CZ/AR Documents formats – CZ reported that he had published the documents for Diocesan Council on the website and some members agreed that they had found them useful. Others still needed access passwords, CZ will contact A Walker to supply these. KH suggested that all of the main papers should be combined into one large PDF format document as they come in, as this makes it easier to print them off.

GD St. Bride’s, Hyndland/ Kelvinside – GD has met the vestry and has appointed himself interim priest. Post advertised, Full stipend planned.

GD Port Glasgow, Kilmacolm & Bridge of Weir – Revd. Heller Gonzalez appointed and is being licensed on Sat 30th May at Port Glasgow.

GD Stewartry Ministry – GD reported that he intended to link Dalbeattie and Castle Douglas and appoint a full time stipendiary curate in Autumn next year. David Bayne will become Rector of both CD and Dalbeattie later this year. Kirkcudbright and Gatehouse advertised for full-time Rector with diocesan stipend support from the Gordon Fund.

IB Holy Trinity, Kilmarnock – Rectory renewed within budget, vestry have prepared a vacancy profile, some concern over half stipend affordability, and following discussion at BSG, it has been decided to look at options to support a FT incumbent, perhaps with assistance from St. Ninian’s, Troon. Intention is to lease the rectory for 6 months and develop the post early in 2016. There is a history of links between Kilmarnock and Troon.

5. Care of Diocesan Resources
5.1 Treasurer’s Report
2015-05-06
BB Knightswood – BB reported on an issue at Knightswood regarding the invoice for final ground clearance following demolition of the rectory. Diocesan Council approval is needed as the sum involved is over £5,000. BB requested that Council allow him to pay this from the Holy Cross, Knightswood account, and it would appear against the 31st November 2015 account. The auditor will be consulted. Council agreed.

Heart for the City – BB reported that a secured loan given to Heart for the City back in 2007/08 for £30,000 to help them secure property in Maryhill had now been fully repaid as they have moved to alternate premises. In response to DS, BB confirmed that there had been a small amount of interest received. Bishop Gregor felt that the whole episode had been a lesson learned, and not to be repeated. KM remembered being involved in the early days of the project, and was glad we had reached a point of no return. IB noted that there are tensions in the Kenyan community, and with the priest in charge in particular.

KM/GD Heart for the City Anglican Links - KM asked about the new location and wondered if Lukas Njenga was still styling himself an Anglican priest. Bishop Gregor remarked that he had no authority from him to call himself an Anglican priest. TW noted that on some of his websites, there was reference to Lukas being an Anglican priest. GD said that he would take steps to remove such inaccuracies from such websites.

LI/GD East End and Heart for the City - LI noted that, as he was interim priest in the East End, he was concerned about the charity and their activities. Bishop Gregor agreed to discuss the matter with LI.

KH/DB Private Churches – Both KH and DB remarked on so called ‘private’ churches in their areas, one with a self-styled Bishop. Bishop Gregor made it plain that our Diocese has no relation to any of these ventures, and while accepting that they were hard to prevent, advised clergy not to get involved.

5.2 Management Accounts

BB Management Accounts – these were tabled and BB drew Council’s attention to the following:
Income - Quota was not fully in yet
Dividends – slightly behind due to the nature of companies paying full and interim dividends. Total likely to be up due to Standard Life unexpected payment
Expenditure - Ministry Support – a bit behind mostly due to vacancy for a Canon Missioner
Grants – paid out to St. Mary’s Hamilton
GD asked if the Treasurer was happy with the state of the accounts and BB replied that there were no problems at present.

5.3 Financial Regulations Review
2015-01-19
BB Financial Regulations Review – BB introduced his review paper, highlighting the clarified responsibilities of each party, including financial limits and limits of authority. He had also introduced online banking, and explained that the DPC would be given authority to spend up to £5,000 per annum of each building before getting approval from Council.
In section 4.4 of the review, The Diocesan Treasurer can now pay emergency funds of up to a limit of £2,500, a little like the old Social Responsibility Fund.
The investment section had not changed and Audit is now responsible for the annual return to OSCR.
Questions then followed with KM asking whether the Development Teams had the budgets originally set e.g. Social Responsibility Fund – had it gone to Imaginative Outreach? BB responded that yes, the teams had those budgets and the new clause allowed then to continue as before.
DB asked BB if the online banking procedures could be made available to other interested charges, and BB agreed they could, whilst pointing out that they required a minimum of two people using the system to operate successfully.

