APD Notables...

Southeast Area Command...The Southeast Impact Team collaborated with •State Probation and Parole, ICE, US Marshals and ATF to implement a warrants sweep. The combined forces surveyed 96 homes, served 17 warrants, arrested 11 probation violators and seized drugs, money and weapons at the residence locations. In other surveillance operations, the Impact •Team arrested a man for domestic violence felony warrants in addition to 4 other suspects forherointrafficking.The Impact Team initiated an investigation into a •kidnappingincidentinvolvinganindividualwhowaskidnappedandrobbedatgunpoint.Thecriminalsusedstolengunstokidnapandrobthevictim.Thekidnapperswerealsosuspectedofburglarizing police cars. The Team arrested two men; they recovered a large amount of stolen property and cleared additional open criminal cases.Southeastofficers,implementingseveraltactical•plans, cleaned up the transient camp problem attheintersectionofCarlisleandI-40.Officersdisplaced the transients from the Urban Forest and the overpass. The City’s Solid Waste Departmentassistedtheofficers.InJune,Southeastofficerscontinuedtoridethe•ABQ Ride buses to observe and arrest disorderly riders.Southeastofficersmaintainedorderduring•the June Gay Pride Parade and the Juneteenth Celebration in the Kirtland Addition at Thomas BellPark.Officerpresenceinsuredorderlyevents.Officersconductedatacticalplantoaddress•the calls for service pertaining to the homeless populationinBullheadPark.Officersmade58contactswithhomelesspeopleintheparkduringthe month and brought in the COAST team to provideservicestothehomeless.OfficerNormaEndres located an active Meth lab during the homeless tactical plan.

Foothills Area Command...

The Area Command conducted a Strategic •Targeted Area Response Team (START) in the residentialareaaroundLaurenC.BollesPark.Officerswentdoortodoortointerviewresidentsto identify their crime prevention concerns and encourage them to organize neighborhood

watchgroups.AreaofficersandCityagenciesincludingCrimePrevention,CriminalNuisanceAbatement, The Public Safety Partnership, Open Space, Animal Control, Solid Waste, and ParksandRecreationparticipatedintheproject.Thecombinedteamscontacted350residentsand conducted surveys. The Command held afollow-upmeetingtoformNeighborhoodWatches.OfficersandCrimePreventionpersonnel•conducted safety presentations for children at LaPetiteAcademyandAlbuquerqueNurserySchool.Officersprovidedaninformationalpresentation at Manzano Mesa Multigenerational Center to inform senior citizens of the different senior citizen scams.WatchIofficersconductedtacticalplansto•impact crime patterns such as vandalism, panhandling and auto burglary that reduce qualityoflifeintheneighborhoods.Officersarrested several suspects for auto burglary.Watch II interviewed area businesses and •provided them with business improvement plans tosuppresscriminalactivity.Squadsheldfieldbriefingsinhighcrimeareasandconductedhighvisibilitypatrolsincityparksandopenspacetrailhead in the area command.

Valley Area Command...Dayshiftofficersimplemented117traffic•tacticalplansinareasidentifiedbythecommunity.Officerscited300violators.Valley Area Command continued the Alvarado •TransportationTacticalPlan.Officersarrested3felons,5misdemeanantsandexecuted4movingcitations.Inresponsetoreportsofillegalparkingatthe•AlbuquerqueZoo,bikeofficerswrote98parkingcitations.Dayshiftbikeofficersextendedthetactical•plan at 2nd and Iron in response to community complaintsofnarcoticuseanddealing.Officersarrested15felonsand18misdemeanants.InJune,swingshiftofficersapprehended4•burglars in the commission of 2 burglaries.Swingshiftofficersrespondedtoasuspected•felony domestic violence call for service and arrestedamalewasbreakingintoaresidence.The female in the home had been released from thehospitalaftertheoffendertriedtokillherthenightbefore.Whenofficersarrivedatthehome,theoffenderhadfled.Officersremainedatthehome, conducted an investigation, located and

arrested the suspect within 2 hours.Graveyardshiftofficerscontinuetostrategize•with the Downtown Action Team to reduce criminalactivity.Graveyardofficersdirectedtraffictacticalplanstoreducecommunitycomplaintsduringeveninghours.Officersissued100 citations.Impact detectives conducted four undercover •operations and arrested 7 felons, seized 1oz of heroin,1ozofcrack,½ozofmarijuanaand$1,200 in cash.

