felt it appropriate at that timeto restate her testimony beforethe Senate Judiciary Committeeof one year ago pertaining to thepossible enactment of a Federalpaid holiday in honor of the lateMartin Luther King. Her testi-mony, then , as now, is deservingof wider attention. This lady hasgiven a lot to her country and herviews are not popular in somecircles but th ey are valid in myview. I commend it to the atten-t ion of my colleagues .Her testimony follows:

MRS. JULIA BROWN - JUNE 9, 1980Thank you, Mr. Welch. Membersof the COUNCIL, ladies and gentlemen, it is an honor to attend agathering such as this - even moreof an honor to be asked to speak.I have done a great deal of speaking throughout the United States,

and I have come to Washington onmany occas ions to testify beforevarious government agencies. I believe this is the first time that Ihave ever appeared before an audience in this city to deliver a speech,instead of to provide testimony.My most recent visit to Washington occurred just about one year agowhen I ad dressed the Senate Judiciary Committee . The matter underconsideration was a bill to declare anational holiday in honor of MartinLuther King. As you know, the measure did not pass last year. Unfortunat ely, however, it is still beingpromoted by a large number ofSenators and Congressmen . I amstrongly opposed to such a prop osal.If I may, I would like to repeat theshort testimony I gave to the SenateJudiciary Committee last June .

SenateTestimonyMr. Chairman, I, Julia Brown,joined the Communis t Party in Decem ber, 1947, thinking I was joininga legitimate civil rights movement.

Finding out tha t I was a true memberof the Communist Party which advocated th e overthrow of the U.S .Government, I decided to leave theorganization, but I had to bide mytim e to avoid suspicion. Subse-quently I went to the FBI to reportwhat I had heard and seen. In 1951, Iwas asked by the FBI to go back intothe Communis t Party as an under-

cover agent to report on their subversive activities.While at the Communis t Partymeetings, whi ch on ly Party m embers attended, I frequently heardMart in Luther King discussed, andwas told by Frieda Catz tha t he wasin training for a civi l rights movement. Frieda Catz was a Party mem ber from Cleveland, Ohio, who hadbeen assigned to my training andeducation within th e CommunistParty. On learning this, I reported itto my contact in the FBI. He told methat the Bureau knew that MartinLuther King had high level connections with the Communis t Party,and I should report anything elsethat I heard about his activities. Icontinued to report until 1960, overten long years.In Ma rtin Luther King 's earlyyears of agitation, he was the hero ofAmerica's Communists. The cellsthat I was associat ed with in Cleveland were continually being asked toraise m oney for Mar t in LutherKing's activities and to support hisciv il rights m ovem ent by writing let ters to the press and influencinglocal cle rgymen, and espec iallyblack clergymen, t hat MartinLu ther King was a good person, un selfishly working for the AmericanN egro, and in no way connectedwith the Communist Party .There are many great AmericanNegroes such as George WashingtonCarver and Booker T. Washingtonwhoprovide the youth ofAmerica with anexample they can follow. MartinLuther King provides an example ofagitation and manipulation for goalsdictated by hatred and envy . Thememory of Carver and Washingtonwould be dishonored ifyour Commit-tee acts favorably in this matter.

Mr. Chairman, while I was in theCommunist Party, as a loyal Ameri-can Negro, I knew Martin LutherKing to be closely connected withthe Communist Party. If th is mea-sure is passed honoring Martin Lu-ther King, we may as well take downthe stars and stripes that fly overthis building and replace it with ared flag.And that was my message to theSe nate J udiciary Comm ittee onJ une 2, 1979. I would like to believeth at what I said would have beenenough to stop the glorification ofMartin Luther King . Bu t we allknow that, even if they never namea holiday after him , there are stilltoo many Americans who hold thatman to be like a god. What hashappened , of course, is that t hereare too many of our fellow citizenswho actually ha ve been conditionedto th ink exa ctly the way Commu-nists want them to think.

CommunistMentalityIn AmericaAnd not just about Martin Lu -ther King! Right now huge numbers

of Americans have been convincedthat t hey should rely on governmentto provide all t he necessities of life,and even to provide the distinctionbetween right and wrong. Govern-ment has become t he source ofeverything for many Americans.Such attitudes never built t his greatcountry and made it such a wonder-fulland of plenty.On the contrary, the att itudethat holds that government is theprovider is the one that dominatescountries like Soviet Russia , Chinaand Cuba . Bu t Americans whot hink like the Comm unists do notappreciate the difference betweena free country such as ours, and aslave country such as exists in RedRussia.

When I was working for the FBIas a member of the CommunistParty, it became evident to me thatthe Party 's open and announced in-tention regarding our country wasquite different from its quiet andmore important intention. The an-nounced intention was to overthrowthe United States government byforce and violence.

