All India Council for Technical Education (AICTE) was established by an Act of Parliament in 1987 with a view to promote proper planning and coordinated development of technical education system throughout the country. AICTE helps promotion of qualitative improvements in technical education in relation to the planned quantitative growth and regulates proper maintenance of norms and standards and matters connected therewith. The technical education covers programmes of education, research, training in Engineering & Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts and other related areas of Engineering & Technology

Important Provisions of the AICTE Act on AQIS

Clause 10 (1) b : Coordinate the development of technical education in the country at all levels;

Clause 10 (1) c : Allocate and disburse out of the fund of the Council such as grants, on such terms and conditions as it may think fit to-

(i) Technical institutions, and (ii) Universities imparting technical education in coordination with the

Commission;

Clause 10 (1) d :

Promote innovation, research and development in established and new technologies, generation, adaptation and adaptation of new technologies to meet developmental requirements and for over-all improvement of educational processes;

Clause 10 (1) e :

Formulate schemes for promoting technical education for women, handicapped and weaker sections of the society;

Clause 10 (1) f :

Promote an effective link between technical education system and other relevant systems including research and development organisations, industry and the community;

Clause 10 (1) h :

Formulate schemes for the initial and in service training of the teachers and identify institutions or centres and set up new centres for offering staff development programmes including continuing education of teachers;

Clause 10 (1) q :

Withhold or discontinue grants in respect of courses, programmes to such technical institutions which fail to comply with the directions given by the Council within the stipulated period of time and take such other steps as may be necessary for ensuring compliance of the directions of the Council;

A INTRODUCTION


AICTE Quality Improvement Schemes (AQIS), promotes Quality in Technical Education through Research and Development and several other schemes which aim to create technical work on a systematic basis in order to increase the available body of knowledge, which includes the technical institutes, its faculty and students and their interdependence on technology and the use of this knowledge to devise new applications. These schemes are being operated by the RIFD Bureau through which, as a part of its functions, AICTE provides financial assistance to various Institutions for improvement in quality of education. It also promotes research and development in technical institutions and to enhance industry Institute Interaction. Some of the popular schemes are as follows ;

Career Award For Young Teachers (CAYT):

The purpose of the scheme is to identify young talented teachers who have established competence in their area of specialization. The scheme helps them in promoting their professional growth by enabling them to devote maximum time in research and study with minimum teaching responsibilities.

Entrepreneurship Development Cell (EDC):

This scheme motivates to develop a support system for technocrats and entrepreneurs. The Entrepreneurs Development Cell set up under the scheme is expected to act as a tool to promote entrepreneurship and self-employment amongst technical students as an attractive and viable career option.

Emeritus Fellowship (EF):

This scheme allows use of services of highly qualified and experienced superannuated Professors / Scientists from Institutes of National Importance and other Centrally funded Institutes.

Modernisation and Removal Of Obsolescence (MODROBS):

The scheme equips technical institutions with infrastructural facilities, laboratories, workshops, and computing facilities to enhance teaching, training and research capabilities.

National Facilities In Engineering And Technology With Industrial Collaboration (NAFETIC):

This scheme aims to establish National Facilities in frontier areas of Engineering and Technology in collaboration with industry for design, instrumentation, testing, manufacturing etc. in AICTE approved Institutions.

Nationally Coordinated Project Scheme (NCP):

This scheme promotes R & D on themes of National / Social importance, which may involve networking and collaboration amongst several institutions and industry user organizations.

Research Promotion Scheme (RPS):

This scheme Promotes Research in identified thrust areas of in Technical Education. RPS is aimed to create research ambience in the institutes by promoting research in engineering sciences and innovations in established and newer technologies; and to generate Master’s and Doctoral degree candidates to augment the quality of faculty and research personnel in the country.

Scheme of Seminar Grant (SG):

B OVERVIEW


The scheme provides an opportunity to faculty, academicians and working professionals for sharing of ideas, innovations and inventions by means of funding a seminar.

Scheme of Travel Grant (TG):

The scheme enables meritorious faculty to interact at International Level Conferences, both within and outside India, Seminars, and Symposia. Teachers from AICTE approved Technical Institutions / University departments are eligible for this grant.

National Doctoral Fellowship Scheme (NDF):

The scheme offers selected persons in emerging areas / disciplines of technical education approved by AICTE to pursue Doctoral Program with an objective to attract highly qualified and motivated person and offer themselves for teaching position in the technical education system. It is provide research support to bright young people for pursuing exciting and innovative research in the field of technical education.

Industry Institute Partnership Cell (IIPC):

This scheme aims to create an IIP Cell in a Technical Institution which promotes interaction between faculty, students and industry. The objective of the IIP Cell is to reduce the gap between industry expectations (practice) and academic offerings (theory) by direct involvement of industry to attain a symbiosis.

Quality Improvement Programme (QIP):

The main objective of the programme is to upgrade the expertise and capabilities of the faculty members of the degree level institutions in the country. The aim is to enable the teachers to acquire Master’s/ Doctoral degrees and imbibe in them a culture of research and better teaching educational capabilities by exposing them to the environment of the institutes of study.

Hostels for SC/ST Students:

The scheme aims to support Government / Government-aided engineering colleges for construction of girls / boys hostels for providing residential accommodation for students / researchers belonging to SC/ST category.

Research Park (RP):

This scheme provides financial assistance to institutions for setting up Research Park in collaboration with the Industry or group of Industries. Grant of Rs. 1 crore (per State-UT) shall be given under this scheme.

Innovation Promotion Scheme (IPS):

The scheme provides financial assistance to institutions for organizing technical projects exhibition at state/UT level. The scheme intends to bring out practical talent among students by providing a forum for exhibiting their technical knowledge and innovations. This scheme also intends to exhibit this talent to industry in order to convert useful / innovative / commercially viable projects into products. This will also initiate interest in entrepreneurship activities or in registering for patents/IPR etc.

Faculty Development Programme (FDP):

The scheme is intended to provide opportunities through AICTE approved Staff Colleges / Institutions for induction training to teachers employed in AICTE approved Technical Institutions to facilitate upgradation of knowledge and skill.

Summer Winter School (SWS) The scheme is intended to provide opportunities through AICTE approved Staff Colleges / Institutions for Subject training that enhances teaching skills to teachers employed in AICTE approved Technical Institutions to facilitate up gradation of knowledge and skill.


Project Centre for Technical Education The aim is to support students in developing academic projects and to provide assistance to complete the project documentation from initial “ideal stage” to final “product and presentation stage” finish end. Skill and Personality development Program centre for SC/ST Students The broad objectives of the centre is to provide opportunity to SC/ST students in the Institutes, the help they may need, their readiness to reorient themselves in the light of emerging employment opportunities to Engineering undergraduate/Diploma students at all level. E-Learning Centre for Technical Education The centre would create e-resource facility to impart technical education (Engg., Architecture, Pharmacy, applied arts etc.) at all level. The aim is to enhance quality of institutions through sharing of resources and technical capability of lead institute. Visiting Professorship Eminent scholars holding the post of Professors shall be considered for appointment as Visiting Professors. The main objective of the scheme is to supplement and provide expertise to the teaching / research in those areas in which the host institution needs the expertise.

1.1 All the proposals are to be uploaded online. Following steps are to be carried out for

o Every Institute shall enter the data on web portal about earlier grants received from AICTE. In order to complete this, log in to web portal with your Institute user Id and password and select “AQIS History” tab. Fill the details as required and periodically update the details.

1.2 Documents to be annexed with the application form and uploaded without which the application will be treated as incomplete. In case no data is available, a nil report has to be provided on the format.

per the format in Annexure –I and is to be uploaded in PDF format. b E-payment details as per format in Annexure-II.

c Attested copy of the Letter of AICTE approval for the year of establishment.

d Attested copy of the Letter of AICTE approval for the relevant Undergraduate & Postgraduate department for the current academic year along with Specific Conditions, if any.

e Attested copy of the Letter of Accreditation.

f Authenticated documents supporting the year of establishment of the Institution.

