Subject: GINAHGULLA ROAD, BELLEVUE HILL – REQUEST FORPEDESTRIAN CROSSING

Author: Frank Rotta – Traffic EngineerFile No: 179. Pt1Reason for Report: To seek approval for the installation of a pedestrian crossing in Ginahgulla

Road at Victoria Road to improve safety for the students of Scots College.

Recommendation:

A. That approval be granted for the installation of a marked pedestrian crossing and theassociated signposting and linemarking across Ginahgulla Road at its intersection withVictoria Road, Bellevue Hill.

Background:

Workcover has issued Improvement notices to Scots College on Occupational Health &Safety grounds in relation to pedestrian movements across Victoria Road and GinahgullaRoad in the vicinity of the school.

The school has contacted Council requesting the provision of a pedestrian crossing acrossGinahgulla Road at Victoria Road (to supplement the existing signalised crossing at VictoriaRoad) to improve the safety of pedestrians / students of Scots College, before and after schooland in situations where the students and teachers have to cross Ginahgulla Road and VictoriaRoad when going from one campus to another.

Refer to Annexure 1 for a locality map.

Proposal:

Figures from the draft Colston, Budd Hunt & Kafes Pty Ltd report being prepared for thecollege indicate that the peak hour morning vehicular volumes in Ginahgulla Road reach 365vehicles/hour and the peak hour afternoon vehicle volumes reach 275 vehicles/hour.

The following extract from the report is provided to detail the pedestrian movements at thislocation:

2.16 In addition to traffic counts, the number of pedestrians/students crossingVictoria Road at various locations was also observed during the morning andafternoon survey periods. The pedestrian counts found that a total of some 550 to650 pedestrians per hour crossed Victoria Road at the existing pedestrian signalslocated north of Ginahgulla Road during the morning and afternoon peakperiods. The majority of these pedestrians/students were observed to subsequentlycross Ginahgulla Road uncontrolled, in order to access the senior schoolbuilding and Fairfax House.

It should also be noted that considerable usage will also be made of this crossing during theday by teachers and students as they go from one campus to another.

Conclusion:

Based on the lower of the above figures, the warrant for a marked pedestrian crossing inGinahgulla Road at its intersection with Victoria Road is exceeded. In respect to the sightdistances required, when the 40km/hr school zones are applied, the sight distance required inGinahgulla Road and at both approaches from Victoria Road are met as vehicles approachingthe crossing from Victoria Road would have to slow down to turn into Ginahgulla Road.

It is therefore considered that the installation of the marked pedestrian crossing in GinahgullaRoad at its intersection with Victoria Road and all of the associated signage and linemarkingswould improve pedestrian safety for people crossing Ginahgulla Road at this location.

Identification of Income & Expenditure:

The cost of installing the marked pedestrian crossing and all of the associated signs andlinemarkings to be met by Scots College.

Recommendation:

A. That resident permit parking not be introduced in Salisbury Road, Plumer Road,Balfour Road and Powell Road, Rose Bay

C. That the previously approved 15 Minutes 7.00am-10.00am, 3.00pm-6.30pm Monday toFriday restrictions outside the childcare centre in Balfour Road be altered to 15 Minutes7.30am-10.00am, 3.00pm-6.30pm Monday-Friday.

Background:

At its meeting held on 29 March 2005 Council resolved:

“That a report be brought to the Community and Environment Committee Meeting onthe introduction of a residential parking scheme in the general area of O’Sullivan Road,Plumer Road, Salisbury Road and Balfour Road, particularly having regard to the child carecentre which has been approved to operate in Balfour Road.”

This matter has been investigated and has been referred to the Traffic Committee forconsideration.

Issues:

The basis of Council’s investigation was to initially determine if a parking problem exists inthis area and secondly, if a problem does exist, to determine the cause of this problem. It hasbeen suggested that commuter parking is a problem in the subject area.

Council has conducted parking surveys in O’Sullivan Road, Plumer Road, Salisbury Roadand Balfour Road, Rose Bay. Council’s initial survey was conducted during daylight hours,mid-week, and provided the following results:

As a result of these medium-to-high occupancy rates a further survey was conducted (day andevening, mid-week) to identify the type of parking in these streets. The results of this surveyare summarised below:

An assessment of the parking conditions in each of these streets is presented below:

O’Sullivan RoadParking volumes in O’Sullivan Road were found to be moderate during the day withonly 53%-55% of parking spaces occupied during mid-afternoon. Parking by residents(Note: three-quarters of vehicles have been identified as resident’s vehicles) increasesoccupancy overnight and in the mornings to between 74% and 76%. The currentsurveys show that at least 1 in 4 spaces (ie. 20 spaces) are vacant in O’Sullivan Road atthe periods of highest parking demand and that most of the vehicles parked at that timeare residents’ vehicles.

