Dear Colleagues,

It is our great pleasure to wish you a warm welcome in Craiova, at the library. We open today the tenth of the International Conference “State and Society in Europe”. During 25-27 of October 2017, Craiova will be the scene of debates, presentations and interventions of the highest academic level. We hope you will spend here pleasant and productive moments.

In a time of full technological and informational upsurge, we all enjoy the fruits of this without precedent development. Although it is hard for us to admit, most of the times the technological development generates a perverse, dangerous effect. It is a clear fact that lecture and private reading are on a descending path.

We, the librarians, teachers and scholars have the duty to promote and organize events and manifestations dedicated to knowledge and education. „Alexandru și Aristia Aman” Dolj County Library thus continues this year, the tradition of organizing international conferences. Because of the large area of subjects and themes that the conference reunites we hope that, shortly, this manifestation would be recognized as one of the most important and appreciated scientific reunion of our country. For this edition, we are glad to have among us important researchers and interesting papers as well. Having successfully managed to publish and diseminate our participants' papers were also delightful for our team.

The large number of participants that applied for the works of our conference and the expertise of all included in our program, confirm the importance and the prestige enjoyed by our manifestation. Invariably, another explanation of this large participation is explained by the

10

opportunity of publishing the articles sustained within the conference in a new magazine: Journal of Humanities, Culture and Social Sciences.

Finally, we wish success to all participants and special guests, success in sustaining their articles; we wish you also a pleasant stay in Craiova.

The organization of this 10th International Conference “State and Society in Europe” was the result of close collaboration, an efficient one, between the key actors: „Alexandru și Aristia Aman” Dolj County Library, „Alexandru și Aristia Aman” Foundation, respectively the University of Craiova, the Faculty of Social Sciences and Faculty of Orthodox Theology, Scientists Academy of Romania, the Archeological and Historical Sciences Department and the Romanian Academy, the „C.S. Nicolăescu Plopşor”- Craiova Social-Humanist Sciences Institute as partners.

Mircea Gheorghe ABRUDAN

The author was born in Cluj-Napoca on May 22nd 1986.

He is Scientific Researcher III at the Institute of History George

Barițiu, Romanian Academy, Cluj-Napoca. He obtained his

Bachelor’s, Master’s and Ph.D. (summa cum laude) degrees at

the Faculty of History and Philosophy, Babeș-Bolyai University

of Cluj-Napoca. He also graduated from the Faculty of Orthodox

Theology, Babeș-Bolyai University of Cluj-Napoca

(specialisation: pastoral theology). He took part in a

specialisation programme at Karl-Franzens-Universität Graz,

Austria in the winter semester of the academic year 2009-2010.

During his doctoral and post-doctoral studies he took part in a

series of research stays at Ludwig-Maximilians-Universität

München, the University of Vienna, the Austrian State Archives

and the Austrian National Library. His scientific interests lie

with the history of Transylvania in the centuries XVIII-XIX, the

history of the Orthodox Church in the Habsburg Empire in the

period between the Treaty of Karlowitz and the First World War,

the Romanian-Transylvanian Saxon interfaith relations in

Transylvania in the XIX century, the personality and epoch of

Metropolitan Andrei Șaguna, the memoirs and history of

Transylvanian Saxons in Transylvania, with reference to the First

World War. He has authored over 60 scientific studies published

in the country and abroad, 100 reviews and articles, as well as the

Rev. Nicuşor Beldiman, Ph.D., is Associated Professor at

“Justinian Patriarhul” Faculty of Orthodox Theology, University

of Bucharest, where he teaches Homiletics and Catechetics. He

is also Manager of the Department of Systematic and Practical

Theology and Sacred Art.

Virginia BLÎNDA

The author is Scientific Researcher at the Institute for

South-East European Studies, The Romanian Academy,

Bucharest, Romania. Research interests: cultural and political

history of Romanians, 19th century, mentalities, construction of

national identity and political ideas.

Silviu BORȘ

Silviu Borș, Ph.D., lectures in applied information

technologies, digital libraries, information structures, research

methods and techniques at Lucian Blaga University of Sibiu,

Romania. He specialised in history as well as in library and

computer sciences. He is also the manager of Astra Sibiu County

Library, Romania. Committed to promoting information

technologies within the library, Mr. Borș is involved in a number

of projects focusing on preserving the national cultural heritage.

Interested in both culture and education, he develops various

activities encouraging publishing and library research.

Vihren BOUZOV

Vihren Bouzov is Professor of Philosophy of Legal

Philosophy and Logic of Social Sciences at the Faculty of

Philosophy and Doctor of Sciences in National Security, St. Cyril

and St. Methodius University of VelikoTarnovo, Bulgaria. He was

Dean of Philosophical Faculty (2003-2011) and Vice Dean at

present. Chairman of the Centre for Cross Border Studies founded

in 2012 with the support of CBC Romania-Bulgaria Programme

2007-2013 with the project “Maximizing Comparative Advantages

of the Cross Border Regions” with lead partner Faculty of Social

Sciences, University of Craiova, Romania. His scientific interests

cover philosophy of law and logic of social sciences, decision

theory and international security studies. In July 2016 he defended

a DSc thesis entitled “Regional Security Crises Decision-Making”.

He has many publications abroad published in Italy, Austria,

Poland, Romania, Russia, Moldova and Serbia. He is a member of

the Bulgarian Philosophy Society, the International Society for

Universal Dialogue and the Association of Foundation of Science.

Flavius CABA-MARIA

Mr. Flavius Caba-Maria is the President of the Think-

Tank Middle East Political and Economic Institute (MEPEI)/

Bucharest. He studies for his Ph.D. thesis at the National

University of Political Studies and Public Administration (SNSPA)

of Bucharest, focusing on the dynamics of international relations

in the Middle East. He holds a Bachelors of Law and graduated

courses on politics at Babeș-Bolyai University of Cluj-Napoca. He

manages projects that aim towards a better understanding and

knowledge regarding the Middle East, its cultural diversity, social,

political and economic reality. He holds a vast experience on the

Middle East, being the author and the coordinator of articles and

scientific works on energy security, counter-terrorism, defence,

international relations and regional development. In the past, he

was officer in the Romanian Ministry of Defence taking part in

international missions in different areas of the world.

Corina CIURARU

The author is librarian and Head of the IT Department

of “Panait Istrati” County Public Library, Brăila, Romania. The

author performs the following tasks: she manages the IT&C,

Documents Digitalisation, Desktop Publishing, Internet and

Electronics References departments; she trains librarians and

the elderly in the correct use of the PC and its applications

(Office, Internet, modern services for patrons etc.); she drafts

and implements projects (BIBLIONET (as county coordinator),

Europeana (local partner), Local History@Your Local Library

and others) and other European funded projects. She has over

twenty years of experience in libraries and information

technology. She is member of the Impact Group – librarian

volunteers who work together for the Biblionet Program

sustainability. She writes for a few specialised books and articles

for librarians and she gives numerous presentations in different

professional conferences. She is president of Brăila Branch in

ANBPR (Public Librarian Association of Romania) and therefore

works a lot with local NGO’s. She took part in the Communities

Futures Conference (October 30th2013, Bucharest), in the

Advocacy Programs section, where she received an award for the

involvement of local civil society around the public library.

Ionuț COJOCARU

Ionuț Cojocaru, Ph.D., at the Faculty of Economics and

Political Science within the International Relations and

European Studies Department of the University of South-East

Europe – Lumina. In 2011 he obtained the doctoral degree in

history. He graduated a master in the Contemporary History of

Romania domain within the Faculty of History in Bucharest, and

a second one in Political Science domain at the National School

of Political and Administrative Sciences, Bucharest. His interests

include both the Balkans region and the relations between the

Balkan states and the Ottoman Empire/Turkey. He published

several studies, analyses, volumes of documents, and volumes of

studies regarding the relations between the Balkan states. In

2007 he started to work as Assistant professor, and since 2012,

when he became lecturer, he is in charge with teaching both the

History of the International Relations and the History of the

South-East Europe in the XIX-XX centuries subjects. He is an

active member of the editorial boards of the Serbian magazines:

Balkan Synthesis and Facta Universitatis, of the Turkish

magazines: Journal of Eurasian Studies, Studies of the Ottoman

Domain, and History Studies (International Journal of History),

and of the Russian magazine Crimean Historical Review. He is

Mihai COMAN

Professor Mihai Coman is the Dean of the College of

Journalism and Communication at Bucharest University. He is

also the founder of this prestigious College of Journalism. His

audience, the socio-anthropology of journalists. In his list of

Constantin CRĂIȚOIU

Constantin Crăițoiu is a Ph.D. lecturer professor at the

Sociology Department and vice-dean of the Faculty of Social

Sciences from the University of Craiova. His major interests is in

the methodology of scientific research and cultural studies and

he is at the same time involved in social projects that are based

on the results of the scientific research. His reference work is

“The Romanian Society Today”, which was published by the

European Institute in Iasi.

Lucian DINDIRICĂ

He is Manager of the “Alexandru & Aristia Aman” Public

Library County Dolj since 2009 and Associate Scientific

Researcher at the University of Craiova. He graduated from the

Faculty of Theology and from the Faculty of History, completed

his master’s studies in history and regional development at the

University of Craiova and obtained his doctorate in history at

“Ovidius” University of Constanţa in 2011. He is proficient in

research methodology specific to information and library

sciences, having been twice rewarded for his cultural activity by

the International Foundation “Mihail Eminescu”: the Prize for

Cultural Management (2012) and the Prize for Cultural

Strategies (2013). His competences as author, coordinator, editor

and scientific reviewer are materialised in 13 books (one

single-authored book). The book “Miron Cristea – patriarch,

regent și prim-ministru” (“Miron Cristea – Patriarch, Regent and

Prime Minister”) received the award of the Department of

History, the Academy of Romanian Scientists. He has written

and presented over 30 studies and articles published in reviews

indexed in international databases or in conference proceedings.

He has presented papers at more than 20 national and

international scientific conferences, is volume editor and has

taken part in research projects and grants at the University of

Craiova and Aman County Library. His research interest field

includes contemporary history, politics, administrative sciences,

international relations, information science, library science and

religious history. He is member of the Editorial Board of the

“Journal of Humanities, Culture & Social Sciences” and “Arhivele

Olteniei”. He is also scientific reviewer for “Cetatea de Scaun”

Publishing House. His name is linked to the establishment of the

Museum of Books and Romanian Exile, with the support of

County Council Dolj and the unconditional commitment of

prominent representatives of the exile such as the Academician

Basarab Nicolescu.

