    Rules of The Library A member may borrow any item from the Library provided postage is

    paid each way and the item borrowed is returned within 3'0 days after it is loaned. If the material is not returned within a reasonable period of time, a notice will be sent to the member r~questing its prompt return and the member will be responsible for this postage cost also. This is necessary to keep the Library operating expenses from being a burden on the budget of the Association. The reimbursement of postage will be made by means of postage stamps when the items are returned to the Librarian.

    A..s certain items contained in the collection are extremely rare, or in con-dition that requires care in handling, the Librarian will use first class mail in transporting such items to the borrower. In instances where this class of mail is used, the identical service will b~ employed in returning items to the Library.

    Members using the Library will not mutilate, deface, or take apart for purposes of reproduction any book, pamphlet, etc., that is the property of the American Revenue Association.

    The Librarian wishes to encourage members to use the Library. Thera is no cost involved other than the postage costs referred to above.     THE AMERICAN REVENUE ASSOCIATION

    CONSTITUTION Article 1. NAME. The name of this organization shall be "The Ameri-

    can Revenue Association" and all corre·spo111dence, communications, bulletins or announcements of any official character shall bear the name of the organiza-tion in full. The official a1bbreviation for the name shall be "ARA."

    Article 2. AIMS AND PURPOSES. The ARA shall comprise a non-profit association of pe1rsons wlhose interests include the collection or study of revenue stamps and material relating thereto. The ARA shall endeavor to stimulate and advance the study and coHection of S1Uch material from an edu· cational, informational, and historical s,tandpoint and shall use its facilities to make aivailable news and information concerning such material t
