APD Notables...Field Services Bureau

Field Services Bureau - EastSoutheast Area Command...• OnNovember11,OfficeAragonlocated

anoccupiedstolenvehicle.Hewasabletostopthevehicleintheparkinglotofaretailestablishmentandtakebothoccupantsintocustody.Thedriverwasalsofoundtobeinpossessionofmethamphetamine.

• OnNovember25,OfficersRamosandLiccionearrestedamalesuspectforafelonywarrantafterheattemptedtofleeonfoot.ThewarrantwasforAggravatedAssaultwithaDeadlyWeapon.

• OnNovember27,OfficersBurtandKennyarrestedafemalesuspectforFelonyChildAbuseasshewashighlyintoxicatedandtryingtosleepwithher2yearoldand11montholdinanalleyinbelowfreezingtemperatures.ThechildrenweretransportedtoahospitalfortreatmentandturnedovertothecustodyofCFYD.

• OnNovember1,OfficerCostalesarrestedamalesuspectforfelonyFalseImprisonmentandDomesticViolenceChargesataresidence.

• OnNovember6,OfficerGradyobtainedafelonyarrestwarrantforamalesuspectforservingalcoholtominorsatapartyonNovember1atalocalresidence.SixmisdemeanorsummonswerealsoissuedforMinorInPossessionofAlcoholbyOfficerGradyandOfficerR.Stockton.ThisincidentwasalsolocatedinanareathattheSEAreaCommandhadreceivedcomplaintsfromacitizeninreferencetounderagedrinkingandloudparties.

• OnNovember8,OfficersFrancoandDaffronrecoveredthreestolenmotorcyclesfromalocalresidence.

• OnNovember8,OfficerStocktonarrestedamalesuspectforfelonyDomesticViolenceandFalseImprisonmentataresidence.

• OnNovember15,OfficerFrancorecoveredastolenmotorvehicleataresidence.

• OnNovember26,OfficerGradyarrestedamalesuspectforfelonyBreakingandEnteringandafelonydomesticviolencewarrantataresidence.

• OnNovember28,OfficerCostalesarrestedamalesuspectforanoutstandingfelonywarrantataresidence.

• OnNovember28,SergeantLanguitobserved

whatappearedtobeadrugdealintheareaofaresidentialneighborhood.SgtLanguitinitiatedcontactwiththesuspectsandarrestedtwomalesuspectsforfelonynarcoticscharges,tamperingwithevidence,conspiracy,andreceivingandtransferringastolenmotorvehiclecharges.Healsoseized33individuallypackagedbagsofmarijuana.

• OnNovember23,OfficerMoorewasdispatchedtoaresidenceinreferencetoamalesubjectwantingtocommitsuicide.Thecallreadthatthemalewasstandingoutsideofhisresidenceholdingaguntohishead.UponOfficerMoore’sarrival,she,alongwithotherassistingofficers,contactedthewifeofthemalewhohadcalledforpoliceassistance.Whilespeakingwiththewife,theofficersnoticedthemaledrivingbyinhisvehicle.OfficerMoorequicklygotintoherpolicevehicleandfollowedthemalearoundtheblockandwatchedhimpullbackintohisdriveway.Officerswereabletotakethemaleintocustodywithoutincident.Throughherinvestigation,OfficerMoorelearnedthatadomesticincidentoccurredbetweenthemaleandhiswifeearlierinthenight.OfficerMoorearrestedthemaleonfelonydomesticviolencechargesandbookedhimintoMDC.

• OnNovember24,OfficerJ.Arnoldwasonpatrolinaresidentialneighborhoodwhenhenoticedavehicleaheadofhimwithnumeroustrafficviolations.OfficerArnoldconductedatrafficstopandcontactedthedriverofthevehicle.ThedrivergaveOfficerArnoldafalsenamethatdidnotcomebackinthesystem.Thedriverwasalsodrivingonarevokedlicense.OfficerArnoldtookthedriverintocustodyandbookedhimonhiswarrantaswellasconcealingidentity.

• OnNovember18,Southeastfieldpatrolofficerslocatedamalesubject“suspiciously”runningfromthearetailestablishment.Fieldofficerslearnedthissubjecthadjustcommittedapursesnatchingandtookthemalesuspectintocustody.SoutheastImpactdetectivesrespondedtothesceneandtookovertheinvestigation.Itwasdiscoveredthevictim’spursecontained$480.00atthetimeofthetheft.Detectivesinterviewedpossiblewitnessesanddraftedacriminalcomplaintfortheoffenderinthiscasewhowaslateridentified.