Igor ISTOMIN

Igor Istomin is Senior Lecturer at the Department of

Applied International Political Analysis, MGIMO University.He

holds Ph.D. and M.A. degrees from this institution as well as

aundergraduate degree from St. Petersburg State University.

Igor Istomin teaches undergraduate and graduate classes in

applied analysis of international affairs as well as in Russian-

American relations. He also delivered lectures and presentations

in a number of foreign institutions, such as Georgetown

University (USA) and Jilin University (China). Igor Istomin

serves as the Executive Editor at the MezhdunarodnyeProtsessy

(International Trends) a leading Russian academic journal. He is

the author of more than 40 academic publications in Russian

and in English on issues related to U.S. foreign policy, relations

in Euro-Atlantic space and international security. Igor Istomin

also prepared a number of policy reports and papers for such

institutions, as Russian International Affairs Council, Valdai

Club, Center for Strategic Research (Moscow) and European

Leadership Network (London). In 2011-2013 he was also involved

in the Russian-German civil society forum “St. Petersburg

Dialogue”.He authored op-eds to a number of Russian and

international outlets (“Nezavisimaya Gazeta”, “Izvestia”, and

“Gazeta.ru”). His latest book “Logic of States’ Behavior in

International Politics” (in Russian) forthcoming in 2017.

Maria-Magdalena JIANU

In her research on morphology, syntax, lexicology and

communication, Maria-Magdalena Jianu has published over 30

articles, 14 studies and collections / auxiliaries for seminar

activities and has participated in national and international

congresses and conferences. She is also concerned with the

implication of transdisplinarity as a method in the analysis of

subjects concerning contemporary Romanian language,

Romanian culturology, and the identification of measures to

optimise the Romanian education system, to ensure the legal

exercise of children's rights to education with oncological

diseases. She is member of DAAAM International Organization

– Vienna, member in scientific committees of international

events, scientific referent of specialised papers and specialised

didactics and member of the National Council of Scholarships

Abroad, in juries established for international student mobility.

Claudiu MARIAN

Claudiu Marin is Lecturer in the Department of

International Studies and Contemporary History at “Babeş

Bolyai” University Cluj Napoca, specialized in Political Science.

He holds a Ph.D. in International Relations and his work is

focused mainly on democratic representation, electoral systems,

political marketing and elections.

Nicolae MELINESCU

Nicolae Melinescu worked as a journalist and a foreign

correspondent. He produced news programmes for the News

Department of the national Romanian Television for 40 years.

After retirement (2012) he went on teaching video-journalism,

communication and international relations at the Political

Science departments of the universities in Sibiu, Bucharest,

Constanța and Cluj-Napoca. He continued his research in areas

of scientific interest and published numerous articles, papers

and studies in several reviews and books, and attended national

and international scientific conferences and symposia in

Romania. He is a permanent guest for two TV stations and

aregular contributor to the culture magazine “Curtea de la

Argeș” with two permanent columns: “Întoarcerea la Românism”

(National identity as seen by seventeen public figures, members

of the Romanian Academy, artists, politicians and opinion

makers) and “Vecinamea Africa”, comments on current

significant events on the black continent.

Ema MILJKOVIC

Ema Miljkovic, participation in several dozen academic

seminars in the country and abroad. Member of the Committee

for Demographic studies of the Serbian Academy of Sciences and

Arts, contributed to the “Encyclopedia Serbica”, “Lexicon of the

Serbian Middle Ages” and “Lexicon of the Settlements in the

Serbian Lands during the Middle Ages”. Member of various

professional editorial boards. Since 2012, member of the

researching team: Christian Culture on the Balkans during the

Middle Ages: Byzantine Empire, Serbs and Bulgarians 9-16th

century. Participant in the COST Action “Republic of Letters

1500-1800”.

Ekaterina MIKHAYLENKO

Ekaterina Mikhaylenko is Lecturer at Ural Federal

University, Department of International Relations. She has

background in International Relations (Candidate in History

and Foreign Relations of Russia). The candidate dissertation was

devoted to the issues of European regional security after the

dissolution of the USSR. Research interests are non-

proliferation, regional security, regionalism and Russian foreign

policy. Teaching courses: “Introduction into Non-proliferation”,

“The Main Aspects of Global Security” and “National Security of

Russian Federation”, “Regional structure of the World”. E.

Mikhaylenko participated in the CNS fellowship programme

(Center for Non-Proliferation Studies, Monterey, USA, 2011). She

is part of the Capacity Development Initiative of the CTBTO.

Dragoș Adrian NEAGU

Dragoș Neagu Adrian is Manager of “Panait Istrati”

Brăila Public Library and former Deputy Director of the same

institution. He has been working in the public library sector

since 1995. He holds a Bachelor’s degree obtained at the

University “Lower Danube” from Galați, Faculty of Materials

Science and a Master’s degree in Public Management obtained

at the Academy of Economic Sciences in Bucharest. He is

member of the Romanian National Association of Public

Libraries and Librarians (ANBPR) since 1995 and former ANBPR

President.The Romanian National Association of Public

Libraries and Librarians aims to support the professional

interests of public libraries and librarians. With a continuous

activity of 25 years, currently the Association has over 3,300

members and 40 branches nationwide. In ANBPR he is member

of the Automation and Digitization Committee and since 2007

he has also coordinated it, as President of this committee. The

Automation Committee achieves and maintains a national

record regarding the availability of hardware and system

libraries and in nearly three years has created a digitization

strategy at public libraries leading to possible correlation with

European projects in this area.

Cristian NIȚOIU

Cristian Nițoiu is Lecturer in Politics and International

Relations in September Aston University and an Associate

Fellow at LSE IDEAS. Before this he was a Postdoctoral Fellow in

EU-Russia relations and Ukraine at LSE IDEAS and he held

research positions at Trinity College Dublin and the College of

Europe (Natolin campus, ENP Chair). He is an expert on EU and

Russian foreign policy, the BRICS, EU-Russia relations, Eastern

Europe, international relations, the European public sphere or

international political communication. His recent most book on

‘EU Foreign Policy Analysis: Democratic Legitimacy, Media, and

Climate Change’ was published in 2015 by Palgrave. He is

currently working on a book on EU-Russia relations during

Putin’s third term, one on the role of the ideal self in world

politics and a project on the European Parliament’s approach

towards the post-Soviet space and Russia.

Iulian ONCESCU

Iulian Oncescu is Associate Professor at Valahia

University of Târgoviște, Faculty of Humanities, Department of

History. His interest domains: Foreign travelers about the

Romanians in the 18th century, French-Romanian relations in

the 19th century, The Romanians’ modern history, Romania in

the international relations in the Modern Epoch, Romania’s

contemporary history, Local history. Since 2005, member in the

Scientific Council of the Research Center of International

Relations History and Cultural Studies “Grigore Gafencu” (in the

framework of the Department of History, Faculty of Humanities,

Valahia University of Târgovişte), and since 2012 in charge of the

laboratory of History and International Relations in the

framework of the same center. Member of the editorial board of

the journal “Valahian Journal of Historical Studies”, Târgovişte

since the year 2009. He published 25 works (as author, co-

author, coordinator/editor) and over 60 studies and specialized

articles. Distinguished with the “Nicolae Bălcescu” Prize granted

by the Romanian Academy for the year 2010 (13 Dec. 2012).

Gheorghe ONIȘORU

The author is professor and researcher in contemporary

history. Recent books: “Pecetea lui Stalin. Cazul Vasile Luca”

(“Stalin’s Stamp. Vasile Luca’s Case”), Târgovişte, 2014, “Istoria

lumii contemporane. De la revoluția bolșevică până în zilele

Alexandru OȘCA

The author is Professor, Ph.D. and Vice-President of the

Romanian Commission of Military History, Secretary of the

IRRD Scientific Council. He holds a graduate degree in History

from the University of Bucharest and a graduate degree in the

Military field from the National University of Defense, Faculty of

Command and Headquarters. He holds a postgraduate degree in

Archive science and is expert in archives. He graduated the

Doctoral School of the University of Craiova, where he received

his Ph.D. title in 2002, with the paper “Romania and the Balkan

Agreement. Military Conventions”, under the coordination of

Professor Valeriu Florin Dobrinescu, Ph.D. He was Director of

the Historical Military Services – General Staff and Professor at

the University of Craiova, Hyperion University, “Dimitrie

Cantemir” University, Bucharest where he held courses on

“Romania in the military alliances of the 20th century”, “the

geopolitics of the Danube and the Black Sea”, “the fall of the

Communist regimes” and “international organisations”.He has

published studies and works on topics like Romanian

contemporary history, international relations history, history of

the Romanian Revolution, the Cold War, military history etc. He

has also coordinated research projects at the Romanian

Revolution Institute and worked as expert within the frame of a

cultural diplomacy grant.

Apostolos PATELAKIS

Apostolos Patelakis was born in 1951, in Craiova,

Romania, in a family of Greek political refugees. He graduated

from the Institute for History and Geography in his hometown,

in 1973. While teaching in a famous Romanian village (Botiza,

Maramureș), he continued his studies in the Faculty of History

and Philosophy in Cluj-Napoca. After graduating in 1976, he

continued to teach in Brașov, until he officially returned to

Greece, in 1979. Since then, he is living in Thessaloniki, where he

has been teaching Romanian language, culture and civilisation

at the Institute for Balkan Studies (IMXA) – since 1980, and at

the Balkan Studies Faculty of the University of Macedonia –

between 2000 and 2006. He made several literary and scientific

translations from Greek to Romanian; he is the author of several

linguistic works and informational booklets and contributor of

Romanian newspapers in Greece. As a historian, he wrote a book

in Romanian about the Greek civil war (1946-1949) and the

Greek political refugees in Romania (1948-1982), published by

Cetatea de Scaun in 2017.

