Pop Quiz: If you happen to be in your workarea when a chaplain walks by, what wouldbe the proper way to address him or her?

Did you even know that there is an “of-ficial” title for chaplains to be used regard-less of rank? Well, there is! As I’ve walkedaround the 507th I am often greeted by myrank, “Hello Colonel.” Now that’s fine…I’mnot complaining. But when it comes togreeting and addressing chaplains, a better

way would be to say, “Hello chaplain” or“Hello chaplain [last name].” Actually, thiscomes straight out of our AFIs. AFI 52-101,para 2.1.1.2. states: “Address chaplains as‘chaplain’ regardless of rank.” Also, chap-lains may be addressed by tradition or de-nominational titles such as Father, Rever-end, etc. (2.l.l.3.).

So why do I even bring it up? It’s cer-tainly not because I’m upset when some-one refers to me by my rank. After all, that

Much progress was made during the week-long meeting,but it is clear that much also remains to be done. The 507th isno stranger to the stresses of an aircraft conversion. The 137thAirlift Wing from Oklahoma City is not only converting fromtheir current C-130 aircraft into the KC-135, but also are as-sociating with the 507th. There are many challenges just withthese tasks, but the list of challenges continues. There arealso challenges in the mixing of personnel from the differentsystems of the State Title 32 and the Federal Title 10. Thereare decisions to be made as to how many people the Guardwill have at Tinker and how many they will leave at Okla-homa City. Finally there is also difference of opinion concern-ing the overall Concept of Operations.

It is understandable that there is confusion concerning theCon Ops. AFRC has had decades of experience associatingwith the active duty, mostly in Strategic Airlift wings and theGuard is a newcomer to this concept. AFRC has MOAs andInstructions governing all aspects of the structure and the rela-tionship of the active duty/AFRC associate unit, the Guard doesnot. It will take time to work our way through this critical step.

It is important to remember that the 507th is not alone inthis process, nor are we the only unit associating during thisBRAC cycle. AFRC headquarters is intimately engaged withthe process here at Tinker and all the other locations impactedby BRAC. It is AFRC’s desire, along with the newly estab-lished Pentagon office, Total Force Integration, to standardize

the organizations across the Air Force. We all want to makesure that the end result of the AFRC/Guard associate rela-tionship not only works here at Tinker but also works every-where there is an associate unit.

I have heard many rumors concerning the four additionalaircraft coming to Tinker. These aircraft are coming from thePortland AFRC unit which is relocating to Vandenberg. The air-craft are currently possessed by AFRC and will remain pos-sessed by AFRC after their transfer to Tinker and the 507th AirRefueling Wing. There is no plan to give possession of theseaircraft to the Guard. The Guard will work together with the507th to fly these aircraft under an associate concept.

I have also heard the rumor concerning crew ratio. It isimportant to remember the way the personnel folks deter-mine manning for maintenance as well as operations. It isbased on crew ratio and it is possible to have a different main-tenance manning crew ratio from the operations crew ratio.It is best not to get too wrapped up with these terms and keepin mind misunderstood information is worse than no informa-tion at all and only fuels more rumors.

I am sure any one of you can think of a question that wejust don’t have the answer to at this time. I have had manydiscussions and e-mails with the 4AF/CC as well as the AFRC/XP. I can tell you that the entire command is very motivatedto insure that no one loses their job and the mission capabilityof the 507th is not degraded because of this association.

Throughout this entire process, it is important to remem-ber we are the current experts concerning the KC-135. Theoperations and maintenance personnel of the 137th have adaunting task to join us as professional operators of this weap-ons system. They, of course, will attend formal schools, butwe must open our arms to give them as much help as theywant in their conversion.

I have been very pleased with the contact and cooperation Ihave already seen between the two organizations. I know thisspirit of cooperation will continue as we take our first steps to-ward the combined future of these two great wings.

Itmakes no difference whether the chaplainis a first lieutenant or a major general, heor she is still “chaplain.” And a chaplainwho is a Catholic Priest, a Presbyterianminister, an Islamic Imam, or a JewishRabbi is also still “chaplain.”

Chaplain (lst. Lt.) Kelly Stahl isthe newest member of the 507th

ARW Chapel staff. He may lookyoung, and he is, but he’s got a lot ofmilitary time and experience under hisbelt. Chaplain Stahl started as an en-listed troop with the Army in 1993 andgot out of the military while he wasstationed at Camp Humphries, SouthKorea as an Aviation Operations Ser-geant.

While he was stationed in Korea, hehad to make that tough choice to eitherget out or stay in. “I began to pray andseek council about my future path,” saidChaplain Stahl. “I reflected that I hadcome into the military very young, andinexperienced, searching for who I wasand what kind of dent would I make inthis world,” he continued. “I found myfaith as central to who I am and sawthat it created meaning and purpose. Irealized that many young men andwomen enter the military with a similardesire, to find out who they are and whatkind of dent they will make in this world.I felt called to the military community to

help with those that are searching forsomething more from life and find hopeand peace through faith,” he said.

He enlisted into the Army NationalGuard in 1997, and four years later leftthe military.