The major influence at present in O’Sullivan Road is parking by residents and is not aresult of significant intrusive parking by visitors/commuters etc. O’Sullivan Road doeshowever have residents permit parking at this time, this parking scheme having beenintroduced to offset the past influence of excessive parking of ferry commuters, boatsand trailers in this street. It is recommended that this resident parking be retained. Theremoval of these zones would result in severe over-parking by ferry commuters, boatsand trailers in this street as has happened in the past.

It is proposed that the existing permit parking zones be retained in O’Sullivan Road.

Balfour RoadParking in Balfour Road during the two surveys varied from a low of 69% to a high of85%. Whilst peak demand was exhibited in the evenings and mornings, demand wasrelatively consistent throughout the day and would be classed as high.

Examination of survey data shows that parking of residents’ vehicles is medium-to-highranging from 57%(3pm) to 84%(9pm) to 91%(6am). This overnight parking in this areais clearly a result of the number of residents’ vehicles in this street and is not due to anexternal influence. Whilst some commuter parking may be occurring in Balfour Roadparking is available during the daytime. In these circumstances the introduction ofresident permit parking would provide little benefit to residents.

Balfour Road is also the location of the childcare centre, which is the subject ofCouncil’s resolution. As a condition of approval six (6) new 15 Minute 7am-10am,

3pm-6.30pm Monday-Friday spaces have recently been introduced on the western sideof Balfour Road immediately south of New South Head Road. Survey data shows thatbetween 13-17 spaces are now available in Balfour Road between 9am-3pm. Therestriction of six (6) spaces may cause some minor inconvenience to residents whoarrive home during the periods of operation of these new restrictions, but will notimpact on parking during the periods of highest demand (ie. overnight).

Discussions have been held with the owner of the childcare centre and the owner hasconcurred with a proposal to reduce the morning pick-up zones to 7.30am-10am in lieuof the existing 7am-10am as only 2-3 drop-offs occur between 7am-7.30am. This willgive some respite to residents who park overnight and leave before 7.30am.

It is proposed that resident permit parking not be introduced in Balfour Road but thatthe commencement of the existing 15 Minute Parking be amended to begin at 7.30amrather than 7.00am as currently signposted.

Salisbury RoadParking occupancy in Salisbury Road was medium-to-low throughout the surveyperiods with a maximum occupancy of only 58% recorded at the peak demand time(6am). Occupancy rates throughout the day remained below 50% with between 50-60spaces being available between 9am and 3pm.

It is proposed that resident permit parking not be introduced in Salisbury Road.

Powell RoadPowell Road exhibited medium-high occupancy rates varying between 56%(3pm) to80%(9pm) to 83%(6am). Resident occupancy is high with over 75% of vehiclesparking in Powell Street at peak times (ie. overnight) being residents’ vehicles. Duringthe peak demand period ten (10) on-street parking spaces were still available.

It is proposed that resident permit parking not be introduced in Powell Road.

Plumer RoadParking in Plumer Road is consistently medium-to-high with in excess of 60%occupancy being recorded at all times. This high occupancy rate is however expected ina street with light commercial activity in portion of the street. Peak parking demandoccurred overnight at 79% (only 10 spaces available in the street at that time). It shouldbe noted however that 45%-79% of these vehicles were identified as residents’vehicles.

The parking situation in Plumer Road is compounded by a number of unregisteredvehicles being “permanently” parked in the street and this situation has been referred tocouncil’s rangers for appropriate action.

Whilst parking opportunity is scarce it is not proposed to introduce resident permitparking in Plumer Road as parking is available for residents at peak times.

Conclusion:

Whilst parking is problematic at times in the subject area, ample parking is available in theneighbourhood for residents to park at all times. It is therefore not proposed to introducefurther resident permit zones in the area. Existing resident permit zones in O’Sullivan Roadshould be retained to prevent the reappearance of commuter and boat/trailer parking in thisarea. 15 Minute parking restrictions outside the Balfour Road childcare centre should berelaxed by starting at 7.30am in lieu of 7.00am.

A. That the applicant be advised that since the majority of parking in this street is taken upby residents in the evenings and at night, the provision of a Resident Permit ParkingScheme is not warranted and would not be of benefit to residents in this street.

