MACDONNELL COUNCIL CODE OF CONDUCT

ITEM NUMBER 4.1 TITLE MacDonnell Council Code of Conduct RECOMMENDATION

That the Docker River Local Authority note the Council Code of Conduct.

SUMMARY: This report contains all of the details about the MacDonnell Council Code of Conduct BACKGROUND MacDonnell Regional Council Code of Conduct

1 Interests of the Council and Community come first

A member must act in the best interests of the community, its outstations and the Council.

2 Honesty A member must be honest and act the right way (with integrity) when performing official duties.

3 Taking care A member must be careful to make good decisions (diligence), and must not be under the influence of alcohol or illegal drugs, when performing official duties.

4 Politeness/Courtesy A member must be polite to other members, council staff, electors and members of the public.

5 Conduct towards council staff A member must not direct, reprimand, or interfere in the management of council staff.

6 Respect for culture A member must respect different cultures, families and language groups (cultural diversity) and not be unfair towards others, or the opinions of others, because of their background.

7 Conflict of interest A member must, if possible, avoid conflict of interest between the member's private interests (other job, business etc.) and duties. Where a conflict exists, the member must inform the Council or Local Authority and not take part in the discussion or vote

7 Accountable A member must be able to show that they have made good decisions for the community.

8 Respect for private business

A member must not share private (confidential) information that they heard as a member outside of meetings. A member must not make improper use of confidential information to gain a benefit or to cause harm to another.

ISSUES/OPTIONS/CONSEQUENCES A Code of Conduct helps Councils remain strong and focussed, and ensures all Councillors, staff and Local Authority Members are following the same rules. When Councils do not have a strong Code of Conduct they leave themselves open to negative external influences (such as pressure from certain groups or individuals) and do not appear to be serving the best needs of their residents.

TITLE Conflict of Interests RECOMMENDATION

That the Docker River Local Authority note and declare any conflict of interests. SUMMARY:

This report contains all of the details about the MacDonnell Council Local Authority Conflict of Interest Procedure.

What to disclose

Details of relevant particulars to be disclosed on both the Councillor and Council Employee Register of Interests can relate to any or all of the following;

1. For a corporation or organisation of which a Councillor or relevant employee is an officer name of organisation or corporation the nature of the office held the nature of the corporation or organisation’s activities.

2. For a beneficial interest in a family or business trust the name of the Trust the nature of the Trust’s activities the nature of the interest in the Trust.

3. For all land or real estate in which a Councillor or relevant employee has an interest in name of locality of the land or real estate the approximate size of the land or house/unit the purpose for which the land or real estate is/ or is intended to be used.

COUNCIL LOCAL GOVERNMENT 6.1 Standing Items Report – Actions Register Lot number for the park: Ongoing until the lot number has been formally identified Street Name Change: Ongoing – Docker River Local Authority will have further discussions with the community to discuss a new name Public Phone: Ongoing – Date not yet provided for removal of the phone. Members would also like a phone near the Night Patrol – Council to follow up on the process for getting a new phone near the Night Patrol building. The Local Authority asked that the CSC to find out who is running the aged care service in Docker River as there have been community complaints. Motion:

(b) That the Local Authority note and accept the complaints received report. MOVED: Marlene Abbott SECONDED: Barnaby Kunia CARRIED 6.3 Council Services Coordinator Report Motion:

(c) That the Local Authority note and accept the Council Services Coordinator Report. There was discussion on headstones and some have been ordered in advance of new funerals. There is not enough funding to purchase replacements for all current headstones but the Council may be able to provide them on a user-pays system. Most of the work crew will be concentrating on getting fencing done before June 30. Initially concentrating on carrying out work on houses that have no fences, then will work on replacing old fences. There was a discussion on training for the young people in the community, and whether non-Council staff can be involved in Council training. This would need to be done through Anangu jobs, though if young people are still at school they will usually need to finish school before they can start with training. The Local Authority had a morning tea break from 12.05 – 12.35 6.5 MacDonnell Regional Council’s Communications and Community Engagement Plan. Motion:

(a) That the Local Authority note the MacDonnell Regional Council’s Communications and Community Engagement Plan.

Discussion was also had about training and the workshop to be delivered in the community, all participants were happy to look at moving the training until May 2015. Helen Smith confirmed that participants would be paid to come to training but would need to be there for the full day.

