Saif al-Adel, Al Qaida’s legendary and revered field commander has emerged from the shadows and reportedly has been sent to Syria, as an emissary on behalf of Al Qaida leader Ayman Al Zawahri. His job, allegedly, is to broker a deal between warring Al Qaida and the Islamic State of Iraq and the Levant (ISIL) factions in Syria

According to a statement from Zawahiri, Muslim jihadists “instead of fighting against each other should rally together against Russia and the West”. Adel appears to be his choice to try to bridge the gap.

Nov 7, Al Qaeda leader Ayman al-Zawahiri made what many interpreted as a surprise appeal to the rival Islamic State terrorist group by calling for a unified global jihad against the Americans, Russians, and Europeans. According to reports, the terrorist godfather said – quote – “The Americans, Russians, Iranians, Alawites, and Hezbollah are coordinating their war against us — are we not capable of stopping the fighting amongst ourselves so we can direct all our efforts against them?” Given the context of global rivalry between Al Qaeda and ISIL, it was widely understood as though he was offering an olive branch to his fellow terrorists-in-arms in order to unite against the rest of the world. But, at the same time, the surprise announcement also brought Al Qaeda back into the headlines that it’s largely been absent from ever since ISIL started brutally rising to power around 18 months ago. With anti-terrorist experts once more being reminded that Al Qaeda does in fact still exist, and might actually be hatching an evil plan to unite with ISIL, Ayman al-Zawahiri is the man in the news this week.

The US State Department today announced rewards for “information leading to the identification or location of six key leaders of” Shabaab, al Qaeda’s official branch in East Africa.Nov 10, The highest reward, of up to $6 million, is being offered for information on the whereabouts of Abu Ubaidah Ahmad Umar (a.k.a. Direye), who was named Shabaab’s emir shortly after his predecessor, Mukhtar Abu Zubayr (a.k.a. Godane), was killed in September 2014. Shabaab made it clear when Abu Ubaidah’s leadership role was announced that he and others in the group’s hierarchy are loyal to Ayman al Zawahiri, al Qaeda’s head man. In an audio message released in early September but recorded months earlier, Zawahiri officially recognized Abu Ubaidah’s appointment. “I endorse their [Shabaab’s] choice of the noble brother, Sheikh Abu Ubaidah Ahmad Umar, as their emir, and I ask God to grant him success in bearing the responsibility of dawa [Islamic proselytizing] and jihad,” Zawahiri declared. “I request of him to exert all of his efforts to institute sharia as the undisputed ruler and master in East Africa.”Zawahiri went on to offer Shabaab’s new emir advice, speaking as if Abu Ubaidah rules over an emirate (state) or province. “May he seek recourse to gentleness, patience, and kindness, for they are the best helpers of the governor over his wilayat (province) and of the emir over his emirate,” Zawahiri said.Abu Ubaidah was added to the US government’s list of designated terrorists in April. State noted at the time that he “shares Godane’s vision for Shabaab’s terrorist attacks in Somalia as an element of al Qaeda’s greater global aspirations.” As of today, State is also offering rewards of “up to $5 million each for information on” three other Shabaab leaders: Mahad Karate, Ma’alim Daud, and Hassan Afgooye. Karate (a.k.a. Abdirahman Mohamed Warsame), like Abu Ubaidah, was designated as a terrorist by the US government in April. responsible for assassinations and the April 2 attack on Garissa University College” in Kenya. The attack on Garissa left approximately 148 people dead and dozens more wounded.Foggy Bottom previously identified Karate as a key figure in Shabaab’s Amniyat. According to a UN report published in 2013, the Amniyat “combines a wide range of responsibilities, ranging from intelligence gathering and counter-intelligence to clandestine and special operations.” In addition to its other roles, the Amniyat is responsible for protecting Abu Ubaidah and eliminating any threats to his authority from within the jihadist organization.Ma’alim Daud is “responsible” for Shabaab’s “planning, recruitment, training, and operations against the government of Somalia and Western targets,” according to State. And Hassan Afgooye “oversees a complex financial network whose activities range from fake charities, and fundraising to racketeering and kidnapping in support of [Shabaab’s] activities.”Two other jihadists, Maalim Salman and Ahmed Iman Ali, now have rewards of up to $3 million on their heads as well. Salman leads Shabaab’s “African foreign terrorist fighters and has been involved in operations in Africa targeting tourists, entertainment establishments, and churches.”Ali, according to State, has “recruited Kenyan youth and raised funds” for the al Qaeda branch. Indeed, Ali has led an organization named Al Hijra, which is openly loyal to Shabaab and al Qaeda. In 2012, Shabaab officially named him as the head of its Kenyan arm. If he’s really there, “that would be really bad” because al-Qaida might be planning something, said Patrick Skinner, Director of Special Programs at the Soufan Group.