Background:

Considerable correspondence has been received from Mr James O’Donnell of 41 HargraveStreet, Paddington requesting the provision of a Resident Permit Parking Scheme in HargraveStreet, Paddington, between Cascade Street and Elizabeth Street. Councillor Huxley has alsobeen copied into the correspondence on a number of occasions in respect of this situation.

Mr O’Donnell is convinced that at least 15-20 car spaces in this street are used at night bynon-residents, eg sleepovers, people leaving their cars overnight while going to hotels,restaurants etc and collecting their cars in the morning and people from other streets whodon’t wish to purchase parking permits.

He indicates that since there are parking restrictions in Windsor Lane (in the section at therear of No’s. 1-69 Hargrave Street) it is very difficult for these affected residents to find on-street parking space in close proximity to their residence.

Council officers have verbally responded to Mr O’Donnell’s application suggesting that siteinspections had indicated that residents themselves were responsible for using the majority ofthe available on-street parking in this street. Mr O’Donnell denied this and objected to thisassessment since a detailed survey had not been carried out in making this determination. Healso suggested that carrying out such a survey was a waste of Council resources and that allthat was required was the provision of Resident Permit Parking in this street.

Issues:

In order to get a true picture of the situation, to ensure that available resources are allocatedeffectively, it was decided to carry out a number plate survey on both sides of HargraveStreet, Paddington between Cascade Street and Elizabeth Street at 9.00am, 3.00pm and8.00pm on Friday 24 June 2005 and 6.00am on Saturday 25 June 2005.

Conclusion:

Parking in Hargrave Street during the survey varied from a low of 62.1% (9.00am Friday 24June 2005) to a high of 95.5% (8.00pm Friday 24 June 2005). Peak demand for parking inthis section of Hargrave Street is in the evenings and overnight.

Examination of the data indicates that parking of residents’ vehicles is medium to highranging from 53.7% (9.00am) to 58.0% (3.00pm) to 87.3% (8.00pm) to 88.3% (6.00amfollowing morning). The overnight parking in this area is clearly the result of residents’vehicles and not due to an external influence. The introduction of Resident Permit Parking inthese circumstances would prove of little benefit to the residents.

It is therefore considered that Residents Permit Parking should not be introduced in HargraveStreet, Paddington between Cascade Street and Elizabeth Street.

The length of the proposed WorksZone is to be 12 metres and is to be located in the indented parking lane oppositeNo.45A Bay Street in Knox Lane, and is subject to the following conditions:

i. Any directive provided by the NSW Police Department is to be complied with.

ii. The Works Zone is to operate between the hours of 7.00am-4.00pm Mon-Fri and7.00am -1.00pm Sat, for a period of 8 weeks commencing 18 July 2005

iii. Suitable traffic control measures are to be put in place to manage truck movements toand from the excavation site.

iv. The applicant is to ensure that the traffic lanes, footpaths and driveways, adjacent to theWorks Zone, remain free of obstruction at all times during the construction.

v. The applicant is to inform Council’s Traffic Engineer when the project is completed andthe Works Zone can be removed.

vi. This Works Zone is in a non-residential area. The fee payable shall be in accordancewith Council’s adopted fees and charges applying to the period for which the approval isgiven, and must be paid prior to the Works Zone being installed. Should the WorksZone be required for a shorter period, application may be made for a pro-rata refund.

vii. Failure to comply with any of these conditions may result in the cancellation of theWorks Zone at Council’s discretion.

Background:

Renascent Sydney have requested that a Works Zone be installed in Knox Lane opposite 45ABay Street, Double Bay.

The applicant has requested that the Works Zone area:

• Be 12 metres long and positioned on the north side of Knox Lane opposite No.45A BayStreet in the indented lane of parking in the one-way street.

• Operate Monday to Friday 7am – 4.00pm and Saturdays 7am – 1.00pm for a period of 8weeks, and be in place from 18 July 2005.

Refer to Annexure 1 for a locality map.

Existing Conditions:

The existing conditions at the location of the proposed Work Zone are summarised asfollows:

• Knox Lane is a 2 lane one-way carriageway with a through lane and a dedicated indentedparking lane.

• Knox Lane is a local road which carries a reasonable amount of through traffic used byservice and delivery vehicles and shoppers.

• Parking at this location is heavily utilised by shoppers.• The proposed Works Zone is currently a commercial area signposted with 2P Parking

restrictions.

