Approve a Services-as-Needed Master Contract funding augmentation with Seneca Center, a non-profit organization (Principal: Ken Berrick, President and CEO; Location: San Leandro, CA; Service-As-Needed Master Contract #000008; Procurement Contract #4320) in the amount of $590,933, increasing the master contract amount from $66,224,429 to $66,815,362 to administer the Intensive Case Management Services program for the period February 1 to June 30, 2010; and 2. Authorize the Director of Behavioral Health Care Services or her designee to negotiate and sign the contract on your behalf and submit the original to the Clerk of the Board for filing; and 3. Approve and authorize the Auditor-Controller to increase appropriations with offsetting revenues as shown in the attached Financial Recommendation. SUBJECT: AWARD OF CONTRACT TO SENECA CENTER FOR THE DELIVERY OF INTENSIVE CASE MANAGEMENT SERVICES TO YOUTH AT THE COLLABORATIVE COURT

RECOMMENDATION:

It is recommended that the Board:

1. family engagement services planning process to design and deliver culturally competent, strength­based, needs-driven, individualized services.

DISCUSSION:

The Alameda County Collaborative Court was established in 2007 with the purpose of diverting emotionally disturbed youth from the juvenile justice system by linking families with individualized mental health treatment services, educational and vocational opportunities, and other community supports. The Collaborative Court team includes representatives from Behavioral Health, Probation, District Attorney, Public Defender (and defense counsel generally), Social Services, and an Advocacy Coordinator representing the civil advocacy partners in the Collaborative Court process.

The court is premised on recognition that many youth become involved in the justice system as a result of their unmet mental health needs, and a belief that the justice system should not criminalize mental illness or become, in effect, a mental health care delivery system. The court operates from a strength- and family-based approach, with the overarching goal of enabling youth to remain safely in their homes, succeed in school, avoid continued involvement with juvenile justice, and make a successful transition to adulthood.

BHCS has developed an Intensive Case Management program model based on the Child and Adolescent Service System Program (CASSP) core principles: Child-centered; Family focused; Community-based; Multi-system; Culturally competent; and Least restrictive/Least intrusive. The Intensive Case Management program will be designed to:

• Accept referrals from the Collaborative Court; • Engage the youth and family in working with the Collaborative Court partners to establish a

treatment plan that incorporates the needs and goals of the youth and family and the recommendations of the Court;

• Facilitate the implementation of the plan; • Strengthen the caregiver's skills to navigate the community supports that are needed to

maintain the youth in his or her home; • Establish an exit strategy to transition youth and family from Intensive Case Management

services to support in the community.

The contract with Seneca Center will allow the Collaborative Court to expand from a county-run pilot program serving fifteen youth to one that is serving fifty youth who are eligible for full-scope Medi-Cal with Intensive Case Management services. This letter requests Board approval for the augmentation of Seneca Center's contract to develop and deliver the program.

SELECTION CRITERIA/PROCESS:

A Request for Proposal was issued on September 16, 2009. Steps were taken to assure that all eligible agencies were notified of the RFP and encouraged to submit proposals. Two separate Bidders' Conferences were held on September 30, 2009 and October 2, 2009. Six proposals were received by the deadline of October 30, 2009. BHCS administrative staff reviewed the proposals and determined that two of the proposals did not meet the minimum vendor qualifications required to participate in the process. Four proposals were forwarded to a review committee that included County staff from Behavioral Health Care Service, Probation, the Board of Supervisors and a community representative with content expertise. The Seneca Center proposal was recommended by the review committee and was forwarded to the BHCS Director for recommendation to the Board.

Following the announcement of the Intensive Case Management award there were no appeals.

FINANCING:

Financing for this increase is offset by increased Medi-Cal and EPSDT revenue. There is no increase in net county cost as a result of your approval
