RECORD OF PROCEEDINGS: BOARD OF TRUSTEES MEETING Parachute Branch Library, Parachute, CO

November 3, 2016

I. CALL TO ORDER Todd Anderson called the meeting to order at 6:03 pm. Becky Sirotek conducted the roll call. BOARD MEMBERS PRESENT: STAFF PRESENT: Perry Sweeney Di Herald Becky Sirotek Monica Miller Marie Proctor Todd Anderson Jerry Morris Michelle Foster Amy Shipley Adrian Rippy-Sheehy Zac Compton Sandi Kister (re-appointed) Jesse Henning GUESTS PRESENT: Payton Drinkhouse, Thomas Aragon BOARD MEMBERS EXCUSED: Nella Barker: Resigned. Alice Bedard-Voorhees was excused. PUBLIC COMMENT SECTION: Zac Compton, addressed the Board AGENDA CHANGES/ADDTIONS: Under General Items, organizational chart was removed. 2016 Closures, and refunding (refinancing) the 2009 COPS (Certificates of Participation) were added. Also a discussion of real property was added the Executive Session. II. CONSENT ITEMS FOR APPROVAL: Minutes of the October 6, 2016, and the October 1, 2016 to October 31, 2016 general fund claims. A motion to approve the consent items was made by Sweeney and seconded by Foster. Motion Passed. III. FACILITES: Jerry Morris IV. FINANCE: Kevin Hettler September 2016 Financials: September, 2016 income was 100% of budget ($255,286 actual and $255,535 budgeted) while expenses were 96% of budget ($354,008 actual and $368,562 budgeted). There was a net gain of $14,305. Year to date income was 82% of budget ($4,951,275 actual and $5,348,647 budgeted) while expenses were 55% of budget ($3,309,519 actual and $3,572,281 budgeted). There was a net gain of $60,000. Total cash assets as of September 30, 2016 are $10,394,883 compared to last month at $10,467,413.

Before the refund, sales tax revenue in July, 2016 was $208,584 which was 3% less than revenue in July, 2015. With the refund, sales tax revenue in July, 2016 was $206,368 which was 3% less than revenue in July, 2015. V. GENERAL ITEMS Branch Manager Report: Sandi Kister gave the board an update on the Parachute Branch Library. A motion to approve Resolution 16-016 to instate Alice Bedard-Voorhees to the Board of Trustee term ending 12/31/2021, was made by Foster, seconded by Sweeney. Motion Passed A motion to approve Resolution 16-017 to re-instate Sandra Kister to the Board of Trustees was made by Miller, seconded by Rippy-Sheehy, Motion Passed. The Annual Survey: will open in at the end of November 2016, also the Board was given a draft copy of the 2015 annual report. A motion to change location of December Board Meeting to Glenwood Springs Branch Library and January Board Meeting to Carbondale Branch Library was made by Rippy-Sheehy, seconded by Sweeney. Motion Passed. State Grant for Public Libraries update: was given by Amy Shipley, she also presented a draft Circulation Policy to be approved by the board. A motion to approve the Circulation Policy was made by Miller, seconded by Foster. Motion Passed. Cooper Commons Update: was given by Sandi Kister, Jesse Henning, and Jerry Morris. Budget update: was given by Sandi Kister. A motion to approve adopt the 2017 budget, Resolution 16-018, was made by Miller, seconded by Rippy-Sheehy. Motion Passed. Library Open Hours: Jesse lead a discussion on the Library open hours in 2017. Ballot Initiative Discussion: The board discussed a possible ballot initiative in 2017 or 2018. A motion to approve the adjustment to the 2016 Library Closures, was made by Kister, seconded by Rippy-Sheehy. Motion Passed. Refunding the 2009 COPS: Sandi will work on behalf of the district and board to refund (refinance) our 2009 Certificates of Participation (COPS).

VI. DIRECTOR’S REPORT: Transition, Executive Director: Sandi and Jesse updated the board on the transition of the Executive Director position to Jesse. CAL Attendance: Jesse attended CAL Staff Day Update: The October 28th Staff Day was a success. Assistant Executive Director Position Update: Jesse will be creating an Assistant Executive Director Position. VII. EXECUTIVE SESSION: A motion to adjourn from the regular Board meeting to Executive Session pursuant to C.R.S. §24-6-402(4)(f) to discuss personnel matters, and real property was made by Anderson, seconded by Kister, Motion passed. Meeting adjourned at 8:25 pm. The Board came out of executive session at 9:50 pm and resumed an open board meeting. A motion to approve the change in open hours, was made by Foster, seconded by Miller. Motion passed. Meeting was adjourned at 9:55 pm. RESOLUTION 16-020

RESOLUTION/ORDINANCE TO SET MILL LEVIES A RESOLUTION / AN ORDINANCE PURSUANT TO C.R.S. 39-5-128(1) AND C.R.S. 39-1-111(1) AND (5), LEVYING PROPERTY TAXES FOR THE YEAR 2016, TO HELP DEFRAY THE COSTS OF GOVERNMENT FOR THE GARFIELD COUNTY PUBLIC LIBRARY DISTRICT, COLORADO, FOR THE 2017 BUDGET YEAR. WHEREAS, the Board of Trustees of the Garfield County Public Library District has adopted the annual budget in accordance with the Local Government Budget Law on November 3, 2016, and; WHEREAS, the amount of money necessary to balance the budget for general operating purposes from property tax revenue is $2,212,086 and; WHEREAS, the amount of money necessary to balance the budget for capital expenditure purposes from property tax revenue approved by voters is $0.00 and; WHEREAS, the amount of money necessary to balance the budget for voter-approved bonds and interest is $0.00 and; WHEREAS the 2016, valuation for assessment for the Garfield County Public Library District as certified by the County Assessor(s) is $2,212,086,840. NOW, THEREFORE, BE IT RESOLVED/ORDAINED BY THE BOARD OF TRUSTEES OF THE GARFIELD COUNTY PUBLIC LIBRARY DISTRICT, COLORADO. That for the purpose of meeting some of general operating expenditures of the Garfield County Public Library District during the 2017 budget year, there is hereby levied a tax of 1 mill upon each dollar of total valuation for assessment of all taxable property within Garfield County for the year 2017; and, That the Executive Director is hereby authorized and directed to immediately certify to the County Commissioners of Garfield County, Colorado, the mill levies for the Garfield County Public Library District as here in above determined and set, or be authorized and directed to certify to the County Commissioners of Garfield County the mill levies for the Garfield County Public Library District as here in above determined and set, but as recalculated as needed upon receipt of the final (December) certification of valuation from the County Assessor in order to comply with any applicable revenue and other budgetary limits. ADOPTED this 1st day of December 2016.