Proposal:

The applicant has requested that the Works Zone operate between the hours of 7.00am –4.00pm Monday to Friday and 7.00am - 1.00pm Saturday for a period of 8 weeks. Theprovision and location of the Works Zone is a condition of development consent for the fitout of this cafe at 45A Bay Street, Double Bay.

The requested area is located across the road from No.45A Bay Street in Knox Lane. TheWorks Zone will result in the loss of 2 parking spaces out of the 3 available parking spaces inthis section of the parking bay and will not be popular with the shopkeepers directly adjacentto this loss of parking. However it is directly across the road from where the works is to occurand the proposal is therefore considered reasonable provided that all activity is limited to theextent of the parking lane at all times and the through traffic lane is not affected. Theapplicant must also provide Council with a TMP and Work Method Statement outlining theproposed operation of this Works Zone

The developer is to be made aware that should the Works Zone be required for a periodlonger than the approved period, permission from the Director of Technical Services isrequired to extend the Works Zone.

Background:

Heymann-Cohen Pty Ltd have requested that a Works Zone be installed in Pacific Streetopposite No.4, Watsons Bay.

The applicant has requested that the Works Zone area:

• Be 16 metres long and positioned on the north side of Pacific Street opposite No.4 in thesingle lane of parking in the one-way street.

• Operate Monday to Friday 7am – 4.00pm and Saturdays 7am – 1.00pm for a period of 70weeks, and be in place from 1 August 2005.

Refer to Annexure 1 for a locality map.

Existing Conditions:

The existing conditions at the location of the proposed Work Zone are summarised asfollows:

• Pacific Street is a 2 lane one-way carriageway with a through lane adjacent and a parkinglane across the road from the affected property.

• The through lane adjacent to the property is regulated by ‘No Stopping’• Pacific Street is a local road which carries little traffic in the colder months but is heavily

used by the general public in the warmer months.• Parking at this location is utilised by the local residents.

Proposal:

The applicant has requested that the Works Zone operate between the hours of 7.00am –4.00pm Monday to Friday and 7.00am - 1.00pm Saturday for a period of 70 weeks. Theprovision of the Works Zone is a condition of development consent. The applicant hasrequested that the Works Zone be removed during periods when it is not used and it isconsidered that in order to appropriately manage this intermittent requirement, that authorityto reinstate the Works Zone at any time during the requested 70 week time frame be given tothe Director of Technical Services without the need for further approval through theWoollahra Traffic Committee and the Community & Environment Committee. The applicantwill be required to provide two weeks notice for the reinstatement and/or removal of theWorks Zone and that the fees for the further time frame must be paid prior to thereinstallation of the zone. It is recommended that this management method of the WorksZone will enable the parking space to be used at times when the Works Zone is not required.

In an email dated 24 June 2005, the applicant has requested that the initial Works Zoneperiod be reduced to 8 weeks from mid-August 2005. The applicant has also agreed to areduction in length of the Works Zone to 8 metres, as the zone is located entirely in front ofanother property across the road from the development site. This will result in the loss of oneparking space while the Works Zone is signposted and in operation. However the provisionof the zone is considered reasonable provided that all activity is limited to the extent of theparking lane at all times and the through traffic lane will not be affected. The applicant mustalso provide Council with a TMP and Work Method Statement outlining the proposedoperation of this Works Zone.

The developer is to be made aware that should the Works Zone be required for a periodlonger than the approved period, permission from the Director of Technical Services isrequired to extend the Works Zone.

Subject: WALLIS STREET, WOOLLAHRA – PROPOSED TRAFFICCALMING SCHEME

Recommendation:

A. That WMC Plan 14748_01 (Amendment E - dated 28/06/2005) be adopted.

B. That the Committee note that the construction details will be amended to incorporatethe construction recommendations detailed in the BIKEast submission.

Background:

At its meeting held on 11 November 2004 Council resolved:

A. That drawing no.14748_b.dwg (sheets 1 & 2), as amended by the committee,detailing the proposed traffic calming system on Wallis Street at Woods Avenueand Nelson Street, Woollahra be approved.

B. That the approved drawing no.14748_b.dwg (sheets 1 & 2) be forwarded toresidents of Woods Avenue and Wallis Street between Ocean Street and EdgecliffRoad and advertised in the Wentworth courier.

C. That subject to no substantial objections being received, the proposed works beimplemented.

D. That Woollahra Council liaise with Waverley Council to arrange installation ofconsistent bike route signage on both sides of the overbridge.