Chaplain Stahl graduated from theUniversity of Northern Colorado,Greeley, Colo., in December, 2000, witha Bachelor of Arts in Psychology. Thenhe received his Masters in Divinity inJuly 2005 from the Nazarene Theologi-

cal Seminary, Kansas City, Mo.Chaplain Stahl came to Tinker AFB

in the summer of 2004 as a Chap-lain Candidate, while still in semi-nary, and met Chaplain (Lt. Col.)Mike Jones. “He (Chaplain Jones)was my mentor and supervisor,” saidChaplain Stahl. “I was very im-pressed in the time he spent with me,so when he asked me about being achaplain in the 507th, with him as myWing Chaplain, I jumped at the op-portunity,” continued Chaplain Stahl.

“I am here to support the WingCommander and Wing Chaplain inany way I can. I am also here tohelp fulfill the mission of the Wingand uphold the chaplain mission of‘Glorifying God, Honoring Airmen,and Serving All,’” said ChaplainStahl. “I look forward to serving thisWing. My door is always open and Ilook forward to meeting everyone.”

Chaplain Stahl serves as the Prot-estant Community Coordinator with theTinker Chapel Office in a civilian ca-pacity. His wife also works at theTinker Chapel as the Religious Edu-cation Coordinator. They are expect-ing their first child (baby girl) this sum-mer.

ELMENDORF AIR FORCE BASE, Alaska — Mostpeople have a hero or someone they credit for beingthe person they are today.

For me, that person isn’t a teacher, supervisor orparent. While I have had my share of influential peoplein my life, that credit goes to Senior Airman JasonCunningham.

Before March 4, 2002, I had never seriouslythought about joining the military. I went to see re-cruiters when I graduated from high school and lis-tened to what they had to say. But, I never really con-sidered the military as a career path.

I wanted to do something important with my life; Ijust didn’t know what. I worked hard at what Ithought I wanted to be, reaching most of my goalsand being relatively successful.

But that all changed on March 4, 2002.That morning, my wife and I received a phone call

at 5:30. A phone call that early is usually bad news,and this time was no different.

My mother-in-law called to tell us that Jason —her son, my wife’s brother, an Air Force pararescueman— had been killed in Afghanistan.

Most of the two weeks after that were a blur. Un-less you are faced with it, no one can possibly under-stand the pain and suffering a situation like that brings.

I felt completely helpless, doing everything I couldfor the people I love, but always feeling like I came upshort.

Before then, I had never directly faced war. As a ci-vilian living in a town without any kind of military influ-ence, other than the local recruiters, I felt a million milesaway.

Before that moment, I had never considered the ef-fect war could have on my life.

Military service is a responsibility. Jason showed methat by his dedication, service and commitment. Not onetime, did anyone who knew Jason think that he wouldn’tsucceed at whatever he did.

One of the most powerful moments I experienced was

at Jason’s funeral at Arlington National Cemetery. I re-member seeing a three-star general salute Jason’s casketas it made its way to his final resting place.

I am here to tell you, even as a civilian, I understoodhow powerful an image that was. I could see in his facehow much respect he had for the fallen Airman.

After the funeral, I had a lot of time to think, and cameto a conclusion. I knew I wanted to serve my country theway Jason did, the way that all our fallen servicemembershave.

When Jason died, he left behind a wife and twodaughters. I didn’t feel it was right for me to stay homewith my wife and kids, enjoying the freedom he foughtfor. I couldn’t stay home when people like him wereunselfishly risking everything. I felt it was my respon-sibility to stand up and fight.

For that reason, I have a tremendous amount ofrespect for anyone wearing the uniform of the U.S.military.

It doesn’t matter what job they chose or why theyjoined, because the bottom line is they accepted theresponsibility. They stepped up to defend our coun-try.

Too often, I think we forget why we are here andwhy we chose this path in our lives. I have a dailyreminder of why I am here. Not a day goes by that Idon’t think of Jason and what he left behind.

In my technical school class, my instructor wouldwrite a question on the board every day. Most of thetime it was something like, “What is your favoritemovie?”

Usually, I would think for a minute, never reallypicking out an answer that mattered to me.

But one day he wrote: “If you could talk to anyone,living or dead, who would it be?” Most of my classmateswrote someone famous.

As soon as I saw that question, I knew my answer.Like most of the people affected by Jason’s death, I wouldgive anything for one more conversation with him. I wouldshare with him what his life, and death, meant to me.

Where ever my Air Force career takes me, one per-son deserves the credit.

That person is Senior Airman Jason Cunningham.

Wing members deploying on this month’s OperationalReadiness Inspection will be able to experience the future ofAir Force field food service as the wing’s new field kitchen isput to the test.

The new kitchen, called a “SPEK” or Single Pallet Expe-ditionary Kitchen, is pictured on the front page.

According to Senior Master Sgt Terry Tunender, 507th

Food Services Air Reserve Technician, “Everything neededto establish this portable kitchen, excluding meals and heatingfuel, fits on one standard 463L aircraft pallet.”

