1. Executive Summary:

Amravati is located at 20.32 N to 21.46 N latitude and longitude of 76.37 E to 78.27 E with

altitude of 300 to 900 mt. above Mean Sea Level (MSL). The total geographical area of the

district is 12212 sq. km. which is 3.96% of the total area of the state. The district is divided into

14 tehsils (blocks). The district has two tribal blocks.(1) Dharani and (2) Chikhaldara. The

“Korku” is dominating tribe. This area is commonly known as “Melghat”.

The average maximum and minimum temperature of the district is 44.4 ºC and 12.4 ºC

respectively. The average annual rain fall of the district 857.4 mm spread over 51 rain days. As

per the 2001 census, the total population of the district is 26,07,160. Sixty six percent of the total

population is residing in rural area, where as 34% resides in the urban area in the district. The

scheduled caste and scheduled tribe population in the district is 17.1% and 13.7% respectively.

The total geographical area of the district is 12.21 lakh ha. and almost 63% area is under

cultivation while 34% area is under forest.

The total net sown area in the district is 683700 ha, of which about 203100 ha is sown more than

once, including perennial crops. In the district 91.50% area is exclusively under rainfed cropping.

The total area under kharif crops is 683700 ha, while 106200 ha is under rabbi crops. The area

under irrigation is 80543 ha in the district, which is 8.5% of the total cultivated area. Cotton is the

main cash crop of the district; occupying an area of 327901 ha (34.60% of total cropped area).

The present livestock population of the district is 9.73 lakh, of which cows and bullocks are 5.28

lakh (54.26%). Buffaloes and he buffaloes 1.20 lakh (12.33%), sheep 24663 (2.53%) goats 2.84

lakh (29.19%) and poultry birds 4.43 lakh.

The district economy is predominantly agro based. A number of ginning and pressing units for

cotton, oil mills, and dal mills are working in the district. Under ATMA, 950 nos. of producer

groups are registered and are undertaking production activity of major crops in the district e.g.

soyabean. There are 08 nos. of warehouses of MSWC at various locations in the district, of which

02 are in the vicinity of APMCs. MSWC has initiated e-warehouse receipts system in some of the

warehouses viz., Chandur bazaar and Achalpur. There are 12 APMCs (B Type-1 & C Type-11),

11 LSMs, 13 RHs (in GPs above 7500 population) in the district. Of these, 05 APMCs, 01 LSMs,

13 RHs have participated in MACP. As per the provisions of the model act 01 Private market has

been established in the district, which mainly undertakes sale & purchase of raw cotton.

• Major Crop Arrivals: The major arrival in the Amravati AMPC is from outside districts i.e.

Buldhana, Wardha, Nagpur, Akola, Washim and Yavatmal. Soyabean & Orange is the major

crop grown in the Amravati district, and Cotton, Tur, Jawar, Gram & Wheat are other crops

produced within the district having marketable surplus. The major commodities coming from

outside district to Amravati APMC are Soyabean, Cotton, Wheat, Groundnut & Green Gram.

• Reforms: o APMC Reforms

• Practices- Recording at gate, electronic weighing of commodities, Open Auction practices, Payment within 24 hrs are being practiced in the APMC as per the Model Byelaws prescribed by Director of Marketing, M.S.

• Information Dissemination- The APMC is disclosing regularly financial statements for the benefit of the stakeholders in the form of Annual Reports, as well as information regarding tenders awarded is available.

• Market Information- The APMC has installed electronic boards, as well as manual display boards for providing price information to the farmers & traders.

• Standard Accounting System: The APMC has adopted the Standard Accounting System prescribed by Director of Marketing, M.S. which is being recorded manually at present. The MACP has provided hardware & Tally software. Computerised Standard Accounting System will be commenced by 30th Sept. 2013.

• Practices- Recording at gate, electronic weighing of commodities, Open Auction practices, Payment within 24 hrs are being practiced in the APMC as per the Model Byelaws prescribed by Director of Marketing, M.S.

• Information Dissemination- The APMC is disclosing regularly financial statements for the benefit of the stakeholders in the form of Annual Reports, as well as information regarding tenders awarded is available.