Florin PĂSĂTOIU

Florin Păsătoiu lectures on Comparative Security

Policies, EU Common Foreign and Security Policy, Areas

Studies: Eurasia, Analysis of International Conflicts at the

Department of History, International Relations and Political

Sciences, Faculty of Social Sciences-University of Craiova. He got

his MA in International relations and European Studies at

Aalborg University in Denmark and his Ph.D. in Sociology at

University of Bucharest. Florin Păsătoiu benefited from four

fellowship schemes so far: with MGIMO, at the Ministry of

Foreign Affairs- Russian Federation (in Moscow, September-

November 2014), with the German Marshall Fund of the United

States of America (in the United States of America, February –

March 2008), with the European Foundation Centre,

International Fellowship Programme for Learning and Exchange

in Philanthropy (IFP) (at ALDA - in Italy and Council of Europe-

Strasbourg, in 2007) and with the Mission of Romania to the

European Union (in Brussels, in 2003).

Cristian Vasile PETCU

Cristian Vasile Petcu was born in the city of Slatina, Olt

County, on 20 May 1975. Between 1993 and 1997 he studied

Orthodox Theology at Craiova University, specialising in

Pastoral Theology. Since 1998 he has been a member of the

teaching staff in the Theology Faculty of the Wallachia

University in Tîrgoviște, and since 2011 until September 2016 he

has been an associate professor in the Theology Faculty of

Craiova University. He was awarded a Doctorate in History in

2009 and a Doctorate in Theology, on the subject of Canon Law,

in 2010.

Adrian POP

Adrian Pop is Professor of International Relations at the

National University of Political Science and Public

Administration in Bucharest. He holds a Ph.D. and a B.A. in

History from the “Babeș-Bolyai” University in Cluj-Napoca and

a M.A. in Political Science from the Central European University

in Budapest. He is also Director of the Centre for Regional and

Global Studies at the Romanian Scientific Society for

Interdisciplinary Research and Chair of the Romania Node of

The Millennium Project. A former Visiting Fellow with the

Norwegian Nobel Institute in Oslo, Visiting Fulbright Scholar

with the University of Maryland, and International Research

Fellow with the NATO Defence College in Rome, he is a member

of several international professional associations and sits in the

editorial boards of two scholarly journals. He has published

books, book chapters and journal articles on international

relations, geopolitics, security and defence, Cold War history

and history of historiography with a particular focus on the

wider Black Sea region, East-Central and South-Eastern Europe.

Cecilia Mihaela POPESCU

Cecilia Mihaela Popescu is Associate Professor in

Applied Romance Linguistics, General Linguistics, and Latin

Language at the University of Craiova. She received her Ph.D. in

2006 with a thesis focused on a comparative study of the

expression of the potential and the irrealis in Latin, French, and

Romanian. She has edited various joint volumes. In 2013, she

published her post-doctoral thesis entitled “The Future and the

Conditional in Romance Languages. A Morphosyntactic and

Semantic Approach from a Diachronic Perspective”. She also

published papers in Revue de linguistique romane, Revista de

Filologia Romanica, Revue roumaine de linguistique,

and Zeitschrift für französische Sprach und Literatur, as well as

in other international peer-reviewed volumes. Her research

interests include historical linguistics (History of Latin language,

History of Old French and Old Romanian, grammaticalization),

the pragmaticalization phenomenon of discourse markers in

Romance languages and French borrowings into Romanian.

Scott REESE

Scott Reese, Cultural Attaché, U.S. Embassy in Romania,

works since 2004 as a consular-coned officer for the United

States Department of State. During his career he worked for the

State Department in: Oslo (Norwegia), Bamako (Mali), Mosul

(Irak), Beijing (China), Bagdad (Irak), Erbil (Irak). Prior to

joining the Department, Scott worked in technology and

education. Graduating from the University of Iowa with a BS in

Computer Science., he worked in the IT field for a number of

years, eventually switching to educational technology, working

and teaching at the University of Iowa. After moving to

Vermont, he worked at Williams College in Williamstown,

Massachusetts and started PhD studies in Systems Engineering

at Renssalaer Polytechnic Institute in Troy, New York,

simultaneously teaching a few classes at the Massachusetts

College of Liberal Arts and Bennington College. In the two years

immediately prior to joining the Foreign Service, Scott taught

math and algebra to high school students with behavioral

problems in Albany, New York. Scott speaks French, Swedish,

Norwegian, and Mandarin and enjoys reading, listening to

music, playing the piano, and traveling.

Gabriela RUSU-PĂSĂRIN Gabriela Rusu-Păsărin is Habilitated Ph.D. Reader at the

Faculty of Letters from the University of Craiova and also

teaches at the National School of Political and Administrative

Studies from Bucharest. She has written numerous books as

single and co-author. Her main research directions are: history

and literary criticism, folklore and cultural anthropology, press

history, communication and journalism.

Ionel N. SAVA The author is Senior Lecturer in the Department of

Sociology, University of Bucharest. He is currently teaching

Sociology and International Relations at the University of

Bucharest and the Academy of Economic Studies. He received

his BA in Sociology from the University of Bucharest (1993) and

a degree in international and security studies from “The George

C Marshall Center in Garmish-Partenkirchen”, Germany (1996).

He furthered his education with a Ph.D. in Sociology at the

University of Bucharest (1999) and a Fulbright postdoctoral

fellowship at the University of California in Los Angeles (2002).

In 2001, Mr. Sava received the NATO’s Manfred Worner

Fellowship to study the impact of Western assistance on civil

relations and democracy in Bulgaria, Slovenia and Romania. In

2001 as well Sava initiated the Master on International Relations

and Security of the University of Bucharest. In the 1990`s, Ionel

N Sava worked with the MOD as a researcher in the social

studies section (1993-1994), then adviser to the minister (1994-

1997) and international affairs journalist (1997-1999). In the

2000`s, Ionel N Sava joined the Foreign Ministry as chief of

mission to Switzerland and Liechtenstein (2007-2011). Ionel N.

Sava published seven books and a number of articles, book

chapters and reviews.

Nicolae Răzvan STAN Nicolae Răzvan Stan is Associate Professor and Dean of

the Faculty of Theology, University of Craiova where he give

lectures in Orthodox Spirituality. He got his Ph.D. in Theology

in 2007 with the thesis Anthropology from the Christological

perspective: the doctrine bases of the spiritual life. He is also the

Director of the Centre for the Theological and Interreligious

Studies, University of Craiova. He wrote books, numerous

studies and articles in national and international specialized

journals, among which we mention: “Anthropology from the

Christological perspective: the doctrine bases of the spiritual

life” (2007, 2014); “Traveller to Eternity. Theological Hymns”

(2007); “Man’s Completion in Christ: Ascetic-Mystic Aspects of

Eugen TĂNĂSESCU Fr. Eugen Tănăsescu, Ph.D., is an Orthodox priest from

the Archdiocese of Tomis. He is the P.R. at the Diocesal Center

Ioniţă Apostolache is an Orthodox priest from the

diocese of Craiova, at Obedeanu Church. He is also Lecturer at

the Faculty of Theology of Craiova. His academic preoccupations

are: Apologetics and Syriac Theology. He has written numerous

articles in well-known periodicals from Romania and from

outside the country. His most important books are: Christology

and Mystic in the Syriac Theology (2013), The Orthodox

Apologetic – Confession and Apostleship (2017), Spiritual

Words, Peoples and Places from the History of the Church from

Oltenia (2017).

Constantin BĂJĂU

The author is Senior Lecturer at the Faculty of Theology,

the University of Craiova. He holds several postgraduate degrees

obtained in Athens, Bucharest and Sibiu. He specialised in:

Patrology and History of Dogma. He is author of patrology

courses for students and numerous specialised studies.

Adrian BOLDIȘOR

Fr. Senior Lecturer Adrian Boldișor teaches History of

Religions at the Faculty of Theology, University of Craiova. He

studied Mircea Eliade in the context of his Christian valences of

his work. The last book published by him develops the theme of

“Interreligious dialogue”.

Ileana Boldișor is Ph.D. student at the “Alexandru Piru”

Radu Cârciumaru is Associate Professor at Valahia

University of Târgovişte, Faculty of Humanities, Department of

Romanian states, the external politics of Romanian countries in

the Middle Age and Medieval Romanian culture. Since 2010 he

has been editorial secretary of “Annales d’Université Valahia

he has been member of “Grigore Gafencu” Research Center for

the Department of History, Faculty of Humanities,Valahia

Mihai CIUREA

Mihai Ciurea is Ph.D. Assistant at the Faculty of

Orthodox Theology, University of Craiova. He teaches Ancient

Greek and Biblical Studies, especially New Testament. During

2006-2007, he attended a post graduate programme in The

Aurelian GIUGĂL

The author holds a Ph.D. in Political Sciences, an M.A.

in Political Sciences and a B.A. in Geographical Sciences

(University of Bucharest). He is Research Collaborator at The

Florian OLTEANU

Florian Olteanu is Senior Lecturer at the University of

Craiova, Faculty of Social Sciences, Department of History,

International Relations and Political Sciences. He worked as

Assistant (2003-2009) and is now Lecturer (2009-present) at the

University of Craiova, specialisations: History, International

Relations and European Studies, Romanians in the History of

Europe. He obtained his Ph.D. in History in March 2007. He has

worked on European-funded projects (European Social Fund) –

POSDRU. He studied the Management of EU Institutions and he

was scientific coordinator in Entrepreneurship. In 15 years of

academic teaching and research, until this moment, he wrote 18

books and more than 50 studies and articles on History, Political

Sciences, Civilisation, European Construction and Geopolitics.

Cornel Constantin MĂRCULESCU

Dalles” Primary and Secondary School of Bucşani, Dâmboviţa

County – Romania, as well as Director of the Dâmboviţa Branch

of the “Traian Tr .Cepoiu” Cultural Foundation. He is member of

the Romanian Association for Promoting Value and the

Marius-Mircea MITRACHE

Marius-Mircea Mitrache holds a joint-doctorate degree

at the “Babeș-Bolyai” University and Paris-Est University in

European Studies and International Relations and Political

Sciences. His areas of interest and expertise are the Franco-

German Relationship, Central-Eastern Europe, European

Intellectual History, and Interwar Diplomatic History. His thesis

dealt with the diplomacy of François Mitterrand towards

Central-Eastern Europe in the context of the German

Reunification. His current interests of research concern

cognitive geopolitics, mental mapping and the European

integration of the Central-Eastern European states.

