1. WELCOME: Mr. Carl Jackson, Chair, opened the meeting at 11:40 a.m., welcomed all and verified there

was a quorum present. Each member present introduced themselves. Mr. Lambert from HRTPO stated that Mr. Uros Jovanovic will be the HRTPO liaison for the committee moving forward.

2. PUBLIC COMMENT PERIOD (Limit 3 minutes per individual) – There were no public comments. 3. APPROVAL OF NOVEMBER 7, 2018 MEETING MINUTES: It was moved and seconded to approve the

minutes from the November 7, 2018 Meeting. A vote was taken, and the minutes were approved as presented.

4. APPROVAL OF AGENDA: It was moved and seconded to approve the proposed agenda. A vote was taken, and the agenda was approved as presented.

5. USAGE of HRTPO LOGO on TRAFFIX MATERIALS: – Ms. Kendall Miller gave a presentation proposing that TRAFFIX somehow incorporate the HRTPO logo in marketing materials to show how the program is funded. Since this program has been so successful, HRTPO wants to showcase their involvement in the program. She offered suggestions to use the logos together in the marketing materials. There was a short discussion and a suggestion to have a follow-up meeting to discuss this partnership further. Mr. Chris Arabia stated the Northern VA TDMs do not co-brand with the MPO. He suggested it would be a good idea to show how TRAFFIX is funded and not necessarily have both logos together on all materials. Mr. Hodges started out by stating he was in agreement to continue the strong relationship

with HRTPO and sees the “co-branding” as an excellent way to do so. TRAFFIX will schedule a meeting with HRTPO to discuss further.

6. DIRECTOR’S REPORT Program Results - Mr. Hodges stated that today’s report covers the timeframe from November 1, 2018 through January 31, 2019, and gave an overview of the Program Results which included: • 12,560 Members (270 since November 1, 2018); Contacts with 682 Employers; 1,456 Carpool

Matches; 31,954 Trips Recorded; 613,899 Reduced VMTs; 293.1 tons of reduced emissions; 29,827 gallons of gas saved; and 241 parking spots saved per weekday. Mr. Hodges stated that there are only three outreach staff in the field and one of which that has not been with us full-time due to certain issues. This reflects the work of two and a half outreach staff.

Outreach – Mr. Hodges highlighted the outreach results from November 1, 2018 through January 31, 2019, stating there have been 35 commuter events; 38 program meetings; and 51 new information requests. Also, he noted that under outreach the upcoming events will include: Telework Week in March; Earth Day in April and Bike Month in May. Vanpools – There are 98 registered vanpools. Mr. Hodges spoke about the VanPoolVA! promotion and the monthly stipend. The monthly stipend is a subsidized effort where TRAFFIX through a DRPT grant can help reduce the cost of the vanpool. This has helped with affordability of vanpooling in the area. Through the RFP process, we partnered with Commute by Enterprise to offer the monthly stipend. Park & Ride - Mr. Hodges briefly talked about the current efforts to obtain Park & Ride lots at the Janaf Shopping Center and at Chesapeake Square Mall. Janaf is close to completion and Chesapeake Square Mall is still in negotiations. Once these two locations are on board, we will have seven locations under contract. GoPass365 - Mr. Hodges reviewed the statistics for HRT GoPass365 program for the time between July 1, 2018 and January 31, 2019. He reported that 7,190 passes were sold with a current revenue of $861,154 with 583,161 trips. Newport News Shipyard is the flagship employer with 1,700 passes ordered with all buses full. We sell to 25 employers at this time. We are currently ahead of where we were in FY2018. The key is to grow ridership in transit. Association for Commuter Transportation (ACT): TDM Conference – Mr. Hodges discussed the benefits received when you attend one of the Association for Commuter Transportation (ACT) Conferences. He stated how they are a great resource with a vast wealth amount of information that could be gained from attending them. Ms. Cass has been elected Vice-President of the ACT Chesapeake Chapter for two terms beginning January 2019. Ms. Cass and Mr. Hodges were able to meet up with a representative from WAZE. WAZE is a popular crowd-rise navigation app and has now launched a carpool app. They have partnered with SANDAG in San Diego to help launch the new app and highlight its use in a pilot program. A pilot program was discussed with TRAFFIX, NuRIde (AgileMile) and Waze. This would be the second pilot program in the nation. • Per Mr. Arabia, WAZE noted that is open nationwide. Ms. Cass confirmed that the launch