November16shereceivedatextmessagefromanunknownpersonstatingthattheyhadfoundherblackIpadandrequested$300inexchange.Theyagreedtomeetattheparkinglotofalargelocalretailer,andthatiswhenthevictimaskedforAPDtoassist.OfficerBarrick-Neilsetupameetingbetweenthevictimandthesuspect.OfficerBarrick-NeilobservedthefemalewiththeIpadwalkuptothevictimandtheexchangewasmade.OfficerBarrick-NeilwalkedtowardthesuspectthathadtheIpadandshestartedtorunfromher.OfficerBarrick-NeilandassistingOfficerTodacheeniewereabletotakethesuspectintocustodyafterashortfootchase.WhileattheNortheastsubstation,aloadedsyringefilledwithheroinwasfoundinsidethefemale’spurse,alongwithmethamphetamineandmoreheroin.AlsofoundwasSuboxone,inwhichshedidnothaveaprescriptionfor.Thefemalewasarrestedformultiplefelonies,includingreceivingandtransferringstolenproperty,twocountsofpossessionofacontrolledsubstance,andpossessionofmethamphetamine.

• OnNovember21,OfficerDrobikwasdispatchedtoaresidenceinreferencetoadomesticviolencecall.Uponarrivaltheofficermadecontactwiththefemalevictim.ShewasvisiblyupsetandtoldOfficerDrobikthatherex-boyfriendchokedher,pushedhertotheground,andthrewaknifeather.AccordingtoSarracino,theknifenarrowlymissedherandhitthewallbehindher.ThefemalevictimgaveOfficerDrobikadescriptionofthemalesuspectandtoldofficerDrobikthatbeforehelefttheapartment,hesaidhewasgoingtokillhimself.Shebelievedhedidcuthimself,becauseshesawbloodonhisclothingwhenheleft.AneighborapproachedOfficerDrobikandadvisedshejustobservedamalesubjectexitthefemalevictim’sapartmentandrundownthestairs.Themalesuspecttoldtheneighbortotellpolicethatthefemalevictimwasaliar.Theneighborwatchedasthemaleranbetweenthebuilding.OfficerDrobiksearchedtheareaandfinallylocatedthesuspectwalkingafewblockseastoftheapartment.Themalesuspecthadsignificantinjuriestohiswrists,butnoweaponswerefoundonhisperson.OfficerDrobikandassistingOfficerGuerreroplacedthemalesuspectincustody,andcalledforrescuetotreathisinjuries.Hewastransportedtothehospitalforhisinjuriesandhisthreatsofsuicide.Hewas3

Northeast Area Command...• OnNovember20,OfficersQuadeandBurchell

respondedtoalargeretailestablishmentinreferencetoasuspectwantedforquestioninginastringofDVDthefts.PropertycrimesdetectivesadvisedthatthemalesuspectwassuspectedofstealingDVD’sandthensellingthembacktothesamestoreatalaterdate.Hewasknowntohaveseveraloutstandingfelonywarrantsforrobberyandtheft.Propertycrimesdetectivesaskedofficerstoattempttoapprehendthesuspectandtocontactthemifhewasapproached.Asofficersarrivedtheyobservedhimexitingthestore,andhewastakenintocustody.Propertycrimesdetectivesrespondedtothescenetotakeovertheinvestigation.Thesuspectwasfoundtohavetwooutstandingfelonywarrants.Hewasbookedwithoutincident.

• OnNovember23,OfficerBurchellwasdispatchedtoacallinreferencetoastolenpurse.Throughhisinvestigationhelearnedthatthevictim’screditcardswereusedatalocalretailerbutweredeclined.OfficerBurchellviewedthesurveillancetapeandwasabletoidentifytheoffenderasanemployeeofanotherretailestablishment.Thevictimstatedthatshejustwantedherpropertyreturnedandrefusedtopresschargesagainstthesuspect.OfficerBurchellmadecontactwiththesuspect,showedherthesurveillancevideo,andadvisedhertoreturnthestolenproperty.Thepropertywasreturnedtothevictimandshewascompletelysatisfied.Theretailemployeewasfiredbythecompany.OfficerBurchelldidsendacopyofhisreporttotheWhiteCollarCrimesunit.

• OnNovember15,OfficerSaavedratookalarcenycallatalocalretailestablishment.Uponherarrival,theofficermadecontactwithemployeestotakeareport.OfficerSaavedranotedthattheemployeewitnesstookdownalicenseplateoftheoffender’svehicle.OfficerSaavedraimmediatelyconductedfollow-upinvestigationwhichledtotherecoveryofallstolenpropertyfromtheretailer,valuedat$141.90,andtheidentificationandsubsequentprosecutionoftheoffenders.

• OnNovember17,OfficerBarrick-NeilwasdispatchedtoaparkinglotinreferencetoatheftofablackAppleIpad.Uponarrivalshemadecontactwiththefemalevictim.ShestatedthathervehiclehadbeenburglarizedonOctober19,andmultipleelectronicshadbeenstolen.On

latertransportedtoMDCwherehewaschargedwithAggravatedAssaultwithadeadlyweapon.

Foothills Area Command...• OfficerGarciade-escalatedanincident

involvingasuicidalwomanwhowasarmedwithaknife.Thefemaledroppedtheknifeandwastransportedforamentalhealthevaluation.

• OnNovember24,OfficerLampiris-TrembaassistedtheFBIwithanarrestoperation.Theofficerarrestedamalesuspectforparoleviolationforcommercialburglary,andasecondmalesuspectforparoleviolationsforsexoffensesagainstaminor.

