RECORDED MINUTES OF THE GLOUCESTER COUNTY SCHOOL BOARD

GLOUCESTER, VIRGINIA

MARCH 28, 2013

A special meeting of the Gloucester County School Board was held on Thursday, March 28, 2013, at 6:30 pm in the Gloucester High School auditorium. The purpose of the meeting was to consider recognition of local businesses for the VSBA Business Honor Roll. The Deputy Clerk took roll, and the following persons were recorded as present: George R. (Randy) Burak, Chairperson, Troy M. Anderson, Ann F. Burruss, Kim Hensley, Carla B. Hook, and Anita F. Parker, Members; H. Ben Kiser, Ed.D., Superintendent of Schools; and Betty Jane Duncan, Deputy Clerk. Kevin M. Smith, Member, was absent.

VSBA BUSINESS HONOR ROLL -- The Board discussed businesses to be considered for recognition in the 2013 VSBA Business Honor Roll. A motion was made by Ms. Parker, seconded by Mr. Andersen, and unanimously adopted to approve a resolution naming the following businesses to the 2013 Virginia School Boards Association Business Honor Roll in appreciation for their support following the April 2011 tornado disaster: EVB Bank; BBT Bank; Wachovia Bank; SunTrust Bank; Wells Fargo Bank; Office Supply of Gloucester; Lowe's; Home Depot; Chick-Fil-A; Waste Management; Wai-Mart; State Farm Insurance; Tyndall Point Trading; and WXGM Radio.

PAGE MIDDLE SCHOOL SITE PREPARATION CONTRACT - Mr. Scott Shorland, Construction Manager, presented information on bids received on the early site preparation contract at Page Middle School. A motion was made by Ms. Burruss and seconded by Mrs. Hook to award the contract for early site preparation to Henderson, Inc. The Deputy Clerk polled the Board as follows:

The Chairperson called for a recess at 6:37 pm until the scheduled joint meeting with the Board of Supervisors at 7:00pm at the same location .

A joint meeting of the Gloucester County School Board and the Gloucester County Board of Supervisors was held on Thursday, March 28, 2013, at 7:00 pm, in the Gloucester High School auditorium.

The Chairperson of the Board of Supervisors called the meeting to order at 7:00 pm. Present for the Board of Supervisors were: Louise D. Theberge, Chairperson, Carter Borden, Ashley Chriscoe, Christopher Hutson, Andrew (Andy) James, John Northstein, and Robert (J.J.) Orth, Members; Brenda G. Garton, County Administrator; and Trish Cronin, Deputy Clerk.

The Chairperson of the School Board called the meeting back to order following the recess. The Deputy Clerk noted that all School Board members were present for the joint meeting (Mr. Smith having arrived during the recess).

A copy of the agenda for the Board of Supervisors is attached to the minutes. There was no published agenda for the School Board meeting.

INVOCATION AND PLEDGE OF ALLEGIANCE- An invocation was pronounced by Andy James, and Board members joined in the Pledge of Allegiance to the United States Flag.

SCHOOL BOARD'S RECOMMENDED FY'2013-2014 BUDGET

Mr. Burak reviewed the process followed by the School Board in developing the proposed budget for FY2014. Dr. Kiser and Ms. Joanne Wright, Director of Budget and Finance, presented data on the School Board's Recommended Budget for 2013-14 (Copy of presentation attached to minutes). Board of Supervisors members were given the opportunity to ask questions regarding budget items and have those issues addressed by the School Board and staff. Mr. Chriscoe requested that additional data be provided to explain the staffing requirements under the Virginia Standards of Quality and how these requirements are funded in Gloucester County.

