    1. PESTICIDES DEMAND AND DISTRIBUTION

    1.1 Dem!" !" C#!$%m'#! # *e+$'e*e" C,em Pe$'"e$ !"

    *e+$'e*e" B#-Pe$'"e$.  No State/UT has reported about the short supply of pesticides and Bio

    Pesticides during Kharif-201 season so for !"o#e$er% if there is any report of 

    short supply% the sa&e &ay be brought to the notice of 'te! of PP()S/'eptt!of 

     *griculture )+o-operation!

    Based on the a$ailability position of pesticides and Bio-pesticides

    during Kharif% 201-1, season% if any states /UTs apprehends the short supply

    of any pesticide during abi-201%crop season% the sa&e &ay be inti&ated to

    facilitate ta.ing correcti$e course of action for ensuring s&ooth supply of 

    pesticides! The de&and $is--$is consu&ption of pesticides Pesticide #iseand total +onsu&ption during 2012-1 and proected de&and for the year 

    201-1, Kharif ) abi ha$e been called for fro& States/UTs as per 

    A!!e/%*e-I !" A!!e/%*e-II. 

    1.2 Pe$'"e$ D$'*%'#! P#!'$  States/UTs are re3uired to &onitor the a$ailability of pesticides at

    $arious le$els and periodically for re$ie# of the production and a$ailability of 

    pesticides #ith the &anufacturers/for&ulators/distributors located in their 

    respecti$e States/UTs! Therefore% the States/UTs are re3uired to pro$ide their 

    sale/distribution points as on 01!04!201 in A!!e/%*e-III!

    1.3 A*e %!"e* %$e # C,em !" B#-e$'"e$  The States are re3uired to pro$ide infor&ation on area under 

    culti$ation #here in +he&ical Pesticides and Bio-pesticides are used !The

    sa&e &ay be gi$en in prescribed for&at as per A!!e/%*e-I.

    1.4 I!$e'"e$ I!$e'#*$ ! ',e S''e$.  5$ery States/UTs is re3uired to gi$e details of 6nsecticide 6nspectors in

    the States as on 01!04!1 in prescribed Perfor&a as per A!!e/%*e-.

      5$ery States/UTs is re3uired to sub&it consu&ption of indigenous

    States/UTs for the year 2011-12 and 2012-1 in prescribed for&at as per 

    A!!e/%*e-III & A!!e/%*e-I8

    educate the far&ers on ore

    scrupulously% the enforce&ent of $arious pro$isions of the 6nsecticides *ct &ainly rests#ith the State :o$ern&ent! The *ct has pro$isions for notification of four i&portant

    functionaries for this purpose! These functionaries are i ?icensing fficers ii *ppellate

     *uthorities iii 6nsecticides 6nspectors and i$ 6nsecticides *nalysts! >ost of the States

    and UTs ha$e notified these functionaries!

    2.3 S''e Pe$'"e Te$'!+ L#*'#*e$ (SPTL$)

    2 States and 1 UT ha$e set up 74 Pesticides Testing ?aboratories PT?s #ith

    an annual capacity to analy9e o$er C1%1D sa&ples for &onitoring the 3uality status of 

    pesticides! The details regarding location of these PT?s #ith their capacity to analy9esa&ples are gi$en at A!!e/%*e-8I.

    The +entral :o$ern&ent has also set up a +6? as a National eferral ?aboratory

    u/s! 17 of The 6nsecticide *ct% 1874! The details of sa&ples analy9ed at +6? during the

    preceding D years are gi$en at A!!e/%*e-8II.

    The details about sa&ples analy9ed at SPT?s are gi$en at A!!e/%*e- 8III

    >inistry of *griculture has also set up t#o egional Pesticides Testing

    ?aboratories at +handigarh and Kanpur under the 'irectorate of Plant Protection

    (uarantine ) Storage% Aaridabad! The obecti$es of the PT?s are to supple&ent theresources of the States/UTs in 3uality control testing of pesticides! *nalysis +apacity of 

    PT?s is 2200 sa&ples per annu& during the current year 201-1,!The testing facility

    of PT?s is e;tended to only such States/UTs #hich do not ha$e pesticides testing

    laboratories or ha$e inade3uate testing facilities in e;isting SPT?s! The details of 

    sa&ples analy9ed at PT?s during the last fi$e years are gi$en at A!!e/%*e-8I.