Section 4.4 – Further debate then took place over section 4.4, which gives the Diocesan Treasurer authority to spend up to £2,500 in an emergency, to applicants with the prior approval of either the Bishop or the Dean. KH felt that this might not be the best use of funds, and BB replied that it was for charitable purposes, KH then asked if the word ‘emergency ‘ was correct? KM added that there was a need for this extra money to help charities. BB said that it was useful for when external charities asked for some support, while KH did not see the justification. BB agreed that wording could be changed, but added that it was good to show OSCR that the Church supported others.
IB pointed out that any payments by the Treasurer would only be made following either his or the Bishop’s approval. DS asked if the charities would include DEC such as the recent Nepal earthquake. BB said it could be that, but it was more likely to be nearer home, or to charities using our facilities in churches within the Diocese. Bishop Gregor gave the recent example of a request from a group using St. Mary’s Hamilton. DB asked if we had other sufficient means to grant monies. BB replied that there was a Bishop’s Discretionary Fund. DB added that on one occasion in the past, funds had been needed to pay a rector who had not been paid by his charge for 3 months.
KH repeated that he did not think this was financially healthy and that such payments should be made as grants under section 4.3. ER felt that she would like to know more about the circumstances in which payment would be made. JW added that she was happy with the word emergency and LI agreed but added that his concern was around a definition of who the applicants could be.
Bishop Gregor suggested that we should either withdraw section 4.4 or reword it. BB thought that it could be withdrawn as money can be found within other clauses of the regulations.
KH then proposed that the discussion should be referred back to the BSG and then to the September Diocesan Council. This was agreed by all.

IB Cambuslang/Uddingston – IB reported that Rectory is now being marketed by Fineholm on a six month short term tenancy.

5.4.2 Dean’s Report – Grants and Canon 35 items

IB St. Mungo, Alexandria – IB reported on the success of a grant application from the Listed Places of Worship Roof Fund (LPoW) of £33,500. He also noted that the application for a similar grant for Holy Trinity had been unsuccessful.

5.4.2 Dean’s Report – Special Projects

IB St. Mary’s For All – IB reported that the project is now in its last few weeks, with the main concern being keeping to budget. While the architect is good, they have come across some unanticipated problems, as they hit the last few weeks when the money is being spent.

KH St. Mary’s Cathedral – KH provided some details of the Cathedral project, noting that they were setting up presentations from the three architects to their Development Group over the next two months. Scoping work will take place thereafter and he will share the progress with the Diocesan Council. He also noted that they have good project management experience on the Development Group.

CZ/SM General Synod Membership - CZ reported that he and SM had come up with options for the BSG, but given the issues involved, it had been agreed to review the matter along with the consultation on Regional Councils. BSG had decided to review the Diocesan Constitution, and as such the issue could not be addressed until that had been agreed by Synod. Glasgow NE had been informed as to the clergy to be replaced on General Synod.

CZ Risk Register – CZ explained that he had been asked to devise a risk register for the Diocese. KH added that it was appropriate to look at the Provincial model, as well as other Dioceses. Bishop Gregor noted that the risks would include the whole range from the obvious ones such as steps to meet PVG requirements, to the financial risks, and things like sudden staff absences.

6. General Synod Arrangements

CZ General Synod and Pre-Synod Meeting – CZ reported that all members and alternates would be receiving their General Synod papers from the Edinburgh office this week. A Pre-Synod meeting chaired by the Bishop will be arranged at St. Ninian’s, Pollokshields to go over the agenda, all members and alternates will be invited, on Thursday 28th May.

7. Canon Missioner Update

GD Canon Missioner – A verbal report on progress to fill the vacancy was given by Bishop Gregor, who reported that although there was a panel looking to fill the vacancy, he was acutely aware that we had not had a successful interview to date.
IB added that there had been an interview in March, but it had not been possible to appoint that person. He agreed that the job description was a full one, and probably required review. The meeting expressed a view that the job could perhaps be split and that the link to the Cathedral could be putting some applicants off. MMT said that she thought there were two clear strands, Ministry and Mission, and wondered which is the priority or should the job be split into two? IB responded that Clergy support and adult training (CMD) is very important. MMT thought that the mission role and growing and developing was key.
Bishop Gregor agreed that the issue needed to be progressed again.

LI Unity Enterprise Report – Les Ireland spoke to his occasional report from Unity Enterprise, noting that they held the SEC in high regard, and that they had a good working agreement with us at the former Holy Cross, Knightswood premises.

