1. INTRODUCTION 1.1. Background

Alderley Avenue Overbridge is located at the 5.130km on the Ferny Grove Line, servicing local vehicular and pedestrian traffic in Alderley, QLD. It is currently a three span timber bridge which requires major maintenance. As part of TSC funding, approvals have been given for the detailed design of a single span concrete replacement bridge to be completed.

There is also a proposal to close the nearby Frederick St (4.79km on the Ferny Grove Line) overbridge to vehicular traffic, and for replacing it with a single span bicycle/pedestrian only bridge. The existing bridge is also a three span timber bridge in a similar condition to the Alderley Avenue Bridge. The design of this bridge is to be included in this package as a provisional item only, and will proceed if sufficient funding is available.

Queensland Rail requires the completion of concept designs; detailed design and documentation for the replacement bridges.

Adjacent to the Alderley Avenue bridge site is a steel truss pedestrian footbridge which is owned by the Brisbane City Council (BCC) and must remain in place.

1.2. Stakeholders Objectives Queensland Rail and BCC’s broad objectives for a replacement overbridge for Alderley Avenue are:

• Replace the timber bridge with a single span concrete bridge with extended maintenance free life;

• Provide an overbridge for two way traffic and pedestrian access on both sides of the bridge;

• Speed of construction to minimise road closure time;

• Adjacent existing truss footbridge to remain in place;

• Railway to remain operational during construction;

• Improved vertical clearance over the railway.

Queensland Rail and BCC’s broad objectives for a replacement overbridge for Frederick St are:

• Replace the timber bridge with a single span bicycle/pedestrian bridge with extended maintenance free life;

• Railway to remain operational during construction;

• Improved vertical clearance over the railway.

1.3. Communications Protocol The Queensland Rail liaison person for the purpose of this project is the appointed Project Coordinator (Brendon Gill – Ph (07) 3046 7724). All formal communications and directives must be channelled / authorised by the Project Coordinator.

Queensland Rail has also appointed a Project Manager (Tim Woltmann – Ph (07) 3046 7420) to deal with the broader issues of the project.

BCC contacts include Principal Engineer Central, Douglas Lee (Ph (07) 3403 4830) and City Assets Engineer, Jayasiri Gunaratne (Ph (07) 3178 3617).

2. The PROJECT 2.1. Scope

This project involves the detailed design and documentation for a replacement over bridge at Alderley Avenue and Cycle/Pedestrian bridge replacement at Frederick St. Both structures will span over the rail corridor which includes two tracks and all associated services and structures. Alderley Avenue is to be a single span concrete bridge with two traffic lanes and pedestrian access on both sides of the bridge. Frederick St Bridge is also to be a single span bridge allowing only cycle and pedestrian access across the rail corridor. Both bridges must meet all Queensland Rail rail corridor clearance and BCC road and footpath width requirements. Bridge approaches; adjacent road intersections; residential dwellings; services and all related civil works must also be considered and addressed in the design and documentation.

2.2. Queensland Rail Concept Drawings

Refer to drawings of Alderley Avenue provided by Queensland Rail in Appendix A. These drawings are supplied for information purposes only. The completeness and accuracy of the information supplied by Queensland Rail is NOT guaranteed, and is a requirement of this consultancy to provide a fully feasible concept design.

2.3. Site Photographs Photographs of the project site locations and existing features are provided in Appendix B.

2.4. Project Works Project works for this consultancy shall include:

• Concept design drawings for bridge demolition and replacement inclusive of road approaches for review and comment of stakeholders.

• Cost estimate (+/- 30% accuracy) for bridge replacements based on concept design

• Review of supplied field survey and geotechnical information; and arrangement for additional works as required for completion of detail design.

• Preparation of traffic diversion plan for full closure of Alderley Ave. during bridge replacement for review and approval of BCC. Frederick St is to remain open to traffic whilst Alderley Avenue Bridge is being constructed.

• Detail design drawings for bridge replacements inclusive of road approaches at 90% complete stage (i.e. fully checked by consultant for quality and content) for review and comment by stakeholders.

• Civil contract documentation comprising of Bill of Quantities and Specification to Queensland Rail format for review and comment by Queensland Rail (Note: Queensland Rail Standard Civil Specifications to be adopted).

• Service protection and relocation arrangements for all services affected by the works shall be undertaken as part of this Consultancy.