Sergeant Tunender said it takes four people roughly 1½ hoursto set it up. The first hot meal can be served within 4 hours ofarrival at the site (including set-up time). It’s configured to feed1,100 personnel in a bare-base environment. It can be operatedin some of the most austere and savage of weather conditionsand in a mobile mode from the back of a truck.

The SPEK is ideally suited to prepare Unitized GroupRations (UGRs) – a prepackaged heat and serve food line whichdoes not require food preparation. Each UGR set of three boxesprovides all the necessary utensils, plates, food, condiments andassorted accouterments to feed 50 personnel. There are sevenbreakfast and 14 lunch or dinner menus available.

The system consists of a three-section TEMPER tent,

flooring, pot and pan racks, tables and other miscellaneousequipment. New diesel-fueled, electrically-operatedBabbington Burners replace the older match-lit, gasoline-fueled M2A1 burners. The new burners are a high-techreplacement for the M2A1 burners that have been aroundsince 1959. A person simply pushes the button to ignite theBB. It runs a self diagnostic on itself prior to initiatingignition, adding a level of safety never possible with themore hazardous M2A1. The sergeant noted the MarineCorps was the test bed for this new system/kitchen andthe wing’s burners all have the Marine Corps emblem on theaccess plate.

The core equipment of the new kitchen is the Tray RationHeating System (TRHS) and the Field Sanitation Unit(FSU). These are also powered by the BabbingtonBurners. The TRHS heats up to 24 tray rations at a time witheach tray feeding between 10 and 20 personnel, dependingon the menu item being served. Using 15 servings per T-ra-tion as a planning tool, the TRHS heats 24 trays every 30minutes, providing 360 servings. Sergeant Tunender statedthat theoretically, under ideal conditions, the new system couldfeed up to 1,440 personnel in 2 hours.

The SPEK is ideally suited to operate rapidly in situationsinvolving minimum food preparation and should provide a su-perior mobile platform to get hot meals to the 507th ARWAirmen “at the front lines” during the wing’s ORE.

Baird is new Security Forces commander

Maj. Robert C. Baird became the 507th Security ForcesSquadron commander during ceremonies March 18. He has10 years experience in the security forces career field andcame to us from the Oklahoma Air National Guard unit inTulsa where he was commander of the 138th SFS.

Major Baird entered the military in 1993. He started his ca-reer in the Army Reserve as an infantry-man. “I got in the service after I graduatedfrom college,” said Baird. He was deter-mined to eventually earn an officer’s com-mission, however he always heard the bestofficers were prior enlisted. “So I started atthe bottom,” stated Baird. “Fort Benninghelped me learn and I am thankful for mytime there. The Army asked me first if Iwanted to fly rotary wing. I turned themdown for the infantry. The guidance coun-selor gave me a funny look and said, ‘OK.’Mine is a good job; I get to work with people,”he continued.

“When I joined the military, somethingin the combat arms arena was always myfirst choice,” said Baird. “When I movedback to Oklahoma from Colorado, one ofmy best friends from college had joinedthe Air Force from the Army and wenton about the differences. I transitionedover in 1995 and found a home in the security forces careerfield. It just kind of fit; no better words.”

He says the long-term professional growth in the Reservesystem is also very attractive. The opportunities in the 507th,NAF, and higher are hard to match in the other Reserve com-ponents.

Major Baird says what excites him most about his job isthat a commander’s business is people business. “The peopleside of the house fascinates me. Creating a positive and re-sponsive atmosphere where troops are motivated to learn andwork is rewarding beyond belief.”

The goals that Major Baird has established for himselfand his team include helping the SFS continue on its pathto excellence. “I am a simple person. For the most part Iexpect for the troops to do what is right and uphold thecore values of the Air Force and our career field. As forthe security forces, I do not have a lot of preconceivedideas … just need to get into the organization and learn the

ground a bit better,” continued Major Baird.Major Baird’s responsibilities as a squadron commander

are to train, equip, mentor, and deploy Airmen to fight, sur-vive and win on any battlefield in the world. “I am amazed atthe breadth of our mission in the security forces squadron.These troops can go from the static mission of missile fieldsecurity, to Operations in Iraq and Afghanistan, and all theway back to humanitarian relief as we saw when we re-sponded to Katrina. I know of few other career fields in the

military that have so much flexibility andadaptability as the security forces troop.”

“The DoD overall is reminding itselfhow valuable and flexible the capabili-ties of our career field are. Whether thetroop is a SF, MP, Master of Arms, theskill sets and critical thinking capabilitiesof our forces in the Global War on Ter-rorism are hard to match. We are cheapto maintain, also we like MREs; just needsome decent coffee, bullets and a dryplace to sleep (whenever that is),” con-tinued Major Baird.

As far as personal goals, Major Bairdsays he’s still thinking about trying to at-tend ACSC in-residence. “The experi-ence of an in-residence school cannotbe matched, and I feel this is importantalso for the members of my squadron,especially ALS, 7-level and Senior NCOAcademies,” continued Maj. Baird. The

professional peer interaction gained in these experiences doesnothing but help us and the units we are associated with.