Southwest Area Command...SouthwestAreaofficersconductedtactical•plansatalocaltruckstoptosuppressincreasedprostitutionactivityinthearea.Officersinterviewed several suspects; prostitution activity decreased.Officerscited3individualsandverballywarned•5otherpersonsforloiteringinUpperPatHurleyParkafterhours.OfficerGuilloryconductedatrafficenforcement•tactical plan at 79th Street between Colobel andDennisChavez.Heissued40citationsandarrested 2 misdemeanants.OfficersHenryandTrevinoexecutedatactical•plan for the West Mesa Little League District Championshipbaseballgames.Thetwoofficersarrested1individualandissued7parkingcitations.

Northwest Area Command...

In response to citizen complaints of illegal •parkinginareaapartmentcomplexes,Commandhasandwillcontinuetodirectofficerstowriteillegalparkingcitations.All three Watch I teams conducted nightly DWI •tacticalplansandarrestedanumberofdrunkendrivers and cited other drivers for moving violations.Watch II has utilized all three teams to conduct •multipletraffictacticalplansthroughouttheareacommandandissued670citations.Amajorityoftheexecutedplanswereinresponsetocitizenand association complaints in the area. The 3 day-shiftteamscontinuedtoenforceparkingandabandoned vehicle violations.OfficerTroyWeekleyandhisrecruitofficer•apprehended a suspect committing a burglary at theWal-Martlocatedat2500CoorsBoulevardNW.Inadditiontotheburglarycharge,thesuspectwasalsochargedandbookedon7separate felony warrants for his arrest. The

additional charges included burglary and violent crimes. Day-shiftunitofficersassistedCOASTofficers•toidentifyareahomeless.Duringthejointoperation,officersidentifiedandremovedtwoillegal transient camps in the open space area nearCoorsandPaseoDelNorte.Team2officersapprehended2homicideand•robbery suspects from the Denny’s Restaurant Robbery/Homicideincident.InJune,officersrespondedtoarequestfromthe•West Mesa Little League to provide presence at the League’s District Championships. The event provedsafeandenjoyableforthefans.The Command continued to implement POP •Tactical plans at Cottonwood Shopping Center tosuppressburglary,illegalparking,illegalskateboarding,robberiesandanyotherillegalactivity. Team members issued multiple citations and made ample contacts to ensure a safe environment for mall patrons.OfficerNixinvestigatedadomesticviolence•call for service. After an effective initial investigation,OfficerNixlocatedthesuspectandconvincedhimtosurrender.OfficerNixdiscoveredthatfederalagentswerelookingforthe suspect on charges that he had made a death threat against a district attorney prosecuting a case involving the suspect and suspected white supremacygangmembers.OfficerNixfiledfelony charges against the suspect.OfficerDonnaRichterandherrecruitofficer•located and returned a missing teenager who had been convinced to meet an Internet predator outofstate.OfficerRichteranalyzedmessagesthe teen had sent and received to determine the teenwasinextremedanger.OfficerRichterandotherCommandofficersimmediatelycheckedthe bus terminal and discovered the teen had boardedabustoDallas,Texas.OfficeRichtercontacted the Dallas authorities. The Dallas law enforcement located the teen and returned her to Albuquerque. Richter’s investigation initiated a federal investigation to locate the suspect. The suspect had apparently planned to lure the child to either Louisiana or Indiana.

Northeast Area Command...