CARRIED 7. LOCAL AUTHORITY PLANS 7.1 Local Authority Plan Motion:

(a) That the Local Authority note the updates to the Local Authority Plan (b) That the Local Authority considers the priorities for the coming financial year, in order

for these priorities to be considered in budgets and Regional Planning. Discussion was had about the Garage and where it can go. It needs to be near the equipment located in our Mechanic’s workshop so that it can work properly. Everyone is happy for it to go near the mechanic’s workshop. Discussion was also had about what the priorities would be for next year and these are:

1. Fencing, seating, lighting, water bubblers and shade for the football oval 2. Fencing, seating, lighting, water bubblers and shade for the softball oval

MacDonnell Regional Council will do up a quote for this to assist making a decision. In addition to the priorities from the previous Local Authority Plan – the community decided that they would like to be able to show more positive stories from the community and show pictures of what they are doing, especially in MacNews. BUDGETS 8.1 Review Community Expenditure Report as at 31 December 2014 There was a discussion on aged care but the Council clarified that we do not run the aged care program anymore. Motion:

(a) That the Local Authority note and accept the Expenditure Report as at 31 December 2014.

(a) That the Local Authority consider and approve options to the upgrade of their meeting room.

MOVED: Selina Kulitja SECONDED: Marlene Abbott CARRIED 9.2 Housing Reference Group The Local Authority discussed the possibility of becoming the Housing Reference Group. The Docker River Local Authority agrees to assume responsibilities of the Docker River Housing Reference Group. MOVED: Marlene Abbott SECONDED: Barnaby Kunia CARRIED Update on National Partnership Agreement on Remote Indigenous Housing (NPARIH) – this will be starting next week to scope works and find out what’s happening. The Contractor’s will start work on 30 March and will do three houses over three weeks, includes external and internal painting, change all doors, window, fixtures and fittings. These will be lots 134, 135 and 139. Council is currently putting in a tender to do the remaining houses on the community. The Local Authority also want to flatten area around Lily’s house but need to wait until the proper equipment is out. The Local Authority also discussed leaving a part of fence open so people can walk through, however Bernie has to follow lot plans for fencing houses as provided by the Department of Housing. Lot boundaries are decided by the Department of Lands and Planning. 10. NEXT MEETING Thursday 7 May 2015 – with a community workshop on 5 and 6 May 11. MEETING CLOSE The meeting closed at 2.15pm. 30/04/2015 UPDATE: Still pending advice from Department of Infrastructure. 02/02/2015 UPDATE: The area has been surveyed and the Lot number for this area will be Lot 253. We have as yet not received confirmation of this from DOI. 2/12/2014 UPDATE: Application will need to be submitted to the DoI to assign a Lot number to the area determined by the Local Authority for the new park development.

Street Name Change

12/03/2015: Docker River Local Authority will have further discussions with the community to discuss a new name as there is already a ‘Marla Street’ in Docker River 03/12/2014: NTG will not accept a ‘two word’ name (Tjilpi Pampa). Local Authority are asked to choose another name, all agree to rename it ‘Marla Street’ ACTION: MRC are to display a poster in the community for 30 days advising of the name change for consideration and agreement by residents.  13/8/2014 LA members recommend that the request for the street name change be forwarded to NT Place Names Committee, there has been no feedback from the community on this issue. 5/9/2012: A discussion was had regarding changing the name of one street name in the community as the current name is seen as an insult to the people living on this street. ACTION 1: Shire to lobby for the change of street names. Council to forward request from the Local Authority to the NT Street names register recommending the street name change. NOTE: Local Board agree to change Liru Street to ‘Tjilpi Pampa’ street.

ON GOING 30/04/2015 UPDATE: Please provide update on name so we can submit to ‘Place Names’ for approval. Must be one word only! 02/02/2015 UPDATE: Awaiting new suggestion from Local Authority on new name for street. 15/10/2014 UPDATE: The NTG will not accept a ‘two word’ name like the one that has been recommended by the Local Authority. It is suggested that another name be chosen by the LA. 7/10/2014 UPDATE: The request for name change with LA approval has been forwarded to NTG for consideration. AUGUST 2014 UPDATE: We are seeking feedback from the community about whether they are happy with the renaming to Tjilpi Pampa Street so we can forward the request to the NT Place Names Committee. APRIL 2014 UPDATE: Local Board agree to change ‘Liru Street’ to ‘Tjilpi Pampa’ street which will need to be tested in the community with a proper display period. A poster has been provided for Local Board to approve for display in the community for 30 days. 11/11/2013 UPDATE: Docker River street names have been gazetted. There is a possibility the request to change the street name to ‘Aged Care’ may be rejected as the aged care centre may move, Local Board may need to consider an alternative name which will need to be tested with the community with a proper display period.