1.3 The project must be initiated within one month of receipt of the funds. An activity register is to be maintained for listing the date and respective activity. It must be ensured that projects are completed within the specified period of time.

1.4 State/Central Government procedures should be adopted for procuring equipment/services. Equipment/services recommended by the council alone should be procured. Equipment purchased should be engraved/superscripted with AICTE Project Number.

1.5 A stock register of equipments should be maintained for purchases made out of the project grant for likely verification by AICTE appointed experts at any time. List of assets procured from funds provided by AICTE should be submitted to the Council every year.

1.6 Progress reports should be submitted regularly to AICTE at specified intervals as per the requirement of the scheme.

1.7 Provisional audit certificates should be submitted annually. The Final audited UC should be submitted immediately after the completion of the project along with Progress Report and the details of the assets thus created/procured out of the grant-in-aid as per GFR-19 given in Annexure-III. Utilization certificate and statement of accounts in prescribed proforma shall be duly audited by a Chartered accountant, in the case of private institution and by the finance officer/account officer in respect of government/government-aided institutions.

1.8 It may be noted that If AICTE does not receive the Utilization certificate within one month from the date of completion of the project or earlier, then AICTE will be at liberty to recover the entire amount of the grant including the interest thereon, in a manner it finds proper. Without submitting the projects closure certificate, the department shall not be eligible for further funding.

1.9 If the funds are awarded for recurring expenses, no part of it may be used for non-recurring expenditure such as purchase of fixed assets, and vice versa.

1.10 Interest earned on the project fund, if any, should be reported to AICTE. The interest so earned will be treated as a part of the grant and can be utilized under permitted heads of recurring expenses.


1.11 Any unspent balance from the amount sanctioned on the completion of the tenure of

the project must be surrendered to AICTE within one month through a Demand Draft drawn in favour of the Member Secretary, All India Council for Technical Education.

1.12 The Comptroller and Auditor General of India/AICTE at their discretion shall have the right of access to the books of accounts of the Institute in respect of the grant received from AICTE. The Institute must, therefore, maintain separate record of expenditure and audited accounts for the project.

1.13 The Institution which has availed the grant, shall observe all financial norms and guidelines as prescribed by the AICTE/GOI from time to time.

1.14 AICTE reserves the right to terminate the grant at any stage if it is convinced that the grant has not been properly utilized or appropriate progress is not made.

1.15 Constitution of Project Monitoring Committee (PMC) at Institutional level has to be constituted by the Coordinator of the Project for reviewing the progress of the project from time to time.

The composition of PMC should be as follows in case specific instructions are not issued for any specific scheme:

a Director/Principal/Dean of the Institution, College and University respectively (Chairman of the Committee).

b Dean (Academic affairs/Research) c Coordinator of the Project (Convener/Secretary)/ Head of the Department.

d An external expert member of the area of specialization of the project. 1.16 The constitution of PMC may be sent to the Council for record. The general terms of

the reference of PMC are as follows: a PMC should meet from time to time as required but at least once in a year. The

minutes of the meeting should be recorded and submitted to the Council. b PMC shall advise on the proper utilization of the funds under the project and would

ensure proper implementation of the scheme as per the objectives of the project. 1.17 As per Government of India’s Decision (7) b under Rule 149 (3), assets

created/procured out of the project grant should be submitted to the funding agency. The assets thus created/procured out of the grant should be maintained and submitted to AICTE, along with the project completion report.

1.18 The AICTE may withdraw the award due to any reason, it thinks appropriate including the following :

a If the progress is not adequate during Annual Appraisal; b If the scheme is not initiated or is deviating from approved project plan c In case of any financial irregularity;

1.19 Each Project sanctioned by AICTE is assigned a specific File No. All Correspondence addressed to AICTE regarding the Project must invariably quote this number along with the year in which the Project was sanctioned and should be addressed to the Bureau Head.

1.20 Any expenditure incurred prior to the issuance of the approval letter and after the expiry of tenure of the project is not allowed for any adjustment in the grant-in-aid.

1.21 The grant-in-aid released for a project cannot be spent on creating infrastructural facilities such as construction of roads, purchase of vehicles, air-conditioning, etc.

1.22 The assets acquired out of the grant-in-aid shall be the property of the Institute. No assets acquired out of the grant-in-aid shall be disposed off without the permission of


the Council. 1.23 The Council shall not provide any maintenance grant-in-aid after the expiry of the

incubation period for the programme. 1.24 The following details of temporary manpower employed under any project grant shall

be provided with the utilization certificate. a Recruitment procedure adopted with copy of advertisement. b Muster roll. c Salary payment details.


2.1.1 Objective a The scheme promotes young talented teachers for advancing their professional growth

by enabling them to devote maximum time in research and study with minimum teaching responsibility.

b The purpose of the scheme is to identify young talented teachers who have established competence in their area of specialization. The scheme helps them in promoting their professional growth by enabling them to devote maximum time in research and study with minimum teaching responsibilities.

2.1.2 Eligibility a The awardee should be a full time regular faculty working in AICTE approved Institution

/ AICTE approved University Departments. b The age of awardee shall be less than 35 years.

2.1.3 Duration of the Project a Three Years

2.1.4 Limit of Funding a Total funding of Rs. 9 Lakh.

2.1.5 2.5 Disbursement of the Funds a Rs. 3 lakh to be released at the time of the award of the proposal. b Rs.3 Lakh per year for subsequent years based on annual project report. c This award is neither a fellowship nor a scholarship and funding is to be utilized under

following subheads exclusively. d Travel outside country (TA/DA, field work, collection of Data, paper presentation):

2.1.6 Processing Methodology: The proposal shall be assessed by an Experts Committee constituted as follows:

a Three experts not below the rank of Associate Professor. b At least one member among the experts shall be from the concerned stream.

2.1.7 Terms and Conditions a During the tenure of the award, the awardee shall work within the framework of the

plan suggested by the expert’s evaluation of the proposal. If the awardee desires to change the work plan within the period of the award, this can be done only after obtaining written permission from AICTE.

b The award is for a period of three years and this period should be devoted to work on the project only, with a teaching load of minimum of 6 hours per week in the Institution

where the awardee is presently working.

c The awardee shall be treated as on duty and therefore shall continue draw his/her pay and allowance and the respective Institute / University / College shall not disturb the seniority of the awardee(s) in their respective cadre.

d An undertaking to be given by the Awardee to the Institutions of working with a copy to AICTE. Another undertaking with the Host Institution stating to work for 3 years after the completion of the award. Similarly an undertaking to be given by the Principal of the Host Institution where awardee is working stating that in case the Career Awardee shift the place of work during the tenure of award, the Career Award shall be treated as cancelled and written/refund the entire amount with Interest earned to the AICTE as per proforma available with AICTE given at the time of offer letter.

e The awardee is not allowed to shift from the host institution, that is the institution where the awardee is working under this scheme, and the awardee will have to execute an undertaking with the institution in this regard. In case the awardee shifts from the host institution, the award will automatically get terminated and the award money released by the AICTE to the Institution with respect to the awardee shall be refunded immediately by the concerned Institution. The concerned Institution will have to execute an undertaking to the AICTE in this regard.

f Any equipment, books, journals purchased under the scheme shall be the property of the Institute / University / College. The books and journals can be retained by the awardee, if so desired.

g The awardee is entitled for holidays and such other service privileges from the Institute as per the entitlements of the awardee in the University/College/Institute.

h The awardee shall submit an annual report on the project, each year through the Head of the Institute on completion of one year from the date of acceptance of offer letter. The Second instalment will be released on receipt of Utilization certificate and statement of accounts in prescribed proforma duly audited by the Chartered accountant in the case of private institution and by the finance officer/account officer in respect of government/government-aided institutions.

i The final report of the project shall be submitted by the awardee through the Head of the Department / Institution to the AICTE.

