    Sub: Proposal of unified Seniority in the cadre ofInspectors to remove regional disparity Reg.

    Kind reference is invited to the Boards letterF.No.8/B/44/HRD(HRM)2011(Pb.I) dt.28.03.2012 on the subject matterand further to the request of the SG for the views and comments. Letme thank you, profusely for undertaking this exercise on such a issuewhere there is no unanimity.

    2. The Guntur Branch has the following

    comments/views/suggestions to offer.

    a) The subject of all India seniority and all India transferabilitywere discussed and dealt at length few years ago and wasshelved as impracticable by the Board itself.

    b) The all India seniority subject is brought fore again just to solvethe regional disparities in-promotions would invariably invitelitigations and would lead to mess-up the issue further than tosolve.

    c) Differences in the member units of AICEIA would surface on thecontroversial subject and would lead to a situation where theexistence of AICEIA would be at stake.

    d) The AICEIA represents only a third of the cadre, therefore takingup a controversial subject where there are differences, wouldgive opportunity to the Board to pit AICEIA against its members.

    e) For a problem limited to certain regions an all India solution isnot possible. Therefore a specific solution is to be foundpertaining to the identified regions.

    f) The cadre cannot be compared to other cadres who have the allIndia seniority. The post of an inspector is a small one and hislimits have to be drawn confining to the boundaries of a state,at the most.

    g) As decided by the Board this is practicable only from 2004onwards. Nothing should be done to disturb the existingstructure as it would bring out tsunami of litigating issues whichwill take away our energies and immerse us in a sea oflitigations which is very much avoidable.

    h) We have enough no. of issues pertaining to the cadre where

    there is unanimity of opinion, we better concentrate on thoseissues than on the issues which divide us.

    i) If this issue is allowed to take centre stage the Board will havean excuse to further delay Cadre Restructuring which is alreadya delayed and truncated one.

    j) Let us not allow ourselves to play into the hands of the peoplewho are bent upon striking at our beleaguered unity. Lets us bevigilant and remain awake against such attempts.

    k) Therefore, the AICEIA is requested to think twice before takingany decision on this issue where there is no unanimity.