Major Baird says family support is a huge deal. “When Itook the oath of officer in February, my wife and three kidswere there with me. I did not join, we did. The families of ourtroops have just as much at stake in our organization. We aska lot, and continue to ask for sacrifices from our families. Anaggressive squadron level family support program is an im-portant task. We get the easy part of deploying; they havethe hard work to keep the home front going,” he continued.

“I could do none of this without the support of my wife.Our second child was born while I was deployed to Jordan in2001. She lets me go out at night and be a police officer in ourcommunity, and stay in the Air Force. She has kept the familygoing through two+ years of mobilization, two OIF deploy-ments, and a move to DC.”

Major Baird’s civilian job is as a police officer with the Bro-ken Arrow Police Department, where he has been since 1999.

Wing winners for the first quarter of 2006 have beenselected. They are: Capt. Jenette Jensen, Company GradeOfficer of the Quarter; Senior Master Sgt. Jodie Zollo,Senior NCO of the Quarter; Staff Sgt. Jeremy Scoles,NCO of the Quarter; and Senior Airman Aaron Smith, Air-man of the Quarter.

Captain Jensen is a KC-135R Instructor Pilot with the465th Air Refueling Squadron. She maintains worldwide mis-sion-ready status in the KC-135 aircraft. Captain Jensen coordi-nates and plans all aspects of flight and instructs squadron pilotsin ground and air operations. “An outstanding instructor pilot andnatural leader who sets the example for junior officers in thesquadron,” says Lt. Col. Michael Mahon, 465th ARS commander.“She’s always a first choice to represent the squadron and wingon critical missions and high visibility events.”

Captain Jensen is chief of Weapons and Tactics and re-sponsible for developing and maintaining a complete tacticaltraining plan. She is a top graduate from Combat AircrewTactics School and lauded by the unit commander for excel-lence. Captain Jensen was hand-picked to represent the wingat RIMPAC Planning Conference and establish tanker rulesof engagement. She single-handedly drafted the tanker airrefueling plan for RIMPAC SPONS in multinational forceprojection exercise.

Captain Jensen consistently volunteers to attend profes-sional military courses and graduated from the Aircrew Tac-tics Course in February.

Captain Jensen participates in the non-profit Habitat forHumanity and devotes free time at numerous local animalshelters and assists in locating adoption candidates.

Sergeant Zollo is an Operations Superintendent for the507th Civil Engineer Squadron.

“Sergeant Zollo takes personal pride in her work,” said Lt.Col. Ernest Goodman, 507th CES commander. “She person-ally ran and evaluated 17 self-inspection and 13 different UCIchecklists to ensure completeness and squadron readiness forthe February UCI inspection team.”

Sergeant Zollo was identified as an “Outstanding Per-former” from the UCI team. The inspectors commented thather IMPAC log was considered the best seen to date. Shemanages over $2M in home station, SORT reportable itemsand ADPE equipment.

Sergeant Zollo is directly responsible for a four-fold im-provement in four required Category I training areas goingfrom 20 percent trained to an outstanding 90 percent trainedin a squadron of 152 individuals covering 18 career fields.

Sergeant Zollo is a member of and involved in several or-ganizations (Air Force Sergeants Association, Reserve En-

listed Association, Tinker Reserve Top Three, Women in theMilitary and Mustang Elementary Parent/Teachers Associa-tion) on and off base. She is working toward an associateCCAF degree in Operations Management. She took the leadand raised money for cancer research for a squadron mem-ber, a first, and collected over $3,500. Sergeant Zollo rou-tinely donates blood to the Oklahoma Blood Institute and is amember of the “three gallon club.”

Sergeant Scoles is a production controller with the507th Maintenance Operations Flight. He wrote an operat-ing instruction to schedule flight tracking and a continuitybook on production processes. He also created a Weap-ons System Familiarization training course for newly as-signed personnel.

“Sergeant Scoles mains composure under the most tryingand stressful conditions,” said Capt. Frank Monaco, 507th MOFcommander. “He was selected as an Outstanding Performerwith zero discrepancies recently by the Maintenance Stan-dard Evaluation Program inspection (MSEP) team.”

Sergeant Scoles fulfilled all requirements for 5-level up-grade training in his third AFSC; completed six monthsahead of schedule. He represents the Maintenance Groupas a CPR instructor; continually training new recruits aswell as keeping over 70 personnel current through recerti-fication. He serves as treasurer of the Human ResourceDevelopment Council and vice president of the TinkerReserve Enlisted Advisory Council.

Senior Airman (now Staff Sergeant) Smith is a com-munications-computer systems technician with the 35th

Combat Communications Squadron.“A self-motivated technician who quickly accepts respon-

sibility by taking the lead on any task at hand,” says Lt. Col.Roy Peterson, 35th CBCS commander. Under his direction,his team helped complete acceptance inspections on vital com-munications equipment received in preparation for the unit’sjourney to full operational capability in March. Within two dayshe managed to build network equipment for use in a fieldtraining exercise, reconfigured hardware on tactical equip-ment to upgrade systems, and built and tested several net-working cables.

Airman Smith is often commended for his military bear-ing, adherence to customs and courtesies, appearance, andprofessional image; routinely selected as a military escort andfor participation in military functions. He is a member of theTinker Honor Guard, has performed a variety of details andactively recruits new members. Airman Smith scored a 90.5on his fitness test, receiving a Fitness Excellence Award fromthe commander.

It wasn’t long after I arrived here atTinker in June 2004 before I realized thatyou can’t swing a dead cat around herewithout hitting a patriotic, capable, andmotivated warrior! I’ve just describednearly everyone alongside whom I’veserved for these past two years. Now, asI say farewell, I can’t muster the wordsthat will be profound enough; funnyenough; wise enough to convey my grati-tude for the opportunity to have servedyou all and Col. Gregory “Farb” Phillipsas your Deputy Commander for Main-tenance. Even before I arrived here, Ihad known for years of the excellenceand accomplishments of this unit. How-ever, nothing prepared me for how hardI have had to work to keep up with youall and to attempt to do justice to theposition that I have been privileged tohold as we accomplish this great andunique AWACS mission.

From my first day at work here, I wasproud to witness your extreme competence

that has earned you the reputation that Iknew of before I arrived. I have stood byin amazement as I have continued to gainknowledge of the countless facets involvedwith every one of your jobs, from our best-in-the world aircrews to our peerless Air-craft Maintainers. The decision in 1996 tostand up this Associate unit was truly in-spired because, as I have seen firsthand,the men and women of the 513th Air Con-trol Group bring to the fight exactly thekind of capability, continuity, and innova-tion for which the Associate Program wasdesigned. I have been more than proud tobe the ceremonial figure in Maintenancewho receives all of the positive feedbackand endless compliments for your daily con-tributions to the 552nd Air Control Wingmission and for the training and combatreadiness of our own Reserve troops. Inreturn, I hope you have found me to be aworthy representative.

It has been said of other great war-riors in the past that “uncommon valor wasa common virtue” and I have been shapedand burnished through our trials together asyou have taught me repeatedly about themeaning of service and dedication. From eachof you, I will take away lessons of humility;of ingenuity; of pride in accomplishing one ofthe toughest missions that any armed forceundertakes. You have made every mission,every tasking look like a cakewalk and I have

literally worn myself out just trying tokeep up! Dedication and excellence areabsolutely commonplace here and I willbe able to serve even more effectivelyin my next assignment at Hill AFB be-cause of your influence on me.

Finally, while I can’t begin to offeryou even a fraction of what you’ve givento me in terms of my personal, profes-sional, and spiritual development, I wouldhumbly like to offer my prayer for yourcontinued well-being and strength as youdiligently serve our nation in the great-est Air and Space Force on this earth;and I would like to leave you with thepromise of the fourth verse of The Star-Spangled Banner:

Disaster Preparedness:Unit Training Managers must scheduleChemical Warfare Training, by name, atleast one UTA prior to the requesteddates by calling CEX at 734-5249. Allpersonnel must bring a complete trainingground crew ensemble (GCE) includingthe mask and its hood to all classes.Those attending Initial must be preparedto process through a tear agent chamber.Wear of contacts is prohibited in allclasses. Anyone arriving late, without acomplete GCE with mask, or wearingcontacts, will be released back to theirunit and reported as a no-show.Drug Testing: You must reportwithin two hours of notification.

OCCUPATIONAL SURVEYSThese surveys provide information essential for developing personnel programs, classifyingoccupations, and developing trainning programs. The Wing Survey Control Monitor (SCM)works with the Unit Training Manager (UTM) to ensure surveys are completed. AFI 36-2623, paragraph 2.7 makes completion of these surveys mandatory for all Air ForceReserve members. It is extremely important these surveys are completed by the suspensedate. ACG Auditorium on Sunday of the July UTA. All junior enlistedpersonnel (Airman through staff sergeant) are strongly encour-aged to participate. The panel will consist of two 1st Sergeantsand two Chief Master Sergeants from 11 a.m.-1 p.m. Sign-upwill be on a 1st-come, 1st-serve basis with a limit of 30 person-

That was the theme of last month’sReserve Human Resource Develop-ment Council workshop presented byCol. Bob Colyer, former 507th MissionSupport Group commander.

Although Colonel Colyer retired thenext day after presenting the workshop,he stated he wanted the chance to pro-vide final reflections and guidance to helpothers pursue their military careers.

“You can do practically anything and

make your career as challenging as youwant,” he said. “It’s the choices youmake that make the difference.” Thecolonel stated that people can’t expectto advance if they don’t complete re-quired professional military education.“Other people are getting their coursescompleted. If you choose not to do so,that’s going to determine how far youcan advance.”

Likewise, the colonel stated that thosewho want to advance as far as they cango may need to look at making changessuch as moving to where the next chal-lenging career assignment exists. “Thisisn’t for everyone. Some people want

to stay at a certain unit, base or geo-graphic location. For some people theirpriorities are different. They wouldrather stay rooted for family or personalreasons. That’s fine, but the opportuni-ties for advancement at a particular unitare limited. There are only so many po-sitions available. Your career is affectedby these choices,” he said.

The colonel cited personal examplesto illustrate ways each member could“Maximize Their Military Career” andconcluded the hour-long session with wordsof encouragement that anyone can suc-ceed if they plan for it and take advan-tages of the opportunities available.

Stats show fitness program needs to get on trackBy Lt. Col. Tim Bennett

ROBINS AIR FORCE BASE, Ga. - Since the new fit-ness program began in 2004, Air Force Reserve Command’sperformance has stumbled.

In 2003, 76 percent of unit reservists took the fitness test.Most of them - 98.9 percent - passed their assessments.

Two years later 68 percent of the reservists tested. But, this time7 percent of them finished with a marginal score and 12 percent ofthem performed poorly. AFRC’s failure rate in this category was sixtimes higher than the rate for active-duty members.

In 2005 individual mobilization augmentees performedslightly better than unit reservists. Four percent of the IMAswere marginal. Six percent were classified as poor. Todaytheir performances are part of the AFRC statistics since theyare under the administrative control of the Readiness Man-agement Group.

If a person failed the 3-mile walk assessment under theprevious fitness program, he or she simply took it again a fewmonths later and generally passed.

However, with more stringent force-wide fitness standardsin place, AFRC officials recognized that this approach to fit-ness testing wasn’t good enough anymore. They needed acomprehensive education and intervention program to helpreservists improve their overall fitness scores.

Col. (Dr.) Jim Collier, AFRC surgeon, directed a workinggroup to develop an intervention program for reservists whoscored marginally or poorly on their fitness assessments.

The group, consisting of experts from Reserve units acrossthe country, met in December to tackle development of anintervention tool for people needing information, encourage-ment and a plan to improve.

Members of the group were orthopedic surgeon Col. (Dr.)Mark Hopkins, commander of the 944th Aeromedical StagingSquadron at Luke AFB, Ariz.; Maj. (Dr.) George Kolo, a sportsmedicine expert and flight surgeon assigned to the 442ndMedical Squadron at Whiteman AFB, Mo.; dietician Lt. Col.Shelly Pino, an IMA assigned to AFRC headquarters at Rob-ins AFB, Ga.; and Capt. David Tharp, a behavior modifica-tion and clinical psychology expert from the 433rd MDS atLackland AFB, Texas.

The result of their meeting is an intervention programtitled Healthy Living Program for Reservists. In addition,the group developed a tri-fold brochure to give to reserv-ists. It highlights the fitness program requirements and pro-vides helpful Web resources.

Totally Web-based, the new Healthy Living Program forReservists will be posted on the Air Force portal under the

Air Force Fitness Management System. It is divided into threeinstruction modules, each focusing on a specific topic.

The fitness module takes a comprehensive look at the fre-quency, intensity, length and types of exercises required to de-velop strength, endurance and flexibility. It also discusses waysto avoid injury and provides warning signs to look out for.

The second module on nutrition discusses not only on thebasics of a healthy diet but also gives helpful hints for portioncontrol and eating out.

The behavior modification module takes a different ap-proach. It uses the “Top Ten Reasons for Not Exercising” toteach participants how to make proper choices while keepingthem entertained. This module encourages participants tochange their behavior and take control of their lives. And, itshows them how to get started.

Health and wellness centers on active-duty bases offer awealth of assistance. These centers provide one-stop shop-ping to help military members achieve a high level of wellness.Among other things, they provide smoking cessation, weightmanagement, fitness, nutrition, and health education and in-tervention programs. And most centers perform fitness test-ing and offer exercise and nutrition prescriptions for thosewho need professional oversight.

Unfortunately, health and wellness centers are only locatedon active-duty bases and may not be available to reservists onweekends or after hours.

One of Colonel Collier’s goals for the future is to establisha centralized virtual health and wellness center with a full-time staff available to provide reservists, via the Web, per-sonalized exercise and nutrition prescriptions. Although stillin the formative stages, Colonel Collier’s vision is for the vir-tual health and wellness center to serve as a resource forreservists who need help but don’t have access to health andwellness or fitness centers where they live. If approved, thecolonel hopes this resource will be up and running by 2008.

The hardest part of exercise for some people is just gettingstarted. The statistics clearly show that many reservists have yetto incorporate fitness as in integral part of their lifestyle.

Retired Gen. John P. Jumper, former Air Force chief ofstaff, said in his July 2003 Chief’s Sight Picture that “theamount of energy we devote to our fitness programs is notconsistent with the growing demands of our warrior culture.It’s time to change that.”

Fitness is so much more than passing a fitness test once ayear. It’s about embracing a culture of fitness that can en-hance all aspects of life.

It is very important that you stay ontop of your responsibilities and accom-plish your physical/dental requirementsevery year. The dental portion of thephysical exam process can get confus-ing at times. At the 507th Dental Clinic,we are here to help you and make thephysical/dental process a little lessstressful. It is important to rememberyour own “window opportunity.” Thismeans every year at six months priorto the end of your birth month you willhit your window of opportunity for ac-complishing your annual physical/den-tal requirements. For example, yourwindow of opportunity begins on July1 of every year if your birth month isDecember. The window of opportunityends on the last day of your birthmonth.

On the years you are required tocomplete a DD 2813 (civilian dentalexam) it is important to remember afew items. The form must be signedby the dentist on items six through 11.

The DD 2813 may be accomplishedsix months prior to the end of your birthmonth but not before then. The DD2813 can be turned into your UnitHealth Monitor. Be sure to have theDD 2813 completed in your “windowof opportunity” (six months prior to theend of your birth month). If the examis completed before the window ofopportunity, then the exam will be tooold and cannot be used. This oftenfrustrates members when they haveto reaccomplish their dental exam. ADD Form 2813 cannot take the placeof a military dental exam when a mili-tary dental exam is due. If you becomeexpired on your dental requirements,you will no longer be World Wide DutyQualified.

The 507th Dental Clinic will providea military dental exam every third year.This exam will be done as part of yourcomplete or “long” physical examina-tion. Only dental examinations sched-uled as part of the physical examina-

tion process will be accomplished bythe 507th Dental Clinic during the UTAweekend. The 507th Dental Clinic isnot staffed to see members who shouldbe going to their civilian dentist. Re-member: Tricare Dental Insurance isavailable for all members.

Not too long ago, I was at a foun-tain and noticed all the coins layingat the bottom. I began to think aboutall the wishes that those coins rep-resented and a strange thought cameto mind. I wonder how many peoplecast money into that fountain withthe wish that they would becomewealthy. Since I don’t have a su-perstitious bone in my body, I foundthis very ironic. I then took this sameirony and applied it to other goals wehave in life.

Almost every military member hasthe goal of getting promoted, but howoften have you seen those samepeople make conscious decisions thathamper the attainment of that goal.Every time they’re late for work, de-cide to delay getting a haircut, or dis-regard customs and courtesies, they

put doubts in their supervisors’ mindsabout whether they are ready to moveup in rank and responsibility. Every timethey pass up an opportunity to volunteerfor additional responsibility or a specialproject, they failed to stand out amongtheir peers.

Ask any Chief Master Sergeanthow they got all those stripes on theirsleeve, and I bet they would tell youthat they earned each and every oneof them. They certainly weren’t be-stowed upon them by the rank fairy.They made conscious decisions todo more than their co-workers sothat when their supervisor wrote anEPR or selected someone for thatimportant TDY there weren’t anyreasons to doubt their worthiness.

These same principles can alsobe applied to personal relationships,money management, and just aboutevery other aspect of our lives. Ifyou keep your goals in mind whenyou make your choices in day-to-day

activities, you’ll reach those goalsmuch more quickly and easily. So,if you’re really serious about gettingrich, add that quarter to all the oth-ers that you waste and put them inthe bank. I think you’ll find thatmuch more productive.

507th Services Flight superintendent retiresSenior Master Sgt. Clyde D. Hankins, Superintendent of the

507th Air Refueling Wing’s Service Flight, retired last month.He assisted the Flight Commander on matters of personnel train-ing and readiness and was a monitor and mentor for the welfareand career progress of the enlisted members of the flight.

In 1989, Hankins executed an inter-service transfer to theAir Force Reserve from the Oklahoma Army National Guard.He was assigned to the 507th Tactical Fighter Group, Com-bat Support Squadron. Hankins performed many functions inthe MPF until he was selected by then 507th Combat SupportSquadron commander Lt. Col. Gary Mixon to be the 1st Ser-geant for the squadron. He has served as 1st Sergeant orActing 1st Sergeant for four Wing commanders, three GroupCommanders, three Squadron Commanders, and two FlightCommanders. In September 2002, Hankins was selected byLt. Col. Monty Goodman to be the Superintendent of Ser-vices. In April 2003, the 507th Services Flight was activatedwith Hankins playing a significant role in the transition pe-riod. He has continued to be the Flight’s first Superintendentuntil his retirement.

Hankins began his military career by enlisting with theUnited States Marine Corps in April of 1972. After graduat-ing from “Boot Camp” at the Marine Corps Recruit Depotlocated in San Diego, Calif., he attended Administrative Schoolat Camp Pendelton, Calif. His first duty assignment was withSub Unit One First ANGLICO in the Republic of Vietnam.Upon the signing of the peace treaty with NorthVietnam, Hankins was assigned to a unit atIwakune, Japan, where he served on the staffof Major General Lang, Commander of MarineCorps Air Operations in the Asian Theater. Hisnext tour of duty was an assignment at CampPendleton where he was given the sole respon-sibility of deactivating Camp Pendleton’s CasualCompany. Hankins was released from activeduty April 26, 1974. He then entered the MarineCorps Reserve and in 1978 received his Honor-able Discharge from the Marine Corps.

Hankins enlisted with the Oklahoma ArmyNational Guard in April 1979. He was assignedto the 45th Infantry Brigade, 700th SupportBattalion, Alpha Company, Oklahoma City,OK. While with Alpha Company he served ina variety of positions. In 1982 he served a two-year AGR tour as a training NCO responsiblefor all wartime and peacetime training missionsas well as all Company OJT records, supplyrecords, and unit administrative responsibili-

ties for Alpha Company. During his tenure with the ARNG,he also served as staff NCO to the office of the 45th In-fantry Brigade Inspector General.