3.1.1 Objectives This Scheme is launched with a view to encourage students in AICTE approved polytechnics

and degree technical institutions to consider self employment as a career option, provide training in Entrepreneurship through modular courses and increase the relevance of Management particularly in the non-corporate and under managed sectors. Following are the objectives of the scheme:

a To create an environment for self-employment and entrepreneurship development through

formal and non-formal programmes. b To introduce the concept of entrepreneurship in curricula at diploma and degree levels. c To develop management personnel at appropriate levels for the non-corporate and

unorganized sectors like education, rural development, small-scale industry etc. d To utilize the infrastructure facilities and technically trained manpower for the development

CHAPTER - 3 ENTREPRENEURSHIP DEVELOPMENT CELL (EDC)


size up to 20 participants g The technical institutions / technical department of universities seeking financial assistance

for establishment of EDC centre are expected to have adequate space for locating the centres, facilities in the office, experience of interaction with industries / Government agencies, qualified and dedicated faculty and library with good collection of journals, availability of well equipped workshop and laboratory facilities including precision measurement, quality control and standards. The nearby industries for which organization/ institutes are expected to work may also share resources for the purpose of establishment of such centres.

h The Skill Development Programmes run under the aegis of the EDC Cell of the institute are non-formal programmes and do not carry any AICTE approval. Hence the host institute, while advertising for such programmes or while issuing participation certificates to the participants at the end of the Programme/Workshop, shall not carry any logo/emblem of AICTE/GOI. Any violation will lead to termination of the violating cell.

i The non-recurring grant-in-aid is for fitting, furnishing and for the purchase of important equipment like Desktop PC with internet facility, Fax/Modem, back-up, Multimedia/O.H.P, equipment, audio-visual aids, library books, journals, LCD Projector etc. This grant is given initially once only for setting up the centre, subject to a maximum limit of Rs. Four lakh.

j The recurring grant-in-aid is given for honorarium to supporting staff, working expenses, travelling allowances, contingencies, printing & stationery and other organizational expenses etc. subject to a maximum limit of Rs. Three lakh (every year for 2 years). The recurring grant for subsequent years will be decided by the Council based on the performance of the centres.

4.1.1 Objective a The Scheme of Emeritus Fellowship intends to utilize the services of highly qualified and

experienced superannuated Professors at AICTE approved Institutions / Colleges / University Departments imparting technical education (excluding MHRD funded Institutes / Universities i.e., IITs, IISc, IIMs & NITs etc.) in stimulating and achieving excellence in Technical Education i.e. in Engineering and Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts and other areas as per the AICTE Act.

4.1.2 Eligibility a AICTE approved Institutes / AICTE approved University Departments. b The Awardee must be a superannuated professor and/or scientist from IIT/NIT, IIM, IISc,

CSIR laboratories, defence establishments, like BARC, TIFR, INSA, INA, etc. c Only applicable to institutes offering PG Programme.

4.1.3 Duration of the Project a The duration of the project shall be for a period of two years or till the awardee fellow

attains the age of 70 years whichever is earlier.

4.1.4 Limit of Funding a Total funding of Rs.13 Lakh.

b The Fellow shall help in generation of indigenous learning resource materials, manuals, state-of-the-art reports, monographs, reference books, handbooks, codes of practice, standards, and related monographs in respective fields of specialization particularly in the areas of relevance to the activities of AICTE to meet the requirements of EDUSAT Programme.

c An Emeritus Fellow shall teach at least one course in the Host Institution or to teach a course in one of the neighbouring Institute where there is shortage of faculty.

‘Technical Education’. g As a part of the objectives of the fellowship, an Emeritus Fellow may provide technical

consultancy to a developing institution located in a nearby area of the host institution, where the Emeritus Fellow can devote a part of his time (20 percent of total time) for giving impetus to consultancy, research, redesigning of courses, industry-institute-interaction, formulation for research of those projects for which expertise is not available in the ‘adopted’ institution.

h The honorarium indicated above will be over and above any superannuation benefits, the Emeritus Fellow may be in receipt of.

i The contingency funds will be used for inputs needed for various developmental activities undertaken by the Emeritus Fellow in the adopted institution.

j Change of host institution is usually not allowed. However, a change may be permitted by AICTE only in special circumstances.

k An Emeritus Fellow will be allowed to avail Forty Five (45) days of leave in a year with honorarium. Leave will be sanctioned by the Host Institution

l The Host Institution shall take steps to ensure that the audited utilization certificate and the audited statements of accounts for the grants along with the list of assets created from out of the grants to be submitted and refund of unspent amount from the grants made to AICTE, immediately on termination of the Fellowship.

m A feedback shall be submitted by the Fellow at the end of first year and at the end of the tenure.

5.1.1 Objective a The scheme aims to modernize and remove obsolescence in the Laboratories /

Workshops / Computing facilities (Libraries are excluded), so as to enhance the functional efficiency of Technical Institutions for Teaching, Training and Research purposes.

b It also supports new innovations in Class Room and Laboratory / Teaching Technology, development of Lab Instructional Material and appropriate Technology to ensure that the practical work and project work to be carried out by students is contemporary and suited to the needs of the Industry.

c The equipment financed under the scheme could be ideally used for upgradation of equipment in existing laboratories, enhancement of performance parameter specification of existing equipment, incorporation of latest development in the field and replacement of old depreciated equipment by modern equipment. In addition to above major objectives, the equipment installed through MODROBS can be used for indirect benefit to Faculty / Students through Continuing Education programmes, Training programmes for local industry and consultancy work.

5.1.2 Eligibility a AICTE approved Technical Institutions / University Departments with at least 10 years of

existence. b For self financing/Institutes not more than 3 proposals per Institutes per year would be

considered. c For Govt. /Govt. aided Institutes not more than 10 proposals per Institute per year

would be considered. 5.1.3 Duration of the Project a Duration of project will be one year from the date of receipt of funds in the institute’s

account. 5.1.4 Limit of Funding a Total funding of Rs.20 Lakh. 5.1.5 Disbursement of the Funds a 100% grant of sanctioned amount will be released to Government Institutions. b To private institutions, grants will be sanctioned in the form of 80% of the sanctioned

amount as advance followed by 20% as reimbursement on submission of the Utilization certificate and other supporting documents as specified in terms and conditions of MODROB.

5.1.6 Processing Methodology: a The proposal shall be assessed by an expert committee constituted as follows: b Three member expert committee not below the rank of Associate Professor.

At least two members among the experts shall be from the concerned stream. 5.1.7 Terms and Conditions a In MODROBS scheme, the Head of the Department (HOD) submitting the proposal is

always the Project Coordinator. To enable subject specific knowledge to be utilized, a Co-Coordinator can also be proposed. The HOD should critically analyze the requirements of the laboratory / laboratories of the Department for preparation of the project proposal, which should relate to the future development of the academic

strength of the Department. b It may be noted that the concerned Head of the department shall be responsible for

execution and completion of the sanctioned project, followed by submission of all related documents including the project report.

c In case, the Coordinator i.e. the concerned Head of the department of MODROBS programme joins another Institution, transfer of the project along with him is not allowed. If the HOD changes by rotation or leaves the Institution or retires, or goes on a long leave, the successor Head of the Department shall become the Project Coordinator of the project, and this fact should be intimated to the Council immediately.

d Any expenditure incurred prior to the issuance of the approval letter is not allowed to be adjusted in the grant. The grant shall be utilized strictly for the purpose as specified in the approval letter.

e The grant shall be utilized strictly for the purpose as specified in the sanction letter and procurement of equipment authorized by AICTE. Re-appropriation of funds from one head to another is strictly not permitted viz. Recurring and Non-Recurring heads are 15% and 85% of the total grant, unless otherwise recommended by AICTE experts.

f Once the project is sanctioned, the Council shall not consider any request for additional grants.

g Separate institutional overhead expenses shall not be provided by AICTE. The assets acquired out of the grant shall be the property of the Institution and should always reflect in its book of accounts including the assets register. They should be certified by the concerned Principal Coordinator. No assets acquired out of the grant shall be disposed off without the prior permission of the Council.

h Interest earned on the project fund, if any, should be reported to AICTE. The interest so earned will be treated as a part of the grant.

i Grant released under this programme is for the specific period and should be properly utilized within the time stipulated in the project proposal.

j The council shall not provide any maintenance grant after the expiry of the project. k Whenever the Institution / Laboratory / Department receives a grant for modernization

of a laboratory under the schemes MODROBS, it is imperative that assistance obtained from AICTE for modernization of the Laboratory/Department is acknowledged duly by putting up a plaque at the main entrance of the Lab/Department, which has been modernized using the grant. All the equipment procured/developed through this project should be super scribed with AICTE project file number.