QUESTIONS/CONVERSATION RE: PAGE MIDDLE SCHOOL

Mr. Burak opened the discussion by advising the Board of Supervisors that approval had been given by the School Board earlier in the meeting for work to begin on site preparation at the Page Middle School site. Mr. Shorland provided an update on the status of work on the plans for the school and also provided information on the current cost projections for the school and the add-ons to be considered in the bidding process. (Copy of handout Cost Projections for Page Middle School attached to minutes) Topics discussed included scope of road work, emergency shelter costs, site preparation details, and the need to encourage contractors/subcontractors to deal with local businesses when possible. Mr. Chriscoe requested that further data be provided on the $98,220 costs for emergency shelter hardening.

ADJOURNMENT BY BOARD OF SUPERVISORS -At 8:52 pm, the meeting of the Board of Supervisors was adjourned.

ADJOURNMENT BY SCHOOL BOARD --At 8:52 pm, there being no further business, a motion was made by Ms. Burruss, seconded by Mr. Andersen, and unanimously approved to adjourn the special School Board meeting of March 28, 2013, until the next regular School Board meeting scheduled for Tuesday, April 9, 2013, at 7:00 pm at the Gloucester Courthouse.

The regular monthly meeting of the Gloucester County School Board was held on Tuesday, April 9, 2013, in the Administrative Offices Room 305. The Chairperson called the meeting to order at 5:32pm

Hutchinson, Assistant Superintendent for Administrative Services and Acting Clerk, and Charles A. Wagner, Ed.D., Assistant Superintendent for Instructional Services.

At 5:33pm, a motion was made by Ms. Burruss, seconded by Ms. Parker, and unanimously approved to adjourn for a closed session, pursuant to Code of Virginia, 1950, as amended, Section 2.1-3711 (A), Subsection 1, for the discussion of personnel matters (appointments, resignations, etc.); and Subsection 2, for the discussion of student personnel matters (1 request for release from compulsory attendance; and 1 petition for admission of a 4 year old for the 2013-2014 school year). At 6:37 pm, the Chairperson declared a recess, and the meeting was relocated to the Colonial Courthouse.

At 7:00 pm, a motion was made by Mr. Smith to reconvene the meeting into open session and to certify that the Gloucester County School Board, while in closed session, discussed only public matters lawfully exempted from open meeting requirements provided in Subsection A of Section 2.2-3711 and that only public business matters that were identified in the motion convening the closed session were heard, discussed or considered. Students recognized included: RoboDukes-Chris Feigh, Zach Tilley, Heather Hodges, Megan Epperson, Charles Milroy, Dalton Ward, Collin Forst, and Trip Arnold; Apps4VA Working Prototype-Marcus Rakentine; Ford/AAA Auto Skills-T.J. Priddy and Robert Cain; FBLA Regional Competition-Tia Javaliena; and Virginia State Horse Judging Competition-Anna Henderson Cox, Lilly Johnston, and Emily Johnston. (Complete listing of competitions, students, and sponsors attached to minutes) Students and sponsors received sincere congratulations from Board members for their accomplishments.

13-50: COMMUNITY/STAFF PRESENTATIONS AND RECOGNITION (continued)

2. Introduction of Trooper Buddies/Program -Ms. Shirley Chirch , Environmental Health and Safety Manager, and 151 Sgt. Caren Sterling, Virginia State Police, discussed with the Board the newly implemented Trooper Buddy Program. A state trooper will be assigned to each elementary school and spend one day each month interacting with students and teachers. Also, troopers will make spontaneous visits to the elementary school once per week. 1st Sgt. Sterling introduced Jeff Teagle and Ray Speas, two of the troopers who will be participating in the program.

3. Proclamation of May 8, 2013, as School Nurse Day - Ms. Chirch praised the services of the GCPS School Nurses and asked that May 8, 2013 be proclaimed as GCPS School Nurse Appreciation Day. A motion was made by Ms. Burruss, seconded by Ms. Parker, and unanimously adopted to proclaim May 8 as School Nurse Appreciation Day.