• OnNovember9,officersweredispatchedtoarolloveraccidentwiththefivesubjectsfleeing.Uponarrivalitwasdiscoveredthatthevehiclewasreportedstolen.Uponfurtherinvestigation,fourofthesubjectswerelocatedandarrested.Theoffendersturnedouttobejuveniles,ranginginagefrom10to12yearsofage.

• OnNovember21,officersweredispatchedtoaresidenceinreferencetoaknownmentallyillsubject.Themaleisknownforcallinginfalse911calls.Onthisdatehemadeatotaloffourcallsaboutfalsecrimes.OfficerWesenbergresponded.Themaleindividualhasahistoryofbeingarrestedforfalselyrequestingtheassistanceofrescuepersonnel.OfficerWesenbergtriedadifferentapproachtotryandfindtheindividualthehelpheneeds.HecontactedtheCITunitandrequestedtheassistanceofCITpersonnel.ThemaleindividualwasissuedaPsychiatricUnitHoldformentalhealth.HeisalsobeingprovidedadirectlinetospeakwithCITpersonnelforfuturecases.Thisinterventionisongoing.

• OnNovember10,FoothillsOfficerBenavidezwasdrivingbytheresidenceofamalesuspect,whowasknowntohavefiveoutstandingfelonywarrants.Whiledrivingby,heobservedavehiclehewasrecentlyknowntofrequentin.OfficerBenavideznotifiedtheFoothillsImpactUnit,atwhichtimetheysetupsurveillanceonhisresidence.Themalesuspecteventuallyexitedtheresidence,enteredthevehicle,anddroveawayfromtheresidence.Atrafficstopwasattempted;however,Merritteludedofficers,almoststrikingofficersasheerraticallydroveaway.FoothillsImpactlookedforhimatalocationhewasknowntofrequentintheSoutheastAreaCommand.Hewasnotlocated.

• OfficerBenavideznotifiedanofficerwhoworks

intheSoutheastAreaCommandtobeonthelookoutforthesuspect.OnNovember11,2014,themalesuspectwaslocatedatasoutheastresidence.Withtheassistancefromadditionalsoutheastofficers,hewastakenintocustodyandbookedonhiswarrants.DetectiveBurtoncompletedanadditionaltwofelonyarrestwarrantsonthisindividual,tobringthetotaltosevenfelonywarrants.

Field Services Bureau - WestValley Area Command...• OnNovember28,OfficersHeshleyandVaughn

wereflaggeddownbythestaffofadowntownrestaurant.Theyadvisedtheofficersthatamalesubjecthadchargeda$300tab.Themalesubjectwascontactedandidentified.Thesubjectadmittedthatthecardhewasusingwaspossiblynotvalidbecauseitbelongedtohismotherandhewasusingitwithoutherpermission.Thesubjecthadusedthecardtwiceatthebarearlierintheevening,thenopenedthemuchlargertab.OfficerHeshleycontactedthesubject’smotherwhostatedthatshehadtakenthecreditcardsawayandhewasnotallowedtousethemandthattheyweresolelyinhername.ThesubjectwasbookedintotheMDConmultiplefelonycharges.

• OnNovember9,whileworkingthedowntowntacticaloperationsplanOfficersWhiteandKeslerwerestationedinfrontofanightclub.Theywereapproachedbyanemployeewhohadbeenpunchedinthefacebyanintoxicatedcustomer.Theemployeesustainedachippedtoothfromthealtercation.ThesuspectwastakenintocustodywithoutincidentandchargedwithfelonyAggravatedBattery.

• OnNovember22,OfficerClemonswasonregularpatroldrivingsouthonRioGrandeintheOldTownareawhenheobservedapickuppullontonorthboundRioGrandedrivingerratically.Heattemptedtomakeau-turntocatchuptothevehicle,butlostsightofit.OfficerClemonscontinuednorthonRioGrandeandcameuponanaccidentscenethathadjustoccurredinfrontoftheHotelAlbuquerqueinvolvingthepickuphesawdrivingerratically.OfficerClemonsimmediatelycalledforbackupandobserved2subjectsrunningfromthepickup.OfficerClemonsclearedthetruckandatthatpointobservedanothervehicleupturnedonitsroofthatappearedtohavebeenstruckbythepickup.Severalunitsrespondedtotheareatoassist.

Trafficwasshutdownandaperimeterwassetupintheneighborhoodwherethesubjectsran.Ultimatelythedriverofthevictim’svehiclepassedawayatthesceneandapassengerpassedawayatthehospital.Thetwosubjectsthatranfromthepickupweretakenintocustody.Thepickupwasfoundtobestolen,thelicenseplatewasstolenandastolenfirearmwaslocatedinside.Thedriverwaschargedwitheightfelonychargesandthejuvenilepassengerwasarrestedforafelonywarrant.