These plans were subsequently placed on public display and local residents were advised byletter-drop in May 2005. Public comment was invited up to 10 June 2005.

Submissions

A total of seven submissions were received with five respondents being generally in favour ofthe proposal and two respondents opposed to the proposal. In general terms the proposal hasbeen accepted by the local community.

The matters raised in these submissions and assessments of these matters are detailed below:

• Submission A - ResidentThe writer suggests that speed humps be introduced to reduce vehicle speeds inWallis Street.Speed humps are not recommended as they will cause problems for cyclists and will notbe necessary as other traffic facilities proposed in Wallis Street will assist in reducingvehicle speeds.

• Submission B - ResidentThe writer suggests that these traffic facilities are being introduced specifically forthe benefit of the Temple Emmanuel Kindergarten and therefore should be fundedby this kindergarten and not by Council.This is not the case as these facilities are being proposed as a result of long-term demandfor children/elderly pedestrian and cyclist safety. Additionally this section of WallisStreet forms part of the adopted Woollahra Bike Plan.

• Submission C - ResidentThis respondent states that traffic speeds are low in Wallis Street and questions thewarrant for these facilities.Council has for some time received complaints about pedestrian and cyclist safety inWallis Street. Whilst the introduction of 50kph speed limits has seen a general reductionin vehicle speeds in Wallis Street from 60kph in 1994 to 50kph after 1998 (85th

percentile), high pedestrian and cyclist volumes justify the current proposal.

• Submission D - ResidentThe writer requests that kerb extensions be constructed at the intersection of WallisStreet and Woods Avenue to improve pedestrian safety by improving sight distanceof vehicles travelling north.A suitable kerb extension is included in the current proposal.

The writer requests a speed hump at the Wallis Street/Woods Avenue intersection.Speed humps are not considered desirable (See A above).

The writer also suggests the introduction of meter parking, presumably withresident exemption, as Wallis Street is heavily parked by office workers from BondiJunction.This matter will be considered in conjunction with the future review of resident parkingschemes within the municipality.

• Submission E - ResidentThe writer requests that more action be taken to reduce vehicle speeds in WallisStreet and questions the introduction of Give Way on Wallis Street east of NelsonStreet.These matters are considered later in this report.

The writer also requests retention/expansion of resident permit parking zones.This matter will be considered as part of future reviews of the resident permit scheme inthis area.

• Submission F – Resident/Multi-ownerThe writer states that the proposal will not address existing traffic problems ofnorthbound traffic in Wallis Street performing U-turns or three-point turns at theWoods Avenue intersection.The current proposal does not address this matter, as scope does not exist to provide astandard 15 metre turning circle at this intersection. Whilst not ideal, these movementsare being performed daily by drivers without incident. It should be noted that it is nowproposed to introduce a Stop sign on the western leg of Wallis Street and to narrow thecarriageway at this intersection, thereby reducing vehicle speeds and improvingopportunity for turning manoeuvres.

The writer also states that drivers will be forced to cross the proposed unbrokencentre line when motorists’ double park to pick-up/drop-off school children.This is an enforcement issue and the illegal double parking will be addressed byCouncil’s rangers.

The writer additionally suggests that a bike lane on either side of Wallis Street isnot required.It should be noted that the provision of a single, two-way bike lane on the carriageway,in lieu of the current proposal would be expensive and would result in considerable lossof valuable on-street parking. Whilst a shared bike/pedestrian footpath could bephysically introduced on the northern footpath of Wallis Street, Council does not favourthe use of shareways where alternative treatment is practical and where highpedestrian/cycle conflict exists.

• Submission G – BIKEastBIKEast has made a detailed submission which has raised numerous issuesincluding both traffic and construction design matters. The pertinent matters are:

a. Introduce advance pedestrian/bike warning signs (W6-9 & W8-23) in Wallis Streetapproximately 50 metres either side of Nelson Street.

This proposal is supported.

b. Introduce advance bike warning signs (W6-7 & W8-23) in Wallis Streetapproximately 50 metres west of Woods Avenue.

This proposal is supported as regulatory control of three legs of a cross intersectionin non-standard and is confusing for drivers.

c. Delete proposed Give Way on eastern leg of Wallis Street at Nelson Street.This proposal is supported.

d. Introduce No Stopping and marked L5 bike lane around Wallis Street/WoodsAvenue intersection (for westbound cyclists).