4. Support Services' Updates-Facilities/Energy - Mr. Dave Miller, Facilities Manager, and Mr. Dave Simmons, Energy Manager, provided an update on the services and ongoing projects of their departments. Board members commended Mr. Miller and Mr. Simmons and their respective staffs for the valuable work they perform for Gloucester County Public Schools.

5. Updates on Committees/Boards by SB Members - Ms. Burruss noted the Driver Impairment Program used in driver education at GHS which had been a feature of the Daffodil Festival. Ms. Hensley reported that the Teacher of the Year Dinner sponsored by the Education Foundation would be held on April 24. Mr. Andersen will attend a meeting of the Facilities Use Committee this week and provide a report at a later date.

6. Reserved for Remarks from Citizens in Audience - Mr. Burak asked if there were any persons present who wished to address the Board. He asked that all persons state their name, the district in which they reside and to limit their remarks to five minutes or less. The following person came forward to speak:

Brian McGovern (ABN District!GEA President) reported on the recent GEA climate survey and noted that further dialogue is needed with the Board on the results of this survey. An e-mail had been sent to Board members by Mr. McGovern with survey results and recommendations. (Copy of recommendations attached to the minutes)

13-51: INSTRUCTIONAL SERVICES' ITEMS

1. Discussion of SOL Incentives - Dr. Wagner and Dr. Kiser discussed SOL incentives that had been authorized for teachers to use in preparing their students for the upcoming SOL assessments. (Copy of e-mail from Dr. Kiser regarding SOL incentives attached to minutes) After discussion, a motion was made by Mrs. Hook and seconded by Ms. Hensley to instruct the Superintendent not to implement the SOL incentives and for recommendations from staff to be brought back to the Board at the next meeting on April 23. The following vote was recorded by the Deputy Clerk:

Grants and Donations Received by GCPS - Ms. Joanne Wright, Director of Budget and Finance, highlighted the donations and scholarships totaling $3,807.48 that had been received by the schools and the division. A motion was made by Ms. Burruss and seconded by Ms. Parker to accept with grateful appreciation the donations as outlined. The Deputy Clerk polled the Board as follows:

Mr. Hutchinson recommended that funds available in the GHS Student Parking Fee account be used to pave a gravel parking area adjacent to the weight room and to improve the walkway to that parking lot. It was the consensus of the Board to accept this recommendation.

3. Actuarial Report- July 1, 2012- Ms. Wright distributed copies of the Actuarial Report and asked that Board members review this information prior to the work session on April 23. (Copy of Actuarial Report attached to minutes)

13-53: SUPERINTENDENT'S ITEMS

1. Update on Thomas Calhoun Walker Education Center -Mr. Scott Shorland, Construction Manager, and Mr. Hutchinson presented an update on the Thomas Calhoun Walker Education Center modification. A contract with Oyster Point Construction is being prepared for work to begin on that facility. A motion was made by Ms. Burruss and seconded by Mr. Smith to authorize the Chairperson to sign the contract on behalf of the Board when it is ready. The Deputy Clerk polled the Board as follows:

2. Update on Page Middle School -Mr. Shorland provided a progress update on the Page Middle School project. Early site work is expected to be completed by July 4, with all timber being removed by April 5. The design work is 75% complete, and finishes are being selected. Mr. Hutchinson reported that a meeting had been held with Mr. Craig Moore, Emergency Services Coordinator, who had reviewed and approved the plan of action for emergencies/disasters.

1. Call for Submission of Proposed Changes or Additions to VSBA Legislative Positions­Due June 14, 2013- Mr. Burak reminded Board members that any proposals for changes/additions to VSBA Legislative Positions are due by June 14.

Mr. Andersen asked that consideration be given to placing items on the agenda for future Board meetings including virtual school (feedback from teachers and students) and the GEA climate survey. He also asked for information on the progress towards making the Interactive Achievement program available in the schools. Mr. Jim Brogan, Director of Technology, stated that his staff is working with the schools on an individual basis to bring this program online as time permits.