occurred in the Fall of 2018. She also stated her goal is to do a similar promotion that was done on the West Coast. The idea is to have commuters ride for free when commuting to certain locations like Naval Station Norfolk, Newport News Shipyard or other employers.

• Mr. Arabia also stated that he has knowledge from the Northern Virginia group that WAZE does not enter into agreement with entities, but they want you to promote them. He said if we promote them, we should be able to see their data. In addition, the app is not integrated with transit; it is carpool only. WAZE cost is suggested between carpoolers and they make their money from advertisers.

• Ms. Cass stated the importance of the data and there is an opportunity to get that from WAZE with an integration with NuRide/AgileMile. When they signup for the carpool, their trip can be

logged in the TRAFFIX app automatically similar to using Strava. NuRide/AgileMile is working with WAZE on this integration. Mr. Arabia would like to be included in the conversation since it will have broader implications.

• Mr. Solis noted WAZE has a Connected Citizens Program and links to the Emergency Operations Center to get information. He also thought it was a good program and he had heard good comments as well.

• It was noted/discussed how WAZE was not profiting from providing the trip, but instead is profiting from the advertisements.

• After more discussions on this subject with WAZE, it was determined that the Committee will be updated at the next meeting in June.

Annual Reports – Mr. Hodges stated that the draft of the Annual Report is now available for comments/edits and was sent out for review on Monday, February 4th. Mr. Jackson has a copy and a final will be sent out electronically within the next couple of weeks. This will also be a topic of discussion at the next TTAC meeting.

7. MARKETING - Ms. Cass reported that there is now a task order for marketing and communication services with Siddall Agency through the DRPT contract. The goal is to develop an advertising campaign to increase awareness of TRAFFIX programs, increase employer engagement, and commuter participation. Ms. Cass asked for one volunteer from each jurisdiction to join the TRAFFIX team at the Hampton Roads Chamber of Commerce “State of the City” luncheons held in the spring. Please let Mr. Hodges know of your interest to attend. Ms. Cass showed an example of a campaign idea to wrap a HRT, Suffolk Transit, and WATA bus promoting how many cars are off the road by riding on the bus. This is in the initial stages and TRAFFIX will be reaching out to representatives for further assistance. • Next week, Ms. Cass noted there will be a kick-off meeting promoting Telework Week, Bike

Month, TryTransit, and vanpools, co-branding with DRPT and TRAFFIX. 8. CALL for IDEAS for TRAFFIX FY 20 WORK PROGRAM – Mr. Carl Jackson explained what ideas could be

included in this work program – possibly for May/June timeframe to add a work program into their budgets for approvals based on suggestions from this committee – possibly more transit, bike share, etc. He suggested TRAFFIX help with more bikeshare sponsorships, micro-transit or explore other areas to improve commuting. - Mr. Solis discussed current issues with eScooters regarding safety, enforcement, and staging.

The City is working with criteria to have their own RFP, like Norfolk. He stated TRAFFIX should have a seat at the table to advocated for these types of commuting options. He also suggested businesses assist in promotions and participation in special events like concerts to highlight bus/trolley options.

- Mr. Arabia suggested an alliance or campaign get started to lower or eliminate tolls or how to avoid them.

- Mr. Jovanovic suggested that there be a set meeting theme for each of the three meetings during the year: May/June will be Work Program and budget approval; October/November meeting will be the Annual Report: and January/February meeting would be the year’s special events.

9. OLD BUSINESS/ NEW BUSINESS OLD BUSINESS

• Bike Repair Stations –All bike repair stations have been given out to the seventeen cities, with maybe five that have not been installed yet.