Father Constantin Mladin is Ph.D. student at the

Faculty of Orthodox Theology of Craiova. He holds a Bachelor’s

degree in Patrology, under the guidance of Fh. Constantin Băjău,

Ph.D. and a Master’s degree from the Faculty of Theology

“Andrei Şaguna”, Sibiu – dissertation thesis in the field of

patrology, under the guidance of Fh. Mircea Ielciu, Ph.D. At

present, he is priest at Romanești Parish of Craiova, and teacher

of Orthodox religion at Filiaşi Gymnasium School. In September

2016 he was admitted to the Doctoral School “Sf. Nicodemus” of

the Faculty of Theology, the University of Craiova, where he

researches in the field of patrology and post-patristic literature,

under the guidance of Fh. Constantin Băjău, Ph.D.

Adrian NICOLESCU

The research activity carried out over the course of three

years resulted in the elaboration of the Ph.D. thesis entitled

“Fundamentals of International Responsibility for

Environmental Damage”, which led to the achievement of the

title of Doctor in Law in 2017. Also, the author is currently

working as lecturer at the Department of Communication,

Journalism and Educational Sciences, Faculty of Letters,

University of Craiova, Romania.

Ion Popescu is priest and professor at the University of

Alina Reşceanu is currently a Senior Lecturer at the

Department of Anglo-American and German Studies, Faculty of

Letters, University of Craiova. She is a graduate of the Faculty of

Letters, University of Craiova (2000) and of the MA studies in

Formal (Computational) Linguistics at the University of

Bucharest (2003-2004). She got her Ph.D. in Theoretical

Linguistics at the University of Bucharest with a paper on the

syntax of amount relative clauses in English and Romanian in

the Minimalist approach (published in 2015). Her work is

focused on topics related to general linguistics and the varieties

of the English language, and she is also interested in generative

grammar, contrastive approaches to syntax (English/

Romanian), and the interface of syntax/semantics.

Cătălin Ionuț REȘCEANU

The author is Ph.D. candidate at the Faculty of History,

University of Craiova. His field of interest concerns Romanians

in the history of Europe with a special focus on the impact which

political parties have had in the evolution of Craiova. His Ph.D.

paper focuses on the analysis of public politics and its

importance in the development of Craiova’s economy.

Marilena-Cornelia RIZESCU

The author graduated from the Faculty of Social

Sciences at University of Craiova. Currently, she is Ph.D. student

The history of Oltenia intersected for two decades with

the sphere of authority of the Court of Vienna which extended

its dominance over Small Wallachia in the period between the

Treaty of Passarowitz and the Treaty of Belgrade. Based on the

report of the officer and topographer Friedrich Schwantz von

Springfels, completed in 1723, the paper will outline the two

decades of Austrian dominance in Oltenia, with a view first to

the international context and secondly to social, political,

demographic, fiscal, cultural and religious realities of the

province in the period 1716-1739.

Abstract

In the actual society the importance of the theological

Therefore, in our presentation we will try to develop some issues

about the special link between apology and Apologetic in a

rhetorical context. In this concern, it is very important to see the

apologetic message of the Church in the contemporary context.

Moreover, in its confrontation with secularization, globalization

and atheisms, the Church must try to find argument to confess

its belief in Christ. The Orthodox doctrine is an inexhaustible

spring of knowledge and answers. We must just find the way to

promote the word of Scriptures in an actual speech. Therefore,

in our presentation we will try to do the apology of the

theological speech in the analogy with the apologetic of actual

deontology of rhetoric.

Abstract

The history of Romanian homiletics knows figures of

enlightened hierarchs and scholars, fully aware of the

importance of preaching and educating the faithful, homilists

who contributed through their sermons to the perpetuation and

preservation of the Orthodox faith. A figure of diligent hierarch

and zealous preacher, with a significant contribution to the

development of Romanian homiletic literature in the second

half of the 20th century, was Metropolitan Firmilian Marin of

Oltenia, whose life and works provide an exemplary pastoral

paradigm, worthy of our attention and deep gratitude. This

paper aims to present and investigate the homiletic activity

carried out by Metropolitan Firmilian, who holds a prominent

place among the great hierarchs of the Romanian Orthodox

Church and the Romanian nation: a worthy servant of Christ, a

founder of holy churches and places of worship, a great scholar,

a supporter of culture and arts and a father of the suffering and

needy people. We also aim to provide a model to contemporary

preachers, animated by missionary zeal, according to the

example set by the diligent hierarch of Oltenia in his times and

historical, social, economic and political circumstances.To make

his homiletic creation more accessible, we do not merely provide

a bio-bibliography and an overview of his sermons, but we also

undertake a critical examination of his speeches, in order to

present the genres employed, the homiletic technique, the style,

originality and coherence of language, with examples that are

highly useful to today’s preachers.

The event of September 11th 2001 seems like an image in

the conflict between Muslim fundamentalist militants and the

Occidental culture which had its own origins in Christianity. The

moment was understood like a validation of the thesis of

“collision of civilisations”, the most used words in this period

being “Jihad” and “Crusade”. From that moment the religion

became reason of discussion in the context of the international

meetings. The world started to think more and more at the

problem of violence, which became a bleak patch on the image

of the recent history. These themes were analysed in the context

of many debates all over the world. The religious leaders came

with answers in compatibility with their own traditions.

A Complementarity Principle as a Basis for Building

of a New World Order

Abstract

The Regional Security Complex Theory is used in the

paper as a methodological instrument to understand the present

day worldwide political confrontation as a system of regional

conflicts with different nature – from military ones to clashes for

winning investment projects. The thesis that the humankind

today is very close to building a multipolar world will be

grounded. The new order needs to be based not on the

confrontation of military alliances with a monopoly of power-

imposed solution to global or regional conflicts, but on the

realization of a complementarity principle. It could be presented

as a race of mutually complementary development options

produced by the penetration of the superpowers in certain

regional complexes – the U.S., China, Russia and probably the

EU. The realisation of this complementarity principle does not

exclude forms of cooperation with them of certain countries and

regions within the framework of different, even contradictory,

options – such as Russian energy projects, Chinese infrastructure

and investments plans, the EU integration or arm deals with the

U.S. The new world order could be based on the balance of

power and interests, protection of sovereignty of nation states

and some cooperative values. Turkey is about to gain the status

of great power on the basis of such type of policy in three

security regions.

the honour and reputation of a person, without their consent or

without observing the limits provided by Article 75 of the Civil

Code. We intend to analyse in this study the practice of the

Romanian ordinary courts in the matter of the right to dignity

six years after the entry into force of the New Romanian Civil

Code.

Culture and Politics: Censorial Vocabulary in the

Romanian Principalities (1833-1850)

Abstract

The censorial vocabulary used in the Romanian

Principalities reflected the transformations that the circulation

of secular writings generated in the Romanian society between

1833 and 1850. At the administrative level, a series of words or

phrases became the reflection of a cultural reality profoundly

different from the one of the previous epoch. Modern phrases or

seals used by censorship appeared as ways of defending the

stability of a political system in its confrontation with

modernity. The dissemination of the French Revolution ideas

through the written or printed texts was perceived by the

European authorities as a source of instability with a substantial

potential to threaten the existing political systems. The ex-ante

secular censorship functioned within the Romanian

Principalities for all types of writings and this allowed us to

identify a list of modern formulations in Romanian manuscripts

from the first half of the nineteenth century; some of these

manuscripts are preserved in the Library of the Romanian

Academy in Bucharest. Legislation, practices and censorship

vocabulary emerge as forms of consolidating the power of

authorities in the process of building and validating the cultural

and national identity. They outline a cultural and a political

reality that complement similar phenomena at European level.

ASTRA Public Library Special Book Fund: History

Abstract

Throughout history, the Library underwent several

periods of book purges, most of them depending on various

political regimes. The end of the Second World War brought a

major political change in Romania, as censorship was an

important instrument of the new political regime. Many libraries

disappeared as active institutions, their collections destroyed or

transferred to similar establishments. Others were established

with a juridical person status (e. g. ASTRA Public Library). The

most important Romanian public libraries set up collections

with a “special” content (based on lists developed by central

controlling organisms). A small group of users whose reading

practices and preferences were closely monitored had access to

them. Our purpose is to bring out a book fund established at

ASTRA Public Library focusing on the history of the Romanian

territory between 1917 and 1944. Our research is based on a

documentary book fund recently open and a registry, listing

books chronologically, to which public access was limited while

they were placed into the Special Fund.

The Limits of the Right to Image and Public Interest

Abstract

The delimitation of the right to image and the public

interest often invoked in the right to free expression is especially

needed when the courts determine of the use of a person's image

is in accordance with legal limits. Shooting or capturing a

person's image is forbidden without prior consent. There are

situations in which image capture is allowed without prior

consent, when the subject of images or photographs falls within

the exercise of fundamental rights such as the right to free

speech. Most legal conflicts are based on the use of images with

people caught in public who carry out private activities. If the

public performs activities of public interest in public places, then

the use of images is not considered to violate legal limits, even if

they don't have the consent of the subject, as long as the images

do not touch his dignity.

Challenges in the Middle East–Reshaping

International Relations’ Paradigm

Abstract

The present paper addresses the radical paradigm shifts

in the Middle East starting 2010, a turning point in its

contemporary history. The initial Arab uprising that began in

late 2010 has annihilated the Arab political fibre or at least

threatened to dismantle most of the political regimes of the

region. The former political arrangements were dismissed, and,

for most cases power vacuum and chaos reigns over regional

affairs. However, beyond the chaotic events, there are new

arrangements in place that could determine the fate of the

Middle East once the open conflicts are mediated/ at least are

put off (in Syria, Libya and Yemen). One distinctive aspect in

post-2010 Middle East is that players which traditionally have

not been allies have joined forces. As a result, we can distinguish

between a non-Arab bloc of regional players and the external

players with influence on the Middle East. The Non-Arab

countries in the region, notably Iran and Turkey, have benefitted

from the power vacuum in order to gain influence that can shape

the future of the Middle East. The current political setting also

expresses the role of the American and the Russian politics in

the region. Both USA and Russia have undergone changes when

it comes to their foreign policy in the region and therefore the

implications are to be examined.