    Status of action ta.en by the State :o$ern&ents on &isbranded pesticides sa&plesduring the preceding fi$e years are gi$en at A!!e/%*e-8! State :o$ern&ents arere3uested to fill up the for&at regarding the infrastructure of Units action ta.en statisticsby the& as per A!!e/%*e-8I.

    2.4 UALIT= CONTROL OF BIO-PESTICIDES ?

      States ha$e been re3uested to set up their o#n Bio-Pesticides Testinglaboratories! Pro$ision of s! 20!0 ?a.h as :rants-in aid has been pro$ided in the 5A+for the e3uip&ent! Proposals fro& so&e of the States ha$e been recei$ed and are inprogress! Ainancial appro$al and sanction of s!20 ?a.h for procure&ent of e3uip&entand &iscellaneous ite&s for strengthening of State Bio-Pesticide Testing ?aboratorySBT? has been issued to the :o$t! of Si..i& and aasthan! Proposals forstrengthening of SBT?s in the states of Ta&il Nadu% *ndhra Pradesh are under process!

    2.  G*!'$-!-A" #* S'*e!+',e!!+7Se''!+ % # SPTL$

      States ha$e been pro$ided the :rants-in-*id to strengthen the facilities in

    e;isting pesticides testing laboratories and also for setting up of ne# SPT?s! :rants-in-

     *id to the tune of s! 1D!00 la.hs% s! 2,0!00 la.hs% s!1D!0 ?a.hs% s!,D ?a.h and

    again s! ,D!0 ?a.h ha$e already been released to the States/UTs for construction of 

    ne# laboratory buildings during the year 200,-0D% 200D-07 200C-04% 2010-11 and 2011-

    12 respecti$ely! So&e of the State :o$ern&ents ha$e been pro$ided the sophisticated

    e3uip&ent for strengthening of the e;isting facilities of SPT?s during the year 200,-0D %

    2007-0C% 200C-04% 2004-08%2008-10% 2010-11 and 2011-12! *s decided by the

    'epart&ent of *griculture ) +ooperation% States/UTs #hich do not ha$e any SPT? ha$e

    been ad$ised of the &ini&u& re3uire&ent of infrastructure% &anpo#er and e3uip&entetc! so that they can sub&it their proposals accordingly! esponse fro& all such States

    #hich do not ha$e any SPT?s is not encouraging! They are% again% re3uested to send

    proposals for setting up and strengthening of ne# SPT?s for 3uality control of 

    pesticides! * state&ent sho#ing :rants-in-*id to the State/UT &ay be seen at

    A!!e/%*e8II.  The States% #hich ha$e recei$ed :rants-in-aid for construction of ne#

    laboratories in their State are re3uired to furnish the Utili9ation +ertificates and there

    after status of &ini&u& infrastructure facility de$eloped and trained &anpo#er 

    pro$ided in the ne# laboratory% so that sophisticated e3uip&ent &ay be pro$ided to the

    ne#ly setup SPT?s! Utili9ation certificate of the :rants in aid released to so&e of the

    State during the 4th

     plan and the year% 200-0,% 200,-0D%200D-07 and 200C-04 ha$ealso not been recei$ed despite of repeated re3uest and duly discussed in the pre$ious

    Eonal +onferences! The co&petent authority had decided in the year 2012-1!that the

    states #hich ha$e not utili9ed the grants-in-aid need to surrender the sa&e at the

    earliest !

    2.5 NABL *e"''#! #* S''e Pe$'"e$ Te$'!+ L#*'#*e$ (SPTL$)

      6n the pre$ious 9onal conference% states had been re3uested to get N*B?

    accreditation for the State Pesticides Testing ?aboratories! ?etters regarding furnishing

    the N*B? status of the state laboratories #ere #ritten by PP* and Techno-?egal +ell in

    the &onth of ctober%2012 and >arch%201 respecti$ely! *s per co&&unication

    recei$ed fro& the states till date% only 7 laboratories i!e! Pune and *urangabad in

    >aharashtra% ?udhiana% *&ritsar and Bhatinda in Punab and Shi&oga in Karnata.a

    ha$e been accredited by N*B?! No progress in this regard is recei$ed fro& other States/UT! States are again re3uested to ta.e up this &atter #ith N*B? authorities

    under 'epart&ent of Science ) Technology 'ST for accreditation of their SPT?s!