• Manager Position – Mr. Hodges stated that this position was on hold, but this year it is in the FY 2019 HRT Budget. He stated we should be able to hire come July 1, 2019.

• Chair to attend ACT Conference - Mr. Hodges stated that the Chair of this Committee will be able to attend the next ACT conference in New York City on August 3-8, 2019.

• Silverleaf Bike Amenities -The bike amenities are in the process of being replaced at Silverleaf. • Annual Report - The 2018 Annual Report was discussed earlier, and a copy has been sent for

final review. Please send all comments to Mr. Hodges within the next few weeks. NEW BUSINESS • Vanpool Subsidy– Mr. Hodges alerted the committee regarding a situation that had to do with

the vanpool subsidy. We have 48 Vanpools that are being subsidized by a DRPT grant. The agreement that HRT entered into about a year ago, was that in order to grow the program even more, after a van has been on the grant for 24 months, on the 25th month, HRT is suppose to pick up that subsidy. That subsidy cost is between $300.00 to $325.00 per month for each van, to bring down the monthly cost. In order to subsidize the vans that are coming into the 25th month, HRT would need $140,000.00 that will subsidize 48 to 60 vans. Mr. Hodges stated that HRT did not include the $140,000 in the budget for FY 2019. If it is not included, then TRAFFIX stands to lose a significant number of vans – at least 30 of them. This will also limit NTD monies that would go to HRT for having subsidized vanpools. There is a two-year lag time to receive NTD money for vanpools, but the ROI would be $521,000 for the $140,000 investment. • Mr. Rob Case, HRTPO Staff, asked if the $140,000 was originally from the HRPTO CMAZ

money for TRAFFIX. Mr. Hodges stated it is not and the investment comes from the HRT Operating Budget. For clarification, it is CMAQ funds, and it does not qualify under qualified use of the TRAFFIX grant.

• It was determined the money has come from DRPT grant to this point. • Mr. Solis suggestion that the member cities of HRT commission understand the

ramifications were HRT not subsidize the vans on the 25th month. • Mr. Arabia will research how other programs are utilizing it other options. Mr. Hodges

stated that if HRT cannot assist, the alternative is WATA and/or Suffolk Transit to help provide the stipend. Mr. Arabia stated the program was setup that is the transit agency contributed to the monthly vanpool subsidy on the 25th month and beyond, they would benefit for the NTD, ROI. Mr. Case suggested the NTD money from vanpools should go back into the TRAFFIX budget. Mr. Hodges stated it should, but the money goes into the HRT operating budget.

• It was suggested to table this discussion for a more in-depth discussion, outside of the meeting.

9. ROUNDTABLE DISCUSSION A. DRPT - Mr. Chris Arabia – Teleworking is coming up the first week in March and there is an

opportunity to co-brand with TRAFFIX. He wanted all to be informed that telework tax benefits will end with those businesses that applied in 2018. There will be none applied going forward. In addition, another suggestion is to have more messaging about tolls at tunnels and on the Express Lanes.

B. Norfolk - It was suggested that members from the various cities have their representatives on the Commission to take a closer look at the items that are being eliminated out of the budget discussions at HRT.

C. Suffolk – no comments or suggestions D. Virginia Beach – Tara Reel – mentioned the HB2715 and the eScooter invasion and said

legislation is coming to give broad authority to localities to put out an RFP.

E. VDOT – Mr. Eric Stringfield stated the right-of-way is being researched for a bike repair station at the Suffolk office location. He also stated the wanted TRAFFIX to get more involved in long range planning, such as NOVA TDM at the I-66 project for the HRBT project.

F. Chesapeake – no comments or suggestions. G. Hampton Roads Transit - no comments or suggestions. H. Newport News - no comments or suggestions. I. Portsmouth – Mr. Carl Jackson – Mr. Jackson stated the City is working with VDOT to convert

the existing Park & Sail lot into a bus/transfer/commuter station. They have two concepts at this time.
