Minister of Veterans Affairs, Steven Blaney, will be appearing in front of the Veterans Affairs committee along with
Department officials on Supplementary Estimates
Canadian Heritage will meet with witnesses from Aboriginal organizations on the topic of Canada's 150th Anniversary in
2017.
The President of the Institute for Liberty and Democracy testifies at the Foreign Affairs committee via video from Peru, on
the subject of The Role of the Private Sector in International Development
Two lengthy sessions are scheduled for most of the day today at the Justice and Human Rights committee for clause by
clause consideration of Bill C-10 (omnibus crime bill) with Public Safety and Department of Justice officials available toanswer questions.
The Official Languages Committee continues its study called Evaluation of the Roadmap: Improving Programs and
Service Delivery with testimony expected from several Francophone organizations.
LGen Peter J. Devlin, Chief of the Land Staff is the next witness to appear before the Defence committee for its study on
Maintaining the Readiness of the Canadian Forces
Land-Use and Sustainable Economic Development (Briefing on Additions to Reserves Policy) will be the topic of
deliberations at the Aboriginal Affairs committee with Department officials slated to provide testimony.
Among the witnesses slated to appear at the International Trade committee on the topic of the Comprehensive Economic
and Trade Agreement (CETA) with the European Union, are ARKTOS Developments Ltd, European Union Chamber ofCommerce in Toronto (EUCOCIT), Council of Canadians and professor of Strategic Management and InternationalBusiness from the Sprott School of Business, Ian Lee.
The Environment committee continues hearings for its Statutory Review of the Canadian Environmental Assessment Act
and testimony is expected from representatives from the Government of Saskatchewan, Canadian Association of OilwellDrilling Contractors and Meinhard Doelle, Professor at Dalhousie University.
Several professors from universities across the country will provide insight to the Procedures & House Affairs committee
on Bill C-20, An Act to amend the Constitution Act, 1867, the Electoral Boundaries Readjustment Act and the CanadaElections Act (Fair Representation Act).
Information Commissioner, Suzanne Legault, Privacy Commissioner, Jennifer Stoddart, YWCA Canada, and Project
Ploughshares are among the witnesses that will provide testimony at the Public Safety committee for its review of Bill C-19, An Act to amend the Criminal Code and the Firearms Act.
The Agriculture committee considers the study Growing Forward 2 (Competitive Enterprises) and will hear testimony on
the subject from the Canadian Canola Growers Association, Canadian Organic Growers, Dairy Farmers of Canada, andthe Turkey Farmers of Canada.
Police Services from Toronto, Ottawa, Edmonton and the Ontario Provincial Police are slated to testify at the Status of
Women committee for its study into Abuse of Older Women.

* Proposed amendment by Mr. Regan pertaining to Bill C-11
That the House decline to give second reading to Bi ll C-11, An Act to amend the Copyright Act, because it fails to: (a) uphold therights of consumers to choose how to enjoy the content that they purchase through overly-restrictive digital lock provisions; (b)include a clear and strict test for fair dealing for education purposes; and (c) provide any transitional funding to help artists adaptto the loss of revenue streams that the Bill would cause.
** Bill C-291, An Act to amend the Employment Insurance Act (waiting period and maximum special benefits)This bill would amend the Employment Insurance Actto extend the maximum period for which special benefits for illness, injury orquarantine may be paid from 15 weeks to 50 weeks. It also eliminates the two-week waiting period when special benefits forillness, injury or quarantine are paid.
*** Bill C-304, An Act to amend the Canadian Human Rights Act (protecting freedom)This bill would amend the Canadian Human Rights Actby deleting sections 13 and 54 to ensure there is no infringement onfreedom of expression guaranteed by the Canadian Charter of Rights and Freedoms.
Section 13 of the Canadian Human Rights Actpertaining to hate messages reads as follows:
Hate messages
13. (1) It is a discriminatory practice for a person or a group of persons acting in concert to communicate telephonically or to causeto be so communicated, repeatedly, in whole or in part by means of the facilities of a telecommunication undertaking within thelegislative authority of Parliament, any matter that is likely to expose a person or persons to hatred or contempt by reason of thefact that that person or those persons are identifiable on the basis of a prohibited ground of discrimination.
Interpretation
(2) For greater certainty, subsection (1) applies in respect of a matter that is communicated by means of a computer or a group ofinterconnected or related computers, including the Internet, or any similar means of communication, but does not apply in respectof a matter that is communicated in whole or in part by means of the facilities of a broadcasting undertaking.
Interpretation
(3) For the purposes of this section, no owner or operator of a telecommunication undertaking communicates or causes to becommunicated any matter described in subsection (1) by reason only that the facilities of a telecommunication undertaking ownedor operated by that person are used by other persons for the transmission of that matter.