     2.6 Se''!+ % # T$> F#*e ! Se Cm+! #* %' C#!'*#

    States/UTs are re3uested to constitute special flying s3uads co&prising senior 

    officers of the *griculture 'epart&ent to dra# sa&ples for 3uality &onitoring during

    pea. period of cropping season! 5&phasis &ay be gi$en on sa&pling of the product

    #hich is reported to be less effecti$e or ineffecti$e by the far&ers or any other sources!

    +lose #atch should be .ept on fly by operators trying to push spurious pesticides intothe &ar.et!

    2.; U''#! # !$$ 'e$ # SPTL$

    The statistics pro$ided by the States% sho# that the analysis capacity of SPT?s is

    not fully utili9ed! The 6nsecticide 6nspectors &ay be directed to dra# particularly the

    sa&ples of those &anufacturers of pesticides #hose sa&ples ha$e not been dra#n in

    the past/ha$e not been found &isbranded so that not only the analysis capacity of 

    SPT?s is fully utili9ed but 3uality chec. is also enhanced by analysis of &ore sa&ples! 6t

    is necessary to ensure that the sa&ples are dra#n unifor&ly fro& all&anufacturers/retailers!

    2.: G*"!+ # Pe$'"e$ I!"%$'*e$ #* #'m%m "* # Pe$'"e$ Sme$

     *s already discussed in pre$ious Eonal +onferences% States/UTs :o$t! are to

    &a.e grading of the Pesticides Aor&ulator/>anufacturer based on their perfor&ances

    in pre$ious years and targets for sa&ple dra#l for the State enforce&ent

    6nspectors/fficers be fi;ed accordingly! 6t &ay also be ensured that% sa&ples are

    dra#n in such a &anner to &eet the total utili9ation of analysis capacity of SPT?s in the

    State!

    2.10 *''e! C#!$e!' # ',e S''e G#e*!me!' #* L%!,!+ P*#$e%'#!  ',e Ce!'* I!$e'"e I!$e'#*$

    +entral 6nsecticides 6nspectors of the 'irectorate of P!P!()S! ha$e been gi$en

    specific targets for dra#l of Pesticides Sa&ples! The +66s ought to initiate legal

    proceeding on &isbranded pesticides sa&ple as per pro$isions of the 6nsecticides *ct%

    1874! Under such circu&stances% the prosecution is re3uired to be launched by the +66

    against the dealer/distributor/&anufacturer/for&ulator of pesticides% for #hich #ritten

    consent of the concerned State :o$ern&ent is re3uired under the pro$ision of the

    6nsecticides *ct% 1874! 6t has been obser$ed that so&e of the States ha$e not gi$en the

    #ritten consent to the concerned +66 ti&ely to initiate the launching of the prosecution

    for &isbranded sa&ples% #hich defeats $ery purpose of dra#l of pesticides sa&ples and

    ta.ing of action against the supplier/ &anufacturer of &isbranded pesticides! States/UTsare% therefore% ad$ised not to delay the granting of #ritten consent to the +entral

    6nsecticides 6nspectors and all the cases pending in their States &ay be cleared

    e;peditiously!

    2.11   A' # M!m%m I!*$'*%'%*e F'e$ ', ',e Le!$e"F#*m%'#*7 M!%'%*e* # Pe$'"e$

    State/UT :o$ern&ents are re3uired to grant licenses to the registered

    for&ulator/&anufacturer of pesticides after ensuring strict co&pliance and

    i&ple&entation of guidelines for &ini&u& infrastructure facilities at the pre&ises of registered for&ulator/&anufacturer! ff-late% &any co&plaints ha$e been recei$ed by

    the +entral :o$ern&ent that the licensed for&ulator/&anufacturer of pesticides in the

    States ha$e not properly follo#ed these guidelines as re3uired for granting licenses by

    the State :o$ern&ents!

    States/UTs are therefore% to ensure strict co&pliance and i&ple&entation of 

    guidelines for &ini&u& infrastructure facilities by the for&ulator/&anufacturer before

    granting licenses as per the pro$ision of the 6nsecticides *ct% 1874! ?icenses issued to

    defaulter for&ulator/&anufacturing units &ay be re$ie#ed and canceled forth#ith!

      I$$%e$ #* C#!$"e*'#!