OnJune26,NortheastAreaCommandofficers•responded to a call for service reporting a suspectfiringpistolsatpassingvehicles.Bikeofficersarrivedatthesceneandfound3subjectshiding behind the a Weinershnitzel dumpster. 3

Whenthesuspectsidentifiedtheofficers,theywalkedtowardtherestaurant.OfficerWoodandOfficerLaForcefollowedthesuspectsintothe restaurant and promptly arrested 3 Westside Locosgangmembersandseized2firearms,1ofthem stolen.Inanotherincident,OfficerPitzerdiscovered•andwatchedtwomalesparkedinasecludedareaofanapartmentcomplex.WhenOfficerPitzer approached the vehicle, one of the suspectsjumpedoutofthecartoengagetheofficerwhiletheothercaroccupantreachedunderthecardash.OfficerPitzerorderedthedriverbackintothecarandcalledforofficerbackup.OfficerPitzer’sswiftjudgmentresultedin the arrest of 2 Memphis Mob gang members on drug and weapons charges, the recovery of 2 firearmsandfurtherammunitionfortheongoingfederal investigation of the Memphis Mob members.OnJune11,NortheastImpactdetectives•served 7 search warrants and arrested 3 of the 4 suspects responsible for the auto burglaries of fiveNationalForestServicevehicles.Aftertheinvestigation, detectives served warrants and recovered all the stolen weapons and equipment. Theofficersdiscoveredthesuspectswerelinkedto 9 additional burglaries; they turned the case over the federal agents for further prosecution.OnJuneofficersrespondedtoaCodeRaft•callintheEmbudoArroyo.Officersservedasspotters and provided information to AFD and theirrescuedeployment.Officersprovidedencouragement to the 13 year-old youth in the arroyo and rescued him from the arroyo, alongwith2constructionworkerscaughtinthecurrent.Officersreportednoseriousinjuriestoeither victims or rescuers.OfficerL.Middleton,whileconductinga•robbery tactical plan, heard the report of a robbery and murder at the Denny’s at Coors andIliffAvenue.OfficerMiddletonhadbeenmanning a perimeter at 9600 Central when he observed a suspect that matched the description of one of the robbery and murder suspects. OfficerMiddletonguidedofficerstotheidentifiedsubject;theofficersapprehendedthesuspectandbookedhim.ThesuspectwaslateridentifiedasoneoftheDenny’srobberyandmurder suspects.

Scientific Evidence Division...The Field Investigations Unit day shift received •

349calls,theswingshiftreceived480callsandthegraveyardshiftreceived353calls,totaling1,182calledreceived.Thecombinedteamsrespondedto62fieldservicecallsandwrote685reports.Duringthecallsforservice,theofficerscollected numerous evidentiary value items. Theyliftedmanylatentfingerprintsandtook464 photo CD’s.The Disposition Unit processed 23 court •dispositions,405employmentand35firearmsbackgroundchecks.TheEvidenceUnitreceived4,183evidence•items,disposed5,657items,sentpropertyowners322notificationletters,andreturned272items to owners.

Communications Division...In June, the 911 Emergency Communications •Center staff answered 69,000 incoming 911 and 242-COPS phone calls. Of these calls, over 24,000were911callsand45,000were242-COPScalls.911staffanswered94.68%ofcalls within 10 seconds. The national standard is90%;APDstandardis92.5%.911staffanswered97.81%ofthe242-COPScallswithin30seconds;Departmentgoalis90%answeredwithin 30 seconds. Aggressive hiring continued with numerous •applicantsstartingthequalificationprocessin June. Five dispatchers will start classroom trainingthefirstweekofJuly;severalothercandidates in the training process will start with the 911 Center in late August or early September.

Planning & Policy Division...

In June, Planning Section staff prepared a dozen •priorityobjectivereportsfortheadministrationandCityCouncil.Thereportsreflectprogressonobjectivessetforthedepartmentatthebeginningofeachfiscalyear.The Division applied for a grant to •acquire additional bulletproof vests and a Congressionally Selected Award that will aid the Department in its homeless outreach efforts. The Congressionally Selected Award would also provide funding to the Albuquerque Family Advocacy Center for specialized training and equipment.