• Safety in Design review and submission of risk assessment associated with the Design, construction and maintenance of the bridge replacement.

• Fully “signed off” Drawings by Consultant to be forwarded to Queensland Rail, along with finalised Bill of Quantities and Specification (Note: Queensland Rail to put together Civil Contract Document for tender, on approval to proceed to construction).

• Cost estimate (+/- 10% accuracy) based on finalised Detailed Drawing and Bill of Quantities.

2.5. Information to be provided by Queensland Rail

To the successful Consultant:

3. CONSULTANCY TENDER 3.1. Fee Proposal

The Consultant’s fee proposal shall address this Consultancy Services Design Brief.

The Consultant is requested to forward four (4) hard copies and 2 electronic copies on CD of the consultancy services proposal to the following address no later than (Date To Be Announced), in a sealed envelope clearly labelled:

3.2. Consultancy Proposal

3.2.1. Price Total Lump Sum Price offer is to be divided into two major components, being the Alderley Avenue Replacement over bridge and the Frederick St replacement cycle/pedestrian bridge. Pricing is to include the whole of the consultancy works required to achieve the objectives defined in the design brief for both bridges inclusive of all associated works. The Frederick St price is a provisional price only and will only go ahead if sufficient funding is available.

Provide a breakdown of the total price into a price for each of the following design components:

a. Concept Design

b. Detailed Design

c. Estimates – Concept and Detail Drawings

d. Documentation – Bill of Quantities and Specification.

e. Additional survey and Geotechnical Investigation (if required)

3.2.2. Programme Provide a time-scaled bar-chart format for the design phases given in section 2.4 – Project (Inclusive of Milestones and Hold Points and Queensland Rail /BCC review), to give an achievable overall completion for the consultancy. Additionally, provide an indicative program for the construction phase of the work.

3.2.3. Drawings Provide a full drawing list of proposed numbers of drawings for concept and detailed designs.

3.2.4. Sub-Consultants Provide a list of all sub-consultants proposed to be used and the scope of work for each.

3.2.5. Staff Provide a list of the key staff (including qualifications) of the Consultant (and Sub-Consultant if applicable) to be employed on this project, including hourly charge notes and give an indication that nominated key staff will work and be committed to this Consultancy.

3.3. Proposal Evaluation The proposals received will be evaluated using the following parameters / criteria:

i. Demonstrated company experience on similar projects in the past 5 years (services provided; date of completion; duration; costs; value for money; handover; referees or performance reports (preferred) from the project clients.

ii. Company Status (financial); management systems (ISO 9001, 14001 and safety and risk management systems).

iii. Methodology and programme demonstrating understanding of brief; how scope will be confirmed; application of experienced resources to develop timely and quality outcomes.

iv. Proposed team demonstrating relevant skills and availability matched to methodology and programme (referees and experience on similar projects).

Attach a table detailing name of key personnel, referee, qualifications, past relevant projects and role in those projects, role in this project, expected time on project (% and duration) and availability.

v. Lump sum price demonstrating value for money.

Evaluation of the proposals will be undertaken on a “value selection” process. The details of the evaluation will not be made available.

3.4. Contract Conditions The successful Consultant is required to enter into a contract with Queensland Rail under the Queensland Rail “Long Form Contract for Consultancy Services”. See Appendix F.

4. DESIGN REQUIREMENTS 4.1. General

The replacement Alderley Ave bridge is to include two traffic lanes with a minimum width of 4.5m including provision for bicycles and to include pedestrian footpaths on both sides of the bridge with a minimum width of 1.8m.

The minimum width of the Frederick St footbridge is to be 3m as per BCC requirements.

The design, construction and selection of materials and finishes are to fit the intended purpose of the development, and are to be approved by Queensland Rail.

4.2. Queensland Rail Standards Queensland Rail Civil Engineering Current Design Specifications (see appendix G)

(i) MCE SR -001 – Requirements for the design of road overbridges (ii) MCE SR -002 – Requirements for work in or about property (iii) MCE SR-003 – Requirements for work adjacent to overhead line equipment (iv) MCES-SR-004 – Requirements for Civil Engineering Tender Documents. 4.3. Durability and Maintenance The design of the overbridges shall address maintenance from a “whole of life” approach.

Design for durability of structural elements shall be governed by intended usage and exposure and be assessed in accordance with relevant codes.

All structural slabs and joints between pre-cast structural elements over and adjacent to overhead gantry wiring are to be watertight.

