If any item proposed does not meet with the approval of all Committee members, that item will be heard in regular order. Staff recommends that Items C-1 through C-4 be placed on the Consent Docket. 1. FY 2018 UNIFIED PLANNING WORK PROGRAM (UPWP) SUBCOMMITTEE SCHEDULE (ATTACHMENT C-1)
INFORMATION: Each year ACOG, in conjunction with its member entities, prepares the annual Unified Planning Work Program (UPWP). The meeting schedule proposed for the preparation of the FY 2018 UPWP is in the agenda memorandum. Any member entity or agency interested in providing their input into the process is welcome.

2. PREPARATION OF CY 2016 NETWORK MONITORING REPORT (ATTACHMENT C-2)
INFORMATION: A representative of each entity was recently emailed a link to an online survey, and asked to provide information about roadway, transit, and bicycle/pedestrian improvements completed within their jurisdiction during the past year. The attached list provides the contact person at each entity who received the survey. Completed surveys should be returned to ACOG by Wednesday, March 15, 2017.

3. OCARTS AREA LINE ITEM PROJECTS AND ADMINISTRATIVE MODIFICATIONS (ATTACHMENT C-3) INFORMATION: Attached is a list of the FFY 2017 statewide line item projects and administrative modifications located within the OCARTS area, as provided by the ODOT Local Government and Programs Divisions.

1. PUBLIC HEARING AND ACTION ON UPDATING THE FFY 2018, 2019, AND 2020 STP-UZA PROJECTS IN THE FFY 2017-2020 OCARTS AREA TRANSPORTATION IMPROVEMENT PROGRAM (TIP) (ATTACHMENT D-1) INFORMATION: Last month, the ITPC was provided the attached lists of ITTC recommendations for updating the FFY 2018, FFY 2019 and FFY 2020 Surface Transportation Program Urbanized Area (STP-UZA) projects included in the current OCARTS Area TIP. The ITTC recommendations were developed at a special meeting on January 19, 2017, following a call for projects last November. The recommendations are being provided for action by the Committee following advertisement of a two-week public review and comment period. ACTION REQUESTED: Motion to amend the FFY 2017-2020 OCARTS Area Transportation Improvement Program by replacing the FFY 2018, FFY 2019 and FFY 2020 local government Surface Transportation Program Urbanized Area (STP-UZA) projects with the updated project lists, and submit the same to the Oklahoma Department of Transportation (ODOT) for amendment of the Statewide Transportation Improvement Program (STIP).
2. REQUEST TO UPDATE THE TRANSPORTATION ALTERNATIVES PROGRAM (TAP) INSTRUCTIONS
AND APPLICATION MANUAL AND THE TAP GRADING MANUAL (ATTACHMENT D-2)
INFORMATION: In January, a Bicycle - Pedestrian Advisory Committee (BPAC) subcommittee met to discuss updating the TAP Instructions and Application Manual and the TAP Grading Manual. Staff provided the updated manuals resulting from the subcommittee meeting at the February BPAC meeting for final comments and approval. The BPAC recommends approval.
ACTION REQUESTED: Motion to approve the updated FFY 2015-2020 TAP Instructions and Application Manual and the TAP Grading Manual for use in the 2017 TAP process.
3. TRANSPORTATION NEWS AND UPDATES
INFORMATION: Staff will provide an update on current projects to the Committee.

MINUTES OF THE MEETING THURSDAY, JANUARY 26, 2017
A regular meeting of the Intermodal Transportation Policy Committee was convened on Thursday, January 26, 2017, in the Association of Central Oklahoma Governments (ACOG) Training Room, 4205 N. Lincoln Blvd., Oklahoma City, Oklahoma. This meeting was held as indicated by advance notice filed with the Oklahoma County Clerk and by notice posted at the ACOG offices at least twenty-four (24) hours prior to the meeting.