This proposal is not supported. Council proposes to redirect eastbound traffic by theconstruction of kerb extensions and therefore ample scope exists for separateparking lane and bike lane on the southern side of Wallis Street. It is recommendedhowever that an L5 bike lane and green pavement be introduced across thisintersection to highlight the presence of crossing bike traffic. It is also recommendedthat the painted bike lane edge line be extended on the northern side of Wallis Streeteast of Woods Avenue to separate bike and car traffic.

e. Install shared pathway signs (R8-2) in Wallis Street between Ocean Street andWoods Avenue, and on the approach to the Nelson Street bridge.

This proposal is supported.

f. Install Stop sign in lieu of proposed Give Way sign in Wallis Street at WoodsAvenue.

This proposal is supported.

g. Terminate bike lane markings at end of pedestrian refuge in Wallis Street west ofNelson Street to permit cyclists to merge with vehicles.

This proposal is supported.

h. Painted centre-of-road right-turn bike pavement marking across the Wallis StreetNelson Street intersection.

This proposal is not supported. This proposal is incompatible with the proposed bikeroutes, as the current adopted bike routes in Wallis Street do not continue east ofNelson Street.

i. Construction details.The construction details listed in the submission by BIKEast, including widening ofkerb ramps and the use of construction standards will be incorporated into Council’sfinal construction plan.

Summary:

Whilst the majority of respondents generally support the proposal, considerable comment hasbeen received suggesting that further action should be taken to reduce vehicle speeds inWallis Street. Observation of this street shows that vehicle speeds are within acceptable limitswhen the street is occupied by drivers’ picking-up and dropping-off children, however speedsincrease dramatically when unrestricted passage is available. It is therefore proposed tofurther inhibit vehicle speeds in Wallis Street by:

• Introducing Stop Signs in the western leg of Wallis Street at its intersection with WoodsAvenue. In conjunction with proposed kerb realignment at this location, this willdramatically reduce the speed of vehicles entering from Ocean Street/Oxford Street.

• Reversing Stop sign priority from Wallis Street to Nelson Street. At present priority atthis intersection is given to Wallis Street with Stop sign(s) on Nelson Street. Council hasno historical data to determine why the priority at this intersection is given to WallisStreet, however it is likely that this priority was given simply on the basis that WallisStreet has higher traffic volumes. No traffic accidents have been recorded at thisintersection. Although Nelson Street has lower traffic volumes than Wallis Street it wouldbe practical on safety grounds to reverse priority at this intersection, thereby forcingdrivers to stop at the location of highest pedestrian and bike conflict (ie. at the pedestrianrefuge west of Nelson Street).

These combined actions will significantly reduce vehicle speeds and volumes, as this routebecomes less attractive as a by-pass route.

Recommendation:

A. That the concept plan 14900-01 dated 27 June 2005 of the proposed works toimplement a dedicated cycle lane for southbound traffic in Brown Street, Paddingtonbetween MacDonald Street and Glenmore Road be approved for implementation.

Background:

At Community & Environment Committee meeting dated 30 May 2005, it was resolved that:

C. That the need to provide a dedicated cycle climbing lane for cyclists in BrownStreet (southbound) between MacDonald Street and Glenmore Road, Paddington, bereviewed in consultation with BIKEast.

Proposal:

An investigation of the turning movements reveals that it is possible to provide a dedicatedcycle lane for southbound bicycles. To achieve this, the unbroken centre line needs to bemoved 1.4 metres in a westerly direction. The splitter island on the north side of the BrownStreet / Glenmore Road roundabout would also need to be demolished and replaced with apainted island approximately 1.4 metres west of its current location as shown on the conceptplan attached.

The current kerb to kerb distance in Brown Street is 10.4 metres. The proposed plan allowsfor a 3.5 metre lane for traffic travelling south to north. There will be a 2.3 metre wideparking lane, a 1.4 metre wide bicycle lane and a 3.2 metre wide travel lane for motoriststravelling north to south in Brown Street at this location.

Conclusion:

The above usage of available road space in this section of Brown Street achieves theprovision of dedicated bicycle lane in the uphill section of Brown Street between MacDonaldStreet and Glenmore Road while maintaining the four car parking spaces on the eastern sideof Brown Street at this location.

The roundabout will accommodate all but the very large rigid vehicles which may need toencroach onto the already mountable roundabout at the Brown Street / Glenmore Roadintersection.

Identification of Income & Expenditure:

Funds for the implementation of the above Bicycle Plan works have been provided in thecurrent Capital Works Budget.