Open Space Division...TheOpenSpaceDivisionexecutedtactical•plans at Central and Tingley to investigate auto

burglaries. The team arrested two suspects.Divisionofficersdevoted160hourstoassist•in the search for a Rio Rancho child lost in the river.Officersdevoted240hourstocarryoutaBosque•firetacticalplanOfficerssupportedasearchforadownedState•Police helicopter crew.

Prisoner Transport Unit...During the month of June 2009, the Prisoner •Transport Unit processed 1,792 prisoners through the Prisoner Transport Center. The Prisoner Transport Unit made 246 trips to MDC andaccepted208walk-inprisonersatMDC.The savings in hours and fuel costs for the •monthofJuneis$39,368.01.

Strategic Support Division...At June’s Safe City meeting, the group •continueddiscussionsoftheupcomingNationalNightOuteventbeingplannedforCentralandSan Mateo. Walgreens has committed the south sideoftheirparkinglotalongCentral.InJune2009,48incidentswereplacedonthe•community policing interactive website by a combination of business partners and APD personnel. Of these Alerts, 26 were from ARAPApartners;8byhotel/motelPartners;10byFISOApartners;1byNorthI25Partners;1from CICA and 2 from Commercial Property Partners.One new registration request was received •fromtheregionalmanageratBig5SportswasreceivedfromtheARAPAweblink.Additionally, interested ARAPA members met to discuss membership and posting criteria forARAPAandareworkingonguidelinesformeeting attendance and membership into the association.TheHotel-MotelgroupmetinJuneand•discussedautoburglaryasthemostsignificantcrime that impacts their sector. Some of the General Managers discussed steps they havetakentoaddressautoburglarywiththeirclientele,includingworkingwiththemto remove valuables from view to minimize instances of crime on their properties.Eleven new partners registered for the CICA •weblinkinJuneforatotalof32registeredmembers. The monthly CICA meeting was held on July 1, with 10 contracting partners attending. Attendees remain interested in the partnership

and want to continue meeting on a monthly basis;withexpansionofmeetingattendancein mind a notice will be sent out to all CICA registrants regarding the Aug meeting.

Records Section...

The Section’s two summer interns have •entered all BCSO reports and have written casenumbersonallthebacklogreports.Theyare currently helping Central Records on the retrievingbacklog.Thetwointernshavebeenatremendous help to the Unit. The Telephone Reporting Unit received 3763 •calls in June. The implementation of CopLogic continues to •savetheDepartmentofficerhours.275reportswerefiledusingCopLogicinJune,saving412.50hoursandsaving$11,200.The Data Entry Unit entered 7,370 reports in •June.

Metro Division...MembersofAPD’sTrafficSectionmetwith•MayorMartinChavezandTrafficManagerWilliam Westmoreland to evaluate the Department’s freeway closure policy. APD continuestoworkonaprocessthatbalancesthe ability to conduct a proper investigation and theexpedientclearingofthefreeway.TrafficSectionPSAsprovidedtrafficcontrolforthefirstannuallawenforcementmotorcyclerallyheldatThunderbirdHarleyDavidson.TheTrafficSectionbegantoimplementtheSelectiveTrafficEnforcementProgram(STEP)inJune.STEPgrantsfundofficerovertimetoensuremotorist compliance during summer months.TheHorseMountedUnit(HMU)assistedthe•Department’s search and rescue efforts during theNewMexicoStatePolicehelicoptercrash.HMUofficerstransportedthesearchandrescueteamtotheadvancebasecamp.TheHMUpatrolled the Bosque, assisting Open Space officersandtheAlbuquerqueFireDepartmentinfiredetection.The Bomb Squad was called to a South Valley •location to respond to a suspicious item taped underneathapicnictable.Theobjectwasexaminedthoroughlyandfoundnottobeanimprovisedexplosivedevice.TheBombSquadwas also called to a Southeast residence after an ammunition can full of 20mm aircraft rounds was discovered. The Squad determined that theroundscontainedpowder,butnoexplosive