13-56: ADMINISTRATIVE SERVICES' ITEMS

1. Policy Manual Update - Mr. Hutchinson presented the following policy revisions for consideration:

A motion was made by Mr. Smith seconded by Ms. Parker, and unanimously adopted to approve the recommendation for policy revisions as amended on 1st and 2nd readings.

A special (work session) meeting of the Gloucester County School Board was held on Tuesday, April 23, 2013, at 5_:30 pm in the Administrative Offices Complex Conference Room 305. The Chairperson called the meeting to order at 5:27 pm. Roll call was taken by the Deputy Clerk, and the following persons were recorded as present: George R. (Randy) Burak, Chairperson, Ann F. Burruss, Kimberly (Kim) E. Hensley, Carla B. Hook, and Anita F. Parker, Members; and H. Ben Kiser, Ed.D., Superintendent of Schools; John E. Hutchinson, Assistant Superintendent for Administrative Services and Acting Clerk; Charles A Wagner, Ed.D., Assistant Superintendent for Instructional Services; and Betty Jane Duncan, Deputy Clerk. Troy M. Anderson and Kevin M. Smith, Members, were absent. Mr. Smith arrived at 5:29 pm.

UPDATE ON GOVERNOR'S HEALTH SCIENCE ACADEMY PROPOSAL -Dr. Paul Mclean, Director of Career & Technical Education, and Mr. Matt Lord, GHS Guidance, provided information on the Governor's Health Sciences Academy and projections for enrollment in that program. (Copy of handouts on Governor's Health Science Academy attached to minutes)

UPDATE ON RCC PATHWAYS PROGRAM- Dr. Mclean and Mr. Lord discussed the RCC Pathways Program and provided data on the implementation plan. (Copy of handout on Implementation Plan attached to _minutes)

SPECIAL EDUCATION ELIGIBILITY COMMITTEE REPORT- Ms. Fran Goforth, Director of Special Education, and Ms. Sandra Hedrick, Special Education Coordinator, presented the report from the Eligibility Criteria Revision Committee. The revised criteria are based on State guidelines and have been developed in consultation with VDOE representatives. Following the presentation and discussion, a motion was made by Mr. Smith, seconded by Mrs. Hook, and unanimously approved to adopt the revised Criteria for Special Education Eligibility effective 4/24/2013. The Chairperson called for a short recess at 7:30pm.

SAFETY RECOMMENDATIONS - Mr. Hutchinson . reviewed proposed security improvements to each of the schools which had been discussed and agreed to by staff at the schools. (Copy of Security Improvements attached to minutes) ·

BUDGET DISCUSSION - Dr. Kiser and Ms. Joanne Wright, Director of Budget and Finance, presented the status of the Operating Budget 2012-2013, staff recommendations for accommodating the deficit, and strategies to reduce expenditures to meet the appropriation of funds by the Board of Supervisors. Final recommendations will be made at the May meeting of the School Board. (Copy of Status of Operating Budget and Classroom Projections attached to minutes)

OTHER ITEMS AS BROUGHT UP BY SCHOOL BOARD MEMBERS

Board members indicated that they would like to see the following topics discussed at future work sessions: Gifted Program; GEA Climate Survey, and Virtual Education.

Dr. Kiser requested that Board members review the Actuarial Study distributed by Ms. Wright prior to discussion at the May Board meeting.

At 9:06 pm, a motion was made by Ms. Parker, seconded by Ms. Burruss, and unanimously approved to enter a closed session, pursuant to Code of Virginia, 1950, as amended, Section 2.1-3711 (A), Subsection 1, for the discussion of personnel matters (appointments, resignations, etc.).