Many in the U.S. intelligence community recognize Adel as the savviest operational terrorist in the world. “They’re either going to try to bridge the divide between ISIS and AQ, which is unlikely, or they’re going to try to strengthen the al-Qaida affiliate, Jabhat al Nusrah,” Skinner said. “But if there’s anyone on the planet that can do it, he could.” Adel is wanted by the FBI for his alleged role in the 1998 bombings of the U.S. embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya. The bombings killed 224 civilians and wounded more than 5,000 others. Before that, Adel, a former military colonel in Egypt, engineered the assassination of Egyptian President Anwar Al Sadat in 1981. Skinner said al-Qaida has no one better at all the elements of operational terrorism planning. “Saif al-Adel is functionally effectively the number one operational planner in al-Qaida,” Skinner said. Adel is so respected that “he was temporarily in charge right after Osama bin Laden’s death,” he added.Current and former U.S. intelligence officials snap to attention when his name is mentioned because, according to Skinner, a former CIA case officer, they recognize the power he wields in the world of terrorism. “The stature of Saif al-Adel is really hard to overstate in the jihadist community,” Skinner said. “Even young passionate kids [jihadist trainees] that don’t really understand the history know that Saif al-Adel was a legend among al-Qaida, and the fact he’s back in the mix means they’re taking this very seriously.” But Adel has been out of circulation for years. Shortly after the 9/11 attacks, he and other top al-Qaida commanders disappeared. It later turned out that he was under house arrest in Iran. He was allegedly released in 2010, experts said at the time. His location in recent years hasn’t been clear. Credible reports from U.S. and foreign intelligence sources placed him in Waziristan. That is believed to be the location where Zawahiri may be hiding.In September, the Iranian government made a highly publicized prisoner swap with al-Qaida. Adel allegedly was among a group of five senior al-Qaida figures released.Regardless, his task may not be easy or possible. “Given the struggle between ISIL and AQ for primacy in the global jihadist movement, and the multi-sided conflicts across the Middle East and North Africa that have erupted in the past few years, it would be difficult for any legacy al-Qaida member — no matter how senior or respected — to simply stroll back into a senior leadership position after a prolonged absence,” a U.S. counterterrorism official told WTOP. The problem, the official said, is “absorbing the new normal of the jihadist landscape, the rise of social media as a tool for extremists, and connecting with a new generation are just a few of the challenges that an extremist would have to confront in a bid to resume a senior role.”Adel is believed to be in his early 50s and the collective engine of today’s terror movement is younger people in their 20s and 30s. According to a statement from Zawahiri, Muslim jihadists “instead of fighting against each other should rally together against Russia and the West”. Adel appears to be his choice to try to bridge the gap. Abu Khalid al Suri, Zawahiri’s last envoy sent to mediate a deal with ISIL, was assassinated in a suicide bombing in February 2014. His death opened a bitter feud between al Qaida and ISIL, and served as a wake up call to intelligence agencies around the world that Al Qaida might no longer be the world’s most dangerous terror organization. Skinner said sending such a prominent al-Qaida figure on such a risky mission may reflect the group’s desperation to survive.The U.S. counterterrorism official seemed to concur. “The collective pressure on AQ’s senior leadership in the Af/Pak region has removed many key leaders, and sidelined others,” the official said. “This is highlighted by Zawarhiri’s recent statements seeking to reestablish his prominence in international terrorist circles.”