Public phone

13/8/2014: LA members would like a completion date for the phone relocation. ACTION: CEO advised he would follow up and have a date available at the next Local Authority meeting in October. 12/11/2013: Local Board request that the public phone in the SDC yard be removed to a site next to Night Patrol office for easier access at night when the Shire yard is locked to prevent damage to the fence and building. ACTION: Shire to follow up with CAT (Centre for Appropriate Tech.) to move it outside the Night Patrol office.

ON GOING 02/02/2015 NEW UPDATE: Still awaiting Quote from Telstra to relocate the phone. 27/11/14 UPDATE: Email received from CAT requesting information received 27/11/14. See attached. Still awaiting quote from Telstra to relocate the phone to the store. PREVIOUS UPDATE: 05/10/2014 Unfortunately there has been very little progress. Jon Veverbrants from Cat has requested a quote from Telstra for the proposed work; as yet he has not received any response. Macdonnell Regional Council contacted him again about this issue on 29/09/2014. Jon again requested a quote from Telstra this week and again no response to date. 1/08/2014 UPDATE: Application to relocate the public phone from the Office to the Store has been sent to Jon Veverbrants , project officer at CAT 15/03/2014 UPDATE: CAT has provided an application form that will need to be completed and endorsed by three community members. The phone will need to be relocated to another building with a veranda for the protection of the equipment. Once application is returned, CAT will make the necessary arrangements with Telstra to have the phone relocated.

Aged Care Service

12/03/15 ACTION: The Local Authority would like to know who runs the Aged Care Service in Docker River as they are unhappy with it.

RECOMMEND TO CLOSE 30/04/2015 UPDATE: The Home Care service is run by Tjilpi Pampaku Ngura Flexible Aged Care Service. Their contact number is (08) 8956 7347. Community members can get in touch with the local Department of Social Services if they wish to make a complaint on 1300 653 227. Or Catholic Care NT provide a free advocacy service and can be contacted on 1800 354 550.

Waste Management No update this period. The Civil Team are concentrating on recycling and sorting at the waste management

facility.

Other Relevant Matters As the Members of the Local Authority are aware the fencing program has started in

Docker River with fourteen fences completed and a further six to be completed by the 30th of June 2015. A further 20 will need to be completed the following financial year 2016.

The Shade Structure for the Mechanical Shed has been ordered and is now at Docker

River. The construction will be started in late June when the fencing program completes the 20 fences for this financial year.

The NPARIH program has started in Docker River (upgrade of the housing stock) with

three house completed and three more to be completed by the 11th/12th of May 2015.The Council has received the tender documentation for a further 40 houses in Docker River with work expected to be ongoing for the rest of this year.

Parents have also been engaging in the activities and the children really enjoy the parents playing the musical instruments with them.

The program has been reinforcing the importance of good hygiene to ensure children regular wash their hands before staring new activities or eating.

Before lunch each day the children have been having story time and singing which they really enjoy.

Average No of Children Average of 7 children attending each day. Largest number of children in a day this period was 13. The largest attendance for a week was 48. Training Staff are doing on the job training with Jessica and support services like RACCSU, who

come and visit the community. RACCSU were here for three days from 21/4/15 to 23/4/15 to undertake training with our staff. Staff learnt about a variety of areas including: early childhood development, education, early years learning framework, quality improvement, documenting, and national quality standards.

Staff have recently been doing training on “What children are learning”. We have been learning to document what children are learning through taking photos and linking it to the early years learning framework. We have also been looking at what other activities we can do with the children to encourage learning. See photos attached of one of Rita’s and Sheryth’s learning stories.

Other successful partnerships and strategic matters of importance Working with the Police and attending Community Safety meetings with other agencies. Working with the school and encouraging school attendance. Working with the child health nurse, who visits the centre to support the children’s health

and attendance. Working with NPY Waltja Piti, who supports families in attending the service. Working with visiting health team specialists who visit the centre and check children’s

health. We are working together with the NPY Youth Holiday Program, allowing them to use the

centre for the kitchen space and a quiet, private space for the young women. (Thursday afternoons in the holidays).