Chairman Pete White called the meeting to order at 1:42 p.m., welcoming all in attendance. ACOG Executive Director John G. Johnson called the roll, stating that a quorum was present. He then welcomed the guests.
B. APPROVAL OF THE DECEMBER 15, 2016 MINUTES
Mayor Stan Wieczorek moved to approve the December 15, 2016 minutes. Councilmember Elizabeth Waner seconded the motion. The motion carried.
C. CONSENT DOCKET Chairman White said there were no consent items to present. D. ITEMS REQUIRING INDIVIDUAL ACTION AND/OR DISCUSSION:
1. STP-UZA PROJECT RECOMMENDATIONS FOR UPDATING THE FFY 2017-2020 OCARTS AREA TRANSPORTATION IMPROVEMENT PROGRAM (TIP)
John Sharp highlighted the information as detailed in the agenda memorandum. He said 82 projects were submitted, but only 30 projects were able to be selected for funding. The cumulative funding over the next three years went to eight communities. Mr. Sharp thanked the entities for all the work they put into preparing the project applications.
2. SELECTION OF FY 2017, ROUND 1, ACOG PUBLIC FLEET CLEAN AIR GRANTS PROJECTS
Eric Pollard highlighted the information as detailed in the agenda memorandum. He also mentioned another funding source that may become available to public fleets – the Volkswagen settlement funding dollars. He said the settlement has not yet been finalized, but they perceive the possibility that some of that funding may go to Compressed Natural Gas (CNG) vehicles and electric vehicles in the state. He said it does not have to be a Volkswagen; the State has the ability to fund vehicle replacements across a certain class of vehicles (heavy duty primarily) and the potential to do some electric vehicle charging as well, but it is a vehicle replacement program. He said the

State will be setting what the cost share will be for the public fleets. He said private fleets are also eligible for funding. He said the State has until sometime in the summer to finalize the eligibility of that program.
Councilmember Mark Hamm moved to approve City of Norman, City of Moore, City of Oklahoma City, and Oklahoma Environmental Management Authority projects for funding, and University of Oklahoma-CART for partial funding utilizing CMAQ funds allocated to ACOG’s Public Fleet Conversion Grants (CLEAN AIR Grants) program. Mayor Lynne Miller seconded the motion. The motion carried.
3. INSTRUCTIONS NEEDED FOR TRANSPORTATION IMPROVEMENT PROGRAM (TIP) APPLICATIONS IN ACCESSING OKLAHOMA DEPARTMENT OF TRANSPORTATION (ODOT) DATABASE RECORDS
John G. Johnson said this item was placed on the agenda for Commissioner Goodman. When working on his TIP applications, Commissioner Goodman experienced difficulties securing some data that is housed at ODOT and wanted to bring to the Committee the awareness of that struggle. ACOG staff has been communicating with ODOT and believes they will be able to resolve that issue. ACOG does have access to that data, but the actual entities do not have access at the present time. Mr. Johnson said it is important for applicants to be able to retrieve the data in order to complete their applications. ACOG will have to work through those protocols with ODOT to make that data available going forward.
Dawn Sullivan of ODOT spoke, saying she has reached out to the General Counsel’s Office and thinks it was probably a misunderstanding with concerns about the legal aspects. She said the cities are entitled to that information, but ODOT is hoping to have some training to make sure that the entities understand the data that they are receiving. Ms. Sullivan then introduced Matthew Swift who is the new Strategic Asset & Performance Management Division Engineer.

Chairman White then referred the Committee to the Addendum to the Agenda:
5. REQUEST BPAC MEETING SCHEDULE CHANGE FOR 2017
John Sharp said this item was to change the Bicycle - Pedestrian Advisory Committee (BPAC) meetings from quarterly to six times per year. BPAC felt like the meetings were going too long and it would help to meet more frequently.
Mayor John Koehler moved to approve BPAC’s request to change its meeting dates to once every other month (six times per year). Mayor Earnest Ware seconded the motion. The motion carried.