6.1.1 Objective a AICTE launched a scheme of National Facilities in Engineering and Technology with

Industrial Collaboration (NAFETIC), aimed at establishment of National Facilities in the frontier areas of engineering and Technology in collaboration with industry.

b Educational institutions having good rapport with industries can submit proposals for the AICTE seed grant of up to Rs. 50 Lakh to prepare the Detailed Project Report for setting up of NAFETIC in emerging or thrust areas of engineering and technology with matching grant from the Industry of which 15% may be recurring

6.1.2 Eligibility a AICTE approved institute, or AICTE approved university Department with relevant PG

7.1.1 Objective a Nationally Coordinated Project Scheme aims to plan, co-ordinate and execute

integrated R&D programs, involving collaboration between several institutions, industry user organizations at National Level for societal Development Programs. This scheme Promotes R & D on themes of National / Social importance, which may involve networking and collaboration amongst several institutions and industry user organizations

b Research ventures that may be considered within Nationally Coordinated Project Scheme include the following:

(i) To plan, co-ordinate and execute integrated R&D programmes, involving collaboration between several institutions, industry user organizations at National Level for societal Development Programme.

(ii) To aim and achieve break- through technology in relevant specific areas of national importance.

(ii) To enhance national and international interaction, research dissemination and exchange of ideas in the areas of national importance (national societal problems-such as Disaster Mitigation, Air Pollution, Earth Quake resistant structures, Road Traffic Safety etc.)

(iv) To provide recommendations and guidelines, which would help to evolve national policies and regulatory laws for enactment in concerned areas.

(v) To develop education programme for awareness of masses and to suggest appropriate measures in concerned areas.

(vi) To create good quality courseware (in the form of book, CD, Multimedia) for core and emerging subjects.

(vii) To develop customized industry requested courses on emerging technologies within a short span of time.

(viii) To selectively promote the general research capability in relevant areas of Technical education taking into account capability / strength of the lead institution & other participating institutions.

7.1.6 Processing Methodology: The proposal shall be assessed by an Experts Committee constituted as follows:

a Three member expert committee not below the rank of Associate Professor. b At least two members among the experts shall be from the concerned stream

7.1.7 Terms and Conditions a The thrust areas where a nationally co-ordinated project is to be set up must be clearly

identified by institution/university in consultation with industry, keeping in view its own strength, availability of expert manpower and infrastructural facilities within the institution.

b The Chief Coordinator shall be a full time faculty member of the lead institute. The participating institutions are required to nominate full time faculty members (one from each participating institutions) as the co-coordinators of the project.

c The Chief Coordinator shall be primarily responsible for the implementation of the project.

d The Chief Coordinator is expected to give a comprehensive list of collaborating organizations/ industries, their brief profile and the financial contributions committed by each one of them. (Enclose attested copies of MOU/ protocols signed).

e The chief coordinator is required to provide a brief two page write up on the proposed NCP indicating the following points at the time of submitting the initial proposal. This may undergo some degree of modification in the Detailed Project Report, which is required to be submitted within three months from the date of receipt of seed money from AICTE

(i) Details of proposed networking of the institutions.

(ii) Specific objectives of the joint project proposal.

(iii) Infrastructure and equipments needed.


(iv) Particulars and academic profile of the chief coordinator and co-coordinators to be involved in NCP.

(v) Manpower requirement. The Council does not provide project staff. However, in exceptional cases, technical project staff may be engaged only on contract after taking a formal approval from AICTE. The remuneration for such staff may be fixed as per their qualifications and should be met from recurring expenditure component of the projects (not exceeding 15% of the total sanctioned recurring grant-in-aid).

(vi) Details of financial lay out and deliverables of each participating institution.

(vii) A time activity chart indicating time schedule along with deliverables from each participating institution.

(viii) Copies of letters of intents / MOU’s signed between the participating institutions.

(ix) Details of services / patentable output that would be provided by NCP

f Proposals shall be considered on the basis of justification of the project with respect to relevance of the project with important issues of national importance and or / issues of technical education development.

g The University/ Institute may nominate a permanent faculty as Chief Coordinator preferably not below the rank of a Reader to coordinate the activities of the cell and also nominate a Co-coordinator not below the rank of Assistant Professor.

h Proposals from Departments of self-financing Institutions (as one of the participating institution) shall be considered, only if they are accredited by AICTE. However, this condition does not apply to the five years old Institutions located Jammu & Kashmir and North Eastern States.

i The Chief Coordinator/ University/ Institute should inform the council of their consent to implement the programme as approved, by way of Acceptance Letter. If the Acceptance Letter is not received by the AICTE within one month of issue of offer letter, it shall be presumed that Chief Coordinator/ University/ Institution is not interested to take up the programme, and the approval of the programme shall stand withdrawn.

j The Chief- Coordinator must submit Annual Progress Report every year indicating the progress of the cell and the status of the grant-in-aid utilized. If it is found that the grant-in-aid released is not being utilized for the purposes for which it was intended for and the progress of the programmes is not satisfactory, the project programmes shall be closed down. Action may be taken to seek refund of grant released. Further extension of financial support from AICTE shall be based on the progress of the project and effective utilization of the earlier grant-in-aid provided.

k If the Chief Coordinator leaves the institution, retires, or goes on long leave, the

institute will appoint another Chief Coordinator to the programme, under intimation to the council immediately.

8.1.1 objective

a RPS Promotes Research in identified thrust areas of in Technical Education. RPS is aimed to create research ambience in the institutes by promoting research in engineering sciences and innovations in established and newer technologies; and to generate Master’s and Doctoral degree candidates to augment the quality of faculty and research personnel in the country.

b Research and development activities are considered as an essential component of higher education because of their role in creating new knowledge and insight and imparting excitement and dynamism to the educational process, as well as make them need based in view of the national requirements. The objective of this scheme is to create and update the general research capabilities of the faculty members of the various Technical Institutes. The proposal should include a specific project theme with a clear statement of the objectives, details of equipments and other research facilities proposed to be acquired and the expected deliverables from the project.

8.1.2 Eligibility

a AICTE approved Technical Institutions / University Departments with relevant PG programme.

b Full time regular faculty with research experience and publications. c The preliminary research facilities should be available in the institute. d One proposal from one PI will be sanctioned at any point in time with in the duration of

project.

8.1.3 Duration of the Project

a Duration of project will be three year from the date of receipt of funds in the institute’s account.

8.1.4 Limit of Funding

Total funding of Rs.25Lakh. 8.1.5 Disbursement of the Funds a 100% of the total funds of non-recurring and one third of recurring for the first year. b Recurring of one third for second year. c Recurring of one third for third year. 8.1.6 Processing Methodology:

8.1.7 Terms and conditions

a The Principal Investigators/Investigators already having ongoing projects from AICTE shall not be considered unless the ongoing projects are completed.