The Fragmented Evolution of Populist Parties in

Romania: From Nationalism to 2.0 Political

Movements

Abstract

There is substantial research on populist parties in

Europe. The French, Belgian, Austrian, Italian and Hungarian

cases have been studied by an important number of authors

(Grabow, Hartleb, 2013; Judis, 2016; Goodhart, 2017). There are

also numerous, recently published researches concerning

populism in general (Delsol, 2015; Müller, 2016, Revelli, 2017).

There are right-wing, as well as left-wing populist parties all

across Europe. Populist parties are considered as “the

paradigmatic type of populist mobilization in much of Europe”

(Mudde, Kaltwasser, 2017). These are not electoral vehicles built

by leaders, but real political parties. The Romanian case is not

the focus of these global research trends. There is only one

analysis that was made seven years ago (Gherghina, 2010).

Therefore, only one party (The Greater Romania Party) has been

taken into account so far. The party that succeeded in having a

limited number of local council representatives and MPs in 2012

(The Popular Party – Dan Diaconescu) was rather a leader-

driven movement, headed by a popular TV entertainer, that

collapsed due to the same reasons that led to the downfall of Pim

Fortuyn List in 2002: the disappearance of its leader (who was

arrested on grounds of corruption) was a crucial factor for the

dismantling of the party; the bankruptcy of the leader’s TV

station was the last step before the total collapse of this party.

After the parliamentary elections in 2016, the general impression

is that in Romania there is no such party, but a new party (USR

– The Union Saving Romania) that pretends not to have any

ideology, though is in fact another example of a populist

movement that fits into what is called populismo 2.0 (Revelli,

2017).This paper aims at presenting the metamorphosis of

populist parties in Romania by analysing the following three

stages: the right-wing nationalist party stage at the beginning of

the 1990s, the media-driven party stage – the image of homo

videns (Sartori, 1997) in action – and the current political

landscape that includes left and right parties encompassing

populist elements into their agenda, as well as a party (USR) that

does not like the label, but instead that acts like a populist party.

Mircea the Elder remains one of the outstanding figures

of the Romanian Middle Ages in a stage in which South-Eastern

Europe was deeply marked by the Ottomans’ ascension. The

battle called by the Serbian chronicles that of “Rovine” marks

such a moment. Whether we talk about the chronology of the

event or the place where this formidable confrontation occurred,

historiography was unable to reach common ground. It is thus

necessary to once again lay stress on the important

historiographical contributions and establish the consequences

of the Romanian victory.

for one single librarian to manage the entire collection of books,

nowadays, the library has professionals in diverse fields of

activity, and it seems that this is the paradigm that most of the

libraries will follow.This is the reason why human resources

management becomes more and more important and why it

should be professionally performed, in order to obtain the best

Rhetorical Analysis of Biblical Texts and Its

Importance for the Synchronic Exegesis of the New

Testament

Abstract

The study focuses on the need of the Orthodox

Theology to reconsider and approach biblical texts from a

rhetorical perspective (i.e. constitutive elements, « analyse

structurelle » in French), through the lent of a Patristic

hermeneutics. Rhetorical criticism of the Bible dates back to at

least Saint Augustine. In today’s research, modern rhetorical

criticism emphasized the unique and unrepeatable message of

the writer or speaker as addressed to his audience, including

especially the techniques and devices which went into crafting

the biblical narrative as it was heard (or read) by its audience.

Unlike canonical and narrative criticism, rhetorical criticism

takes a special interest in the relationship between the biblical

text and its intended audience within the context of the

communal life setting. Rhetorical criticism asks how the text

functions for its audience, including especially its original

audience: to teach, persuade, guide, exhort, reproach, or inspire,

and it concentrates especially on identifying and elucidating

unique features of the situation, including both the techniques

manifest in the text itself and the relevant features of the cultural

setting, through which this purpose is pursued.

Turkey and the European Union, from Accession to

Denunciation

Abstract

Turkey applied for European Union membership at the

beginning of the 1960s. Even if it was not received with full

rights, Turkey had benefits upon the UE partnership. Since 1999,

Turkey has committed itself to accomplishing the requirements

needed to become member. The coming of Recep Tayyip

Erdogan as prim-minister impelled the Turkish society and

brought enthusiasm. The drastic political changes in the last

period transformed Ankara into a prosecutor of the European

Union, and its leader, president Erdogan, into a categorical

leader for ceasing the integration process. In our study we

propose a pertinent analysis of the relationships between Turkey

and the European Union states, as well as between Turkey and

the Balkan states, the evaluation of the situation of the

immigrants, the impact of Turkish decisions on its relations with

EU, as well as an analysis of the external political strategy related

to the present controversial decisions.

Media, the Religious Discourse and the Public Sphere

Abstract

The aim of this paper is to demonstrate that, under

certain circumstances, media achieve a religious construction of

a political event. Journalists accomplish this by: a) presenting

events as if they had pre-established and immutable order and

meaning, and b) setting this order and this meaning within the

reference system specific to religious ritual and myth. Within

this framework, meanings appear as already existing (they

precede the event), and those who report the sequence of facts

and their meaning appear as agents of an extra-mundane ‘truth’.

The ritualization of the journalistic performance and the

mythologisation of the representation of the events enables

journalists to exert a total control over the process of building a

version of the reality and to present themselves as lithurgic

officiants and apostles of the event.

Public Discourse Issues Regarding the Constitutional

Redefinition of Marriage in Romania

Abstract

The study focuses on public discourse issues concerning

the referendum for redefinition of marriage in Romania. Thus,

within the Orthodox Church, unifying a man and a woman by

marriage is defined as a sacrament of the Church. Still, marriage

occupies an important place within the Church, and God’s

blessing for women and men who get married is named

<sacrament>, being able to assert that the manner in which the

Orthodox Church understands the sacrament of the marriage is

the only attitude possible today, so different from the Roman

Catholic Church tradition, as well as from that of the west

Protestantism. In a limited meaning, the fundamental

conditions are positive, and have to exist for concluding the

marriage, while the negative fundamental conditions are de iure

and de facto circumstances that do not have to exist for

marrying, these being impediments. Thus, the fundamental

conditions for civil marriage, recognized by Church and for

wedding, are: the difference of sex, the legal age for marriage,

the consent to marriage, the physical and moral health of the

future husbands and the mutual communication of their health

state for avoiding the presence of unknown physical and moral

diseases. But, besides the conditions enforced by the civil law for

marrying, the future husbands have to fulfil the Church

canonical conditions for giving them the Holy Sacrament of

Matrimony, some canonical conditions being found among

those required by the civil legislation, others, of moral-religious

character, are not found among those required by the state. In

fact, today, not only that it does not exist a harmonization of the

civil matrimonial legislation with the ecclesiastical matrimonial

legislation, moreover, this harmony concerning the conditions

and impediments at marriage does not exist even among the

local Orthodox Churches within the Orthodoxy.

The Management of the Institutions Subordinated to

Local Public Administration

Abstract

Over the recent years there is an increase in managerial

competences in the Romanian public sphere, but also an

increase in the performances of institutions subordinated to

local public administration. The first part of the paper outlines

the author’s own contributions to the development of

alternatives and methods of optimizing the functioning of

institutions directly subordinated to the Romanian

administrative and territorial units. The second part of the paper

outlines the steps which the municipality of Craiova has chosen

to take in the urban development strategy, within the frame of

which the SMART component has evolved, the wireless

networks, digital monitoring or the management services of

public services hence becoming a challenge for all public

administration institutions. Under the concept of SMART, the

mayor (alongside the subordinated team) and the city manager

are the first to ensure the development of these SMART services,

the allocation of financial services necessary to the management

of the development process, as well as to provide a large scale

explanation regarding the importance of this management

system. Furthermore, the important role played in this respect

by the Local Council, the civil society and the local business

community should be taken into consideration as well.

The town of Târgoviște represented a strategic point by

being placed at the confluence of the field and hill areas and

crossed by Ialomița river. There are important resources in the

nearby area, such as salt in Ocnița and oil in Aninoasa. For these

reasons, the town was occupied by the German army.

Abstract

The role of the Romanian Orthodox Church during

the First World War was extremely important from the

perspective of the religious assistance granted to the Romanian

armed forces that were present on the battlefield in the period

1916-1918. Already in May 1915, the Holy Synod chose the head of

the Religious Service of the Romanian Army in the person of the

Archpriest Constantin Nazarie. During the same meeting, the

Metropolitan of Moldavia and Suceava, Pimen Georgescu,

submitted a proposal throughout which all dioceses were called

upon to give the Army “priests who were needed in time of peace

and war”. The “instructions regarding the duties of priests in the

army” were also approved, initially in the Synod and thereafter

by the Ministry of War. 252 priests were deployed in 1916. At the

end of the war, 30 Orthodox priests were considered lost at war:

five dead, six injured and 19 missing. In 1918, in Bessarabia, 40

priests continued serving in the military troops across the River

Prut.

Abstract

People spend more and more time in front of the TV,

this reason it can be said that the means of communication help

to the process of education and enlightenment. Researchers

have shown that after the First World War, attitudes could be

modified by convincing messages. From the perspective of the

concept of attitude has been highlighted the close connection

between attitudes and behavior. Changes in the attitude of the

public following reception of information received through the

means of communication in the media, as a result of compelling

and repeated messages, have as a result in behavioral changes.

Post-1989 Romanian Political Parties: From

Pluralism Representation to Professionalization

Abstract

In the first decade after 1989, the ideological diversity

and the number of the parties represented in the Romanian

Parliament, counties and local councils was truly high. Besides

all-important parties, namely the Party of Social Democracy in

Romania (PDSR) or the Romanian Democratic Convention

(CDR), many other had political representation both at national

and local level. The Romanian party politics was in a phase of

non-professionalization. The citizens had diverse sympathies

and electoral preferences. Indeed, that was a romantic period for

Romanian politics. In this respect, electoral datasets are

illustrative. A single example is suggestive: at the 1996 local

elections, from 45 county council seats in Constanța, only 17

were won by the two ranked parties, CDR and PDSR. In the post-

2000 aftermath, while the parties have been in the active process

of professionalization, Romanian politics has entered the phase

of electoral clientelism. Certainly, the process of the decreasing

of all small, local parties, which later on disappeared, was highly

influenced by the electoral law, i.e. the electoral threshold. My

goal in this study is to show how Romanian party politics has

professionalized in a sense in which they were/are dependent on

the electoral entrepreneurs (named punteros in South America).

This is a mutual, hierarchical relation, i.e. a type of patronus and

cliens relation. For sure, the political patron’s success or failure

has been going hand in hand with the economic level of

development reached by the localities/citizens.

should always leave the church with the thought that they are

not lost until the last moment of their life. The point is not to

give up the fight with passions. Savvy preachers talk to people

through their sermons that make them feel at ease.

Abstract

In 1871, nearly five years upon his arrival in Romania,

Carol I faced a delicate situation in as far as the internal political

life was concerned. The instability of the first years of reign

determined Carol I to resort to different political measures and

gestures to enhance his own authority. The victory of Prussia

against France at the end of 1870 impacted on the entire

European continent, the balance of power tilting in favour of the

newly founded German Empire. In the context of an emerging

strong conservative trend at European level, the conservative

government headed by Lascăr Catargiu – a dignitary who played

an important role at that time and a strong believer in order and

stability as governing principles – came to power in Romania, a

country under the regime of the guarantor powers, the Great

Powers and under the suzerainty of the Ottoman Empire. In

outlining the existing context at the time when the Government

of Catargiu came to power (March 1871), a fundamental role is

played by factors such as the internal political balance of power,

the ascension of the conservatives to the national political scene,

the ruler’s option for a solid collaboration with the conservative

politicians and the constitutional practices of Romania.

Perspective on Emerging World Order from the

Restoring Power

Abstract

In debates on international order Russia finds itself in

ambiguous position. It does not belong properly to either of the

two groups of major states in the international system: dominant

and rising powers. Rather, its role could be described as a

restoring power. Russia’s institutional weight is primarily

defined by its participation as one of the two superpowers in

construction of the existing global order throughout the Cold

War. However, in the 1990s-2000s substantial adjustments in

this order were promoted by the West without Moscow’s

consent and often at its expense. Henceforth, Russia follows a

double-track approach, which includes adherence to

multipolarity and at the same time demands to restore

institutions developed for the bipolar world. Given the ongoing

rebalancing in global economy, Moscow is focused currently on

two major concerns. First, Russia is uncertain about the

willingness of the West to accept changes in international

system graciously. Second, it is anxious regarding the risks of its

own marginalization. These two threats push Russian strategy

into opposite directions, fostering it to take the leading role in

attempts to construct counterhegemonic, balancing coalition

and fueling the demand to escape great power competition.

Abstract

The preaching mission of priests becomes harder and

harder in so far as their auditory is more selective and

preferential. Priests cannot choose their public because they

have the permanent mission to be ready to give their confession

of belief at any time and in any place. Therefore, the preaching

work cannot be identified with one of rhetorical and actual

paradigm, because it answers to a mystagogic direction in the

plan of the preaching of the Incarnated Word. Preachers

descend through the spirituals meanings of the teachingsof their

disciples and give them a real possibility of knowledge in the

relationship with God. The specific of the Church teaching is

that of a descending in the understanding of human existence in

the purpose of a preparation for receiving God in human life.

Abstract

The current state of planetary education reveals,

regardless of the country, the need for another approach to

problems, for several reasons: new and complicated geopolitical

realities, massive and lasting migration, an economic

environment lacking a stable, prepared and active workforce,

due to the lack of consistency between the requirements of the

workforce and the specialisation profile of the universities. Two

major issues could be added to the afore mentioned: (1) the

reconfiguration of the psychosocial profile of children and young

people as an effect of their loneliness through their increasingly

preferred habitation in the online environment, and (2) the

world of the future that tells us both transhumanist currents, as

well as scientific discoveries, and which pretend to be one of

singularity. In this context, changing the paradigm by involving

transdisciplinarity throughout the educational process can be an

optimal solution for correcting a present that can no longer meet

the challenges and the preparation of a future that seems to be

of artificial intelligence.

Territorial Problems Regarding the Romanian-

Hungarian Border at the Versailles Conference (1919-

1920)

Abstract

At the Paris Peace Conference, the Supreme Council

established on February 3rd 1919 the “Committee for the Study

of Territorial Problems Concerning Romania”, later known as

the “Committee of Romanian and Yugoslav Affairs” within which

the borders of Bessarabia, Bucovina, Transylvania and Banat

were discussed. Moreover, Romania attended through its

delegate, colonel Toma Dumitrescu, the meeting on February

21st 1919 of the Prime Ministers of the Allied and Associated

Forces, regarding the demarcation of a neutral area which would

be created in Transylvania between Hungary and Romania, the

Romanian officer being heard on the conditions that had to be

fulfilled so that the Romanian Army could defend itself against

the possible aggressions of the Hungarian troops. The decision

mutually taken by the Inter-Ally Military Council and the

Supreme Council of the Peace Conference on February 26th 1919

regarding the neutral area in Transylvania between Romania and

Hungary was transmitted to the Hungarian government on

March 20th 1919, through a telegram of the acting commandant

of the ally French Army in Hungary. Taking advantage of the

procrastination of the situation by the Committee of Romanian

Affairs regarding the borders between Romania and its

neighbours, the Hungarians attacked the Romanian and the

Czechoslovak borderon April 16th 1919, but were soon stopped

Mărdărescu.

Mechanisms of African Extremism

Abstract

Africa has become lately a haven for terrorist training

and attacks. More than 33 thousand people died in extremist

explosions over a period of five years. Poverty, unemployment,

oppression from dictatorial governments as well as a low degree

of education pushed countless youngsters from destitute areas

toward the radical discourse of hate preachers. Marginal or

borderline neighbourhoods proved to be the most vulnerable

areas to the penetration of violent extremism. Bombings and

suicide attacks perpetrated by Islamist fighters have placed

Africa the second most dangerous areas, after the Middle East.

The United Nations Development Program carried out a two

years research to identify the mechanisms and the environment

which turned Africa into a battle ground for the jihadists, and to

work out facts-based action plans that might deter and,

eventually, contain violent extremism on the continent.

Abstract

The present study focuses on the administrative

mechanism of Dolj County in the period 1866-1881. This topicis

crucially important because both the territorial administration

and the demography of Dolj County suffered numerous

alterations in the above mentioned period, which led to the

creation of inevitable confusions regarding the assignation of

Dolj communes. Based on documents from the archive of Dolj

County Prefecture, pertaining to Dolj County National Archives,

this study tries to help researchers and other people that are

interested in the Dolj County administration. Also, the debate of

this subject offers new research themes such as the analysis of

how public administration institutions used to function. We are

going to examine the administrative structure of Dolj County,

discussing the frequent new assignations of the communes –

“the main cells of the local administration”, within different

subdivisions of the County administration, without legal

personality, but which play a major role in administration.

Multi-Level Challenges to the Nuclear Non-

Proliferation Regime: The Role of Great, Emerging,

Abstract

The Treaty on the Prohibition of Nuclear Weapons

opened for signature at UN headquarters on September 20th

2017 as a demonstration of the majority of the NNWS against the

NWS’ (China, France, Russia, UK, US) hegemony in the Nuclear

Non-Proliferation regime. Somewhat of an NNWS uprising

against the rule of the NWS (122 states voted for the text of the

Treaty on the Prohibition of Nuclear Weapons to ban nuclear

weapons under international law on July 7th 2017) is a

controversial issue and a matter of heated debate in both

political circles and the academia. None of the NWS even

attended the negotiations. The Ministry of Foreign Affairs of the

Russian Federation voiced objections to the initiative supposing

it to be premature. Moreover, there is the trend in experts’ view

that this new treaty jeopardizes the very non-proliferation

regime. Taking a political constructivist and regime theories

approaches, the paper deals with challenges the non-

proliferation regime faces today. Being formed in the 1970s, the

non-proliferation regime is being tested by new actors, regional

non-nuclear communities, and changes in the global

distribution of power. The classical two-level power system

(nuclear and non-nuclear states) is questioned by a multi-level

complexity of interests and ambitions.

François Mitterrand and the German Reunification.

French Diplomacy at the End of the Cold War (1988-

1991)

Abstract

After his re-election in 1988, François Mitterrand made

Europe one of his foreign policy priorities, especially due to his

impression that things were about to change drastically since the

accession to power of Gorbachev in the Soviet Union. When the

Communist bloc and the Berlin Wall eventually collapsed, the

question of the German reunification became one of vital

importance for the French diplomacy. Publicly, Mitterrand

seemed to be hesitant in encouraging and accepting the German

reunification, although he was a staunch ally and a partner of

Chancellor Kohl, with whom he re-launched the European

integration process. In reality, even though Mitterrand

welcomed the German reunification as historically inevitably

and legitimate, he feared that a hasty process could lead to an

imbalance of forces in Europe, jeopardizing both the democratic

reforms of Gorbachev and the European integration, with a

newly reunified Germany possibly opting for an uncharted

foreign policy towards Central-Eastern Europe. Moreover, he

feared a resurgence of ethnic and nationalist rivalries in Central-

Eastern Europe that could spiral into violent clashes and armed

conflicts. This article aims to explain, how Mitterrand's

diplomacy is a mixture of Realpolitik, and constructivism with a

neo-functionalist approach. The French president accepted the

German reunification in return of Kohl's promise for deepening

the European integration and the eventual creation of the euro,

at the same time, pursuing an active diplomacy in Central-

Eastern Europe, in hope of counterbalancing any German

influence and promoting his grand idea of a European

Confederation.

The art of profane discourse lived its great flowering

period in the 10th century through the remarkable personalities

of the emperors Leon VI the Wise and his son Constantine VII

Porphyrogennetos. The grace and the art with which the

homilies were composed on various occasions remains a model

for future generations. Their double role of praising the faith and

asserting the importance of the monarchy were easily attained

in view of the preparation of the audience.

Abstract

We are already confronted with the generation of those

who from early ages have interacted with the Internet, who have

access to other means of information and to different ways of

learning and who expect education to reconcile with their

preoccupations. Practically, education and culture are largely

confronted with the problems of libraries from 1995 to 2000,

when, after a foreseeable period of development, the first

“computer revolutions” appeared in the current activity, creating

what we call a hybrid library. Because of the trends of accessing

online tools to get information regarding libraries and their

services we can provide a picture that describes the online user.

