record company. TakeJon Astley, the WEA UK com-pany is waiting for success inthe US before actually making amajor investment. Or DwightYoakam, it took long time forthat voice to be heard. In gettingthe best for your artists, com-mitment remains the key factor."

What was widely predicted to be a DAT explosion at theBerlin International Audio & Video Fair (August

28 -September 6) proved to be something of a whimper.Around 400.000 visitors attended the 10 day event which at-tracted 365 exhibitors from 26 countries.

Although most of the majorhardware manufacturers weredisplaying prototype digital au-dio tape recorders, there was amarked lack of information asto prices, marketing plans andlaunch dates. And trade reac-tion to the DAT system was dis-tinctly cool - partly because ofthe continuing controversy overthe record industry campaignfora spoiler chip to be incorpo-rated in DAT circuitry and part-ly because of Sony's announce-ment that its Ott 1000 EShome model would initially re-tail in Germany for around£1.215 (DM 3.500).

Characteristically, of all thehardware manaufacturers, Sonywas perhaps the most bullishabout DAT, presenting not onlya home model but also a proto-type for a portable and an in -carmodel. Richard Hamster, tech-nical specialist for consumerproducts of Sony Germany, toldM&M that a trickle of DATmachines would reach the Ger-man market place in October,with a major promotion cam-paign for the system scheduledthe the spring of 1988.

Tapes, with a duration of 60,90 and 120 minutes will retail atfrom £6.70-£10 (DM 20-30).

Sony will also launch theDAT system in October in theUK where the retail price willbe around £1.300 and tapes willsell for £9 (60 minutes) and £11(120 minutes).

Also on show at the Sonystand in Berlin were real-timeand high-speed DAT duplica-tion systems. Ina press releaseissued at the Fair, Sony said:"The duplication systems in-troduced here today will help toreinforce the important linkwhich exists between hardwareand software manufacturers. Bymaking all efforts to support thesoftware industry, Sony showsits full commitment to the pro-motion of digital audio in indus-

trial and consumer applications."The range of DAT equip-

ment on display, Sony main-tained, shows that the digitalage has arrived. The groupmade clear its aim to see thecompact cassette eventually su-perseded by DAT. "We appreci-ate that it is a long-term exer-cise," said Sony, "and not likelyto be achieved until well into thenext century.",

While proclaiming its com-mitment to DAT and claiming tohave been, "taken aback by thepanic response of the interna-tional record industry to DAT,"Sony also reaffirmed its beliefin compact disc and its variousconfigurations.

In fact, it begins to look asthough Sony, having backed thewrong horse in the VCR formatstakes, is now intent on backingevery horse in all subsequentconsumer electronic meet.

Most hardware companiesexhibiting in Berlin reportedthat the primary interest of con-sumers in DAT was how well itcould copy compact discs. Andwhile the hardware people arequick to point out that alldomestic DAT machines have abuilt-in device to prevent directdigital copying of CD on the44.1 kHz sampling rate, the lossas far as dynamic range is con-

Sony's press release empha-sized the importance of thegroup's commitment to CD andits conviction that CD and DATcould live side by side. It alsodrew attention to certain limita-tions in DAT software as com-pared with CD. "DAT softwareis subject to wear after repeateduse and the access time betweenselections is 10 times longerthan that of CD."

Perhaps the most disturbingaspect of the DAT presence inBerlin was the appearance of ahandbill produced by Discobox,

a West German record distribu-tor, offering pre-recorded DATsfrom the German classical Ca-priccio catalogue for around£13.40 (DM 40).

Not FlashyDon't go looking for something shocking orflashy on Jethro Tull 's first release in threeyears, Crest Of A Knave. However, as1111 havebeen playing an important role on the folk-rockscene for years, they can be sure of some atten-tion although some weo be disappointed by theroutine treatment of the genre. Vocalist/multi-instmmentalist Ian Anderson, who entirelycomposed and produced the album, plays a lotof Bute, for example on Amp Start, an elabo-rate track fceturing the haunting drum sound ofGerry Conway, one of the band's guest drum-mers. But the best track on the LP is MountainMen which combines all the group's qualities.

Actually by Pet Shop Boys is this week'smost interesting release. The duo continue toexperiment with their typical, somewhat enig-matic blend of 'shameless' commerciality andgreat originality. Julian Mendelsohn, StephenHague and David Jacob were on the knobs forthis album which has a highly engineered feel.Clear, open, danceable rhythms alternate withbasically simple tunes which have been blownup to monumental formats. Apart from the twosingles (la A Sin and What Have 1 Done ToDeserve This) highlights include the tender,emotional Rent, the catchy Hit Music, the vel-vety It Couldn't Happen Here, the disco styleHeart and the dreamy King's Cross.

Listen out too for Pink Floyd's A Momen-tary Lapse Of Reason. Produced by Bob Ezrin& David Gilmour, it yields heavy 'spec,' rockof guaranteed quality, full of impressive mondeffects, sudden changes of intensity, dynamic

build-ups and muscular guitars. And yet... youhave to love all this profoundly or you will geta little dizzy. The whole album seems to be oneproclamation: 'Yes, we are Pink Floyd, we stillexist!'

All Systems Go by Donna Summer rangesfrom bouncing disco numbers to sultry ballads,all in a highly fashionable production - mainlyby Harold Faltermeyer. The danceable materialis best represented al Bad Reputation, a verycatchy track, strongly reminiscent of Madon-na's 'Open Your Heart' - Paulinho Da Cos.,who handled the percussion on the Madonnanumber provides it hereto°. Infect, some otherparticipants from 'True Blue' appear on thenew Summer LP: guitarists Dann Huff andPaul Jackson Jr, background vocalist SiedahGarrett and Edie Lehmann. And it shows, espe-cially on love Shock. Other contributions in-clude Mickey Thomas of Starship who sings aduet with Summer on Only The Fool and Bren-da Russel who wrote, co produced and coperformed Dinner With Genhwin, a wonderfulfunky track with striking arrangements - andthe LP's first single.

Brooding guitars, melancholic ditties andintriguiing lyncs are the ingredien. of Docu-ment, the fifth album by the American guardi-ans of basic, RAE roofed pop: R.E.M. All 11songs are jewels, revealing the band's conscien-tious approach to composition, arrangementand performance. Best tracks: The One 1 Love,It's The End Of The %rid As OE KnowIt, Fire-place and Finest %Huang.

Miami Vice Composer Escapes From The ScreenJan Hammer Promotes New LP

Multi-instrumentalist and composer Jan Hammer hasnot only contributed to the fusion of rock and jazz, he

has also initiated a new trend in tv watching. Whereas peo-ple traditionally concentrated on the visual aspects of tv,the popular 'Miami Vice' series for which Hammer scoredall the original music, has made people watch with theirears; music forms such an integral part of the screen ac-tion and is not merely accompanying the images. AndHammer was so successful that the Miami Vice tracks es-caped their tv context and became hits in their own right.

Having worked for the 'Miami early 70s: he was part of theVice series since March 1984 first line-up of the Mahavisnuan a very tight schedule, Orchestra, together with mu -Hammer sometimes wants to sicians like John McLaughlin,escape as well: "After 96 epi- Jerry Goodman, Billy Cob-sodes I was getting fired and ham and Rick Laird. Although the 'Miami Viceseries has taken so much ofhis time and energy, if it wasnot for the series, Hammerwould never have enjoyed thepleasure of having a numberone in the US (Miami ViceTheme), a million selling al-bum (Miami Vice Soundtrackalbum) and two hits here onthe continent, 'Miami ViceTheme and . Crockett'sTheme. Although Hammerhas never before had suchtremendous chart 'success,he has played a major role inthe jazz rack genre, a musicalstyle that blossomed in the

experiment with jazz idioms ina rock context. With Mahavis-nu, Hammer recorded threeclassic albums and after re-cording one album withGoodman, Hammer startedhis solo career and formedthe Jan Hammer Group. Upuntil his involvement with 'Mi-ami Vice, Hammer had re-corded albums with JeffBeck, Neal Schott, Al Di Mie-le, Carlos Santana and JohnMcLaughlin, Stanley ClarkeBilly Cobham and TommyBolin.

