Youth ResearchEdge Poster Pitch & Market

To bridge the gap between academic research and policy making and to provide a platform for young researchers to present insights and evidence, the OECD opens a yearly call for papers on topics related to anti-corruption and integrity.

The winners of the Youth ResearchEdge competition will present their work in a 5-minute “TED-talk style” pitch during a dedicated session:

Art @ the ForumCarded by Kathryn Frey and Ieva Lynugaryte from the Parsons Paris School of Design addresses the themes of the 2019 Forum. Transparent by design, it underscores the necessity of transparency in the design and use of new technologies. The installation highlights the fragility and complexity of a “house of cards”, a structure that will collapse if a necessary element is removed. It parallels the“unspoken rules” of a card game to that of new tech governance. Check out Carded located in the heart of the OECD Conference Centre.

Perils and Promises of AI, Blockchain, Civic Tech and Big Data Analytics Advances in blockchain technology, artificial intelligence, big data analytics and civic technologies are the driving force behind the digital age, revolutionising the global economy with their transformative impact on the labour market, productivity and economic growth. The proliferation of data and algorithms has allowed these new technologies to redefine established knowledge and practices, as well as challenge the moral standards and regulations that govern societies. However, these rapid developments are not only changing government, business and society; they also open new avenues for corrupt behaviours, all the while offering new tools to address them.

The application of new technologies by governments, businesses and citizens has caused a paradigm shift in anti-corruption and integrity efforts, offering new opportunities to defend against integrity risks. Digital tools powered by data and algorithms are an ally to transparency and integrity, promising to foster inclusion, allow easier access to information, and assist in the prevention, detection and mitigation of corrupt practices. However, with these new technologies come new threats, which challenge existing regulatory frameworks, enable novel forms and scales of corruption and threaten the democratic discourse.

Across the globe, countries are facing pressing questions on how to regulate new technologies and leverage the opportunities they offer for better regulation, all the while balancing values of fairness and integrity, and privacy and transparency in the use of such technologies. Societies face a dual challenge: integrating new technologies to counter corruption and advance integrity, while also building resilience to respond to the risks that those same technologies present. The complexity of these challenges calls for robust engagement and sustained dialogue between governments, industry leaders, policy makers, technical experts, and civil society.

The 2019 OECD Global Anti-Corruption & Integrity Forum brings together government, business, civil society and academia to take stock of the potentials and perils of these new technologies.