Since digitization is imposing new standards on access to

information, education and culture, we believe that education

and culture institutions will gradually leave their hybrid form, as

users ask it, to take on a completely digital form. Because of this

we should change the legislation that governs this institution to

overcome the needs of their users.

The Main Forms of Child Abuse in Civil Society

Abstract

In the current context the child enjoys special

protection from the main institutions of the state, institutions

that actively participate in the elaboration of normative acts

regarding child protection. Also, the entire civil society is child-

oriented, given that it is vulnerable to various actions or

inactions of actors in their lives. The notion of abuse is abstract

and the literature and legislation in our country have tried to

clarify it. The statistical reports drawn up by the National

Authority for the Protection of Children’s Rights and Adoption

are worrying because they show that, over time, it has been

found that the number of abused and registered child abuses is

steadily increasing. Thus, the problem of child abuse is not an

isolated event, and institutions with attributions in this area

must intervene in time to significantly reduce and even

exacerbate these negative effects that can have a strong impact

on the child’s socialization process.

“Craiova Group” – A Diplomatic Conduit for

Enhanced Cooperation between Romania and Serbia

Abstract

Craiova Group is an initiative to create a model of

diplomatic cooperation between three neighbouring countries –

Serbia, Romania and Bulgaria upon the model of a similar

“Visegrad Group”. It should create a forum for consultation and

harmonization of common positions concerning various

international issues of common concern, mainly energy,

infrastructure and transport. In this article authors put forward

a thesis that such a trilateral forum is an adequate method to

improve good neighbourly relations between these three

countries. The history of their bilateral relations, although very

complex, and sometimes marred with conflicts, teaches us that

they benefited mostly while they were cooperating with one

another to pursue common goals. The Balkan alliance during the

fight of these countries for their national liberation and

unification is a prime example. Furthermore, the relations

between Romania and Serbia have through history been

invariously friendly, even when they found themselves on the

opposite sides of armed conflict, as was the case in the Second

World War. Today, both Bulgaria and Romania as members of

EU fully support Serbia’s road to accession and Romania even

has still not recognized the unilaterally declared independence

of Serbia’s autonomous region of Kosovo and Metochia.

The Geopolitical Importance of the Russian

Revolution of 1917

Abstract

The Russian revolution of 1917 had great importance for

the history. USSR presented the Revolution as the exclusive

contribution to the people from Tsarist Russia who fought for

equality, justice, freedom, self-determination. Today, the

historians of the entire world present this revolution as being

generated by a complex of historical, political, geopolitical,

economic, social factors. Started in February 1917, the Revolution

continued to let Russia in the war with Central Powers. USA

entered in the war in 1917, against Germany, after some attacks

of American ships by German submarines. Then, Germany tried

to drive out Russia from the war. Ideas of Lenin were a good

opportunity and Germany decided to help him in taking over the

Revolution in 25 October / 7 November 1917. In the spring of

1918, Lenin decided to withdraw Russia form the World War I,

which was very comfortable for Germany, who made separate

peace with Russia, which had to lose some territories as Ukraine.

Romania was directly affected by the Russian Revolution, being

obliged also to a separate Peace with Central Powers, in May

1918. Soviet Russia was involved in a hard civil war, soon after

1918, Germany was in a major crisis. Because of the absence at

the Peace Conferences in Paris, USSR, helped Germany to

undermine the Peace Conference decisions, and the Second

World War emerged. USSR decided to recover territories,

including Romanian Bessarabia, Northern Bukovina, Herța and,

after 1944 to impose the Revolution of 1917 ideas in a great part

of Europe.

Romanian Actions and Efforts for the Recognition of

The proclamation of the independence of Romania on

9/21 May 1877 was continued, during the period that followed

immediately after it, by a series of internal and external actions

only conditionally recognised by the Great Powers after the

Abstract

By building on regional security complex theories and

“ties and leverages”, as well as by analysing the rhetoric of senior

officials in the European Union, the Russian Federation and

NATO, the present paper tries to cast light over the way in which

the domestic and foreign political actors have influenced the

evolution of unresolved conflicts in the Republic of Moldova and

Georgia. The paper will also focus on the shared and unilateral

leverage that these actors have used to that end, the role and

modus operandi of the “vocal independent regime” in setting

separatist tendencies in the South Ossetia and Abkhazia and,

recently, in Transnistria, as well as on the impact that those

conflicts may have on the European, Euro-Atlantic and Eurasian

path of the two countries. Last but not least, the paper aims at

highlighting the position of the new EU and NATO member

states from the Black Sea Extended Zone on those conflicts and

the way in which they have taken a stand against the vocal

breakaway entities and the countries they are part of.

Romania after the Great Union. German Perceptions

Abstract

The crucial event that led to the unity of the Romanian

state – The Great Union of 1918 – has changed not only the

geopolitics of South-Eastern Europe but that of the whole

continent. In full effort to redesign the map of the continent,

when the Peace Conference at Paris was experimenting two

principles newly created in the United States of America – the

Principle of Nationality and the Principle of Collective Security

– the winning leaders of the First World War were faced with a

new political reality that the people were building without

waiting for their decisions. These realities were carefully

considered by the diplomats and strategists of the main powers.

Germany, a defeated country in war, was interested to

immediately evaluate the situation of the new state entities

nearby, to know their potential and estimate the risks. In this

context, the paper discusses a report concerning the political

situation in the Romanian Kingdom in October 1919, signed by

the diplomat W. Brock, Chief of the Intelligence Agency, which

proved useful to the German delegation at the Peace Conference,

where important considerations were made in respect to the

situation of the German communities who had become

Romanian citizens, but who lived in separate groups in

Transylvania, Banat, Bucovina, Bessarabia or Dobrogea.

Alongside the detailed information about the German

communities of the Romanian Kingdom, in reference to which

he suggested the establishment of several consulates in several

Romanian towns, the astute and experimented diplomat

communicated to his minister several relevant considerations

and estimates – even if not all confirmed – about the capacity of

the Romanian state to integrate, without dysfunctions, the new

provinces. The present paper comprises the ideas issued in the

report about Transylvania, which the German diplomat believed

to be able to remain autonomous within the Romanian state.

Monarchy in Greece (1832-1973)

Abstract

The paper researches several general aspects concerning

the life and reign of Greek kings, throughout a period of 140

years, a period that covers a great part of modern and

contemporary Greek history. There are few scientific papers

related to this subject and no serious monographs regarding the

seven kings of Greece, in spite of their vital role in the

development of Greek history from 1832 to 1973. Seven kings

from two different royal houses stood on the Greek throne. The

first royal house was the German House of Witteslbach,

represented only by king Othon (1832-1862), and the second was

the Danish House of Glücksburg, represented by six kings (1862-

1973). To this day, 44 years after the abolishment of monarchy

through the referendum of July 29, 1973, organised by the

military regime of that period, debates regarding the monarchy

give rise to idelological and sentimental conflicts. Matters

related to the monarchy still continue to be taboo subjects; those

who continue to speak about this subject are directly

characterised as sympathisers of the old regime. The Greek

monarchy is nowadays considered to be an institution of the

past.

Abstract

The European unification project, in line with the

political project, was, is and will be a unifying cultural space.

This project is based on the value of each nation’s heritage,

prominence of historical values which have not yet been

recognised as such, spaces, monuments, traditions and “small

heritage” of all lands belonging to this cultural areas (regardless

of the political contours of the United Europe). Desirable

purpose cannot be other than a Europe of cultures, as the

foundation of political unification, which can survive and will be

perpetuated only by understanding the peculiarities and

individuals of each nation’s historical heritage.

Abstract

Under present circumstances, and in particular in view

of the near future, there is a need for programmes that offer

protection and conservation of historical, cultural and natural

heritage necessary for future generations, that revitalise general

and peculiar elements of cultural heritage, as well as provide

easier access of the general public to the national legacy. Success

can be achieved by strongly encouraging and accelerating

cooperation on specific objectives. Moreover, the idea can be

developed through partnerships between Romania and other

states. Projects for national cultural heritage should be

developed with maximum severity, with national and local

specificity, with sufficient responsibility both at national and

cross-border level. The most interesting aspect is that these

projects facilitate the achievement of objectives that are

particularly relevant and important for the development of

intercultural relations and common heritage.

Testing Modelski’s Long Cycles Model: A Reappraisal

of “the American Century” and the Sino-American

Relations

Abstract

Reviewing the main tenets of George Modelski’s model

of long cycles theory, the paper aims at testing it against major

milestones of the “American century” and the current state of

play between the “incumbent” world power – USA – and its main

challenger as the current most prominent emerging power –

China. Thus, the paper discusses several aspects of the current

Sino-American relations which point to two alternative

scenarios: one hinting towards a classic power transition

outcome premised on military confrontations; and the other

pointing to a multipolar order premised on a soft balance of

power approach. It also briefly reviews several weak signals of

the evolving duality – cooperation/partnership, but also

competition/rivalry – characterizing the relationship between

state and non-state actors in dealing with global problems.

Then, the paper addresses the following key interrelated

questions: How the Belt and Road Initiative would fit into

Modelski’s model, and what could possibly be the significance of

a potential collaborative version of a Chinese world power cycle

for the global community at large, as well as its greater

significance for the overall long-cycle process? The paper argues

that the sixth world power cycle, anticipated by Modelski as

possibly involving a novel arrangement, is already in the making.

Furthermore, this new world power cycle, signalling a power

shift to Asia, is possibly heralding also a new beginning in the

systemic mode of the long cycles, in other words, at the macro-

level of big history.

lays in the Supreme Rationality or in God’s Logos. The

Rationality of godly Revelation is the phenomenal or the

phenomenological expression of the source and foundation of

Thus, the first characteristic of the theological discourse must be

the rationality centred on God’s Revelation. The liveliness of the

theological discourse with and through the power of the godly

gift and personal charisma represents the fulfilment of His

rationality, the meaningful fulfilment.