charge. The rounds were subsequently destroyed by the Squad. The Bomb Squad participated inthe2009WesternNationalRobotRodeoatSandiaNationalLabs.Thetestconsistedoftenscenarios over a four day period. APD’s Bomb Squadtookfirstplaceinthecompetition.The K-9 Unit was deployed 76 times for •building searches and 16 times for area searches, resultingin5apprehensions.SWATassistedwithseveralhigh-riskwarrants•and partnered with the U.S. Marshal’s Service to provide security at the Federal Courthouse duringahigh-profiletrial.TheDWIUnitconductedsixsobriety•checkpointsand58saturationpatrolsinJune,resulting in 130 DWI arrests and the seizure of 36 vehicles.The Air Support Unit assisted the Department •during the Rio Grande Great Raft Race and helped apprehend several suspects during drug buys.

Central Investigations Bureau...TheHomicideUnitrespondedtosevenviolent•crime call-outs in June, and submitted four cases totheDistrictAttorney’sOfficeforprosecution.The Armed Robbery Unit cleared 10 cases and •submittedonecasetotheDA’sOfficeandmadefour felony arrests.TheSexCrimesUnitrespondedtoninesex•crimes call-outs and cleared 31 cases, send 12 of thecasestotheDA’sOfficeforprosecution.The FASTT Unit cleared 14 cases this month •withfoursenttotheDA’sOfficeforprosecution.TheAutoTheftandWreckerServicesUnits•recovered$277,384worthofstolenvehicles.TheAutoTheftUnitconductedoneVINetchingeventinJune,etchingover80vehicles.ATUdetectiveRockyArrieswashonoredastheNationalGeneralContractor’sDetectiveoftheYearforhisworkintherecoveryandpreventionof heavy construction equipment theft.White Collar Crimes Unit arrested a woman and •three associates for stealing numerous victims’ identities and using their personal information to apply for lines of credit at various businesses. Detective Chambers located the woman at her home,wheredetectivesobservedseveralfakedriver’slicenses,creditcards,andIDmakingequipment. Detectives also observed what appeared to be a meth lab in the home.The Burglary Unit’s Detective Sanchez assisted •with the robbery investigation of Denny’s

restaurant, where an employee was shot and killed.TheincidentoccurredonaSaturdaymorning. Even though it was Detective Sanchez’s day off, he heard the call and began checkingthearea.Helaterlocatedasubjectwhowasidentifiedasoneoftheoffenders.TheCrimeStoppersUnitreceived128tips•in June. Eleven suspects were arrested based on those tips, including two “Fugitives of the Week”.The Gang Unit completed intensive intelligence •workonsevenhomicidecalloutsduringthemonth,andmadesevenhigh-profilearrestsof gang members. One gang member arrest led to the seizure of 10 grams of meth (worth approximately$3,800)andthreefirearms.The ROP Unit assisted in the Denny’s homicide •investigation and made three felony arrests, including a man who is suspected of multiple bankrobberiesintheAlbuquerquearea.The Vice Unit made 34 misdemeanor and 13 •felony arrests and conducted a prostitution sting operation on East Central.UsinganarcoticsK-9,ValleyNarcotics•detectives intercepted a person carrying a bag withthreepoundsofmarijuanaatthebusstation.EastsideNarcoticsconductedajointoperation•with the FBI to purchase four ounces of meth from a suspected drug dealer. When the operation was completed, three people were arrested on felony narcotics charges, one handgunandfiveouncesofmethwereseized.Ina subsequent search related to the investigation, anadditional1.5poundsofmethwereseizedalongwithquantitiesofcocaineandmarijuana.The street value of the meth was determined to beapproximately$7,500.WestsideNarcoticsdetectivesservedasearch•warrant on a car club member. During the search,fourouncesofcrackcocaine,$2,600incash and a 2001 Jaguar was seized. The case was adopted by the DEA. Forfeiture proceedings for themoneyandthecarareexpected.