But, while all Communists were

told to build for the day when thatoverthrow could be accomplished, agreat deal more of the Party's efforts were directed towards makingthe United States government largerand more of a dominant influenceover the lives of the American people. Actually, Communists wereseeking to strengthen the federalgovernment all the time - throughsocialistic legislation and increasinggove rnmen t con t rol over the freeen terprise system . Communistswere seeking to destroy the U.S .government and to build it into anall-powerful forceat thesame time.Except for the area of militarydefense, no American should wanta powerful cen tra l government.This is what Communists want. Yet ,today, millions of Americans notonl y want a big federal bureau-cracy, they also want to cut back onneeded military and defense programs . They have been led to thinkexactly like the Communists wantthem to think.

Communist ControlOfEducationA good example of what is hap pening to America came to mindwit h the establishment of the newcabinet-level Department of Edu-cation . This is something that Communists have always wanted . Andjust a few weeks ago, this new Department came intoexistence .William Z. Foster called for this

Communist goal in a very explicitway in his famous book TOWARDSOVIET AMERICA. In tha t book,Foster, who was the National Chairman of the Communist Par ty ofthe United States actually statedtha t one of the steps toward the4

creation of a Communist Americawas the crea t ion of a Nat ional Department of Education. And hewrote his book in 1932! His book wasso important to the Communiststhat it was pub lished simultaneouslyby two pub lishing houses , only oneofwhich was openly Communist.Only a short time aft er Fosterwrote his book, however, AmericanCommun ist s received orders to sup press it. The book turned out to betoo explicit. And so, from th at timeon, American Communists didwhatever they could to hide thepubl ication of Foster's plans by destroying TOWARD SOVIET AMERICA. Communists were allowed toread it , but no one else was to see it.T hrough the efforts of some patriot ic an ti-Communists, however, thisbook was re-published in 1961.It car ried a Foreword by CongressmanFrancisWalter , whowas at that timethe Chairman of the House Committee on Un-American Activities.On page 316 of TOWARD SOVIET AMERICA, Communist Party Chairman William Z. Fosterwrot e as follows: "Among the elementary measures the American Soviet government will adopt to further th e cultural revolution are thefollowing; the schools, colleges anduniversities will be coordinated andgrouped under a National Depart ment of Education and its st ate andlocal branches."Then he said: "The studies willbe revolutionized, being clean sed ofreligious , patriotic and other features of the bourgeois ideology. Thestudents will be ta ught internationalism and the general ethics of thenewSocialist society. "So, here we have the NationalChairman of the Communist Part y

calling for the establishment of aNational Department of Educa-t ion. And he wanted it to removere ligion and patriotism from theschools, and at the same t ime promote internationalism and Socialistethics. Socialist ethics means thatwhatever is good for the state isright ; whatever is not good for thestate is wrong. That amounts to noreal ethics at all.In 1979, Congress passed the legislation which set up this Communist-desired Education Department.Then, President Carter selected asthe nation's first Secretary of Edu-cation a Los Angeles Judge namedShirley Hufstedler who is a memberof the Board of Trustees of theAspen Ins ti tu te for HumanisticStudies. In other words, the ladychosen to run the Depar tment ofEducation, which Communists havewanted since 1932, is a Humanist.

What do Humanists believe in?Well, the Humanist Manifesto published in 1973 says that Humanistsdo no t believe in God ; reject anystandard of ethics; and oppose national sovereignty . According to thesame document, humanist s are for:world government, sexua l freedom,abo rti on, and an end to parentalcontrol over children. Does any ofthat differ from William Z. Fos ter's or any other Communist's design for Ameri ca? No, it does not!Am I saying tha t Mrs. Hufstedler is a Communist? No, I'm sayingthat she is a Humanist . And al though not all Humanists are Commun ists, my experience tells me thatall Communists areHumanists.So, not only have Congress andthe President followed Communistdesires in creating a federal Educa-tion Department , but an ideal Com-

I t takes agroup like The John Birch Society tofocus attention on these matters.And, wit hout information such asthis, most Americans will end upt h ink ing exactly as Communistswant t hem to think - that a federal Department of Education is agood thing, and that the lady judgewill be a good administrator.

Building CommunismIn AmericaYears ago, this Society produced

a film about the civil rights movement called Anarchy USA . I waspleased to appear in a porti on ofthat film. And I was even morepleased to know tha t the film did agrea t deal of good.Many times, in Anarchy USA,

Soviet dictator Lenin was quoted assaying: "Communism must be bui ltwith non-Communist hands ." Thatlesson was drummed into all Partymembers when I was in the Party.The Communist strategy aimed atdeceiving people into accepting andworking for Communist programs,without ever letting it be known thatCommunism was the result .This strategy is still working verywell today . I f you need proof that itis, I ask you : How long has it beensince you took a look at the Com-munist Manifesto? Or, have youever looked at it? I f you have, youknow how many present federalprograms have been calle d for byKarl Marx in his famous document.And you know how many other programs dreamed up by Marx are being proposed.

