    Per-and Polyfluoroalkyl Substances

    • PFAS are man-made, not naturally occurring, compounds, which include PFOA and PFOS

    • Used since the 1950s in many products• Since 1970s, used by DoD in fire-fighting foam• Persistent in environment and found throughout the world• Widely detected in people, wildlife and fish• EPA set lifetime health advisory level of 70 ppt in drinking

    water in 2016 for PFOA and PFOS (One ppt is the equivalent of one grain of sand in an Olympic-size swimming pool.)

    • NJDEP groundwater remediation standards for PFOA and PFOS not yet promulgated

    Short Timeline of Events

    • Drinking water sampling conducted on Picatinny Arsenal drinking water wells in February and March 2018 identified PFOS and PFOA at concentrations which exceeded the EPA LHA level.

    • Picatinny Arsenal water consumers were provided with alternate water for drinking and food preparation until appropriate steps were taken to reduce PFOS and PFOA to acceptable levels in the drinking water supply

    • Quarterly sampling of drinking water wells and POE since hookup have all showed levels below any level of concerns.

    American Water installed a Temporary Granulated Activated Carbon System

    • The treatment system is comprised of two 20 ‘ high x 10’ wide vessels in series filled with a coconut shell based carbon media.

    • Water in contact a minimum of 20 minutes per NJDEP regulations. The GAC absorbs PFCs, chlorinated and pumped into the distribution system.

    • Performance testing and sampling was conducted and continues on a quarterly basis

    • Units will be in operation for a period until permanent solution is found for the new water treatment plant at Picatinny Arsenal.

    • 2018 Results Summary:o TNT

    • TNT was not detected in surface water or pore water although exceedances of TNT SCLs in groundwater were reported during the 2018 annual groundwater sampling event.

    • TNT was detected under the SCL in soil samples taken from Sites 40 and 157, and above the LOC at one sediment location at each site.

    o RDX• RDX was detected in surface water and pore water but not

    sediment.

    • Six of 10 groundwater wells sampled during the 2018 annual groundwater sampling event reported SCL exceedances for RDX.

    • The only RDX LOC exceedance found in any surface water, sediment, pore water, or soil sample collected under this effort was a surface water exceedance at sampling location 79PL-09.

    Report (ARCADIS 2014) suggested that the MNA duration was 30 to 40 years.

    o Updated with data as of August 2018, it is estimated that groundwater restoration will be achieved between 7 to 18 years from 2019.

    • Groundwater Recommendations:o Upon the collection of two more years of post-remediation

    data, restoration timeframe assessments through both methods be re-evaluated.

    o If re-evaluation of the timeframes indicates that post-remediation concentrations are not degrading as predicted, implementing anaerobic bioremediation through the injection of TNT- and RDX-degrading microbial cultures into plume groundwater could further stimulate reducing conditions and accelerate the MNA timeframe.