Oct 20, The Pentagon has announced that a U.S. airstrike killed one of the leaders of a shadowy al-Qaida cell known as the Khorasan group. The group is made up of about two dozen veteran operatives who were allegedly sent to Syria by the leader of al-Qaida to plan attacks against the West. Osama bin Laden sent his family there right after the 9/11 attacks, and his closest confidants went with them. That is, until recently when al-Qaida's leader, Ayman al-Zawahiri started moving these key people back out onto the battlefield.BRUCE HOFFMAN: It sounds completely counterintuitive, but al-Qaida's been living large.TEMPLE-RASTON: Bruce Hoffman is the head of the National Security Program at Georgetown University.HOFFMAN: They're letting, strategically, ISIS take all the heat, galvanize everyone's attention and they are, meanwhile, replenishing their ranks, growing and, I would argue, husbanding their resources for what they see as the next phase of the struggle.>>TEMPLE-RASTON One of the people who was supposed to help al-Qaida with that next phase was the Saudi man the Pentagon said it killed in an airstrike in Syria. His name was Sanafi al-Nasr, and he'd been funneling money and recruits to al-Qaida from Iran for more than a decade. He's thought to have shown up in Syria late last year. Zawahiri also enlisted another man who's better known. He's bin Laden's youngest son, Hamza bin Laden. He and Zawahiri appeared together in an audiotape back in August. Georgetown's Hoffman said it was a PR move.HOFFMAN: Of course, with Hamza bin Laden, you have the best possible brand you could imagine. You have supposedly bin Laden's chosen heir.TEMPLE-RASTON: A chosen heir whom Zawahiri appears to be grooming for a prominent position in today's or maybe tomorrow's core al-Qaida leadership. Intelligence officials say Zawahiri is also starting to move key people into Afghanistan and Pakistan, among them a former Egyptian army officer named Saif al-Adel.SETH JONES: Saif al-Adel is a very important, strategic figure in al-Qaida.TEMPLE-RASTON: That's Seth Jones. He's the director of the International Security and Defense Policy Center at the RAND Corporation.JONES: He's got a historical relationship with Ayman al-Zawahiri and he certainly did with Osama bin Laden and is someone whose credentials and charisma would help.TEMPLE-RASTON: Help al-Qaida get back on its feet after a relentless drone campaign that hollowed out its leadership and help the group in its competition with ISIS. Five of the group's key members have been killed in the past four months. In addition to this weekend's announced death, which al-Qaida has not yet confirmed, the U.S. said it killed the group's founder in northwestern Syria in July. Days later, an allied airstrike near Aleppo killed a French citizen, an explosives expert, who'd been a key member of the group. Al Qaeda confirmed that the US killed its military commander for the “Khorasan,” or Afghanistan and Pakistan, in a drone strike in Waziristan in early 2014. Sufyan al Maghribi, a Moroccan who served as the group’s military chief in Afghanistan and Pakistan, is one of many unknown al Qaeda leaders who “work in silence and leave in silence,” according to a prominent jihadist who reported his death one year ago. Maghribi was also a contributor to the jihadist group’s Vanguards of Khorasan magazine. Unknown al Qaeda leaders who “work in silence and leave in silence,” Maghribi’s death was confirmed in a message released Nov 2 by al Qaeda that featured Ayman al Zawahiri. Al Qaeda’s announcement of Maghrebi’s death was the first item mentioned, an indication of his prominence and importance to the jihadist organization. At five seconds into the video, text was displayed that noted his demise. “A recitation by the martyr – as we reckon him – of Crusader [US] bombing and Pakistani treachery in Waziristan, Martyr Qari Sufyan al Maghribi abu Isam al Andalusi (Abd al Karim Husayn), may God have mercy on him,” the text reads, according to a translation obtained by The Long War Journal. Audio of Koranic verses is then played, which may be spoken by Maghrebi himself. “Al Qaeda’s military official in Khorasan [the Afghanistan-Pakistan theater] was killed in a drone strike,” Shamilah tweeted on Sept. 7, 2014. The exact date of his death is unknown, but he is thought to have been killed in March 2014.

November 06, 2015 A group of Uzbek citizens arrested in Uzbekistan's capital, Tashkent, were allegedly planning to go to Syria to join a militant group there, according to the 12news.uz news site, which has links to the country's National Security Service (SNB).A security source told 12news.uz that the group -- whose numbers were not revealed -- had been attempting to join the Jannat Oshiqlari (Loving Paradise) group in Syria. Jannat Oshiqlari is also known as Tawhid wal-Jihod (TWJ), an Uzbek-led group based in Aleppo Province. The group recently pledged allegiance to Al-Qaeda.