Diocesan Council 2015-09-19 Treasurer’s Report Financial Regulations: from the last DC meeting, two clauses of the revised regulations were deferred to the BSG for further considerations:- 4.3 (now reads) Grants and or loans of up to £8000 (excluding 4.1 above) can be authorised by the BSG; grants or loans above this limit require the prior approval of DC. 4.4 After due discussion by the BSG this clause has been removed from the new regulations. Ratifications DC are requested to agree to the continuation of the waiving of rent in respect of Diocesan premises at the St Matthew’s Centre, Possilpark (£250 per month) with effect from 1 April 2015. DC are requested to confirm the payment of a grant of £15,000 to St Augustine’s Dumbarton by the Regional Growth Convenors; money drawn from Regional Growth budget. DC are requested to agree to the payment of professional fees amounting to £6490.33 in respect of refurbishment work at the rectory, Holy Trinity Kilmarnock. Management Accounts: report to 31/08/15 has been issued by separate cover. No major concerns on income or expenditure at this juncture. Interim audit to end May 2015 completed with no major issues highlighted. Draft 2016 Budget under preparation. Other matters: Agreement of DC requested to allow treasurer to re-negotiate the terms of the outstanding loan to Holy Trinity and St Barnabas, Paisley. Review of insurance cover for all Diocesan held properties currently being undertaken with Ecclesiastical Insurance. Request for centralised PAYE system from Renfrewshire Region. 2 Risk Register Following a meeting with the Auditor, it was suggested that the Diocese should have a
Risk Register. A draft document has been prepared and the Bishop’s Staff Group are now populating it with risks, and allocating scoring to each risk and recording mitigating actions. Once this exercise is complete, the document will be presented to Diocesan Council for agreement.
3 Provincial I.T. Board Following the resignation of the Diocesan Representative on the provincial IT Board,
Revd Kirsten Freeman has agreed to stand in for the next meeting in November. The post will require to be filled for a full four year term at Diocesan Synod 2016.
4 NHS Hospital Chaplaincies
Sheila Mitchell, Director of Spiritual Care and Health Care chaplaincy for the NHS in Scotland spoke to the BSG on Sept 17th about the new NHS model for hospital chaplaincies.

Occasional Report for the Diocese of Glasgow and Galloway on the work
of Unity Enterprise.
Unity enterprise seems to evolve very quickly at times, with some areas of work continuing, other areas
becoming less important, other areas becoming more important. This has been reflected in a number of
developments over recent times.
The two most significant core areas of work continue:
The provision of carers centres in both north and south Ayrshire continues, although the contract for
the provision of the North Ayrshire Carers centre in currently up for tender (which happens every
three years). Each carers centre has contact with roughly 15,000 people each year, and provides
inspirational support to carers in those areas.
The provision of housing support continues in Glasgow. The Episcopal church has supported this
work considerably by renting to Unity Enterprise the Church of the Holy Name, Knightswood, after
its closure last year. This has allowed Unity Enterprise to have much better facilities in a much more
suitable location.
One area of work which seems to be diminishing is the provision of “Spoon Cafes”. Unity has run cafes at a
number of sites throughout the Central region of Scotland, particularly at FE colleges and large building
projects (eg the commonwealth games village building project). These cafes have provided fantastic training
opportunities for clients of our organisation. However, with the completion of a number of building projects
some have closed, while the cafes in FE colleges have been running at a considerable loss and have been
difficult to sustain. It seems likely that these will close this summer.
One area where work is growing, is in the provision of respite breaks. Unity owns a barge at the Auchinstarry
Marina, and have found that demand for the provision of respite breaks is growing. Unity is also
investigating the possibility of using other venues to provide respite care where a canal barge is not suitable.
Perhaps the biggest development, however, is the purchase of houses at the Commonwealth Games Village,
a project which is currently developing rapidly. Unity enterprise has just received a lottery grant totalling
approx £650,000. This is to purchase a four bedroom house, to convert that house into a training centre for
adults with a learning disability, and to staff the project for 5 years. Unity is also purchasing from its own
resources, a three bedroom house in the same area to provide short term housing. We are committed to the
purchase of two houses. However, the developer has offered us a further two houses, offering as part of the
total package a discount of about £120,000. We are now in the position of working out whether we could
use these houses to meet our aims as an organisation, and whether to raise further money as well as a bank
loan to purchase all four houses. At the board meeting the question was asked whether supporting
churches, such as the Episcopal Church, would consider making a contribution towards the purchase of all
four houses, should Unity Enterprise develop a project for all four.
It is a time of change for Unity Enterprise. There are huge challenges. Rather surprisingly, local authority
funding is now probably at the worst it has ever been, worse than at any other stage through the Credit
Crunch. The exciting this for us, is that as some things do come to an end, new opportunities arise. For us the
opportunity to purchase the four houses at the Athlete’s Village is the most exciting possibility we have had
for a long time.