The jazz rock scene hasvirtually ceased to exist al-though knee the advent ofNew Age Music, it has man-aged to sneak through theback door. Hammer does nothave much contact with hisformer colleagues: "I grewout of them, and I think thatmost will probably resent mysuccess. I don't care if theythink I have sold out, I wasn'tforced to do this, 'Miami Vicewas a free decision. Jazz rock

should have been dead bynow, the plug should havebeen pulled much earlier".

It is obvious that Hammerhas definite pop aspirationsand has not got the slightestreservations about playback.Since the success of MiamiVice Theme and Crockett'sTheme in Europe, Hammerhas returned to Europe (hewas originally born in Pragueand arrived in the States in thesummer of 1968 just after theRussian invasion of Czechos-lovakia), to promote his newalbum and to playback hisnew singles Forever Tonight(for the Benelux territories)and Tubbs And Valerie (GAScountries). "I don't care aboutmiming, I produced the

songs myself and I am re-creating the whole processfor the cameras".

The process of creatingsongs is a serious matter forHammer; while working in hisupstate New York farmhousestudio, all his time is taken bythe 'Miami Vice series. "It is acompletely full schedule, I

don't even have time to playtennis and forget about anyoutside project." Severaltimes a week, various videotapes are flown over from LosAngeles to New York, givingone update of the episode af-ter the other. "During sixmonths I don't see anybodyfrom the series - I just workfrom all the different cuts. But

Donna SummerReturns To Her Roots

Nof so many people know that Donna Summer actuallystarted her career here in Europe. After finishing a

successful tour through Germany with the American castof the musical 'Hair' in the 60s, she decided not to returnto the US, concentrating instead on a solo career. She set-tled down in Munich and met up with the then unknownproducers Pete Bellotte and Giorgio Moroder The rest ishistory.Love To Love You Baby,released in '76, was Sum-mer's first disco hit followedby smashes such as LastDance Heaven Knows, McAr-thur Park, Hot Stuff and BadGirls. Hit albums include I

Rernember Yesterday LiveAnd More and the QuincyJones produced Donna Sum-Mer. Over the years Summermanaged to be mare than justa sensual and hot disco act;her songwriting and' vocalcapabilities are beyond dis-pute and her experimentationwith different musical styleshas met with much praise.

Now, in 1987, she returnsto her roots with the new al-bum All Systems Go, of whichthe Germany's Harold Falter-meyer produced six tracks.Summer worked with Falter.meyer 20 years ago in theMunich scene and he was theengineer on the Giorgio Mo-

roder produced album BadGirls in 1979. The new album'sfirst single Dinner With Gersh-win, is already picking upgood radio response on Euro-pean radio. What the rest ofthe album shows is Summer'simmense vocal qualitieswhich have not shown anysigns of weakness over theyears. For a review of the al-bum, please turn to page 21.

Working in the privacy ofhis own recording studiowhich occupies nearly thewhole top floor of his house,Hammer alternates his dutyas husband and father of twokids with an almost obsessivedevotion to composing andarranging of music. He doesnot feel the slightest hesitation

in working with computers:"this computer music label-ling has to stop; I'm making apersonal and romantic state-ment with my music and mostof the writing and composinghappens away from theequipment and instruments. I

respond emotionally to thethings that I see and these inturn are translated onto thecomputer".

At the moment Hammer isbuilding a new studio in hisbarn, a 24 -track computeris-ed studio "as good as any-thing in New York", with a

large control room.It would be too easy to dis-

card Hammer as a composerof mere techno rock; some-how he manages to retain astrong feel and warmth in allhis compositions, creating anemotional soundtrack of vis-ually evocative music.