• OnNovember18,OfficersMingsandKerlinweredispatchedtoasuspiciouspersoncallnear12thandCandelaria.Thecallstatedtwosubjectswerelookingthroughmailboxes.Uponarrival,theofficersimmediatelycontactedthetwosubjects.Oneofthesuspectshadonefelonywarrantandonemisdemeanorissuedforhisarrest.Theothersubjecthadthreemisdemeanorwarrants.Bothwerebookedwithoutincident.

• OnNovember25,OfficerCastanedawasdispatchedtoahotelinreferencetoapossibledomesticviolencesituation.Uponarrival,hemadecontactwithamalesuspect.Hewasinvolvedinanargumentwithhisstepfather.HeadvisedOfficerCastanedahehadbeenwatchingthecoverageoftheshootinginFergusonandwasupsetwiththepolice.Hethenmadenumerousthreatstohurthimself.OfficerCastanedawasgoingtotransporthimforamentalevaluation.Mr.Williamsfledfromofficersbutwasquicklylocatedonthesecondfloorofthehotel.Inanattempttofleeagain,hepunchedOfficerLandavazointheface.Mr.WilliamswasthenplacedinhandcuffsandbookedforBatteryonaPeaceOfficer.OfficerCastanedaadvisedthemedicalstaffatthejailofthemalesuspect’sstatementsofwantingtokillhimself.

Southwest Area Command...• OnNovember1,officersarrestedamale

inreferencetoanautoburglaryhehadjustcommittedatacommercialbusiness.Thesubjectlefttheareaandwasfollowedbythevictimoftheautoburglary.Officersstoppedthesuspect’svanandarrestedthemaledriveralongwiththreeothersuspectsinthevehicle.ThecaseagentwascontactedandthemalesuspectconfessedtoadditionalautoburglariesinAlbuquerque.

• OnNovember15,officersrespondedtoacalltoassistaBernalilloCountySheriff’sDeputy

intheSouthwestAreaCommand.Officersrespondedtoherlocationandfoundherlyingonthegroundwithobviousinjuries.OfficerssecuredthesceneandrenderedaidtotheDeputy.BCSOarrivedandtookoverthescene.ThesubjectwastakenintocustodybyBCSOwiththeassistanceofAir1.

• OnNovember11,OfficerAbbatantuonorespondedtoapossiblehomeinvasioninprogress.Thecalladvisedamaleforcedhiswaythroughalockedslidingglassdoorwhiletheresidentswerestillinside.UponarrivalOfficerAbbatantuonomadecontactwiththemaleandplacedhimintocustodyforbreakingandentering.

• OnNovember19,officersweredispatchedtoashootingatalocalresidence.Officersarrivedonscene,securingthescene,andallthepersonsinvolved.Thevictimoftheshootingwaspronounceddeceasedshortlyafterarrivingatthehospital.Theoffenderofwhatturnedouttobeahomicidewasstillonsceneandseparatedfromtheothers.AftertheincidentwasassumedbyViolentCrimeDetectivestheoffenderconfessedtoshootingthevictim.

• OfficerHigdonconductedanaggressivepanhandlingtactplanintheareaofCentralandAtrisco.Numerouscitizencontactsweremadeandthusmadeadirectimpacttotheareawiththelocalpanhandlerstostayawayfromtheareaofalargecommercialshoppingcenter.

• OfficerHinsonconductedaresidentialburglarytactplanwithinalocalneighborhood.Hedidnotmakecontactwithanysuspicioussubjects.

• OnNovember16,OfficersCandelariaandMartinezweredispatchedtoachildcallwhereatwoyearoldchildwasspottedoutsidebutnotdressedfortheelements.Itwasanextremelycoldday.Officerscontactedthechildandwereeventuallyabletodiscoverthatthemotherwasstayingatamotel.AfterspeakingtoaCrimesAgainstChildrendetective,themother,inadditiontotwomales,wasarrestedforchildabuse.Oneofthemalesarrestedhadfouroutstandingfelonywarrants.AllwerebookedintoMDC.

• OnNovember6,officersweredispatchedtoaresidentialareainreferencetoafoundstolenvehicle.Thecallerstatedthatshelocatedherfather’sstolentruck,anditwasparkedinthefrontyardofaresidenceandwasoccupiedbyfoursuspects.Uponarrival,officerslocatedthevehicleandseveralpossiblesuspectsnext

tothevehicle.Asofficersattemptedtocontactthesuspects,theybegantowalkawayandintoanotherresidence.Officersconfirmedthatthevehiclewasstolenandsetaperimeterontheresidence.Whileofficersweresettingupaperimeteroneofthefemalesuspectsexitedtheresidencethroughabathroomwindowandwastakenintocustody.Officersgaveseveralannouncementsandthesuspectsexitedtheresidenceandweretakenintocustody.Thecallerpositivelyidentifiedthesuspectsthatwereinthevehicle.AllfoursuspectswereplacedunderarrestandtakentothemainandNITedetectivestookovertheinvestigation.