At 9:29 pm, a motion was made by Ms. Burruss and seconded by Ms. Parker to reconvene the meeting into open session and to certify that the Gloucester County School Board, while in closed session, discussed only public matters lawfully exempted from open meeting requirements provided in Subsection A of Section 2.2-3711 and that only public business matters that were identified in the motion convening the closed session were heard, discussed or considered. It is that time again when we find ourselves planning 4-H camp We will be taking 208 youth to 4-H camp in 2013. 4-H Camp provides youth the opportunity to develop critical life skills while developing esteem. Gloucester youth attend the Jamestown 4~H Center located in Williamsburg, Virginia. The camp is one e-f the oldest camping facilities in the Commonwealth of Virginia and is accredited by 1he American Camping Association.

I would like to request the use of six buses to transport campers to the camp the wee!< of June 10 thru 14, 2013. As in the past we will be rosponslbte for an costs and insurance coverage that is incurred.

2013-2014 Proposal for Self Insurance for Workers' Compensation

Coverage was awarded to Virginia Association of Counties (VA Corp) on May 11, 201 0, with the option to renew for four (4) successive one-year terms.

The FY 2014 school year will be the third of four successive renewals as allowed for in the RFP. The renewal rates per $100 submitted by VA Corp for the three payroll classifications in comparison to the FY 201 3 rates are as follows:

Our experience modification factor improved from .88 to .80 and provided a 13.5% premium discount and an 8.6% scheduled credit. Premium will be adjusted to refiect final budgeted compensation.

Budget and Finance-Auto, Property and Liability Insurance Award (7-01-2013)

Virginia Municipal League (VML) Proposal

The School Board awarded the Auto, Property and Liability Insurance coverage to VML on May 11, 2010, with the option to renew for four (4) successive one-year terms. FY'14 will be the third year to exercise this option. Comprehensive coverage for buses is fifteen (15) years and ten (1 0) years for other vehicles. Other limits are outlined in the attachment.

We have received a renewal quote in the amount of $202,781.

RECOMMENDATION: That the School Board award Auto, Property and Liability Insurance coverage to VML effective July 1, 2013 through June 30, 2014.

Scholastic lnsurors, Inc. Renewal Offer

The school division has provided a division-paid student accident insurance plan since FY 2006. A Request for Proposal (RFP# 08-016) for student accident insurance coverage was issued and awarded to Scholastic lnsurors, Inc. for FY 2009, with the option for four successive one-year renewals. This agreement has expired.

VML sought coverage on behalf of the school division. Negotiations with Scholastic have resulted in a level renewal rate of $1.50 per student with no changes to the coverage. Voluntary premiums remain at current year rates as listed below:

The tuition rate for non-resident regular education students was $3.744 for the 2012-2013 school year. During FY 2013, there were no tuition students. Tuition rates are set annually.

The local budgeted cost per pupil is $4,493. This amount is adjusted for budgeted local transportation costs ($325), as non­resident students are not transported.

Bethel Elementary School

Instructional Report April2013

• Bethel students made us proud with first place results in recent academic and artistic competitions.

• The Desktop Publishing Team of Kameryn Altizer and Mackenzie Sullivan won first place at the Great Computer Challenge. They competed at ODU against 21 other teams from across the Hampton Roads area.

• First grader Olivia Nelson placed first in Virginia School Board Association Art Contest for GCPS and 3'ct place in the Eastern Region VSBA Forum.

• At the GCPS Math Bowl, our fourth grade team brought home the county's first place trophy. Our second 4th grade team scored the highest points in Structures and one of our sth grade teams scored the highest points in Logic.

We are proud of ALL of our students for their hard work this year.

Page Middle School Intervention/Inquiry Blocks: Intervention students have been placed strategically to continue to receive intervention. All other students are receiving content remediation through their 2"ct block classes.

Special Education teachers continue to provide direct intervention to students on their caseload. This will enable additional slots for struggling learners in the other intervention classes.

Members of the Rtl team collaborated on the successes of Page Middle School and areas for improvement for the upcoming school year. The concerns of the group center on staffing issues and specific intervention programs to be provided to intervention teachers. The team is looking forward to improving core instruction through Content Enhancement Routines. Two learning strategies have been identified for intervention purposes.