The heavy progressive income taxand the Federal Reserve System areplanks in the Communist Manifes-to . Federal takeover of land andland-use controls can be found in it.The Manifesto calls for an end tothe rights of inheritance, which haslargely been accomplished. Yet, allthese Com munist programs weresold to Americans as something else.The Manifesto calls for federalcontrol of communications andtransportation - and the appropriate federal agencies are already inplace to accomplish those tasks.Government ownership of businessis ca lled for, and we are well alongthis road. Establishment of industr ia l armies is proposed, and wehave VISTA, CETA and other suchagencies. Finally, the CommunistManifesto calls for free educationfor all in government schools. TheCommunists want no diversity ineducation. They want a government

controlled by them to be everyone'steacher.Maybe we should extend a greatbig thank you to all the people whoin recent years have started privateschools. They may not know thatthey are refusing to go along withKarl Marx's program, but theyknow enough to know that something is terribly wrong in the government schools . I certainly hope thatthe private school movement growsstronger and stronger in America .

What I am telling you, of course,is that America is being convertedinto a Communist country. I t is nothard to see this if you know what tolook for. This conversion is certainly being accomplished by Communists. But they get tremendous helpfrom Democrats and Republicans.The problem is that the Americanpeople do not know what the Communist program is. And they also donot know what the American systemis supposed to be.

DestructionOfAmericanismOne of the greatest goals of Communism has always been to get peo

ple dependent on government. TheAmerican system has always meantthat government should leave usalone and merely protect our rights.The Communist way costs tre

mendous amounts of money. Thetaxes and controls that result fromgovernment taking care of hugenumbers of people actually lead toa destruction of jobs and busi nesses. In turn, this leads to morepeople becoming dependent ongovernment.We all read recently about thehorrible riot in Miami. It resulted infifteen deaths, 370 injuries and

millions of dollars in property dam-age. The riot was a chilling reminderof what happened twelve to fifteenyears ago - in Watts, Detroit, Newark and somany other places.One aspect of the Miami riotthat has received little attention wasits terrible savagery. One of thevictims was killed after beingdragged from his car and beaten.He died when a car was driven back

and forth over his body - severaltimes. A group standing by cheered!Another victim was so badly muti-lated that he could not even beidentified.We like to think that, becausethere have been no large riots in overa decade, there has been a big improvement in race relations. I wish Icould say that suchwas the case.What has happened is that Communists and those who do their willhave accomplished two major goals.First, they have convinced a great

many Americans that government issupposed to be the provider. And,second, they have slowed downAmerican industry - which meansthat there are fewer jobs, feweropportunities to start a small business v and fewer Americans able tobe independent ofgovernment.

Too Much GovernmentWhen America's productivityslows down, who gets hurt first? Theunskilled worker who lives in theinner city gets hurt first. And, be

cause of what he has been told, heimmediately looks to government totake care of him. What he doesn ' tknow, and what leaders like MartinLuther King never told him, is thattoo much government took away hisjob in the first place.7

The government programs thatare supposed to help him actuallyturn out to make him a slave - togovernment! Deep down, he knowsthis. He ends up hating the system,and hating the people who administer it . I t is then very easy to makehis hatred racial in nature.As I see reports in the newspaperabout steel mills closing, and automobile plants shutting down, andAmerica not growing the way it always has grown, I become very concerned. It has been almost twentyyears since I served the FBI in theCommunist Party. The Party members that I know were all trained touse this type of economic disorderto further the cause of Commu-nism and to further the destructionof America. And, even though theCommunist Party receives little attention today, its people are stillactive and still able to turn manythings to a Communist purpose.

Even worse, self-serving politicians of all races continue to pushfor the same goals as the Communists. They have no regard for thepeople they claim to be helping. Andthey have no regard for the countrythey are supposed to be serving.It is more than foolish to makegovernment larger and more powerful. Doing so is the certain road to aCommunist America. And I, forone , think that the Carters, theKennedys and lots more like themdon ' t even care about what they aredoing to America - as long as theirown nests are feathered.

HowTo Save AmericaThe task that remains for realAmericans is to tell the truth aboutwhere this country is headed - and

who is taking all of us down theroad to a Communist America.What has to be done is to get moreAmericans to stop thinking like theCommunists want them to think.I t has been obvious to me for along time that this organization isdoing the right thing. I have travelled all over the United States tospeak for The John Birch Society'sspeakers bureau . The Society members that I met in cities and townseverywhere were fine people whowere not taken in by Communistpropaganda. They helped to slowdown the rush toward Soviet-stylerule here in America. But there isstill plenty left to be done . Onlynow, there is less time to do it.So I urge all of you who are part

of this wonderful group to keepworking hard. You're on the righttrack. And, those of you who are notmembers, or who are not hardworking members, I ask you to get busy.If you don't, the Communists willwin with all the help that they're getting from those Democrats and Republicans. They will win because theAmerican people did not know thedifference between Americanismand Communism.Julia Brown does not ever want asituation to develop where she has tosay: "I told you so!"Julia Brown would much ratherbe able, in a few years, to say: "Iwas part of a great team thathelped to save America."Thank you very much.