The Multi-functionality of “atunci” or on the

Polysemy of Discursive Markers in Contemporary

Romanian Language

Abstract

Starting from the analysis of the meanings and

argumentative-discursive functions acquired by the Romanian

lexeme atunci [then] in the latest decades, this communication

aims at emphasizing the polysemy of discursive markers and

identify the cognitive and pragmatic factors lying at the basis of

such a functional behaviour. A first step of our approach will

consist of showing that, in contemporary Romanian language,

atunci is not only used as a temporal operator or as a

coordinating adverb, but also with interactional or metatextual

cognitive values and functions. For instance, at the discourse

level, atunci frequently operates as a floor holding instrument,

as a tool for keeping or giving the floor, as a focalizer, as an

instrument controlling the receipt of the message, as an operator

actualising the interlocutor’s agreement. The second part of our

intervention aims at carefully examining the cognitive,

enunciative and pragmatic mechanisms of this multi-functional

behaviour of discursive markers – the result of an extended

process of pragmaticalization, with a view to underlining the

extraordinary complexity of communication situations, as well

as the strong dependence of these “discursive particles” on the

communicative context.

Due to the fact that on the origin and circumstances in

which the blessing formulas were introduced in worship

(“Blessed is the kingdom...” and “Blessed is our God...”) was

written, the present study aims only to clarify their evolution,

especially in the Funeral Ordinances. It should also be noted

that among the elements of Constantinopolitan origin (studite),

which would remain in some worship orders until today, is also

the blessing formula (“Blessed is the kingdom...”); as for the

formula “Blessed is our God...”, of Palestinian origin, it is to be

noted that we find it today as an introductory formula in the

order of the Church Praises, but not only.

Current Valences in the Homiletic Work of Bishop

Abstract

During the existence of the Romanian Orthodox

Church, a lot of members have become very important

personalities by involving themselves in the problems of society,

as well as by preaching the Gospel. One of them was Bishop Iosif

Gafton, who headed the “Episcopate of Argeș and Râmnic” for

four decades (1944-1984), during a very hostile political regime.

An aim of the communist regime was to eradicate religion out of

every social activity and to replace it with another ideology –

materialism. Although he conducted remarkable administrative

projects, we will focus our attention on his homiletic work. His

homilies are proofs of his spiritual and intellectual capacity,

giving us a glimpse of the way in which he got involved in social

problems, as well as in the spiritual life of the parishioners. He

preached mostly in connection with peoples’ needs and by doing

that he also answered their questions in advance. Although he

wrote a half century ago, Iosif Gafton’s sermons contain

elements that can be used today, because the questions are the

same, only the manner in which they are asked is different.

European English before and after Brexit

Abstract

It is generally accepted that the use and dominance of

English in Europe has been startling in the recent years. Being

primarily spoken by non-native speakers, EU English has taken

a life of its own and in the UK’s current political situation it

might survive Brexit and become the EU’s lingua franca.

Therefore, in this paper our aim is two-fold. On the one hand,

we discuss the status of English at the European level,

considering that it is spoken as a second language by 38% of

adults, followed distantly by French (12%) and German (11%).

Moreover, this dominance is set to grow dramatically, with 94%

of secondary students in Europe learning English as a foreign

language. On the other hand, we bring into discussion the fact

that, after Brexit, EU English might become a new linguistic

variation among the other Englishes of the world. This is not

surprising if we consider that English has played an important

role in contexts where speakers from various European national

cultures come into contact with each other, which has recently

caused many linguists to devote a great deal of their attention to

such transnational uses of English (Motschenbacher, 2013;

Modiano, 2017).

A thorough research into the political elite of Craiova

from the end of the 19th century and the beginning of the 20th

century gives us an insight into the evolution of the political life

of the city in particular and into the evolution of politics in

general at national level. With a view to the continuous

modernisation of Craiova, an analysis concerning this topic

would highlight the importance of certain public political figures

and their roles in administration. Moreover, an analysis of the

fierce political clashes between liberals and conservators in the

above mentioned period would serve to stress the on-going

evolution of the city.

Romania – United States Relations: First Consular

Convention

Abstract

This article is part of the series of investigations on the

history of international relations of Romanian and U.S. foreign

policy that reflects the thematic impact, but also the chronology

in explaining the historical causalities. The United States

recognises the Kingdom of Romania on April 3rd 1881 when U.S.

Secretary of State James G. Blaine authorised Eugene Schuyler to

recognise the independence of Romania after the Great Powers

of Europe had done so as well. The first diplomatic agreement

between the United States and Romania was a convention which

included sixteen articles regarding the rights, privileges and

immunities of consular officers in the two countries, which was

signed by Eugene Schuyler – U.S. Chargé d'Affaires and Mr. D.

Bratiano – President of the Council of Ministers in Bucharest on

June 17th 1881. The convention entered into force on June 13th

1883 with ten-year validity. The recognition of the independence

of Romania by the United States of America and the beginning

of diplomatic relations between totally different countries

inaugurated a new stage in the evolution of the Romanian

modern state: for the first time, Romania was the subject and not

the object of the international relations.

The Ritualization of Communication and the Ritual

Consumption of Mass Media

Abstract

The relationship between the ritual phenomena in the

public space and the media generates the public interest for

social life, focusing on subjects which activate the memorial and

emotional register. These become themes of reflection and

debate in certain situations, which has led to the phrase

“ritualized consumption of mass media”. In order to be

persuasive, the media approach a specific rhetoric, using

discursive techniques, specific formats, the symbolism of social

status. They are the ones to create symbolic spaces of thought,

stimulating the reactions of the receptors and sometimes

essentially contributing to triggering subjunctive behaviours.

Whereas the media mirage can be immediate, behaviours thus

generated functioning only in the circumstances that claim

them, social life has shown that the effects can be lasting,

encouraging the attitude of mimesis and adherence to new life

or religious concepts. Working with a specific rhetoric, the

media become ritualistic agents and produce media events

speculating high ratings information. The effects of

reinterpreting meaning due to the broadcast of the performance,

the creation of the ritual scenario, the reinterpretation of the

events and the introduction of new symbols lead to the

production of the so-called media events.

How to Make Europe a Global Actor: The

Reconstruction of the EU and the Role of the New

Member States in East Central Europe

Abstract

A Common Foreign and Security Policy has been an EU

goal for a long time now. With Brexit, the endeavours to build a

defence and security identity within the EU have gone away for

the time being. It has occurred when the EU fiercely needs such

a policy taking into account the challenges it faces: uncontrolled

migration from the South, an aggressive Russia and the

Ukrainian crisis in the East and a wandering US in the West. In

spite of the uncertainty, the Global Strategy for the EU’s Foreign

and Security Policy was launched in June 2016. The Strategy has

“served as a springboard to re-launch the process of European

integration after the British referendum”. One year after, the

chances for EU to reconstruct and engage in a global strategy

have certainly increased. However, in order to move forward,

EU’s internal divisions, as well external challenges have to be

properly addressed. This paper tries to assess the policies that

are necessary for the French and German “couple” to be able to

provide a better EU integration framework and to engage in

stronger security and foreign policies abroad.

Brief Considerations on the Correlation between the

Theory of Imprevision and Error as a Vice of Consent

Abstract

By imposing itself as an exception from the

“pactasuntservanda” principle, the theory of imprecision,

around which jurisprudential uncertainty lies, proposes, under

certain cumulative conditions, the solution to the adaptation of

conventions affected by a contractual imbalance.The same

remedy solution for the adaptation of the contracts is provided,

this time as an alternative, in the case of error as a vice of consent

as well, the parties being able to choose in favour of the

“survival” of the invalid concluded contract.Both institutions

have in common a circumstance or circumstances that were not

taken into consideration by the contracting parties at the time

of expressing the agreement of will, assisting the parties in

adapting the contract and reviewing certain legal effects, thus

putting highlights on the principle of autonomy of will and

giving the parties the chance to maintain their contractual

relations, but in a manner consistent with the purpose pursued

since the conclusion of the convention. Although in terms of the

representation that the parties had in mind at the time of

contracting, the two concepts can be difficult to differentiate,

are subject to distinct conditions and they have their own

characteristics, which allows them, under a careful analysis, to

be distinguished.

Contractual Negotiation as Manifestation of

Autonomy of Will

Abstract

Considered in the past a mandatory phase before the

conclusion of any contract, the negotiation seems to have lost its

importance with the spread of adhesion contracts that seem to

fit with the demands of an increasingly dynamic society, where

human time and resources are placed on a pedestal, and the real

will of the parts is placed in a shadowy cone. As one of the

components of contract formation, negotiation, at least as far as

consumers are concerned, seems to have taken the form of the

right to information of any party wishing to enter into a

contractual relationship or to be limited to refusing to contract

and looking for another co-contractor that can get closer to what

is envisaged by each future party of an unformed contract.

Although these are certainly manifestations of autonomy of will,

it is easy to note that the classical scheme of the contract has

undergone some changes, adapting to the new social realities.

try to talk about the principal points of manipulation and

disinformation generated by these types of media in the public

Abstract

The present study delves into the issues of objectivity

and subjectivity in legal language. It aims at tackling the topic of

discussion both from a general, philosophical perspective, as

well as from a more practically-oriented, specific point of view.

How does one define the concepts of “objectivity” and

“subjectivity” and what is their relevance in matters related to

law and language? Do vagueness and multilingualism augment

subjectivity? And, most importantly, by what means could

objectivity and subjectivity be evaluated and consequently

minimized and/ or avoided? These are just some of the key

research questions hereby suggested. In order to answer them

and to obtain the hoped-for results, an interdisciplinary research

methodology (that uses and combines knowledge and

techniques borrowed from linguistics and the social sciences)

will be used.

The New Role of Women in Romanian Christmas

Celebrations

Abstract

Romanian women have become increasingly more

aware of new possibilities to makeless effort as far as Christmas

holiday preparations are concerned. The aim of this article is to

research whether women can attain a balance between

managing household duties and performing their profession in

the Christmas holiday period. For the purpose of this research,

meta-analytical methods have been used, as well as a

questionnaire in order to better understand the way in which

women prepare for Christmas when they have full-time jobs.

Romanian women no longer have enough time to attend to all

Christmas rituals and some of them have started to drift apart

from Christmas traditions: they buy cakes instead of baking

them, prefer to eat out rather than prepare home-cooked meals,

and so on. Nonetheless, women still understand the importance

of keeping Christmas traditions alive and hence try to divide

time between their home and their career.