Instructional Highlights: During Ms. Pickett's Inquiry Block, students interpreted numberless graphs prior to an activity using the CBR2 Sonic Motion Detector. The students worked in teams using the CBR2 to record movement for five seconds. The goal was for students to recreate the graph that was presented on the screen. In order for students to create the same graph by their movements, they had to understand the concept of distance over time.

The following is a list of standards ranging from Course 3 to Geometry that students engage in through the activity:

The objectives of the lesson are as follows: use computer software, problem solve, investigate, use coordinate methods applying slope & pictorial representations, make comparisons, predictions, and inferences using displayed graphs, construct and analyze scatter plots, make connections between any two representations (tables, graphs, words, & rules) of a given relationship, collect and analyze data, solve real world problems using math models, including linear and quadratic functions.

Upcoming Page Events: The Page 8th Grade Dance is scheduled for Saturday, May 11th at 6:00pm. The theme for this event is Board Walk Carnival, sponsored by the NJHS and SCA. All students who have not received a disciplinary infraction since May ih are welcome to attend. This event is for Page students only.

Celebr8: Page Middle School will be celebrating the academic accomplishments of our students on June 6th at lO:OOam. Parents are invited to attend the assembly at GHS Main Gym. An afternoon of celebratory fun is planned for the afternoon.

Highlights: Mr. Craig Doolittle's accomplishments as an outstanding educator were celebrated at the Teacher of the Year Dinner. His dedication to his profession, positive attitude toward students and colleagues serves as a great professional model to all educators. Mr. Doolittle is responsive to school needs and always willing to problem-solve to improve our programs.

The 86th Annual Virginia Middle and High School Principals Conference and Exposition Dr. Travis Burns will present at The 86th Annual Virginia Middle and High School Principals Conference and Exposition held on June 23 -June 26, 2013. The title of Dr. Burns' presentation is The Digitally Savvy Principal: How principals can use social media for family engagement and professional growth. Participants will learn how to build and make the most of a Professional Learning Network (PLN) for the purposes of family engagement and professional growth. Participants will gain a working knowledge of Twitter, Piktochart, Pinterest, Linkedin, Flipboard, Google+, GoogleDocs, and Wordpress. Additionally, participants will learn how Facebook can be used as a highly effective medium for celebrating school successes, engaging parents and families, and shaping conversations about your school.

Virginia Education Research Association (VERA) Dr. Travis Burns has been selected to serve as the chairperson of the Virginia Education Research Association's (VERA) committee on membership.

Honors for GHS Yearbook

The 2012 GHS Cavalier received an Honorable Mention in Balfour's Yearbook which showcases the best in Yearbook publications. Once again we are honored to be included and to be recognized for our work in student publication.

GHS Bands Receive Top Ratings In March, the GHS Symphonic Band and Wind Ensemble received "Superior" and "Excellent" ratings respectively at the State Assessment!

GHS Team Takes Overall at Sea Perch Competition Technology teacher Rusty West and Science teacher Susan Gardner took five teams to the first ever Tidewater region Sea Perch Competition. Students built ROV's and competed in 3 categories including: Underwater Retrieval, Obstacle Course, and Interview. The team of Dwight Keener, Payton Blodgett, Charles Milroy, and Christine Walsh won 1st in underwater retrieval and obstacle course and 2nd in interview. They also won overall and can compete in Nationals in Indianapolis. Another team took 3'd in Underwater Retrieval and Obstacle course.

Gloucester's History First Hand Students from Mrs. Rowe's History of Gloucester and Mr. McGovern's classes attended a field trip to the Rosewell Ruins on April 11th. The trip was guided by retired GCPS teacher Susan Smith. Students spent several hours at the Rosewell visitor center and the ruins, learning the deep history of this historic site and the lives of those who lived there. Students said of the trip; "It was an educational experience that allowed them to see Gloucester History."

GHS Agriculture Plant Sale Students are excited to show off and sell the plants they've worked to grow and projects they've completed! The plant sale takes place May 2nd and 3'd from 8:00a.m. to 3:00p.m. in the greenhouse.

The five TV Ill students (seniors, Cody Hansford, Randall Hazard , Allison Noah, Cole Smith , and Jonathan White) are currently working on the following Spotlight Series videos: Episode 9-Career & Technical Education (GTE); Episode 1 0-The Gloucester County Daffodil Parade; Episode 11-The Gloucester High School Class of 2013. The TV Ill students are also working on a special DVD project entitled , The Gloucester High School Class of 2013, and they are gathering b-roil for their individual Career & Technical Education (CTE) program videos (one per CTE program). The CTE videos will showcase the excellent CTE programs we have at Gloucester High School, and be utilized for informative and promotional purposes-especially the upcoming freshmen for 2013-14!

The TV Ill students will also be working on their short films submissions for competition in the annual Gloucester County Public Library's Independent Teen Film Festival. The top prize is $125!

Television Production I

On April16, 2013, the Board of Supervisors adopted the FY 2014 Gloucester County Budget. The local appropriation for the school Operating Fund was set at $22,603,728, or a reduction of $1,525,380 from the School Board's requested budget. This reduction is one dollar more than presented at the work session due to rounding with the county's spreadsheet. The CIP appropriation for vehicle replacement was reduced $200K.

On April23, 2013, a list of potential reductions was provided for consideration. Eleven reductions totaling $1,327,208 were recommended with options for the remaining deficit provided. The final recommendation is to save an addijional three to four positions concentrating on the Middle and High School level. Option two is an alternate illustration that includes the reduction of five days from the school calendar and $28,172 in reduced compensation and benefits. The calendar reduction, however, would impact the annual compensation for paraprofessionals, bus drivers, bus assistants, food service workers and nurses. The FY 2014 budgeted funds are as follows:

The CFS budget includes a $.10 increase in all lunch prices except the reduced price. This increase is required under federal guidelines in an effort to equalize the total meal price when combined with federal reimbursement. A proposed FY 2014 teacher scale incorporating a 2% increase for all teachers is enclosed. Staff continues to evaluate incoming resignations and retirements in order to adjust compensation and benefits with the least detriment to the instructional program. A detailed budget will be provided in June.

No fee may be charged unless it has been approved by the School Board.

Only those fees and charges permitted by law or the regulations of the Board of Education may be levied on students. No school or employee may levy a fee or charge on any student 'Nithout the approval of the Superintendent or his or her designee. In approving any such fee or charge, the Superintendent/designee shall ensure that the fee or charge is either reduced or waived for those students who are unable to afford them.

An application for waiver or reduction of fees may be requested from the school office.

Fees are reduced or waived for economically disadvantaged students and students whose families are undergoing economic hardships and are financially unable to pay them. including but not limited to. families receiving unemployment benefits or public assistance. including Temporary Assistance for Needy Families (TANF}, Supplemental Nutrition Assistance Program (SNAP). Supplemental Security Income (SSI) or Medicaid; foster families caring for children in foster care; and families that are homeless.

Each time a fee is charged. notice will be given that a fee waiver may be requested . The notice will include directions as to how to apply for a waiver. An application for reduction or waiver of fees may be obtained from the respective school's office.

This policy will be provided to parents annually and posted on the division's website.

The consequences for nonpayment of fees include exclusion from the activity related to the fee.

No student's report card. diploma or class schedule will be withheld because of nonpayment of fees or charges. No student will be suspended or expelled for nonpayment of fees or charges.

The School Board~ upon recommendation of the superintendent. may take action against a pupil or the pupil's parent for any actual loss, breakage, or destruction of or failu re to return property owned by or under the control of the School Board, caused or committed by such pupil in pursuit of his studies. Such action may include seeking reimbursement from a pupil or pupil 's parent for any such loss, breakage, or destruction of or failure to return school property.