• Market Information- The APMC has installed electronic boards, as well as manual display boards for providing price information to the farmers & traders.

• Standard Accounting System: The APMC has adopted the Standard Accounting System prescribed by Director of Marketing, M.S. which is being recorded manually at present. The MACP has provided hardware & Tally software. Computerised Standard Accounting System will be commenced by 30th Sept. 2013.

B. PROGRESS OF COMMON ACCOUNTING SYSTEM (CAS) FOR APMCS:

All the APMCs in Amravati district (12 Nos.) have adopted the Common Accounting System

(CAS) prescribed by the Director of Marketing, Maharashtra State (DOM), and presently their

accounts are being kept & reported manually. This will help in uniform account keeping and

reports generation at all APMCS, as well as, reporting to the MSAMB. The MACP Project has

provided the desktops, UPS and printers of appropriate make, along with the latest single user

Tally accounting software (TALLY ERP 9) for day-to-day account keeping and reporting, to all

APMCs. The APMCs are expected over a time to maintain their accounts as per the standard

groups and sub groups available in the customized TALLY software.

Implementation of Computerized Common Accounting System: - While deploying the Tally,

the supplier of TALLY software has customized the software to meet the requirements of the

APMC and the MSAMB for adoption of the Tally based CAS in the APMCs. The TALLY

supplier agency also provided training to the identified staff of the APMC and the MSAMB for

operating the TALLY software.

The project has procured services of CA firm for rolling out of the Common Accounting System

in all the APMCs. The concerned staff of APMC will be provided step by step hand holding over

a period of 6 to 8 months from May 2013 onwards to enable them to absorb skills for operating

the system. Hands on training will be provided to the staff through identified training facility.

Introduction:

The project design envisages formation of farmer groups and establishment of Farmer Common

Service Center as two distinct interventions to be undertaken by separate SPs in Amravati district.

Accordingly the work of SP for formation of CIG/FIG (selected by PIU (Agri)) is in final stages

in Amravati district.

Subsequently another SP appointed by PIU (AM) will provide market linkage support to above

CIG/FIG by forming PAs and FCSCs.

Introduction:

The Government of India has introduced a Negotiable Warehouse Receipt System in the country

by enacting the Warehousing (Development and Regulation) Act, 2007. MSWC is functioning

at 170 locations with capacity of 13.50 lmt (830 godowns) in all over Maharashtra and all

godowns are registered and working as per the provisions of Warehousing Corporations Act,

1962, Bombay Warehouses Act, 1959 and rules framed there under and also providing the

facilities of Negotiable Warehouse Receipts. warehouse receipts to make them a prime tool to

trade and to facilitate finance against it throughout the country. The system of negotiable

warehouse receipts would result in providing considerable benefits, both at the macro as well as

micro levels and increase the liquidity in the rural areas, encourage scientific warehouse of

agricultural goods, lower cost of financing, improve supply chain, enhance rewards for grading

and quality and better price risk management. Ultimately, all these will result in higher returns to

farmers and better service to the consumers. It would be benefited to the farmers in the following

ways: (i) It increases per capita income of farmer by reducing involvement of intermediaries /

middlemen in marketing network. (ii) Through access to National Market farmers gets

competitive prices for their foodgrains / agriculture produce. (iii) Fast & Easy pledge loans

against Warehouse Receipts by Banks to Farmers. (iv) Farmers will get assured domestic and

national competitive market. (v) Supply of quality material to Domestic and Export Market.

IMPLEMENTATION OF GOVERNANCE AND ACCOUNTABILITY ACTION PLAN:

At the district level offices of the DDRCS, designated one senior officer, in each district office, as

the Grievance Redressal Officer, who will receive any complaint relating to any matter relating to

the project. The District Deputy Registrar is designated as the Appellate Authority relating to the

grievance redressal.

Grievance Redressal Mechanism:

Complaint/s through Complaint Boxes: The aggrieved parties (stakeholders or SPs) can

forward the complaints to the respective District Grievance Redressal Officer by writing to the

authority. There are Complaint Boxes in each of the offices of the DDRCS. The Complaint

Boxes are opened by the MACP Accountant on a specific day in a week. The District Head of

the Office will take note of the complaints in the complaints register, gives reply to the