     *! 5ach SPT? should ha$e re3uisite functional sophisticated e3uip&ent $i9! U@-@isible Spectrophoto&eter% "P?+% :?+ ) AT-6 etc!

    B! Strengthening SPT?s to underta.e analysis of $arious groups of ne#lyintroduced pesticides including those #hich ha$e been recently registered/introduced for controlling specific #eeds% insect pests and diseases!

    +! 'eploy&ent of notified 6nsecticides 6nspectors for dra#l of sa&ples pre$alent inthat area including technical grade &aterials fro& the pre&ises of &anufacturing/for&ulating units% stoc.ing% distribution and sale points for 

    &onitoring the 3uality of pesticides!'! Ti&ely furnishing the details of action ta.en and related statistics on &onthlybasis regarding suppliers of &isbranded/substandard or spurious pesticides!

    5! Special ca&paign for (uality +ontrol during pea. cropping season% e&phasis&ay be gi$en on sa&pling of product% #hich is reported to be less effecti$e or ineffecti$e by far&ers or any other source!

    6! States/UTs &ay re$ie# and ensure co&pliance of guidelines for &ini&u&

    infrastructure facilities at the pre&ises of registered for&ulator/&anufacturer atthe ti&e of issue of licenses!

    3. REGISTRATION OF PESTICIDESF

    The Parlia&ent enacted an *ct% e" T,e I!$e'"e$ A'9 1:5;% to regulate the

    i&port% &anufacture% sale% transport% distribution and use of pesticides to pre$ent the

    ris. to hu&an beings% ani&als and en$iron&entG and for the &atters connected

    there#ith! Pesticides are to;ic in nature and are re3uired to be used udiciously #ith

    specified precautions to safeguard the users% ani&als% #ild life and the 5n$iron&ent!

    The egistration +o&&ittee + constituted under Section D of the 6nsecticides *ct%

    1874 is #ell a#are of the e&erging pest proble&s in the country and has been

    appro$ing the uses of ne# pesticidesG ne# for&ulations of already registered

    pesticides and label e;pansion of already registered for&ulations to co&bat the pest

    proble&s of $arious crops in the country! *s on 01-04-201 total ;41 e$'"e$

    ha$e been included in the Schedule to the *ct by the :o$ern&ent of 6ndia by issuing

    the :a9ette Notifications fro& ti&e to ti&e and listed on the #ebsite ###!cibrc!nic!in 

    3.1 REGISTRATION OF BIO-PESTICIDESF

    To pro&ote the 6ntegrated Pest >anage&ent approach and to reduce the use of 

    che&ical pesticides% egistration +o&&ittee has registered 22 bio-pesticides18

    &icrobial bio-pesticides and botanical bio-pesticides for use in the country% 1, 12

    &icrobial bio-pesticides and 2 botanical bio-pesticides of the& ha$e been registered

    u/s 8 (A!!e/%*e-8III).  *s  &any as ,7  bio-pesticides ha$e been included in the

    Schedule to the 6nsecticides *ct% 1874! Aor 3uality control of bio-pesticides% :o$ern&ent

    of 6ndia has notified% $ide :a9ette notification :!S!! CD7 5 dated 1Dth  'ece&ber 

    2007% the C ?aboratories in different States to function as +entral 6nsecticides?aboratory in respect of bio-pesticides (A!!e/%*e- 8I8!

    3. 2.  REGISTERED9 BANNED AND RESTRICTED PESTICIDES?

     *s on 1D!01!201% total  241 e$'"e$ ha$e been granted regular registration under 

    Section 8 of the 6nsecticides *ct% 1874 for use in the country e;cept 5ndosulfan

    #hich has been banned for production% use ) sale all o$er 6ndia% till further rder % by

    the "onHble Supre&e +ourt of 6ndia by the interi& order in a Irit Petition (Annexure- 

     XX). Ihereas%  2; e$'"e$ !" 4 !$e'"e  for&ulations ha$e been banned for 

    i&port% &anufacture and use in the country Uses of 6 e$'"e$ ha$e been #ithdra#n Annexure-XXI ! 18 pestii!es  ha$e been refused registration in the country

     Annexure-XXII)  and restrictions ha$e been i&posed on 13 #',e* e$'"e$

    (Annexure-XXIII)!

    3. 3 MAINTENANCE OF DATABASE OF MANUFACTURING LICENSES?

