Fuel Poverty and Affordable Warmth

• A household is considered to be suffering from fuel poverty if it needs to spend 10% or more of its income on fuel use to achieve adequate warmth for health and comfort.

• Affordable warmth is the ability of a household to heat their home to a satisfactory level without having to economise on other essential outgoings.

Causes of Fuel Poverty

• Poor Energy EfficiencyLack of insulation, double glazing, draught proofing, up-to-date heating systems

• Cost of Fuel Increase of 63% in gas and 44% in

electricity between 2003 and 2006 (Energywatch March 2006)

• Low Income Intensified by rising prices and hard to

heat homes