• OnNovember19,Southeastunitswereinvestigatingavehiclestolenfromacarlotbyamalesuspect.OfficerHerrerawasdispatchedtotheareatoassistSoutheastunitsinlocatingastolenvan.Whilecheckingthearea,OfficerHerreralocatedthevehicleparkedintheLovelaceparkingstructure.Officersclearedthevehicleandtookafemalesuspectintocustody.OfficerHerrerawasabletolocatethesuspectandhewastakenintocustody.ThesuspectswereturnedovertoSoutheastunitswhocompletedtheinvestigation.BoththesuspectswerebookedintoMDC.

Northwest Area Command...• OnNovember21,OfficerBorundawas

dispatchedtoaresidenceinreferencetoasuspiciousvehicle.Uponarrivalheobservedthevehicleanddeterminedthatthevehiclewasstolen.OfficerBorundaapproachedthevehicleandnoticedthereweretwosubjectsinsidethevehicle.OfficerBorundacalleddispatchforassistance.OfficersVolzerandRomeroarrivedonthesceneandbothsubjectsweretakenintocustody.ThedriverwasarrestedforTransferring/ReceivingaStolenVehicleandthepassengerhadanoutstandingfelonywarrantfromArkansas.AutoTheftdetectivesarrivedandtookcaseresponsibility.

• OnNovember16,OfficerSheldenwasflaggeddownbyalargeretailLossPreventionemployeeinreferencetotworepeatoffendersthathaveyettobedetainedandidentified.LossPreventionhadsurveillancefootageoftheoffendersincludingthelicenseplateoftheirvehicle.OfficerSheldenwasabletoreviewthesurveillancefootageandcompareittotheregisteredownerofthevehicleanddeterminethatitwasamatch.Hewasalsoabletoidentify

theoffender’saccomplice.OfficerSheldenwasalsonotifiedbythebusinessthattheoffendershadshopliftedattwootherstores.Usingvideosurveillancetheofficerwasabletodeterminethattherewasatleastonefelonyshopliftingcase.Duetotheamountofinvestigationthatstillneededtobecompleted,OfficerSheldenwentTDYwithNWImpactDetectivestocompletetheinvestigation.Duringtheinvestigation,OfficerSheldenlearnedthatthetwooffenderswerealsoresponsiblefornumeroustheftsfromanotherlargeretailerandthatOrganizedCrimesUnitdetectiveswerecurrentlyworkingthosethefts.Twofelonywarrantswereissuedforthesuspects.

• OnNovember24,SergeantHilgerandOfficerSolisweredispatchedtoaresidencenreferencetoasuicidalfemale.OfficerSolisarrivedfirstandobservedthedoortotheapartmentopen.OfficerSolisenteredtheapartmentandobservedafemalesittinginthekitchenholdingaknife.OfficerSoliswalkedbacktothefrontdoorandwaiteduntilSergeantHilgerarrivedtoassist.OfficerswereabletotalkthefemaleintoputtingtheknifedownandOfficerSoliswasabletokicktheknifeoutofthewaysoofficerscouldsafelydetainthefemale.Thefemalehadnumerouscutsandpuncturewoundstoherleftwrist.Shewastransportedtothehospitalforherinjuriesandamentalhealthevaluation.

• OnNovember20,OfficerHoisingtonarrestedamalesuspectforfelonyembezzlement.Thecallwasoriginatedfromatemporaryagencywheretheemployeewasentrustedwithcompanypropertyandrefusedtoreturnthepropertyuponhisterminationfromthejob.

• OnNovember2,OpenSpaceconductedanSARsearchoftheRioPuercoforfoursubjectsthatbrokedownwhileoffroading.Theyhadnofoodorwaterandwerenotdressedforthecoldnightweather.ThesubjectswerelocatedaboutahalfmilewithinthetriballandbordersOpenSpacedidnotapproachthembecauseofjurisdictionissues,butcalledtribalpolice.APDwasnotgrantedaccesstoassist,buttribalofficersrespondedanddrovethesubjectstotheawaitingfamily.

• OnNovember6,officersrespondedtoacallofamaleneedinghelpintheBosque.Officerslocatedadeceasedmalenearthebankoftheriver.OMIdeterminedthatthecamperhadsuccumbedtohypothermia.

• OnNovember11,OfficersMcDanielandMartinezlocatedadeerthathadgottenitslegstuckinachainlinkfencewhileattemptingtojumpoverit.Theofficerswereabletocutthefenceandfreethedeer.Itranintothemountainsand appeared uninjured.

• OnNovember13,OpenSpaceOfficersCandelaria,MartinezandMcDanielwerepatrollingtheWestMesawhenOfficerMartinezandOfficerCandelariaobservedamaleandfemalerepairingatireofanATV.OfficerMartinezwenttoassistthemaleandfemaleandobservedthattherewasnoregistrationstickerontheATV.Whenthemalewasaskedabouttheregistration,hegavetheofficerseveralversionsofwherehepurchasedtheATV.OfficerMartinezrantheATVandthemale’sinformationthrough000.“ItwaslearnedthattheATVwasstolenandthemalehadafelonywarrant.OfficerMartinezwasabouttohandcuffthemalewhenhetriedtoflee.OfficerCandelariaandOfficerMartinezsafelydetainedhimandtookhimintocustody.ThemalewaslaterbookedintoPTCwithoutincidentandtheATVwasrecovered.

