Alton Station to Town Centre Improvements What this exhibition is about Hampshire County Council, working with East Hampshire District Council and Alton Town Council, has been developing a scheme of pedestrian, cycle and landscape improvements, the ‘Alton Station to Town Centre Improvements’ scheme.The proposals shown here today have been worked up following the previous consultation held as well as earlier discussions with key stakeholders including councillors from the three authorities, public transport providers and community groups. The scheme has been designed to improve the route for pedestrians and cyclists between the town centre and the station. A key feature of the proposals is a second extension to the town centre 20mph zone which will complement streetscape improvements focussing on Normandy Street and Anstey Road. The scheme takes in several paths and side road junctions and the start of the Hangers Way at the station. The scheme is being funded in the main through developer contributions secured from the Waitrose development for improved access between the store and the town centre. The County Council is also making a contribution from the Quality of Place programme for landscape and environmental improvements alongside the highway work. Changes made after the March 2015 consultation Residents were first consulted on plans for the scheme last March. Alton Station to Town Centre Improvements

What this exhibition is about

Walking and cycling routes

Normandy Street, from Church Street to

Orchard Lane: lies within the current

extension to the 20mph zone (phase 1)

allowing cyclists to remain on road

Orchard Lane roundabout: cyclists remain

Paper Mill Lane railway bridge: priority

working for vehicles allows improvements for

pedestrians at station steps and under bridge

Anstey Road, from Paper Mill Lane to

Station Road: changes to the junction

geometry to address safety issues. A raised

table at Littlefield Road to reduce vehicle

speeds will incorporate raised crossing points

for pedestrians. Cyclists remain on road.

crossing at the top of Station Road and

enhancements to paved area on the corner.

Anstey Road, from Station Road to

Nursery Road: proposed improvements to

help slow vehicles and ease pedestrian crossing

on the desire line between the college and the

station. Cyclists remain on road.

Anstey Road, from Nursery Road to just

past the health centre: cyclists remain on

road. Existing controlled crossing improved and

gateway feature installed to mark extent of

20mph zone. To the east, with higher vehicle

speeds, cycle lanes are marked on carriageway.

20mph zone: within the extended 20mph

zone lower vehicle speeds will be encouraged

through road humps raised tables and use of

coloured surfacing. Centre line marking will be

removed wherever possible. Cyclists remain on

road throughout.

Lane: streetscape

be removed to reduce the pinch

point for cyclists. The junction

will be realigned for road safety

reasons. A raised table at

Littlefield Road to reduce

What happens next?

What happens next?

Following this consultation, the scheme details will be finalised taking into account comments made and

the results of the formal public advertisement of the 20mph zone extension and the associated road

humps. Subject to necessary approvals the work will start on site in the autumn of this year. A detailed

programme of work has yet to be confirmed but the aim is for these works to follow on from the

completion of the phase 1 extension to the town centre 20mph zone.

Local residents and businesses directly affected by the works will be contacted before work starts to discuss particular

concerns relating to access and traffic management. Scheme details with key dates and traffic management arrangements

will be made available on line and updated as the works progress.
