The meeting was called to order at 2:00 pm.

I. APPROVAL OF MINUTES The August 26th, 2013 minutes were approved.

II.a. ARTICULATION OFFICER REPORT Leonor Aguilera reported. Leonor distributed an Articulation Officer Report handout. The report covers Course Identification Numbering System (C-ID) updates, course-to-course articulation updates and other articulation updates. Geology 101 and 101L were resubmitted for C-ID approval. Effective fall 2013, SCC received course-to-course articulation for various courses to CSU Long Beach, CSU San Bernardino, San Francisco State, San Jose State and UC Davis.

II.b. STUDENT LEARNING OUTCOMES AND ASSESSMENT UPDATE Joyce Wagner reported. The percentage of courses with completed assessment has decreased due an increased number of new courses which have not been scheduled. There are 616 actively in-rotation credit courses in the 2013-14 Catalog. Of these 616, only 47 (7.6%) have declared assessment cycle schedule for fall 2013 or beyond. Department chairs are to submit cycle of assessment for courses by September 23rd,

2013. The goal is to view assessment as a full loop by identifying changes necessary in curriculum and evaluating the success of the changes. Rudy Tjiptahadi is compiling a table of follow-up information from the 5-column Nichol chart, under the Plan of Action column. The summary will be distributed to department chairs. The survey for Liberal Arts graduates will not be ready for implementation for this year’s graduates. Rudy has created a “Proposal to Assess PSLOs in Liberal Arts Programs using Mapping Database”. Course SLOs will be mapped to program SLOs and Rudy would need to run a statistical validation study to determine if grades reliably predict SLOs (i.e., can it be verified that students who received a letter grade of A or B consistently meet the SLOs for that course). A program outcomes portfolio would be created for each graduating student and these portfolios will be aggregated and used to assess PSLO achievement rates. Training for TaskStream is anticipated for January 2014. A few department chairs may be asked to pilot the system. SLOARC may be restructured with a new chair and new committee members focusing on quality of assessments with a CIC review-like structure.

II.c. ACCREDITATION UPDATE Craig Rutan reported. The Accreditation Steering Committee had their first meeting of the semester on Friday, September 6th. Committees reported progress and continue to work on the Self Evaluation Report.

III. CurricUNET UPDATE Craig Rutan reported. Progress has been slow in the CurricUNET Meta upgrade. A new report was created and the comment handouts provided at the CIC meetings will be generated straight from CurricUNET.

VII. POLICY CHANGES Item 1 was discussed.

The Guidelines for Title 5 Regulations, § 55003, was adopted by the California Community Colleges Board of Governors in 2011. The current board policy, BP6133, permits a writing or computation prerequisites/corequisite/advisory outside of the discipline (not including English or Mathematics) by meeting one of two criteria 1) meets the same requirements established by universities or 2) statistical validation. Using Chemistry 219 as an example, the prerequisite of Mathematics 080 (Intermediate Algebra) was added over 10 years ago. Statistical validation must be used since the university requirements already expect students to have transfer level math course completed. The college needs to identify the criteria used to perform a statistical validation. According to the State guidelines, colleges may opt to choose one of the following options 1) statistical validation only, 2) statistical validation in conjunction with content review or 3) content review only. The board must adopt and establish any one of the options. Content review is sufficient for computation or writing composition. During content review, a clear set of skills students need to complete the established means of assessment to obtain objectives of the course. More detail will need to be provided on the Course Outlines of Record (CORs) to ensure the assessment can be done. The Associate Degrees for Transfer (ADT) are mandated by the State. If a course is designated as C-ID on an ADT, the course must be C-ID approved by June 2014. C-ID is not a means of validation for prerequisites. For example, Economics 120 and 121 need to have a prerequisite added to the course to gain C-ID approval. If not approved in time, the Associate in Science in Business Administration degree may be rescinded. The council members were asked to discuss content review with their departments. At the Academic Senate Retreat, faculty expressed interest but no feedback has been provided. The faculty will need to work with Santa Ana College (SAC) and the district to develop a plan of action for implementation. Course enrollment needs to be a consideration to avoid a “bottle neck” effect as well as additional resources for courses not in English, Reading or Mathematics. Student success should improve but initial enrollment shifts may not make students happy. The Board of Trustees must approve the implementation plan before any policy can be proposed. Implementation planning can take up to one (1) year. Policy is a mutual agreement and must be driven and approved by both faculty and administration.
