    Grand Staircase- Escalante National Monument Resolution

    WHEREAS, on September18, 1996,PresidentWilliam JeffersonClinton declared1.7millionacres n Southern Utah as the Grand Staircase-Es&ante National Monument: and

    WHEREAS, the Presidentabused he purpose of the go-year-oldAntiquities Act. which allowshim to act without Congressional pproval,by significantly over-reachingn the number of acresdesignated;and

    WHEREAS, the President gnored repeated equests o work through the egislative processesalready n place under he National EnvironmentalPolicy Act (NEPA) and he FederalLandPolicy and ManagementAct (FLPMA) to determineareasappropriate or designationas

    wildernessand national areasand national monuments;andWHEREAS, the President gnored repeated equests rom Utahs leaders o negotiate acompromise:and

    WHEREAS, the President ailed to adequately onsider he social mplications of nationalmonument designation, ncluding the fact that 200,000acresof Utahs school rust lands iewithin the designated reasand will be rendereduseless, esulting n a potential oss of billionsof dollars for the educationof Utahs schoolchildren; and

    WHEREAS, the President ailed to consider he social mplications of substantial umbersof

    citizens being displaced orm their homes,placesof employment,and way of life as a result ofthe loss of economicdevelopment hat will follow the designation;and

    WHEREAS, the President ailed to adequately onsider he economic mplications of nationalmonument designation, ncluding the potential tax revenue oss to the federal and stategovernments nd the school rust fond of billions of dollars from mineral andpetroleumexploration and developmentand related obs; and

    WHEREAS, the President ailed to adequately onsider he environmental mplications ofnational monument designation, uchas hat the 62 billion tons of coat deposits n theKiaparowits Coal Basin s an extremelyefticient low-sulfur, clean-burning oal and that given

    the vast reserves f clean-burningcoal available, t is not environmentallynor economicallysound o continue o waste clean-burning oat reserves; nd

    WHEREAS, to ignore arge domesticdepositsof our cleanest-burning oal only increases urdependence n foreign energy sources nd reduces our energyand national security; and

    WHEREAS, the President ailed to consideralternativeplans hat would result n a more sound

    environmentalprotection policy; and

    WHEREAS, the declarationof nearly wo million acresas a national monument does nothing opreservea wildernessarea- nstead, he area will likely becomeclogged with roads and touristbuses; and

    WHEREAS, an alternativeproposalwould allow 350,000acres o be designed as ruewilderness areas o preserve heir natural beauty, while other areas ould be designated s anational monument,and still others eserved or mineral activity; sucha plan makes sensesocially, economically, and environmentally;and

    WHEREAS, the creation of the Grand Staircase--Escalante ational Monument presentssignificant negativesocial, economicand environmentalconsequences or not only Utahscitizens but all Americans:

    NOW THEREFORE BE IT RESOLVED THAT THE [INSERT LOWER HOUSE] OF

    THE STATE OF [INSERT STATE] AND THE [INSERT UPPER CHAMBER]CONCURRING, supportspolicies which balance he social, economicand environmentalneedsof people and communitieswith the needsof environmentalpreservationn federal decision-making processes; nd

    BE IT FURTHER RESOLVED, that the State of [INSERT STATE] urgesCongress o amendthe Presidentsunilateral action to requirenegotiation with the statesand a strongerconsiderationof the social and economicconsequences,ncluding takings, n whole or in part, n thedesignationof national monumentsand wildernessareas;

    AND BE IT FURTHER RESOLVED, that the Secretary f the State of [INSERT STATE]

    transmit copiesof this resolution o the Presidentof the United States,The Presidentof theUnited StatesSenate, he Speaker of the United StatesHouseof Representatives, nd [INSERTSTATE] CongressionalDelegation.