• HomelandSecurityDivisionhasbeenworkingonanactiveshootertrainingandresponseconcepttocomplimentandimprovethecurrentAPDproceduresdealingwiththeseincidents.Theconceptincorporatesstandardizedtrainingforcivilianstorespondtoanactiveshooter,trainingpoliceofficerstorespond,andincorporatingemergencymedicaltreatmentforvictimstobuylifesavingminutes.WehavebeenmeetingwithAFDonaweeklybasisto

incorporatetheirresponsetothesescenarios.WehavescheduledtheALICEtrainingresponsethroughtheALICEInstituteonDecember1-2.Thisisaninstructorlevelclassdesignedtoteachschoolsandbusinessresponsestoactiveshooters.

ahitonhisvehiclemountedLoJacksystem.HefollowedthesignaltoaresidencewherehelocatedaMaroonDodge1500thathadbeenstolenearlierthatmorninginawarm-uptheft.Thetruckwaslocatedinthebackyardoftheresidencebehindalockedgate.AlsointhedrivewayoftheresidencewasawhiteFordSUVthatmatchedthedescriptionofastolenvehiclethatwastakenfromaPNMmeterreaderashewasmakinghisrounds.DetectiveEconomidyobtainedawarrantforthepropertyandastherecoverywasbeinginitiated,thehomeownerandafemaleexitedthehouseandfinallymadecontactwithdetectives.Bothvehicleswererecoveredandthehomeownerwasbookedforreceivingandtransferring.Thefemalewasbookedonwarrants.

• OnNovember19,DetectiveEconomidywasintheareaofamotelatCarlisleandProspectwhenheobservedabrown2003ChevyBlazeroccupiedbythreesubjects.Afterrunningtheplateandthroughinvestigativemeans,hewasabletoverifythatthedriverwastheregisteredownerandhehadfourfelonywarrantsincludingbatteryonapoliceofficer.WithassistancefromSEareacommandunits,avehiclestopwasinitiatedontheBlazerandthedriverwastakenintocustodywithoutincident.

• OnNovember25,AutoTheftDetectivesreceivedahitfromtheirvehiclemountedLoJacksystemsandwereabletofollowthesignaltoaresidence.Theblue2008HondaAccordwaslocatedatatireshopatthesameaddressandwasintheprocessofhavingallthefactoryrimsandtiresremovedandoldusedrimsandtireswerebeingputonthecar.DetectiveLovatowasabletoconductsurveillancefromanadjacentbusinessandobservedfoursubjectsenterthecarastheshopwasabouttofinishthelasttirereplacement.WiththearrivalofadditionaldetectivesandtheassistanceofseveralBCSODeputies,thesuspectswerecontactedandtakenintocustody.Thevehiclewasstolen,anditwaslearnedthatthekeyshadbeeninthecarwhenitwasinitiallystolen.Itwasstolenasecondtime,asthesuspectswereinpossessionofthekeysfromtheprevioustheft.

• OnNovember3,NITedetectivesrespondedtoacallwhereacompanywastrackingtheirstolenvehicleviaaGPS.ThevehiclewastrackedtoCentralandSunset.Asdetectivesattempted

totakethesuspectintocustody,herammedapolicevehicleandalmostranoveradetectiveinordertoescape.Hewasthentrackedtothesouthwestwhereafootpursuitensued.Thesuspectwaseventuallycaughtandarrested.

• OnNovember19,NITereceivedactivationatZuniandIndianawhereabaitvehiclehadbeenbrokeninto.Thethreesuspectsweretracked,located,andarrested.Weconfirmedallthreewereinvolvedintheautoburglary.Onesuspectalsohadfelonywarrantsforhisarrest.

• TwocaseswereinvestigatedbyRobberythatoccurredonSeptember2014andfeaturedelderlywomenasvictims.ThesuspectwasbookedonwarrantsalongwithotherchargesfiledbyRobbery.RobberyDetectivescontactedtheBurglaryUnittoinformthemofthearrest.Afterresearchingdatabasesitwasdiscoveredthesamesuspectwasoneoftwomen responsible for several home invasions thatoccurredintheNortheastAreaCommand.Inthosehomeinvasions,thesuspectandhisaccomplicetargetedelderlywomen.WarrantswereobtainedandhewasindictedontheburglariesandthehomeinvasionsonNovember26.

• BurglaryDetectivessearchingtheCODISdatabasediscoveredtwoDNAcasesinvolvingaserialburglar.Heusesatleastfivedifferentaliases;heisresponsibleforatleast12ResidentialBurglaries.BurglaryDetectivesobtainedtwofelonyburglarywarrantsforhisarrestbasedontheinvestigations.