Suitable anti-graffiti finishes are to be applied to all otherwise uncoated publicly accessible areas.

4.4. Effects on Adjacent Properties The design shall be such that adverse effects on adjacent properties during construction are avoided or limited to a level acceptable to Queensland Rail. This would include but not be limited to vibration, and designing an excavation system and sequence which restricts ground movements and avoids consequential damage to adjacent buildings and services to an acceptable level.

4.5. Key Design Matters Additional elements of the design are to be addressed:

1. Confirm the overbridge alignments. The overbridge should be aligned with the existing roadway and be within the existing road reserve.

2. Design overbridges to allow for the existing services, or relocation of the services if required.

3. No piers are to be located between the tracks; both bridges should be designed as a single span bridge.

4. Walkways are to be located on the both sides of the Alderley Avenue Bridge.

5. Include provision for the possible future extension of the Alderley Avenue Bridge at either end.

6. Full closure of Alderley Avenue to allow demolition of existing timber bridge and construction of the replacement bridge; and associated Traffic Diversion Plans. Frederick Street is to remain open whilst Alderley Avenue Bridge is being constructed.

7. Demolition of existing structures, subject to final design and construction options; allowing for the recovery of materials.

8. Design of the bridges to ensure that no water seepage or bridge debris falls onto the Queensland Rail Corridor from the bridge either during or post construction.

9. Clear width of vehicular lanes of 4.5m and pedestrian walkways of 1.8m for Alderley Ave Bridge

10. Clear width of 3m for Frederick St bicycle/pedestrian Bridge.

11. Required structure clearances as per Queensland Rail drawing 2754.

12. Understanding of the requirements of working near an operational railway as set out in Queensland Rail specifications.

4.6. Site Services All statutory approvals, headwork charges, diversions, upgrading and connection to existing services as required, excluding the payment of statutory or Council fees and charges, shall be obtained and allowed for in the Consultant’s cost.

a) Geotechnical Investigation - The Consultant shall arrange for any necessary geotechnical investigation to complete the design.

b) Existing Services - The Consultant shall design to minimise the risk of impacting any existing services.

The Consultant shall review the location of any existing services.

The Consultant shall detail all terminations, alterations and final/temporary connections required during the works for all services.

4.7. Other Requirements The Consultant is to comply with the Conditions of Consultancy and relevant Queensland Rail Standards and policies including:

• Production of drawings,

• Technical specifications.

Throughout the work the Consultant is responsible for:

• Arranging and conducting all necessary design co-ordination and risk assessment / mitigation meetings with Queensland Rail; and

• Providing all professional advice required to ensure that the work proceeds in accordance with the agreed program.

5. CONSULTANCY REQUIREMENTS 5.1. General

The Consultant shall:

i. Provide in accordance with the design programme detailed above, all professional advice and skills which are required for the provision of the Consultancy Services.

ii. Remain fully responsible for all services provided by the Consultant irrespective of any review or acceptance of those services by the Principal.

iii. Employ staff with qualifications and experience appropriate to the provision of the services or component part of the services.

iv. Engage and remunerate secondary consultants required to complete the requirements of this Consultancy Services Brief unless agreed otherwise.

v. Liaise with Queensland Rail to ensure that the Consultant’s designs meet Queensland Rail and BCC requirements.

vi. Obtain all necessary approvals from the relevant state and local government and services authorities to ensure that the drawings meet their requirements. This includes obtaining approval from the structure asset owner, which may be Queensland Rail, QT, Main Roads, Brisbane City Council or a private enterprise as well as obtaining the relevant Local Authority approval for construction of the proposed structures.

vii. Promptly inform the Principal in writing if any information or any documentation provided to the Consultant by the Principal is found to be inadequate to enable the design to progress.

viii. Provide Design and Documentation in accordance with the Brief and concept drawings.

ix. Promptly advise the Principal of any variation and its impact on time and cost.

x. Ensure certification by qualified professionals of all drawings (prepared by or on behalf of the Consultant) and that these have been checked and approved for accuracy, compliance with relevant Laws, Regulations and Acts and meets with the requirements of this Consultancy Services Brief. All design drawings are to be signed by a Registered Professional Engineer, Queensland along with the relevant RPEQ Number.

xi. Attend design coordination and risk assessment/reduction meetings with Queensland Rail and provide the necessary professional advice to all concerned, to allow the design to proceed in accordance with the design programme.

xii. Arrange monthly project meetings.

xiii. Prepare monthly project design status reports.

xiv. Coordinate all documents to be provided under this Consultancy Agreement.

xv. Supply drawings in either Microstation or AutoCAD format. It is noted that Microstation is Queensland Rail’s preferred format.