    'uring pre$ious 9onal conferences% it has been repeatedly e&phasi9ed to send a yearly

    state&ent of $alid &anufacturing licenses issued by the states% but the infor&ation has

    not been recei$ed fro& States/UTs! To &aintain database on this aspect% all theStates/UTs need to send consolidated yearly state&ent in the &onth of January e$ery

    year to enable the >inistry in facilitating policy and other decision &a.ing in respect of 

    3uality and &anufacture of pesticides!

    3. 4 ISSUES FOR CONSIDERATION F

    a) The egulatory *uthorities in the States/UTs% for enforce&ent of the pro$isions of 6nsecticides *ct% 1874 and 6nsecticides ules% 18C1% are to ensure proper use of registered pesticides as per the conditions stipulated in the +ertificates of 

    egistration granted by the egistration +o&&ittee !

    a Bio-pesticides and less to;ic en$iron&ent friendly pesticides &ay be encouragedto pro&ote the 6P> strategy in the country!

    b early state&ent of $alid &anufacturing licenses issued by the States/UTs% topesticide &anufacturers% &ay be pro$ided in the &onth of January e$ery year!

    4. PROMOTION OF INTEGRATED PEST MANAGEMENT (IPM)

    4.1 P*#m#'#! # I!'e+*'e" Pe$' M!+eme!' Re'e" I$$%e$ !" SeF#%$ #! C*' Pe$'$ !" D$e$e$ #* R C*#$?

    +hange in the cropping syste& approach ai&ing at higher producti$ity coupled#ith aberrant #eather conditions in the recent past pro$ided conduci$e field conditionsfor the &ultiplication of $arious pests and diseases of different crops particularly inStates of >aharashtra% Karnata.a% Ta&il Nadu% aasthan% Uttar Pradesh% J ) K%

    "i&achal Pradesh% :oa% "aryana% Iest Bengal% *ndhra Pradesh% disha etc! Thislead to repeated use of che&ical pesticides and far&ers ignored the 6P> pac.age of practices by resorting to indiscri&inate use of pesticides! This in turn pro$ed to becounter-producti$e and to ad$erse affects on the population of naturally occurring bio-control agents/bio-pesticides in the far&ersH fields! To rebuild the ecosyste&% Statesha$e to ta.e correcti$e &easures to initiate i&ple&entation of 6P> pac.age of practicesduring the ensuing abi Season! Aollo#ing .ey considerations &ay be .ept in &ind

    #hile finali9ing the *ction Plan for adopting 6ntegrated Pest >anage&ent strategy for abi% 201-1,!

    4.2 Pe$' & "$e$e $'%'#!?

    'uring abi 2012-1% the pest ) disease situation in general re&ained nor&althroughout the country as no &aor outbrea. of any pest #as reported! "o#e$er%&oderate to se$ere incidence of #ilt disease of gra& crop in >aharashtra State #asreported! ?o# to &oderate incidence of pod borer on pigeon pea and chic. pea crop in>aharashtra stateG trace to lo# incidence of Sanose scale on apple crop in Srinagar 

    and *nantnaag districts of J)K state #as reportedG ?o# to &oderate incidence of >ango hopper and &all for&ation in Uttra.hand #as also reported! 'uring the year%2012-1% the incidence of yello# rust #as also reported in Punab state in oper%"oshiyarpur and Na$asahar districts! The pri&ary inoculu& of yello# rust #as noticedin $illage >ehandpur of bloc. Saroya district Na$ashar Punab on rd January% 201!>oderate to se$ere incidence of this disease #as also repoted in >ahendergarh%Karnal% Kuru.shetra and ya&unanagar district of "arayana% una &andi and Bilaspur districts of "i&achal Pradesh and Saharanpur districts of Uttra.hand!The trace to lo#incidence of *phid% po#dery &ilde# disease #as reported in "aryana State !Theproble& of Cuscuta #eed in lentil crop in Saran and Patna districts of Bihar State! Theproble& of Orobanchy  #eed #as also reported fro& Sonipat and a&unanagar districts

    of "aryana state! *n in$asi$e #eed  Ambrossia psilostachya #as also reported fro&Karnata.a State! 6ts intensity #as confined only in non crop area!!

    'uring Kharif 2012% by and large insects-pest/ disease situation re&ainednor&al!
