1. DISCUSSION

The attached reports summarise activities that occurred within the Corporate and Community Services Directorate for the months of July, August and September 2017.

1.1 SUMMARY OF BUSINESS ARISING FROM PREVIOUS MINUTES OF THEORDINARY COUNCIL MEETING 11 SEPTEMBER 2017

All matters actioned.

1.2 ALICE SPRINGS 50 PLUS COMMUNITY CENTRE MANAGEMENTCOMMITTEE INCORPORATED

The Alice Springs 50 Plus Community Centre Management Committee Incorporated has recently encountered challenges with regard to Committee membership, quorums for meetings, office bearer positions, transparent communication; and general good governance. As such, Alice Springs Town Council staff have commenced working closely with the group.

A proposal has been made to alter the constitution so that the 50 Plus Community Centre Management Committee Incorporated is structured similarly to a conventional Alice Springs Town Council advisory committee. The main proposed changes relate to have representation from two Council Elected Members and having one Elected Member as the Chairperson of the Committee. The group has provided in-principle support, for this proposal. The constitution has been distributed to Council’s solicitor to review and re­draft the constitution, for the Committee’s further consideration.

1.3 ALICE SPRINGS TOWN COUNCIL RECONCILIATION ACTION PLAN

The Local Government Challenge team presented to Elected Members, Tuesday 24 October, with regard to their processes and progress surrounding development of a Reconciliation Action Plan (RAP). The group initially convened 22 August 2017 and met weekly, thereafter, with the intention of tabling a draft RAP at the 13 November 2017 Corporate and Community Services Standing Committee. This occurred as a result of Elected Member feedback about progressing a RAP, at the 31 July 2017 Ordinary Council meeting.

Since the Tuesday 24 October meeting, formal correspondence and telephone calls have been made to facilitate an Alice Springs Town Council and Tangentyere Council Steering Committee, with elected representatives, Mayor Ryan, Councillor Satour, Councillor Auricht and Councillor Cocking. It has been proposed that Deputy Mayor de Brenni be a part of the discussions, too. Similarly, formal correspondence and calls have been made to Alice Springs Town Council and Lhere Artepe Aboriginal Corporation Partnership Committee, to facilitate a meeting with the same elected Councillor representation. It is hoped to formalise those separate meetings, during November 2017.

All projects relate to and reflect the appropriate Alice Springs Town Council Strategic Plan 2013 - 2017 objectives.

All projects are working within their respective approved budgets.

Comments:

Congress has taken their complimentary bus off the road as of 21/10/2017 due to staff issues. With the second bus off the road this has decreased the numbers slightly.

12. CBD

Comments:

The Security Ranger has been successfully utilised in conjunction with the areas of parking and security within the mall and CBD area. The increased parking infringements attest to this.

• The library launched its new adult digital literacy workshops, Connect To Tech. October featured a 4-week course on iPads for Beginners.

• With support from the federally funded program, Be Connected, the library will begin weekly workshops from Thursday 9 November aimed at increasing the digital literacy and confidence of adults and seniors.

• STEAM Corps commenced during week one in term 4. This will be a regular after school program for 8 - 14 year olds and will engage the children and youth of Alice Springs in a variety of Science, Technology, Engineering, Arts, and Mathematics.

8. OUTREACH & PROMOTION

Outreach - External• STEAM into Alice: The Alice Springs Public Library, in partnership with

Tangentyere Council received a $30,000 Youth Services Innovation Grant to provide access to STEAM (Science, Technology, Engineering, Art and Math) activities to local youths who reside in Town Camps through the provision of workshops covering digital technology and STEAM activities. This program will continue throughout term 4 and then the Summer Holidays until the end of January.

1. NIGHT MARKETS• Night market completed 12/10/17 & 26/10/17. Live entertainment from Les Foster,

Candice McLeod, FAD Cheer and Dance Group• Stallholder numbers increasing as the year progresses• Craft areas, table tennis and Library giant games provided for kids entertainment• New stage location on church lawns was well received and will continue in this area

to allow patrons to sit and enjoy the music for a longer period of time• November market performers confirmed• Community Projects Officer attended Todd Mall markets on Sunday 15 October to

engage stallholders to participate at night markets and received four (4) new stallholder applications.