In a frightening 16-minute audio clip, terror chief Ayman al-Zawahiri reminisced over the 7/7 terror attacks in London – which killed 52 commuters in 2005. The clip comes chillingly soon after our investigation revealed a group of British-born terrorists had returned to the UK to operate as lone wolves and carry out terrifying attacks on the streets of Britain. The recording has been spread across social media by al-Qaida members in a provocative warning to the West. In the call to arms Zawahiri references terror attacks in Madrid and Paris as well as reminding extremists that the main target is the US – due to their continued support for Israel. The Madrid bombings were carried out by an al-Qaida inspired group just one year before the London terror attacks. Coordinated explosions killed 191 people on Spanish trains across the capital. LWJ, Nov 1, Iyad Ag Ghaly, the Malian Tuareg leader of Ansar Dine, has resurfaced with the release of an audio statement in which he threatens France and rejects any peace deal in Mali. The audio was published by al Qaeda in the Islamic Maghreb (AQIM), which has close ties to Ansar Dine, on one of its official Twitter feeds. The statement, which has been translated by the SITE Intelligence Group, begins by saying Ansar Dine is “combating a new horn from the horns of global disbelief, after the American horn was smashed on the firm rock of jihad. This horn is a result of the French Crusader campaign that brought all its knights and horses, and its slaves and its insane ones against the Shariah of Islam in this land.” He then says that his fighters are fighting to “push away the aggression of the French Crusader assailant.”

It is an entertaining journey of tourism and hunting. Indeed, the tourism of my nation is jihad. The idea of portraying jihad as a tourism activity comes from the words of the Abdullah Azzam, the so-called Godfather of Jihad.

He's thought to have moved to the coastal areas of Puntland, he has a chance if he attracts big number of militants. Otherwise, he will either be killed by al-Shabab or others. Al Shebaab are likely to chase him and force him to take a trip to Yemen to join IS. In the near future al-Shabaab are unlikely to join IS but if Zawahiri dies, there's a very good chance that they could unite.

Give yourself a chance -- help mujahedin on the path of God!"Thus reads a new fund-raising advertisement published on the VKontakte social network this week by the Russian-speaking battalion of Al-Qaeda's Syrian affiliate, the Al-Nusra Front.  The fund-raising campaign is fronted by Abu Rofik, 23, a self-described "publicist and blogger" who operates as a fund-raiser and trainer for Nusra's Uzbek-led, Russian-speaking battalion, known as Liwa al-Muhajireen or Katiba Sayfullah.  The main thrust of the campaign is to raise money to help wannabe militants in Russia who have signed up to join Nusra but who cannot afford the travel costs to get to Syria.'We're Not Millionaires!' To motivate donors, Abu Rofik accuses Nusra supporters who have not given generously of not caring about "jihad." "Brothers who wanted to come to us, and who needed support, could not come because of our lack of zeal in the way of God, because of indifference," the campaign reads. "[There are those] who say, 'Why can't the emir [commander] of your battalion help,' as if we work with millionaires and there's enough [money] left to send to brothers for tickets."  Unlike in past efforts, the Nusra fundraising campaign does not openly include details of how potential donors can give money. Previously, both Russian-language Nusra and Islamic State (IS) militants openly used the QIWI Koshelek service in Russia. Openly Recruiting The fund-raising campaign asking Nusra supporters to fund travel costs for new militants suggests that Nusra's Russian-speaking battalion is undertaking a recruitment drive.The recruitment activity follows a period when IS and Nusra social-media accounts warned that it had become harder for would-be recruits to cross into Syria from Turkey.In another post on November 2, Abu Rofik wrote that "several brothers have successfully arrived here, thank God. There is a route, God willing...." The Al-Qaeda publicist asked would-be militants not to contact him openly on VKontakte. "Don't post your details and photos here and don't write everything openly," Abu Rofik adds, advising recruits to contact him via the Telegram messaging service instead. Telegram, which claims to be more secure than other messaging apps like WhatsApp, appears to be becoming more popular among Russian-speaking militants in Syria as concerns about spying and infiltration from security services increase.