CHAPTER - 8 RESEARCH PROMOTION SCHEME (RPS)


b The departments not having relevant Post Graduate Programme intended for execution of the proposed project as well as Diploma level Courses are not eligible for financial assistance under RPS Scheme.

c The Principal Investigator has the primary responsibility for the implementation of the project.

d If the Principal Investigator of RPS programme joins another institution, AICTE will have no objection to transfer the project if No Objection Certificates are obtained from both the parent Institute and the Institute where the Principal Investigator intends to join.

e In case the Principal Investigator leaves the Institution without transfer of the project or goes on long leave, the Co-Investigator would be allowed to continue with the project, subject to the consent of the Principal Investigator in case of long leave and approval of AICTE. All such requests should be sent to AICTE in advance. Therefore, association of a Co-Investigator in the project is desirable.

f In case the Principal Investigator leaves the Institute and there is no other associated Co-Investigator to carry out the project, the Head of the Department should take the responsibility for identifying a competent person in the Institution in the relevant subject area and submit his/her bio-data to the Council for further consideration.

g The grant will be utilized strictly for the purpose as specified in the sanction letter. Re-appropriation of funds from one head to another is strictly not permitted; Recurring and Non-Recurring heads are 15% and 85% of the total grant, unless otherwise recommended by AICTE experts. The list of equipment decided by the experts is final and there can be no changes later on.

h Once the project is sanctioned, the Council shall not consider any request for additional grant.

i Separate institutional overheads for execution of the project shall not be provided by AICTE.

j Out of the project grant, no funds can be used for going abroad to attend Conferences/Seminars. However, for presenting a paper in a Seminar/Conference within the Country, the travel expenses may be met from the recurring component of the grant

.

9.1.1 objective

a The scheme provides financial assistance to institutions for organizing Symposium / Conference / Seminar / Workshop at National and International level in various fields of Technical Education. The Scheme intends to promote high standards in Technical Education by way of extending opportunities to the academicians and working professionals by providing a forum for sharing their knowledge, experiences, innovations and inventions. Preference shall be given to topics of interdisciplinary nature, emerging and thrust areas in Technical Education.

9.1.2 Eligibility

a AICTE approved Institutions / University Departments imparting technical education are entitled for the grant.

b Coordinator must be full time regular faculty with adequate experience in teaching and research with publications.

c Maximum of 2 proposals per institute per year.

9.1.3 Duration of Project

a The proposed/approved Seminar shall be conducted within six month from the date of receipt of offer letter.

9.1.4 Limit of funding

a Rs. 2 Lakh for National Conference and Rs. 3 Lakh for International Conference.

9.1.5 Disbursement of the Funds

a 50% amount as advance.

b 50% on submission of UC and other documents as per terms and conditions.

9.1.6 Processing Methodology:

The proposal shall be assessed by an expert committee constituted as follows

a Three experts not below the rank of Associate Professor.

b At least one member among the experts shall be from the concerned stream.


a Prior permission of the Council sponsorship is essential for conducting Seminar.

b Funds once released/sanctioned for organizing the particular Seminar / Conference / Symposium / Workshop cannot be utilized for any other programme.

c In case the event is cancelled, the funds will be returned back to AICTE immediately with

interest incurred.

d Any change in the programme for holding Seminar / symposium / conference /workshop, change of Coordinator name and Venue date would required prior approval of the council, failing which the offer for the grant already issued would be treated as automatically withdrawn.

e The funds under the scheme are released in two installments. The first installment (fifty percent of the total amount sanctioned) is released

before the event on the receipt of acceptance letter, The second installment is released after the receipt of the following documents.

(i) Feed-back of participants with signatures;

(ii) Photographs of the Conducted events.

(iii) Utilization certificate and statement of accounts in prescribed proforma duly audited by the Chartered accountant in the case of private institution and by the finance officer/account officer in respect of government/government-aided institution as per prescribed format.

(iv) Supporting bills/documents on account of expenses incurred for the purpose.

(V) Copies of proceedings.

f The University/Institution should submit the documents necessary for release of 1st installment within 15 days of receipt of the offer letter and document necessary for release of 2nd installment within 1 month of the conduct of the event.

10.1.1 objective a The scheme is aimed at promoting research and development activities in various

areas of technical education in an approved institution / department by providing opportunity to meritorious faculties to interact at International level to update the global changes in the concerned field of specializations.

10.1.2 ELIGIBILITY

a AICTE approved Institutes/ AICTE approved University Departments. b Full time regular faculty for presenting paper in conferences/attending workshop

aboard to be sanctioned once in 2 years to the applicant. 10.1.3 Duration of the Project

a Duration of project will be three year from the date of receipt of funds in the institute’s account.

10.1.6 Processing Methodology: a The proposal shall be assessed by an expert committee constituted as follows:

c At least two members among the experts shall be from the concerned stream.

10.1.7 Terms and conditions a Total expenses towards travel from International Airport to Destination Airport and

back. The applicant has to perform the journey by Air India only, unless Air India gives an official certificate that there is no flight on the concerned sector (either of Air India itself or in collaboration with some other airlines). In case, journey is performed by any other airline, the airfare approved will not be released. In case any section is not wholly covered by Air India / Indian Airlines and the journey is performed partly by Air India and partly by any other Airline, the tickets for the entire journey should be purchased from Air India and not from the collaborating Airline.

b The applicant should plan and travel by shortest route under Economy / Excursion Class only and air fare certificate issued by Air India should be enclosed with the proposal

c Registration fee can be reimbursed. d Per Day allowance (Days of the conference plus two more days for the journey) as per

the central government rules.

e The amount sanctioned shall be reimbursed through the parent institution of the applicant in a form of crossed cheque / draft on receipt of the required documents within one month of return journey of the visit, duly forwarded by the Head of the parent institution of the applicant.

CHAPTER - 10 TRAVEL GRANT (TG)


f Applicant should submit only one proposal at a time.

g In case an application of a candidate for a particular event (for a particular date as well as a particular venue) is rejected, the same shall not be considered again and no correspondence in this regard shall be entertained by the Council.

h Applications should be properly bound to avoid any lose paper. The Council shall not be responsible for loss of any documents.

i The grant offered / sanctioned to attend a specific conference, can not in any case, be utilized for the purposes of Travel abroad to attend any other Conference.

j The following are the document to be submitted by the awardee in original/ signed by Head of Institution for claim of reimbursement

(i) Travel Documents. (ii) Statement of Expenditure along with Air Ticket & Boarding pass. (iii) A brief report of the conference. (iv) A brief report of any other scientific and technical activities under taken during the

visit.

(v) Other visits undertaken during the period, duly signed by the Registrar / Principal / Director.

(vi) Receipt of the Registration Fee paid issued by the organizer. (vii) Voucher indicating the rate at which foreign currency is purchased.

(viii) Certificate of attendance issued by the organizer. (ix) Certificate from Air India indicating the shortest route to the venue approved. k In case the reimbursement form endorsed by Head of Institution is not attached with

the above mentioned required documents then the claim form will not be entertained.

11.1.1 Objective

a To attract highly qualified and motivated candidates to pursue doctoral degree and offer themselves for teaching position in the Technical Education system.

b To provide research support to bright young candidates for pursuing exciting and innovative research in the field of Technical Education.

11.1.2 Eligibility:

a Applicants enrolled for Ph. D. in AICTE approved institutes/ AICTE approved University departments, IITs, NITs, IISc, IIMs, BARC, TIFR, DRDO, IISER, Institutes of excellence and Central Govt. labs.

b The Candidate should be less than 35 years of age. c The applicant with GATE/GPAT/CMAT/CAT score above 95 percentile or equivalent. 11.1.3 Duration of Project

a The above scholarship shall be given for a period of 4 years.


a Total Grant shall be up to maximum of Rs. 13,65,600/-.


a The Scholarship @ Rs. 18,000/- per month per candidate (for 1st & 2nd Year). Rs. 216000/- per Annum plus contingency grant of Rs. 25000/- per annum per candidate and over head charges of Rs. 20,000/- per annum per candidate to the host institution i.e. Institution where the candidate will be pursuing Ph.D./Doctoral Programme.

c House Rent Allowance (HRA) : All research fellows may be provided hostel accommodation wherever available and those residing in accommodation provided by the Institute will not be eligible for drawing HRA. Wherever provision of hostel accommodation is not possible, HRA may be allowed to all the above categories ; JRF, SRF as per central Government norms applicable in the city/location where they are working. The fellowship amount may be taken as basic for calculating the HRA.

11.1.7 Terms and Conditions

a The awardee shall submit an annual report on the project, each year through the Head of the Institute on completion of one year from the date of acceptance of offer letter. The Second installment & subsequent Installment will be released on receipt of Utilization certificate and statement of accounts in prescribed proforma duly audited by the Chartered accountant in the case of private institution and by the finance officer/account officer in respect of government/government-aided institutions.

b The final report of the project should be submitted by the awardee through the Head of the Department / Institution to the AICTE.

c The awardee shall not be allowed for transfer of award from the Institution where the Awardee is presently working during the entire tenure of the award.

d The awardee shall devote full time to research during the tenure of Fellowship.

e The awardee shall obtain the approval of the Council before accepting any award or allowance, if offered to me during the tenure of Fellowship.

f The awardee shall give a declaration that if the results of research are such that can be exploited commercially by taking a patent or otherwise commercial exploitation and patent rights will rest exclusively the Council (This clause is applicable for the guide also).

12.1.1 objective

a The objective of the IIP Cell is to reduce the gap between industry expectations (practice) and academic offerings (theory) by direct involvement of industry to attain a symbiosis.

b All the Stakeholders, namely: Institutions, Industry, Students and Society stand to gain as it can be a win-win partnership. The Institutions stand to gain by way of up to date curricula, source of revenue generation by consultancy and R & D, source of manpower for employment, societal relevance, and most importantly acquisition of brand name/equity; industry stands to gain by way of availability of employable manpower pool, and increased productivity; faculty stand to gain by way of exposure to latest industry practices for more effective teaching-learning processes, etc; students stand to gain by way of hands-on training, reduction of learning curve in industrial practices; and, society stands to gain by way of improved quality of goods and services.

CHAPTER - 12 INDUSTRY INSTITUTE PARTNERSHIP CELL (IIPC)



The proposal shall be assessed by an expert committee constituted as follows:




a The AICTE shall provide a limited one time financial assistance, up to a maximum of Rs.25.00 lakh, required for infrastructure development, including the purchase of Desktop PC with Internet facility, fax/modem, back-up, multimedia/OHP, equipment, furniture, audio visual aids, library books, journals, LCD Projector etc (non-recurring expenditure).

b The centre shall function as a separate entity within the Parent Institution. It should function as a Central Facility of the entire institution and not as a facility for a particular Department of the parent institution.

c The parent institution shall provide adequate building space for setting up of the centre and also usage of classrooms for conducting the programs for SC/ST students

d The center will function under the guidance and control of the Director/Head of the Parent Institution.

e The Following activities are expected of the center :

(i) Orientation programmes to enhance proficiency in English language, improve communication skill and focus and personality development.

(ii) Organize lectures by inviting eminent personalities and academics, at regular intervals to update the knowledge of the students.

(iii) Organize open houses/ personality development workshops / competitions among students, to test the degree of their learning,

(iv) For the centre to function smoothly and to meet its objectives effectively, it is essential that this centre must have adequate man power in the form of dedicated facility and support staff.

13.1.1 objective

a Considering the accommodation problems being faced by SC/ST students in taking admissions in good engineering colleges, AICTE has launched a scheme for providing financial assistance for construction of hostels for men and women depending upon the need of the Institution.

b The scheme aims to support Government / Government-aided engineering colleges for construction of girls / boys hostels for providing residential accommodation for students / researchers belonging to SC/ST category.

c These hostels will also have add-on facility of Community Skill Development Centre for empowering SC / ST students with skill knowledge. AICTE has taken new initiative for skills development through NVEQF & Community Colleges. These centers will serve as facility for imparting Skill knowledge fostering underprivileged classes. It is expected that providing such a facility to the SC/ST students undergoing professional education will enhance the enrolment of the SC/ST students as well as improving the quality of education.

d This AICTE scheme is unique in the sense that the construction of the hostel for SC/ST students could be also done in the existing hostels in the institute by extension of the construction work.

16.1.1 objective

a The Faculty Development Programme (FDP) intends to provide financial assistance to facilitate up-gradation of knowledge, skill and intends to provide opportunities for induction training to teachers employed in Engineering & Technology, Pharmacy, Hotel Management & Catering Technology, Architecture, Town Planning and Applied Arts & Crafts.

b A Faculty Development Programme (FDP) awarded to cover the areas such as technical education policy, new concepts, methods and techniques, theory and skills enrichment and up gradation of pedagogy educational technology, motivation, communication skills, management and other relevant issues to keep pace with the changing scenario in Technical Education.

c The scheme is designed to enhance the teaching and other skills of the faculty. it makes them aware about modern teaching tools and methodologies. it provides an opportunity to acquire knowledge about current technological developments in relevant fields. It not only promotes the professional practices relevant to technical education but also motivates the faculty to achieve competitive teaching and learning environment, thus channelizing development with respect to academic qualifications and personal matters.

16.1.2 Eligibility

a AICTE approved Institutions / University Departments imparting technical education are entitled for the grant.


c Maximum of 5 proposals per institute per year would be considered.


a The proposed/approved FDP shall be conducted within six month from the date of receipt of offer letter. The Duration of the FDP shall be 2 weeks.

CHAPTER - 16 FACULTY DEVELOPMENT PROGRAMME (FDP)


a 90% amount as advance to Government/ Govt. aided institutions and 10% after submission of UC and all required documents.

b 10% amount as advance to self financing institutions and 90% after submission of UC and all required documents.


The proposal shall be assessed by an Expert Committee constituted as follows:




a Prior permission of the Council sponsorship is essential for conducting the FDP.

b Funds once released/sanctioned for organizing the particular topic/ area of FDP cannot be utilized for any other programme.

c In case the event is cancelled, the funds will be returned back to AICTE immediately with interest incurred.

d Any change in the schedule for holding FDP, change of Coordinator name and Venue date would require prior approval of the council, failing which the offer for the grant already issued would be treated as automatically withdrawn.

e The funds under the scheme are released in two installments. (a) the first installment (fifty percent of the total amount sanctioned) is released before the event on the receipt of acceptance letter ;(b) the second installment is released after the receipt of the following documents.

(i) Feed-back of the participants with signatures;


(iii) Supporting bills/documents on account of expenses incurred for the purpose.

(iv) Copies of proceedings.



g As per AICTE guidelines the programme should be of two weeks with 20 participants.

h Newly recruited teachers having less than/up to ten years of experience in areas of technical education in AICTE approved institutions are eligible to participate.

i The council shall sanction a maximum grant of Rs.7.0 lakh to conduct one programme with maximum expenditure to be incurred on various heads not to exceed the amount as mentioned below:

17.1.1 objective

a The scheme is intended to provide opportunities through AICTE approved Staff Colleges / Institutions for Subject training that enhances teaching skills to teachers employed in AICTE approved Technical Institutions to facilitate up gradation of knowledge and skill.

b A Summer Winter School Scheme (SWSS) is designed to :

(i) enhance their teaching and other skills

(ii) make them aware about modern teaching tools and methodologies

(iii) Acquire knowledge about current technological developments in relevant fields.

(iv) impart professional practices relevant to technical education

(v) achieve competitive teaching and learning environment and

(vi) channelize development with respect to academic qualifications and personal matters

c Through each SWSS 50 faculty members of AICTE approved Institutes are trained for duration of two weeks at a time.

d SWSS is intended to provide opportunities for Teacher training for faculty employed in AICTE approved institutions in Engineering, Pharmacy, Management and Architecture to facilitate up gradation of knowledge and skill.

e The program is proposed to cover the areas such as technical Subject areas, new concepts, methods and techniques, theory and skill enrichment and up gradation of pedagogy, technology, motivation, communication skills, management and other relevant issues to keep pace with the changing scenario in Technical Education.

17.1.2 Eligibility

a AICTE approved Institutes/ AICTE approved University departments.


c Maximum of 5 proposals per institute per year would be considered.

CHAPTER - 17 SUMMER WINTER SCHOOL SCHEME (SWSS)



a The proposed/approved SWSS shall be conducted within six month from the date of receipt of offer letter. The Duration of the SWSS shall be 2 weeks.


a Rs. 7 Lakh.


a 90% amount as advance and 10% after submission of UC and all required documents.






a Prior permission of the Council sponsorship is essential for conducting the SWSS.

b Funds once released/sanctioned for organizing the particular topic/ area of SWSS cannot be utilized for any other programme.

c In case the event is cancelled, the funds will be returned back to AICTE immediately with interest incurred.

d Any change in the schedule for holding SWSS, change of Coordinator name and Venue date would require prior approval of the council, failing which the offer for the grant already issued would be treated as automatically withdrawn.

e The funds under the scheme are released in two installments. (a) the first is to be released before the event on the receipt of acceptance letter; (b) the second installment would be released after the receipt of the following documents.

(i) Feed-back of the participants with signatures;


(iii) Supporting bills/documents on account of expenses incurred for the purpose.


(iv) Copies of proceedings.


g As per AICTE guidelines the programme should be of two weeks with 20 participants

18.1.1 objective

a The objective of the Project Centre will be to provide the students with facilities in a common place within the university department where the students can have hands-on experience in various aspects of their learning. These could be in works like fabrication, interaction amongst the students themselves allowing them to enhance their understanding in their respective disciplines of study. The project centre will also allow the final year students to showcase their project. The project centre will also allow the students to learn in developing and preparing academic projects which will include the initial stage to the final stage where the students can present their final product.

18.1.2 Eligibility a AICTE approved institutions/ AICTE approved University Departments.

b Institute/ University Departments must be in existence for at least five years.

c The Institute/ University Departments should ample built-up accommodation with proper infrastructure like work table of suitable size with adequate equipments / machineries to assist the students and to start the Project Centre.

d The Project Centre should have a carpet area of at least 1000 sq. and should be located near a machine shop / tool room having a carpet area of at least 100 sq. ft.

e The Project Centre shall also have adequate number of computers with facility for printing and networking.


a Duration of project will be Three year from the date of receipt of funds in the institute’s account.

18.1.4 Limit of Funding a Maximum funding Rs. 50 Lakh. 18.1.5 Disbursement of the Funds a 60% of the sanctioned grant shall be released at the initial stage after acceptance of the

proposal.

b 40% of the remaining sanctioned fund will be released in equal instalments during the next two years, after receipt of feedback, attendance, Utilisation certificate (UC) and other supporting documents from the Institute.

c 5% of the total grant could be utilized as an honorarium for Centre Co-ordinator and Support Staff, engaged.

d A Group of students will be provided assistance of Rs. 5000/- per project or actual cost of the project which ever will be less to procure the raw material from local market

CHAPTER - 18 Project Centre for Technical Education


18.1.6 Processing Methodology: The proposal shall be assessed by an expert committee constituted as follows: a Three member expert committee not below the rank of Associate Professor.



a The AICTE shall provide a grant of up to a maximum of Rs. 50.00 lakh, required to set up the Project Centre, for infrastructure development including purchase of required equipments / machineries, etc.


c The center will function under the guidance and control of the Director/Head of the Parent Institution.

d For the centre to function smoothly and to meet its objectives effectively, it is essential that this centre has adequate man power in the form of dedicated facility and support staff.

e The Following activities are expected of the Project Center : (i) Allow the students with facilities to enhance their technical skill in their respective

disciplines so that they gain hands-down experience in an atmosphere of the practical learning,

(ii) Organize inter-active sessions with eminent technical personalities and academics, at regular intervals to update the knowledge of the students, if need arises.

(iii) The centre shall devise a feed-back mechanism to assess the importance of the Project Centre. The feed-back shall be obtained from each student about the usefulness of the Project Centre. If need be, the university department can update its curriculum for the Program Centre

a The broad objectives of the centre shall be to provide opportunity to SC/ST students in the Institutes to reorient themselves in the light of emerging employment opportunities in Engineering undergraduate/Diploma students at all level. a The AICTE shall provide a limited one time financial assistance, up to a maximum of Rs.25.00 lakh, required for infrastructure development, including the purchase of Desktop PC with Internet facility, fax/modem, back-up, multimedia/OHP, equipment, furniture, audio visual aids, library books, journals, LCD Projector etc (non-recurring expenditure).


c The parent institution shall provide adequate building space for setting up of the centre and also usage of classrooms for conducting the programs for SC/ST students

d The center will function under the guidance and control of the Director/Head of the Parent Institution.

e For the centre to function smoothly and to meet its objectives effectively, it is essential that this centre has adequate man power in the form of dedicated facility and support staff.

f The Following activities are expected of the center :

(i)Orientation programmes to enhance proficiency in English language, improve communication skills, both written and verbal and focus on personality development.

a The Scheme of Emeritus Fellowship intends to utilize the services of highly qualified and experienced superannuated Professors at AICTE approved Institutions / Colleges / University Departments imparting technical education (excluding MHRD funded Institutes / Universities i.e., IITs, IISc, IIMs & NITs etc.) in stimulating and achieving excellence in Technical Education i.e. in Engineering and Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts and other areas as per the AICTE Act.

b Is aimed at supplementing and providing expertise to teaching / research in those areas in which host institutions do not have the expertise. Eminent scholars holding the post of Professors shall be considered for appointment as Visiting Professors.

c The main objective of the scheme is to supplement and provide expertise to the teaching / research in those areas in which the host institution needs the expertise.

21.1.2 Eligibility

a AICTE approved Institutes / AICTE approved University Departments.

b The Awardee must be a Professor/Scientist from reputed institutes (such as IIT/NIT, IIM, IISc, CSIR laboratories, defense establishments, like BARC, TIFR, INSA, INA, Government Engineering colleges, etc.) or fellow of National Academics or Professional from industry up to age of 70 years.


a The duration of the project shall be for a period of two years or till the awardee fellow attains the age of 70 years whichever is earlier


a Total funding of Rs.1.10 Lakh.

CHAPTER - 21 VISITING PROFESSORSHIP

b Rs. 50000/- per annum as travel expenses and Rs. 50000/- per annum as honorarium (@Rs.3000/- per day of the visits, 6-8 days per semester I.e. 12-16 days per year) to DVP for 2 visits to the Institution.

a The DVP shall commence within the time period as stipulated in the offer letter unless otherwise authorized by AICTE, failing which the fellowship will be treated as withdrawn.

b The DVP Fellow shall help in generation of indigenous learning resource materials, manuals, state-of-the-art reports, monographs, reference books, handbooks, codes of practice, standards, and related monographs in respective fields of specialization particularly in the areas of relevance to the activities of AICTE to meet the requirements of EDUSAT Programme.

c A DVP shall teach at least one course in the Host Institution or to teach a course in one of the neighboring Institute where there is shortage of faculty.

d Proposing, executing, guiding and monitoring of projects in the field of Engineering / Technology / Pharmacy / Architecture / Town Planning / Management / Applied Arts & Crafts and for the development of an AICTE approved Technical Institution.

e Developing emerging sectors of knowledge/innovative schools of thought in the field of ‘Technical Education’.

f As a part of the objectives of the DVP, a DVP Fellow may provide technical consultancy to a developing institution located in a nearby area of the host institution, where the Emeritus Fellow can devote a part of his time (20 percent of total time) for giving impetus to consultancy, research, redesigning of courses, industry-institute-interaction, formulation for research of those projects for which expertise is not available in the ‘adopted’ institution.

g The honorarium indicated above will be over and above any superannuation benefits, the DVP may be in receipt of.

h The contingency funds will be used for inputs needed for various developmental activities undertaken by the DVP in the adopted institution.


i Change of host institution is usually not allowed.

j A DVP will be allowed to avail Forty Five (45) days of leave in a year with honorarium. Leave will be sanctioned by the Host Institution

k A feedback shall be submitted by the DVP at the end of first year and at the end of the tenure.

a An “AICTE-INAE Travel Grant Scheme” for Engineering Students to present papers abroad has been launched for enhancing the quality of engineering education in the country. CHAPTER - 24 AICTE-INAE-TG


25.1.1 objective

a AICTE and INAE have launched the AICTE-INAE TEACHERS RESEARCH FELLOWSHIP SCHEME for Engineering Teachers for Doctoral Research in Central Laboratories in order to promote a research culture amongst the faculty in AICTE approved engineering institutions. Under this scheme, engineering teachers in AICTE approved engineering colleges/institutions shall be sponsored to pursue research in Council of Scientific and Industrial Research (CSIR) and Defense Research and Development Organization (DRDO) laboratories leading to the award of a PhD degree in the chosen field of study. The PhD degree will be awarded by the concerned organizations of CSIR and DRDO. The period of association of the engineering teachers selected under this scheme will be a maximum of three years. The age of the candidate should be 35 years or below

CHAPTER - 25 AICTE-INAE-TRF


26.1.1 objective

a Scholarship Scheme to Girl Child (SSGC) is an endeavour by AICTE provided to promote technical education (Engg., Architecture, Pharmacy, applied arts etc.) at Degree and Diploma levels to a girl child. It has been found that at the level of Technical Education, the ratio of girl's student decreases. The scheme is to support a girl per family. SSGC aim is to contribute towards the education of academically inclined girl children across India wanting to pursue technical education.

26.1.2 Eligibility

a The girl should be an Indian citizen.

b Only one girl candidate per family may apply for the scholarship.

c The scheme is applicable to a girl child who has taken admission in regular, full-time 1st year course in an undergraduate Degree/Diploma course in any AICTE approved Govt. / Govt. Aided Institutions/University departments imparting technical education.

d The applicant must not be receiving any other scholarship/ Tuition fee reimbursement from another organization.

e The applicant must not have been a previous recipient of SSGC scholarship from AICTE.

27.1.1 Objectives

a There are many differently- able (DA) students who could not continue their higher studies due to lack of financial assistance. As supporting hand for these talents the Council has introduced the scheme “Scholarship to Differently- Able (DA) Child” to promote technical education (Engg., Architecture, Pharmacy, applied arts etc.) at Degree and Diploma levels to these students. The aim is to contribute towards the education of academically inclined DA child across India wanting to pursue technical education.

27.1.2 Eligibility

28.1 GUIDELINES FOR PG GRANT SCHEME FOR GATE/GPAT QUALIFIED STUDENTS

(a) Post graduate scholarship of Rs. 8,000/- per month is awarded by AICTE through its Post

Graduate Scholarship Scheme to full time GATE/GPAT qualified students admitted to

M.Tech/M.Pharm courses in AICTE approved institutions and University Departments

subject to the condition that they do not receive any financial assistance from any other

sources during their course of study in the Institute. The scholarship is tenable for 24

months and is not extended under any circumstances. Continuity of Scholarship will not

be considered under Medical Ground.

(b) It will be obligatory for every post-graduate student to undertake 8 to 10 hours (per

week) of work related to teaching and research activities as assigned to him/her by the

institute. This could include tutorials, laboratory classes, development and maintenance

of laboratories, assistance in research and development activities undertaken by faculty

members, maintenance and operation of Computers and other central facilities,

assistance in library, etc.

(c) The Scholarship may be discontinued at any time for any kind of misconduct by the

student, like involving in the act of ragging etc., receiving the same, as judged by a

Disciplinary Committee of the Institution.

(d) Scholarship should not be given to PG students who have passed the GATE/GPAT

examination during the second year of study.

(e) The student shall be required to give an undertaking to the effect that he/she would not

leave the course midway.

(f) During the course of studies, the student shall not receive any emoluments, salary,

stipend, etc. from any other source.

(g) In no case the scholarship will be continued for a period of more than 24 months.

CHAPTER - 28 PG SCHOLARSHIP


(h) Foreign students are not eligible for the GATE Scholarship.

(i) The students, who are admitted to AICTE approved P.G. Course (ME/M.Tech./Master of

Pharmacy) are only eligible to receive the GATE/GPAT scholarships.

(j) No salary grant or any other grant eg. Contingencies, Library, Books etc. would be given

to any of the Institute/College/University under this scheme in compliance with the

directions of GOI, Ministry of HRD, Director of Higher Education, Technical Section – I

conveyed vide F. No. 9-2/2007-TS.I dated 22nd July, 2008.

(k) PG Scholarship to passed out students is not admissible. However, same can be

reimbursed to the College/Institute/University if the student has been paid scholarship in

anticipation of the receipt of the Grant from AICTE. In such cases, the Budget Proposal

may be referred for reimbursement to AICTE duly supported with documentary evidence

in token of having made the payment viz. disbursement of receipt on revenue stamp.

(l) The AICTE may impose any other conditions as deemed necessary from time to time and

the decision of the AICTE shall be final and binding upon the recipients i.e.

University/Institute/College who are under the ambit of the AICTE for receipt PG

Scholarship.


28.1.1 OBJECTIVE

a The ‘Indian National Digital Library in Engineering Sciences and Technology (INDEST) Consortium’ was set up in 2003 by the Ministry of Human Resource Development (MHRD) on the recommendation of an Expert Group appointed by the Ministry. The Indian Institute of Technology (IIT) Delhi was designated as the Consortium Headquarters to co-ordinate its activities. The Consortium enrolls engineering and technological institutions as its members and subscribe to electronic resources for them at discounted rates of subscription and favorable terms and conditions. The benefit of consortia-based subscription to electronic resources is not confined to its core members but is also extended to all educational institutions under its open-ended proposition. 60 Govt./Govt.-aided engineering colleges are provided to access to selected electronic resources with financial support from the AICTE and 1015 engineering colleges and institutions who joined the Consortium has now grown to 1269. The Consortium was re-named as INDEST-AICTE Consortium in December 2005 with the AICTE playing a pivotal role in enrolling its approved engineering colleges and institutions as members of the Consortium for selected e-resources at much lower rates of subscription. The objectives of INDEST-AICTE consortium are as follows:

1. To subscribe electronic resources for the members of the Consortium at highly discounted rates of subscription and at the best terms and conditions.

2. To extend the benefit of consortia-based subscription beyond the core members to other engineering and technological institutions.

3. To impart training to the users and librarians in the members institutions on subscribed electronic resources with an aim to optimize the usage of subscribed electronic resources.

4. To find more avenues of cooperation and interaction amongst member libraries.

5. To increase scientific productivity of member institutions in terms of quality and quantity of publications.

6. To help new engineering institutes and colleges to make the right choice of e-resources.

7. To find more avenues of co-operation and interaction with other consortia.

During the last four financial years under mentioned amount grant-in-aids were released for the exciting 60 institutions.