5.2. Drawing Requirements Drawings prepared by the Consultant shall be in accordance with the requirements of this section and the Queensland Rail document, Specification for the Production of Drawings by External Engineering Consultants (Appendix H).

The Consultant shall obtain from the Principal drawing numbers to be used.

Drawings shall allow for legibility, when reduced to half size (i.e. A1 to A3). Drawings shall clearly show the work areas and provision for temporary access during construction as applicable.

Drawings shall show existing services (and how they are to be altered) for the area affected by the work.

The first drawing in the drawing set shall include an index drawing list which shows all the drawings (drawing number and drawing title) produced for the works as well as a reference drawing list which shows all referenced drawings (drawing number and drawing title).

The Consultant’s drawings are to be in a format similar to the example shown in the Consultancy Services Brief.

5.3. Certification A Registered Professional Engineer of Queensland, or where relevant, a Licensed Surveyor (Queensland) shall sign all relevant design drawings and reports.

5.4. Review and Approval of Drawings Conceptual and reviewed drawings shall be submitted to Queensland Rail and BCC for approval at critical or agreed stages. Queensland Rail approval is limited to the concept and checking of general clearances or other operational constraints.

The accuracy of all design details and compliance with this Consultancy Services Brief are the responsibility of the Consultant and it is not Queensland Rail Limited’s responsibility to verify.

Additional fees are not payable for any corrections or revisions, required after the approval of any documents submitted, if the Project Coordinator considers that such requirements have resulted from deficiencies for which the Consultant is responsible.

5.5. Document Control All data submitted by the Consultant shall include a document transmittal which describes the data or information supplied to, or requested by, Queensland Rail.

Likewise Queensland Rail will include a document transmittal with the supply of data or information and provide written response on examination of drawings submitted at hold points or to any queries from the Consultant.

5.6. Meetings On award of the consultancy, the Consultant must attend a prestart meeting, to discuss any project requirements or issues.

In addition to Clause 10 of the Consulting Services Contract (Longform), the Consultant shall arrange, conduct and minute monthly Progress Meetings with the Principal timed for the week following submission of the written Monthly Progress Report.

5.7. Progress Claims Progress claims for payment of fees shall be aligned with the agreed deliverables (design components) upon completion of each deliverable. Interim progress claims of large deliverables may be submitted to the Project Coordinator for certification subject to prior agreement and evidence of progress.

For the construction phase services, payment claims may be submitted monthly by the Consultant, with the “fixed price” component divided by the construction duration as accepted in the construction contract.

5.8. Monthly Status Report The Consultant shall provide within 4 days of the end of a calendar month a Consultancy Status Report which includes:

• An updated works program showing the status of the work against the original

program.

• Design progress report of each facet of the consultancy works

• A summary of the work claimed to date and variations record.

6. COPYRIGHT 6.1. General

Copyright in the material contained in this Design Brief is held by Queensland Rail. The Consultant may distribute copies of this document as needed for the purposes referred to above. All other copying and / or distribution is prohibited. Queensland Rail retains all intellectual property rights in the Design Brief.

Queensland Rail’s intellectual property is defined as all design details, digital plans, and the CADD environment supplied for this project; these are confidential and remain the property of Queensland Rail. This information is to be used exclusively for this project and is not to be used on any other project without prior Queensland Rail authorisation.

Intellectual, digital, and hard copy data shall not to be supplied to a third party under any circumstances and at the completion of this project all information supplied and developed shall be returned to Queensland Rail.

6.2. Disclaimer The parties acknowledge:

(a) That among the tender documents tabled by Queensland Rail are existing drawings and a geotechnical report by Coffey and associates compiled in 1974 (Existing Documents); and

(b) That the Existing Documents were provided by Queensland Rail as background material for tender purposes only; and

(c) Queensland Rail hereby specifically disclaims responsibility for the accuracy, completeness or suitability of the Existing Documents.'

6.3. Design Copyright Copyright of each design element or component undertaken by the Consultant is transferred to Queensland Rail upon payment of the respective element or component.