Chairman White referred the Committee back to Agenda Item D-4 in the agenda.
4. TRANSPORTATION NEWS AND UPDATE
John Sharp, the Transportation & Planning Services (TPS) Division Director, gave an update on the following topics: TIP Process The Transportation Improvement Program (TIP) process has been an effort over the last four months for both the entities and ACOG, and it has been going well. Regional Transit Coordination ACOG staff attended regional transit coordination meetings and worked on transportation modeling with COTPA for its Classen/NW Expressway Bus Rapid Transit (BRT) study. Open Streets in the Spring Oklahoma City will have an Open Streets on Sunday, April 2. Norman will have its first Open Streets on Sunday, April 9. He said Moore and Noble are also looking to have Open Streets events this year. Coordination with ODOT ACOG has been coordinating with Oklahoma Department of Transportation (ODOT) staff on a number of issues and just recently attended their state freight meeting. RTA Task Force Update ACOG recently hosted the Regional Transit Authority (RTA) Task Force meeting. He said there was discussion about a draft RFP and the Task Force will be passing along their comments to this Committee. The Task Force also had discussion concerning future polling to get a better idea of what the public pulse is on an RTA and the transit system in the regional area. ACOG Staff Attends Public Meeting Staff attended an I-40/Douglas Blvd. public meeting. He said there are plans to expand and update the interchange at that location. Central Oklahoma Alliance of Government Agencies (COAGA) Staff has been working with a number of cities and counties to fly digital aerial photography this spring – probably at the end of February. Coordination with ODOT and FHWA Next month ACOG will meet with ODOT and FHWA to discuss coordination on current work and future tasks. FY 2018 UPWP In February, ACOG staff, along with some of the entities’ staff, will begin the process of preparing the FY 2018 Unified Planning Work Program (UPWP) to define tasks for the next fiscal year for the MPO. Transportation Alternatives Program (TAP) In late March ACOG will host a workshop to provide an overview of the TAP application process for bicycle and pedestrian grants. He said this year, ACOG will be looking at a six-year funding cycle and approximately $8.4 million. He encouraged each entity to have its staff attend.

ACOG staff will soon be preparing the CY 2016 Network Monitoring Report, as called for by the Unified Planning Work Program. The purpose of this report is to maintain current information on the implementation of multimodal transportation improvements in the OCARTS area in conformance with the goals of the metropolitan transportation plan, Encompass 2040. The report will identify all projects completed in 2016 resulting in increased transportation choices, improved traffic flow, and/or increased street/highway network capacities in the region. This information will also be used for accident analysis to determine the relationship between network improvements and accident rates. Your assistance is requested in identifying all transportation projects within your jurisdiction that were completed/implemented during calendar year 2016, regardless of the source of funding or party responsible for construction. A representative of each entity was recently emailed a link to an online survey, and asked to provide information about roadway, transit, and bicycle/pedestrian improvements completed within their jurisdiction during the past year. The attached list provides the contact person at each entity who received the survey. We would like to have completed surveys returned to ACOG by Wednesday, March 15, 2017. in the FFY 2017-2020 OCARTS Area Transportation Improvement Program (TIP) INFORMATION:
Last month, the ITPC was provided the attached lists of ITTC recommendations for updating the FFY 2018, FFY 2019 and FFY 2020 Surface Transportation Program Urbanized Area (STP-UZA) projects included in the current OCARTS Area TIP. The ITTC recommendations were developed at a special meeting on January 19, 2017, following a call for projects last November. The purpose of the update is to ensure that the TIP reflects local priorities for expending the region’s STP-UZA funds until a new TIP is prepared next year. The attached STP-UZA recommendations are being provided for action by the Committee following advertisement of a two-week public review and comment period. The attached lists are identical to the information provided last month and will supersede and replace the local government projects currently listed in the FFY 2018, FFY 2019 and FFY 2020 elements of the OCART TIP and the Statewide Transportation Improvement Program (STIP), upon approval by the ITPC. ACTION REQUESTED: Motion to amend the FFY 2017-2020 OCARTS Area Transportation Improvement Program by replacing the FFY 2018, FFY 2019 and FFY 2020 local government Surface Transportation Program Urbanized Area (STP-UZA) projects with the updated project lists, and submit the same to the Oklahoma Department of Transportation (ODOT) for amendment of the Statewide Transportation Improvement Program (STIP).

Application Manual and the TAP Grading Manual INFORMATION: On Monday, January 23, 2017, a BPAC subcommittee met to discuss updating the TAP Instructions and Application Manual and the TAP Grading Manual. Staff asked for members to submit specific comments on the previous TAP manuals and they were discussed at the January meeting. Staff provided the updated manuals resulting from the subcommittee meeting at the February BPAC meeting for final comments and approval. They are also provided here for your information:
