Rules of Engagement
• Meeting minutes (from General Session) will be drafted and posted into FEDBIZOPS– All questions (General or One-on-One Sessions) will be compiled and
posted on FEDBIZOPS• Offerors are responsible for clearly identifying any
information that is proprietary or competition sensitive• Time limit of one-on-one sessions strictly enforced
– Each session limited to 3 pre-registered attendees• No sidebar discussions between Government and potential
offerors

CKI Overview
• Industry installs of 160 C-130J Block 7.0/8.1 kits—with flex to 210 installs – NOTE: Under coordination with user stakeholders, but subject to change– Five year install period (FY20-24)– Nine C-130J variants under consideration– TBD month interval between contract award and first aircraft induction– Six month install duration (from point of aircraft induction through
completion of acceptance testing)– Kit delivery at least 30 days in advance of aircraft arrival– Requirements baseline will not include ferry or flight component of acceptance
testing
• Projected kit size/content– Over 400 separate parts—200 are C-130J-unique– 45 LRUs– Estimated 4' X 4.5' X 8 (288 cubic feet) per kit

• Projected Government Furnished Equipment (GFE)– Installation kit (specific to variant)– Peculiar and Common Support Equipment kit (Still under evaluation)– Time Compliance Technical Orders (TCTOs) and Technical Data

• USG assertion: Five-year CKI period of performance– Question: Under what conditions, can you maintain a permanent install
capacity (i.e., facilities and personnel) for the CKI PoP?• USG assertion: CKIs will involve multiple variants each with
unique technical documentation– Question: If variant-specific, technical documentation is not available in the
RFP, what issues do you foresee with proposing to the USG’s requirement?• USG assertion: CKI iron flow will be 180 calendar days per
aircraft– Question: What allowances, if any, should be considered to account for
learning curves?• USG assertion: Ferry and acceptance flight test will be USG
tasks– Question: Should the requirements basis change, what is the risk of
incorporating ferry/acceptance testing to your proposal submission?

evolution from detailed to record TCTO, to address diminishing manufacturing sources or deficiency reports) will evolve, by variant, across the five year install period– Question: What issues, if any, do you foresee planning and executing
installs with the aforementioned dynamics?• USG assertion: RFP will contain provisions for an Install
Readiness Review, to include site surveys, prior to first aircraft arrival– Question: What do you foresee as the minimum criteria set and timing for
this review?
