Trade NoticeOn -line Registration of Contracts for Export of Basmati Rice

Vide Notification No. 18/2015-20 dated August 1, 2016 issued by Director General of ForeignTrade, Govt. of India, New Delhi (DGFT), the export of Basmati Rice is allowed subject tocertain conditions one of which is registration of contracts with the APEDA, New Delhi, prior tothe shipment.

APEDA has, therefore, evolved the following procedure for on-line Registration of Contractsand issuance of Registration-Cum-Allocation Certificate (RCAC). Other conditions of DGFTnotification and requirements of importing countries are as follows:

1. Grain of rice to be exported shall be more than 6.61 mm of length and ratio of length tobreadth of the grain shall be more than 3.5.

2. Export is permitted through Custom EDI ports. Export is also permitted through non­EDI Land Custom Stations (LCS) on Indo Bangladesh and Indo-Nepal border subject toregistration of quantity with DGIFTRegional Authorities (RAs) Kolkata and Patna andsuch other RAs as notified by DGFTfrom time to time will be the designated RAsfor thepurpose of such registration of quantity.

3. Exports of empty printed gunny bags with Markings indicating the product being IndianBasmati Rice, in whatever manner, are not permitted except when exported along withthe consignments of Basmati Rice, in which cases also, the same shall not exceed 2 % ofthe total number of filled gunny bags of Basmati Rice being exported.

4. In case of un-bagged Indian Basmati Rice being exported in bulk or in bags of 50 kgs orabove, the exports of empty printed gunny bags with Markings indicating the productbeing Indian Basmati Rice, in whatever manner, shall also be permitted to the extent ofactual requirements considering the total quantity of the consignment and sizes of theempty bags being exported.

5. Export of Basmati rice shall not be permitted on the basis of Document againstAcceptance (D/A) unless such export is covered either by Bank Guarantee or ECGCGuarantee.

6. Export to Russia Federation is permitted subject to pre-shipment quality certificationissued by APEDA authorized laboratories as updated on APEDA website from time totime

7. Export to USA will be allowed only from the rice mills/ processing units registered withDirectorate of Plant Protection, Quarantine and Storage, Dept. of Agriculture, Co­operation and Farmers Welfare, Govt. of India in accordance with OM F.n0119-36/2010-POD(Vol V) dt. 04.02.2016.

8. For export to Indonesia pre-shipment testing is required from one of the laboratoriesapproved by the Indonesia Agriculture Quarantine Agency.

9. For export of rice to Iran pre-shipment inspection is required in accordance with APEDATrade Notice dated June 17,2014.

10. As per DGFTNotification No. 29/2015-2020 dated 4th November, 2019 , with immediateeffect exports to EU Member States and other European Countries is permitted subjectto issuance of 'Certificate of Inspection' by Export Inspection Council (EIC)/ ExportInspection Agency (EIA). Accordingly applicants would be required to uploadtCertification of Inspection' issued by EIC/EIA while applying online for issuance ofRCAC by APEDA for export of Basmati Rice to to EU Member States and otherEuropean Countries

11. Export to China is permitted from Rice establishments approved by GACC.

12. Export to Saudi Arabia will be permitted to rice establishments which have adoptedinternational standards for food safety management such as ISO 22000 and / or HACCPw.e.f November 1, 2019. Merchant exporters can export Basmati Rice to Saudi Arabia,however, before issue of RCACthe applicants will be required to upload a certificatefrom rice establishment from where the rice has been purchased

13. This trade notice is being issued by APEDA in supersession of all previoustrade notices issued in respect of on-line registration of contracts for exportof Basmati Rice.

Procedure Application for registration of contracts for export of Basmati Ricewill have to be filed by the exporters on-line at APEDA websitew_ww.al2eda.gov.in using the USER ID and Password provided tothe registered member exporters. A scanned copy ofLC/contract/proforma invoice has to be uploaded before filing theapplication for registration of contract.

Applicant will declare specifically that export is not beingundertaken on the basis of Document against Acceptance (D/A)unless such export is covered either by Bank Guarantee or ECGCGuarantee.

: As approved by Department of Commerce vide F.No. 12/8/2008-EP(Agri.lll) dated November 3,2014 processing charges at the rateof RS.35-40 per MT (Rs. 30 per MT plus GST @ 18%)of thecontracted quantity shall be paid through on line paymentgateway. Any change in Service Tax will be applicable as and whenannounced by the Govt.

The exporter shall submit a copy of the relevant certificates issuedfrom laboratories or EIC/EIA along with the application forissuance of Registration-Cum-Allocation-Certificate (RCAC) inAPEDA.

The application shall be scrutinized with the soft copy ofLC/contract/proforma invoice submitted on-line and a RCAC shallalso be issued on-line and made available on the login page of theapplicant at APEDAwebsite. The applicant may take a printout ofthe RCAC for submission to customs along with other exportdocuments.

The RCACshall be issued to all the exporters with its validity forshipment up to 45 days from the date of issue. Therefore, whileapplying for registration of contract exporters are advised toensure that the quantity applied for registration is the one which isplanned to be shipped in next 45 days.