• OnNovember18,theOrganizedCrimeUnitwasnotifiedbytheCrimeAnalysisUnitinreferencetoaprolificpawner.Hefrequentlypawnedcity-wideandhadoutstandingfelonywarrantsforrobberyandforgery.Thesuspect’spicturewaspostedontheARAPAwebsitetonotifyparticipatingbusinessesofhiswantedstatus.HewasalsohighlightedduringthemonthlyARAPAmeetingonNovember19.OnNovember20,thesuspectenteredaretailestablishment.Storeemployeesrecognizedhimfromthepostingsandcalled911.OrganizedCrimeUnitDetectives,inconjunctionwithOfficersfromtheNortheastAreaCommandrespondedandtookhimintocustody.

• Duringthepasttwomonths,twosuspectsbegantargetingcitywideretailstoresforvinylrecords.Theywouldstealrecordsfromonebranchandimmediatelysellthemtoanotherstoreofthesamecompany.TheARAPApartnershipposted

theindividualsontheConnectwebsite.Theoffenderswereidentifiedandfelonyshopliftingwarrantswereobtained.DetectivesarrestedonesuspectonNovember26.Theyarrestedtheotherlaterthesamedayatanotherlocation.Itwaslearnedduringtheinvestigationthattheywereworkingwithapreviouslymentionedprolificshoplifterandpawner.ThatsuspectwaspawningtheirstolenrecordswhenhewasarrestedonNovember18.

• Inlate2013,WhiteCollarCrimesDetectivesandUSPostalInspectorsconductedmultiplecriminalinvestigationsonasuspectinvolvedinnumerousburglaries(automobile,residentialandcommercial).Shewouldstealthevictim’sidentitiestocommitmultiplewhitecollarcrimesandwasalsoakeyfigureinnumerousmailtheftsintheAlbuquerquearea.Shebrokeintoatleastthreehundredpostofficemailboxes.Shealsobrokeintoonepostoffice.Shereceivedasentenceof33years,with13yearssuspended.TheoffenderissettoservetheremainingtwentyyearsintheDepartmentofCorrections.

• OnOctober28,DetectiveWeberarrestedaknownidentitytheftoffender,foridentitytheftandforgery.Duringfollow-upinvestigation,DetectiveWeberlearnedthesuspectandhisassociateswereresponsibleformultipleincidentsofmailtheftandsubsequentidentitytheft.OnNovember14,DetectiveWeberservedtwosearchwarrantsinconnectionwiththeinvestigationandwiththeassistanceofUSPostalInspectors.Thewarrantswereforasuspect’sresidenceandavacanthousenearbywhichheused.Duringthesearchwarrant,hundredsofpiecesofmailbelongingtomultiplevictimsthroughoutAlbuquerquewerelocated.TheinvestigationandevidencewereturnedovertoUSAttorney’sOfficetopursueFederalcharges.OnNovember25,thesuspectwasarrestedonafederalwarrantrelatedtothisinvestigation.

• OnNovember25,asuspectsurrenderedherselftoMDCforafelonyembezzlementwarrant.ThewarrantwasobtainedbyDetectiveM.SandovalfromtheWhiteCollarCrimesUnit.BetweenMarch2012andthesummerof2014,thesuspectwasemployedasabookkeeperofalocalcompany.Duringthattimesheembezzledover$200,000fromthecompany.Thesuspecttripledhersalaryandmadeadditionaldepositsintoherbankaccountsandotherbankaccounts.Sheresignedfromthepositionand

thecompany’snewaccountantnoticedthemissingmoneyandirregularities.Thecompanycontactedthepolice.Thecompanyhasreportedthefinancialhardshiphassignificantlyimpactedthecompany.

Criminal Investigations Division...• TheHomicideUnitrespondedtofivecallouts

duringthemonthofNovember.Threeofthesecallswerehomicides,andtwoarecurrentlybeingcarriedasMajorCaseinvestigations.

• ThisbringsthetotalnumberofUCRhomicidesinAlbuquerqueto26throughtheendofNovember.Thistotalincludes23adulthomicidesandthreejuvenilehomicides.Thetotalamountofpoliceactionsfor2014is12.TheHomicideUnitcurrentlyhas29activecases.

• TheArmedRobberyUnitrespondedtofiverobberycallouts,andcleared14casesthismonth,withtwoofthosegoingtotheDA’sOffice.Theymade10arrests,andwrotetwoarrestwarrantsaswellasfivesearchwarrants.TheRobberyUnithad49newcasesassignedthismonthandnowhasatotal127activecases.

• TheRobberyUnitassistedtheHomicideUnitwithfourcallouts.

• DetectiveRobertsreceivedtwohighprofilecasesthismonth.Amotherwassexuallyabusingasevenyearoldboy,takingphotographs,andsendingthemtoanunknownmale.AsecondcaseinvolvesanArmyRecruiterthatisinappropriatelycommunicatingwithastudentatLaCuevaHighSchool.Nothingcriminalhasbeenlocatedyetbutmilitarypolicyhasbeenviolatedandhearingsarebeingconductedtoremovehimfromthemilitary.

• CrimesAgainstChildrenUnit(CACU)received982referralsforthismonth;thisisdownby163referralsfromOctober.Theaverageisapproximately1080permonth,yeartodate.Inthefirst11monthsof2014CACUhasreceived11,887referrals.CACUDetectiveswereassigned137newcasestobeinvestigated.