2. CHRISTMAS CARNIVAL• 67 stalls confirmed, limited powered sites left• Scope of works finalised and circulated• Water stations organised for various areas• Photographer booked and confirmed. Will be going up in Council’s Cherry Picker on

1. SENIORS

Seniors Coordinating Committee (SCC)The October SCC meeting was held on 18 October.

Alice Springs 50 Plus Community Centre Management CommitteeThe Alice Springs 50 Plus Management Committee held its AGM on 24 October. At the AGM it was decided to reconvene for a later date to allow for audited financials to be available and to appropriately elect office bearers for the Committee.

2. YOUTH

Youth Services Alice Springs (YSAS)A meeting was held on 4 October. CDO was an apology for the meeting.

Youth Action GroupThe monthly YAG meeting was held on 3 October with a subsequent YAM planning session held on 10 October.

YAM FestivalThe Youth Arts & Music (YAM) Festival was held at the Alice Springs Aquatic & Leisure Centre (ASALC) on 24 October. Over 500 people attended during the YAM Fest component of the event from 4:30pm onwards with a total of 2200 people going through the ASALC doors on event day. Karnage & Darknis, Juice & Eastern Reggae Band were the headline music acts for the event. Other entertainment options on event day included Street Basketball Association, mechanical Shark, giant aquatic inflatables, giant board games, face painting, temporary tattoos and an open mic.

3. MAYORAL AWARDSThe Mayoral Awards/ IDPwD Celebrations will be held on Wednesday 6 December in the Andy McNeill Room. The new date was chosen by the planning group made up of representatives from the Alice Springs Town Council, Life without Barriers, Disability Advocacy Service and the Office of Disability. The date fits in more appropriately with the Disability service organisations calendars rather than on 3 December which this year falls on a Sunday. An appropriate Guest Speaker is currently in the process of being sourced.

The Healthy Communities Coordinator Lucinda Moody is on Maternity Leave from 6 October 2017 to 3 September 2018. Recruitment for the position has concluded and a successful applicant is still to be confirmed.

COMMUNITY AND CULTURAL DEVELOPMENT MANAGER - LEON TRIPP

SUMMER SCHOOL HOLIDAY PROGRAMPlanning is currently underway for this year’s combined Summer School Holiday Program. The calendar of events is being collated by the Department of the Chief Minister and the contribution of events to the calendar come from many of the youth services in town. Alice Springs Town Council will contribute activities through the Library, Community Development Unit and ASALC.

The new theatre seating and air conditioning has been installed in the Totem Theatre. This will increase patron comfort considerably and extend the operable season for the theatre. Under the management of the Alice Springs Theatre Group and the assistance of ASTC the amenity of the Theatre has been improved to include:-

• Upgrade to the electrical system and lighting bar• Upgrade to the stage• Painting of the auditorium• Revision of the Conservation Management Plan• Installation of new theatre seating• Installation of split system air conditioning

3. OTHER BUSINESS

3.1 YAM FestMelanie discussed planning of the YAM Fest event. She also presented the YAM Fest posters and YAM Fest map. Discussion ensued. Melanie went on to discuss planning for stall allocations, poster run allocations and a YAG meet up on the 7 October to finish final preparations for the event. Sponsors and other features of the event were also discussed.

3.2 Anglicare Family Fun Day 21st October 2017Melanie discussed Anglicare’s Family Fun Day and their request to have YAG attend and have a stall. Discussion ensued.

3.3 New Meeting TimesCouncillors discussed new meeting times. All parties agreed that the YAG meetings will be held on the first Tuesday of every month at 5:30pm in the Council Chamber.

SUBJECT: REPORT FROM ALICE SPRINGS AQUATIC AND LEISURE CENTRE - OCTOBER 2017

The highly successful Red Centre Splash and YAM Test events held on Saturday October 14th saw more than 2,200 people attend ASALC throughout the afternoon and evening.