Hankins has been an educator and mentor of children inMustang Public Schools since 1980, with the exception of theafore mentioned two-year AGR tour. Over 900 children havewalked into his classroom and hundreds more have beentouched by his compassion as an educator of children. Addi-tional accomplishments and honors which have been bestowedupon Hankins during his career include being honored as oneof the nation’s Outstanding Young Educators in 1988; selectedas the Noncommissioned Officer of the Year for the 507thTactical Fighter Wing in 1992; honored by Channel 9 Newsand Gary England with the Medal for Excellence for his dedi-cations and work on the Weather Classroom project; selectedas the recipient of the Commandant’s Award for Leadershipwhile attending the Noncommissioned Officer Academy in1993; and most recently selected for inclusion in “Who’s WhoAmong America’s Teachers 2005/2006.”

He is a 1970 graduate of Lyman High School in Orlando,Fla. He earned a Bachelor of Science degree in educationfrom the University of Central Oklahoma in 1979. In 1984 hereceived his Master’s Degree in Educational Administration.His in-residence PME include Army Basic NCO School in1983, USAF NCO Academy in 1993, and the USAF SeniorNCO Academy in 1999.

Speeding in base housing will re-sult in suspension of on-base drivingprivileges of one-day for every one-mile over the posted speed limit thatthe individual was cited for. Theindividual’s traffic history will assesspoints IAW AFI 31-204, Air ForceMotor Vehicle Traffic Supervision.

Subsequent speeding offenses inbase housing areas will result in sus-pension of on-base driving privileges ofone-day for every one-mile over theposted speed limit the individual wascited for, plus an additional 30-day sus-pension.

If during that suspension you decideto “sneak” in by driving yourself, it willbe an automatic two-year loss of drivingprivileges on the installation … no ques-tions asked, no appeal.

Personnel who have had their basedriving privileges suspended/revokedmay not park their vehicles in any park-

ing lot, on or off the installation, that iscontrolled by Tinker AFB with the ex-ception of the following designated lotslocated immediately outside the instal-lation: parking lot just outside Gott

Gate/Gate 34 and the northwest park-ing lot adjacent to the DefenseReutilization & Marketing Office(DRMO) compound outside the fence.

vices. Cell phone use while drivingis categorized as a moving violationin Air Force Instruction 31-218(I).

Motorists should note that, al-though hands-free listening devicesare permitted for cell phones, theinstruction prohibits the use of otherportable headphones, earphones orother listening devices while operat-

ing a motor vehicle. Use of those de-vices impairs driving and masks or pre-vents recognition of emergency signals,alarms, announcements, the approach ofvehicles, and human speech.

Obey the speed limit

DENVER – As of March 31, Air Force Reserve members aroundthe world can correct or change their duty history via the virtualPersonnel Center Guard and Reserve, a 24/7 customer service Webportal operated by the Air Reserve Personnel Center here.

Before the ARPC Personnel Service Delivery system wentonline, Airmen had to visit their local military personnel flight orcall several agencies to correct their duty history. Now, no mat-ter the time of day, reservists can log on to the vPC-GR at http://arpc.afrc.af.mil/support/default.asp. If no account is established,they will have to answer a few questions to receive a user nameand password.

Once an account is established, Airmen just click on the “Cor-rect Duty History” link and annotate their desired changes, at-tach any relevant supporting documentation such as enlisted per-formance reports, officer performance reports, special orders,general orders, etc., and click on “submit.”

Once correction requests are submitted, customers will re-ceive an e-mail containing a tracking number. Moreover, whenthe actions are completed, they will receive an e-mail lettingthem know.

The process for updating current duty information has not changed;it still must be done through local commander’s support staff or baseindividual mobilization augmentee administrators.

ARPC and the Air Force Personnel Center are working si-multaneously on centralizing and automating many of their pro-cesses for all Airmen and civilians in the Total Force.

Some processes that have been automated or centralized atARPC include 20-year letter (re-issue), mortgage letter, currentpoints request, promotion board counseling request, and elec-tronic promotion letter to the board president.

In the future, automated and centralized services should accountfor nearly every aspect of every Airman’s personnel actions, frominitial enlistment to retirement and everything in between.

Between now and Sept. 1, 2007, ARPC, with assistancefrom Air Force Reserve Command Personnel Readiness andthe Air Force Reserve Active Guard Reserve ManagementOffice, will work to automate or centralize retirements, sepa-rations, awards and decorations, evaluations, enlisted promo-tions, assignments, retraining, reenlistments, duty status, clas-sifications, adverse actions and accessions.

Legal Assistance HoursThe legal office will only be conduct-

ing legal assistance (wills, powers of at-torney, and other personal legal matters)on Saturdays from 1 - 3 p.m. and onSundays from 9 - 11 a.m., on a walk-inbasis. The legal office is closed on Sun-days from 1:30 - 3:30 p.m. for in-housetraining.

In a six-hourperiod the 17 volunteers helped raise more than $29,000. “After starting off a little slow, everyonegot into the swing of things and we had a great time,” said Sergeant Howard, 72nd Aerial PortSquadron and volunteer organizer. “I appreciate everyone that took the time to come out andhelp us out on their Saturday. Hopefully we will have a bigger crew next year,” he said.