• SchoolResourceOfficers(SROs)frombothEastsideandWestsidecontinuetobeofgreatassistancetotheirrespectiveAreaCommandsbyhandling271callsforserviceand252on-siteactivitiesinSeptember.97referralsweremadebytheSRO’sand208truancyinvestigationswereconducted.QualityofLifeenforcementactivities(CriminalTrespass,Panhandling,RedTag,Graffitireferrals,Parking/Movingcitations,etc.)totaled99forOctober.TheSROUnitscleared335totalFelony/Misdemeanorarrestsand/orwarrants.Inaddition,theSROUnitsassistedCACUbytaking17CYFDreferralstocheckonsuspectedabuse.

• TheAlbuquerquePoliceDepartment’sCrisisInterventionUnit(CIU),taughtvariousclassesandscenariostodifferentorganizationsthroughoutthemonthtobetterequiporganizationswithcrisisintervention.

• CrisisOutreachandSupportTeam(COAST)assisted219people,had231referralstoservicesandassisted63mentalhealthconsumers.COASTalsohad62homevisits.

Special Investigations Division...• OnNovember4,Air5locatedastolenChevy

VoltsedanintheparkinglotofCoronadocenteronthenorthsideofMacy’s.Twosubjectswereoutsidethecarwiththehoodupattemptingtojump-startthecarafterOn-Starhaddisabledit.Air5directedrespondingunitstothelocationand2subjectsweretakenintocustody.Thevictimrefusedtoprosecute.

• OnNovember6,theAirSupportUnithaditsannualSWPPP(StormwaterPollutionPreventionPlan)inspectionconductedattheAirUnitfacilitybytheCityofAlbuquerqueandCDP.TheAPDAirSupportunitpassedtheinspectionwithhighmarksandwascommendedonbeinginnovativeandforwardthinkinginmeasuresbeingtakenbytheunitthatexceedthoseneededforcompliance.

• OnNovember20,Air1wasflowntothefoothillssubstationtogiveapresentationontheAPDAirUnittotheneighborhoodassociationmembers.CitizenswhoattendedwereabletoseeAir1anditsequipmentup-close;thenapower-pointpresentationwasgivenbytheunittocitizenstoshowthemwhattheAPDAirUnitdoesfollowedbyaquestionandanswersession.Thiswasconductedtopromotepositiveoutreachtothecommunityanditscitizens.

• OnNovember25Air1assistedonaprotestmarchthatoccurredintheareaofNobHillandtheUniversityofNewMexicoarea.Air1assistedinmonitoringthecrowdsize,directionandotherinformationandreportingtheinformationtothecommandpost.

• TheGangUnitcompletedthe2014dayandnighthandgunqualificationinthemonthofNovember.

• OnNovember6theGangUnitwascalledbySROGiddingstoassistwithagangthreatatValleyHighSchool.TheunitspentseveralhoursassistingSROGiddingsattheschool,andmadeseveralgangcontacts.

• DetectiveVictorHernandezwasassignedtotheATFtaskforceforthemonthofNovember.

• CAUattendedameetingwithRiskManagement,DMD,andNMDOT.Statisticsandsuspectreportsweredevelopedandsharedatthismeeting.Theissueiscoppertheftfromlightpoles.PNMdoesnotmakeapolicereport,onlyabilltotheCity.ItwassuggestedthatlawyersfromPNMandtheCityofAlbuquerquereviewthepolicy.

• TheBridgehasexpandedhoursofoperation.Adayshift,swingshiftandovernightteamhavebeenformedtobemoreavailabletoofficersandcallsforservice.Dayshifthoursarecurrently0600-1600,swingshifthoursarecurrently1600-0200,andovernightshifthoursoverlappingfrom2100-0700.

• Currently,theRTCChastheabilitytodeployatotalofthreetrailers.ForthemonthofNovember,afourthtrailerwasaddedfordeployment.TheinitialthreetrailersmodemswereequippedwithanEthernetconversiontoallowbettermanipulationofsystemfunctionalityandlessinterruptionofWi-Ficonnectivityissues.

• TheRTCCmonitoredreactionstotheFergusondecisionandthenationwidedemonstrationsthatwerefollowingtheannouncement.Tobetterassistcommunicationwiththeaffectedneighboringagencies,theRTCCalongwithIntelunits,joinedandestablishedacommunicationpagethroughtheHomelandSecurityInformationNetwork(HSIN).Thiswillallowup-to-dateinformationrelayingandgatheringfromessentialsites,agenciesandpersonnelduringcriticalincidentstoupholdsituationalawarenessforpersonnelinvolved.TheRTCCpreparedbyassigning4employeesthatwerescheduledtocoverdesignatedhoursduringthisoperation.All3mobiletrailers,ourcurrentvideoandsocialnetworkswereutilizedinordertoassistuniformedpersonnelinknowledgeofsubjectactivityandpotentialrisksduringthedemonstrations.Duetothepreparation,thedemonstrationswerecompletedwithoutanyincidenttocitizens,participantsanduniformedpersonnelassigned.