REPORT SUMMARY

In October, attendance (16,934 visits) was up significantly from the previous month in line with the usual season change and warming weather. The new ASALC Inflatable was put to great use at the Red Centre Splash and YAM Fest events. These events were hosted with no incidents, a broad cross section of the Alice Springs Community attending. The events were a credit to all ASALC and ASTC staff, as well as other organisations involved. It has also been pleasing to see sales of visit passes and 3 month memberships significantly increase from the previous month, with 173 visit passes and memberships sold.

PROGRAMS AND EVENTS

Learn to SwimThe Learn to Swim Program has continued and gained momentum through August with enrolments for Term 4 opening mid-September. Currently 67 classes a week are running with 1064 LTS visits in October.

Holiday ProgramThe Oct 2nd-6th, 2017 holiday program was successful with an average of 15 children per day attending.

School visitsOLSH, Sadadeen, Living Waters, Steiner and Braitling have had school swimming lessons in October. Yirara College have also been making regular use of the pool on Fridays.

Bush SchoolsKids in Town Engaged in School (KITES) have continued attending regular learn to Swim lessons every Friday at the Alice Springs Aquatic & Leisure Centre with 50 students visiting in October. Children have been from remote communities including Tjurkurla in WA, Pipalyatjarra in the Anangu Pitjantjatjara lands and Nyirrpi and Papunya in the central region.

Aqua ClassesThe full suite of regular Aqua classes were running throughout October with attendances increasing.

USER GROUPS

The Alice Springs Swimming Club has moved back into the 25m Pool and Aussie Desert Dolphins have continued using the outdoor 50m pool for their programs. There has been positive feedback from these users about the water temperature and environs.

The Healthy Communities Program, run from the Health and Wellbeing Centre gymnasium at ASALC, in partnership with Get Physical continues to be popular with the general public (359 attendances) and has provided a wide range of affordable health and fitness classes in October.

The Central Desert Canoe Polo Club has confirmed their bookings and commenced their season, making use of the outdoor 50m pool on Wednesday and Sunday evenings from 6pm onwards.

The Alice Springs Tri Club held 2 events at ASALC on Sunday 15 and 29th October with good participation of around 30 competitors at each event.

Royal Life Saving Society Australia held a number of events and training courses at ASALC in October including weekly pool life-saving sessions and Bronze Medallion course on the

20th October and full Pool Lifeguard Qualification on the 21st and 22nd October. ASALC has benefited from securing extra lifeguards for the summer season from these courses.

STAFF

Successful candidates for the part time Cleaner role and full time Customer Service Assistant commenced in October.

ASALC’s Lifeguard Coordinator concluded her role in October. Recruitment advertising for the following positions also commenced: Customer Service Coordinator, Aquatic Program Assistast, Customer Service Assistant as well as casual life guard and customer service roles.

Martin Kemplay (ASALC Operations Coordinator) was appointed to the Health and Safety Representative (HSR) role for ASALC on Oct 20.

Staff TrainingOctober saw significant training taking place in LINKS, the centre’s software program for point of sale, reporting and bookings. Bronze Medallion and Pool Lifeguard Certificate training and updates were also undertaken by 9 staff from October 20-22.

Martin Kemplay, ASALC’s newly appointed HSR undertook 5 days of HSR training delivered by NT Worksafe from October 23-27.

The Program Instructors team also undertook a professional development session early in October.

OPERATIONS

The operations team had a routine month in October despite increased visitation and a couple of large events. A scheduled maintenance visit by Trisleys will take place mid- November.

Summary of specific maintenance can be found below.

Indoor Centre• Centre Plumbing attended to resolve drainage block for Indoor Centre on 23&24

October.• Araluen Plumbing attended to fix hot water system leaks to indoor centre

changerooms on 4th October. TDC also attended to carry out related electrical work• David Ashley made repairs to floor tiles in the First Aid room mid-October.

Scheduled Maintenance• Neata Glass attended to service all automatic doors throughout ASALC on 6th

October

Training Room Refurbishment• Painting of the training room completed• Locked cupboard storage and new carpet scheduled for November

Plant Rooms• TDC attended to install new pressure relief valves on indoor centre boilers 11th

October
